A survey of federal and state licensing requirements for blasters employed on the surface and underground was conducted for the Bureau of Mines. Subdivisions include surface and underground (large and small), metal, nonmetal and coal. The requirements for certification, class of license, available training, types of testing and enforcement practices are discussed. Included are recommendations of some of the industry trade organizations.

Pre-blast surveys are often conducted solely to document existing structural conditions and uncover potential problem areas. This paper presents a case history where the pre-blast survey was also used as a vehicle to initiate a public relations program with the occupants of a large apartment complex adjacent to a major excavation site. The public relations program, in conjunction with good blasting practices, succeeded in keeping complaints to a minimum. The presentation includes an overview of the project, details of the public relations program, some of the blasting methods that were utilized and a recap of the complaints received.

This paper reports on an evaluation of the safety characteristics of short lead, 5 centimeter (cm), Magnadet1 detonators. The Magnadet initiation system uses magnetic induction principles to transfer electric energy from the firing line to the detonator without a physical connection. This study was initiated because the Magnadet initiation system represents a new technology and the Bureau is interested in ensuring that no potential safety hazards are introduced into the nation's mining environment. The Magnadet system and its proper use are described along with a discussion of how it works. The potential hazards examined are: stray current from mine service power, lightning, DC current, static electricity, and radio frequency transmissions. Tip strength is also evaluated. Experiments were conducted to evaluate some hazards and theoretical methods were used to evaluate others. The results showed that the Magnadet short lead initiation system does not exhibit any unusual safety hazards. The new system is at least six times as resistant to common hazards as currently used electric initiation systems, so long as the insulation is intact.

In 2023, an Indonesian coal mine experienced significant contamination of an emulsion blend explosive by dynamic mud and water flow, triggered by flooding due to exceptionally high rainfall. This intrusion into explosive columns compromised the stability and efficiency of blasting operations, thereby impacting overall mining productivity. The extent and impact of these contaminants on the stability and performance of the emulsion blend explosive were rigorously analyzed through a robust assessment methodology that included comprehensive field measurements and controlled laboratory experiments designed to replicate the challenging site conditions. Utilizing a combination of theoretical calculations and Computational Fluid Dynamics (CFD) simulations, this study evaluates the kinetic interactions between dynamic mud flows and emulsion explosives within drill holes. The methodology integrates Torricelli’s theorem for velocity assessments and Darcy’s Law for understanding the penetration mechanics of mud into the emulsion blend. CFD simulations are further correlated with actual blast data to assess discrepancies between theoretical predictions and real-world outcomes. Results demonstrate a significant reduction in the velocity of detonation (VOD) of the explo-sives, traced directly to mud contamination levels, which align with the quantified penetration rates in the study. Practical measures for mitigating such contamination are proposed, including the reinforcement of water-ways, culverts, and bund walls at drilling locations based on validated simulation data. Additionally, rec-ommendations for operational adjustments during high rainfall events are discussed, aiming to enhance blasting safety and efficiency. The paper concludes by suggesting future research directions towards the development of more resilient emulsion formulations and enhanced predictive modeling techniques to better forecast the impacts of en-vironmental variables on explosive performance in mining operations

The Bureau of Mines conducted a series of tests to develop a blasting method that would reduce overbreak and rockfall hazards at a limestone quarry in northeastern Wisconsin. Reductions in overbreak were achieved by shortening the main explosive column and reducing the explosive load in shortened stemming zones in shotholes which were to form the highwalls. Two blasthole diameters, 3 and 4 inches, were used with 7 by 7 foot and 9 by 12 foot burdens and spacings respectively. ANFO, Comsol 300, or PowerAN were used in the body of the shots and Gelmax or 40 pct extra dynamite cartridges were used in the reduced load zones. Smoother highwalls were visually apparent, however further analysis by seismic refraction techniques were performed as an aid to studying overbreak within the rock mass.

At the Metropolitan Nashville International Airport, with its more than 600 scheduled daily flights from American Airlines hub operations, other scheduled airline flights, Tennessee Air National Guard operations, as well as numerous industry air flights, the excavation of 300,000 cubic yards of rock was required without disrupting airport operations for a cut and cover underground tunnel with a 4 lane US Highway and new airplane runway to extend across it's top. In addition to the excavation, the removed rock was to be broken to specification type that was clean and of small size for fill in another area of the airport property. The blasting was limited to two 1/2 hour windows per day and stiff monetary penalties were in place for schedule slippage of each phase of the project.

This paper will discuss the Wight Pit wall slash at the Mount Polley open-pit copper-gold mine that scavenged a high grade block of ore from two double-benches of the pit wall. The Wight Pit orebody, discovered in 2003, is located in the Northeast of the property with the southeast pit wall approximately 50m (165ft) from the edge of Polley Lake. In early 2009, the Wight Pit was nearing completion while an estimated 150,000 tonnes (165,000 tons) of ore averaging a grade of 1.4% copper remained just inside the southeast pit wall. The ore block started 24m (78ft) above the pit floor and extended up another 48m (157ft) with a 70o plane defining the back of the block.

Differences exist between public perception of construction blasting and quarry blasting. In general, people are able to tolerate short term inconveniences much better than long term ones. The paper focuses on the public perception of quarry blasting in St. Charles County, MO. This expanding urban environment has seen new legislation targeting preexisting quarry operations that have been in place for many years. A survey was made comprising interviews conducted to gauge perceptions of persons with varying demographics. Interviews covered topics involved with quarry blasting and its reporting methods. The purpose of the interviews was to determine public perception of blasting and how best to report results of vibration measurements. The use of different, less technically complicated measurement scales for vibration and airblast was considered as an alternative reporting system. The question for the industry is, “Has our past haste in adopting complex scientific scales and units been detrimental to us?” In other words, are we reporting the correct things? For airblast, the decibel scale was evaluated against millibar in the public eye. Peak Particle Velocity was also compared to that for displacement. Current legislation in the county is based on complaint levels rather than damage criteria. The complaints most likely not only come from ignorance to the affects of blasting on structures, but also sparse understanding of the units used to report these affects. The past practice of treading softly as an industry has been proven to be a poor choice, and education of the public as well as lawmakers on all levels is necessary. The Mississippi Valley Chapter of ISEE has begun to conduct seminars to this end. One educational seminar has taken place for officials and lawmakers in the St. Louis area, and others are in the planning stages. The focus of this paper is to gauge perception of the damage criteria reported today, and locate focal points for future education of the public in rapidly expanding suburban environments.

"Manufacturers and users of energetic material [i.e., propellants, explosives, pyrotechnics (PEP)] generate unserviceable, obsolete, off-specification, and damaged items that are characterized as reactive waste. These items must be safely treated and disposed of or reclaimed/recycled, thereby controlling existing waste inventories at manageable levels. The most commonly used disposal and treatment method, particularly at U.S. Department of Defense (DoD) installations, is open burning/open detonation (OB/OD). However, regulatory constraints and the inability of operators toobtain permits required for treating these waste has led to the recent reductions and limited use of OB/OD treatment at many installations."

President George Bush signed the Safe Explosives Act (SEA), which amended the Organized Crime Control Act (OCCA) of 1970, into Law on November 24, 2002. As a result of this legislation, new restrictions on who could legally receive or possess explosives in the United States went into effect, resulting in a profound impact on the commercial explosives industry. The law went into effect in two key phases. The first phase, which went into effect on January 24, 2003, resulted in additions to the categories of persons who are prohibited from receiving or possessing explosive materials in the U.S.

As the title implies, this paper details the start of a cast blasting and the design flexibility required to satisfy different parameters encountered on a large coal mine employing cast blasting as the program has grown and evolved around the town of Colstrip, Montana. As strip ratios have increased, the need to adapt and find solutions to provide coal at a reasonable cost to the mine mouth power plants has risen. Colstrip, Montana has a long history of coal mining which dates back to the early 1920s when Foley Brothers began supplying coal strictly for powering locomotive engines.

With the advance of science, rise of public interest in environmental matters, and continuing erosion of air quality, Federal and state regulators are demanding an increasing complex array of data concerning emissions produced by burning and detonating energetic materials. The U.S. Department of Defense, one of the world's largest consumers of energetic materials, now must characterize combustion products resulting from open burning/open detonation disposal operations. The catch-all phrase "below detection limits" no longer satisfies the regulators who now want testing to delve into the ppt level for volatile organic compounds and ppt level for semivolatile organic compounds.

Cumulative sum (CUSUM) statistical process control methods have been used in many industries to monitor quality control results. CUSUM charts are a method to determine when small changes in data indicate a major change in results. E.S. Page at AT&T developed the method in 1954. In many blasting situations, vibration and air blast readings vary slightly from blast to blast. Whether the change is significant or not can be hard to interpret from the raw data. CUSUM charts can assist in determining whether a major change is taking place and when the change began.

Large diameter, surface blasting is less prone to dead pressing and other disruptions which commonly plague underground and construction blasters. A large iron ore open pit mine in Brazil operates with reduced blast sizes, due to the imminence of red alerts in the rainy season and the proximity of plant and dam structures that demand control of the maximum load of fired explosives. Blasts are currently not allowed to remain loaded with explosives due to the risk of red alerts, limiting mine operations close to them. There is a need to increase the blast sizes, reducing the number of events required to obtain the planned mass and, consequently, the unproductive operating hours lost with mine evacuations. The WebGen™ wireless electronic initiation system is a technology for firing detonators via lowfrequency magnetic induction that propagates through the medium, without physical connection. A blast was carried out with 406 holes divided into 4 panels, aiming to validate the preloading technique with wireless detonators and its performance in safety and productivity. The absence of lead wires in the system eliminates the risk of interaction between vehicles and detonator cables in stemming and loading operations, which can result in unplanned detonation or misfire. By eliminating the need for a spotter, it reduces people's exposure to dust and the risk of human-machine interaction. Furthermore, it eliminates the risk of unplanned detonation caused by lightning strikes. The pre-loading technique with wireless detonators enables flexibility and efficiency in planning through temporary accesses over loaded areas. In the demonstration, driving over the loaded area was essential to avoid jams and excessive wear on equipment due to the narrow berm and very friable material. Another gain in productivity was optimizing operational stages, since detonators were programmed in parallel with loading, anticipating process stages, in addition to eliminating the need to connect detonators. Considering the average handling and savings in downtime due to the reduction of blasting events, a potential increase in movement of 49,000t (54,013 short tons) in 3 months was estimated, keeping the vibration results within the required limit. The trial with wireless detonators demonstrated the feasibility of carrying out blasts with preloaded panels, without restrictions on the number of panels or detonators, enabling vibration control, innovating mine planning and increasing safety and productivity
