Submarine hydrothermal mineralization occurs in at least three locations along the Hellenic Volcanic Arc in the Eastern Mediterranean Sea. Weak hydrothermal discharges occur off Kos and Nisseros at the eastern end of the arc and off Milos at the western end. In both cases the hydrothermal solutions are rich in iron and manganese and are precipitating iron oxides variably enriched in minor elements. This points to the likely presence of sulphide minerals at shallow depth below the sea floor at these locations. By contrast, at Santorini, in the centre of the arc, the hydrothermal discharges are much stronger and rate of deposition of the hydrothermal minerals much greater. Indeed, in one of the two hydrothermally active embayments off Santorini (Nea Kameni) hydrothermal deposits are accumulating up to five times as fast as in the Atlantis II Deep of the Red Sea. Radiocarbon dating indicates that these deposits have been accumulating for about 100 years. In the other embayment off Santorini (Palaea Kameni), hydrothermal deposition has taken place over a longer period (more than 1,000 years) but the deposits are not so hydrothermally enriched due to the simultaneous deposition of biogenic silica and detrital mineral with the hydrothermal deposits. The observed pattern of increasing intensity of submarine hydrother¬mal activity from the extremities of the arc towards its centre argues for additional hydrothermal mineralization on poorly explored areas of the sea floor between Milos and Santorini and between Kos and Santorini.

Numerous hydrothermal vents occur along the Earth?s oceanic spreading axes documenting the reaction of seawater with hot magmatic rocks. The circulation of seawater through the oceanic crust, the interaction with hot rocks in the crust, and the subsequent discharge of hot metal- and gas-rich fluids into the ocean have significant implications for the cycling of material and energy on Earth. Until recently, hydrothermal activity was unknown from the Mid-Atlantic Ridge (MAR) south of the Equator where the MAR is offset by about 1000 km at the St. Paul?s and Romanche fracture zones. During a British cruise in February/March 2005, the first active hydrothermal vent field was discovered on the southern MAR at 5°S. During our follow-up cruise M64/1 in April 2005, the first samples from this vent field were recovered with the ROV QUEST (Univ. Bremen) and analyzed onboard. The high-temperature vent field is situated in a water depth of 2990 m along a line of collapse pits within a large basaltic sheet flow. A diffuse, low-temperature field occurs in a jumbled sheet flow few hundred meters to the east with warm water streaming out of cavities between lava blocks. Here we show for the first time that boiling fluids of ~400°C are emanating from sulfide-bearing vents at a depth of about 3000 m at a slow-spreading Mid-Atlantic Ridge segment. Although this segment is composed of thick basaltic crust, these fluids are dominated by hydrogen relative to methane. Whereas the active chimneys consist of pyrrhotite, chalcopyrite, and isocubanite, the mineral association hematite-magnetite-pyrite occurs in the inactive chimneys suggesting that the fluids became more reducing in present times. The high hydrogen contents and the high temperature of the fluids as well as the change to more reducing conditions are most likely related to a young volcanic eruption event some 300 m east of the hydrothermal field. The presence of hematite and magnetite may indicate that the upflow zone or even the reaction zone at 5°S used to be more oxidized then at other MOR sites, where the hydrothermal fluids are commonly buffered by the pyrite-pyrrhotite-magnetite (PPM) buffer. Consequently, high iron contents and high hydrogen/methane ratios occur in high temperature fluids from basaltic host rocks rather than being restricted to ultramafic host rocks. Faunal communities at the South Atlantic vents largely resemble those from the North Atlantic vents implying that the large Equatorial fracture zones do not inhibit or obstruct faunal exchange along the Mid-Atlantic Ridge.

The importance of cobalt-rich manganese crusts on the Pacific seamounts for possible future rare metal sources has been recognized these 30 years. The thin layer-type coverage and the micro-topographic undulation of basement affect not only the excavation efficiency but also the economy of mining venture. Because of these distribution characteristics, no economic feasibility has been recognized through the past economic analyses. On the basis of a recent geological study about seamount rocks, a possibility of by-product substrate recovery for phosphorous supply with cobalt-rich manganese crust mining has been highlighted. In the mining model, the substrate rocks are utilized as phosphates for agricultural and chemical usages. Under some preliminary technical and economic assumptions, the possibility of cobalt-rich manganese crust mining venture is examined. The results show a better economy of the venture including the substrate rock usage for phosphorous supply. Introduction Cobalt-rich Manganese Crusts and the Economic Feasibility Cobalt-rich manganese crusts on the Pacific seamounts received attention as potential sources for strategic metals such as Co, Ni, Cu, and Mn, due to their vast distribution and higher cobalt concentration than manganese nodules (Cronan, 1980; Halbach, 1982; Manheim, 1986). In the earlier stage, the geological distribution characteristics were reported (Cronan, 1984; Clark et al., 1984; Misawa et al., 1987; Pichocki and Hoffert, 1987) and a systematic feasibility of the mining was studied (Hawaii DPED, 1987).

The Marine Minerals Technology Center (MMTC) was established by Congress in FY 1988 as part of the Mineral Institutes Program, administered by the U.S. Bureau of Mines under the auspices of the Department of the Interior. The primary objective of the MMTC is to encourage the development of selected mineral materials from U.S. seabeds by providing opportunities for appropriate engineering systems research, development, and technology transfer within academic, government, and industrial communities. The center will also provide the leadership and facilities required for the education and training of the nation's scientists and engineers in the field of ocean mineral development. Because of the broad spectrum of study encompassed by the field of ocean mining and mineral resources, the MMTC is organized to include separate divisions for nearshore and deep ocean research. The Continental Shelf Division is administered by The Mississippi Mineral Resources Institute (MMRI) of the School of Engineering at The university of Mississippi. President Reagan's Exclusive Economic Zone (EEZ) Proclamation of March 10, 1983, extended United States ocean jurisdiction 200 nautical miles offshore our coastal states and territories. The accompanying policy statement noted that this action was a result of recently discovered deposits of polymetallic sulfides and cobalt-rich manganese crusts, which could be a major source of minerals important to the U.S. economy and security. Within these 3 billion acres of exclusive economic jurisdiction, the United States has sovereign rights to explore, develop, conserve, and manage the mineral and other natural resources of the seabed. The President has directed the Department of the Interior (DOI) to encourage exploration and production of minerals from this area. The DOI, through the Minerals Managment Service (MMS), is responding to this presidential directive by developing a leasing program for nonenergy minerals in the EEZ. The authority to develop this leasing program is the Outer Continental Shelf Lands Act of 1953, as amended in 1978, which authorizes the Secretary of the Interior to grant leases for oil, gas, sulfur, and other mineral resources on the Outer Continental Shelf (OCS). The Solicitor of D01 has determined that the definition of the OCS for legal purposes extends at least 200 nautical miles offshore of our coastal states to the EEZ boundary. Section 8 (k) of the Act allows the Secretary to lease minerals, other than oil, gas, and sulfur, on the basis of competitive bonus bidding and under such terms and conditions as he may prescribe at the time of offering the area for lease.

Magmatic-hydrothermal activity in the South-West Pacific and SE Asian island arcs during the Tertiary has created a premier copper-gold province with numerous, commercially attractive base and precious metal deposits. This activity continues to the present day, especially in submarine sectors of those arcs where modern technologies enable direct observation of ore-forming processes in action. Until recently, however, the volcanic island arcs of Indonesia escaped such attention. The Indonesia-Australia Survey for Submarine Hydrothermal Activity (IASSHA), involved three cruises with KR Baruna Jaya VIII, focused particularly on the Sangihe arc; Tomini Bay, Sulawesi, including the vicinity of isolated Colo volcano; and the Sunda Strait including the neighborhood of Krakatau volcano. IASSHA 2001 and 2003 cruises studied the arc and behind-arc sectors of the Sangihe volcanic island chain extending northwards from Quaternary volcanoes on the northeastern tip of Sulawesi, near Manado, to the Kawio Islands near the border with the Philippines (Fig. 1). This chain lies above a west-dipping Wadati-Benioff seismic zone whose subduction trench is obscured by accreted sediments and mélange, forming the Talaud-Mayu ridge. West of the main active chain and extending northwards from Manado there is a subparallel ridge (The Manado Line) surmounted by a number of high (>2000 m) seamounts of uncertain age.

The cost of an offshore exploration project is mainly dependent on the size of the vessel engaged for the work and increases dramatically with increasing size. Of the various factors influencing vessel size, the type and size of the sampling equipment is typically the principal consideration. This scenario is particularly true of shallow sampling programs employing a vibracore system. The problem develops when certain bottom materials such as densely packed fine sand require sampling. This type of material being one of the most difficult for the standard vibracore systems, with integral core liner, to penetrate to a reasonable depth of some five to seven meters. The problem is mainly related to the excessive cross sectional area of the cutting bit required to accommodate the core liner. The typical solution has been to apply more power to the vibracore drive head which results in a considerable scale-up for the entire system with attendant increase in vessel size. In order to reduce operating cost, M.M.R.I. has developed several systems for deployment from vessels in the 20 meter range. Two systems are modifications to the basic vibracore and a third is a vibralift system. Basically, one of the vibracore units is employed where core liners are required, utilizing a special jet bit designed to reduce the cutting pressure on the bit while not affecting the integrity of the core. Hydrogenetic Fe-Mn crusts are ubiquitous in the ocean basins and play an important role in marine mineral-deposit research because of their widespread occurrence and high concentrations of valuable and rare metals. Directed research, which started in the last quarter of the 20th century, has provided significant results, with substantial amounts of data produced on Fe-Mn crusts structure, composition, and distribution in the global ocean. Detailed study of several seamounts has given confidence about the scale of Fe-Mn crust development and their characteristics. Now, commercial interests gain more and more attention. However, at the same time some theoretical questions related to Fe-Mn crust history including controls on metal sources and concentrations have not yet been answered. Here, we present the overview of age, composition, distribution, and geological setting of hydrogenetic Fe-Mn crusts from Pacific and Atlantic seamounts and discuss the geological evolution and conditions that led to the formation of potentially economic concentrations of metals. The age, composition, and distribution of Fe-Mn crusts in the Atlantic and Pacific oceans were determined by using a Fe-Mn deposits database compiled from our original data, published papers, published databases, and other international sources. Comparative analysis of Fe-Mn deposits from the Atlantic and Pacific oceans shows that there are similarities in basic characteristics of crust formation in both oceans. Simultaneously, there are significant differences in the scale of Fe-Mn crust distribution and composition that can be explained by differences in geological settings and characteristics of the deposition environment.

Ferromanganese oxyhydroxide crusts (Fe-Mn crusts) precipitate out of cold ambient seawater onto hard-rock surfaces at water depths of about 600-4000 m throughout the ocean basins. Fe-Mn crusts concentrate most elements in the Periodic Table above their mean concentration in the earth's crust (continental plus oceanic crust), except for the major rock-forming oxides and also notably gold and palladium. Tellurium is concentrated greater than any other element relative to its earth's crust mean (about 1 ppb). For example, mean contents of the elements heretofore known to be most enriched in crusts, Mo, Tl, Sb, Co, Mn, Bi, As, Se, and Pb are enriched 100 to 1000 times over their earth's crust mean, whereas the mean Te content in Fe-Mn crusts is enriched about 50,000 times. However, the distribution of Te in the earth is poorly known. Estimates of the mean Te content of the earth's crust range from 0.36 to 10 ppb, with 1 ppb being the most commonly cited mean content (compilations in Levinson, 1974 and Govett, 1983). If we took the highest estimate of 10 ppb, then Te would be enriched in Fe-Mn crusts five times more than the next most enriched element, or 5000 times the estimated maximum mean earth's crust.

Submarine hydrothermal vents and associated mineralization on the Tonga arc have been identified in the summit calderas of two shallow-water volcanoes. The highest temperature vents (up to 270°C) occur at water depths between 430 and 540 meters below sea level (mbsl) near the summit of one volcano at 24°S (volcano 19). Clusters of large barite, anhydrite, and sulfide chimneys on the summit cone are vigorously discharging clear hydrothermal fluids with temperatures on the seawater boiling curve. There is abundant evidence of phase separation and associated gold and base metal precipitates. Pyrite, marcasite, wurtzite-sphalerite, tennantite, and chalcopyrite line the interiors of the highest temperature vents. Acid-sulfate alteration of basalts and basaltic andesites is evidenced by intense silicification and the presence of abundant alunite. One volcano at 21°S (volcano 1) has a chain of explosion craters on the flank of a neovolcanic scoria cone and associated massive pyrite, barite and native sulfur deposits at a water depth of 210 mbsl. Intergrowths of pyrite and enargite are associated with intensely argillic altered basaltic andesites. The reported alteration and Au-enriched mineralization styles of these vent fields are similar to other shallow water hydrothermal systems at island arc volcanoes and contribute to the diversity of seafloor hydrothermal activity in the western Pacific region.

"INTRODUCTIONToday’s metal mining focusses on land based ore deposits which only consider one third of the Earth’s surface. Through an increasing global demand of strategic metals used in the electronic and green industry (Zepf et al. 2014), ‘uneconomic’ sites of lower grade in more technical challenging grounds such as greater depth and/or more remote areas are developed by the mining industry often resulting in higher environmental impact. However, considering the steady growth of the Earth population a shortage of certain metals may occur (Krausmann et al. 2009). In 2010, the United Nations allowed commercial exploration for seafloor massive sulphides (SMS) in international waters with currently six contractor licenses being granted.Although the number of discovered vent sites has steadily increased since the first discovery of hydrothermal venting at the Galapagos Rift in 1977 (Corliss et al. 1979) with more than 600 sites being known today, their economic potential is poorly constrained. So far Nautilus Minerals Inc., a Canadian mining company, is the only company having conducted a NI 43-101 resource estimate for the Solwara site, located in the territorial waters of Papua New Guinea. Other studies using bulk geochemical data from 95 sites published in literature do exist (Hannington et al. 2011, Monecke et al. 2016) suggesting a global resource potential for today’s known SMS deposits of 600 million tons with a median grade of 3 wt.-% copper, 9 wt.-% zinc, 2 g/t gold and 100 g/t silver. However, the geochemical data being used originated mainly from easily recoverable, mainly non insitu surface grab-samples and are under current mineral resource classification schemes such as JORC code or NI 43-101 not even accepted for resource estimations. Furthermore surface samples such as high-temperature sulphide chimney and talus material are not representative for the entire deposits with information regards thickness and continuity of individual sulphide layers obtained through drilling being scarce. In addition, it remains unknown what geological processes occur once hydrothermal activity ceases and whether metal tenor becomes enriched, depleted or disappears."

Placer minerals are one of the rich natural resources readily made available primarily and broadly in the form of inland placers, beach placers and offshore placers. The exploitation of placer minerals goes back in the history for a period of time immemorial in the form of alluvial placer mining. In India only 35% of coast has been scanned for beach placer minerals. The buried inland placers and offshore placers have not been given due attention. Integrated management and sustainable development of coastal and Open Ocean including the EEZ are of great importance to us. Judicious exploitation of non-renewable mineral resources plays an increasingly important role with regard to future economic and social development. This calls for newer techniques for exploring and analyzing more the seafloor. Though India could remain in the placer mining for the last four decades through the establishment of the Indian Rare Earth in both east and west coasts, the lack of necessary dynamism to expand such industry and catch the world market points out a significant setback. It is highly essential to establish the major trends of paleo-beaches, since some of them are definite to contain highly rich heavy mineral placers comparable to the one being mined by beach scraping. Placer deposits of heavy minerals occur in discontinuous patches on the beaches along the West Coast of India. In recent years the National Institute of Oceanography, India and the Geological Survey of India attempted to invest on nearshore placer exploration by applying the integrated survey techniques.

"Nine Fe-Mn nodules from the extensive nodule field in the east of Campbell Plateau of southwest Pacific Ocean beneath the Deep Western Boundary Current (DWBC) and Antarctic Circumpolar Current (ACC) were analyzed for the 10Be/9Be dating by AMS (Accelerator Mass Spectroscopy) at IGNS, New Zealand.Several types of nodule morphology were identified including distinctive discoidal forms with overgrowths resulting possibly from overcrowding and partial sediment burial. Five principal nodule facies were also recognized by location and occurrence (Fig. 1) (Wright et al., 2005). Fe-Mn nodules show various concentric internal growth textures, such as, cuspates, large parabolic cuspates, pseudo-columnar, columnar, globular, and laminated, which vary even in a nodule with hydrogenetic, early diagenetic, or mixed origin. Each texture shows micro-textural varieties and different mineralogy and/or chemistry. The genesis of each internal texture was indicated by the REE patterns, the mineralogy of Mnoxides, and the Mn/Fe ratios."

Exploring for minerals on the seabed is challenging and expensive – and the ability to collect representative sub surface samples is essential. The research project MarMine led by NTNU has together with Seattle based Williamson and Associates developed and tested an ROV-based drill rig for mineral (seafloor massive sulfides and crusts) and rock sampling. The ROCS system is a single stroke drill and is simple, robust and possible to use from various larger ROVs. For the vehicle to provide a stable platform, the vertical bollard pull of the ROV and the vehicle mass are important variables. The developed drill uses a thin wall drill bit and barrel and operates at high RPM to reduce the required down weight and drilling moments. The system also contains an emergency release to be used if the core barrel is stuck. The drill is hydraulically powered with cylinders operating the tower and a rotation unit. It can rapidly be modified to provide samples from softer samples like unconsolidated material. At the Arctic Mid Ocean Ridge, a work class ROV was deployed with the drill mounted for testing at 2700 m depth in basalt rock. The recovery from the system was above 80%. Such core samples can be used for chemical analyses of metal and mineral grades, mineralogy and rock mechanical testing. The system provides a probing tool for marine mineral exploration, with low cost, low operational complexity and low risk. Proper resource estimation requires drilling deeper into the deposit, but the short core samples provided by the ROCS provide valuable a priori information planning for more extensive drilling campaigns.

The recovery of most minerals, which are amenable to gravity concentration, is standardly determined by accurate sampling and assaying. .With respect to particulate - gold ores, sampling and assaying are still the convention, but the accuracy and reproducibility of these operations are much discussed and debated points. Evaluation of gravity concentrators by conventional sampling and assaying techniques is very time consuming, costly and may introduce a large amount of uncertainty into the results due to the particulate nature of placer gold. These problems are not unique to placer gold ores and apply to any low grade ore with particulate values. A gravity concentrator evaluation process developed by MIRL employs the use of neutron activated gold (198Au) and radiation detection circuits which monitor the concentrator's product pulp streams. Concentrator recovery is determined from the ratio of the number of gold particles detected as passing into the concentrate to the total number of gold particles detected over all monitored pulp streams. This system eliminates the experimental errors introduced by sampling, sample reduction, and assaying and allows recovery to be evaluated for gold particles of specific sizes, shapes, and flatness. This system enjoys its greatest utility where a large number of tests are to be run in order to evaluate a concentrator over a variety of operational settings, i.e. factorial designs, and allows accurate testing of concentrators operated in closed circuit systems. Beginning in 1984, MIRL conducted radiotracer studies of unit processes, which included jigging, static wedge wire screening, elutriation, and concentration with compound water cyclones.

Since the mid 1970's, the science of remote sensing has invented and demonstrated sensors that hold unique promise for users that operate in the marine environment. Earlier, visible and infrared sensors provided images and temperature maps of surface conditions, but the 1970's introduced active (radars) and passive (radiometers) microwave sensors capable of penetrating clouds and operating day or night over the world's oceans. Space-based observation satellites permit these systems to span the globe many times each day, providing a view of the world's oceans and Arctic areas consistent with daily and, sometimes, hourly changes in the marine environment. Experimental satellites launched by NASA proved that such systems had great scientific merit, but, even more importantly, they could produce information valuable to marine transportation, fishing, and resource exploration and extraction. This latter subject includes the off-shore search and production of petroleum and natural gas resources and ocean mining as well. There has been a recent surge of interest in existing and proposed institutional mechanisms that would govern the exploration and disposal of nonfuel minerals within the U.S. ocean jurisdiction. The Minerals Management service, a bureau of the Interior Department, has begun to promulgate regulations to allow the exploration and leasing of lands for nonfuel mineral development on the outer Continental Shelf of the united States. At the same time, a bill has been introduced in the U.S. Congress that would create a new ?national seabed? and authorize the allocation of exploration licenses for marine nonfuel minerals. Because only limited efforts have been devoted to the discovery of marine nonfuels in areas beyond the territorial sea of the United States (and no production has occurred), exploration and the generation of resource information are two primary foci of these regulatory and legislative efforts. Generally, minerals exploration activities (and associated R&D on exploration and production technologies) are eligible for the same institutional incentives available for other industrial efforts, including tax preferences for research and experimentation, patent protection, small business innovation research grants, and even the new leniency in antitrust rules

With New Zealand?s ratification of the United Nations Convention on the Law of the Sea in 1996, the government of the day increased work on developing an oceans strategy to help create a governance framework for the country?s extensive existing and potential maritime territories. This project took a new direction in 2001 with the establishment of an ad hoc committee of 6 Ministers, and their appointment of a Ministerial Advisory Committee (on which the senior author served) to consult with the public, identify widely held values and inform the development of a Vision for subsequent policy development. The current second stage of the policy development process involves a working group of officials from the relevant agencies completing a stock-take of existing laws and regulations to identify overlaps and gaps that should be addressed in the third and final stage. The public consultation process revealed, as might be expected, a wide range of perspectives but a solid consensus in favour of a coherent, and balanced, framework to enable the realization of economic benefits of ocean development so long as appropriate environmental standards (broadly expressed in terms of sustainability) are not compromised.
