The AJ Parker Cooperative Research Centre for Hydrometallurgy carries out research on behalf of, and in collaboration with, the Australian mining industry. As might be expected, much of its research is directed towards improving the efficiency of alumina and gold processing plants. However, the Centre also carries out research of relevance to base and other metal producers. A key element in its work is the successful transfer of its technology to the companies with which it is working. In general, this is achieved in the following five steps:definition of the problem through discussions with the company commissioning the research; execution of the research; assessment of the research findings; testing of the research findings by pilot plant or on-site trials; and implementation of the results on the full-scale. This pattern is exemplified by the work carried out by the Centre to improve the performance of gravity thickeners which are used throughout the minerals industry for solid-liquid separation. The research has focussed mainly on ways to optimise the use of flocculants (long chain polymers) to enhance thickener performance. It has been shown that the way the flocculant is mixed with the slurry is of profound importance. Computational fluid dynamics modelling of the feedwell region of thickeners and laboratory and plant flocculation studies have been used to determine better ways to contact the flocculant with the feed slurry. Implementation of these and other findings on the full-scale confirmed that improvements in thickener performance were indeed possible. As a result of this AMIRA funded thickener technology work, there have been considerable savings to a number of Australian mineral processing companies, through improved operation, higher throughputs and flocculant savings.

A substitute for rutile can be produced by leaching natural or pre-treated ilmenite in hydrochloric acid. Ilmenite in its natural form is an extraordinarily inactive mineral from which the selective removal of iron is rather difficult. The reactivity of ilmenite so that it can be leached with dilute hydro- chloric acid (=2O% w/w) can be enhanced by pre-treatment steps of oxidation and re- duction. The temperatures at which oxidation and reduction are carried out have an effect on both the kinetics of these steps and the leaching kinetics and optimum temperatures for oxidation and reduction are 950 and 850¦C respectively. The mechanism of leaching of iron from pretreated ilmenite and the effects of rate of agitation, temperature, acid con- centration and addition of ferrous chloride to hydrochloric acid on leaching kinetics and production of fines are discussed in the paper.

A number of mines in Australia have experienced premature detonations caused by bulk explosives reacting with the rock type being blasted. Premature detonations are extremely high risk events as they are unplanned, occurring at any place, at any time, potentially resulting in high loss (personnel and equipment). Many Australian mines have also experienced spontaneous combustion where spilt explosive reacts vigorously with the rock type. Premature detonation in these cases does not occur due to the lack of confinement and the volume of explosive present, but these reactions could impinge on the surface initiation system and provide an early warning of future premature detonations. The explosive ground reactivity phenomena is not restricted to Australia with similar incidents being reported in North and South America, South Africa, China and South East Asia. All reported incidents have two common denominators, being the presence of sulphide rock types and nitrate based explosives. Both premature detonation and spontaneous combustion result from the same series of reactions of partially weathered sulphides that ultimately result in the violent decomposition of the ammonium nitrate based explosive. A number of relatively easily observable indicators can be used to assess a particular minesiteÆs potential for explosive ground reactivity. The presence of two or more of these indicators means that minesite personnel should contact their explosives manufacturer for assistance in determining if a problem exists and if so then developing strategies to overcome the situation. The paper describes the indicators as well as discussing, via a case study, the holistic approach required to efficiently develop a relevant æSafe and Efficient Blasting ProcedureÆ to deal with explosive ground reactivity problems.

The Porgera gold project is now in its seventh year of operation as one of the world's prime gold mining projects in one of the most underdeveloped and remote regions of the world. The unique gold deposit was development in stages to its present size of operation with an underground mine of 2000tpd, an open pit operation moving 210,000tpd and a complex metallurgical plant treating an average of 16,500tpd of ore. During the past years the operation had to address an array of issues relating to the "development" of the region and this is still ongoing. Development means different things to different people and though the parties that signed the different agreements relating to the Mining Development Contract were aware of this, none has real- ised the extent to which this is true. The developing company (a joint venture between Placer Pacific as the Manager, Goldfields Porgera, Highlands Gold and the Government of PNG), provided funds for risky exploration and the capital for development of the project. Its shareholders ex- pect an economic and viable mine operation from the deposit to ensure them returns on their investment. The local people gave up their land, their isolated way of living and accepted to be out of their comfort zone for some time in anticipation of a better lifestyle and economic benefits in support of that lifestyle. The PNG Government has a leg in both camps and expects both outcomes at the same time. The Government is also the regulator and expects compliance on top of that. If development in general is to be successful, all parties must substantially satisfy all expectations. It is evident that the outcome of some elements of development are reasonably defined (i.e. develop a viable mine to exploit the deposit), whilst other elements are moving targets (i.e. a better lifestyle). The seeds for conflict are thus abundantly present and to resolve them requires the will of all parties in all areas to come to a solution. This path to problem solving is many times torturous as each party comes from a different culture and background and has a different understanding of the parameters in the equation.

At many locations in Australia the decommissioning of mining operations will require the disposal of excess water. If the water is contaminated its disposal may be restricted by government guidelines. The timing of water disposal may be critical to the schedule of close-out. The uncertainty of the annual rainfall input to the water storage and disposal system may determine the success or failure of close-out. The uncertainty associated with any outcome can be used to determine the reliability of the system, or inversely its risk. The technique of Monte Carlo simulation, using the uncertainty in annual rainfall, is applied to quantify the risks associated with water disposal as part of the requirements for close-out in two case studies. In both case studies it is assumed that water disposal is via evaporation only. The first case study is the Nabarlek operation, located about 270 km east of Darwin. This project is required to complete the engineering work associated with its close-out by December 1995. The second study investigates the situation of close-out for the Ranger Uranium Mine, about 250 km east of Darwin. It should be noted that the Ranger mine was examined as part of the annual update of its contingency rehabilitation plan and the probability of implementing the plan is extremely small. The probability of success for the Nabarlek case varied from less than ten per cent to greater than 95 per cent depending on the management strategy. Four possible strategies were investigated for the Ranger mine with the chance of success varying between 20 and 95 per cent. The estimation of the evaporation rate and the area allocated to evaporation was critical in both cases. By applying seasonally based evaporation pan coefficients determined on site, rather than an average monthly value of 0.75, the chance of success was improved by up to 35 per cent for Ranger. Simulation modelling is able to provide information on the likely response of mine water management systems and the level of risk. This information is required to efficiently plan and manage the disposal of water for close-out.

IN any assay office it is of paramount importance to keep the men interested in their work; and in order to do this, men on routine work, such as lead, zinc, and sulphur deterrrrinations, slag analysis, etc, should be changed around monthly. This gives some variety and helps to keep a man's interest on his work, so that better work results. It may be maintained that to keep a man on the same class of work indefinitely makes him more expert at his work. This is certainly true; but in assaying, where accuracy is so essential, it is absolutely necessary for a man to keep his mind on the work, and not 'get' into a mechanical method of working. He is also on the alert to discover means for shortening his analytical methods, and his capacity forwork is increased. Another advantage is that the men get a good all-round training, and one is never at a loss to replace a man on any class of work when he is absent from any cause. This tends to smoother and more efficient running of the assay department. In industrial assaying it is often advantageous to have a result quickly, so that it will be of maximum benefit in the running of some part of the plant, In such a case it pays to sacrifice a little accuracy to speed up a method. The shortest method is less costly, and a quick approximate method is all that is required to give the superintendent the requisite information. Time is thereby saved, and the cost is less. In carrying out assaying for any large industrial plant, such as a smelting works, there is always a tendency for superintendents running the different departments to send in more samples for assay than are absolutely necessary when no system of costing is in operation. Some of these samples may involve a lot of work and heavy expenditure, as, for example, the estimation of only one impurity in a sample of refined lead. At NewcrestÆs Telfer gold mine, a strategy of regrinding pyrite rougher flotation concentrates has been proposed to increase gold recovery and reduce cyanide consumption in the CIL circuit. The regrinding will be followed by an additional copper/gold flotation stage, where copper minerals need to be separated from pyrite. However, although the minerals are well liberated, the separation of chalcopyrite from pyrite in the cleaner stage is not always straightforward. The surfaces of the fine particles, produced during regrinding, are more easily oxidised and contaminated than coarse particles, directly influencing the particle floatability. The depression of pyrite is difficult in the cleaner stage as well due to copper activation, a process which is also highly dependent on the grinding environment. In this study, different grinding media, including mild steel and stainless steel, was used in the regrinding to produce different regrinding chemistry, such as, pH, Eh, and iron hydroxide contamination. The effects of regrinding conditions on chalcopyrite flotation and its separation from pyrite were studied. It was found that the stainless steel grinding media, which produced an oxidising environment, was more beneficial for the separation of chalcopyrite from pyrite after regrinding. The mild steel grinding media had a detrimental effect on both chalcopyrite and pyrite flotation. A metallurgical balance drawn around a mineral processing plant or smelter must involve all process streams crossing the plant boundary. Modern sampling theory, as formulated by Gy, and sound statistical method can be used to determine the uncertainties in the observed assays for the set of balance analytes and in the mass flow rates of the process streams for the balance period. These uncertainties can then be used together with the material balance equations to arrive at adjusted component mass flows that satisfy the material balances exactly. To determine whether or not the data is consistent with the level of uncertainty in the data and with the material balance equations, a goodness of fit test is applied. This goodness of fit criterion is the principal tool to quantify the quality of the material balances. The mathematical structure of the statistical material balance problem poses a number of challenges. For example, while the variances of the adjusted component mass flows do not vanish, the variances of the sums of the adjusted component mass flows about each balance node do vanish, simply because the balancing computation demands that the balances close exactly. Even though it can be shown that the variances of the adjusted component mass flows are always lower than the estimates for the corresponding unadjusted component flows, it is still not possible to construct a confidence interval on the component mass flow into (and out of) a balance node using the adjusted component flows. On the face of it, such a confidence interval is exactly what is most desired from the balance calculations. The problem arises because the balance problem is a data adjustment rather than a parameter estimation problem. It is possible, however, to calculate the recovery of a component to a product stream and determine a confidence interval for the recovery value. It is also possible to calculate an uncertainty in the mass flow of any balance species in any process stream, before and after balancing.

On 20 December 1983 at 8.40am blast- hole 57 of Blast RN177 prematurely detonated follwed by a violent deflagration of blast- hole 59 at 10.40am. The blastholes were 380mm diameter drilled in black pyritic Mt McRae shale. The blastholes were loaded with ANFO and primed. Blasthole 57 was stemmed and blasthole 59 was not. A poss- ible mechanism which could lead to such a detonation is described. preliminary tests showed the top 5m of a bench had the highest temperature which could not be influenced by a range of treat -ments. Small scale laboratory tests show- ed that zinc oxide (ZnO) and magnesium carbonate (Mg2CO3) inhibited the reaction. A series of tests using AN with and without inhibitors loaded into the collars of blast -holes drilled in the top 6m of the bench and unstemmed is described. An analysis of the time to reaction of the holes loaded with AN against temperature shows that the decomposition of the AN in contact with the black pyritic shale is probably a sulphuric acid catalysed react- ion. All the inhibitors tested can neut- ralise the sulphuric acid in the shale. 10% ZnO appears to be an effective inhibitor of the reaction providing the AN/ZnO (90/10) is kept out of contact with surface material whose temperature can be as high as 60¦C in summer. It is concluded that ANFO/ZnO (90/ 10) should be now tested in stemmed holes.

Anglo Platinum is the worldÆs largest producer of platinum group metals, and also produces large quantities of nickel, copper and cobalt at its Refining complex in Rustenburg, South Africa. In 1995 Anglo Platinum embarked on a smelter modernisation project, primarily to reduce site emissions to below the guideline limit of 20 tonnes per day SO2, but also to increase the converting capacity in line with future projected production profiles. To achieve these requirements the existing Pierce Smith converters were replaced with a single large Ausmelt converter and a new acid plant. This was the first time that an Ausmelt furnace had been used for converting, but it had the advantages of being a very robust furnace and was fully enclosed, giving good gas capture. It was thus considered the most appropriate technology from both a process and an environmental perspective. It also enabled the smelting and converting furnaces to be decoupled. The plant was commissioned from late 2001 and the first tap was in June 2002. Despite being a new technology, ramp-up has been similar to other large scale pyrometallurgical operations. Numerous process improvements have been made since start-up, most notably a change from two-stage batch to fully continuous, resulting in the plant now operating above design in terms of throughput. Optimisation of freeboard accretion control was also a major component of the ramp-up activity. This paper discusses the commissioning and ramp-up issues of the new Ausmelt converting furnace, concentrating on the design and process changes, and summarises current operating performance against the original design objectives.

THERE is available a considerable amount of literature concerning the practice, and, to a smaller extent, the theory of ventilation as it applies to coal mines. Publications considering the subject of ventilation of metal mines from a practical viewpoint are much less numerous, whilst the treatment of the theoretical aspect of the question (except in so far as is common to coal mining) appears to have been almost neglected. This may be due to one of two causes (a) That in many metal mines (especially those which have not attained a great depth), on account of the greater number of connections with the surface, as compared with coal mines, natural ventilation has sufficed.(b) That in metal mines where the foregoing is not the case the solution of the ventilation problem from theoretical considerations has been regarded as involving so many complications that any attempt at the determination of a set of concrete ventilation figures applying to and throughout the mine would be futile. Whilst it is freely admitted that the difficulties inherent in the application of theory to the ventilation of metal mines are numerous, it must also be admitted that few attempts have been made to overcome them. The ultimate aim, of course, would be the collection of sufficient data to enable the probable behaviour of the air-currents throughout the whole of the workings of any mine to be accurately predicted under any particular set of circumstances. The inauguration of a geological department for the mines of North Broken Hill Limited necessitated the provision of accurate plans and sections upon which geological facts and projections might be plotted.Unfortunately, the basic data were very inadequate. For the British Section, sill survey plans were available, but no regular stope plans. Filling surveys had been preserved for many stopes, but on innumerable pieces of tracing linen, without heights of any kind, and not altogether reliable (as indicated by the finding of very inconsistent duplicates). For the bulk of the old stopes no plans exist at all. The expenditure of much time and patience has resulted in the co-ordination of most of the existing stope data, but the British Section must for the rest of its life continue to have surprises in store, as has been the case for many years past. Manufacture and preservation of stope records has, of course, been on a sound footing during recent years. No reliable cross-sections of the British Section were available.The Marsh, Junction, and Junction North Sections have for the most part very poor data. In the North Section, level plans were fairly reliable, and cross sections of the lode made for ore reserve purposes have been preserved for quite a few years. No floor plans of stopes were kept, however, until a couple of years ago.Diamond Drill records vary in quality. Practically none exist for the Junction and Junction North Sections. The ability of the Australian minerals industry to successfully manage the changes and challenges that face it in the 21st century depends ultimately on the quality of its human resources. Mining engineers have a vital role in this regard. The education and training that universities are currently giving to mining engineers is under challenge and needs to be reassessed in the light of industry directions for the 21st century. At one extreme is a push for a `finished product' graduate, up and running in `the flavour of the month' issues. At the other extreme are moves to reduce face-to-face university teaching hours and return to the time honoured university concept of `reading' for a degree. The lessons of Mourn make it apparent that neither approach is appropriate to the industry's future needs (Windridge, 1996). Basic knowledge gets rusty with time and new skills need to be learned. In order to conduct mining operations safely, productively and competitively, mining engineers must now accept the need to be prepared for continuing professional development as a career imperative. The concept of being professionally or statutorily qualified for life is no longer valid. This calls into question the purpose, content, structure and mode of delivery of university courses, all of which need to engender the principle and facilitate the cause of continuing professional development. This paper presents a model which aims to deliver a quality assured university education for mining engineers for the 21st century at undergraduate, postgraduate and professional level. The model extends beyond traditional university boundaries to match industry requirements to international best practice. It is based on collaborative alliances and innovative presentation modes which will provide industry access to undergraduate and postgraduate course elements presented by a broad range of national and international academic and industry authorities. It offers the prospect for preserving the best of university ideals in higher education, for developing and maintaining programs of direct relevance to industry needs and for a structured involvement in the continuing professional development of mining engineers.

Now that Japan has achieved a remarkable high growth and joined the ranks of economic powers, she is required to take a stance proper to her new position toward international co- operation among Western advanced countries, economic/technical aids to Southeast Asian and Pacific LDCs, and others. As a field subject to such international cooperation programs, the development/use of coal resources has been winning increasing attention in recent years. Coal is positioned as one of promising alternative energies. With Southeast Asia plus Japan and the EEC serving as the two nucleus polar regions, total coal demand in the free world is projected to jump 37% in the year 2000 from the present level and steaming coal imports in the world, primarily destined for power generation, almost double the 1983 level. Such being the situations, Japan's tech- nologies related to coal resource development, if successfully introduced into coal-producing countries to help them boost their production, can directly lead to international cooperation that Japan is now required to fulfill. At home, however, the Japanese coal industry has been just on the wane due to various press- ing problems, such as wider differentials between overseas and domestic coal and deeper/ remorter mining. The industry was named atop in a list of the industries requiring restruct- uring at a meeting of the Economic Structure Study Committee held prior to the decision- making of the 8th coal policy, which slashed coal production planned for the last fiscal year of its life to some 10 million tons, a drop of as much as 50% from nominal output planned in the 7th policy. Under such circumstances at home and abroad, a pioneer study has been under way since fiscal 1984 as part of Japan's energy cooperation in the Pacific. The study is based on the Pacific coal flow concept hammered out by the Agency of Natural Resources and Energy of the MITI.

Complex sulphide ores are characterised by complex texture of the valuable minerals. Any assessment of the performance of differential flotation circuits treating such ore should include analysis of the effects of poor liberation of the valuable minerals. Selected samples were taken from balanced size by size surveys of the flotation section of a concentrator treating an ore body containing fine grained galena and sphalerite in a matrix of iron sulphides which is mostly pyrite. liberation measurements were made using the QEM*SEM system on four or seven size fractions. The measurements indicated that less than 40 per cent of the galena and less than 60 per cent of the sphalerite in the flotation feed was liberated. The final concentrates were largely composed of composites of valuable minerals and iron sulphide however there was a small but significant fraction of liberated iron sulphide. Using the sized mineral flows obtained from the original balances and the liberation measurements, a satisfactory liberation balance was obtained. This enabled the effect of liberation on the flotation performance to be examined; not only for the entire circuit but also in the rougher, scavenger and cleaning sections. In the zinc circuit the effect of a regrind mill could be assessed. Recovery of galena in the lead circuit was limited by the recovery of composite lead particles. Recovery of liberated galena exceeded 95 per cent in all size fractions while the recovery of composite galena exceeded 85 per cent below 38 ¦m but fell sharply above 38 ¦m. Examination of the behaviour of the liberated and composite galena in the various sections of the lead flotation circuit revealed high recoveries of both liberated and composite galena particles in the roughing and scavenging sections but very low recoveries in the final two cleaning stages. Similar trends to those observed in the lead circuit applied in the zinc circuit although the performance of the liberated sphalerite also fell off at sizes greater than 38 pm in this case. Thus the zinc recovery was limited by the flotation of both the liberated and the composite sphalerite. The effect of regrinding was to increase the recovery of sphalerite mainly by reducing the amounts of sphalerite in less liberated sizes rather than by increasing the liberation of the sphalerite within a given size Fraction.

Improvements in the drill and blast process can impact on loader performance in a number of ways. The main effects being improved loading cycle times, less non-productive cycles such as oversize removal, clean-up and face raking and better bucket fill factors. The impact of improved loading cycle times on the overall cost and productivity of the load and haul cycle is very much dependent on the loader truck match and the management of the haul fleet. Previous work has shown that a 20 per cent improvement in dig cycle times may only lead to three per cent or less improvement in the overall productivity of the load and haul process. However, improving the mass loaded per pass by five per cent will lead to a five per cent improvement in productivity for any given haul fleet situation, assuming sufficient truck capacity. Work by Orica Explosives at Lab ChrysotileÆs Thetford Mine, Quebec, Canada showed a relationship between muckpile fragmentation and truck payload. With this in mind, work was carried out to determine the effect differing muckpile fragmentation distributions can have on excavator bucket fill factors. This work was performed in the laboratory to a 1:100 scale. Nine different distributions were used. These were characterised by the Rosin Rammler parameters, xc the characteristic size, and n, the uniformity index. The values of xc and n used were modelled on those previously measured at a Sydney quarry. For the range of distributions measured, it was found that the fill factors were lowest at a low characteristic size and a high uniformity index and highest at a high characteristic size and a low uniformity index. In other words the best fill factors were achieved with a more dispersed muckpile distribution with a larger characteristic size. The difference in fill factors was 16 per cent indicating that controlling the drill and blast process to produce a specific muckpile distribution can have a significant impact on the overall cost-efficiency and productivity of the load and haul process. Field measurement by Orica Explosives at a quarry in Canada supports this conclusion showing improvements of up to seven per cent in average bucket load by either increasing the characteristic size or decreasing the uniformity index of the muckpile.

IN the determination of very small amounts of lead, the usual analytical methods are far from being satisfactory. Small amounts of lead may be present in the reagents empioyed, and it is customary to run a blank experiment to correct the error arising in this way. When the correction is of small magnitude compared with the amount of lead in the sample, this procedure may be adopted; but when very small amounts of lead are being determined it may happen that the lead found in the blank is as much, or even more, than the lead actually present in the sample, and the analysis has to be rejected. Moreover, the blank experiment cannot check errors which are not common to the blank and the analysis itself eg, the apparatus used in the parallel experiments, etc. It seemed to be desirable, tl;l.erefore, to make an investigation of the problem to ascertain, as far as possible, the nature of the errors arising from the introduction or loss of lead during the analysis, and how far these could be eliminated or corrected for; also, to determine the limits of accuracy of the improved method and the minimum amount of lead that could be reliably estimated.In the investigation, reliability and sensitiveness were regarded as essential features. Speed of operation, on the other hand, was considered of less importance. The amounts of lead dealt with being usually less than 1 mg, there is no alternative to the use of a colorimetric method. The latter, depending as it does upon the development of a brown coloration when ammonium sulphide is added to a very dilute -solution of a lead salt, is far from being a characteristic test for lead. Indeed, it is well known that the salts of most of the commonly occurring metals interfere with this test. Hence it is of vital importance that the lead should be isolated in the form of a pure compound possessing quite definite and characteristic properties before the colorimetric estimation is proceeded with...

This paper focuses on the significant impact that geological information has in relation to the valuation, both equity market and accounting records, of mining companies. There are many different measures adopted by investors and analysts in valuing mining companies. In particular, focus is primarily on calculation of profit as it is the authors primary expertise. The importance of geological information to the calculation of profit (and to many other measures of a mining company performance) is not always understood by the geologist. The aim of this paper is to raise the awareness of geologists (particularly those who are competent persons under the JORC code) of the impact that reserve statements û and changes to û have on profits. This is the first time that this subject has been presented directly to geologists. Similar versions of this paper have been presented at other forums where other important users (directors, auditors, accountants, analysts, investors) or preparers of financial statements have been made aware of the importance of the geological information. In essence, all mining companies prepare annual financial statements, which are adopted by directors and audited. The major items that require judgement generally revolve around two areas û commodity price outlook and the accuracy of reserves and resources. Reserves and resources are important, and that there is undoubtedly a lack of understanding about the assumptions and accuracy of reserves and resources by accountants, directors and auditors, and a general lack of understanding by geologists as to how the information that they prepare is used. Across the globe the majority of mining companies are listed on stock exchanges (with the main exception being nationally controlled mining companies û eg Codelco). In a very simplistic manner, I have divided all mining companies into three types: exploration plays û these companies are still in the finding or proving modeÆ and typically the stock market and investors rely on geological information and remaining cash in determining their assessment of the company; single mine companies û the major items that investors and the stock market look for are reserves, inferred resources, commodity price outlook and discounted cashflow calculations; and multiple mine companies û the investment community and stock market are looking at reserves, inferred resources (generally to a lesser extent at this stage), commodity price outlook, discounted cashflow calculations and profit and loss accounts. Regardless of the type of company, the equity markets, including analysts, try to determine appropriate valuations for mining companies. In doing this the major two areas that require judgemental consideration are the commodity price outlook and the level of reserves and resources. Generally speaking, most mining companies have a strong understanding of their cost structures û in particular their cash costs as distinct from their accounting costs of production û and therefore this area generally gets less consideration than the other two matters mentioned above.

The ocean floor, often called the last frontier, is increasingly discussed in terms of its resource potential û from near shore building aggregate and placer deposits to massive sulfide orebodies in the deeper ocean. Consequently there is an increasing incentive to mine the seafloor. But, do we have the social license to explore and mine the seafloor? Does this nascent industry have support amongst the wider community? If not, why not? And what should be done? To answer some of these questions, the Wealth from Oceans National Research Flagship has explored the social viability of an expanded seafloor exploration and mining (SEM) industry inAustralia. The results show that there are significant geological and environmental data gaps and that, in the absence of sufficient information, stakeholder reaction to the prospect of an SEM industry expansion may be reactionary and negative. This uncertainty means that the perception of risk from the industry is variable and often dependent on individual values. The acceptability of an expansion to the SEM industry is currently precarious, in particular due to the high levels of uncertainty regarding the environmental impacts of seafloor activity. While there are existing federal regulatory frameworks and government processes for the licensing of seafloor mineral exploration and extraction, there is little precedent in the application and implementation of these regulations. The future viability of the industry will be highly dependant on AustraliaÆs ability to improve the knowledge-base underpinning its regulatory regime and also to generate open and transparent communication channels between stakeholders. It will also be dependent on the SEM industryÆs ability to communicate an acceptable value proposition to society. This proposition will need to include the relative impacts of terrestrial and marine mining, the alternative potential uses of the ocean and the multi-use conflict that SEM might engender. Environmental Impact Assessment (EIA) and Feasibility Studies (FS) were carried out to evaluate the potential use of treated acid mine drainage (AMD) occurring at the Kingsmill Tunnel in the Central Andes of Peru. The 11 km long tunnel drains the underground works of the Morococha Mining District and discharges about 1.25 m3/sec of AMD directly into the Yauli River in the Amazon Basin. The communities living downstream cannot use the Yauli River water due to its low pH and elevated concentrations of metals (eg Cu, Zn, Fe, Mn, As, Cd) and sulfate. Studies carried out for this project included technical feasibility, EIA, economic viability and social impact assessment phases. During the æTechnical FeasibilityÆ phase, the treated AMD was produced by simulating a high density sludge (HDS) lime neutralisation/ precipitation process and was evaluated for various potential uses. Mining companies located in Morococha, in particular Centromin Peru SA, and the Water Works Company of the City of Lima (Sedapal) collaborated with Golder Associates during the studies. The Canadian International Development Agency (CIDA) provided the financial assistance. The results of the physical, chemical, biological and toxicological analyses demonstrated that the AMD could be sufficiently treated to be potentially used to supplement the drinking water supply of Lima, and for agricultural (eg irrigation and livestock) and recreational purposes. Process design and scale-up parameters were also determined for implementation of the full-scale treatment facility at the site. The use of the treated AMD as a drinking water supplement would be economically feasible.
