QueenslandÆs new safety legislation for metalliferous and coal mining (Mining and Quarrying Safety and Health Act 1999 and Coal Mining Safety and Health Act 1999, together with the Regulations) came into effect on 16 March 2001. The legislation places clear obligations on mine owners, operators and workers to have a safe place of work and to manage risks to safety and health. It also places obligations on contractors, designers and providers of services. The legislation is non-prescriptive in that it states what outcomes must be achieved and not what must be done. The key issue is that the risk of injury to people must be at an acceptable level. The legislation creates a Mines Inspectorate with powers of inspection and audit of mines, their safety management systems and the management of risks. Auditing of the risk management process is carried out against standard risk management techniques and directives for corrective action may be issued when audits reveal non-compliance or unacceptable levels of risk.

The advent and easy availability of fast and powerful digital computers has marked a transition from one era to another in the field of process control in many industries. Mineral processing is no exception. Aims, practices and problems associated with process control of mineral beneficiation plants in the 'old days' are compared with those available at present. Although basic processes remain generally the same, there have been simultaneous social and economic developments, which directly relate to the development and present value of process control. Lower head grades are now treated, plant capacities have increased, and a large proportion of future capital in the mineral industry will be associated with large capacity plant, treating still lower grades. Environmental considerations have pressurised moves to better control in some areas. With these changes, economic operating incentives have changed, and process control has, in many plants, become more critical. Finally, while computer technology has developed recently at a very rapid rate, developments in the fields of instrumentation, basic on-line measurement and sampling have in general lagged behind, limiting the progress possible in process control. In southeastern China, offshore Tertiarybasins are buried underneath the broad continental shelf areas from Taiwan to Hainan Island. These basins bear relatively similar characteristics of structure, stratigraphy and tectonics. Based on age and tectonic framework, these Tertiary basins are divided into two groups of Paleogene basin and Neogene basin (Fig.1 and 2). However, observations of extensional structures indicate that the Paleogene basins are rift basins; and the predominant structural features are NE-SW trending half grabens and fault blocks. In a regional scale, these half grabens and adjacent uplifts represent a horst-and-graben structural style. Neogene basins are downwarp basins lying on the tilting continental shelf. Late Tertiary sequences are relatively undeformed but locally with minor folding and thrusting during the Pliocene-Pleistocene.Seismic stratigraphy and well data indicate that the Early Tertiary strata are commonly tilted and disturbed as nonmarine to marginal marine facies deposited in the wedge-shaped half grabens; the Late Tertiary strata are generally parallel undisturbed marine facies accumulated in the enlarged downwarp basins overlying the infilled half grabens. In general, three major regional unconformities formed during the Late Cretaceous, the Late Eocene and the Middle Miocene. Widespread extrusive basaltic flows are commonly associated with these unconformities.

The future of the Tasmanian mineral industry can only be estimated from a knowledge of the past, and armed with this knowledge an orderly plan for the future can be developed. Brief mention is made of the major historical developments through to the present day, with past and future development areas clearly mapped. Areas of importance which have been discussed are divided into the mining of metals, fossil fuels and non-metals; and the process- ing and extractive industries. Discussion then follows on the current general non-insular pressures on the mining industry, the energy crisis, scrap, world shortages, new techniques, inflation, and the effects of exploration on the environment. This is then followed by a discussion of the advantages of Tasmania as a mining state and a cataloguing of the present exploration and some possible areas of future development. From this a suggested plan emerges for the future development of the Tasmanian mineral industry, to incorporate the latest technological advances and by planning to meet the challenge of survival and growth in a turbulent environment.

The results of a geostatistical analysis of geochemical data obtained from field measurements are described in the paper. Q values derived from seismic signal rise times for different travel paths in the rock masses were used in the study. Cross-hole seismic measurements made at surface and underground sites formed the basis for the work. Geostatistical estimation of average l/Q values for area of the rock were compared with geological interpretions of rock type distributions. Reasonable correlations were obtained between the two methods of rock quality estimation.

In order to study conditions under which SiO(g) may be formed in a blast furnace, equilibrium phase diagrams were constructed for the combustion of high and low ash cokes with oxygen-enriched blast and oil injection under conditions of high and low raceway pressures. Free energy minimisation techniques were used to calculate the composition of gaseous and condensed phases. Where coke ash is assumed, for simplicity, to comprise Si02 only, the coke can be comple- tely gasified, mainly to SiO and CO, under restricted conditions of coke to blast ratio and at temperatures greater than 1600 - 1650¦C, depending on system pressure. The formation of SiO(g) is partially suppressed by the introduction of alumina into the ash, because of the formation of solid and liquid alumino- silicate compounds. The minimum temperature for complete silicon gasification is raised to about 1700¦C. The results of the equilibrium calcula- tions are related-to actual raceway conditions. It is proposed that virtually all silicon in the coke ash is gasified such that, on condensation, it affects hot metal chemistry and slag properties and secondly, that the effects will be greater with higher ash cokes.

Structural fatigue damage of haul truck frames is a costly problem associated with the operation of large mine haul trucks. A monitoring programme is described which has been instigated to measure stresses in the frames of haul trucks under actual mine operating conditions. The instrumentation used and methodology employed in the computer analysis of the results is briefly described. The results of the monitoring programmes are reviewed, and the effects of various factors affecting structural fatigue damage of three common types of rear dump truck are considered. Factors discussed include the effects of haul route features (for example shovel, dump and crusher areas); the effect of operations such as turning, braking, loading and dumping; the influence of payload; the effects of malfunctions in suspensions; and the influence of haul route surface quality. It is shown that with respect to payload, while structural fatigue damage is increased with payload, the structural damage per unit of payload does not change significantly for moderate increases in payload above the nominal value. Finally, on the basis of these results, recommendations are made for haul route design and operational practices which will increase the structural fatigue life of haul truck frames.

Following considerable laboratory studies concerning diesel particulate control systems for underground use, a Canadian program was initiated to implement practical, real-life systems. This program covers the application in seven mines throughout Canada, of a particulate control system, to 14 engine models from four engine manufacturers in 18 different vehicle types, for a total of 23 vehicles. Partially funded by the Canadian National Research Council (NRC), this program required detailed analysis of operating cycles, maintenance variabilities and installation problems. This paper summarizes the work carried out to date to define real-world targets and the success achieved so far in attaining practical underground particulate control.

The Yabulu refinery of Queensland Nickel Pty Ltd located near Townsville now imports more than three million wet tonnes per year of nickel laterite ore from New Caledonia and Indonesia, making it the largest importer of any commodity in Australia. The project has illustrated that importing untreated bulk ore and re-exporting high value products makes good economic sense for the company and the nation. The economics of this exercise have been considerably enhanced in the past year by changing the project's principal product from nickel oxide sinter to refined high purity nickel metal. It is one of the few operations in the world where nickel ore is transformed to nickel metal at a single site. Several novel technological processes were developed at Yabulu and incorporated into the refinery to allow this product transition to occur. By utilising internally developed technology the new processes were installed at a capital cost of less than $10 million. It is unique for a large nickel producer to completely change the quality of its entire product range many years after the plant was constructed and considerable attention to marketing the new products has been required.

The lower levels at the CSA Mine have been developed to mine reserves between theNo.7 level and No.9 level.Work on major excavations for the project began during 1982 with the develop-ment of the crusher chamber, on No.9 level. The brows and walls were pre-dowelled to improve stability before mining by mass blasting techniques.At the same time work commenced on theextension of No.2 Shaft from No.7 level toNo.11 level. The shaft was stripped, using hand held drilling, to a raise bored holeand concrete lined to a diameter of 5.5 metres. Plats were developed at No.8 level, No.9level and the loading station.

Whenever rock is tipped from above, severe eruptions of airborne dust occur into the airways connected to tipping stations of rock passes (ore and waste) on the lower levels of a gold mine in the North West Province of South Africa. An investigation was undertaken to understand the nature of the physical phenomenon, in order to propose possible solutions. Accordingly, measurements were taken underground, involving the simultaneous logging at two levels of the transient pressures produced in the orepass by tipping from various levels. Two portable data loggers with associated transducers were custom-built for this purpose. Measurements were taken during a tipping program in which rock quantities and levels were controlled. Pressure pulses that are generated by the falling rock drive the airborne-dust eruptions. When tipping from a specified level, recorded pressure pulse waveforms were found to be repeatable on any given level, irrespective of the amount of rock falling, but measurements were conspicuously different on different levels. It was recognised that a pressure pulse is generated as the falling rock passes through the constricted region û a relatively narrow neck û at each tipping station. In passing through the constricted areas the mass of falling rock acts as a æleaky piston in a cylinderÆ and compresses the length of the air column in the orepass below that level. Once the rock has passed through the constriction, the pressure is released and this behaviour causes a regular train of pressure pulses that are separated by the time taken for the rock to move from one level to the next. Based on this physical understanding of the dust eruptions, a computational model has been developed that can reproduce all the main features of the measured phenomena. The model has been verified adequately against the measurements and can now form the basis for simulating a range of possible engineering solutions.

Artificial ground support has developed into a refined science over the past 20 years. From reactive support systems such as timber props and steel supports, to active systems such as roof bolts and cable anchors, ground support technology has now developed efficient systems that work well in many instances. However this paper demonstrates that there is still a long way to go to develop optimum ground support systems. Some conventional rock bolts and cable anchors emphasise their tensile capacity only, without considering other factors such as their shear strength or shear modulus, or if the support member can transfer all of its support capacity to the surrounding rock. Examples are given of the use of ground anchors with high tensile and shear capacity in underground coal mining as well as examples of slope failures in open pits where the cable bolts have remained intact because they have been unable to transfer their full capacity to the surrounding weak rock mass. For underground coal mines, speed of installation is also of primary concern, but it must also have high tensile and shear capacity both in terms of strength and stiffness. Ground support systems of the future must therefore address these problems. An innovative new rock bolt is discussed which goes some way towards solving these problems. This new rock bolt is screwed into the rock and thus has a direct mechanical interlock with the rock. Initial field results show that it has an extremely high anchor capacity and can be fully installed in approximately 30 seconds. It has considerable capacity to improve the productivity of the coal mining industry.

The Dolphin Scheelite orebody is located near the old mining town of Grassy on the south-east comer of King Island in Tasmania. Surface open cut mining of the Dolphin deposit was conducted for a number of years, then the proximity of the sea and adverse stipping ratio led to underground mining. As a result of the variable orientation and dimensions of parts of the orebody a number of mining methods were practiced at the Dolphin mine until 1990 when a combination of high processing and surface site costs coupled with low tungsten prices led to the cessation of operations. In this paper the different mining methods practised are examined and critically reviewed. The more successful mining methods were developed with experience and improving equipment technology to the extent that the underground operation produced ore at the lowest unit cost during the final years of operation.

The northern Bowen Basin has a very large resource of coalseam methane gas-in-place - 136 TCF(7ohnson and White, 1988). The gas is pipeline quality, being 98-99 per cent methane with traces of carbon dioxide and higher hydrocarbons. The largest resource of natural gas within the coalseams of the northern Bowen Basin is contained in the Moranbah Coal Measures (75 per cent). The next most important resource is in the combined upper Fort Cooper (16 per cent) and Rangal (nine per cent) Coal Measures. The far northern parts of the basin have low gas contents due to the combined effects of limited extent of the coal measures, shallow depth and low rank. Reserves per well are more than double that of the best coalseam methane wells in any basin in the United States. In some areas of the Moranbah Coal Measures, the gas-in-place estimates exceed 225 million cubic metres per well (80-acre spacing). A distinction is made between resource base, as determined from this basin assessment, and the deliverability potential. Parameters used to estimate gas-in-place (coal area, thickness, density, rank and depth) can be adequately extrapolated from areas of high- to low- data density. Parameters affecting methane production (permeability, gas depletion factor and critical desorption pressure) cannot be generalised. Exploration and development programs must rapidly develop a predictive capability for these factors, on a local scale, through geological modelling and confirmation drilling.

Today the application of computer programs for planning of mine-ventilation and for safety- analysis of ventilation systems is widespread practice in German mining. The computer program for network calculat- ion, developed at the "Mine Ventilation Testing Centre of the Westfalische Berggewerkschaft- skasse" allows the distribution of airflow and pressure in mines to be calculated. In a physically well founded manner it takes into account the natural ventilation as well as changes of volume-flow in the mine, which both are dependent on pressure and temperature. Compared to an incompressible treatment of the mine air these circumstances are of increasing importance with the increase of depth, air temperatures and fan-pressures'. This especial- ly holds for the calculation of airflows during failures of fans or for assessing the influence of open mine-fires on ventilation. The application of the program is very easy and its structure is made to fit the requirements of practice. For instance it takes into account the fan characteristics of all fans.
