Improving the understanding of the processes governing ground movements in and around brown coal open cuts is of significant interest for both operating stability and rehabilitation. Brown coal, lignite, is a low-rank coal that is best described as a soft rock, with geotechnical characteristics that derive from its organic origin. It is well-known that low-rank coals exhibit creep behaviour; however, little has been reported on the impacts of chemical processes on brown coal creep behaviour even though organic substances are susceptible to chemical alterations and mining processes will contribute to changes to the geochemical environment; around most mines, groundwater flow patterns are altered leading to enhanced surface water infiltration. Here we study the deformation behaviour of brown coal in response to ion exchange reaction. Our experimental results show that for different ion exchange conditions different characteristics of secondary compression are observed. With the addition of Ca2+, the ratio between coefficients of secondary and primary compression (Ca /Cc) initially decreased, presenting a minimum value at the concentration of 0.005?M, then increased significantly. This implies the importance of ion exchange process for the long-term deformation of brown coal. On the other hand, increasing Na+ concentration did not affect Ca /Cc values significantly over all tested concentrations. The suppression of diffuse double layer was still observed for Na+-treated samples as increasing Na+ concentration decreases Ca values. The current quantity of rejects from coal beneficiation in Australia represents 20 to 25% of raw black coal production. Approximately 80% of the rejects are derived from coarse processing for particles in the 200mm to 0.5mm size range. The safe and enviornmentally acceptable storage of coarse coal rejects is of interest to coal mining companies. Additional public benefit would be derived from the utilisation of a waste product as a source of fill material for civil and mining engineering applications. BHP Engineering has taken a leading role in the design for storage and utilisation of coarse rejects from two mines associated with the Broken Hill Proprietary Conipany Ltd. The tailings dam at Stockton Borehole Colliery (N.S.W.) is to be raised and a study by BHP Engineering has shown that coarse rejects are suitable for the formation of the supporting embankment surrounding a compacted clay core. Transportation and storage of coarse rejects at the Thiess Dampier Mitsui Riverside Mine (Moranbah, Qld) is achieved by a conveyor leading directly from the coal preparation plant to a discharge stacker on the crest of the rejects stockpile. Production of coarse rejects was higher than anticipated for the initial dump design. BHP Engineering has completed a review of dump design with emphasis on safe operating conditions for the conveyors and stacker system. Data on the geotechnical properties of coarse rejects from Australian coal mines are presented. Coarse coal rejects are a material which should not be considered as waste, but as a potentially valuable resource for many future applications. Appropriate engineering design for the storage and utilisation of coarse rejects would result in an improved environment and economic benefits for the Community.

The first stage in the refining of lead blast furnace bullion is the removal of copper and is normally done as a batch process in open kettles.A number of attempts have been made to establish continuous processes operating in reverberatory type furnaces, but the growth of accretions in the furnace has always presented a serious problem.The Broken Hill Associated Smelters Pty. Ltd. (RH.A.S.) at Port Pirie have overcome this problem by constructing a reverberatory furnace and ancillary cooling system of a novel design.Although a number of mechanical and metallurgical problems still remain to be solved, it is claimed that a workable continuous copper drossing process has been established.INTRODUCTIONLead bullion emerging from the blast furnaces at Port Pirie is at a temperature of about 1100°C and contains, among other impurities, about 1 per cent of copper.The first stage of refining is the removal of this copper by a drossing operation and in the past this was done, batchwise, by allowing the bullion to cool back in 100 ton kettles.At about 700°C, copper dross begins to separate as a crust on the surface of the kettle and this separation was allowed to continue down to about 450°C when the crust was brokenup and skimmed manually using a long handled, balanced, spoon. The dross was then smelted in a reverberatory furnace to produce a saleable copper matte and separate out lead bullion, which was returned to the drossing kettles. The Tooloom gold field is located within the New England Fold Belt in the far northeast of New South Wales, approximately 130 km south southwest of Brisbane. Gold was first discovered at Tooloom in 1857. Within a few years up to 10 000 people were mining placer gold deposits in the Tooloom valley and a few tried their hand at mining hard rock occurrences as well. Mining of alluvial gold continued in a small way at Tooloom until very recently, but only in the last few years, since Malachite Resources acquired its interest at Tooloom (now 100 per cent), has the full potential of this large, reduced intrusion-related gold field been appreciated. By the mid 1870s, once the alluvials were largely worked out, most of the early miners had made the 270 km trek north to the newly discovered Gympie gold field and Tooloom slipped into obscurity. Such was this obscurity that the Tooloom gold field was not recorded on published Government geological maps until 2001, four years after Malachite became involved. The many hard rock prospects that Malachite has identified in recent years were largely or completely unknown. Tooloom is a good example of blinkered thinking when it comes to modern mineral exploration. The New England province in NSW has long been the æpoor relationÆ to the much better known and more highly favoured Lachlan Fold Belt in NSW. It has also suffered serious neglect compared with the Queensland part of the New England Fold Belt that hosts such major gold deposits as Mt Morgan (>7 Moz), Gympie (>3 Moz) and Cracow (>1 Moz). Tooloom is proof that prospective geology does not stop at state borders.

Since the mid-1970s there has been increasing attention in the South Pacific area to the problems of disaster planning and management at various levels, mainly from regional through national to provincial levels. This concern has been expressed in a variety of ways. International aid donors have made their views known in commentaries or reports. Seminar discussions have been organised at the regional level (such as at Suva, 1976; Suva, 1979; Tonga, 1982 and Suva, 1983). In-country training workshops or meetings have been organised (such as the "Disaster Preparedness Workshops for Non-governmental Organisations" in Pacific countries, jointly run by the Australian Red Cross and the Australian Overseas Disaster Response Organisation and supported by AIDAB, in Vanuatu, 1985; Solomon Islands, 1985; Western Samoa, 1986; Fiji, 1987; Tonga, 1987; Lae and Port Moresby, Papua New Guinea, 1988) or held outside the area (ACDC at Macedon, 1981). Training and/or research institutions have been established such as the East-West Center, Honolulu, and the Asian Disaster Preparedness Center, Bangkok (more Asia oriented). As part of the East-West Center Pacific Islands Development Program's Disaster Preparedness Project, a detailed manual of disaster preparedness and response procedures and guidelines has been published (Carter, 1984).Table 1 and figure 1 show that the area with which this discussion deals is a highly fragmented island region, comprising many small, some minute, nations, both in land area and population. The social structure is predominantly rural, with the capital city often making up a small part of the total population and, in absolute terms, little more than a small town. Outside the administrative and governmental activities concentrated in the capitals, in most cases the indigenous inhabitants depend on subsistence agriculture or on usually a monocultural concentration on a cash crop, most frequently coconuts.

The geology of an area in north-western New South Wales, bounded by the South Australian and Queensland borders, latitude 32° S. and longitude 14° E. is discussed.The area involved includes sixteen 1:250,000 standard military sheets and covers approximately 96,000 sq. miles.The geology of the Willyama Complex is not dealt with but a small area of metasediments previously included in this unit is separated and a possible correlation with Precambrian to the east is suggested. Torrowangee Group sediments are described and the problem of nomenclature using a glacial implication is raised.Nine areas of proven Lower Palaeozoic sediments are considered and their relationship to the boundaries of the Bancannia Trough outlined. It is possible that some exposures not yet substantiated by fossil evidence may prove to be Lower Palaeozoic rather than Precambrian in age.The sediments of the Lachlan Geosyncline in the area of the Cobar massif are described and new concepts on the age and distribution of some of the established stratigraphic units are introduced. The absence of rocks of Middle Silurian age probably indicates the time of a major orogeny in this area.Lithology, thickness, and distribution of the Upper Devonian sediments is considered and some of the more recently found fish plate localities are listed.Mesozoic sediments occur in isolated areas of Lower Jurassic age and in the Great Australian (Artesian) Basin. A four-fold subdivision of sediments of the basin has been possible in some areas but lack of sub-surface information at present, precludes the possibility of correlation with the type sections in Queensland.Units in the Cainozoic are subdivided and a five fold subdivision of the Quaternary, at present being used throughout western New South Wales, is described.

Disseminated, gold-bearing sulfide minerals hosted in sheared, wall rock metasediments and clay alteration zones comprise one of the dominant styles of Palaeozoic orogenic gold mineralisation within the Reefton Goldfield, and is exemplified by OceanaGold’s Globe Mine. This study begins the exploration and characterisation of the gold-arsenic-antimony mineralisation hosted within the dominant lithologies of the Globe-Progress shear zone. The main gold-bearing sulfides are pyrite, arsenopyrite and stibnite. Pyrite and arsenopyrite are not compositionally uniform across the Globe-Progress shear zone. Pyrite from the mineralised greywacke and argillite has higher As contents than pyrite in the host rock and pug breccia. Furthermore, the mineralised greywacke and argillite pyrite are enriched in As from core to rim. The 3D models based on bulk assays reveal a significant correlation in the distribution of Au, As and Sb. The interpolant for Sb envelops those for Au and As, which in turn are very similar to each other in their vertical and lateral extents across the shear zone. This result is consistent with earlier findings that the occurrence of stibnite represents a separate and likely later phase of mineralisation relative to that represented by the formation of disseminated pyrite and arsenopyrite both of which exert a stronger control on the distribution of As.CITATION:Durance, P M J, Christie, A B, McIntosh, C and Carder, M, 2015. Although this is a symposium on "The Occurrence, Preparation and Use of Australian Black Coal", I do not think that, in these days, any of the main energy resources can be considered only in terms of country of origin or only by itself in isolation from other energy resources. Accordingly, I propose to comment on solid fuels generally in the world energy scene, and make some brief references to Australian solid fuels, and to some other matters in the latter part of this paper. In this address I am drawing heavily on the 1974 survey of energy resources published just recently by the World Energy Conference. I do this for a number of reasons. Firstly, the survey is the latest and most comprehensive publication of its kind; secondly, it is the result of several years' work by a panel of eminent people, from all the energy industries and from some 16 widely spread countries; thirdly, substantial assistance was given by the U.S. Atomic Energy Commission in its compilation; and, finally, to let all know of the existence of the book, as I believe it to be a source document for all those interested in world energy resources. The United Nations "J" series of statistical papers provide important information on the annual production and consumption of and trade in the various forms of energy. In their respective areas, these two publications are primary information sources. Our present sources of energy throughout the world are fossil fuel deposits (coal, oil, gas), nuclear materials, water, geothermal, solar and tidal - but we are at present heavily dependent upon the natural stores of non-renewable fossil energy resources. Fig. 1 shows the changing use of energy resources in the present century. A comparison between 1900 and 1973 shows clearly the shift which has taken place.

The empirical stope design techniques developed by Mathews et al (1981) and refined by Potvin (1988) and others, have gained rapid acceptance in Australia in the 1990s as a simple, æfirst-passÆ means of designing primary stopes. However, it is recognised that these æstability graphÆ methods can only provide broad design guidelines. Recently published stability graphs (Hutchinson and Diederichs, 1996) encompass a wide range of geological environments, which are not discussed, and the influence of time and blasting practices cannot be easily reviewed. The æscatterÆ in the graphs must reflect, to some degree, different operating practices as well as subtle but important differences in the pre-mining conditions that are not adequately accounted for in the æmodified stability numberÆ. Development of a ælocalÆ, site-specific stability graph may overcome some of these problems. At NormandyÆs Golden Grove Operations, Western Australia, detailed reviews of stope stability performance, including Cavity Monitoring System (CMS) surveys, are undertaken for every stope, with the objective of developing a series of local stability graphs, customised to site conditions and calibrated in terms of æAverage Falloff ThicknessÆ (AFT). Cablebolting of stope hangingwalls is used to develop reinforced æbeamsÆ on each sublevel, effectively dividing the full span into smaller, more stable æsubspansÆ. By analysing stope stability performance in terms of fall-off, cost-benefit studies can be undertaken of the effect of cablebolting and other options for modifying stope spans. The approach used to develop the local stability graphs, and their integration into routine stope design procedures at Golden Grove, is described. The experience gained during stope extraction in the Scuddles orebodies has been successfully applied to the Gossan Hill æC-PanelÆ orebody. This methodology should be applicable to other underground mining operations.

In cases where coarse gold is present in a deposit, it is usual to use the screen fire assay (SFA) method to analyse the samples. There is no doubt that this method is more accurate than the standard fire assay (FA) and reduces the risk to have a systematic bias. Nevertheless, the difference between the analytical errors of both methods can be glossed over when the overall sampling error is added to obtain the measurement error. In that case, the advantage of the SFA cannot justify its higher cost.The current paper attempts to address this question in the case of a gold ore deposit with visible coarse gold in various sampling situations (drill core sampling in exploration, blasthole or chip sampling in mining exploitation). The overall measurement error is estimated taking into account the analytical error and all the sampling error components following the Pierre GyÆs theory of sampling.Firstly, only the last sampling stage is considered when the pulverised sample is processed either to obtain one analysis sample for a FA or to be screened and subsampled for a SFA. The calculated measurement error clearly shows the advantage of the SFA specifically in presence of coarse gold. Secondly, the half core sampling is studied to explain the observed discrepancies when controlling the second half core. Finally, the blasthole sampling is treated using in situ heterogeneity models to show that the relative advantage of the SFA is hidden by the large overall sampling error.In conclusion, the choice of the assaying method is discussed at the light of the overall measurement error and in accordance to the analysis objective.CITATION:Brochot, S, 2012. Pyritic black shales present several challenges to mining operations due to their reactivity. The risk of predetonation of explosives in blastholes, spontaneous combustion of fractured rock and the generation of acid rock drainage must be managed for safety, operational and environmental reasons. At the Mt Tom Price iron ore mine there is a need to differentiate between reactive and non-reactive shale in order to assess risk and make decisions on materials handling. The current approach uses a combination of stratigraphic information and sulfur analysis of blasthole samples. The time taken for sulfur analyses can be a constraining factor on mine production. A new instrument developed by ANSTO Minerals overcomes some of the current limitations on material characterisation. The IOR MeterÖ measures the intrinsic oxidation rate (IOR) of samples of broken rock by circulating air through a sample and monitoring the oxygen concentration over time. The intrinsic oxidation rate is given by the rate at which oxygen is consumed per unit mass of sample, in units of kg(oxygen) kg-1(sample) s-1. Up to eight samples can be measured simultaneously and the turn-around time can be less than 12 hours. Initial trials of the IOR MeterÖ were undertaken at the Mt Tom Price mine in July 2004. The measured IOR of samples from a blasthole pattern spanning different geological layers containing black shale, correlated strongly with the expected reactivity of those layers. The correlation between position in the geological sequence (detailed stratigraphy) and IOR MeterÖ results were much stronger than that between stratigraphy and sulfur content. The new characterisation technique offers the prospect of improving the ability to identify and predict the behaviour of reactive black shales and to differentiate more precisely between different materials. Mine planning, operations, safety and environment all stand to benefit from the success of further trials of the technique.

Diamond exploration in Queensland is influenced by the South African approach modified by the discovery of diamonds in Lamproite in Western Australia. The current approach is to explore for Kimberlite and Lamproite bodies using indicator minerals dispersed by fluvial and colluvial processes. In the north-west, diamonds are derived from kimberlitic and lamproitic sources, whereas those in the coastal and subcoastal areas of eastern Queensland are associated with xenoliths included in rocks formed during Cainozoic volcanism. In these areas, sapphire is commonly associated with diamonds. In New South Wales diamonds in economic quantities occur in alkali basaltic intrusions and a subduction model has been proposed for these occurrences (Barrows et al, 1996). Exploration for diamonds in Australia increased following the discovery and exploitation of the Argyle mine. State geological surveys have produced digital information on the local occurrences of diamonds. As part of the Smart Mining Initiative (2006 - 2010), the Geological Survey of Queensland compiled a database and report on microdiamonds and diamond indicator minerals from open file company exploration data from 1968 to 2008 from the Department of Mines and EnergyÆs QDEX system. Most exploration in Queensland was conducted with exploration for other commodities. There is no commercial exploitation of diamonds in Queensland and, to date, only rare occurrences of microdiamonds. There is a regional difference in diamond occurrences with the kimberlitic and lamproitic models favoured for the north-western regions of the State and the subduction (S-type model) favoured for the eastern coastal zone linked to Cainozoic alkalic basaltic volcanism. Further diamond exploration is warranted in Cainozoic basalt provinces along the eastern coastal and near coastal regions and in the north-west of the state in conjunction with airborne geophysics flown as part of current Departmental Smart initiatives. Petroleum exploration in the Australian arid zone has been proceeding at an ever-increasing pace, subject to financial fluctuations, since the 1960's. The impacts of petroleum exploration in the arid zone are less than they would be for corresponding operations in. e.g. a forest area: in this context, Australia is fortunate in that its major petroleum producing (and prospective) , basins are offshore or in the arid zone. In addition. the other major sources of impact in the Austrlian arid zone, namely pastoralism, tourism, and rabbits, tend to be concentrated around areas of particular conservation significance, whereas petroleum exploration is not. Despite this, the cumulative impacts of exploration are sufficient to have caused concern to government regulatory authorities and some sectors of the general public. Exploration is now subject to a range of environmental constraints with various degrees of legal enforceability. To enable exploration to continue without public opposition, the industry, and government agencies charged with regulating or supervising it, must demonstrate that the net benefits of exploration exceed net costs, including environmental costs. One particularly simple and cost-effective technique for increasing the net benefit/cost ratio of exploration is to reduce the net environmental costs by minimising and mitigating the impacts, both primary and secondary, of seismic acqisition. This is best achieved by a combination of preventive and restorative techniques: careful line positioning and low-impact (or zero) line clearance, coupled with simple rehabilitation of bladed lines. Line clearance without bulldozer blading - e.g. by rolling or simply pegging and trafficking, perhaps with tracked rather than rubber-tyred vibroseis - is one promising approach currently coming into use. Rehabilitation by grading soil banks ("windrows") back on to bladed tracks, though not yet in widespread use, has proved very successful in the limited areas where it has been applied to date.

Although laterite ores already provide a significant proportion of the world's nickel and cobalt production it is anticipated that they will surpass sulphide ores as a source of nickel in the next century. The most recent period of greenfield nickel project construction was during the 1970s when it was notable that all of the eight new plants were based on treating laterite ores. This was because of the relatively large selection of available high grade laterite ore deposits amenable to cheap open cast mining and a paucity of high grade sulphide ore prospect alternatives. Of the three processing options for treating laterite ores: 1. smelting for the lower horizon saprolite ore, 2. ammonia; and 3. acid leach for the upper horizon limonite ore, smelting currently accounts for about 80 per cent of nickel production. In the future, as saprolite ore grades decline because of relatively high exploitation rates, the incentive to process the large untapped reserves of limonite ore will increase. The high cobalt content of limonite ore also makes it ideally suited to processing by a hydrometallurgical rather than smelting route. With only two exceptions, all saprolite smelting operations have a Class 2 nickel end product (largely ferronickel) and do not produce a cobalt by-product. As a result of technological advances, the modified ammonia leach process for limonite and transition ore as undertaken at Yabulu, now allows the production of pure nickel metal as a Class 1 product, along with significant tonnages of cobalt by-product. The mixed Ni-Co sulphide intermediate product of the pressure acid leach processing of limonite ore at Mon is converted to Class 1 nickel and cobalt metal at Fort Saskatchewan, Canada.

IT is generally accepted that for transport of coal underground from different collecting stations, the system of endless rope haulage with remote control is not only one of the safest and most economIcal, but is also one of the most'efficlent in dealing with output.When the coal measures lie in regular planes, the work of laying down such a haulage presents no difficulties. When, however, the dip of the measures is Irregular, or dislocated by faulting, the management is faced with the problem of constructing vertical curves of such a radius that the sag of the rope will correspond with the road bed, and thus obviate the danger of the rope rising and throwing the skips off the track.The direction of the main roads for haulage purposes being ascertained from the plan of the royalty to be worked, the faults or dislocations in the seam are determined for these roads with the greatest possible accuracy by means of bore holes from the surface.From the data thus obtained the haulage road can generally be so graded that the rope will keep on the floor during haulage operations, although the grades may in places be synclinal.The writer confesses that he knows of no accurate formula for calculating the sag of the rope under varying tensions and so determining the safe radius of the curve, and he had to depend upon past experiences under somewhat sImilar conditions.The accompanying sections illustrate a case where the writer has recently installed an endless rope underground approximately 5000 ft. in length, from the foot of a tunnel in which an endless rope delivers the output to the screening plant, and having to negotiate, first a 400-ft. downthrow fault, and later a 32 ft. upthrow.

Palabora Mining Company operates an integrated open pit mine, concentrator, smelter and refinery complex located in the Northern Province of South Africa. The Palabora open pit went into production in 1966, mining 30 000 t/d to produce some 62 000 tpa of copper. With continuous modification and improvement, a mining rate of 82 000 t/d, producing up to 135 000 tpa of refined copper, has been achieved. While these improvements have also enabled the mine life to be nearly doubled, the open pit will reach the end of its economic life by 2003. The Palabora orebody is vertical and the reserve extends to a depth of 1800 m over an area of 700 m by 200 m. Studies to assess the economics of mining the orebody by underground means began in the mid-1980s. These studies indicated that block caving is the lowest cost underground mining method that would generate a suitable return. In March 1996, a decision was made to develop a 30 000 t/d block cave mine that will extend the life of the Palabora Mining Company by a further 20 years. In terms of the relatively high rock strength and the resultant coarse fragmentation that is expected at the drawpoint, the Palabora cave can be considered rather unique when compared to other block cave operations. This paper describes the project in broad terms and details the mining method, particularly with respect to the cavability of the orebody and the design features to deal with the coarse fragmentation. The project commenced in July 1996 and final development of the undercut and drawbells is scheduled for completion in November 2003. This paper describes the status of the project and planning as of April 2000.

The Mt Morgan Minesite in Central Queensland has been subject to both underground and surface gold mining operations since the late-1800s. The site is largely unrehabilitated and poor quality surface run-off and subsurface leachate is contaminating the nearby Dee River. The site is dominated by a large open cut, which now stores contaminated surface and subsurface run-off. Three models were used to simulate the complex hydrologic processes occurring at the Mt Morgan Mine: a rainfall-run-off model, a groundwater model and a storage behavioural model. Study results showed that the open cut is filling with water and will soon spill large volumes of highly polluted water to the Dee River on a regular basis if no remedial action is taken. This will result in a three-fold increase in pollutant load to the Dee River. Based on a consideration of water quality and quantity it was concluded that the first priority for future minesite water management should be the prevention of spills from the open cut. Potential management options to achieve this objective included surface rehabilitation, catchment diversions, modification of the pump-back system and controlled releases to the Dee River during floods. However, assessing the relative effectiveness of these measures required a thorough understanding of the complex surface and subsurface hydrology of the site. The results of a 100 year simulation of hydrologic processes revealed that previously favoured management options would be ineffective in preventing spills to the river. On this basis, a continuous treat and release strategy was proposed as the only reliable method of preventing future spills. The results of this study demonstrate that good environmental management decisions must be based on an understanding of the relevant physical processes and consideration of cumulative effects over an appropriate time scale.

Titanium dioxide (TiG ) is produced 2 commercially by two methods generally referred to as the "sulfate" route and the "chloride" route. The SCM Corporation, in supplying 15% of the world's demand for TiO 2, uses both of these processes. Of the two processes the sulfate route is generally regarded as the older and more established technology. Worldwide the sulfate route accounts for some 70% of total Ti02 production. However, in the U.S.A. the chloride process accounts for 80% of production. The processes vary in chemistry and raw material requirements. In the "sulfate" process finely ground ilmenite or titanium slag is digested with sulfuric acid to produce a porous "cake" vrnich is extracted with water and recovered liquor. The solution is treated with scrap iron to reduce any ferric ions to the ferrous state which is then crystallised and removed as ferrous sulfate heptahydrate. The liquor is concentrated by evaporation and hydrolysed to form the insoluble hydroxide which is filtered and washed free of impurities. This is converted to the dioxide by calcination at 800 - 1000¦C and milled to break up any aggregates. The "chloride" process uses a higher quality feedstock of natural or synthetic rutile and/or high grade titania slag. The feedstock is mixed with ground high-purity coke and chlorinated at 950¦C in a fluidised bed. The resulting crude titanium tetrachloride is purified by distillation and chemical treatment. The purified titanium tetrachloride is burned with oxygen or oxygen enriched air to give titanium dioxide and chlorine, which is recovered and recycled to chlorination. Titanium dioxide pigment from both processing routes undergoes similar finishing techniques. It is subjected to further stages of wet and dry milling, then coated with layers of inorganic oxides in order to enhance its properties for specialist applications.

Distillation of the large and growing greenhouse literature indicates that: ò Global warming has occurred over the past century or more; ò Build-up of CO2 (and lesser greenhouse gases) in the atmosphere is a fact; ò This build-up is likely to cause further global warming. It does not appear possible to conclude that the observed C02 build up and observed global warming are linked; nor is it yet possible to forecast global or regional climate variation with conviction. The dominant greenhouse gas is C02 with about half the warming potential of those gases emitted by man's activities; and about 80% of anthropogenic C02 emissions are from the burning of fossil fuels. Fossil-fuel C02 emissions arg divided about equally between the developed countries of OECD and the rest of the world. However C02 output growth over the past decade was about 4% for OECD and some 40% elsewhere. Population growth and pressure for better living standards will ensure continued higher growth outside OECD. Uncertainty about the impact of increasing C02 emissions on climate, and the long lead-times involved in limiting the increase in atmospheric C02 concentrations, are good reasons for taking action now. Australia accounts for about 275 million tonnes a year or just over 1% of the CO2 emitted from the world's consumption of fossil fuels, and the fight to control global emissions will be won or lost elsewhere. Australia's participation will be by wise conselt and by example. In view of the uncertainties involved, it appears premature to take actions that might place an additional financial burden on our hard-pressed country. However, much can be done now that makes good economic sense and has the added benefit of limiting the growth in Australia's CO2 emissions. Natural gas emits less C02 per unit of energy when burned than either coal or oil. Furthermore, new gas-fired power stations utilise energy at considerably higher efficiency than is the case today with coal or oil. Because of much lower capital costs, there is a compelling economic case for permitting natural gas to compete freely with coal in the Australian power generation market.

The Argyle diamond deposits in the East Kimberley were found as a result of a long term exploration programme, begun in 1972 by the Kalumburu Joint Venture (KJV), to search for diamonds on the Kimberley craton. When CRA Exploration Pty. Limited joined the KJV in 1976, it was re-named the Ashton Joint Venture (AJV). The Kimberley craton was considered prospective by analogy with structural settings of diamondiferous kimberlites in Africa. Diamonds were found during regional drainage sampling in Smoke Creek in late 1979, which led directly to the discovery of the rich Argyle lamproite diatreme (AK1) and associated alluvial deposits of Smoke and Limestone Creeks. The diatreme intruded into quartzites, sandstones and shales of Adelaidean age, and consists predominantly of lapilli ash tuff, with minor coarse and fine ash tuffs, 'non-sandy tuff' and olivine lamproite dykes. Erosion of the diatreme has produced the alluvial deposits of Smoke Creek and Limestone Creek to the north and east. Argyle diamonds are of predominately industrial quality, and the typical diamond is a brown, irregularly shaped, frosted, heavily resorbed form with abundant graphite inclusions, well developed etch channels and prominent hexagonal surface depressions. The pre-feasibility evaluation of AK1 comprised diamond drilling, surface and underground sampling, metallurgical sampling, marketing studies and ore reserve estimation. The proven AK1 ore reserve is 61Mtonne at 6.8ct/tonne. Evaluation of the alluvial deposits gave results of Upper Smoke Creek, 580 000 tonne at 4.6ct/tonne and Limestone Creek, 1.7Mtonne at 3.5ct/tonne. Commercial production from the two alluvial deposits began in 1983 with production for the year reaching 6.2 Mct. Mining of the alluvial deposits at three to five Mct/year is proposed to continue until the start of mining of the AK1 deposit in late 1985 or early 1986 at which time a new processing plant and associated infra- structure will have been constructed adjacent to the AKl deposit in the Limestone Creek area. Production is planned at three Mtonne/year, producing 25Mct/year, which will make Western Australia the largest producer of natural diamond (by weight) in the world.
