With the advent of COAG reforms in the late 1990s requiring full commercial return from æpublic infrastructureÆ, and the tightening regulatory compliance for any project that involves the development or modification of any natural resource, it has become increasingly difficult for the private sector to contemplate development and/or ownership of new large-scale water supply infrastructure. The hurdles that must be overcome often seem insurmountable even before a detailed understanding of the project challenges can be developed. Australia has prospered over the last 50 years in an environment where regional development, including mining, has been encouraged by high commodity prices, a well-trained and available labour force and abundant spare capacity in the necessary infrastructure, in particular rail, power and water. Unless future infrastructure is created in advance of, or closely following, demand, this prosperity may be in jeopardy. This paper presents a snapshot of todayÆs project development challenges, and with reference to some recent case histories, argues that owing to their unique background, culture and status, water utility government owned corporations (GOCs) are well-suited to fulfilling the demand for new water infrastructure.

Today's emphasis on the enterprise bargaining process must be seen as an opportunity for organisations to further develop occupational health and safety standards at work. In particular, this shift from a centralised industrial relations system to employer, employee bargaining, presents organisations with an excellent opportunity to develop OH & S at the `shop floor' level. This is despite real difficulties in presenting hard data on the cost benefits. Unfortunately, examination of enterprise agreements ratified by the Australian Industrial Relations Commission (AIRC), show that less than 32 per cent contain provision for occupational health and safety. Those addressing the issues of occupational health and safety have included segments such as: ò rehabilitation activities; ò a new emphasis for workplace occupational health and safety committees; ò formalising procedures related to hazard identification and control; ò the use of personal protective clothing; and ò occupational hygiene and health monitoring issues. For example, an enterprise agreement reached between CIG-Gases and their unions, included clauses which commit employees to attending ten safety meetings and two work place inspections each year, in order for them to receive any further pay rises.

Large parts of the arid northern Cape Province South Africa are blanketed by Quaternary cal- crete under which potential base-metal ore- deposits may occur. In an attempt to examine the nature of the distribution of such ore-re- lated elements in a calcrete environment, calcrete and soil samples from the copper-nic- kel prospect at Jacomynspan and the copper- zinc deposit at Copperton were examined. Both deposits form part of the Namaqua mobile belt. CALCRETE GENESIS In Southern Africa calcrete is restricted mainly to the western two-thirds of the sub-continent, south of the latitude 17¦ S. Various models have been put forward to explain calcrete genesis and Goudie (1973) and Netterberg (1969a) give detailed discussions on this topic. The most popular model for calcrete genesis is one of pedogenic origin. McPherson (1979), Watts (1980), Wright (1982), Arakel (1982), Netterberg (1969a), Goudie (1973) and Multer and Hoffmeister (1968), amongst others, support the hypothesis of calcrete formation by carbonate precipitation from downward percolating calcium carbonate rich soil waters. Calcium carbonate is usually initially precipitated as nodules or grains which can develop to form more compact layers.

Over the past several years, copper prices have surged from under a dollar to over three dollars a pound. However, the long-run trend in real copper prices since at least the early 1970s has been sharply downward. While many now contend that the long-run trend in real copper prices is now upward, the result of structural changes in this market, others are sceptical. Nor is copper unique; the prices for a number of other metals, including aluminium, iron ore, lead, nickel and zinc, have followed similar patterns. This paper examines the forces behind short-run and long-run trends in metal prices. It first focuses on the short run, where it argues that shifts in demand are largely behind changes in prices. It then turns to the long run, where it concludes that production costs and supply largely govern price trends. Finally, it explores several implications of these findings, including those for diversification and market risk, for forecasting mineral prices, for assessing the growth of metal demand in China and elsewhere on metal prices, and for changes in the long-run price trends.

Vibration of surface caused by seismic quakes can make a risk to great mining costruction. We have to do with this risk in the Belchatow open cut mine where seismic quakes of various energy and range have occured since the end of 1970s. The seismic risk influence on the mine structure with the special attention to the slopes of an internal dump has been presented. Hydrogeological and geotechnical conditions of the lignite mining and internal dumping of overburden and ash from Belchatow power plant have been considered. Seismic activity in Belchatow open cut from 1979 to 2001 was described and the connection between mine working and seismicity of this area was investigated. The energy and approximate location of the quakes and seismological parameters of the strongest ones observed from 1995 to 2001 were presented. The mechanism of the quake focuses was determined by means of the primary-arriving wave method. Stability of the slopes was evaluated by means of the Fellenius method. It has been found that seismic events occured in Belchatow region may cause only local eboulements whereas there are not any safety risks to the stability of slopes of the internal dump in Belchatow open cut.

Fission track thermochronology is a well established method for reconstructing the thermal histories of rocks with particularly important applications in tectonic studies, detecting low-grade thermal events, sedimentary basin analysis and resource exploration. These applications take advantage of the limited stability of fission tracks, especially in apatite, when exposed to the temperatures found in the upper 3-4 km of the crust. Apparent fission track ages in apatites can define an invisible 'stratigraphy' in otherwise homogeneous rock masses that can give valuable information on thermal, tectonic and erosional events. Quantitative modelling of the thermal annealing of tracks in apatite shows that distinctive profiles of apparent fission track age can be related to a number of simple thermal history styles. The main types of profile observed tend to be either an essentially linear decrease of apparent age with increasing depth, which relates to continuous uplift and denudation, or a concave-upwards profile produced by partial annealing in environments of tectonic stability or burial. More complex thermal histories produce compound profiles which are essentially just combinations of these two elements. Track length information allows the apparent age profiles to be interpreted in much greater detail. Examples of the major profile types have now been identified in various geological environments and can be analysed to give information about, for example, uplift and denudation rates, the timing of uplift or low-grade thermal events and maximum palaeotemperatures experienced during burial.

Prior to mine development, exploration drilling within the Luise Caldera on Niolam Island encountered gold mineralisation to the northwest of the main Minifie and Lienetz orebodies. This mineralisation was referred to as the Kapit orebody, and ten diamond drill holes were subsequently completed over the area to investigate its economic potential. Several significant mineralised intercepts were returned. These were interpreted using the orebody model developed for Lihir at that time which invoked a strong horizontal control to mineralisation. Additional consideration was given to the elevated geothermal temperatures encountered, the proximity of the mineralisation to the ocean, and its perceived depth below sea level, resulting in the Kapit area being given a low priority for follow up investigation. As a result, no further work was completed over Kapit until recently. The Kapit orebody was the target of an intense diamond drilling programme during 2002/2003. Data from this latest round of drilling has significantly improved understanding of the mineralisation and associated geology. The significant orebody now delineated at Kapit substantially differs from past interpretations, and the latest data has upgraded its economic potential. A resource estimate and other critical studies completed in 2003 enabled an updated reserve statement to be issued in February 2004 including the Kapit mineralisation for the first time. Total Probable Reserves at Kapit stand at 25.2 million tonnes (Mt) at 5.28 grams of gold per tonne (g Au/t), for a total of 4.3 million ounces (Moz) of contained gold.

In a recently completed AMIRA project, 20 samples were searched for gold mineralisation using the automated location facility (ALF) for rare phases on a scanning electron microscope in the CSIRO Division of Mineral Products, Melbourne. The samples were submitted by mining companies in Australia, and Papua New Guinea, and included crushed ore samples, cyclone overflow and underflow products, a flotation concentrate, and 12 tailing samples. Their gold contents ranged from 600 to 0.2 g/t An. Native gold and gold minerals including a gold telluride, gold-silver tellurides, and a gold bismuth mineral, were located in the samples as free grains and associated with other minerals such as pyrite, magnetite, hematite, ankerite, copper sulphides, silicate minerals, and quartz. In the highest grade samples, both micron sized and 200 ¦m grains of gold were found with ALF. It would be difficult to locate such d wide size range of gold in a manual search. Gold mineralisation was located in the tailing samples assaying 0.4 g/t An and higher. In several tailing samples coarse grains of native gold over 40 p.m in size were located. One grain was estimated to have contributed 40 per cent of the gold in the sample. As well as locating gold mineralisation, the ALF examination resulted in the identification of uranium, mercury, and bismuth minerals in the samples. Knowledge of the distribution of these minerals in processing streams could be important in the operation of a concentrator.

Since the advent of plate tectonic modelling, the Ramu-Markham valley has been thought the site of a classical island-arc/conti- nent collision zone. In this interpretation the units south of the Markham Valley are held to be island are / micrcontinental mate- rial accreted to Australia and those north of the valley are thought to represent a separate Finisterre island-arc terrane. Recent remapping by the Geological Survey of Papua New Guinea shows: (1) there is no terrane boundary along the Ramu-Markham valley (2) the Finisterre Volcanics are probably part of either a fore-arc sequence or oceanic plateau obducted onto a microcontinent/ volcanic-arc composite terrane, accreted to the continental Australian plate. A new tectonic model is proposed for northern PNG and involves: (I) Eocene to Late Oligocene subduction below a microcontinent remote from Australia to produce the Sepik are and related intrusives, the Finisterre Volcanics (fore-arc or possible oce- anic plateau), together with the Alife blueschist. (2) obduction of the Sepik arc in Late Oligocene-Early Miocene times over the advancing Australian plate. This resulted in crustal melting, some of the products of which are the Mid- dle to Late Miocene Akuna and Bismarck intrusive complexes of the Maramuni arc. (3) obduction of the Finisterre Volcanics began in Early Pliocene times and continues today. (4) post-Middle Miocene mineralisation is the result of melting after obduction of the Sepik microcontinent.

Mining of the Agnew nickel deposit commenced in 1970 using a variety of underground mining methods, though with mixed success due to the difficult ground conditions. WMC Resources Ltd acquired the operation in 1989, and commenced nickel production with an open pit. In 1995 all production reverted to the rejuvenated underground mine, using exclusively SLC (sublevel caving) methods. Currently the mine produces 1.4 Mt per annum, at an average grade of 1.74 per cent Ni. Underground mining of the Perseverance orebody has always presented significant challenges due to the difficult ground conditions in the weak and altered ultramafic rocks. The range of problems include areas of swelling minerals, intense and extremely weak shear zones, relatively high in situ stress, and in other areas very brittle rocks. Under these conditions rock mechanics input has been and remains a critical element of the mining strategy. Severe ground behaviour difficulties down to a depth of 500 m below surface prompted a review of the mining strategy for the large disseminated nickel orebody, including evaluation of alternative mining methods. However, sublevel caving was ultimately selected as the preferred method, and a re-design of the SLC cross-cut layout followed. A selection of rock mechanics investigations of interest are described, including complex virgin stress measurements, detailed ground behaviour monitoring, and the use of non-linear stress analyses to re-design the mine layout. Subsequent ground behaviour, support design and production scheduling are also described.

Shizuyuan deposit is a compound type of greisen and skarn associated' with W,mo,Sn,and BI mineralization. Tungsten-bearing skarns are located at the contacts between carbonate rocks and granitic stock. Ore-bearing greisens occur in the top of granite or superimpose on the skarn rocks. Although mineralization and alteration are heterogeneous,there are clear patterns in the preferred associations of minerals on all scales, and an orderly sequence can be distinguished. Skarn formation is divided into an early sk.arnoid stage and a late metasomatic stage. The skarnoid stage formed grandite garnet and diopside pyroxene in the limestone. The iron content of garnets decreases significantly away from the granite, whereas pyroxenes maintain a relatively constant diopsitic composition. The metasomatic skarn stage is charac- terized by hydrous silicates. The mineral assemblages of. greisens are regularly distributed in space. The feldspar-quartz-fluoride was usually formed in-the deeper part, upwards giving way to muscovite-quartz, and topaz usually occurs in the uppermost part. The distribution, and miner- alogical relationships of alteration facies suggest that they formed as a result of the progressive reaction of an ascending hydrothermal solution with aluminum-nearing limestones an-d granitic rocks respectively. The ore elements were mobilized and deposited in association. with hydrosilicate alteration of skarns and greisens.

A trial embankment was constructed using coarse coal mine reject on a deposit of crusted coal mine tailings at New Hope Colliery, located in the Bundamba District of the West Moreton Coalfields in South East Queensland, Australia. The purpose of the trial embankment was to assess the load carrying capacity and settlement behaviour of the crusted tailings, including an assessment of strength gain in the tailings under the influence of the fill. Prior to construction of the trial embankment, a site investigation of the tailings deposit was carried out. This comprised vane shear strength testing, together with disturbed sampling and undisturbed block sampling for the purposes of laboratory testing. Following the site investigation, settlement plates and standpipes were installed at various depths and locations within the tailings in the vicinity of the proposed embankment. The instrumentation enabled the magnitudes and distributions of settlement and pore pressure within the tailings to be determined during and following construction of the embankment. The embankment was constructed using coarse reject in three equal lifts to a height of 3.0 m. The tailings sustained a maximum settlement under the weight of the fill of 290 mm, representing about 4.2 ii of the average initial thickness of the tailings and a loss of embankment height of about 9.7 %. Human habitation of the Pacific Rim began when mankind began migrations out of its place of origin in the Rift Valley of Central Africa c. 4million years ago. This migration was erratic and largely controlled by advances and retreat of the various Ice Ages which, while limiting advances in areas of intense cold, at the same time aided migration thro-ugh the creation of land bridges as ocean levels declined during periods of glacial advance (Fig.l).Mankind began its trek to the Pacific from Africa across India then north into southern China and south into Indonesia (Fig.2). In part, these migrations stimulated early technological develop-ments to fulfill needs and adapt to environmental conditions; thus, these nomads developed stone and bone tools, animal skin clothing and the use of caves and other simple shelters. The earliest evid-ence of mankind's use of fire can be found at Zhou-koudaian near Beijing, c.400,000 BP.From China, the completion of the Pacific Rim's population can be attributed to the last Ice Age that dropped the ocean level by more than 300 feet and created land bridges about 40,000 BP allowing migration across the Bering Strait into Alaska and to Australia from Indonesia. The American migration reached Mexico about 30,000 BP, and by 6000 BP the occupancy of the Pacific Rim was complete when the first human settlers reached the southern tip of Chile.

The search for economic mineral deposits is becoming more difficult as exploration goes deeper in the established mining camps and spread out to the surrounding covered areas, which may have an `overburden' some hundreds of metres thick. Geophysics is finding an ever increasing role in such exploration. When the target is zinc, the task often becomes even more difficult since sphalerite, the most commonly mined mineral, is non-magnetic, resistive, and relatively light compared to other sulphides. Fortunately, sphalerite commonly occurs in association with other sulphides, which are magnetic and/or conductive and/or heavy, thus most zinc-rich orebodies have at least one contrasting physical property to aid exploration. This paper presents the physical properties of sphalerite and other potentially important zinc minerals. Results of petrophysical measurements of samples from various zinc-rich ores are presented together with examples of geophysical surveys over a number of zinc deposits. The results show that the physical properties are not merely dependent upon the properties of the orebodies' constituent minerals. For example, the small (0.4 Mt) and low-grade (five per cent Zn + three per cent Pb + two per cent other sulphides) Flying Doctor deposit at Broken Hill, New South Wales (NSW) is much more conductive than the large (3+ Mt) and high grade (14 per cent Zn + five per cent Pb) Cadjebut deposit in Western Australia (WA). A century ago, new mines were often accompanied by smelters. In Australia, smelters were built at the Daydream mine near Broken Hill, at Kuridala and Mount Elliott near Mount Isa, Broken Hill, Mount Lyell, Mount Morgan, Mount Isa, and more recently at Tennant Creek, Kalgoorlie and Olympic Dam. Now the big miners eschew site-based processing in favour of shipping concentrate to smelters in Europe and Asia. As Chip Goodyear was in the process of vacating his leadership role at BHP Billiton, he was quoted as saying that BHP should concentrate on mining ore and leave æto others the skill set of processing that materialÆ. Yet there are times when on-site processing clearly makes sense. Few companies ship gold ore or concentrate to China for gold extraction. New smelters are being built in Zambia. Solvent-extraction and electrowinning plants frequently produce copper from oxide ores and concentrates while pressure leaching is increasingly being considered for copper sulfide ores. Some argue that on-site processing is best because the waste products can be returned to the ground from whence they came, avoiding potentially large disposal costs in more-populated areas. Copper treatment and refining charges will not remain at $45 per tonne and 4.5 cents per pound forever. This paper examines when it makes sense to use on-site pyro- or hydrometallurgical processes in todayÆs environment and comments on how current trends might alter the balance in future.

Two blasthole density logging programmes have been conducted on the Mt Whaleback iron ore mine to evaluate the use of this type of logging as an aid to blast pattern design. The first programme also involved the setting up of a Density Test facility with which to calibrate the density probe. The programmes indicated that about 22-23 blastholes can be consistently logged per day at a cost of $1.30 per metre. Even though this is only half the rate required to log the average number of blastholes drilled daily on Mt Whaleback, testwork indicated that no significant loss of accuracy results if only half the holes in a pattern are logged. The major results of the programmes were: 1. The density range for black pyritic Shale is 2.2-2,9 g/cc. 2. The density range for soft to medium hard BIF is 2.1-3.0 g/cc. 3. The density range for hard BIF is 3.0-3.6 g/cc. 4. The front row blastholes show consistently lower densities than the main body holes due to blast damage. 5. A low density zone extending to a maximum depth of 6 m occurs at the top of most blastholes and results from blast damage from the bench above. Given that the mining industry is committed to sustainable development principles and that Australia is experiencing changes to the regulatory environment that aim to modernise the water sector and encourage adoption of consistent approaches, there is a well defined need for the Australian minerals industry to develop a water accounting framework. This requires: key terms and definitions for water metrics for use in the Australian minerals industry that is consistent with the wider water sector, a suite of metrics representing key components of an operationÆs water balance, a calculation method for some of the metrics, and a reporting protocol. This paper presents the methodology that was used to derive these four components. Existing accounting frameworks were reviewed and key terms and definitions that were consistent with current requirements were proposed. A calculation methodology was developed to obtain some of the key indicators and variables that cannot be easily measured directly (water loss through evaporation is an example). The adopted terms and definitions dictated model development, with the conclusion that a systems approach was the most effective calculation process. To test the proposed definitions and calculation methodology, values for water metrics were derived for eight sites. The proposed framework and definitions could deal with the specific situations selected as case studies. The associated calculation methodology produced complete accounts at various levels. Some elements of the accounts could be directly checked against available data and simulations. The framework captured well variations in the reuse efficiencies; reuse efficiency could even vary for similar processes. It is concluded that this preliminary accounting framework provides a consistent language and metrics for quantifying and communicating water management, both at the intersection of the site with the surrounding landscape (through detailed reporting of site inputs and outputs) and within operational activities. Using this consistent framework for quantifying and documenting water use within an operation will provide a platform for compiling and comparing minerals industry water use with other sectors. This may support benchmarking activities within regions or companies and help demonstrate leadership amongst water users in water resource stewardship. The approach presented here is applicable to a wide variety of mining and processing activities, and biophysical environments, and can be adopted as the first step towards developing national water accounts for the Australian Minerals Industry.

I know the theme of the Congress is "The 21st Century - Mining for Mankind" but I hope you will understand why my address touches upon some near-term issues as well. With the world oil market the way it is at present, "the long term" seems to be next week and no one is even sure what will happen tomorrow! So I am going to take a little licence with the theme of the Congress and talk about some fundamental issues that have much to do with the current uncertainties. The ways in which these issues are resolved and the role governments elect to play in the next few years will determine both the shape of the petroleum industry in the 1990s and beyond and the success with which we can confront a growing and inevitable future dependence on OPEC oil resources. But just in case you are not familiar with what has been happening in the petroleum industry recently and why the future seems more uncertain than ever, let me show you the gyrations in oil prices over the past 13 years, and remember that it is only another 13 years or so years to the 21st Century.

The mining and minerals industry has had and will undoubtedly continue to have a considerable impact on the development of this State. For the first 60 years of its history the colony of Western Australia made slow progress; its population in 1889 being only 43,000. However, as a-result of discovering gold at Coolgardie and Kalgoorlie the Eastern Goldfields alone had a population of 25,000 by 1897. The income generated by the gold mining industry allowed the Premier of the day, Sir John Forrest, and his Government to support the proposal put forward by the State's Engineer in Chief, C.Y. O'Connor, to construct a pipeline to carry water from the Darling Ranges to Kalgoorlie ; a distance of 600 kilometres. The demand for people knowledgeable in the science and art of mineral exploitation also prompted the State Government to establish a School of Mines in the Goldfields in 1902, where it has remained ever since. The gold mines of this region have been a major source of employment for over 70 years and there is no doubt of the fact that their continued prosperity minimised the effect of the world recession on Western Australia in the 1930's.

Sampling and e.m.f. probes were used in the liquid flow from the blast furnace and in the forehearth to evaluate the performance of the copper smelting system at E.R. & S. Significant variations in temperature, oxygen potential and copper content with slag depth and with position in the forehearth indicated that convective currents were causing considerable stirring in the forehearth. This was attributed to temperature fluctuations in the stream from the blast furnace, which resulted in colder slag being underlain by hotter matte. Tracer tests in the feed to the smelter and in the feed to the forehearth revealed considerable holdup of material in the plant and confirmed that the forehearth involved small scale turbulence but little large scale mixing. The results indicated that the copper content of slag continuously tapped from the forehearth could be lowered by at least 0.15% if better settling could be achieved and means of attaining this are discussed. As part of the investigation the recovery of copper from spent refractory bricks recycled through the smelter was evaluated. It was found that the recovery was high but it seems likely that the brick material is partly responsible for a build up of solid material in the forehearth.
