In November 1992, the Internal Revenue Commission (IRC) was formed from the rperggr of the Papua New Guinea Taxation Of- fice (PNGTO) and the Bureau of Customs, and now has the re- sponsibility for the administration of direct and indirect taxes on a national basis in Papua New Guinea (PNG). Since that date we have undertaken many initiatives to make the new organisation more efficient and responsive to clients' needs. Income Tax The mining industry is catered for, in respect of income tax, un- der a separate taxation regime within the Income Tax Act (ITA), Division 10, as well as some general provisions within that Act as may be applicable. Division 10 is itself broken up into subdi- visions to cover the different types of mining leases, namely Spe- cial Mining Leases (SMLs) and Mining Leases (MLs), and peri- ods of time during which those sub-divisions apply. Ring Fencing Income tax assessed on the mining industry, with the exception of Mining Leases (these will be explained later), has a project basis of assessment, that is, each project is assessed separately as if the taxable income of the taxpayer from operations attributable to the project was the only assessable income derived by that taxpayer. This is often referred to as "ring fencing". This is an important point to consider because losses from unsuccessful projects cannot be set off against income from those that are suc- cessful, except in very limited specific circumstances, such as where an unsuccessful exploration licence is cancelled or surren- dered. The project basis of assessment applies to both resident and non-resident companies. A relaxation in the 'ring fence' provisions was applied from 1st January 1995, where ten percent of exploration expenditure, in- curred in areas outside of Special Mining Leases and Petroleum Development Licences in a particular year of income, can be claimed as an outright deduction which is limited to ten percent of the tax otherwise payable in that year. This was introduced to encourage exploration in PNG.

Zircon is extensively used as moulding sand in the production of steel and high-duty iron castings. To achieve a satisfactory grade of zircon concentrate, the zircon particles may need ,to have surface coatings removed, as such coatings can hinder electrostatic and magnetic separation of zircon from associated minerals. Xn addition the presence of surface coatings on the zircon. particles can cause sinterins and fusion of the zircon to the east metal resulting in "burnt-on" sand or fritting of the casting. "Burnon" necessitates cleaning of the casting by grinding or chipping, which is expensive and results in loss of definition on the casting face.Hudson (1966) has pointed out ,that some coatings on mineral sands are lightly-adhering clays which can be removed quite readily by agitating the sands in water for a few minutes-thus their removal constitutesno problem. However, the heavy gingery coloured coating which adheres strongly to the surface of the particles in some deposits, and which has generally been considered to be a form of iron oxide (Baker, 1962; Hudson, 1966), cannot be removed effectively by attrition cleaning in water (Hudson, 1966). Such coatings limit the usefulness of these concentrates in the foundry industry.An investigation of strongly-adhering coatings on "ginger zircon" concentrates from the Yoganup deposit of Westralian Sands Ltd has shown that the stain consists of a cemented mixtvre of hydrated iron and aluminium oxides and kaolin minerals, and that it can be removed by a relatively low cost treatment.IDENTIFICATION OF THE STAIN BY XRDX-ray powder diffraction (XRD) patterns were obtained from small samples of stain scraped, individually, from the surface of hand-picked zircon and ilmenite crystals. These scrapings were mounted on quartz fibres and exposed to CoKa radiation in a 57 mm Debye camera. To avoid heavy fogging of the x-ray films, a substantial amount of the iron oxides was preferentially leached from the scrapings (before mounting) with an ammonium oxalate-oxalic acid solution (Rooksby, 1961). Major exploration companies can have a problem with what to do with small precious metal ore bodies located through exploration programmes. Low tonnage, but high grade, ore bodies too small to justify in-house development.1.2 Ban Ban Mining is a Sunshine Coast based partnership with considerable expertise in mining and earthmoving which specializes in the mining of small/medium size ore bodies on behalf of the tenement holder on a profit sharing or royalty basis.1.3 The partnership's first successful venture has been the mining and vat leaching of a small 40,000 tonne ore body with a head grade of 5 gm/tonne gold and 32 gms/tonne silver, situated near Ban Ban Springs in southeast Queensland.1.4 This paper looks at the low cost vat leaching method of treatment, as an alternative to CIP and CIL in the processing of low tonnage/high grade precious metal ore bodies.

The North Western Sewer tunnel extends over 11.5 km in the North Western suburbs of Melbourne.The $253 million tunnel project provides a critical link in the Melbourne Sewer Network. The existing sewers fail to service the increasing demands of the growing population of the North West regions of Melbourne. This project will protect the environment and improve the standards of service of the existing system. This paper concentrates on Section three of this project, consisting of the final 4 km of the Contract, three access shafts and a cut and cover section of tunnel.Transfield Tunnelling as Head Contractor constructed the tunnel for Melbourne Water Corporation, with Enetech Streamline, formally Streamline Australia, a trading arm of Melbourne Water acting as Superintendent.Excavation of Section three of this project commenced in September 1994 and project completion is scheduled for October 1998. The tunnel passes below the residential suburb of Essendon, through some of the most challenging ground conditions ever attempted to be tunnelled in Australia.

Any project carries a number of challenges and risks. Inappropriate design, poor project management, time, industrial disputation and capital over runs are all areas which can impact on a project cash flows and return on investment. In the resource Industry you have the added complexity and risk of geology which is difficult to predict and sometimes unforgiving. The Dartbrook Mine was designed and constructed as a high output longwall mine and has overcome a number of hurdles to produce over 2.3 million tonnes for the first year of operation. A number of problems were encountered during construction which resulted in the inseam development being delayed for six months. Dartbrook people have demonstrated they can manage adversity and produce world class results. The mine has been through a very steep learning curve during 1997 and with this experience behind the mine is now producing at an annualised rate of 3.4 MTPA.

The term "industrial minerals" covers a vary wide field. However in Australia this field tends to be characterised by the follow- ing: (1) Relatively low unit values. (2) Product specifications can be exacting compared to the metalliferous field. (3) Product specifications often have to be tailored to the needs of the end user. (4) Beneficiation plants tend to involve low capital outlays relative to the metalliferous field. However they often have to produce products'to a range of specifications. (5) Technology often influences what can be considered as reserves. (6) Because of low unit values industrial minerals tend to be relatively cost sensitive. This is particularly the case in regard to transport. (7) Location of deposits near to major urban areas (markets) dictates a greater pressure on ecological aspects. (8) In Australia there has been a tendency to vertical integration largely due to the restricted market available. Reserves assessment is shown to be critically dependent upon the above Factors.

Sulphur dioxide oxidation is an attractive alternative anodic reaction to the evolution of oxygen in copper electrowinning. Accordingly, the electrochemical oxidation of SO2 in aqueous 1.0 x 10-1 mol/L NaClO4 has been studied at pH 2.3 using platinum and glassy carbon electrodes. On the platinum electrode SO2 oxidation occurred on the forward scan at 0.96 V and on the reverse scan at 0.63 V. For GC, a single SO2 oxidation peak occurred at 1.40 V on the forward scan. SO2 oxidation on both electrode substrates was hampered by oxide layer formation. The electrode could be reactivated however, by oxide layer reduction. Although reactivation was most successful for platinum, SO2 oxidation on platinum is quite complex, with this evidenced by the reverse scan anodic peak. Glassy carbon shows simpler behaviour and thus, is the preferred substrate for SO2 oxidation.

The Prominent Hill copper-gold deposit is located approximately 150 km north west of Olympic Dam, on the southern margin of the Mount Woods Inlier in South Australia. Its discovery in November 2001 resulted from the application of a geological model developed from geological, geophysical and petrophysical data pertaining to the Olympic Dam deposit. The discovery has dispelled the notion the Olympic Dam may be unique, and that another deposit like it is unlikely to be found. The Prominent Hill mineralisation is hosted by haematite-matrix hydrothermal breccias, which have suffered extensive iron-sericite-silica alteration and overprinting. Copper, gold, barium, fluorine, uranium, cerium and lanthanum are all intrinsically associated with the hydrothermal iron. Breccias intrude an east-west striking, fault-controlled sedimentary succession, which is flanked to both the south and north by volcanic complexes. Many similarities between Prominent Hill and Olympic Dam are documented including geological setting, mineralogy, breccia styles, and alteration. Differences relate largely to the nature of the immediate host rocks. The similarities and difference provide key data for improving exploration models for this style of iron oxide copper-gold deposit, both within the Gawler Craton as well as globally.

The efficient and profit-maximising daily and long-term management of the Vera Nancy resource depends on decisions based upon assay data. This paper examines the range of sample sources, the methods of sample collection, assay techniques and Quality Assurance used by the mine. The orebody has a relatively low nugget effect for a gold mine (around 25 per cent) and this greatly assists in reducing sampling error and producing reliable assay data for production decision-making. Reconciliation between mine and back-calculated mill grades generally sees the mine under-calling mill grades by around four per cent.

The Australian glass sand industry produces some 2.8 million tonnes per annum of silica sand, of which about 2.0 million tonnes are exported and the rest is for the domestic market. Approximate production rates for each Australian state are listed.The variety of processing methods used in the currently exploited deposits reflects the size, location, and characteristics of the various deposits and the requirement of the end market/s. The industry uses to a large extent equipment developed for the separation of mineral sands, particularly as it applies to low grade heavy mineral deposits, where low cost, high capacity and metallurgically efficient equipment has proved eminently suitable for the production of the low value glass sands.The requirements of the domestic market, as well as those of the present and potential export markets are discussed covering quality requirements, distribution channels and other factors critical to success.

The Copper Concentrator at Mount Isa Mines Limited treats approximately 6 Mt of chalcopyrite ore annually. The ore is currently sourced from the 1100 and 3000 orebodies at Mount Isa. Chalcopyrite is the only significant copper bearing mineral, with pyrite, quartz and dolomite being major gangue minerals. Ore is typically 10% chalcopyrite, 11% iron sulphides and 79% non-sulphide gangue. Copper ore is treated through two autogenous mills, two ball mills and a flotation circuit. The autogenous mills replaced a crushing plant, two rod mills and two primary ball mills during 1991. For routine analysis of concentrator performance, composite samples of mill feed, final concentrate and tailings are generated every 4 week period. All samples are sized and size fractions are assayed. Recovery of mineral species to the concentrate are then calculated for each size fraction. Sometimes liberation analysis was also performed by QEM*SEM (Quantitative Evaluation of Material by Scanning Electron Microscope).

Polyacrylamide flocculating agent has been used in the Leaching Division of the Risdon Works of the Electrolytic Zinc Co. of Australasia Ltd since October, 1960. Since the introduction, the.: number of thickeners in use in the continu-ous thickening stage has been reduced from eight to three; there has been an increase of 25% in throughput and a reduc-tion of solids in.:thickener overflow from 3-4 gòpòl . solids to 0.5 g.p.l. solids. Reagent addition has been at the rate of 0.25. lb SEPARAN, NP10 per ton solids.Additionally there has been a gain of 3% in current efficiency as the direct result of the addition of SEPARAN NP10 to purified cadmium sulphate solution prior to electrolysis for cadmium metal. A smoother deposit has resulted and it has been possible to increase deposition time between strip-pings from 47 to 71 hours. However, there has been a slight increase the lead content of the cadmium-metal produced.

Many maintenance managers find it difficult to justify investments in maintenance improvement initiatives. In part, this is due to a tendency by mine managers to regard maintenance purely as a cost centre, and not as a process able to influence productive capacity and profit. It is also hindered by a lack of alignment between commonly used maintenance performance measures and key business drivers, and the lack of formal business training amongst maintenance professionals. With this in mind, a model to assist maintenance managers in evaluating the benefits of maintenance improvement projects was recently formulated. The model considers four cost saving dimensions. These are: 1. reduction in the cost of unplanned repairs and maintenance,2. increased or accelerated production and/or sales,3. spares inventory reduction, and4. reduction in over-investment in physical assets and operating costs. This paper discusses the application of this model and a number of numerical examples are given to justify investments in maintenance improvement projects having varying objectives.

Laser ablation Inductively Coupled Plasma Mass Spectrometry (ICPMS) analysis of fluid inclusions trapping mineralising solutions in major porphyry-copper deposits indicates that copper concentrations can reach 103 - 104 ppm in both dilute, CO2-bearing fluids and in high salinity brines. Non-Cl transport of Cu is implicated. Au has been determined at 0.2 - 0.4 ppm in the low salinity fluids and may be co-transported with Cu. In contrast, high concentrations of Fe, Mn, Zn and Pb are only attained in brines and correlate strongly with Cl-indicating chloride transport. Physical and/or temporal separation of these fluid types can therefore producemetal fractionation within porphyry systems. Evidence concerning the behaviour of Mo is less clear but brine transport appears to be favoured; phase separation is one mechanism that may account for the fractionation of Mo from Cu and the formation of quartz-molybdenite veins. The flotation of pyrite in ethyl xanthate solutions is presented along with electrokinetic results. The results have been analysed in view of recently published thermodynamic calculations as well as other published data on the pyrite-xanthate system including adsorption and voltarnmetry studies. The flotation response of pyrite in xanthate solutions is characterised by two maxima, one at pH 4 and the other at pH 8-9. The acidic maxima is also associated with a reversal in the electrophoretic mobility of pyrite, probably due to the formation of ferric xanthate on the pyrite surface through chemisorption of xanthate ions while the basic maxima is not associated with major changes in the mobility and flotation at this pH can probably be attributed the adsorption of dixanthogen. It is concluded that there is not sufficient experimental evidence to conclusively attribute the lack of flotation response in solutions at near neutral pH to any particular phenomena, either kinetic or thermodynamic.

In this paper it is recommended that pyrite is to be separated as froth from arsenopyrite by selective depression of arsenopyrite in strong alkaline medium (1), by oxidation with chlorinated lime (II), by co-use of chlorinated lime with sodium carbonate (III), and by modification with `L' reagent (know-how) without filtering to get rid of residual copper ions after Cu activation (IV). The corresponding principles of these (new) effective methods were briefly discussed. The artificial mixture (1:1) of pyrite and arsenopyrite could be successfully separated, and concentrates of pyrite containing 2.12 per cent (I), 7.00 per cent (II), 2.60 per cent (III) and 3.16 per cent (IV) arsenic with recovery of 90.9 per cent (1), 89.5 per cent (II), 89.0 per cent (III) and 81.4 per cent (IV) respectively can be obtained by only one flotation. Some effective precautions were suggested to improve the separation of arsenopyrite and pyrite (or other sulphides) by flotation.

"Although the role of texture has been increasingly recognised as a geometallurgical indicator of ore characteristics and their variability, the ability to appropriately quantify and correlate it with metallurgical performance remains an ongoing challenge. In this study, we propose the 3D characterisation and quantification of ore textures from drill core using X-ray computed tomography (XCT) with an appropriate image analysis methodology (grey level co-occurrence matrices, GLCM). This methodology has been specially customised for application of 3D XCT grey-scale volumes. This approach has potential as an online mine site analysis tool providing detailed 3D information on both quantitative texture and simple mineralogy.The approach is illustrated in this paper using drill core samples that were manually extracted from various rock types and textures representing the Nkomati Main Mineralized Zone (MMZ) sulfide nickel ore deposit. A preliminary classification of the samples was performed based on their particle size distribution after laboratory scale rod milling. Accompanying QEMSCAN analyses were also used to guide the interpretation of the grey-scale mineralogy and texture in the 3D XCT volumes. The resultant GLCM produced from quantitative 3D image analysis of the XCT volumes indicated sensitivity to ore variability and was able to capture a simple mineralogy and grain size distribution. High aluminium steel is a promising advanced steel known for its exception properties and holds significant economic and strategic importance. However, the CaO-Al2O3-SiO2 based slag with high alumina content reacts vigorously with alumina refractories during the smelting process at high temperature, seriously affecting the safe and efficient production of furnaces and resulting in the formation of Al2O3-MgO non-metallic inclusions within the molten steel. This is a bottleneck problem for high-quality steel refining, and the key reaction path during the corrosion remains unclear. The dissolution reaction mechanism of alumina refractories in high alumina CaO-Al2O3-SiO2 slags under a weak static magnetic field was investigated in this work, using high temperature laser confocal microscopy and in situ radiation spectroscopy techniques. The results indicate that the interaction between the high alumina slags and the alumina refractories is governed by free radical reactions. The dissolution of alumina forms AlO and AlO2 radicals. The reaction rate increases with the C/S ratio of the slag due to its low polymerisation. The reaction between non-bridging oxygen and AlO2 free radicals accelerates the generation of AlO and O2ꞏ- radicals. The reaction layer composed of calcium aluminate is formed through the recombination of AlO, Caꞏ+ and O2ꞏ- radicals. The weak static magnetic field induces the Zeeman splitting of free radical pairs and intersystem crossing occurs, promoting the formation of triplet free radical pairs through the hyper-fine coupling effect. The reaction can be significantly inhibited as the triplet free radical pair does not meet Pauli’s incompatibility principle. This discovery perfects the structure theory of molten slags with radicals and provides supplement to the design of the highly slag-resistant refractories, and provides the theoretical basis for the development of external field protection technologies for high-quality steel refining.

This paper examines the longer-term predictive capacity of the GAMSPATH computer program (developed by the Alberta Research Council) for a waste rock (sample MS) obtained from the Kaltim Prima Coal (KPC) mine, Kalimantan that contained significant framboidal pyrite. The model was refined by comparison with the net acid generation (NAG) and column leach tests to provide a basis for calibration of the model for both short term and longer-term reaction trends. The oxidation of pyrite during the kinetic NAG test using H2O2 provides oxygen directly at the mineral surface, generating a measured oxidation rate for pyrite of 1.16 + 10-6 mol m-2 s-1, whereas the oxygen diffusion limited rate in the leach column air equilibrated reaction was of the order 10-8 mol m-2 s-1 as calculated from the GAMSPATH thermodynamic database. Results indicated that the oxygen derived from hydrogen peroxide had to be included as a reactant (eg a reacting mineral) in the simulation to account for the direct availability of oxygen at the sulfide mineral surfaces. Optical investigations identified the proportion, particle size, and surface area, of framboidal and euhedral pyrite in sample MS. The reactive surface areas of the two morphologies were very different (eg ratio: 5:1). To manage these two different pyrite morphologies the GAMSPATH thermodynamic database was updated to include framboidal pyrite, with similar thermodynamic properties and oxidation rate to euhedral pyrite but with a particle size based on the size of the individual internal framboid microcrysts. This modification, with framboidal pyrite reaction based on the size of its microcrysts produced results that correlated well with the kinetic NAG and column leach test results when the measured (kinetic NAG test rate) and calculated (column test rate) pyrite oxidation rates were employed. This provided some confidence that the model could be extrapolated to indicate longer-term geochemical reaction trends.

The Pasminco Century Mine (PCML) is located 250 kilometres north-north-west of Mt Isa in Queensland. As one of the worldÆs largest zinc mines, PCML comprises mining and milling operations at Lawn Hill, concentrate filtering and shipping facilities at Karumba in the Gulf of Carpentaria, and a 304 km slurry pipeline connecting the two operations.Mineralisation at Century occurs in the upper part of the Lawn Hill formation and is comprised of siltstones, shale and sandstone. Pyrite occurs immediately above the mineralised sequence, and throughout the footwall carbonaceous shale forming the lower proportion of the deposit. Zinc predominantly occurs as sphalerite (ZnS) and lead as galena (PbS). These sulfides are very fine-grained and may oxidise rapidly upon exposure. The pyrite, sphalerite and galena are the main potential sources of acid rock drainage (ARD) or heavy metal leachate at the mine site.To minimise the generation of ARD in the waste rock dumps, they are constructed in a specific manner and waste rock is classified into the following three classes based on competence and acid forming/consuming capabilities:Class 1: Competent rock, non-acid forming or acid-consuming material. Class 2: Non-competent, non-acid forming or acid-consuming material. Class 3: Acid-forming material. The generalised Waste Rock Dump Design for current operations comprises an outer zone of Class 1 material and inner zone with Class 2 and 3 material. Limestone is the Class 1 material used for both its structural support and acid neutralising capacity. Reserves of limestone at the mine site are limited. Net acid generation (NAG) tests confirm that a mix of limestone and shales can be net acid consuming.Field based and laboratory based trials have been established at PCML to quantify blending levels of limestone and shale that will produce leachates both neutral in pH and low in metal/salt concentrations. This paper will discuss the first six months results (of a two-year sampling program) from the trials.
