Good morning and thank you for the opportunity to address this yearÆs New Zealand Minerals Conference.   As you have already heard from the Associate Minister of Energy, the Government believes that the minerals industry is an important part of our economy. In particular, our coal and lignite resources have the potential to play an important role in New ZealandÆs energy sector as both a primary fuel and as a means to produce electricity.   The Government has taken a keen interest in the primary fuel sector given the declining reserves of natural gas sector. The energy sector is a key driver of economic growth and it is therefore critical that we have a reliable supply of primary fuel as part of the energy mix.   In a global sense, New Zealand is like many other countries regarding the need to secure energy for the future. Natural gas will be a key bridging fuel in the transition from an energy market based on fossil fuels to one based on renewables over the next century.   However, natural gas as a solution to this energy transition has some pragmatic limitations for New Zealand. There is uncertainty as to when new domestic reserves of gas can be discovered and developed. And the alternative of imported LNG poses a number of costs and risks to the economy.   New ZealandÆs coal resources are vast-estimated to be enough to last hundreds of years at the current rate of extraction. The main question is can extraction be increased and sustained to meet the demand of domestic power producers and at the same time meet commitments to lucrative international markets?   At this point it is appropriate for me to place coal into context with Governments overarching policy objectives for energy. The Government has stated objectives for the energy sector emphasising energy efficiency and an increased focus of renewable energy, while still ensuring security of supply and certainty as to energy costs and risk. Coal certainly can make a contribution to these objectives going forward.

Hydro-economics is a field of research that analyses water resources from a multi-disciplinary approach (Harou et al., 2009). These models generally include one component that describes the water resources of the catchment being analysed (e.g. the physical behaviour of water), an economic component that describes users’ water demand function (changes of willingness to pay relative to availability) and a coupling methodology. These models go beyond calculating cash flows for water investments and analyse the economic behaviour of users when facing water shortages or surplus. In other words, water demand curves are defined for each water user (e.g. urban, agriculture, mining, environmental and hydropower), and they are used to retrofit the water resources component. As a result, the model approximates the catchment scale response to droughts and wet periods, including the effects of water markets, restrictions, recycling, water sharing and any cooperative efforts by users to adjust to changing climate conditions.These models are usually focused on agriculture and urban users, the main water consumers in most catchments, but they have sometimes included environmental, industrial and hydropower users (Bekchanov, Sood, & Jeuland, 2015). Nevertheless, although a relevant user of water in several catchments, the mining industry has been rarely included. This paper is part of an ongoing project that addresses this gap by developing a hydro-economic model in the upper section of the Aconcagua River in Chile. Systematic near-field vibration monitoring of stope blasts was carried out in a large, deep underground mine. A total of 31 production blasts were studied in order to investigate the effectiveness of existing blast designs. This involved the vertical retreat mining method, which requires drilling a raise bore or blasting a slot raise (typically 1.22 m in diameter) using large diameter boreholes (165 mm). The diagnostic technique employed multistation near-field monitoring of blasts with high-g (100 g) and high-frequency (>10 kHz) triaxial accelerometers. The amplitude of the vibrations is correlated with the strain energy transmitted from each explosive deck. The results showed that more than 30 per cent of the explosive decks contributed little energy to the rock breakage process in these blasts, and an equal number contributed only inadequately. These findings are indicative of serious blast malfunctions. The problems can be traced to inadequate deck blast design and possibly to drill hole deviation. Many underground mining methods rely on blasted rock moving under gravity to report to extraction points. Mining of orebodies dipping between 20 - 45 degrees poses a unique challenge for mining engineers in that a dip angle in this range will not allow the movement of broken ore down the footwall to the mucking horizon utilising gravity. This is more so in cases where the natural angle of repose of the rock is less than the dip of the orebody. Hence, innovative mining systems are necessary to mine this type of orebodies. In Australia, the method of uphole retreat panel stoping is commonly used to extract orebodies in the dip range of 20 - 45 degrees and thickness range of 5 - 15 m. In the Zambian Copperbelt a method called continuous retreat updip stoping is used for orebodies with similar dips and thicknesses. The mechanised form of this mining method has potential for application in the metalliferous mining industry in Australia. In this study a comparison is made between mechanised updip (MUDS) and transverse retreat stoping (TRS) methods. A hypothetical nickel sulphide orebody located in Western Australia is used as case study. The net present value for mechanised updip stoping is seven per cent higher than that of transverse retreat stoping based on the assumptions applied. Initial results of this study indicate that mechanised updip stoping can be adopted for Australian mining conditions. However, lack of significant local experience with the method is often cited as a reason for not adopting it even in situations where it is clearly the best option.

Recent developments in engine, transmission and control technology, likely to give rise to improved performance and efficiency of underground mobile equipment, are reviewed. Turbocharging and the electronic control of fuel pumps and injectors can improve diesel engine performance whilst minimizing exhaust emissions. Ceramic materials promise further improvements in engine efficiency. Nevertheless, electrically powered machines, equipped with trailing cables or 'travelling plugs' are expected to find increasing application where there is less need for flexibility and where the cost of ventilation and heating or cooling makes diesel engines unattractive. Voltage to frequency converters and induction motors appear to have a future in mains powered machines. Vehicles employing energy storage in the form of batteries or flywheels will find increasing application, but it is expected that they will remain a minority until there is a significant break-through in battery technology. Hydrostatic transmissions having high power density and efficiency are likely to be used more widely. Electronic control systems are likely to be used to simplify jobs and to improve performance and productivity. Enhancement of remote control systems is to be expected for work in unsafe areas, but true robot operation is considered unlikely for the moment. Attention to ergonomic factors should produce significant productivity gains.

The rapid production and accumulation of mineral processing wastes in the environment can present serious threats to environmental quality and human health. Phytostabilisation with native plant ecosystems is, in many cases, a preferred option for rehabilitation of mine waste storage facilities. However, much of the literature has focused on species selection in short-term experiments to test their suitability under the often extreme chemical conditions in the wastes without addressing the fundamental requirements – ie hydrogeochemical stabilisation and functional root zones. As a result, successful examples of phytostabilisation of mine wastes such as base metal tailings have been rare, especially if success is defined as meeting the completion criteria of non-polluting and sustainable land system at rehabilitated sites. Conventional capping options to isolate reactive tailings/wastes by using physical break and/or sealing layers are often not reliable in the long term (particularly under semi-arid climatic conditions) and, in many cases, they may not be feasible in the field due to the large areas to be covered and the lack of adequate suitable materials at mine sites. By using sulfidic tailings as an example, we have proposed a new paradigm for phytostabilising mine wastes – ecologically engineered pedogenesis in tailings involving accelerated physical, chemical and biological weathering of tailings minerals to achieve hydrogeochemical stabilisation and the development of soil functions, soil horizons and functional root zones.Ecologically engineering functional root zones firstly requires controlling geochemical reactivity in the wastes (ie hydrogeochemical stabilisation), which can cause polluting effects in the root zone and plant toxicity. By means of ecological engineering, in situ weathering of primary minerals (eg pyrites) in tailings may be accelerated by adding functional materials (eg functionalised biochars and organic matter) in the waste slurry during the process of deposition. This will remove or diminish key risk factors (eg potential acidity in tailings and elevated soluble heavy metals) in the solid phase, before placing growth media for reconstructing root zones and transplanting/sowing target plant species. However, much of the acidity, soluble metals/metalloids and other salts would be transported out of the solid phase into the wastewater, which can be addressed by on-site water treatment facilities during mine operation. The trajectory and state of engineered pedogenesis in the weathered tailings may be manipulated to provide specific soil horizons within future root zones that are dynamically evolved toward fully functional soil subsystem within rehabilitated plant ecosystems.CITATION:Huang, L, Baumgartl, T, Zhou, L and Mulligan, D, 2014. The main mining method employed at Mt Lyell is sub-level open stoping with a typical extraction level interval of 100 m and sub-level intervals of 30 m. Currently, pillar blasts provide the major portion of broken ore and firings are in the order of 200 000 to 300 000 tonnes while future firings of 500 000 to 300 000 tonnes are planned. Improvement of blasting techniques in these mass firings has been necessary for the following reasons. 1. Extremely wet ground conditions have adversely affected ANFO performance and placed extreme pressure on the charging and priming phases. 2. As pillar blasts increase in size the problems of wet ground conditions are accentuated resulting in very slow loading of wet upholes with cartridged gelignite and unreliable charging of the remainder with ANFO. 3 Fragmentation in pillar blasts has suffered because of the above, result- ing in increased secondary breaking costs and difficulty of extraction.

The performances of ten field-scale experimental final covers were evaluated over an eight-year period. The covers were evaluated as part of the rehabilitation of acid generating coarse coal reject dumps and opencast coalmines in the Northern KwaZulu Natal province in South Africa. The main purpose of the experimental covers was to restrict rainfall infiltration into acid generating coal discard. The mean average rainfall over the monitoring period was 839 mm with 84 per cent occurring between October and April. The average evaporation was 2100 mm. The site is described as a ædry siteÆ since the evaporation exceeds rainfall by a significant margin. Approximately 30 per cent of rainfall infiltrated the uncovered cells. Rainfall infiltration into the fine coal discard was reduced to 20 per cent and 15 per cent for a 300 mm and 500 mm cover respectively. Infiltration was reduced to ten and 12 per cent of rainfall for fine coal discard provided with a 1000 mm double soil cover and a compacted bottom layer. This relatively high infiltration was probably caused by moisture being entrapped in the bottom retentive layer, and not being released by evapotranspiration. The best performing cover comprised 1000 mm single soil with a compacted bottom layer and infiltration was reduced to four per cent of rainfall. Rainfall infiltration into sloped cells varied between seven per cent and 14 per cent of rainfall. The computer software, SoilCover, was used to predict infiltration and moisture content in the cover. Predictions of rainfall infiltration were accurate, but were less accurate for covers where the hydraulic properties of field compacted soils were not adequately characterised. Oxygen ingress was significantly reduced for cells provided with a 1000 mm cover. Oxygen concentrations were generally below one per cent, with the exception during exceptionally dry periods when the cover dried out, resulting in increased oxygen ingress. For other covers, and the uncovered cells, oxygen concentrations were close to atmospheric concentrations. During the eight-year monitoring period, acid breakthrough occurred in five of the cells, including three uncovered cells, one cell with a 300 mm cover and one sloped cell. In contrast, cells covered with 1000 mm, bottom compacted soils shows a marked improvement of leachate quality, indicating that sulfide oxidation processes have been slowed. There was a distinct relationship between oxygen ingress and leachate quality for all of the cells. No cover degradation was evident over the eight-year period, except for some erosion observed on a sloped cell. The results indicate that the onset of acid drainage can be delayed by perhaps hundreds of years and salinity loads can be reduced by more than 90 per cent, if coarse coal reject dumps in the KwaZulu-Natal provinces in South Africa are provided by an adequate cover system. These research outcomes can be extrapolated and applied to other dry site regions where similar materials are being considered.

Technological changes in Portland cement manufacturing during past years have reflected changes in the economics and availability of various types of fuel such as coal, fuel oil and natural gas. The industry consumes a sig- nificant quantity of both thermal and electric- al energy. The nature of the process and its chemical constraints does however permit the use of comparatively low grade fuels such as high ash coal and high sulphur oil. In striving for increased daily kiln outputs and conservation of energy, there is a worldwide trend towards the use of dry process plants. Wet process kilns of about 2 500 tonnes per day assume massive component sizes which present difficulties in manufacture, and transport to plant sites. Large capacity dry process units in excess of 8 000 tonnes per day are now in operation using precalcination techniques in which part of the fuel is introduced in the static preheater section ahead of the kiln while the balance is added to the kiln in a conventional manner. This technique has virtually doubled the potential output of any given single kiln.

The Eloise Cu-Au deposit is 60 km SE of Cloncurry in NW Queensland and has a current indicated reserve of 3.2 Mt @ 5.8 per cent Cu, 1.5gA Au and I9g/t Ag. It is hosted by metasediments and metabasic rocks that underwent amphibolite facies metamorphism at 550-600¦C and less than 3.5 kb. Peak metamorphism coincided with the regional D2 event which produced an S2 foliation with north-south strike and variable sub-vertical to steep east or west dip. The deposit is associated with several major shear zones parallel to the S2 foliation. The lodes form part of a large alteration system that is localised by the retrograde shear zones. Homblende-biotite-quartz with minor sulphides occur early in the alteration paragenesis which is overprinted by chlorite-muscovite-pyrrhotite-chalcopyrite ¦calcite+¦nagnetite. The later assemblage replaces the earlier Fe-K alteration as well as Fe-rich metamorphic assemblages such as homblende, biotite and staurolite indicating a post peak metamorphism timing for ore formation. Although replacive textures are the most common, the alteration can display open space infill and brecciation as well as durchbewegung and mylonite textures indicating that mineralisation occurred during ongoing ductile deformation. All these features are crosscut by a later brittle phase of calcite-chlorite-quartz¦pyrite alteration.

Glencore’s Mount Isa Mines Limited (MIM) operates the Mount Isa open cut and underground copper (Cu) and zinc-lead (Zn/Pb) mines near Mount Isa in Queensland, Australia. Tailings from processed Cu and Zn-Pb ore is contained in a 1,315 ha shallow (< 35 m deep) multi-cell valley fill tailings storage facility (TSF). Static geochemical testing conducted by MIM over the life of mine (LoM) verifies that the Cu, and Zn-Pb tailings has a wide range in sulfide content and diverse mineralogy with significant acid neutralising capacity (ANC) in some samples. The tailings are predominantly classified as potentially acid forming (PAF) using static analytical methods. Kinetic leach testing using free draining columns and humidity cell tests simulating tailings placed on the surface of the TSF suggest that the tailings samples are likely to remain non-acid forming (NAF) for 10 to 40 years under aerial exposure, and much longer than this under saturated conditions within the TSF. During this period of weathering, as ANC is depleted, the neutral pH drainage may contain elevated concentrations of some elements including sulfate, manganese and zinc. "Best practice for acid rock drainage (ARD) risk assessment still relies solely on the geochemical properties of sulfidic rocks and mineral processing products, despite the fact that a rockÆs tendency to produce acid also depends on mineralogy and texture. Consequently, there are a plethora of geochemical tests routinely utilised by the mining industry to predict ARD formation. Due to limitations associated with these tests and their relatively high costs, analysis of recommended best practice sample numbers is rarely achieved, reducing the accuracy of waste management plans. Our research addressed this through examining the application of geometallurgical data for predicting acid formation, and led to the identification of potential environmental geometallurgy indicators.Samples obtained from an iron-oxide copper gold deposit were subjected to the geochemistry-mineralogy-texture (GMT) approach, an improved methodology for classifying acid forming potential. GMT results were compared against geometallurgical and assay data sets to evaluate: relative carbonate content measurements (measured by HyLogger) and identify how these could be used to calculate effective acid neutralising capacity mineral hardness (measured by EQUOtip) to determine application of this data for calculating lag-time to acid formation opportunities to automate the acid rock drainage index (ARDI) using classified images produced by a GEOTEK logger and automated microscopy.Links between the GMT approach and geometallurgical data sets were identified. Classified mineralogy data has application at stage one, HyLogger and EQUOtip at stage two and computer-based ARDI evaluations of classified images at stage three. Through such integration, ARD characterisation costs can be reduced, with value added to geometallurgical data sets. Furthermore, deposit-wide ARD domaining is possible, and acquisition of total-orebody knowledge more likely. Column cells are widely used today for the recovery of base metals by flotation. Their use for the flotation of iron sulphides has not been as rapid. Australia has pioneered the use of large rougher flotation columns. During the last six years, seven rougher columns have been installed on gold mines treating iron sulphides and the technical viability of this technology has been demonstrated. Laboratory column testwork on a gold bearing iron sulphide ore demonstrated the effects of both physical and chemical parameters. In general the large commercial columns operate over a broad range of conditions depending on the downstream treatment of the flotation concentrate. The addition of wash water to commercial columns is not universally applied and there appears to be a need for a better wash water System.

The Rivera Crystalline Island (RCI) is an erosional window of the intracontinental Parana Basin that outcrops in the Rivera Department, north of Uruguay. RCI is made up mainly by Precambrian granites, metasediments and granite-gneisses. This island is crosscut by a dextral transcurrent shear zone system, the Rivera Shear System (RSS). The bulk strain ellipsoid was defined by previous work and has allowed the evaluation of shear dynamics. The geometry of the shear system is made up of two shear directions: E-W (P-shear), which turn right to NW-SE direction (R-shear), leading to the development of extensional bends. The shear zone system was developed in brittle-ductile to brittle regimes, under temperature conditions compatible with greenschist facies metamorphism. The shear zones are marked by an intensive fracture cleavage development. Mylonites develop only in narrow, discontinuous higher strain zones. Internally, the shear zones are dominated by intrusive rocks, mainly granites, dacites and diorites. Hydrothermal alteration has been developed in several areas.The economic significance of RCI is given by several small gold deposits, which have been exploited since 1869. One major new gold mine is under development, the San Gregorio Gold Mine. This gold deposit is locally controlled by a dilatant site where R-shear turns right to P-shear. Mine lithologies were deeply altered by hydrothermal fluids in the dilatant structure. This work presents the lineament-structural analysis carried out to identify similar structural patterns in all RCI sites favourable to host other gold deposits. The exploration program also considered remote sensing, geology, geophysical and geochemical survey.

The Cumnock Open Cut Mine (COCM) is located in the Hunter coalfield in New South Wales. Five coal seams are being mined, mostly by drilling and blasting, loaders and excavators, and trucks. The annual production of coal is 1.3 million tonnes. Overburden and interburdens consist mostly of siltstones and medium to thickly bedded sandstones. The strata dip to the south-east at approximately four degrees. There are no major faults in the rock mass.

Mount Isa Mines Limited has been mining copper ore for 50 years. In recent years, this production has been entirely by open stoping methods with cemented backfill, mostly in the large 1100 orebody.This has been the major ore source for 20 years, with smaller amounts coming from the 400, 500, 650 and 1900 orebodies. At present, the 1100 orebody is the only source, and this situation will continue until the deep 3000 and 3500 orebodies begin producing in late 1992/93. Production rates have increased to almost 6 Mt/yr, and are planned to rise to 7 Mt/yr by 1995/96. In the future, there will be a move towards variations of the open stoping system as production moves to more lensy zones of the southern 1100 orebody and to the deeper 3000 and 3500 orebodies. This paper describes current operations in the 1100 Orebody, with some indications of future directions.

The heavy medium cyclone plant for the preconcentration of silver-lead-zinc ore prior to grinding and flotation was commissioned in August 1982. This paper details the measures taken to get the plant up to design performance which involved modifications to the medium densifying and slimes clarifying sections. Operating experiences to date are described with emphasis on the low medium consumption recorded and severe wear on process equipment.

A modular computer-based monitoring system for mines is dis-cussed. The system consists of the following modules : production moni-toring system HADES, methane monitoring system CMC, seismoacoustic and seismometric systems SAK and SYLOK, communication systems. The system enables one to compose flexible,` economic structures according to the specification of a mine. Application of microcomputer-based monitoring and control systems in coal preparation plants also is discussed.

Combining ultramafic mine tailings and acidic mine drainage via mineral carbonation to sequester carbon dioxide, presents an opportunity to minimise waste on mine sites. Low pH mine water with trace element concentrations can be effectively treated by high magnesium mine tailings, a useful source of finely ground reactive matrix. By using milled tailings for mineral carbonation, there are negligible energy requirements for communition of ore rocks to reduce particle size. This study aimed to assess the technical applicability of reacting ultramafic tailings and acidic mine water through mineral carbonation technology in the mining industry. Dissolution has been identified as the rate limiting stage in mineral carbonation; hence the study focused on identifying optimal dissolution conditions. Ultramafic tailings (particle size <100 µm) derived from serpentinite ore, were reacted with a typical mine water that was synthesised in the laboratory. Through variances in the solid to liquid ratios and temperature of dissolution, a maximum five per cent magnesium dissolution efficiency was reached at 50 g/L and 100°C. The acidic mine water was neutralised (from pH <2 to pH ~6) and iron, copper and zinc ion concentrations reduced significantly during the formation of solid precipitates. Carbonation was undertaken by injecting carbon dioxide into the magnesium-rich solution to form stable carbonates. The experimental work demonstrated proof of concept; however, dissolution efficiency and carbon dioxide sequestration was low, indicating that further research would be required before larger scale implementation.CITATION:Malli, H, Bouzalakos, S and Timms, W, 2015. A Devonian metallogenic province is extended northwards from central Queen- -sland to the Burdekin Basin in the Charters Towers Gold and Mineral Field. Devonian sediments of the Burdekin Basin are intruded by mineralised quartz felspar porphyry which occurs as pebbles in Upper Devonian conglomerate. A mineralised volcanic complex lies on the crest of an anticline in Devonian sediments.Red siltstone is slurried and reduced to pyritic hornfels over folded limestone.A thick wedge of volcanogenic conglomerate overlain by marine shale lies on the mineralised rim of an ocean which suffered cataclysmic changes during Late Devonian times.
