The 15-year long debate between the industry, Government and Aboriginal people about the rights and wrongs of Land Rights, the right of Aboriginal people to control development on their land and the relationship between the parties, has been long and often bitter. It has so far been a war of words and often the truth has been the first casualty. This paper looks at the debate and presents the perspective of Aboriginal people, as well as looking at how the industry and Aboriginal people can work together for everyone's benefit. It addresses such matters as: ò why Aboriginal people believe they have the right to control development on their land; ò the perception that Aboriginal people are anti-development; ò the perception that Aboriginal land is 'locked-up'; and ò how companies can negotiate with Aboriginal people.

Orebodies in the Mt. Charlotte-Hannan's North area N. and E. of the town of Kalgoorlie provide a marked contrast to the pyritetelluride lodes of the Golden Mile, although both groups of orebodies appear to be fundamentally related.These highly siliceous telluride-free orebodies N. of the Golden Mile are closely related to strong oblique faulting. The Golden Mile lodes, while possessing an apparent overall relationship to the oblique faults also have a close relationship to E. dipping strike faults.INTRODUCTIONThe Mt. Charlotte-Hannan's North area lies N. and E. of the town of Kalgoorlie and is separated from the Golden Mile by the Golden Pike fault. The orebodies discussed lie in an area approximately 3 miles long by 1 mile wide (Fig. 1).The area includes the site of the original discovery of gold in the Kalgoorlie district in 1893. There have been numerous mining operations over the years, the bulk of the production coming from two orebodies, Mt. Charlotte and Hannan's North. These have provided approximately 900,000 tons of the 1,100,000 tons of ore mined in the area.Production to date from the principal orebodies in the area has been as follows.1. A summary of the more important work by previous workers is followed by brief descriptions of the rock formations and regional structure. Type examples of the various forms of mineralization are described and the conclusion is drawn that there has been one main period of ore formation, namely, during the "Viti Revolution" in the mid or late Miocene.INTRODUCTIONThe Crown Colony of Fiji is comprised of a group of some 250 islands situated between latitude 160 sand 21 0 S and longitudes 1770 E and 1780 w: By far the greater, part of the total area, 7,083 sq. miles, is contained within the two main islands, Viti Levu 4,053 sq. miles, and Vanua Levu 2,128 sq. miles, and it is to these that most geologists have directed their studies. Information from bores in the LatTobe Valley has been accumulating for over fifty years, and the manual extraction of details has become a limiting factor in their use.Punched card equipment, installed by the State Electricity Commission for accounting purposes, was known to be available for reasonable periods, and it was suggested that this could help in the extraction of data from the voluminous records.Investigation showed that they could be substantially duplicated on cards, with consequent gains on many operations; the cards being regarded as an auxiliary to the existing records.BRIEF DESCRIPTION OF RECORDSAs a bore is drilled a continuous record of the strata is kept, together with notes on the presence of water or any unusual features which the driller may observe.When coal is struck, samples of each ten feet are usually sent for analysis.The location and surface level of each bore is fixed by surveyors, and details of dates and methods of drilling are also kept.Bores are allocated numbers, prefixed by the name of the parish within which they are drilled. Numbers are allocated in conjunction with the Department of Mines, to avoid duplication.Records of strata and analyses are kept in folders, with 100 bore numbers per folder.Standard plans are drawn, showing the locations, bore numbers and surface levels. For each bore they also show the depth and thickness of coal struck, and the total depth drilled.Cross sections are then drawn, connecting the various coal seams, which have been identified by the geologist.

Eutrophication of water bodies is one of the most severe environmental problems worldwide. It is well known that the availability of phosphate, as the limiting nutrient, is crucial for increased primary production and eutrophication. Calcite exhibits positive surface charge in most natural waters and can therefore be used for phosphate immobilisation. In this study, sorption experiments were performed in order to test different calcite materials regarding their suitability for use in restoration of eutrophic lakes. These short-term experiments were performed under different hydrochemical conditions (pH, SICC, initial dissolved P concentration) and with varying calcite properties (specific surface area and amount) in order to predict the long-term stability of the Ca-P-bonds. Peculiar shapes of isotherms that could not be explained only by adsorption processes were detected in the individual experiments. Depending on the residual P-concentration in solution, the isotherms can be divided into three sections indicating different processes responsible for the P-fixation on calcite surfaces. Adsorption prevails in equilibrium with lowest residual P-concentrations. The inflection of the isotherm at moderate residual P-concentrations suggests that precipitation and transformation of a Ca-P compound becomes dominant. This is supported by characteristic Ca/P-ratios for different Ca-P-compounds (b-tri- calcium-phosphate, octa-calcium-phosphate). On the new surface, phosphate ions again are fixed by adsorption. The observed transformation of P-bonding is crucial for sustainable phosphate immobilisation on calcite surfaces. While pure adsorption processes are reversible, the development of a thermodynamically stable Ca-P-phase, like hydroxylapatite, will lead to a lasting immobilisation of phosphate.

During the commissioning phase of Prominent Hill, periods of reduced recovery were experienced with higher-grade ore blends. This was unexpected and as part of the process to identify the cause, surveys were conducted in May 2009, with two different ore blends (copper grades: 1.94 per cent Cu (blend 1) and 2.49 per cent Cu (blend 2)). Metallurgical performance was assessed in terms of rougher recovery and grade with consideration of both pulp and froth effects. In addition, hydrodynamic measurements (gas hold up, bubble size, superficial gas velocity) as well as measurements of bubble load and top-of-froth grade were taken during the surveys and full mineralogical assessment of selected streams completed to characterise the nature of the differences. The metallurgical results showed that the lower performance was obtained with blend 2 which contained the higher amount of chalcocite and was higher-grade. Analysis of the survey data showed that for both ore blends more than half of the copper loss occurred in the +38 ¦m size fractions. Almost 30 per cent of the copper in the +38 ¦m fractions that reported to the rougher tails during processing of blend 2 was liberated compared to less than five per cent for blend 1. Additionally almost 60 per cent of the copper in the +38 ¦m fraction of blend 2 was chalcocite compared with approximately 20 per cent in blend 1. This paper discusses the sensitivity of the chalcocite-to-surface chemistry effects causing marked reductions in recovery either through reduced pulp recovery or froth phase (detachment) effects. The reagent suite and operating conditions were subsequently changed and the recoveries increased substantially and the sensitivity to ore changes eliminated. The Dutwa Nickel Project is a nickel laterite atmospheric leach project located in Tanzania that has been under development by African Eagle Resources plc (2012). A bankable feasibility study (BFS) has been progressed to evaluate mining of the resource (107 Mt at 0.92 per cent Ni) followed by hydrometallurgical processing on-site to make a mixed nickel-cobalt intermediate product. The unique relatively high silica contents in the Dutwa deposits, as opposed to limonite, which is more commonly occurring in nickel laterites, presented the possibility for beneficiation of the ores to enhance the leach feed nickel grades and provide economic benefits in terms of operating and capital cost efficiencies.Geometallurgical relationships, based on the results of an extensive variability metallurgical test work program for beneficiation and leaching, were developed for the BFS, which resulted in an improved understanding of ore classifications within the deposit and their responses. The geometallurgical information obtained has been instrumental in making key preliminary techno-economic decisions, such as forecasting whether or not mined material should be beneficiated and was ultimately used to drive the mine plan towards the prioritisation of areas within the deposits that delivered the best cost efficiencies and overall project economic outcomes.CITATION:Elkington, T, Lorenzen, L and Czerny, C, 2013. The Synthetic Rutile (SR) plant operations, North Capel, produce electrostatic precipitator (ESP) fume and kiln scrubber residue. Typically ESP contains about 18 per cent Ti, 13 per cent Fe, 0.5 per cent Mn, eight per cent Si, six per cent Al, 16 per cent C, 0.9 per cent Zn, 0.6 per cent Pb, 300 ppm As, 300 ppm Cr and 5 ppm Cd. These wastes are held in a storage dam together with neutralised acid effluent (AE) liquor. A project was initiated to treat the fume and produce a benign residue that could be delivered to landfill, reducing dam space storage. Plant AE, containing free acid (9 - 14 g/L), Fe (6 - 7 g/L) and Mn (1 g/L), was used to leach ESP. The degree of extraction achieved for various elements include about 20 per cent Zn, almost 50 per cent As, five per cent Al, 0.4 per cent Pb and 15 per cent Cd. Extraction was most effective at pH The residue from AE leaching still contained Pb. TCLP tests of the leach residue produced Pb extraction significantly higher than the 0.1 ppm stipulated by Class 2 landfill guidelines. Other elements (eg As, Cd, Cr) successfully met the limits. Further leaching of the residue with EDTA extracted up to 65 per cent of Pb content. TCLP tests on treated residue showed Pb leaching potential of Lead was removed from the leach circuit as the sulphate by acidification of EDTA leach liquor, allowing EDTA to be recycled. The study showed that one waste stream can be used to treat another and help reduce plant waste.

Teleseismic travel time residuals measured on 600-1000 km seismic arrays across the Rio Grande and East African rifts provide evidence for upper mantle low velocity zones beneath each rift of velocity contrast 6%-8%. Refraction studies show thinning of the crust below the rift axes. Regional uplift which extends hundreds of km either side of the axes, is isostatically compensated by negative density contrast at depth. Since the refraction argues against compensation by thickened crust, compensation in the upper mantle low velocity zones is suggested. Temperature effects alone can not explain the reduced velocities. Generation of a few percent of partial melt is the most probable source of the reduction. A passive extensional mechanism is investigated for the Rio Grande rift in which hot asthenosphere intrudes the lithosphere raising its temperature and generating moderate melting. It requires less than 1% extension to explain the melting but a prodigious 26% to raise the temperature from a pre-rifting continental geotherm to the solidus. Geological estimates find that extension is less than 10% over the uplift zone. Such a mechanism is possible only if the prerifting lower lithosphere geotherm lies closer to the solidus than that of stable continent. This is supported by the observed high heat flow in the Rio Grande rift uplift region which, given the long time constant for thermal diffusion, reflects elevated temperatures at depth well in advance of the onset of rifting.

Spatial and temporal trends in water chemistry in the acidic (pH ~2.6) Berkeley Pit lake, Butte, Montana, can be explained by a newly developed iron-cycling model. Key elements of this model include: subaqueous oxidation of pyrite and other metal sulfide minerals by dissolved ferric iron, producing Fe2+ as a by-product; re-oxidation of Fe2+ to Fe3+ in the epilimnion, assisted by A ferrooxidans; precipitation of secondary ferric minerals (schwertmannite, jarosite) in the epilimnion; and replenishment of the Fe3+ concentration of the hypolimnion by seasonal lake turnover and gravitational settling and re-dissolution of ferric precipitates. Pyrite oxidation rates were approximated by using published rate laws and information on the Fe3+ concentrations (~5 mmol) of the Berkeley Pit as a function of depth. The results indicate that subaqueous pyrite oxidation may be releasing as little as 6 + 106 or as much as 600 + 106 moles of H+ each year to the lake; the large range reflects uncertainty in calculation of the specific surface area of pyrite in the flooded pit. This helps to explain the observation that the pH and metal concentrations of the Berkeley Pit have not improved with time since mine flooding began in 1983. Vertical cycling of ferric iron in the pit lake permits pyrite oxidation to continue in deep water, even in the absence of dissolved oxygen. This hypothesis is supported by preliminary stable-isotope data.

A study was conducted to describe the microbiology of the MICCL Monywa chalcocite heap bioleaching operation. Microorganisms were detected in the heap using culture-based techniques and cultureindependent PCR-DGGE analysis of the 16S rRNA gene. The metabolic requirements, temperature and pH optima were determined for selected strains isolated from the heap material. Six strains (BH1-BH6) were enriched and isolated from heap solids and leachate samples. Phylogenetic analysis of the 16S rRNA genes showed that strains BH3 and BH4 were closely related to the acidophilic bacterium Acidithiobacillus caldus and strains BH5 and BH6 were closely related to Leptospirillum ferriphilum. The optimum growth temperature for L. ferriphilum was 41.3¦C and the optimum pH range was 1.1 to 1.5. A new species of Archaea was isolated from the heap samples. Cells of the proposed species, Ferroplasma cyprexacervatum (æcyprusÆ L.n. meaning copper; æexacervoÆ L.v. meaning æto heap upÆ), are non-motile pleomorphic cocci, capable of chemomixotrophic growth with ferrous sulfate and yeast extract. Cells grow anaerobically on ferric iron in the presence of potassium tetrathionate and yeast extract as electron donors. Growth occurs from 14¦C to 63¦C, with an optimum temperature of 55.2¦C. The optimal pH for growth was 1.0 - 1.2. The species was phylogenetically most closely related to Ferroplasma acidiphilum with a 16S rRNA gene sequence similarity of 95 per cent. Molecular analysis of mine samples (16S rRNA PCR-DGGE) detected the above-mentioned cultured strains of microorganisms as well as species of Sulfobacillus and other unknown Proteobacteria. The microbial community of the Myanmar bioleach heaps contained similar levels of diversity to a dump bioleach operation in Chile, but contained greater amounts of biomass than another heap bioleach operation in Australia. The operating parameters of the Myanmar heaps (low pH and moderate temperature) have selected for the growth of moderately thermophilic microorganisms that are more commonly found in extremely low pH acidic mine drainage sites than in heap systems. The novel species of Ferroplasma is thought to be involved in the aerobic and anaerobic cycling of iron within the heap bioleaching environment.

Geostatistics has been widely used for more than four decades as a powerful tool in ore resource/reserve estimates and grade control. This method has gradually replaced the conventional method such as polygon and cross-section for grade estimation by more mathematical techniques such as kriging. The advances in geostatistical understanding and the availability of appropriate software packages have given much more contribution in speed and high accuracy during production. However, in many cases, these techniques are sometime applied without support with a good thorough understanding of the geological controls on metal distribution. To produce the result close to actual, the geological control in interpretation and appropriate geostatistical task is a must. Geological logging was described in the core must be consistent with the level plan produced by commercial modelling software used as a guide for grade control during production. Experience gained through evaluation of the Central I deposit resulted that the most effective systems continue to be based on geostatistical methods of resource estimation. Computer applications modelling software packages are necessarily as the core of an efficient in undertaking these assignments. They contribute to make a valued to data management and are becoming increasingly effective during processing. The latter role is particularly important to check the actual versus estimated values where will significantly to improve personnel to have a confident with their knowledge combined with experience and complete their jobs satisfy.

Mine operators have long recognised that the results achieved in primary blasting are critical to subsequent mining activities. With the introduction of "in the hole" drills under- ground and the advantages offered by the use of water gels in conjunction with ammonium nitrate-fuel oil (ANFO) explosives, new mining methods have been developed and enabled improvements in older methods. Pumpable water gels have been used with varying success underground. These gels allow a high loading density even in ragged bore- holes. The problems encountered with slumping in upholes is recognised so the current trend is to use these gels in downholes where wet holes are prevalent. Cartridged water gel technology has advanced to the point where it has allowed the replacement of nitroglycerin (NG) based explosives and pumpable water gels. Today, gels can be made as a tampable product for use in development headings or as a slump- ing product for downholes to give an effective coupling. With the introduction of the Tovex« pneumatic loaders, the problems associated with a pumpable gel were eliminated and gave the user the ability to alter his loading density.

During periods of high metal prices and strong metal demand tailings retreatment can be economic. Most tailings retreatment operations are technically challenging, low margin operations, because the easily recovered mineral has already been removed, therefore, process improvements can potentially yield large economic benefits. The Hellyer tailings dam was owned by Intec Ltd and contained 10.9 million tonnes grading 2.8 per cent zinc, 3.0 per cent lead, 88 g/t of silver, 0.16 per cent copper and 2.6 g/t gold. In November 2006 the Polymetals Group, as operator, restarted the Hellyer plant to retreat these tailings. Within a few months the operation had stabilised and Polymetals was meeting budgeted targets of throughput, metal recovery and concentrate quality. Polymetals and Intec then investigated methods that would improve the metallurgical result for this difficult to treat tailings. Since the tailings are fine-grained with 80 per cent <45 ¦m, magnetic aggregation of the paramagnetic sphalerite was evaluated. Magnetic aggregation of an oxidised tailings feed has not been tested before, nor had the technology been available when Hellyer ore was originally processed. Extensive statistical test work showed magnetic aggregation of the sphalerite fines in the zinc cleaner circuit increased total zinc recovery. The increase in the mean zinc recovery with magnetic conditioning was 3.63 per cent, at a statistical level of confidence of 97.8 per cent, and at the same mean zinc concentrate grade.

Cable bolts and rock bolts are used as primary and secondary anchoring systems in many underground mines. Reports on the premature failure of cable bolts and rock bolts due to stress corrosion cracking (SCC) in underground coalmines have been increasing in the past two decades. The previous studies found that the SCC in both rock bolts and cable bolts occur as a consequence of atomic hydrogen diffusion into the material, which is known as hydrogen-induced stress corrosion cracking, HISCC (Craig et al, 2016; Wu et al, 2018b). While research to understand the process of SCC occurrence in underground mines is still required, finding a prevention solution to protect the bolts from HISCC is crucial. In this study, we analyse a variety of commercially available coatings for steel corrosion prevention, including barrier coating (ie epoxy, polyester TGIC) and sacrificial coating (hot-dip galvanising). We test the coating on coupons manufactured from rock bolts and cable bolts used in the coal mining industry.

Underground coal gasification (UCG) is a promising process for obtai- ning energy from coal, which is either unmineable with current mining techno- logy or uneconomic to recover, using conventional methods, in the present energy market situation. There are several coal fields, which could become new coal reserves, if the UCG process were successfully applied. In the 1960's Japanese researchers made a number of basic studies and field tests into UCG, although not all of them produced favourable results. This paper reviews Japanese research on UCG. This includs basic studies into coal gasification using a small, tube reactor fed by air and oxygen, and also large scale model stu- dies(reactor size of 8.Om x 2.4m x 1.5 m). Field test results from Akabira colliery in Hokkaido and a feasibility study of power generation using UCG from a coal field in Hokkaido are also Presented.

The optimal sequence of decisions on rates of production and cutoff grades is obtained by a dynamic programming model. The main parameters are : 1. the size of the deposit, average grades and grade distributions, 2. the operating costs of mining and concentration, 3. the investments in mine and mill, 4. the smelter charge, 5. the price(s) of the metal, 6. the recovery and the grade of the concentrate, 7. the rate of interest, 8. the taxation formulae, 9. the upper limit to rate and the rate interval and 10. the upper and lower limits to cutoff and the cutoff interval. An amount of ore can be mined at various rates while applying various cutoff grades. Large-scale column experiments were undertaken to determine the effect of a step decrease in groundwater pH on metal remediation by bioprecipitation. Metal contaminated groundwater at pH 5.5 was amended with ~1 g/L of ethanol in one column using a polymer mat ethanol delivery system to promote bioprecipitation, while another column was left unamended and used as a control. Sulfate reduction and zinc removal were observed after eight weeks. Zinc removal was observed in the zone of sulfate reduction, indicating precipitation as ZnS, while, copper was removed in the denitrification zone. Once steady state bioprecipitation of zinc had been established, the pH of the metal contaminated influent groundwater was decreased stepwise from 5.5 to 4.25. As a result of the change in pH, a significant increase in copper concentration was observed in both columns. In the ethanol column, the zones of denitrification and copper removal migrated up the column, while both sulfate reduction and zinc removal ceased. Bioprecipitation of metal contaminated groundwater via sulfate reduction was shown to be an effective remediation strategy for zinc removal. However, this in situ biological remediation process was sensitive to changes in groundwater pH.

On 15 August 1998 the first section of the PUTRA LRT system was opened to the public as a free service prior to official commencement of revenue service on 1 September 1998. It is a remarkable achievement to open a highly advanced medium capacity urban railway scheme in four years after the outline concept began. Even more remarkable is the implementation of the next stage which is the underground section planned to be operational in mid-1999. The decision to build the first underground railway in any major urban centre is a technical challenge. The PUTRA LRT System can be likened to Hong Kong when the initial MTR system began in the 1970s and Singapore MRT in the 1980s. Prior to the PUTRA railway very little bored tunnelling had been undertaken in Kuala Lumpur. A few shallow sewer tunnels had been built but the main experience of tunnelling in Malaysia had been for water, hydroelectric and road tunnels usually through granite formations. The ground conditions in Kuala Lumpur were known mainly from experience of piled foundations and occasional deep excavations. The suitability and likely difficulties to be experienced during bored tunnelling could only be theoretically predicted. In both Hong Kong and Singapore, government owned corporations were set up to implement the scheme, but in Kuala Lumpur the whole project has been undertaken by a private company PUTRA, a wholly owned subsidiary of Renong Berhad.

Direct relationships between rock texture and BWi (grindability index) have been established based on geological and metallurgical information supported by optical microscopy observations, gathered from 731 samples.Each recognised rock texture is observed to be related to a certain BWi range and, this texture is also characteristic of distinct lithological subunits (recognisable at mapping scale). Therefore, this relationship may provide an important tool for early milling in situ estimation.Since each textural type is a response to rock formation conditions, the causality of the relationship between BWi and texture is based on such conditions and, particularly, on the interfacial free energy among its components.According to the abovementioned textural features, the greater the free interfacial energy between mineral components, the greater the necessary energy required to break its grain boundaries and, consequently, the greater the necessary energy required for milling.If the textural evidence indicates that the rock was able to adjust the shape and/or size of its components – in a natural tendency of all systems to minimise energy– then the necessary energy required to break its grain boundaries will be lower.
