The procurement process for underground construction contracts, in particular those contacts involving tunnel boring machines (TBMs), is subject to many complex and inter-related variables, including national and local politics, public policy, community involvement and media attention û as well as strict environmental and legal requirements. Other restrictions include the time available to adequately investigate geotechnical conditions and viable technical options to determine the best construction methodologies û including selection of tunnel boring machine characteristics and, those construction means and methods suitable for the specific geotechnical and environmental conditions. The latter are, most often, quite imperfectly understood. æGetting it rightÆ implies that an optimal configuration û of machine type, characteristics and associated methodologies û can be found and successfully implemented for a particular project. æFrom the beginningÆ implies that the lack of time issue can be successfully resolved. Within an international context this paper highlights a number of issues of concern which relate to tunnel procurement systems and the ways in which certain key processes are managed during planning, design and construction. The authors argue that there is considerable room for improvement in the way tunnelling projects are undertaken and an approach is discussed which has the potential for substantial gains in cost and schedule and reduction of risk. Savings, however, may only be fully realised if the new methods can be fully implemented by all parties involved. This, we believe, will require the rejection of ætraditionalÆ forms of management and procurement with associated changes in the roles and responsibilities of owner, engineer and contractor. Additionally, risk identification, assessment and mitigation are essential cost and schedule control process which have, to this point, been underutilised by the underground construction industry.

The Mesozoic iron oxide-copper-gold (IOCG) mineralisation in southern Perú and the northern Chile coastal IOCG belt have emerged as two of the major exploration targets in the Central Andes in the last two decades. These Mesozoic Andean IOCG deposits formed in two mineralisation epochs, the Middle-Late Jurassic (170–150 Ma) and Early Cretaceous (130–110 Ma), with the major Cu-rich IOCG deposits located in the Early Cretaceous mineralisation belt. The early studies in some IOCG centres support a magmtic-hydrothermal model for both Cu-rich IOCG deposits and broadly contemporaneous Cu-poor ‘Kiruna-type’ magnetite deposits. However, recent evidence from field, geochronology, fluid inclusions and stable isotopes show that in the major Central Andean deposits (eg Raúl-Condestable, Mina Justa in southern Perú, La Candelaria-Punta del Cobre and Mantoverde in northern Chile), the incursion of evaporite-sourced basinal brines or sea water may be a prerequisite for economic Cu mineralisation. Moreover, the Cu-poor massive magnetite deposits could be interpreted as a product from iron oxide melt, with minimal intervention by non-magmatic fluids. Therefore, they could represent two contrasted deposit types and contain little genetic relationships. The different roles of magmatism during the Mesozoic are responsible for the variable mineralisation in the Central Andes, including IOCG, magnetite and ‘manto-type’ deposits. The selection of the mining fleet can have as much of an effect on the efficiency and effectiveness of an operation as the mining method. This is not to say that inefficiencies are only attributable to inappropriate equipment selections, these aspects have many factors but are not the subject of this paper.This paper will give an overview of equipment selection processes that have been utilised to date. It will also look at the increase in application of study programs/simulations from an aspect of accuracy, as well as the importance of enabling the analysis of multiple sensitivity scenario planning. An aspect that is increasingly important in project planning with commodity market movements.Another aspect that is increasing in popularity is that of automation, what effect does this have on equipment selection? What additional aspects need to be taken into consideration when assessing Automation of equipment from the beginning of a project as well as introduction into an operating mine?Once the selection process has been finalised and equipment implemented, how do we, as an industry, 'close the loop' through analysis of estimated versus actual equipment application?

AustraliaÆs strong position as an aluminium producer and potential magnesium producer combined with rapid market growth in the automotive industry, proximity to Asia and other natural advantages points to considerable opportunity for downstream processing and manufacture with light metals in this country. Development of a vertically integrated light metals industry in Australia needs to be pursued with vigour, as does the continued development of global strategic alliances through the value adding chain.

In the scope of the project named CAPUME II (EEC BRITE/EURAM contract - project MA2M-CT90,-0042(SMA)) for the development of an integrated mine planning system for underground mines, two of the main tasks were the development of a short-term mining planning procedure (module) and a numerical simulator of the mineral processing plant of Pirites Alentejanas - PA. The short-term mining planning module defines the mining sequences by solving a constrained minimisation problem. The ore grade variability is the objective function subject to the geometrical constraints of the mining method and to the maximum of `internal blending'. The optimisation problem is solved by applying a dynamic programming algorithm. The plant simulator is an essential tool of the planning system allowing the preview of metal grades/recoveries of copper, lead and zinc of concentrates streams, given the corresponding metal assays of the run-of-mine ore, defined by the short-term mine planning module. This way, the management can plan the short-term mining operations (the weekly sequence of exploration blocks and the internal planning) in order to fulfill given required conditions, based on a shipment schedule and on a purchaser's formula. In this paper, after a short description of the short-term mining planning module and of the simulation package named SIMUL, a synthesis of the main model development steps and the results of some simulation runs are presented and discussed.

New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

Loy Yang Power (LYP) owns and operates a 2160 MW brown coal fired, base load power station in the Latrobe Valley, Victoria, Australia (Loy Yang A). It also owns and operates a brown coal mine that supplies fuel to its own power station and a nearby 1000 MW power station owned by International Power (LoyYang B). The mine supplies 32 Mt of coal per annum from an open pit, which is currently about 4 km long by 2 km wide and 180 m deep. LYP has 500 employees and a substantial amount of work is also carried out by contractors and consultants. GHD Pty Ltd(GHD) has been contracted to provide mine planning and earth sciences expertise. GHD is an international professional services company that operates globally in many market sectors including mining, industry and the environment. The company has major offices in Melbourne and also within the Latrobe Valley. This paper sets out the experiences that GHD and LYP have gained in establishing a unique alliance arrangement for GHD to provide a range of mine planning, earth science, dam surveillance and environmental services to LYP. The underlying philosophy of the alliance is to closely align the objectives of the two companies such that GHDÆs recompense for service delivery is proportional to the benefit achieved by LYPÆs business. Quality of service, whole of life costs and risk management are important aspects and are reflected in key performance indicators against which GHDÆs performance is measured. Currently GHD provide 20 000 hours of labour to LYP per annum, which are delivered by up to 120 staff who possess the required diversity of skills. The paper explains how the contract was initially let as a conventional service agreement and explains why the contract was transformed into an alliance. It then illustrates the operation of the alliance with reference to the 2006 work program. The paper concludes with thoughts on how the arrangement can be further developed for the future to the benefit of both parties.

In this study, the use of carbon neutral biochars as reducing agents in the pyrometallurgical treatment of nickel slag was investigated at 1400°C in order to recover valuable elements such as copper and nickel from the slag. A large amount of slag is generated during the nickel matte smelting. Nickel slag contains valuable elements such as copper, nickel and cobalt, which can be recovered. Disposal of this slag results in loss of resources and may cause pollution of the environment. It is important to retrieve these metals for environmental and economic reasons. In this study, the slag was reacted with non-fossil reducing agents (biochar) which were produced from hydrolysis lignin and black pellet biomass pyrolyzed at 600 and 1200°C and with metallurgical coke for comparison. The reduction experiments were done at 1400°C for 15, 30 and 60 mins under inert gas atmosphere. The samples were quickly quenched and analysed with Electron Probe X-ray Microanalysis (EPMA). The results showed that the use of biochar resulted in faster reaction kinetics in the reduction process compared to coke. The fast reaction kinetics is attributed to the relatively high content of volatiles in this biochar, leading to gas formation and thus mixing of the sample material. Moreover, thermodynamic modelling was also performed using FactSage™ to simulate equilibria with different amounts of biochar. The metal to slag distribution coefficient calculated from the results of thermodynamic modelling were consistent with experimental results. In addition, thermodynamic calculations confirmed that nickel is reduced rapidly and it deports to the metal alloy phase. As the reduction progresses or extra reductant is available for reactions, more iron is deported to the metal phase. The calculations also revealed that Zn vaporises into the gas phase.

Mining companies have developed sophisticated risk assessment procedures, management systems and personnel competency requirements that facilitate the safety and health of employees, and Australia is a world leader in coal mining safety and health.RISKGATE is an Australian Coal Association Research Program funded online platform that delivers broad cross-industry knowledge about current practice in the identification, assessment and management of coal mining risk. Centennial Coal has engaged with the RISKGATE program, managed by the University of Queensland’s Minerals Industry Safety and Health Centre, since its inception in 2010, and contributed topic experts to many modules, including underground topics within the geological and geotechnical domain (strata underground, outburst, coal bumps and bursts, and inrush).In 2013, Centennial Coal experienced significant unexpected strata failure at the Mandalong mine without any personal injury or fatality. This paper presents a case study in the application of RISKGATE to management of this unwanted event, the steps that were implemented, the information that was sourced and the contribution that RISKGATE made to the final outcomes. Bowen Basin coalmines suffer from hot and humid ambient conditions during the summer period. The ambient conditions combined with high VRTs, increasing depth of working and significant equipment heat loads results in heat issues underground. Coalmines operate under heat stress management plans as required by legislation with associated trigger action response plans (TARPs). Some mines also employ refrigeration as part of their heat management strategy.A recent case study was conducted on a mine producing about 4.5 Mt/a from their longwall and experiences summer surface ambient temperatures of about 23.5ºCwb. The expected virgin rock temperature is 46ºC at 300 m depth. The mine currently introduces a modest amount of surface cooling at the portal using ‘off-the-shelf’ air conditioning units. This system does not effectively manage face temperature primarily due to positional inefficiency.Underground conditions remain hot in summer and work is typically undertaken in accordance with the Heat TARP. This has a direct impact on the productivity of crews, worker comfort and also negatively impacts the workforce morale. The mine commissioned a study to determine a refrigeration strategy aimed at maintaining underground conditions below TARP levels 90 per cent of the time.The ventilation network model was calibrated against actual temperature data to simulate the heat loads including longwall, conveyor system, strata and auxiliary diesel fleet. This model was then used to determine the cooling requirements for bulk surface cooling, bulk underground cooling, surface district cooling and underground district cooling strategies.These estimates were used to undertake a total owning cost trade-off for the different strategies. The study concluded that a chilled air shaft has the lowest technical risk but the highest total owning cost due to shaft development needs. Introducing chilled water to an underground cooler via boreholes offered the lowest total owning cost and was therefore recommended.CITATION:van den Berg, L and Olsen, M, 2017. Andesites are a major source of aggregate for much of the North Island of New Zealand. There are regional differences with respect to some important properties of the andesites. Some are reactive with cement and are designated as potentially deleterious or deleterious by the concrete industry. Other andesites, particularly those that are slightly altered or weathered, have rather high Plasticity or Clay Indices and perform poorly in road construction.   The performance of the andesites has been investigated and can be shown to be determined by: +        the chemistry of the rock which in turn determines the chemistry of the glass in the rock; +        the presence of large amounts of groundmass glass in the rock; and +        the nature of the superimposed alteration processes. Environment of extrusion and how rapidly the rock has been cooled or chilled are also important as they determine the fabric of the rock and how much glass will be present in the rock.   There are three main types of alteration that affect the quality of the aggregate: 1.   hydrothermal alteration, 2.   late magmatic alteration associated with the devitrification of glass, and 3.   weathering.   Each of these alteration types produces different alteration minerals. In fresh andesites the devitrification of glass has an important affect on the rockÆs properties. The Taranaki andesites are shown to have unusually (in comparison with other North Island andesites) high Na2O contents, held in the groundmass glass, which is the fundamental reason for the high alkali û silica reactivity of these andesites.

Podiform chromitites are commonly found in the Moho transition zone to the mantle section of ophiolites, but have been very rarely found from the current ocean floor, even though some ophiolites are considered as a slice of oceanic lithosphere. One of the factors controlling podiform chromitite formation is the chemistry of host mantle peridotite; an intermediately refractory harzburgite is the optimum host for chromitites. This harzburgite represents the most common lithology of the oceanic lithosphere, where the peridotite-melt reaction, which is another condition, is possibly common there. The oceanic lithosphere mantle is thus a good host for podiform chromitites. The apparent rarity of documented oceanic chromitites is solely due to under-sampling of mantle materials from the fast-spreading ridge and the segment centre of slow-spreading ridges. Some ophiolitic chromitites formed not from genuine mid-ocean-ridge basalt (MORB) but from wet MORB due to the situation of typical ophiolites, which formed not at ordinary mid-ocean ridges but at supra-subduction zone spreading centres.CITATION:Arai, S, 2015. Otago Schist in the Mount Patriarch, High Burn and Cameron Creek areas of northwest Otago grades from textural grade IIA in the east to textural grade III in the west. The entire region is of the actinolite-pumpellyite metamorphic facies. Lithologies in the area are interbedded turbidite sequences comprising pelite and psammite together with pebble conglomerate, greenschist and metachert horizons. The mineral assemblage of the schist is typically quartz-albite-epidote-actinolite-pumpellyite-chlorite-stilpnomelane-calcite. A good foliation is well defined in the area and is predominantly parallel to bedding, except in hinges of mesoscopic isoclinal folds. The structure of the area appears to be defined by a large southwest plunging isoclinal fold defined by bedding with a steeply dipping axial planar foliation. Kink folding and dextral strike-slip faulting in the area postdates the ductile phase of deformation. Pods of rhodonite, rhodochrosite, spessartine garnet, coombsite, caryopilite, Mnstilpnomelane and Ni-Cu-Zn sulphides were found in concordant metachert layers in the Mount Patriarch area. Metachert was also found in float in the Cameron Creek area. Malachite occurrences relating to copper mineralisation were also noted in a green metachert horizon on the eastern flank of Mount Patriarch. The coombsite, in only the third observation worldwide, is the most Fe-rich variety reported.

Kinetic Dependence of Refractory Gold Sulfide Biooxidation Using Different Microorganism Association In this investigation, refractory sulfide concentrate from a deposit located in northern Russia was treated using biohydrometallurgical technology. The objective of this work was to compare the accelerated refractory sulfide concentrate biooxidation abilities of the pure and mixed mesophilic and moderately termophilic acidophiles cultures. Pure culture of Acidithiobacillus ferrooxidans and two associations of the: Acidithiobacillus ferrooxidans + Acidithiobacillus thiooxidans and Acidithiobacillus ferrooxidans + Acidithiobacillus thiooxidans + Leptospirillum + Sulfobacillus were used in this investigation. Results of sulfide concentrate bioleaching were analysed using the enzyme catalysis theory. Different effective kinetics parameters were calculated for Michaelis-Menten equation, such as Michaelis' constant and maximum rate of the enzymatic reaction. It was shown that the increase of microorganisms' species decreased Michaelis' constant. Lower Michaelis' constant characterises increasing bacteria ferment affinity to substrate (treated concentrate). As a result, the rates of sulfide minerals biooxidation have increased. This investigation has demonstrated that cultures of the different microorganism species, including moderately termophilic, allow to enhance different parameters of the biohydrometallurgical technology for the refractory gold sulfide concentrate treatment. We can see that bacterial leaching stage duration decreased and sulfide minerals oxidation increased. When the bioresidues were subjected to the hydrometallurgical stage, which includes aeration and sorption cyanidation, the operation factors were also enhanced. The decrease of aeration duration and the growth of the precious metal extraction by sorption cyanidation was achieved. Cyanide consumption was also reduced. The results of this investigation were used in design of an industrial plant.

Western AustraliaÆs Mining Act 1978 was amended in 2010 to provide for the requirement of a mine closure plan to be submitted to the Department of Mines and Petroleum (DMP) for approval, as part of a mining proposal application. The mine closure plan must be prepared in accordance with approved guidelines. Guidelines for mine closure plans were developed to assist the mining industry in Western Australia to plan and implement effective closure of mines. The guidelines focus on the application of integrated mine closure principles and industry best practice information on mine closure. This, includes stakeholder consultation, risk based approach, data collection and monitoring, development of completion criteria and financial provision.Due to the potential high level of public interest in the guidelines, extensive consultation with stakeholders was conducted.
