AN instantaneous and continuous analysis of a mineral suspension should be of great value in controlling various mineral preparation processes. Described herein is a method of analysis based on the use of high-frequency alternating current, which, under certain restrictive conditions, could be of use. THEORETICAL CONSIDERATIONS In a suspension of conductive minerals, the electrical effect primarily responsible for the variations in electric conductivity is the capacitance. In Fig Ia, let an alternating voltage E be applied across two electrodes F and F', between which are two rows (S and T) of mineral particles, all of approximately the same size, immersed in a fluid. Let the number of rows of particles between the electrodes be R and the number of particles in each row be N. PROLOGUE The Yaguki mine, which is located near the southern end of the Tohoku region, Japan, near the coast of the Pacific Ocean, had had a long history as a copper mine, but had not been operated since 1925. About 30 years later it was reopened by Nittetsu Mining Company, and in 1958 a small flotation and magnetic separation plant, a so-called test plant, started production. The ball mill the author first met, a 8x4x4x7 ft tricone mill, called No.1 mill, had started running at that time. With his experience in initial, running of this mill he realized that the ball mill was not simply a preparatory process to flotation, but a determinant factor for flotation performance, an energy-consuming and costly process, and that its operation control was an important task in the plant (1). The working part of an operating ball mill is the ball load inside, whose properties govern the grinding performance. Its size distribution affects the efficiency greatly and the capacity is nearly proportional to its weight. When a ball mill operates for a long period of time with a constant and consistent addition of renewal balls, wear and renewal of balls are balanced, and an equilibrium ball load is formed. A stable equilibrium load is the primary requirement for a stable ball mill operation. However, renewal ball size would be the most influential factor affecting efficiency and capacity of operating ball mills. It is desired to call the attention of young men who have had technical training and experience to the fact that their abilities can best be put at the service of the country by selecting a branch of service in which their special qualifications will be of the greatest use. The submarine force of the United States Navy requires the services, as officers on board submarines, of young men who have had technical training in mechanical and electrical engineering and who have had experience in these professions. It is intended to enroll a number of such men as provisional ensigns in the Naval Reserve Force, give then a course of instruction in deck duties at Annapolis and a course in submarine work at New London. Those who successfully pass these courses will then be sent on hoard submarines for regular duty. It is requested that any men who desire this duty and who are qualified as below outlined send their names and addresses to the Commander Submarine Force, U. S. S. Graphite has been included in U. S. lists of strategic minerals since the problem of mineral deficiencies was revealed during World War I. Since 1918 the domestic graphite industry has led a precarious existence, and there has been much uncertainty as to the amounts of usable graphite of various grades that would be available from domestic sources in time of emergency. In 1950-1951 therefore, the writer, assisted by Paul L. Weis, undertook a review of domestic graphite sources for the U. S. Geological Survey. The conclusions of this study are presented here, with a discussion of some technologic and politico-economic factors bearing upon the problem. Uses of Graphite: Natural graphite as marketed exhibits a wide range of properties, which determine the uses to which it is put. The most essential uses are in the manufacture of crucibles and related refractory articles, in lubricants and packing materials, and in the manufacture of batteries, foundry facings, pencils, and carbon brushes. Numerous specifications covering the mineral in its various applications must be met by producers and processors of graphite. The problem of supply is therefore not simply one of procuring a sufficient total tonnage, but the more difficult problem of procuring enough of each different grade to meet foreseeable needs.

In discussing the problem of abnormal magnetic polarization, C. A. Heilandl† emphasized the unfortunate fact that our knowledge of the geological and physical conditions relating to such occurrences is very limited and that a more detailed insight into their physical causes would be extremely valuable for interpreting measured anomalies. He also pointed out that to arrive at quantitative physical formulas that would express the conditions that cause abnormal polarization many more occurrences of the kind would have to be recorded. The first part of this paper is a contribution to such descriptions. Abnormal Magnetic Polarization in South Africa The occurrence was mapped in the course of a magnetometric survey carried out about 70 miles to the east of Johannesburg and east of the Witwatersrand gold field, for the purpose of detecting the position of the suboutcrop of certain magnetite-bearing shales that occur in the lower portion of the Witwatersrand system of sediments, shales whose position in section in relation to the ore-bearing members of the same system of sediments are known. In this case the shales are covered by younger strata several hundred feet thick. Lines of magnetometric traverse were run at right angles to the strike for a strongly magnetic body. This body is a shale zone in the Witwatersrand sediments and has a strike of N.20°E. (magnetic) and dips 15" to the east. The field work was done by a vertical intensity field balance (A. Schmidt principle). The plotting is done in such a way that the sign is reversed from that usually employed in the northern hemisphere, so that a positive profile is obtained in abnormal cases while the same conditions in the northern hemisphere would give a negative one. This method of recording should be kept in mind in reading what follows.

We should like to point out that a similar idea was put forward by Friedel8 in his book on the subject of lattice merohedrism "merihedrie réticulaire:"—When two crystals A and B are twinned with respect to a mirror plane, there exists a common superlattice, "réseau periode," which is independent of the contact surface between the two crystals. The volume V of this superlattice is a simple multiple of the volume v of the lattice of crystals A, or B, (Fig. 5). This "multiple cell" is defined by the twin plane (p q r) and a row of atoms [h k l] normal to this plane, the base being taken as the smallest unit (two-dimensional) of this plane. Two cases must be considered. First when the multiple cell, as defined, has no atom site at its center nor at the center of its faces other than (p q r), v the twinning index is defined by —. In the second v case, when one of the two above conditions does not v apply, then the twinning index is V 2v A more intuitive definition of the twinning index would be the proportion of atoms of C, which would coincide with those of C1 when the C, lattice is imagined to extend on the other side of the contact surface. ALTHOUGH annealing twins are frequently observed in many fcc metals, their occurrence in aluminum is relatively rare. ~ahn' in his review of twinning has listed only a few references to observations of twins in aluminum, e.g., Refs. 2 and 3. They have also been shown to occur in evaporated aluminum layers.4 During the present work, several annealing twins were studied in aluminum. The specimens of 1099-grade aluminum had the following thermomechanical treatment: deformed 90 pct by rolling, partially re-crystallized, further deformed 60 pct to a final thickness of 100 p, then annealed for 24 hr at 120°C. This treatment produced several annealing twins—-about ten per electron microscope specimen. The specimens were produced by the window technique and examined in a Phillips E.M. 200 operating at 100 kv. A typical twin boundary is shown in Fig. 1. For several of the twins studied the twin plane could be tilted so that it was parallel to the electron beam, e.g., Fig. 2. The associated diffraction pattern, Fig. 3, shows the twinned relationship between the grains. The twinning plane in each case was (111). Use of a reflection common to both the twin and the matrix,* i.e., using reflecting planes parallel in the twin and the matrix, the coherent twin boundary becomes invisible and only the noncoherent segments of the stepped boundary are seen, e.g., Fig. 4. Trace analysis of the boundaries showed that the long straight portions were invariably the twin plane; i.e., these portions are coherent. The planes of the shorter segments are shown by Fig. 5 to be (551 1, (7111, and {211).

BRINSMADE, Puebla, Puebla, Mexico (communication to the Secretary*) :-As I have previously considered the general equations for mine-valuation,1 I will here discuss only that part of Mr. Finlay's paper criticized by E. E. White, along with some of the general principles of mining taxation, under the following six topics: 1. Rate of interest earned by sinking-fund. 2. Rate of interest earned by investment. 3. Place of royalty item in valuation. 4. Place of taxation item in valuation. 5. Calculation of future ore-prices. 6. Valuation of undeveloped mining land. 1. Rate of Interest Earned by Sinking-Fund.-Mr. Denny's quoted opinion of a 3 per cent. rate is evidently based on English conditions before the Boer war. The great destruction of liquid capital by the great wars and catastrophes since 1897, along with the flood of gold and consequent rise in the average index of commodity prices, has undoubtedly increased the rate of interest at least one-half per cent. In the United States sound savings banks now allow 4 per cent. on deposits, while safe bonds are quoted at prices which yield even 5 per cent.. 2. Rate of interest Earned by Investment.-Gold-mines with uncertain and scanty ore reserves, the objects of Mr. Denny's quoted remarks, are quite different from iron,. copper, or coal mines with definite mineral reserves blocked out ahead by drilling or driving. While 10 per cent is often all inadequate yield from gold-mines, the latter class of mines are often, as safe as city real estate and resemble it as an investment in more ways than one.

INTRODUCTION Economic evaluation of an open pit mine is similar to the economic analysis of any major investment project in any industry. It requires (1) taking into account all of the costs and revenues that are estimated to be incurred over the economic life of the project; (2) crediting the project with all the tax savings and tax credits that will be realized over the project life from tax deductions and credits related to various project costs; (3) charging the project with all taxes to be paid on taxable income over the project life; and (4) properly accounting for the time value of money for all project costs, revenues, taxes, tax savings, and tax credits when making the overall project economic evaluation. These considerations must be taken into account for any valid method of economic analysis such as discounted cash flow rate of return (DCFROR) or net present value (NPV) analyses. All economic analyses fall into one of two categories. ( 1 ) comparison of income-producing alternatives, or (2) comparison of service-producing alternatives. The analysis of alternatives in either of these categories can be made by using correctly any of five basic economic evaluation approaches which are. ( 1 ) present value, annual value, (3) future value, (4) rate of return (ROR) , and (5 ) break-even analysis. Of these evaluation techniques, DCFROR and NPV analyses are used most widely for evaluating income-producing alternatives while present worth cost and equivalent annual cost analyses are used most often for the evaluation of service-producing alternatives. In this chapter income- producing alternative analysis is emphasized, so DCF- ROR and NPV are utilized for evaluating the case studies presented.

Proper recommendation has been and will be made to .the various agencies controlling the situation during the war. This will insure a complete presentation of the needs of the situation. Every legitimate effort will be made to stimulate the production of domestic minerals and to put the industries on a permanent basis. At the request of the Council of the Institute, I have the honor to submit the following remarks upon the Program of Tests under which the current work of the Watertown Arsenal Testing Laboratory is carried on, which comprises, among other items, the tests of steel ingot metal and derivative shapes. The intended scope of the tests may be illustrated by extracts from the descriptive part of the program as submitted by the Laboratory under date of April 17,1907, and subsequently approved by the Chief of Ordnance, U. S. A. Under Item 1, Ingot Metal—Open hearth, acid and basic; Bessemer, acid and basic; crucible; fluid compressed and uncompreesed—descriptive remarks were made as follon-s: "A thorough, fundamental inquiry into the physical properties of steel necessarily begins with the ingot metal. Investigations, having for their object the improvement of steels, should also begin with the ingot. A knowledge of the ingot structure is essential for judging of the subsequent behavior or appearance of the metal. Under ordinary conditions, so little information is obtained from the ingot in individual cases that practically none of importance is acquired. My first paper, read at the Cobalt Meeting of the Institute,' July, 1907, dealt with the behavior of a small Wilfley table when collceiltrating galena from quartz, the table being fed with natural products, with sized products, and with classified products. Since galena, having a specific gravity of 7.5, is among the heaviest minerals ordinarily concentrated by Wilfley table, it was desirable that a similar set of tests upon a mineral of lighter weight should be made. Chalcopyrite, of a specific gravity of 4, would have been the best mineral for this purpose, on account of its great importance as an economic mineral, but in carrying out the test I was obliged to content myself with a cupriferous pyrite, the specific gravity of which was 4.68 and the content in copper 8.80 per cent. Through the kindness of H. 0. Cummins, this material was obtained from Shasta, Cal., in very pure, clean, homogeneous condition. It was broken by rolls to 2 mm. in size, taking care to make a minimum of slimes. The quartz used to mix with it was pure, white, New England quartz, broken in the same way to the same size. In studying the accompanying tables, it should be borne in mind that the material concentrated was of low copper-content, and in many cases the quantity fed to the machine was 1 kg. or less. As a consequence of the smallness of the quantity treated it was very difficult to adjust the table and get it in condition to do its best work before the feed became exhausted, and for this reason many results were obtained which appear irregular.

Power foR CompREssion It is frequently desirable to determine the horsepower necessary to compress a given amount of free air from atmospheric pressure to a certain final pressure. The nomograms in Fig. 1 and 2 present a rapid method of calculating the horsepower required to compress 1 cu. ft. of free air per minute by single or two-stage compression. The general formula for the horsepower required to compress air adiabatically is: S X 144 PVn [(P')n-1/sn -1 (1) where: P = absolute atmospheric pressure at compressor, in pounds per square inch. P' = final absolute pressure of compressed air, -in pounds per square inch. V = volume of free air compressed per minute, in cubic feet. S = number of stages. n = exponent of the compression curve.

When supplies of high pressure mercury or other liquids are required in analytical work, it is convenient to have the source of supply at a relatively constant pressure and available in sufficient volume to satisfy the requirements of the apparatus in use. It is also desirable that the pressuring device be as simple and as inexpensive as possible and convenient to operate. This pump combined with a small storage reservoir containing gas under pressure has the attributes of (1) positive control of the maximum output pressure through the use of a regulator in the low pressure air supply; (2) an increasing capacity as the rate of withdrawal of mercury from the pressured system is increased; and (3) simplicity, requiring only the use of a lathe, drill press, and welding unit in its construction. DESCRIPTION Essential parts of the pump are shown in Fig. 1. In appearance the unlt is similar to the usual steam pump in common use in industrial applications although considerably smaller in size. The main differences lie in the area ratio of the air and mercury pistons and in the design of the air valve mechanism. Approximate diameters of these pistons are 4.25 in. to 0.375 in. respectively, giving an area ratio of about 130 to 1. The air piston (2) is attached to the end of shaft (4), with the mercury piston being merely a reduced extension of the shaft. Mercury intake and discharge to the pump are controlled by high pressure check valves that screw into the ports indicated at (6). Air supply is controlled by the valve assembly mounted on top of the

This section was obtained last year during an examination of the iron-ore resources of the Rich Patch Mountain region and along Craig's creek valley. The geological members below the Oriskany and Lower Helderberg are exposed along the gap in a beautiful arch, while the higher formations appear in a more or less disturbed state on both sides of this arch, and are partly covered by dèbris. I have thought it of interest to the Institute to reproduce the drawing of this section at the gap which I made in my note-book at the time of my examination; those parts of the section, which lie at both sides of the arch, are only approximated. I give also a number of notes and measurements, referring to the Clinton formation and especially to the characteristics of the fossiliferous ore-seam opened in the various tunnels along the arch (see section). I. In Tunnel C: For the first 110 to 120 feet to second shute, we find the ore only here and there in small deposits, and interchanging with, or changing into, either a very siliceous limestone or a sandstone. About 10 feet beyond shute we have : Sandstone roof. Clay-slate, 211/2 inches Brown lean ore, 1 inch. Sandy clay, 3 to 31/4 inches. 1. Dark .brown ore, 3 inches. 2.
