The petroleum industry has been involved in Lore collective planning than any other American industry, with the exception of the railroads and utilities, and therefore is of interest as a case study in the experimental attempts to regulate the economic consequences of free competition. Planning is of course an integral part of effective management, hence at the outset a distinction must be clearly drawn between competitive planning and collective planning. By competitive planning is meant the aggregate of plans drawn up and prosecuted by the competing units occupying a field of enterprise; by collective planning is meant a collusion of plans, either originating among some or all competitors, or else imposed upon them, whether accepted or resisted, by some superior authority, usually the state. The prevailing popular concept of "planning" as applied to industry appears to be a program of conduct superimposed upon an industry unwilling or incapable of achieving a socially and economically desirable result under free competition. In this brief and tentative analysis of the subject, competitive planning is left to one side and attention is focussed upon the matter of collective planning as defined above. A basic functional difference between the two categories of planning is that in the case of competitive planning the individual plans are small, numerous, and tend to offset one another when in error; whereas in the case of collective planning, the separate plans are larger in scope, fewer in number, and tend to escape the incidence of the principle of compensation. In viewing the evolution of collective planning in the petroleum industry we find that during the past 20 years there have developed four more or less well defined collective plans and that at the present time the industry is deeply involved in a collective planning trend pointing toward further varieties. The four plans, which are to some degree transitional, may be conveniently named from the chief incidents that led to their formulations. The first collective plan was the program of control developed during the World War and hence called the war plan. Although many oil fields have been, and still are being, discovered in Oklahoma, the geology and structure of most of them have not become familiar to the general public because of the delay in securing government geological surveys and the reluctance of oil companies and other intercsted parties to give out their "inside information " Therefore, until official surveys are available, it behooves us to publish geological results as soon as possible. Fortunately the writer has been authorized by the Cement Field Oil Co. to publish his data on the Cement field, Caddo County, at this time. Locality and Description The Cement field is situated in the part of Oklahoma known generally until recently, as "Healdton fields," and lies 60 mi. (96 km.) northwest of the Healdton field proper. Like the Healdton field, it forms an approximate ellipse, trending northwest and southeast through the village of Cement on the St. LouisSan Francisco Railroad, on which it is reached in 21/2 hours from Oklahoma City. In its geological structure, the field constitutes an anticline over 13 mi. (21 km.) long and from 1 to 3 mi. wide; the point of greatest width being not far from its intersection by the above-named railroad. The major axis trends north 75' west from the village of Cement; but eastward appears deflected (if field interpretations are correct) to about south 45" east. About 5 mi. south lies an approximately parall el syncline, which may be conveniently called the Cyril syncline, the south and west boundaries of which may be distant many miles, but forming a closed basin south of the Cement anticfine. The positjon of the offsetting synclinal axis, which is believed to lie north and east of-Cement, has not been discovered. TOPOGKAFHY In the southwest part of the state, nearly all maps of Oklahoma show two mountain areas—Arbuckle and Wichita—which are conspicuous geological and topographic landmarks. In addition, some maps show a third, and smaller, range, named the Keechi Hills, in the vicinity of Cement. INTRODUCTION Request to Mine Beneath Bridge The Jakes Run Bridge is a reinforced Portland concrete arch filled bridge located on WV Route 7 near Pentress, WV. The bridge has a span of 22.9 m (meters) and a height of 4 m above normal pool elevation to the underside of the center of the arch (See Fig 1). The bridge is a two lane structure with a width of 6.86 m. The structure is over 50 years old having been built in 1929 and is owned by the Department (WV Department of Highways). [ ]

The laboratory test work compares various 6 x 16 mesh activated coconut carbons using a gold standard solution of 4 ppm dissolved in sodium cyanide. The carbon adsorption rate and maximum loading are measured for different feed solution ionic contaminates: silver, copper, thiocyanate, and ferrocyanide. Conclusions are drawn that among the activated coconut carbons tested, maximum loading and the effects of specific ions varied significantly. The work presented can be applied to 6 x 16 mesh carbon selection tests and specific ion monitoring for industrial carbon adsorption systems.

THE CHAIRMAN.-Mr. Earle Smith- has kindly offered to make some remarks in connection with segregation in the product, Mr. Smith: E. C. SMITH,* Cleveland, Ohio-I will start this off by a story of the code days of the American Iron and Steel Institute. In those days, Republic did not have a big strip mill, and the question came up of the check analysis of rimmed steel. I suggested that they let me be the chairman of the Committee on Accumulating the Information on the Variation of the Composition of the Ingots of Rimmed Steel. Somebody wanted to know why I wanted to be the chairman. I said, "We don't make any of the big ingots of rimmed steel, and no matter who makes them they are so bad that you don't dare publish the information. So if I collect it and hide it you can't charge me with having done anything that really disrupted the commercial situation. So, everybody furnished me with a rather complete story as to the horrible variations in big rimmed ingots. I took it out to my house and put it away, and it is still there. Now, segregation in the big ingot is no longer an "-academic-matter-as far as II am concerned. ¬I am in a situation like that of the German who was told in 1936 about the coming war. He said: "Until it is your throat that is going to be cut, you don't pay any attention to what is happening to the other man." That is the way with the problem that we have in front of us. Recently I have been told that the comptroller was questioning the payment for certain articles of stamped steel that had been made from rimmed steel, because upon check analysis of the rimmed steel it had been determined that these stamped articles were not within the compositions that were included in the specification, and therefore he as the comptroller had no alternative. It was not meeting the specification; therefore, no payment. So I would say to all of you: You can very seriously consider this matter of segregation now and on into the future on the basis of the fact that it is actually going to cost your companies, which are making these products, money unless there is some new idea about the infallibility of quantitative chemists who analyze some of these products or lawyers who read specifications. I don't know which man is going to be the major factor in the future. If the National Bureau of Standards could in some way show the specification writers the variation between good chemists analyzing for what they expect to be umpire results, the writers would certainly realize that some of the specifications to which we have calmly signed our names as being O.K. are well, as one man said to me, they might be filled by the devil, and they, certainly could be filled by the Lord, but they could not be filled by mankind. I would like to inject two or three things into a segregation study which I want you to think about, because I would be a little surprised if there is very much discussion of them. In the first place, we generally make steel in the United States in the basic open hearth, and I do not think there has been nearly enough consideration given to segregation within the bath before it moves into the ladle. I am sure that any of the people who handled the 9400 series of the NE series when it contained the 0.60 per cent silicon have more respect than they had previously for the segregation that is within the ladle; that is, before the metal reaches the ingot mold, the frozen ingots and the segregation in them. Another point to which I think we ought to give serious consideration is the segregation of iron oxide in the ingot-iron type of material, where the distinction between that and the steel segregation is that it is actually segregating iron oxide. A METHOD has been described by Andrade' for obtaining very rapid grain growth so that single crystals of high melting point metals could be made with comparative ease. The furnace construction was essentially a very thin wire through which was passed an electrical current so that "a high uniform temperature" was maintained. The wire was surrounded by a fused quartz tube from which the air had been evacuated. Andrade applied this method to the growth of single-crystal wires of alpha iron, and Tsien and Chow2 prepared single crystals of molybdenum 0.25 mm diam in this way. In the present report a method is described in which the basic idea of the Andrade furnace is utilized. However, modifications are employed so that large single crystals of molybdenum or of any refractory metals can be grown. Furnace The modified Andrade furnace is shown in Fig. 1, and the detailed drawing of its construction can be seen in Fig. 2. The furnace proper consists of a 2'/2-in. diam fused silica tube, 20 in. long, which is evacuated continuously at the bottom. Two water-cooled copper electrodes hold the specimen by means of collets held in place in the electrodes by set screws. These electrodes serve also to transmit power to the specimen. The lower electrodes can be clamped to the stand, while the upper electrode is fastened in place to the bellows which in turn is further connected to one side of the lever arm, flexibly supported at the top. All mines have a finite life and the time comes when the ore is depleted, or it has become uneconomical, or for some other reason which may be peculiar to that particular mine, it must be shut down. The operation at that point of time still has some assets such as mining and milling equipment, workshops, and in the case of a gold mine, an unknown quantity of gold which has been trapped in the treatment plant. Recovering this gold can be done at small cost and can be extremely profitable. Recovery of these hidden assets requires a good knowledge of the treatment plant, i. e. , as say values of heads, tails, and of the products produced; and if mercury for amalgamation was used, where? A careful study of available plant records can be extremely valuable in forming a working plan for adequate recovery. In the following paragraphs the various unit operations and equipment where gold can collect are described and suggestions made for its recovery. Subsequently, a case history will be given for dismantling a gold plant which had a complex flowsheet and which had been in operation for many years. Looking for trapped gold in a crushing section would invariably not be worthwhile since crushing is normally a dry process and there would be few areas where free gold could collect. In the milling section, however, many areas can literally become small gold mines in themselves. Material in the bottoms of grinding mill scoop boxes can be high-grade, and even the scale on the sides of the boxes should be scraped off and collected. Mill liners should be removed and all scale, rust, and residue collected. Residue in the bottoms of rake or spiral classifiers, if they have been used, should be removed as should the scale and rust on the sides of pump sumps, launders, etc. The following procedures should be used to extract gold from these collected materials. All steel (ball scats) should be removed, screened out, and reserved. Fine material should be placed in an amalgam barrel, water added and ground with the amalgamation tailings being sampled and assayed. If high-grade, tails should be reserved; if not, discarded. The coarse material that was screened out should be placed in a heap, regularly sprayed with water and allowed to rust. After several months this material should be screened again and the fines amalgamated.

(written discussion?).- We are indebted to Captain Lucas for an interesting contribution to the literature of the salt-dome oil fields, and especially for his suggestion that a more aggressive method -of prospecting be adopted. The occasional discovery of new fields on, the Gulf Coast is in itself sufficient to show that the oil possibilities of the region are by no means exhausted, and those who have studied the area most thoroughly are the most optimistic regarding its future. Nevertheless, the search for new fields, according to present methods, involves the expenditure of great sums of money annually, for the proportion of dry holes to producing wells drilled yearly in the Gulf Coast region is much' greater than in most areas, even if all the wells drilled in what is commonly regarded as proved territory are included. Not only are the present methods of locating new domes very uncertain, but when a dome is discovered there is no assurance that it will be oil-bearing; or, if so, whether the oil occurs in the cap-rock, in the sands above it, or in some small isolated lens of sand far down on the flanks of the salt mass. As Captain Lucas points out, about all we positively know is that the domes are there and that some of them are oil-bearing; their origin is a matter of controversy and the original source of the oil is conjectural. Under these conditions, it is not surprising that the search for oil is conducted more or less blindly and that dry holes are common. Many wells are drilled each year in an endeavor to find oil at depths of 2000 or 3000 ft. (609 to 914 m.) or less, in locations which most geologists would condemn without hesitation. As Captain Lucas suggests, the money spent in this way might be used to far better advantage in, drilling one deep well in a carefully selected locality. Opinions may differ as to whether such a, well would find oil, and many geologists will probably believe that the chances are against it, yet all will agree that the boring, whether it finds oil or not, will probably throw light on the origin of the domes and on the source and mode of accumulation of the oil, and will therefore be of great interest, not only to the scientist, but to the oil operator.

The blast-filmace plant of the Crozer Steel and Iron Company was built under contract by Witherow & Gordon, of Pittsburgh, Pa. The furnace is 70 feet high by 16 feet bosh, tunnel-head 12 feet 8 inches, and hearth 9 feet in diameter. The columns are 20 feet high above furnace level, below which they extend 2 feet. The shell is 23 feet diameter at bottom and 19 feet at top. The plate iron is 3/8 inch at bottom, and tapers to 1/4 inch, the top ring being 5/16 inch.

The flow of dry powders through continuous ball mills has been investigated. Based on a physical model of the system, expressions have been derived which relate the holdup of material in the mill and its variation along the length of the mill to the mill dimensions, speed of rotation, material feed rate, and the mill discharge geometry. Experimental results obtained in a small (4 in.) mill using 3/8-in. steel balls and a feed of silicon carbide particles are in good agreement with the prediction of the model.

Until a comparatively few years ago, interest in tantalum was limited almost wholly to its scientific investigation, but its extreme resistance to the action of even the strong mineral acids, its great avidity for the common gases, hydrogen, oxygen and nitrogen, and its capacity for transforming alternating to direct current are winning for it a place in our industrial life. Tantalum is not attacked by any single acid except hydrpfluoric, nor is it affected by solutions of alkalies. Aqua regia, which readily dissolves both platinum and gold, has no action on it. This resistance to the common corrosive agents is an outstanding property of tantalum and accounts for many of the applications to which it has been put. When heated, tantalum reacts readily with oxygen and nitrogen and absorbs large volumes of hydrogen, 740 volumes being taken up at a dull red heat. This capacity for absorbing gases is being utilized to an increasing extent in the manufacture of vacuum tubes, in which tantalum is used for the metal parts, especially for grid wire. It is said to be a superior metal for this purpose, particularly in power and sending tubes, because of its low secondary emission. The use of tantalum in the manufacture of electrodes, dishes, spatulas and other laboratory apparatus appears to be fairly steady. There has been some development in its use for dental instruments, surgical tools, pen points, hypodermic needles and acid-proof pumps. Recently it has been used in the manufacture of spinnerets for the rayon industry, of nozzles for the manufacture of artificial casings for sausages and of lining for plant equipment. Tantalum in Electrolysis It has been known for some time that certain substances permit the passage of an alternating current in one direction more readily than in the other. Evaluating the permeability of a caprock overlying a potential gas storage reservoir is a very critical problem. Pumping water from the reservoir can be used as an evaluation tool in analyzing this problem. Fluid level changes that occur in the aquifer us well as in the caprock can be measured with appropriately placed wells. If the leakage of water from the caprock into the aquifer is considerable, the effects will be apparent in the aquifer. If the leakage is slight, however, it will not be possible to detect it with certainty from observations in the aquifer alone. Fluid level measurements in the caprock must be relied upon. and improved methods of analyzing such effects have been developed which are based on a theoretical analysis of fluid flow through a caprock of infinite thickness. An example applying these methods to field data is discussed. INTRODUCTION One of the most critical problems in evaluating an aquifer gas storage project is determining the tightness of the caprock overlying the formation to be used as the storage reservoir. A formation that has previously held oil or gas obviously has a suitable caprock, but an aquifer that contains only water gives no such assurance. A number of aquifer projects in the United States have been troubled by gas leaking out of the intended storage zone, and the ensuing difficulties have led to the development of new evaluation methods. One of these new methods is pump testing wherein water is removed from the aquifer at some controlled rate prior to injection of gas. This fluid withdrawal causes a pressure drop to move out through the aquifer for considerable distances in a matter of days or weeks. Depending on the properties of the caprock, a pressure transient can also pass upward (as well as downward) through the caprock layers adjacent to the aquifer. Thus, if the operator has placed observation wells at appropriate distances from the pumping well, the rapidity with which the pressure transients reach different points in the system can be used to investigate the fluid transport properties of both the aquifer and its caprock. The usefulness of pump testing has been recognized by groundwater hydrologists for many years as a means of determining the potential yield and properties of aquifers used in water supply They have introduced the term "leaky aquifer" for a system in which an aquifer is overlain (or underlain) by semipermeable caprock layers. The ease with which water leaks into the aquifer during pumping can, of course, be very beneficial in bringing additional water to the pumped well. Hydrologists have therefore devoted considerable attention to this prob-lem. From the gas storage standpoint, however, the tighter the caprock layers that overlie the intended storage reservoir, the better are the conditions for minimizing or eliminating any vertical migration of gas. Thus, after a suitable geologic structure has been found, the emphasis in aquifer storage projects is in determining that the caprock is tight. Attention has recently been focused on the use of pump testing as one approach to solving this problem.23,24 This paper presents a further development on evaluating the permeability of a slightly leaky caprock when the caprock is of infinite thickness. From the practical standpoint, this means that the caprock layers are thick enough that pressure transients do not reach the outer boundaries of the system during the pumping test. In a subsequent paper, an analysis of the case where the caprock is of finite thickness will be presented. PREVIOUS WORK ON LEAKY AQUIFERS Jacob" developed a partial differential equation describing the flow of water in an aquifer of permeability k that is overlain by a leaky caprock of permeability k'. Fig. 1 shows a schematic cross-section of the system under consideration. One of his principle assumptions was that if k > > k', the direction of flow is essentially vertical in the caprock and horizontal in the aquifer. Neuman19 confirmed the validity of Jacob's assumption using a mathematical model. Another assumption was that a permeable source layer overlies the caprock (Fig. 1) and is able to maintain a constant hydraulic head at the upper boundary of the caprock. By neglecting the effects of compressibility within the caprock, Jacob1* developed a solution for a bounded circular aquifer. Later, Hantush and Jacobx5 used the same assumptions to solve the case of an infinite radial aquifer that is pumped at a constant rate. The authors presented an article2† last year on colloidal properties of clay suspensions in which they attempted to sustain the position that the behavior of clay suspensions is due primarily to the mechanical interference of the platy particles, the nature and extent of the interference being profoundly influenced by the character of the surfaces of the particles, which in turn is determined primarily by the nature and amount of adsorbed foreign materials held on the surface of the particles by forces which are predominantly chemical in type. The following discussion is a continuation of that article to extend these same interpretative points of view to the behavior of clay gels. Insight into the mechanism of gelation is certainly of outstanding importance in the handling of drilling muds. In the former article it was suggested that the thin, flat plates that constitute the ultimate clay particles may build up aggregates by the overlapping of the ultimate plates face to face much longer and perhaps also much wider than the ultimate plates themselves, but not appreciably thicker. Exhaustive microscopic examinations of characteristic clays show no tendency for the larger particles, clearly visible under the microscope, to orient themselves in this way. It is true that the gelation of the clays is due primarily to the smallest particles, unresolvable other than by the ultramicroscope, so that the possibility of the deve1opment by them of an overlapping structure is not excluded. Furthermore, as one approaches the limit of resolving power of the microscope, the difficulty of observing accurately the shapes and relative positions of particles incresses excessively. However, in the absence of any observable tendency toward overlapping orientation of the large, visible particles, one hesitates to ascribe such a tendency to the smaller particles beyond the range of visibility. Should it develop that one must exclude the assumption of overlapping orientation, the explanations offered in the previous article are changed in only one respect; namely, one would now have to assume that the ultimate particles themselves have length, and probably also width, very large in comparison with their thickness.
