A basic requirement in any geomechanical investigation is the establishment of the state of stress in the rock mass. So far, qualitative determinations have been more readily obtained than quantitative ones. This is due to the fact that in order to define stress magnitudes in a rock mass it is necessary to make various basic assumptions about the physical properties and characteristics of the rock itself. The assumptions are generally that the rock is an isotropic, homogeneous solid which will behave elastically under various conditions of applied load. These assumptions are not valid. Due to the foregoing factors, the present investigation was confined to a consideration of stress directions only. Within recent years, two methods of determining stress orientations in geologic materials have been used and have received some publicity in the technical press. These are the techniques of photoelasticity and petrofabrics. The technique of using reflected polarized light for observing strains on the faces of rock samples has been described by Emery.1,2 With this technique it is possible to measure relative strains in relaxation. Absolute strain magnitudes are not attainable without the use of questionable assumptions. However, directions of strains (and thus, stresses) can be determined accurately on a point basis or on a statistical basis over the complete area of the strain gage being used. Petrofabrics, according to Friedman,3 an important geological discipline which can provide knowledge on the state of stress associated with naturally deformed rocks. An automatic, continuous casting arc furnace employing a nonconsum-able electrode and a direct current arc has been constructed and operated successfully for titanium. A comparison of the properties of arc and induction-melted titanium indicates that where high ductility, formability, and toughness are required, arc-melted metal is preferable. BECAUSE of the reactivity of titanium metal with all known refractories and the common atmospheric gases, melting of the metal presents numerous problems. It is necessary to provide an inert atmosphere in the furnace as well as a crucible material that will not react with the molten metal, if a ductile ingot is to be produced. Two special furnaces have been developed that meet the requirements and one, the induction heated graphite furnace, has been described in some detail.' Little information is available for sizable units wherein power is applied to the melt through an arc, and the dearth of technical information on such a furnace prompted this report. It has been demonstrated clearly that arc melting produces titanium metal with superior toughness, ductility, and formability. To produce titanium ingots with these properties, an automatic, continuous casting arc furnace has been developed and is described herein. The history of arc melting may be traced to 1800, when Sir Humphrey Davy2 first experimented with Volta's electric battery and found that light could be produced and an arc formed between two carbon points attached to the cell. The discovery of the arc was followed by the design and construction of an arc furnace by Napier," in 1845, for the reduction of metal oxides. In 1853, Pichou' described a similar furnace, although it was not until the discovery of the dynamo in 1867 that the arc furnace could achieve commercial significance. In 1878, Siemens- esigned the first arc furnace intended for the melting of metals and by 1882 had melted steel and platinum successfully. . This was followed by Moissan's" classical work with the arc furnace in 1892. W. von Bolton,' in 1905, found that the arc furnace was suited admirably for melting refractory metals. In his work with tantalum, no suitable refractories for retaining the molten metal were found to exist. Together with Otto Simpson, he developed an arc furnace with a water-cooled copper crucible in which tantalum could be melted without contamination. This technique proved eminently successful. In his paper on the preparation of ductile titanium, Krolle first described an application of the von Bolton furnace to the melting of this metal. The

A diffusion measurement technique based on a shear cell comprised of only two segments is described. The diffusion boundary value problem for the finite capillary geometry is solved in general for any arbitrary initial concentration profile and is subsequently specialized for the modified shear cell problem. Effects of convection and mixing at the shear interface were found to be negligible. Mercury self-diffusion coefficients were determined from -25° to 252°C. These data are in good agreement with those found by Meyer. ALTHOUGH diffusion in liquid metals has been of interest for over two centuries, the need for measurement techniques of improved accuracy and precision has become increasingly apparent as additional data have been obtained and theory has become more refined. These conditions reflect the experimental difficulties inherent in liquid diffusion measurements, in which transport by other processes, such as convection, tends to mask the diffusive transport. Frequently the disagreement between several theoretical predictions is less than that found between different sets of data obtained for a system. Moreover, as has been shown by Nachtrieb,1 diffusion data are needed over much larger temperature ranges if the functional dependence on temperature is to be known. Thus, improved techniques must be devised if experimental data are to augment fundamental understanding of the liquid state and to meet technological needs. The available techniques have been discussed elsewhere.' Of these, only the capillary-reservoir, long capillary, and shear cell techniques will be discussed briefly in terms of experimental advantages and disadvantages. These methods served to establish design criteria for the modified shear cell described here. The capillary-reservoir technique of Anderson and saddington3 has been the most widely used method in recent years. The method offers experimental simplicity relative to other methods and has been employed for high-temperature measurements. Moreover, the mathematical relationship between the measured concentration ratio and the diffusion coefficient is such that smaller values of the ratio are achieved for a specified diffusion time relative to other methods. The amplified errors between the concentration ratio and the calculated diffusion coefficient are diminished at lower values of the ratio.' The method also permits multiple determination by the simultaneous use of several capillaries. Disadvantages of the capillary-reservoir method are primarily associated with the hydrodynamic ef- fects of convection and of placing the capillary in the reservoir. These effects are most pronounced in the region near the open end of the capillary and produce an ill-defined boundary condition between the capillary and the reservoir. Such effects are not amenable to experimental or mathematical correction2 (although this has been suggested4). The long-capillary method of Careri, Paoletti, et al.5-10 involves filling one half of a small capillary tube of 150 to 200 mm total length with material of one composition or radioactivity and the other half with the second part of the diffusion couple. This arrangement eliminates the adverse hydrodynamic effects associated with the capillary-reservoir technique; however, certain other experimental difficulties are encountered in this method. The more significant of these difficulties involve the melting, expansion, contraction, and solidification of the diffusion system. The dependence in some cases of the diffusion coefficient on the capillary diameter noted by Careri et a1.7 (termed the "wall effect") has been alternatively explained by Nachtriebl as a convection effect during solidification. In mutual diffusion measurements, the convection problems associated with melting and solidification are increased because of the differences in melting points and in expansion coefficients between the halves of the diffusion couple. However, the errors caused by convection effects within this method are usually less than those in the capillary-reservoir method. Furthermore, the concentration profile needed to determine concentration-dependent diffusion coefficients by the Boltzmann-Matano analysis can be obtained from this method. Of the previous attempts to use shear cells, only the cell used by Nachtrieb and Petit11,12 appears to have yielded good data. They reduced the mechanical complexity of the conventional shear cell by using a cell comprised of only four segments. Three of these segments were filled with ordinary mercury and the fourth with radioisotopic mercury in their determination of mercury self-diffusion coefficients. The average concentration (radioactivity) was determined in each segment following a period of isothermal diffusion. These concentration values were fitted to concentration profiles obtained from the Stefan-Kawalki tables, and the diffusion coefficients were evaluated. Thus, although the number of cell segments is reduced in their method, some information about the concentration profile can be obtained in terms of the Stefan-Kawalki analysis. Moreover, their cell is suitable for measurement of diffusion coefficients at elevated pressure, as they successfully demonstrated with mercury. Consideration of the design and experimental features of the methods discussed above suggested several criteria for the new cell: 1) a ''total" capillary system, as opposed to a capillary-reservoir system, should reduce adverse convection effects; 2) such a capillary system should avoid the problems en-

The use of phosphates was studied as a way of purifying acidic copper leach solutions for direct electrowinning. The addition of 2.5 gpl phosphorus to plant solutions originally containing 6.25 gpl Fe (III) at pH 2 0 reduced the iron concentration by one half. Under identical conditions, but without phosphorous additions, the iron concentration was reduced by less than 1 gpl. Any residual phosphorous had no undesirable impact on electrowinning. The concentration ratio of Fe (III) to phosphorous which provides maximum iron elimination was determined. Higher ratios bring about a redissolution of the iron precipitate. Several ways of controlling iron with phosphates are discussed. These take advantages of more rapid and complete iron precipitation at lower pH levels.

THE processes of hardening and tempering steel tools within the past 15 or 20 years have been so developed that the forward strides of the industry can scarcely be followed by the average observer. No small part of the credit for this phenomenal advancement is due to the improved methods of measuring the high temperatures necessary. Pyrometry has made possible the discovery and use of the many special alloy steels the wonderful properties of which are revolutionizing the industrial world. So sensitive are these steels to changes of temperature that often a variation of only 10° F. at a critical point of the heat treatment will cause the failure of the tool. In the tool-manufacturing industry today, accurate control of the many heating operations is imperative. The principal processes in the manufacture of tools that require accurate high-temperature measurements are annealing, carburizing, hardening, tempering, and laboratory research. Several other operations, such as forging and straightening, use rougher and correspondingly less accurate methods. These operations are usually performed in the following approximate ranges of temperature: DEGREES F. DEGREES F. Annealing 1000 to 1700 Tempering 200 to 1200 Carburizing 1400 to 1000 Forging 1400 to 1800 Hardening 1400 to 2500 Straightening 300 to 1300 Laboratory research covers the entire range. Annealing and carburizing are usually done in muffle or semi-muffle furnaces, heated with coal, coke, oil, gas, or electricity. Many of them are of large size, holding several tons of steel at one charge. Both indicating and recording pyrometers are used. The recording instruments are generally of the thermoelectric type, while for the indicating, both optical and thermoelectric are used.

THE use of diamonds upon a large scale in drilling rocks, and the substitution to a certain degree of rotary diamond drills for the ordinary steel percussion drills, marks a new era in the art of mining. Since the invention by Leschot of the diamond drill, it has steadily advanced in its utility and range of application, and in the appreciation of miners and engineers. I t must be claimed as one of the many gifts of science to the arts ; and it is, in particular, one of the fruits of the scientific education given at the Ecole Centrale, at Paris. Members are all, doubtless, more or less familiar with the construction of the drill and of the machinery by which it is applied in boring. I t is, therefore, my present purpose only to direct your attention to some recent marked improvements, made by the American Diamond Drill Company, by which the economy and efficiency of the machines have been increased. Form of Bit.-The annular or ring form of the drill-head or bit was, I believe, the earliest; and it is still in use, without essential modification, wherever it is desired to obtain a sample " core" or specimen of the rock traversed. But for mere drilling, regardless ~f the preservation of a test-core, a solid-head bit is preferred, except for very large holes. Until recently, these solid-head bits were made with a pointed cutting face shaped like an obtuse cone. IN 1871, two furnaces at the Glendon Iron Works, which had been blown out on account of the "coal strike," were altered from the open-top plan with side flues for collecting the gas, to closed tops with cup and cone. In one furnace the suppression of the side flues permitted a considerable alteration in the profile, but in the other (No. 5) no change in this respect was made; the side flues were simply bricked up and new ones cut through the sides close to the top. This furnace was in blast over four years, and we can, therefore, form a pretty good idea of the effect of the alterations on the furnace process. The principal dimensions are; Height 72'; greatest diameter, 18'; diameter at tuyeres, 8'; diameter of top, 10'; diameter at stock line (point at which the top of the materials is kept), 11'; cubic contents, 11,900 cubic feet. The table below shows the average results for periods of twenty-six weeks each. 1st, of the open-topped furnace; 2d, of the furnace with the first charger used, which was an ordinary cup and cone (diameter of cone 5' 2") 3d, with the charger used ever since, a "double" cone 7' 5" diameter outside, having a central opening 3' in diameter. The diagram (Plate II) shows the daily variations, in the grade of the irons for the same periods.* * In calculating the average grade of each day's iron, each twelve hours was taken by itself whenever more than two kinds of iron were made in the 24 hours, and the diagram drawn accordingly. IN connection with a research on gallium alloys, a method for the thermal analysis of very low melting alloys was developed, which appeared to be worthy of more than passing interest. As used, the method was suitable for work in the temperature range, — 72° to 250°C. However, with suitable adjustment, the method could be adapted for use over broader temperature ranges. The Rosenhain temperature gradient furnace,' adapted for low-temperature use, was the basis for the method. The gradient was set up in a stainless steel tube. The specimens were lowered through it at a constant rate while time-temperature or inverse rate data were taken. It was essential to maintain careful control of the top and bottom temperatures of the gradient. Also essential was good heat transfer from the walls to the specimen. This was accomplished by a liquid heat-transfer medium.

At a time when mill availability is at a premium, production costs are rising, and lead time for mill liner casting is a year or more, mill liner design is an important factor in ore grinding. Testing and selection of the optimum liner profile for a given set of mill operating conditions can improve mill capacity, reduce liner wear rate, and lengthen liner life. The mill liner that grinds best, lasts the longest, and costs the least is a necessity for economic mill operation. After testing four mill liner profiles for 3.96 X 3.65-m (13 x 12-ft) overflow ball mills, Climax Molybdenum Co. found that an improved design increased mill tonnage by 2.72 t/h (3 stph) while reducing finish grind by 1.7% minus 100-mesh, reduced liner wear rate, and almost doubled liner life.

An improved apparatus is described for the deterrni-nation of interfacial tension* by the pendant drop method in the pressure range from 15 to 15000 psi and the temperature range from 100º td 280°F. The chief characteristics of this apparatus are reliability and ease of operation. Temperature control was accomplished by means of an electrically heated jacket which could he completely removed while cleaning the apptrratus. The cell was designed so that the camera could he placed about I in, from the window without overheating the carnera lens. Separate "0" rings employed to seal each window and corresponding window backup plate gave very reliable window operation at 10,000 psi. An extra pistorr-cylinder combination was added so that a high compression ratio could he attained when gas was employed as one phase in the pendant drop cell. Other essential parts of the system were similar to an apparatus already described.' The interfacial tension for carbon dioxide and water varies from about 69 dynes/cm at 15 psi to about 19 dynes/cm at 1,250 psi for 100°F. For pressure.r between t,500 and 3,500 psi, the interfacial tension is between 32 and 24 dynes/cm at this temperature. The interfacial tension at 280°F varies from about 50 dynes/cm at 200 psi to about 17 dynes /cm at 10,000 psi. The maximum surface excess for carbon dioxide, assuming the surface excess of water to be zero, occurs at about 1,500 psi jor the 100°F isotherni and Itas a value of about -79 X 1014 mol/sq cm. At 160°F this maximum IS shifted to about 2,000 psi and has a value of about 10 X 1014 111ol/.sq cm. Other maxima, us well as several minima, are present at these and other temperatures. Judging from the data on the solubility of water in carbon dioxide at elevtrted pressures2,3, it appears that the principal maxinza natned are in regions of increasing solubility of the water in the carbon dioxide rich phase. INTRODUCTION AND APPARATUS A pendant drop interfacial tension apparatus which would accommodate an opaque liquid in a gas phase was constructed several ycars ago' for industrial purposes. This apparatus was used as a starting point for the present development. The objective of the present development was to enhance reliability and convenience of operation. Other articles'" have described pendant drop apparatus which could not accommodate a gaseous phase adjacent to the windows. A schematic diagram of the apparatus is shown in Fig. 1. Introduction Coal is found in every major geographic region through-out Alaska and in two offshore areas. Since about 1852, more than 100 small mines have opened and closed. In 1981 and 1982 production was almost entirely from one mine in central Alaska. Clearly, the utilization of Alaska's abundant coal resources presents political, economic, and technical problems that are far from solution. Location and Physical Features Figure 1 illustrates the geographical and geological similarity between Alaska and the western US. Alaska's Arctic region generally resembles Wyoming and the Dakotas. The Brooks Range is an extension of the Rocky Mountains. The central region of Alaska between the Brooks Range and the Alaska Range bears a general resemblance to the basin and range country of the western US. The southcentral and southeastern regions have a similar resemblance to the Sierra Nevadas and the West Coast. The Arctic, the central, and the southcentral regions have major coal fields. The southeast region has scattered occurrences. The topographic, climatic, and economic characteristics of each are different. These differences have a large effect on practical mining methods. Description of Alaskan Coal Coal deposits known in Alaska are almost all of Cretaceous or Tertiary age, much younger than the Carboniferous coal deposits of eastern and midwestern states. Consequently, most Alaskan coals have a higher moisture content and a lower heat value. Most Alaskan coals also have a much lower sulfur content. Low volatile bituminous, and anthracite coals occur in Alaska, but most Alaskan coals range downward in rank from high volatile bituminous to subbituminous and lignite. Alaskan coals are similar to coals of the northern Great Plains and the Rocky Mountains. Arctic Region Northern Alaska Coal Fields Northern Alaska coal fields are by far the largest group of coal deposits in Alaska (Fig. 2). Coal-bearing rocks extend from the foothills of the Brooks Range about 160 km (100 miles) northward to within about 80 km (50 miles) of the Arctic coast. The principal known occurrences are between the Colville River and the western coast. However, coal has been found eastward almost to the Canning River and westward under the Arctic Ocean. The northern Alaska coal fields are in a series of Cretaceous rocks that suggest a deltaic depositional environment. The beds tend to occur in series of up to eight or nine beds totaling 6-9 m (20-30 ft) of coal. However, beds 6-12 m (20-40 ft) thick have been reported, and beds 1-3 m (3-10 ft) thick seem to be relatively common. Including thin seams, coal in some places makes up about 10% of the stratigraphic section. However, no area has been explored in sufficient detail to block out any large body of reserves or to make reliable estimates of the total resource. Observation points in drill holes and along river and stream banks are few and far between. Coals in northern Alaskan fields tend to range in rank from bituminous, where moderately folded and faulted in the foothills, to subbittuminous in the gently folded rocks under the coastal plain. Coals toward the eastern extremities of the coal fields may be of Tertiary age and lower in rank, but the same general correlation between degree of folding and increase in rank can be expected. Some higher rank coals in the foothills belt are known to have coking properties but most, and possibly all, require

RECENT studies of first-stage creep data have led to a special least-squares procedure for use in calculating the Andrade creep-equation constants. This procedure is easy to apply, uses only experimental data, and yields results which do not vary with the individual making the analysis. Taking logarithms of the Andrade equation I = lo(1 +ßl1/3)ekt leads to In l = In lo + In(1 + ßl1/3) + kt A residual can then be defined as the difference between the logarithm of an experimental length value and the logarithm of a calculated length value. Following the usual least-squares approach differentiation with respect to 10 and k of the expression for the sum of the squares of the residuals leads to two equations which cannot be solved directly for the three constants involved. However, values of ß can be assumed and corresponding values of lo and k can then be calculated. Then the sum of the squares of the residuals can be calculated. For a certain value of ß this sum will exhibit a minimum value to identify the least-squares values for ß, lo, and k. An illustration of the application of the above least-squares approach is obtained by employing the creep data for lead originally presented by Andrade' in the development of the one-third creep law. A plot of the sum of the squares of the residuals as a function of ß is shown in Fig. 1 along with the corresponding lo and k values. The minimum is seen to occur at ß = 0.0143 from which lo = 39.149 and k = 7.27 x 10-5. Based on these results the Andrade equation for these lead data is 1 = 39.149(1 + 0.0143 t1/3)e7.27 x 10-5t compared to the equation I = 39.13(1 + 0.01457/l/3)e6.95 X 10-5t developed by Andrade (calculation procedure not given but was probably a graphical solution). Calculating length values using the above equations and comparing with the experimental length values, residuals corresponding to the difference between experimental and calculated length values can be obtained. The sum of the squares of the residuals can then be calculated. For the case of the least-squares approach a value for this sum was found to be 2.37 x 10-3 compared to a value of 3.47 x 10" for the equation originally proposed by Andrade. In other words, while the constants proposed by Andrade provide an excellent fit for the lead data, a still better representation is afforded by applying the least-squares approach discussed above. A similar result was obtained for the lead data at 162oc.l The least-squares approach led to 1 = 9.866(1 + 0.0497 t1/3)el.011 x 10-2t compared to the equation I = 9.94(1 + 0.0433 l1/3)e1.06 X 10-2t given by Andrade. In this case, too, the sum of the squares of the residuals is slightly smaller for the equation based on the least-squares approach. It should be pointed out that a double trial and er-

IN attempting to extend vapor pressure measurements of the type previously reported by Schadel and Birchenall1 for silver and by Schadel, Derge, and Birchenall' for silver-silicon to other systems, it was observed that the materials melted at indicated temperatures 10" to 15" below their accepted melting points. Further investigation revealed that the thermocouple readings were in error due to appreciable conduction losses along the reference thermocouple wires. If the wire diameter of the reference couple inserted into the Knudsen cell was reduced, the correction for the indicating couple changed in a manner tending to explain the melting behavior. When extrapolated to zero wire diameter from measurements with several reference thermocouples of different wire thickness, the melting point of silver then agreed with the indicated temperature at which silver chips were observed to coalesce into a sphere. Approximately the same calibration was given by observing the melting of small wires of silver or gold in the Knudsen cell connected in series with an ammeter, where the leads into the cell were very fine in order to minimize heat conduction. Unfortunately neither of these methods seemed to yield a sufficiently precise temperature calibration to match the apparent precision of the other aspects of the vapor pressure measurement. It was decided. therefore, to redetermine the vapor pressure of silver in another setup under conditions permitting precise temperature measurement. The vapor pressure of pure silver could then be used as an internal calibration of temperature in the older unit in making runs on alloys. This has been done; the present report is a correction to ref. 1. Experimental Procedure The apparatus, shown in Fig. 1, was very similar to that employed by Harteck,3 except that the orifice sizes were smaller and the residual pressure in the vacuum system was probably much lower. A small, sharp-edged hole, nearly circular in shape, was ground into the rounded end of a quartz tube. The orifice area was then measured by tracing the image at known magnification on graph paper and counting the squares enclosed. The silver specimen was sealed into the tube to make a Knudsen cell. A tantalum jacket surrounding the cell served to increase the uniformity of temperature. This assembly was placed in the bottom of a long quartz tube with an inside diameter of about 1 in., which was connected to the vacuum system through a ground joint sealed with picein wax well removed from the furnace. A thermocouple tube inserted through the top of the vacuum line reached into the tantalum jacket so that the thermocouple junction was immediately adjacent to the Knudsen cell except for the protection tube wall. A resistance furnace could be raised to cover the end of the quartz tube containing the cell in such a way that the cell was in the uniform temperature zone 13 in. from the end of the furnace. An ionization gage was included in the vacuum system in the cold lines of wide diameter, immediately beyond the ground joint. The vacuum system consisted of a mercury one-stage diffusion pump, backed by a Welch duo-seal mechanical pump. The pumps were separated from the reactor chamber by a dry ice trap. The ionization gage always read less than 10-5 mm Hg after initial outgassing and before each run was started. Each newly filled Knudsen cell was evacuated at high temperature overnight before the first weighing was made. The cell was returned to the system, heated for a measured time at constant temperature, cooled, and reweighed. The heating and cooling times were quite short since the hot furnace was raised to receive the reactor at the beginning of the run and removed again at the end. The tube heated or cooled quickly. The total mass loss was attributed entirely to effusion of silver vapor from the quartz cell, since empty quartz cells maintained constant mass through similar heating cycles. The vaporized silver condensed on the cold walls of the quartz tube extending above the furnace. Earlier studies in the induction heated unit had shown that the same vapor pressure was found for silver, whether the silver was in contact with the tantalum metal cell or with porcelain or quartz liners. The Pt-Pt-10 pct Rh thermocouple was calibrated against a secondary standard of the same material and found to agree with the published tables. Always operating in air at temperatures below 100O°C,

(communication to the Secretary*):—The Laramie tunnel, though a small one, compares very favorably in the speed of driving with the great Alpine tunnels which have the record so far. I think it safe to say that, taking all things into consideration, the record made at Laramie is the best American record, though it still falls short of the long-tunnel records abroad. In discussing tunnel-records it must always be borne in mind that there are conditions peculiar to each individual tunnel job, so that no comparisons are complete, fair and conclusive. At Laramie there is one point which stands out prominently, and which distinguishes this from any of the recently-built Alpine tunnels, and that is that here we have great progress in an American driven tunnel without the use of a carriage for mounting the drills. At the Arlberg and Loetschberg tunnels, the carriage was an essential condition for progress. All the heading-drills were mounted upon a bar which rested upon a small carriage. This carriage was withdrawn after the drilling and run into the heading after the blast without much disturbance of the drills, and with very little adjustment except that required in jacking the horizontal bar across the tunnel. The carriage was so small in its track-area that it required little mucking to run it in to the face; and as the rock-drills used were heavy machines 38 in. in diameter, progress in setting up and drilling was very much accelerated by the use of the carriage. OIL FLOTATION DISCUSSED BY SOUTHERN CALIFORNIA SECTION . A meeting of the Section was held in the home of R. H. Norton, 335 W. 27th Street, on Mar. 10, thirty-two members and five guests being present. Vice-chairman Staunton opened the meeting with a description of an experiment he made with oil flotation, and then introduced the guest and speaker of the evening, L. C. Penhoel, of the South-western Engineering Co., who gave a very interesting and informal talk on the subject of Flotation. During the talk, as points were raised, there was a general discussion, in which valuable information was brought out. A number of examples of successful competitive, results by cyanidation and flotation in large milling plants in this country and Mexico were cited and discussed. The latter part of the meeting was devoted to a discussion of the bill introduced in the California State Senate, to license and register engineers. Mr. Ernest Strout gave a most favorable opinion of the principal of licensing mining engineers from his extensive experience in the working out of such a law on the Rand. All members who spoke were opposed to this bill as drafted but felt that the subject was of too great importance to the profession to attempt to amend the present bill in the week or two that remains, and that the passage of a bill that was so crude and inefficient for the achievement of the results desired, would harm the engineering profession. After the meeting adjourned a short time was spent in social intercourse, during which light refreshments were served. The appreciation and thanks of the Section is extended to Mr. and Mrs. R. H. THIS paper gives the composition of the iron and slag at different stages in the "air-furnace" process of preparing "hard metal," or white cast-iron, for conversion into malleable cast-iron by annealing. The details of the process are given in an appendix. One of us had been trying for years to work some chemist of some of our malleable-iron works up to a degree of enthusiasm which would lead him to make such au investigation. It would have had the advantage of the greater familiarity with the conditions which one habitually on the spot must have. Failing in this, he made use of an opportunity which presented itself of taking samples here represented, with such fairness as the conditions permitted, holding firmly that a rough approximation to the truth is better than the complete lack of data, or that a bird in the hand is worth two in the bush. We hope that this attempt may stimulate others effectively to duplicate this work, and thus correct or confirm it. Our results are shown in Table I. and graphically in Figs. 1 and 2. Discussion.-At the time when the first two samples were taken, the metal and slag were still too sluggish to permit fair sampling, and not until sample 6 were the conditions really favorable, because at the time of the fourth sample the metal was not fully melted, and even at the time of sample 5 it was still sluggish. Indeed, the slag was probably very heterogeneous throughout, because it took up silica and alumina rapidly from the bottom, and because it was so siliceous as to be sluggish at this relatively low temperature. This hetero-geneousness is exaggerated in the two samples of slag 8, apparently by the great viscosity due to its extraordinary acidity. Note that the manganous oxide of one sample is about two and

In connection with some recent professional work in the coalfields of Western Pennsylvania, with special reference to results of coking operations, I was asked to compile a statement giving the estimated cost of mining coal and manufacturing coke at two hypothetical plants of 500 ovens each, giving the relative yield of coal in coke at each plant; and, upon the average number of working days in each of the past five years, from 1899 to 1903, together with average selling price of coke at the ovens, to prepare an estimate of the relative commercial returns in each district. What seemed at first sight to be a comparatively simple proposition, involving only the ordinary elements of mining and coking costs, became complicated by the lack of standard published records of mining costs and sales, which would be applicable to the subject at issue. Upon searching through the usual channels of Government publicatious and the files of our technical societies and mining periodicals, I was surprised to note the absence of fundamental factors that would approximately meet the case in point. The very elaborate and interesting statistics annually published by the National Government' do not supply the required data for the following reasons:—1. Being reported by arbitrary districts, the average values are too general to be applied to special fields. 2. The value of coal charged to the ovens is apparently based upon the regional average value of the coal if sold in the market, and not upon the cost of production. 3.
