WEIGEL 20] Introduction-Grouting in Mines By definition the word "grout" means a thin mortar, or a kind of plaster or cement, and "grouting" means to fill up or finish with grout. The words "cement," "plaster" and "mortar" mean a substance that is used in a soft state which subsequently hardens. Thus, grouting is the filling of void space with a substance that hardens. Construction cements are the most common substances used, either by themselves or in mixtures, but the term grouting is applied quite correctly when other substances such as plastics and certain chemicals are used. Also, the use of the term grouting to cover the filling of voids with materials that do not actually become hard, such as the flotation tailings used in grouting in the southeast Missouri lead district, should be considered correct, as some stiffening does take place and, anyway, it is a better descriptive term than any substitute. Engineers are interested in grouting because some of the materials with which they must work contain voids, and certain conditions can be improved if these voids can be filled with something solid and permanent. Grouting is done to accomplish several purposes: I. To stop the passage of fluids and gases, 2. To cement materials together to make them stronger, and 3. To prevent consolidation of materials by filling void space with something solid as a replacement for the air and water that could be forced out under load. The construction industry uses grouting extensively for all three purposes. Grouting is used to stop water percolation under and around dams. It is used to control water flow in tunnel driving and in shaft sinking. It is used to improve foundation conditions under civil engineering structures by permanently filling void space and thereby reducing settlement, or by cementing broken rock together and increasing its supporting strength. The oil and gas industry does a lot of grouting, primarily to stop the passage of gases and fluids. The search for oil at increasingly greater depths has meant greater investment per well, and the oil industry has spent large sums on development of improved drilling methods. This

The Library of the above-named. Societies is open from 9 A. M. to 10 P. M. except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

In reviewing the current issues in rock mechanics, the author puts an' emphasis on problems related with the needs of extrapolation in scale and time, and of establishing proper conceptual models, especially in connection with the most recent large-scale and long-term projects such as underground disposal of nuclear waste. In such projects, where valid case histories will not be available for many years to come, the observational method can only be successful if combined with a proper framework approach, such as general rock mass classification systems and behavioral models.

Physical degradation of calcined bauxite is related to the presence of goethite in the raw bauxite and to the development of secondary gibbsite. Goethite in the bauxite matrix will shrink and decrepitate during calcining, leaving a friable matrix and allowing disaggregation of the calcined bauxite during transport and handling. A matrix consisting of cryptocrystalline gibbsite alone or mixed with hematite will not shrink during calcination, yielding a calcine with high abrasion resistance. The development of secondary gibbsite between coarse gibbsite crystals also reduces degradation of the calcine by reducing the amount of disruption between grains resulting from differential thermal expansion.

J., and whether there are. any traces of zinc in these Brazilian-deposits. J. T. Long-distance transportation of solids by hydraulic pipelines holds promise of great economic benefits. In most mineral processing plants today, moving of solids in slurry-form by pipeline is commonplace. Yet in spite of this, the method is slow in being adopted on a broad scale for moving solids over distances of many miles. This is especially surprising in view of the successful realization of two daring ventures in long-distance solids pipelines in this nation within the last five years. One is the 72-mile long, 6-in. diam. pipeline of the American Gilsonite Co. which has been satisfactorily transporting 700 tpd of gilsonite from the mine at Bonanza, Utah, to the processing plant at Grand Junction, Colo., since April 1957. The other is the 108-mile long, 10-in. pipeline of the Pittsburgh Consolidation Coal Co., which has been transporting about 4000 tpd of finely crushed coal from the mine at Cadiz, Ohio, to the Eastlake Power Plant of the Cleveland Electric Illuminating Co. since January 1958.

The events which led to computer control of the grinding circuit at Brenda Mines are described, beginning with mill operating philosophy. High production rates are encouraged so that, despite severe upstream disturbances, a manual control method to meet this philosophy had developed. Unfortunately, due to the time interval between manual control adjustments, losses in production resulted. An analog control method was devised and, although superior to manual control in some situations, was found to suffer from several practical limitations. The data logging capabilities of a control computer seemed warranted. Circuit testwork combined with an analysis of operating data showed that (1) metallurgical personnel at times could increase production rates by as much as 10% over that achieved by grinding operators; (2) the chosen data base required an increase of 2% or more to be statistically significant; and (3) for a 2% increase there would be a significant rate of return of investment in computer installation. Consequently one grinding circuit was fully instrumented, and a rented computer was installed by Brenda personnel. Prior to installation, Brenda metallurgical and instrumentation personnel were trained in the use of the computer. An experimental program was devised with short and long-term objectives. The short-term objective was to develop a practical control strategy which would yield immediate production improvement. This goal has been successfully met as described in this paper. Statistically significant increases in excess of 2% have been established. Work is being completed for the permanent installation of computer control on all four grinding circuits at the present time. Long-term objectives are (1) off-line analysis of the circuit using mathematical models of process units; (2) on-line experiments to study alternative control tactics; and (3) possible expansion of computer facilities to the crushing plant.

THE MILLING PROGRAM on Monday required a morning and afternoon session with a special luncheon of the Milling Committee in the Engineers Club at noon. Grinding and flotation were the main subjects of the papers which drew an attendance of fifty or more at each session. Under the direction of Chairman Arthur F. Taggart in the forenoon, all papers on flotation and general milling were considered, leaving the, after- noon free for crushing and grinding, with Dr. Galen H. Clevenger in the chair. The high spot was the first public presentation of the idea of size reduction of minerals by explosive shattering.

THERE are three distinct varieties of phosphate rock, in Tennessee, known commercially as: (a) the "brown" rock, which is the residual pro- duct of the weathering and natural concentration of certain phosphatic Ordovician limestones; (b) the "blue " rock, which is an unaltered phosphatic stratum of Mississippian or Devonian age; and (c) the "white" rock, which is the result of chemical replacement and deposition. Before 1894, South Carolina and Florida had supplied most of the phosphate of the United States, South Carolina leading until that date and Florida from then until the present time. In December, 1893, the blue phosphate of Tennessee was discovered almost simultaneously on Swan Creek, in Lewis County, by two independent parties-by one as the result of a careful and systematic search for a workable deposit of the long known kidney phosphate, and by the other through mistaking it for a "bloom" of coal. Leases were taken and, with further prospecting disclosing other deposits in the region, the development progressed as rapidly as 'could be expected without railroad transportation

Three types of commercially-available dust suppressants, commonly used in the surface mining industry to control fugitive particulate emissions from unpaved roads, were tested in the laboratory for cohesive strength and resistance to reduced effectiveness by large water addi¬tions. Results indicate that each product tested varies in cohesive strength with a range of 34-300 kPa (5-44 psi). Total cohesive strength depends on the aggregate moisture content and the means by which the sample is dried. Results show that laboratory testing can be used as a decision¬making tool concerning the type of dust suppressant for a particular mining operation. Also, the road surface aggre¬gate moisture content u critical to successful dust suppres¬sant performance. Large water additions to the aggregate road surface after initial suppressant application can pro¬duce nondesirable results. A modified wet sieving analysis is presented to test the effect of water addition.

THE matter that I have on my mind this evening is engineering's need of an open forum. Our fathers of three centuries ago were pro-testanta for freedom of speech and thought in matters religious; later, our fathers were revolutionists for freedom of speech in matters political; until today freedom of speech has become so universal throughout the land that even in the sanctuary of our homes, at times, we have to turn off the loud-speaker. Talk is not always a condition of progress, but light is everywhere necessary to growth, whether the growing thing is a blade of grass, a baby chick, or a young idea, and we must regret anything that tends to shut out the light from the operations of business and industry. Of course, I realize there is little that is novel in what I am saying. Indeed, I have found that Dr. James Douglas-a name we love to honor in our Institute-as long ago as 1907, gave an address at the Toronto meeting that any of us would be proud to be author of twenty-one years after. Dr. Douglas at that time spoke on secrecy in the arts and the text then taken by this leader in metallurgical technique and in the constructive management of big business was "the dangerous temptation to adopt secretive methods by very large corporations." In both thought and language Dr. Douglas was direct and vigorous and he needs no internreter. He advocated the wide open door for ideas on two counts: advancement of technical knowledge and education of public opinion. A few sentences will serve not only to prove the vision of James Douglas, but also, I hope, tempt you to hunt up his address in the Institute's TRANSACTIONS, and thus get his whole thought first hand.

In situ mining is a process for recovering uranium from relatively small or low grade ore bodies. The process involves passing a lixiviant and oxidant, typically NH4HC03 and H202, through a uraniumcontaining ore body. As the solution progresses through the ore body, the uranium is oxidized from the plus four to the soluble plus six state. The bicarbonate complexed uranium laden solution is removed from the ore body and the uranium recovered in an above-ground processing plant. During the leach process lixiviant cations may be sorbed on the ore host, if the host contains exchangeable clay minerals. This report examines the implications of this clay interaction on ground-water quality, the various available in situ mining restoration methods, laboratory procedures for simulation and development of those methods, and the results of using the restoration methods in the field. Various restoration methods, including ground-water sweeping, clean water recycle, and chemical restoration are presented and discussed. The use of ore characterization, agitation leach tests, and column tests to study cation sorption and desorption, and thus, to identify and evaluate restoration methods is discussed. Ore characteristics identify the clay type and clay content, which allows the estimation of the magnitude of the cation sorption by that ore. The chemical effects of clay exchange and of chemical restoration can be examined using agitation leach experiments and packed ore column tests which also provide information on the physical effects. The agitation leach test is a relatively rapid means of determining the sorption and desorption characteristics of an ore. Unlike agitation leach tests, column tests can be used to assess the influence of solutions on permeability, on precipitation problems, and on other chemical changes. The effectiveness of using restoration methods, which were developed and tested in the laboratory, are examined by presenting field restoration data from several mining sites.

(Cleveland Meeting, October, 1912.) UNDER the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been,. that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first. thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. Of the methods that have been used for studying the chemical composition of coal, attack by reagents has not, in general, yielded much information. Most of the reagents used have been strong oxidants such as nitric acid or Schulze's solution. The use of a milder oxidizing agent, such as air at low temperatures, enables progressive changes in the character af the coal substance to be studied and thus helps toward an understanding of its constitution. British bituminous coals frequently have a banded structure. These bands (of four types) can be separated one from another and have been found to possess markedly different chemical characteristics, even when taken from contiguous portions of the same lump coal. It has been found convenient to give each of the ingredients of banded coal a distinctive name, more or less descriptive of its appearance, and the study of the chemistry of bituminous "coal" in England has resolved itself into a study of each ingredient separately. The coal chosen for this work was taken from the Top Hard seam at East Kirkby colliery, Nottinghamshire, a detailed chemical analysis of which has been recorded by Baranov and Francis.' The banded structure was well marked and the bands could readily be separated. The research was confined to the brilliant vitreous bands (vitrain), the dull hard bands (durain) and the "sooty partings" main); for previous work had shown that the fourth type, to which the name clarain has been given, is intermediate in character, chemically, between vitrain and durain. The method of experiment was, briefly, to draw a slow current of moist air through weighed samples (50 gm.) of the three ingredients, vitrain, durain, and fusain, in the form of powder (through a 60-mesh and on a 90-mesh sieve) contained in glass tubes which could be maintained at a constant temperature during prolonged periods. ENGINEERING COUNCIL has passed, not out, but upward! Therefore, its recent wake was conducted by itself as a joyful occasion somewhat in advance of its official demise. Council held its last meeting in Washington, Dec. 16, 1920. Business was transacted with dignified gravity in the forenoon. During the afternoon calls were made upon the chiefs of technical bureaus of the Government: the Chief of Engineers, U. S. Army; Chief of Yards and Docks of the Navy Department; Director of U. S. Reclamation Service; Director of U. S. Geological Survey; Director of Bureau of Mines. The Council pronounced them, each and all, able men and true. But what of the evening? Well, there was a dinner at the Washington Hotel. Twenty-six men gathered around a flower-strewn table-not a casket. As guests, there graced the festive board the hosts of the afternoon calls, and a number of members of the new American Engineering Council. The body about to be apotheosized-otherwise known as Engineering Council-was both jocular and reminiscent. Rewards were bestowed and appreciations expressed. To the man who had for three long years borne the burden of chairmanship and whose financial recklessness made possible the Washington office and the movement for a National Public Works Department, the following "note," duly engrossed and signed, was given, accompanied by "The Song of the Council Crew."

UNDERGROUND operations of the United States Potash Co. at its mine near Carlsbad, N.M., have been continuous since the property was opened about five years ago. Approximately one million tons of potash has been mined and two shafts have been sunk, each to a depth of about 1000 ft. Outstanding in the company's operations is the fact that not a single blasting accident has occurred during the aforesaid period. The purpose of this paper is to describe the blasting practice that has made possible the achievement of this accident-prevention record. The mining method employed in extracting the thick horizontal bed of potash may be described as a double-entry room-and-pillar system. Mine development is kept well in advance of extraction operations, and a three years' supply of ore, at least, is always available. Limits of the orebody have not been determined, and in the present system of mining headings are advanced by a "shortwall" method. This was the first potash ore bed developed in the United States. The nature of the deposit, therefore, was unknown, and it was deemed expedient to outline a conservative mining policy. Later, when more is known about the deposit and certain control ascertained, a "longwall" panel retreating method may be found advisable. The necessity for a domestic supply of potash became a national issue previous to and during the World War. The United States Govern-ment came to realize that this country should not be dependent upon foreign sources of potash, and began extensive explorations in many parts of the country, seeking an orebody that would meet the exacting require-ments of the domestic market. The Department of Interior, through the Geological Survey and Bureau of Mines, made every effort to determine the location of potash deposits and encouraged their exploitation by private capital. Through the combined efforts of the Department of Interior and private industry, the deposit now being worked by the United States Potash Co. was discovered and brought into production.

Very useful general relationships between operating parameters and the operating results for open- and closed-circuit grinding under steady- state conditions are described. The basic idea of the developed methods consists of the introduction of a known reference state. The relations derived from very simple approximations to individual processes allow one to evaluate fineness and mass flow of the desired state after changing the parameters (feed rate, fineness of the feed material, mill length, transport behavior through the mill, classifier characteristics). It was also possible to derive some general relationships, e.g., * an equation for the influence of the operating parameters of the mill on the fineness of the mill output * a criterion to establish if the desired state of a closed grinding circuit is steady state at all * a possibility to substitute the common influence of the transport behavior of the mill and of the classifier by-pass fraction with the coarse stream on the mill outlet product by means of a fictitious worse transport behavior. The applicability of the described methodology to many problems in grinding practice, including questions of controlling grinding circuits, is demonstrated by some examples. In particular, a working diagram of the standard closed grinding circuit has been established.

THE purpose of this study was to measure the vapor pressure of silver as the first step in the determination of activities in silver alloys and to test the limitations of the method adopted. In order to work at low pressures, below 2x10-2 mm of mercury, the orifice effusion technique was employed. To shorten the time of collection of silver from the atomic beam, radioactive silver (Ag110) was used as a tracer. The rate of effusion of a monatomic vapor from an "ideal" orifice, where the thickness of the orifice edge is negligible compared with the orifice diameter, can be readily calculated from the kinetic theory of gases, G = vM a p/v2pRT where G is the weight of material effusing from the orifice per unit time; p is the vapor pressure at oven temperature, T; R is the gas constant; M is the molecular weight of the vapor; and a is the orifice area. Consolidating constants and expressing as the weight of material effusing from the orifice in a period of time, t, (5.83)(10-2) (vM) (a) (t) (p)/vT where GT is total weight of monatomic vapor effused (g); M is molecular weight of the effusing tracer vapor; a is orifice area (cm2); t is time of effusion (sec); p is vapor pressure of effusing material (mm of Hg); and T is oven temperature (OK). The vapor effuses from the orifice in a hemispherical pattern, and the intensity of the beam in any direction is given by the cosine distribution law.' Considering this, the weight of effused material can be calculated from the amount of material passing through a circular collimator intersecting the beam. If such a collimator is in a plane parallel to the plane of the orifice and with center on the normal to the orifice center, GT = G?/1-cos2? = G?/sin2? where G? is the weight of effused material passing through the collimator, and 0 is one half the apex angle of the cone defined by the collimator circumference and the orifice center.
