BEGINNING in December, 1933, and continuing to the close of April, 1934, large sums of money were expended in the states of Pennsylvania, Ohio and West Virginia through the conduct of Federal and State Civil Works Administration, financed by the Government as a part of the President's recovery program to furnish employment to mine employees idle as a result of the economic depression. PURPOSE OF THE PROJECT The protection of the public health against the pollution of public water supply by acid mine drainage was the incentive that prompted the request that the sealing of abandoned bituminous coal mines be made a Federal project. A paper before the Central Section of the American Water Works Association, Wheeling, W. Va., on Aug. 24, by E. S. Tisdale, Chief Engineer of the West Virginia Department of Health, tersely says: In October, 1933, the combined experience of the U. S. Bureau of Mines and the U. S. Public Health Service and the States of Pennsylvania, Ohio, West Virginia and Kentucky resulted in a report being filed in Washington, first with the Public Works Administration and later with the Civil Works Administration, where it was favorably acted upon, calling for these governmental agencies under the direction of the U. S. Public Health Service to expend $1,500,000 in a unified effort to seal abandoned coal mines in Pennsylvania, Ohio, West Virginia, Kentucky and six other states farther down along the Ohio river. The report referred to was embodied in a petition that was signed by the chief engineers of the State Departments of Health of the several states contiguous to the drainage area of the Ohio River. The project as established under Federal supervision became interstate with respect to the several states involved, and upon the termination of the Federal project on Feb. 15, it was authorized as a State C.W.A. project, effective Feb. 20, under the supervision of the State Departments of Health and the State C.W.A. Administration, which continued to March 29, and was succeeded by the S.E.R.B. of the R.W.D. from April 2 to April

This was one of the inadvertences of war. Mr. De Wolf has been Director, or Chief, of the State Geological Survey for approximately ten years. Through the courtesy of the Governor of Illinois, lie was loaned to the Bureau of Mines for about seven months, after which period he resumed his former position.

Introduction – The introduction of computerized monitoring and control (M/c) equipment into the U.S. coal mining industry may prove to be of truly revolutionary proportions in the 801s.Many of you are aware that the British have developed and have been using such sophisticated M/C equipment for performing production and safety related tasks in their coal mines for nearly a decade. The benefits of M/C systems in the mining industry are usually separated into those which improve productivity, and hence make money for the company, and those which improve safety, and hence cost money. The economic benefits of M/C are startling for the production related functions such as for monitoring and controlling conveyor belts, de-watering pumps, electrical power distribution, and the like. It doesn't take much analysis to show that hundreds and even thousands of tons of coal don't get mined every time a belt shuts down or when power is out due to circuit breakers tripping for any number of reasons. A flood, caused by a malfunctioning pump which goes undetected for lack of feedback monitoring of pumping parameters, can destroy literally millions of dollars worth of mining equipment. The M/C system would be justified or not based on whether or not the productivity benefits balanced the cost within a timespan commensurate with the return on capital philosophy of the company. The safety related benefits are easily underestimated or ignored completely and the purpose of this paper is to under-score some of these benefits, as well as to review the application of M/C to the coal mining industry. The companies involved are Transmitton Ltd of England and Minetics Corp of Pittsburgh, Pennsylvania. Transmitton is probably the most experienced manufacturer of M/C equipment in the world having some 200 installations to its credit. Minetics is the marketing and manufacturing arm for Transmitton in the U.S.A. and is responsible for all aspects of distribution and service. Plans are underway for manufacturing of the Transmitton hardware for U.S. sales to be transplanted into U.S. subcontractors by 1981. Thus our coal mining industry will benefit from British technology, but without the delays and additional costs usually involved in international shipments.

Fluoride, generally less than 0.5 ppm, is present in ground water from rocks of Paleozoic age and older, in northern and eastern Alabama. Some of the water-bearing formations in the Coastal Plain area of the State yield water with as much as 6.8 ppm fluoride.

In recent years there has been an increasing effort to attract students into engineering. Obviously, the effort is necessary because young people find the image of the engineer unattractive. Some of the things they find unattractive are real, some are not, and part of the problem is too little knowledge of the field. First, I would like to comment on some of the ideas which appear to be justified. Engineering is a difficult course of study. True, and nothing can or should be done to change this. The education is continually being improved, but it is unlikely to be made easier.

ARC welding can be defined as a process whereby two A pieces of metal are brought together, heated to a molten state by the heat of an electric arc, and fused into one piece. There are several kinds of arc welding: the metallic arc, the carbon arc, the atomic hydrogen arc and the shielded arc methods. A short description of each, together with its major applications, will serve to distinguish between them. Metallic arc welding involves an arc drawn between a metal electrode and the material to be welded, called the work or the "parent metal." It may be further subdivided into hand and automatic welding, depending on whether the electrode is fed to the arc by hand or by motor drive. This form of arc welding can be applied to most welding operations. Exceptions to its use consist of applications where very thin metals are to be welded; where it is desired to join the work with- out adding metal; or where extreme ductility may be required:

The world appetite for minerals in the, third quarter of this century grew at a higher rate than had been anticipated. To illustrate, consider the experience of four, commodities. Excluding the Communist bloc, sometimes referred to as the centrally planned economies, demand for aluminum increased at a compound rate of 8.6% between 1950 and 1975,; copper rose by 4.4%; iron ore by 5.5%; and tin, the laggard in the group, by 2%. Except for tin, the figures are substantially greater than growth rates anticipated in 1950 in the Paley Commission report and other studies. The growth rate was not evenly distributed in geographical areas. Professor Wilfred Malenbaum of the University of Pennsylvania did an interesting study breaking these figures down as among three principal sources of demand -- the United States, other industrialized nations (which he referred to as the "rich lands"), and the developing world (which he referred to as the "poor lands").

A hybrid finite element-boundary element code with eight noded isoparametric finite elements and three noded boundary elements is described for plane strain and linear isotropic elasticity. In the direct formulation of the Boundary Flement Method, quadratic variation of geometry and displacements, and linear variation of tractions with respect to the element intrinsic coordinates are used. The boundary element region is treated as a "super-element" in the finite element sense.

Changes in stored energy, resistivity, density, X-ray line broadening, and dislocation arrangements (from transmission electron microscopy) have been mensured on copper specimens shock-loaded at 75 to 435 kbars. The stored energy in shock-loaded copper and changes in density and resistivity are larger than those after conventional deformation. A high density of twins makes an appreciable contribution to all the measured quantities. Dislocation densities rise to values of 1011 lines per sq cm at the highest pressure. The resistivity, density, and X-ray In a study of the effects of shock loading on copper, changes in stored energy, resistivity, density, hardness, lattice parameter, line broadening, and dislocation structure have been examined after subsequent annealing of specimens shocked to various pressures. This paper presents certain aspects of the data, taken by two groups, one at the Illinois Institute of Technology, and the other at Northwestern University, and compares the changes in these properties, and what they indicate about the effects of shock deformation. measurements yield dislocation densities in substantial agreement at all pressures, after correcting for the effects due to the twins. At the higher pressures, electron microscopy yields dislocation densities that are lower by a factor of about 5 to 10. Dislocation densities from stored -energy measurements are high; this finding can be rationalized by the consideration that the deformation twin boundaries present are largely incoherent. There is no evidence for homogeneous dislocation nucleation during shock loading. Shock loading any metal or alloy, such as copper, causes a large increase in yield strength, with dimensional changes of the order of only a few percent."' Other properties have not been extensively studied, but this result clearly indicates the importance of examining the substructure. Previous studies of the substructure of conventionally deformed specimens have been made using electron microscopy,3-6 X-ray diffraction,7,8 and etch pitting.9,10 The dislocation density can reach values of about 10" per sq cm; and the dislocations are arranged in cells approximately 0.15 in size. The substructure varies widely, however, from point to point in the specimen. The substructure of explosively loaded copper consists of cells of about the same dimensions6,11 but their size is more uniform.6 Profuse twinning occurs12,13 and the twins are often too small to be detected optically.6,13 The boundaries outlining these twins appear to be incoherent.14 There is now ample evidence 13-15 that twinning is a strengthening mechanism in fcc metals but this is only part of the strengthening effect in shock-loaded copper.* From the twinning systems which operate in shock-loaded single crystals,13 and from changes in texture on shock loading,17 it has been shown that both the

CONSIDERABLE deep hole prospect drilling has been done in the last few years in the Globe-Miami mining district about 70 miles east of Phoenix, Arizona, and in the San Manuel-Tiger area about 50 miles south of the Globe-Miami region. More than 205,000 ft of churn drilling have been completed by the San Manuel Copper Corp. at their property in the Old Hat Mining District in southern Pinal County. The deepest hole on this property is 2850 ft; there are 49 holes deeper than 2000 ft. At the adjoining Houghton property of the Anaconda Copper Mining Co., where only one hole reached 2000-ft depth, there were 27,472 ft of churn drilling and 3436 ft of diamond drilling. Three churn drill holes were deepened by diamond drilling methods. Near Miami in the Globe-Miami district the Amico Mining Corp. drilled four holes by combined churn and rotary drilling methods, the total amounting to 13,879 ft, of which 2256 ft were drilled with a portable rotary rig. In the same district, besides doing a large amount of shallow prospect drilling, the Miami Copper Co. drilled two holes of 2560 and 3787 ft, respectively, which were completed by churn drilling methods. The rocks encountered in drilling at San Manuel and Tiger are described by Steele and Rubly in their paper on the San Manuel Prospect' and by Chapman in a report on the San Manuel Copper Deposit? The rocks are well-consolidated Gila conglomerate, quartz , monzonite, and monzonite porphyry. In some places these formations stand very well while being drilled, and three holes were drilled without casing, the deepest of which was 2200 ft. In other holes faulted and fractured ground made drilling difficult. In the Globe-Miami district the deep drilling was done in the down-faulted block of Gila conglomerate east of the Miami fault and in the underlying Pinal schist. The geology of this area is described by Ransome.3 In the Amico holes the conglomerate varied from material consisting entirely of granite boulders and fragments to a rock made up of schist fragments in a sandy matrix; in the Miami Copper Co. holes there were more granite boulders and the material was poorly consolidated. Drilling was much more difficult and expensive in the Miami area than in the San Manuel district, mainly because of the depth of the holes and the formations drilled. All the deep hole prospecting described in this paper was done with portable rigs. The churn drill rigs were of several types, of which the Bucyrus-Erie were the most popular. Bucyrus-Erie 28L, 29W, and 36L rigs were used on some of the deeper holes on the San Manuel property. A few Fort Worth spudder types were tried, and the deepest hole at San Manuel was drilled with a Fort Worth Jumbo H. The spudder type is considerably larger than most other rigs used on this work and required a larger location site. The spudders were belt-driven machines with separate power units, and time required for setting up and moving was much longer than with the more portable drills. All the churn drilling was done by contractors or with machinery leased from them. A few of the contractors had complete equipment, including most of the necessary fishing tools. Unusual and special, fishing tools were obtainable from the supply companies in the oil fields of New Mexico or in the Los Angeles area. Most of the contractors used equipment with standard API tool joints, so that much of it was interchangeable. Failure of tool joints is one of the principal causes of fishing jobs. It can be minimized if the joints are kept to the API specifications and the proper sized joints are used in the various holes. The minimum sizes that should be used with various bits are as follows: 12-in. and larger bits, 4x5-in. tool joints; 10-in. bits, 3 1/4x4 1/4-in. tool joints; 8-in. bits, 2 3/4x 3 3/4-in. tool joints; 6-in. bits, 2 1/4 x3 l/4 -in. tool joints; 4-in. bits, 1 5/8 x2 5/8-in. tool joints. Two rotary drill rigs were tried at San Manuel on the same hole, and a portable rotary drill rig was used on the Amico drilling for test coring the formation and for drilling in holes 3 and 4. Rotary drilling differs from churn drilling or cable tool drilling in that the bit is revolved by a string of drill pipe and the cuttings are removed from the hole by a thin solution of mud pumped through the drill pipe. The principal parts of a rotary rig are the power unit, a rotating table to revolve the drill pipe, hoists to raise and lower the pipe and to handle casing, and a pumping system to circulate the drilling liquid. The rig used on the Amico property at Miami was mounted on a truck. The larger rig used on the San Manuel property was hauled by several trucks and had separate turntable and pumping units. Diamond drill coring equipment was used successfully with the rotary rig in the holes on the Amico property, To allow for 2 3/8-in. drill pipe with tool joints, 3 1/2-in. core barrels and bits were used. With the standard 3 1/2-in. core barrel there was considerable difficulty in maintaining circulation with mud, so a barrel was designed with a smaller inner tube and a broad-faced bit. This allowed coarser material to circulate between the barrels. Rock bits of 5 5/8 to 3 7/8 in. were used with the rotary rig for drilling between core runs. Diamond drill equipment is much lighter than churn drill tools, so that fishing tools can usually be obtained from supply houses by air express when needed. Three churn drill holes on the Houghton property at Tiger were deepened by diamond drilling with Longyear UG Straitline gasoline-driven-machines. The open churn drill hole was cased with 2 1/2-in. black pipe. INTRODUCTION The Overseas Private Investment Corporation ("OPIC") is a U.S. Government agency mandated to promote the economic development of the less developed countries ("LDCs") by assisting U.S. private investment in the Third World. Generally, investment decisions turn on the optimism or pessimism of the private sector's financial analysis of a project, with market price of product a major unknown in a very chancy set of projections. Discussions with American mineral companies, however, show that, more often than not, in developing country projects it is the political risks of investing in mineral exploration and extraction that pose the most serious deterrent to investment. In several of the projects described here, investments would not have been made if OPIC had not been involved providing support to the project sponsors and their funding sources. Clearly it is not OPIC's business to promote U.S. investment in a project which is not commercially viable, but OPIC's programs can neutralize the political uncertainties which act as disincentives to investment in otherwise commercially viable projects. That is to say, OPIC's programs are designed to reinforce market decisions and not distort them. Although OPIC is an independent agency of the U.S. Government, it is managed by a Board of Directors, the majority of whom come from the private sector. This, coupled with the statutory requirement that it be self-sustaining and operate with due regard for the principles of prudent risk management, requires that it operate on a business-like basis. Although established as a development agency, to the business public OPIC is both an insurance company and a lending institution, with two major programs which are available to U.S. investors in the minerals sector: its political risk insurance program and its finance program. Each has been specially tailored to the meet needs of the mining industry. The insurance program provides coverage against four basic types of political risk: Currency Inconvertibility, Expropriation, loss caused by War, Revolution and Insurrection and Interference with Operations as a result of an act of War, Revolution or Insurrection. Coverage against the risks of Civil Strife can be added to both War, Revolution and Insurrection coverage and Interference with Operations. Inconvertibility coverage provides protection against a deterioration in an investor's ability to convert local currency into U.S. dollars. This deterioration can be the result of either active or passive delays. Active delays consist of a change in exchange laws or regulations that leads to inconvertibility delays of 30 days or more. For example, if the exchange regulations at the time of contract execution allow an investor to transfer earnings equal to 18% of its registered capital per annum and the government of the host country later changes the law to allow conversion of only 12%, the insured would convert the 12% transferable under the new exchange regulations with the government foreign exchange authorities, delivering the remaining 6% to OPIC for conversion at 99% of the then prevailing rate of exchange. (OPIC does not cover devaluation risks.) Upon delivery of the local currency to OPIC, normally at the U.S. Embassy in the project country, the insured's account in the U.S. would be credited with dollars. Delays can also result from what is termed passive blockage, which includes administrative delays of more than 60 days (sometimes longer) caused by the bureaucratic tie-ups or pigeonholding of transfer requests, as well as delays suffered simply because the government of the host country does not have sufficient foreign exchange. The transfer procedure is the same as with active blockage - the local currency is delivered to OPIC in the project country and OPIC provides dollars in the United States at the then prevailing rate of exchange. The second coverage -- Expropriation -protects not only against the loss of the investment due to the well-known risks of expropriation, nationalization or confiscation by the host government, but also against
