It is not known when silica sand was first noticed along the north coast of Puerto Rico, but the first mention of its occurrence was made in 1922, by N. L. Britton,1 who described its presence in isolated patches extending from Loiza westward beyond Manati. Further observations were made in 1925 and 1926 by Meyerhoff,2 who extended the known occurrences still farther westward to the low hill belt in the Quebradillas limestone immediately south of Hatillo. The extraordinary purity of the sands, which in most localities exhibit no contamination from the non-siliceous materials surrounding them, was quickly appreciated, and the feasibility of utilizing them for the manufacture of glass was investigated, initially by the Committee on Mineral Resources3 and later (1936) by the Puerto Rico Recon-structionAdministration and by H. C. Ray, mining engineer of the Insular Bureau of Mines. In 1934 samples submitted to the Hazel Atlas Glass Co., of Washington, Pennsylvania, were reported to have the composition as shown in the table on column two. Appreciation of the quality of the sand prompted geological and quantitative studies of the deposits, as well as cornmercial investigations to determine the feasibility of utilizing it locally or on the mainland for the manufacture of glass containers. Distribution of the Sands The quartz sands consistently lie within the outcrop area of the Quebradillas limestone, the youngest of the Miocene formations in the Tertiary coastal plain that fringes the northern coast of the Island. Many of the deposits are closely associated with limestone outcrops, but some appear to be embedded in lagoonal sediments at some distance from rock exposures, and at least one deposit, near Dorado, has been reworked by waves and littoral currents. With this single known exception, the deposits consist of irregular, patternless patches of white sand, which have sharply defined contacts with the surrounding material. Although patches of sand are present in a 90-km. belt that is not more than 5 km. wide, extending from Loiza to Hatillo, they attain maximum size, purity and number in the north central coastal area between Dorado and Barceloneta. IT will be recalled that when educational instruction for the mineral industry began at Freiberg, at the beginning of the eighteenth century, the original aim was to organize and systematize the procedures previously followed by young men in gaining familiarity with the technology then in use. There must have been many other ideas current, even then, as to just what a young man needed to learn in order to become capable of assuming responsibility for the supervision and direction of such technical work. The problem in Europe was decidedly different from that in nineteenth-century America, because some of the European mines were actually owned and operated by the governing authority and the others were supervised, regulated, and taxed by it. The American problem was the efficient performance of technical operations; the European one was regulatory supervision. It was natural, therefore, that in the development of educational processes in Europe stress was laid on those factors which conserved and protected the interests of the state. The study of mineralogy and geology, leading to correct judgments as to the workability and value of mineral deposits; assaying, which gave the means of quantitative measurements, as did surveying; chemistry, which furnished a better basis of understanding for assaying, mineralogy, and geology; and physics and mathematics, which are the bases for the understanding and efficient use of mechanical appliances, became the core of systematic instruction for the mineral industry. It was early recognized that men could learn more than was already known about all of these subjects and education took on that dichotomy which still characterizes it; the teaching of established knowledge to the unlearned, and that of extending of the bounds of knowledge, now loosely termed research, which after two and a half centuries of work still shows

Current research by the US Bureau of Mines to develop technology for improving efficiency and productivity in metal/nonmetal mines is described. The research program addresses a wide variety of problems associated with each of the major categories of mining: underground mining, surface mining, m situ mining, and premining investigations. An overview of the Bureau's research activities is given with emphasis on underground mining. In particular, two innovative and promising concepts currently under development are described: a unique shaft sinking system that uses an impact hammer for rock fragmentation, and a low-profile portable crusher for underground hard-rock applications.

Orebodies with intricate three- dimensional shapes (such as porphyry molybdenum deposits) are difficult to model using geostatistics or other computer- assisted methods. 'The strong trends in their spatial grade distributions occur as mathematically complex shapes and prevent the customary assumption of local stationarity that is required for accurate ore reserve estimation. "Zoned Kriging", a new method developed by AMAX, solves this problem directly by using the geologist's interpretation of the ore zones as a parameter in the kriging equations. The geological basis and methods used in the Climax ore zoning technique are reviewed and discussed relative to their application in zoned geostatistical modeling. The Zoned Kriging technique is described and demonstrated using data typical of mineral de- posits.

DAVE BARTLEY and Edwin F. Gray, miners, late of Shasta County, California, young, healthy, and "dead broke," arrived at Ely, Nevada, one evening in the summer of 1900. Before rustling jobs and going to work, they decided to look around the camp, and in pursuance of this plan they visited a number of claims owned by D. C. McDonald, Justice of the Peace and pioneer of the district. Among the claims he showed them were the Ruth (named after his daughter) and the Kearsarge. Both were regarded as possible gold or silver properties. For no very definite reason the two miners changed their plan and took a lease and option to buy the two claims for $3500. After the transaction was closed and the partners were alone, Gray asked Bartley what he thought of the ground. "If she's good for anything, it's copper" was the reply; and, so far as the records disclose, that was the first time that anyone ever thought of Ely or the Robinson mining district, as it was called, as a possible copper area. There were some slight surface indications of copper, but it is probable that the fact that Bartley had just come from a copper district had something to do with his predilection for a metal that was much despised around Ely. In any event, his hunch was good, and he spoke with the wisdom of an oracle. For thirty years prospectors had sought gold and silver around the camp. Several stamp mills and cyanide plants had been put up and a hundred shafts had been sunk, but fate had been indifferent in its rewards to the optimistic owners. Copper ore would have to be hauled by wagon, 150 miles down Steptoe Valley to the Southern Pacific Railroad, and there was scant hope of finding ore that would bear this cost. W. B. TWO years ago the American Institute of Mining and Metallurgical Engineers made a memorable contribution toward a better understanding of the problems that have for many years confronted the coal industry. Specific suggestions toward betterment were then advanced, certain of which were taken up, amplified and endorsed by men who were conscien-tiously interested in the work of lifting this great industry out of the morass it has lain in for years. Two certain suggestions then made-provision for seasonal variations in railroad freight rates that would tend to encourage the purchase and movement of coal during the low summer production period, and provi-sion for the collection by the United States Government of all the facts surrounding the industry-were intro-duced in the form of legislation in the United States Senate by a member of that body, a man whose personal character, antecedents and business training put him above and beyond all suspicion of demagoguery; however, as the result of the insistent, vindictive opposition of the industry itself, these two bills, con-structive in their nature, were buried under an ava-lanche of misrepresentation. Today, with all mines that employ union labor at a stand still, the work of stabilizing the industry is yet before us. As aptly stated by Herbert Hoover, in March, 1920, when he was president of the Institute; An engineering organization is particularly the body to under-take this work. It is an economic problem, an engineering pro-blem within the ken of our experience; it is a problem that requires not only constructive thought but quantitative thought and wise social thought. The engineers of the United States occupy a position midway between capital and labor. They enter upon problems of this kind without prejudice either way, and they have that faculty of mind for quantitative thought, as distinguished from qualitative thought, that takes such problems as this out of the region of politics into the region of matter-of-fact solution.

The object of this paper is to enlarge the field of settling velocities treated by me in my former papers, Close Sizing Before Jigging, and Sorting Before Sizing.' There seemed need of work both on coarser and on finer sizes. Messrs. A. Sidney Warren and M. L. Nagel undertook the investigation for the coarser sizes, from 12.85 mm. down to 2.05 mm. diameter. Their work, because of the closer spacing and because of the increased number of observations and consequent stronger averages, called for a revision of the former work. Messrs. G. A. Barnaby and Ralph Hayden undertook this part of the work, from 2.49 mm. down to 0.28 mm., which is near the limit of sifting. Their work covers the ground much more minutely and comprehensively than the former papers. There remained to be covered the portion of the field too fine for investigation with the sieves. This part, covering the range of grains from 0.48 to 0.03 mm., was undertaken by Mr. E. S. Bardwell. For it he used the elutriation method. 11. The First, or Coarsest, Section of the Field. The first desideratum in this investigation was a series of sieves for sizing the sands preparatory to making the tests. It became necessary, therefore, to decide on a sieve-scale for this purpose. A sieve-scale is a series of sieves in which the dimensions of the holes of the successive members form a series increasing by a definite ratio. INTRODUCTION Ronald G. Stovash General Superintendent Consolidation Coal Company Shoemaker Mine Moundsville, West Virginia Consolidation Coal Company's Shoemaker Mine is located in West Virginia's Northern panhandle near Wheeling, adjacent to the Ohio River. Steam coal is mined from the Pittsburgh #8 seam which averages 65 in. in thickness. The 10 in. of draw rock directly above the coal is taken on advancement, but remains when longwalled. The top consists of up to 12 in. of lower quality coal, and immediately over that, up to 10 ft of multi layered shales, coal, and bone. The cover ranges from 300 to 800 ft of shales and limestone. Two longwalls operate in the mine. The first longwall started in April 1975 and is retreating its eighth panel. This wall was the first to use shield supports in the United States. The second longwall started in September 1979 and is currently retreating its first 7,000 ft panel.

A quantitative explanation is offered for the peculiar curled grain shapes found in the microstructures of drawn wires of bcc metals and compressed aluminum specimens. It is shown that once an [011] fiber texture is developed, the slip system are so oriented that further slip tends to produce plane strain rather than axially symmetric flow of individual grains. With plane -strain flow, however, compatibility of neighboring grains can be maintained only by a bending of grains about one another. PROBABLY the most obvious microstructural feature of heavily worked metals is the distorted shapes of grains. In the course of deformation, the shape change of each grain must be compatible with that of neighboring grains; otherwise holes would be formed at grain boundaries. In analyses of poly-crystalline deformation by Taylor and subsequent workers it was assumed that grain boundary compatability was maintained by each grain undergoing the same shape change as the polycrystalline aggregate in which it is imbedded. According to this assumption, when simple tension or compression is applied to a random polycrystal or to one with a fiber texture, each grain ought to deform with axially symmetric flow. Initially equiaxed grains should become cigar-shaped during wire drawing and pancake-shaped during compression. While microstructural observations of deformed metals are generally in accord with such a picture, certain striking exceptions may be noted. Peck and Thomas5'8 found that grains in heavily drawn tungsten, iron, and niobium (columbium) wires become shaped like ribbons curled about the wire axis, Fig. 1. At a suggestion from the author, they rationalized the development of these micro-structures by considering the orientation of the slip systems in the [011] texture formed by the wire drawing. It is shown in this paper that marked departure from axially symmetric flow of grains is also observed when polycrystalline aluminum is severely compressed. Again the explanation must lie in the orientation of the slip system in the [011] texture, which is formed in fcc metals by compression.' THEORY A simple quantitative argument will be presented to show that the development of these microstructures is a result of flow on the combination of slip systems for which the minimum amount of mechanical work is expended in producing a unit tensile (or compressive) strain. Deep-seated human instincts urge us to positively mark the passage of time. We celebrate the passage of each year. Years give way to decades, and decades to half centuries and centuries. At all these mileposts we are inclined to pause, take a look around and catch our breaths before embarking on the next leg. We are at such a point now and this meeting I am sure will give direction to the road ahead into the decade of the seventies. In looking around at this point, 1973, it is obvious to all of us that the environment in which we must mine, mill, smelt and refine lead and zinc has radically changed. These changes have, of course, occurred over a long period of time. They have, however, all been in the same general direction. They have all had the same motivation. The period of greatest contrast is probably the fifteen years just before World War II and the fifteen years following the end of that war. I thought that I might review briefly with you what seems to me to be four of the more important changes that have developed since World War II that profoundly affect our activities in the lead and zinc industry. I mentioned before that all these changes have been in the same direction; that is, they have all tended to restrict our freedom of action in pursuing our objective of producing lead and zinc on a competitive basis at a profit. Consequently, in discus- sing them you may think that I am merely viewing with alarm. This is not the intent. This is merely supposed to be an objective analysis. I think it appropriate before discussing these trends in de- tail to examine the position of lead and zinc today.

My predecessor in the office of President of the Institute started a custom of visiting the various local sections, thus obtaining their points . of view and their ideas as to how the Institute can best serve the interests of its members. Exceedingly valuable- exchange of ideas was thus brought about. I am following this custom as far as the limited amount of free time at my disposal will allow me, and I trust that my successor in office will appreciate the benefit to be derived from following the custom thus initiated and will continue the swing around the circle of the local sections. The activities of the Institute are increased by the prestige gained from large numbers and I trust that every member of this local section will consider himself a member of the committee on increase of membership and will see if he is not able during the coming year to gain at least one new member for the Institute. This is a perfectly possible proposition for, although the membership of the Institute is at present approximately seven thousand, I feel sure there are at least seven thousand more men in the United States who are interested in mining, metallurgy or geology from the metal-mining point of view who would make admirable members or associate members of the Institute. The first consideration of the Institute as a body, and of each member as an individual, is to win the war and defeat the Huns. In order to accomplish this, the Institute, as a body, has cooperated with the other national engineering societies and the great bureaus of the Department of the Interior, the United States Geological Survey and the Bureau of Mines in forming committees to study and advise the Government on pressing problems of vital importance.

F. W. SPERR, Houghton, Mich.-Why does 10 to 20 per cent. of the ore formation have to he lost? It is not clear to me why it should not all be taken out, from the conditions as I saw them underground this afternoon. H. I. YOUNG.-The grade of our ore is so low that we cannot stand the expense of timbering to support the roof, which, in a sheet-ground mine, would be from 25 to 50 per cent. of our total mining cost at present. After the orebody is mined out, we can often recover 10 to 20 per cent. of the material that is left. F. W. SPERR.-I think it should be a very simple mining engineering problem to mine all of that mineral without the use of a stick of timber. Similar work has been done in the mines of Grand Rapids Plaster Co. The usual operation in deposits of this kind is to open up and excavate as far as the roof will stand; when it caves, start in and dig somewhere else. But in the case I referred to they learned that by working the ground more systematically and leaving in a sufficient amount of pillar, they could later draw those pillars and get them all, and avoid uncon¬trolled breakages which would be likely to occur if they tried to hold up the overburden permanently. From the point of view of safety and also from the financial point of view, I contend that it is better to keep the caving under control and make it do what you want it to do, rather than to take out what you can conveniently for the time being and after a while be compelled to let the overburden do what it pleases.

The mine and milling plant of Demonstration Gold Mines, Ltd., is near the city limits of Baguio, Mt. Province, P. I. The mine road connects with the main highway to Manila. The nearest railway point is near sea level, approximately 40 miles distant. The Baguio district is very mountainous and has one of the heaviest rainfalls in the world. It is therefore difficult to maintain roads or to impound tailings and mine dumps. All supplies are trucked into the district direct from Manila or the nearest railway point, which means uncertain deliveries and high freight rates. Installation of equipment is difficult and costly. The average elevation at the mine is 4000 ft. and the climatic conditions are ideal except for a three months rainy season. The company generates its own power for mining and milling operations with three 400-hp. Ruston Diesel engines direct connected to 250-kw. General Electric alternating current generators. Labor conditions have been excellent, although at present social security laws are causing some unrest. Labor receives a higher average wage rate in this district than other labor in the Islands. The company also furnishes free living quarters, hospitalization and workmen's compensation. Taxation has been reasonable up to the present time, but some of the new mining legislation may make it difficult to operate and pay dividends. The future depends largely upon the continuation of $35 gold and the political outcome in the Islands. History The Demonstration ore body was worked by the Igorots for many years, as evidenced by old stopes and fill encountered in present operations. Attention of Americans was first attracted soon after the Spanish-American war. During the building of the Benguet road to Baguio, the engineers and foreman became interested in the geology of the district.
