For many steel parts it is desired to obtain the maximum toughness consistent with the strength required by the mechanical design. It is generally recognized that the greatest toughness at any given strength is found in steels having a tempered martensitic structure.' and is virtually independent of the composition of the steel2 (except for carbon). The choice of the composition of a steel for the parts in question should be based, therefore, on hardenability considerations and on manufacturing facility and economy. In a recent paper3 the concept of hardenability was discussed and a somewhat new approach to the problem was suggested. The hardenability was defined in terms of the cooling conditions (speed of cooling) required to avoid the pearlite and the bainite reactions. Since all the alloying elements do not have the same effects on the two reactions, the bainitic and pearl-itic hardenabilities must be considered separately. In order to design a steel for a given part, it is necessary to design a composition that has both sufficient pearlitic and sufficient bainitic hardenability. However, this requirement does not fix the combination of alloying elements to be used; an infinite number of steels would have the required hardenabilities. Other considerations limit the choice. For example, decreasing the carbon content increases the toughness at a given hardness, and for this reason low-carbon steels are often desired. Limitations or requirements of refining, casting, or forming practices often affect the level of some of the alloying elements. Price considerations enter. Frequently, however, it is very desirable to minimize the tendency toward quench-cracking while maintaining the necessary hardenability. This paper is concerned with suggesting a method for choosing compositions that will have the required hardenability together with minimum tendency toward quench-cracking. Quench Cracking Since only the case in which the entire part will transform to martensite in the particular quench employed is being considered, the analysis of the quench-cracking problem is somewhat simplified. Quench-cracking arises from the temperature gradients existing throughout the piece during cooling. Because of these temperature gradients, the contraction arising from the decreasing temperature and the expansion arising from the austenite-martensite reaction do not occur uniformly over the parts, and stresses are set up that tend to cause cracking. The temperature gradients can be reduced by decreasing the severity of quench. This, however, requires that the hardenability be correspondingly increased by increasing the carbon or alloy content. The solubility of oxygen in zone-refined iron was determined in the temperature range.from 881" to 1350°C. The solubility in a iron at 881°C ms found to be about 2 to 3 ppm; in y iron, the solubility was found to increase from about 2 to 3 ppm at 950°C to about 25 ppm at 1350°C. The permeability of oxygen in an iron -0.1 pct Al alloy was determined in the y iron range, using an internal oxidation technique. By combining the permeability and solubility data, the diffzisivity of oxygen in y and a iron was calculated. The oxygen diffusivity in solid iron may be s~immarized as follows: 8820 For 6 iron and IN a recent paper, Hepworth, Smith, and Turkdogan1 reported on the solubility, permeability, and diffusivity of oxygen in 6 iron, together with permeability data for oxygen in a iron. In the present investigation, similar measurements were made in the ? phase region. In addition, a solubility measurement was performed in the a phase region to permit calculation of the diffusivity of oxygen in a, iron. References to early work on this subject are given in the previous publication.' EXPERIMENTAL Solubility Measurements. The oxygen solubility was determined by equilibrating cylindrical samples 0.3 in. diam by 14 in. long of zone-refined iron in water vapor-hydrogen gas mixtures. The zone-refined iron was prepared by B. F. Oliver of this laboratory, using an apparatus and technique described elsewhere.2'3 Six zone-melting passes were used to achieve a total impurity level of about 30 ppm. Of this 30 ppm, the combined nickel and cobalt content was about 20 ppm, oxygen was 4 ppm, and all oxidizable impurities less than 1 pprn each. A vertical resistance furnace wound with molybdenum wire was used for the experiments. The temperature was measured before and after each experiment with a Pt/Pt-10 pct Rh thermocouple. In the gas train, flow rates of hydrogen and argon were measured with capillary flow meters, and the resulting mixtures were passed through a column containing 90 pct oxalic acid dihydrate and 10 pct anhydrous oxalic acid to obtain predetermined ratios of H2O to H2. The vapor pressure of H2O above this mixture as a function of temperature is well-known.4 The exit gas was ana- lyzed periodically for H2O, and good agreement (+3 pct) with the calculated composition was obtained. The zone-refined iron specimens were held in the furnace for a sufficient length of time for equilibration, e.g., 18 hr at 1350°C and 1 week at 881°C, then quenched in a brine solution. After removing the surface oxide from the samples by machining, duplicate analyses were obtained by a combined vacuum fusion-infrared method; oxygen analysis was reproducible within 2 ppm. Permeability Measurements. The permeability of oxygen in alloys containing about 0.1 pct A1 was determined by internal oxidation and measurement of the subscale thickness as a function of time. The experimental alloys were prepared by adding aluminum to electrolytic iron (grade 104A plastiron) that had previously been vacuum-carbon deoxidized. The resulting ingots contained about 20 ppm O, 100 pprn C, 40 pprn Si, 50 ppm Mo, 20 ppm P, 20 ppm S, and 20 pprn Zr as the principal impurities. After hot rolling the ingots to 1-in.-thick slabs, specimens were machined from the stock in the form of rectangular plates, 4 by 5 by 2 in. The general procedure for the permeability experiments was the same as those for the solubility measurements. The specimens were cooled in a reducing atmosphere rather than quenched, however, in order to maintain a clean surface for measurement of the sub-scale thickness. This measurement was made on a polished cross section of each specimen, using a microscope with a micrometer stage. The inclusions formed at the lowest temperature 1033°C were too small to be seen with an optical microscope. An electron micrograph showing the size and shape of individual particles is shown in Fig. 1. The dark band in the picture is a boundary between two subgrains. The subscale thickness in these samples was measured with an optical microscope after heavily etching in 2 pct nital, which gave contrast between the subscale and the unoxidized zone.

Studies made with a captive bubble apparatus on the sulfidization and collection by amyl xanthate of true chrysocolla specimens have defined the ranges of pH value and sulfide concentration which permit contact between the bubble and the mineral surface. Titanium compounds were the most effective of the materials found to activate the sulfidization of chrysocolla. With titanium activation, the contact angles and the ranges of pH value and sulfide wncentration giving bubble contact were all increased. Chrysocolla ores were concentrated by flotation. Chrysocolla ores occur at many localities in grade and quantity sufficient to make mining and millin feasible, but no satisfactory method of concentratio has been found. Although chrysocolla may be leached with acid, only those ores without acid-consuming gangue may be leached economically. Because of its potential importance, a study of the conditions nece sary for flotation of chrysocolla has been carried ou The literature contains a few references to flotation of chrysocolla. Two methods were developed by the U. S. Bureau of Mines.1,2 The first consisted of a fatty acid soap and a high xanthate as collectors of chrysocolla from a synthetic ore, while the second involved the use of hydrogen sulfide and xanthate. Ludt and DeWitt3 demonstrated the difference in adsorptive powers of chrysocolla and quartz for bas triphenyl methane dyes and suggested the use of butyl, hexyl or octyl-substituted malachite green as collector. Jackel4 emphasized the effects of combin tions of reagents such as Aerofloat 31, pine oil, and Reagents 404 and 425 with sodium sulfide and zinc hydrosulfite as conditioning agents. Although he reported recoveries of 89% from a synthetic ore and 98% from a natural ore containing azurite, malachite, chalcopyrite and chrysocolla, careful application of Jackel's method to chrysocolla from Tyrone, N.M., failed to give a high recovery. MATERIALS AND TECHNIQUE Samples from Inspiration, Ariz., and Tyrone and Magdalena, N. M., were used for experimentation and verified as true chrysocolla by leaching tests, specific gravity tests and X-ray diffraction. Chrysocolla does not dissolve at pH 4, although malachite and azurite do. Chrysocolla is about half as dense as the copper carbonates. X-ray diffraction analyses by the powder camera method confirmed the samples as true chrysocolla. A captive bubble apparatus, which cast an enlarged image of the air bubble and the mineral surface upon a screen, was used to check on the character of the surfaces. The specimens were prepared by grinding a flat surface on a glass plate using fine abrasive; then they were washed and kept in distilled water until they were to be treated with reagents. Before each reagent treatment, the specimen was carefully checked for cleanliness in the captive bubble apparatus. It was assumed that the surface was clean if, after fine grinding and washing of the specimen, the bubble would not stick. Specimens were handled with glass forceps, and precautions were taken to avoid contamination of the mineral surfaces. Contact angle measurements were carefully made several times on each treated specimen to obtain reliable average values. EFFECT OF pH VALUE AND SODIUM SULFIDE CONCENTRATION In each experiment, a specimen with a freshly ground surface was immersed for 10 min in a solution of sodium sulfide, washed and immersed for 15 min in a solution containing 30 mg per 1 of potassium amyl xanthate. The specimen was then washed again in distilled water and tested for contact angle in the captive bubble apparatus while submerged in distilled water. In this series of experiments, the pH of the sulfidizing solution was varied from 3 to 7, and the concentration of sodium sulfide, containing 60% Na2S, was varied from 50 to 650 mg per 1. Many combinations of pH value and sulfide concentration resulted in no contact between the bubble and the surface, but over a limited range of conditions, contact angles varying from 24ºto 52ºwere obtained. The data in Fig. 1 show sulfidization conditions that lead to bubble contact and those that do not. The region of contact is surprisingly small, which may indicate why flotation of chrysocolla involving sulfidization has proven so difficult in practice. Mr. Shaw's work showed the dodecyl mercaptan as a very good collector compared with other collectors on Cu-Mo ores, Mo ores, and for Au and Au-Ag ores plus Pt ores. However, as one who has had extensive experience on Cu-Mo ores, the work is not complete in making only a rougher concentrate with a collector; the work must be carried on in making a Cu-Mo separation. Did Mr. Shaw do any of this work? Before trying the dodecyl mercaptan as a Cu-Mo collector for the Cu-Mo ore it would be well to have any new work conducted knowing how the reagent acts on the Mo. Will it allow a good separation? The use of the collector at Palabora was also mentioned. From some earlier literature I thought that the reagent has been used as an oxide Cu collector after the sulfide mineral was floated out. I thought the pH at this point was about 1.5-3.0. I would like to have this point clarified.

THE Lehigh Navigation Coal Company Inc. operates steep-pitch, relatively deep mines in the Panther Creek Valley, at the eastern end of the southern anthracite coal field. Commercially minable coal beds are the Mammoth,† Primrose, Orchard, and Buck Mountain,‡ their respective thicknesses average 50, 15, 1o and 12 ft. Sand slates immediately overlie and underlie these beds, though in some locations sandstone or conglomerate beds occur. Underground operations extend to a depth of 1200 ft. below the surface, and comprise a bulk of virgin work on the lower levels, and a small amount of remining on the upper levels. With increase in depth, ventilation has become a more important factor. DEVELOPMENT In early days slopes or drifts were driven in the outcropping coal on the hillsides. Subsequent development was by water-level tunnels, with portals above high water in Panther Creek. These tunnels have been maintained because they intercept and drain much water that enters the mined-out portion of the bed and otherwise would follow down to the deep workings. Below these tunnels, the coal was customarily developed by slopes. Muleways, which are zigzag chutes easy to travel, were also driven to connect lower openings with the water levels. When it became necessary to go still deeper, the slopes were abandoned, and vertical multicompartment shafts were sunk from the surface. Levels have been at vertical intervals of from 195 to 250 ft. Recent practice has been toward the latter spacing; splitting the total lift, however, by starting to mine from chutes extending halfway up to the level above. Chutes customarily are spaced at 50, 60 or 70-ft. centers along the gangways. At some mines, additional shafts have been sunk from the surface to the level containing the main pumping station, and these carry the discharge lines from the pumps. As the mines are ventilated by the exhausting system, both the hoisting and so-called water shafts serve as intakes. The main fan is always on the surface, and is connected with the return airways from the various levels by an air hole or a vertical shaft. For economy, when the present deepest levels were developed, main return-air shafts or air holes were not extended to the new level, but connections were made from the new level to that above by two or more holes. It is doubtful that this method will be continued, as complications in the system, increased resistance to flow, and other difficulties undoubtedly will counterbalance any economies this provision may afford.

The discovery of gold in the Toodoggone River area is credited to Charles McClair who mined placer deposits in 1925, reportedly valued at $17,500. After he and his partner went missing in 1927, efforts to relocate their workings resulted in the formation of Two Brothers Valley Gold Mines Ltd. in 1933, in which the legendary Grant McConachie (first president of CP Air) played an active role. This was the age when the prospector first utilized the airplane to reconnoitre remote areas. What greeted the observer from the air was an area rich in orange and yellow colours characteristic of gossans formed by the oxidation of sulphides. However, Samuel Black, a Hudson Bay Company fur trader, had also noted in his diary as early as 1824, the unusual and many gossanous colours in the headwaters of the Finlay River. These gossans, coupled with white limestone bluffs and the presence of placer gold, attracted the first reconnaissance of the area by Cominco in 1929. Cominco was ever active in remote areas at this time. They staked and worked several base-metal showings hosted by limestone at the margins of intrusive stocks. These early workers also obtained erratic high gold assays from chalcedony float samples found in creeks draining into the Toodoggone River. However, because the samples gave inconsistent assays, no concerted effort was made to locate their source. Except for the occasional horse-supported prospecting party of the late 1940s and early 1950s, the area did not receive much attention until 1968. Work until this time focused on the base metal lead-zinc showings which contained attractive silver credits. Gold was not an attraction because of the set price established by the US government. The late 1960s saw the northward expansion of porphyry copper exploration into the Toodoggone. A program of gossan soil sampling (gossans which had attracted the early workers) was carried out by Kennco Explorations (Western) Ltd. in 1966-1967. They analysed for base metals in the field, using a cold extraction method. The Kemess copper- gold prospect was staked as a result of anomalous copper values from this early geochemical program. In 1968, Kennco continued the program of silt traversing and field geochemical testing. The samples were further subjected to multielement analysis consisting of copper, molybdenum, lead, zinc, cobalt, nickel, and silver at Kennco's North Vancouver laboratory. Several anomalous creeks, high in combinations of copper, molybdenum, and silver, were outlined. Some initial soil grids were also established. The fall of 1969 saw the return of Kennco prospector Gordon Davies and geologist Bob Stevenson to check out a well-defined molybdenum, scattered copper and silver anomaly in soils from a grid on the Chappelle claims. The subsequent analysis of several selected quartz felsenmeer floats yielded one assay which ran in the order of 0.25 kg/t (8 oz per st) gold and 2.2 kg/t (70 oz per st) silver. Subsequent trenching on the Chappelle claims exposed the source of float in a 4- m (134) wide vein of high grade gold-silver mineralization. These results led quickly to the realization that the district had precious metal potential. Subsequent exploration in the period 1969-1974 by Kennco resulted in the discovery of most of the gold and silver occurrences on the Chappelle and Lawyers properties. Several other gold and silver occurrences were found in this district by Cordilleran, Cominco, and Sumitomo, working the district during this period. Conwest optioned the Chappelle in 1973 and explored underground by adit entry as part of a one-year program. In 1974, Du Pont of Canada Exploration Ltd. optioned the Chappelle claims and in March 1980, using reserves developed on the A vein, placed the Baker mine into production at a rate of 90.7 Vd (100 stpd). The Amethyst zone on the Lawyers property, 8 km (5 miles) north of Chappelle, was found in 1973 by Kennco using continued, persistent followup prospecting of silver silt geochemical anomalies. A silt anomaly in the order of 3.4 ppm silver occurred in a stream flowing 300 m (984 ft)

Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. At the New Mexico legislature of 1977 supporters of a moderate tax were repeatedly confronted with some variant of the statement, "You can't expect me to believe that a

During the war years of 1941 to 1945, maintenance of mine locomotives and other mine equipment took the form of rebuilding rather than of renewing. Purchase of new parts became increasingly difficult and mine operators found it necessary to maintain equipment by salvaging old parts. Mine-locomotive wheels, although not representing a high cost per pound of material, contain a considerable amount of steel and without rebuilding would have to be scrapped long before even a moderate percentage of the steel in the wheel is actually consumed. Many mine operators have been rebuilding locomotive wheels for several years with automatic open are-welding equipment. In 1927, the Pittsburgh Coal Co. started such a program, using a single Westinghouse automatic welding head. Since that time, many refinements have been added, until in 1944 the setup was operating very efficiently. A desire to increase wheel life and to hold down rising costs led the company in 1944 to investigate the possibilities of the under-flux are-welding process for wheel rebuilding, although at that time, little or no work had been done on multiple pass or "build-up" welding with the underflux arc. Work with this process had been confined largely to welding together flat plates in a "down hand" position. Possibilities for savings were intensified by the fact that the company has 300 locomotives in operation, using actively or as spares 1200 sets of wheels. During 1942 and 1943, about 500 sets of wheels were sent each year to the company's maintenance shop at Library, Pa., for rebuilding. Based on having 800 sets in service (many of the company's heavy locomotives have three sets of trucks), the average life of a set of wheels was approximately 19 months. Anything that could be done to increase wheel life promised sizable annual savings. Open Arc Welding With the open arc process, a set of wheels could be rebuilt for about 40 pet of the cost' of new wheels. Underflux arc welding gave promise of greatly increased welding speeds, more homogeneous, dense deposits and the chance for use of a wider range in welding-wire compositions. Against this was ranged the higher cost of materials and the cost of developing the process from the theory to a practical reality. Since 1927, when a single open arc head was placed in operation, fixed welding procedures had been gradually developed, a positioner for handling a set of wheels was built, and a second head was placed in operation in order to weld two wheels simultaneously. The fixture, or positioner, which was built to position and turn the wheels under the two welding heads, included a motor drive, controlled by a rheostat, which rotated the wheels through a double set of speed reducers and a removable jaw coupling attached to one end of the axle of the wheel truck.

Mine-locomotive wheels, although not representing a high cost per pound of material, contain a considerable amount of steel and without rebuilding would have to be scrapped long before even a moderate percentage of the steel in the wheel is actually consumed. Many mine operators have been rebuilding locomotive wheels for several years with automatic open are-welding equipment. In 1927, the Pittsburgh Coal Co. started such a program, using a single Westinghouse automatic welding head. Since that time, many refinements have been added, until in 1944 the setup was operating very efficiently. A desire to increase wheel life and to hold down rising costs led the company in 1944 to investigate the possibilities of the under-flux are-welding process for wheel rebuilding, although at that time, little or no work had been done on multiple pass or "build-up" welding with the underflux arc. Work with this process had been confined largely to welding together flat plates in a "down hand" position. Possibilities for savings were intensified by the fact that the company has 300 locomotives in operation, using actively or as spares 1200 sets of wheels. During 1942 and 1943, about 500 sets of wheels were sent each year to the company's maintenance shop at Library, Pa., for rebuilding. Based on having 800 sets in service (many of the company's heavy locomotives have three sets of trucks), the average life of a set of wheels was approximately 19 months. Anything that could be done to increase wheel life promised sizable annual savings. Open Arc Welding With the open arc process, a set of wheels could be rebuilt for about 40 pet of the cost' of new wheels. Underflux arc welding gave promise of greatly increased welding speeds, more homogeneous, dense deposits and the chance for use of a wider range in welding-wire compositions. Against this was ranged the higher cost of materials and the cost of developing the process from the theory to a practical reality. Since 1927, when a single open arc head was placed in operation, fixed welding procedures had been gradually developed, a positioner for handling a set of wheels was built, and a second head was placed in operation in order to weld two wheels simultaneously. The fixture, or positioner, which was built to position and turn the wheels under the two welding heads, included a motor drive, controlled by a rheostat, which rotated the wheels through a double set of speed reducers and a removable jaw coupling attached to one end of the axle of the wheel truck.

While the saving of life and the preserving of health are the chief reasons for ventilation, efficiency and production are increased. In spite of the fact that we speak of air as having a certain composition, the proportions of oxygen, nitrogen, and carbon dioxide are not fixed, but vary between small limits. The different elements are not chemically united, they are merely mixed and each is free and can be separated with little energy. For this reason air in the mine workings is seldom found in a pure state. Factors that necessitate ventilation in coal mines are those that change the composition of pure air. Contamination of mine air results from the burning of oil-fed flames, the use of explosives, the oxidation of coal, and the liberation of gases by the coal. The extent to which these factors exist governs the size and general plan of the ventilating applianccs required. An efficient ventilating system is one that will furnish air at the working faces in sufficient volume to dilute and render harmless noxious gases and at the same time maintain an oxygen content closely approaching that of pure air. In a well-ventilated mine, the oxygen seldom falls more than 0.5 per cent. below normal. The carbon-dioxide content of the air in the average coal mine will vary from 0.1 to about 0.8 per cent., which amounts are not harmful. Three per cent. of carbon dioxide in air doubles the frequency and the depth of breathing; it is plainly noticeable and if breathed continuously for several hours its effect would probably be harmful. Slight reductions in the oxygen content of the air, such as occur in well-ventilated mines, have no debilitating effect on the worker. A person not exerting himself would fail to observe any unusual physical effect in an atmosphere: containing 17 per cent. of oxygen. This condition, however, or even a condition showing an oxygen content below 20 per cent., would indicate poor ventilation and that the elements which tend to reduce the efficiency of the worker are present, namely water vapor and a high wet-bulb temperature.

LOCKE, Cambridge, Mass.-In this country, we have come to think that we should use smaller size of feed in our ball-mills. I will admit that a ball-mill is not comparable to a tube-mill, as conditions may not be the same, but there we have an unusual demonstration of the advantage of a coarser feed. Further investigation along this line is going to lead to some valuable results. The authors have overcome the difficulty of this coarse feed by taking out what I would call the difficult lumps, It is not clear from the paper whether many of these difficult lumps' may not be 'reduced portions of their grinding media. H. W. HARDINGE, New York, N. Y.-The idea is not exactly new because in 1911 they used the miner to reduce the finer material. We proceeded three or four years using many tons, about 15 tons. or nearly the same proportion of ore to grinding medium. Another thing to be taken into account is the hardness of the ore being ground. In South Africa, the transportation costs must be, taken into account. They are also making progress in the method of using tube-mills and ball-mills instead of stamps. Experiments are to be conducted with 10-ft. diameter mills there, with the object of increasing the mass action and agitation which, as has been demonstrated under different circumstances, increases the overall efficiency.

IN the apparatus for measuring internal friction shown in fig. 1, a modification of that described by Kê,1,2 the parasitic energy loss or background is equivalent to a Q-1 of approximately 4x10-5. This low value of background was obtained by using a jeweler's collet of appropriate size for the upper support, eliminating lateral motion without immersing the bob in oil, and designing the bob to reduce air resistance. The pendulum is supported on the frame through a snug fitting, sliding rotary joint (fig. I-B). A slight twist of the top imparts essentially pure torsional motion to the pendulum. No evidence of energy loss in the sliding joint has been observed. In the bob (E) steel balls are used in the torsion arm, and the bottom is filled with lead giving a total weight of 94 g. A lighter bob may be used for small diameter specimens. Another bob was a solid disc with provision for adding discs to change the frequency. The oscillating image of the filament is recorded on a revolving drum camera (fig. 1-3) driven by a synchronous motor. This allows use of frequencies higher than can be measured visually on a glass scale. Samples varying in diameter from 0.020 to 0.075 in. have been measured, the frequencies have ranged from 1 to 12 cps, and the maximum strain varied from 0.5 to 10x10-5. With appropriate modification the sample may be placed in a thermostat. The apparatus may also be used to measure the shear modulus. In the examples of measurement given in table I the internal friction of Permendur and the 46.8 Ni-Fe alloy are due, for the most part, to magneto-mechanical hysteresis8 (elastic hysteresis accompanying stress-induced magnetostriction) which depends on strain amplitude and increases with annealing. IN connection with the question of coal waste and economy in mining, we would call the attention of those interested to an apparatus invented by M. Dernencourt, Superintendent of the Anzin Division of the Anzin Coal Company, North of France. This apparatus is known in France and Belgium under the name of prop screw-jack (vis botte), and has been used with good results in the above-named countries for some years past. M. Ponson gives, in his " Trait6 de I'exploitation des Mines," a description of it (page 533), but as the description given is old, the work not widely known in this country, and as some valuable improvements have been made since, I thought it might be useful to give a description of it, having seen it in 'operation in 1867, while in Europe to attend the great Exposition, and on a scientific tour to the mining districts of France, Germany, Belgium, and Italy. The prop screw-jack is composed of the following pieces : I. The body or column B, Fig. 4 [Plate (I)], of oak or yellow pine, sawed square, the bark taken off, and any length, proportionate to the vein. The smallest are 10 inches diameter at the base, and 9 inches at the top, the height being from 12 to 15 inches less than the size of the vein. In the axis of this column, and at the top end, is a cylindrical opening or hole, C, 22 inches diameter, 10 inches deep, for the screw, S. II. Two wrought-iron rings, R R, to strengthen the two extremities of the column ; the rings must be put on hot. III. A cast,-iron washer, E, with hole in centre a little larger than the screw, to be put on the top of the column, and on which the nut is to rest; the top side of this washer must be faced on the lathe, also the bottom of the nut, to prevent friction. IV. The screw, S, having a total length of 12 inches and a diameter of 24 inches (for very high veins this diameter may be increased to 3 inches), and has on its top a wrought-iron plate, T,

The conversion of a successful research and development effort into a money-making business venture requires careful attention. Problems of a business nature, such as market size, product selling price, raw materials and fuel availability and cost, financing factors, local and national taxes, licensing arrangements, etc. must, of course, be considered and resolved. In addition, the technical questions involving the scale-up of pilot plant or laboratory results to the full-scale plant must be resolved in order to avoid the financial disaster that attends a major delay in the startup of a commercial facility. The very difficult and demanding task of providing the interface between the research laboratory and the profitable metals processing plant will be discussed with examples from the author's extensive experience. After I had accepted the invitation to present a paper on the above subject of the interface between R & D and production operations, I began to give some serious thought to the subject. The program chairman had told me, in conveying the invitation, that what the committee had in mind was a discussion of positive and negative, forces in that interface, based on "gray-hair" experience. I am, therefore, at least physically qualified! My first reaction was one of mild shock; after over twenty years in the direct pursuit of the conversion of research and development findings into plant operations, I had never tried to sort out my , experience into a formal system of DO'S and DON'TS for the edification of posterity. However, after a little further reflection, I realized that this carries no stigma. No one has been able to formulate such a set of rules, and it is not really very likely to be done. Particularly if they are to be practical. I shall therefore settle for a more modest goal; I will simply discuss the factors that I have come to believe are the most critical in insuring that re- search and development results are converted into successful operation.

In the past 15 years a considerable amount of experimental and theoretical work has been done concerning the onset of convection in liquids as a result of interm1 density gradients. This work, which has been doue in many different fields, is reviewed here and extended slightly to give a rrlore quantitative understanding to the probletrz of conzection in liquid metal dlffusion experinletzts. In liquid metal systems the capillary reservoir technique is currently used, almost exclusively, to measure diffusion coefficients. In this technique it is necessary that the liquid be stagnant in order to avoid mixing by means of convection currents. Convective mixing may result from: 1) convection produced as a result of the initial immersion of the capillary; 2) convection produced in the region of the capillary mouth as the result of the stirring frequency used to avoid solute buildup in the reservoir near the capillary mouth; 3) convection produced during solidification as a result of the volume change; and 4) convection produced as a result of local density differences within the liquid in the capillary. The first three types of convection have been discussed elsewhere1-a and are only mentioned for completeness here. This work is concerned only with the fourth type of convection. Local density differences will arise within the liquid as a result of either a temperature gradient or a concentration gradient. It is usually, but not always, recognized by those employing the capillary reservoir technique that the top of the capillary should be kept slightly hotter than the bottom and that the light element should be made to migrate downward in order to avoid convection. In the past 15 years a considerable amount of work, both theoretical and experimental, has been done in a number of different fields which bear on this problem. This work is reviewed here and extended slightly in an effort to give a more quantitative understanding of the convective motion produced in vertical capillaries by local density differences. The Stokes-Navier equations for an incompressible fluid of constant viscosity in a gravitational field may be written as: %L + (v?)v = - ?£ + Wv - g£ [1] where F is the velocity, t the time, P the pressure, p the density, v the kinematic viscosity, g the gravitational acceleration, and k a unit vector in the vertical direction. A successful diffusion experiment requires the liquid to be motionless, and under this condition Eq. [I] becomes: where a is the thermal expansion coefficient [a =-(l/po)(dp/d)], a' is a solute expansion coefficient [a' = -(l/po)(dp/d)], and the solute is taken as that component which makes a' a positive number. Combining with Eq. [3] the following restriction is obtained: Since there is no fixed relation between VT and VC in a binary diffusion experiment, Eq. [5] shows that the condition of fluid motionlessness requires both the temperature gradient and the concentration gradient to be vertically directed. Given this condition of a density gradient in the vertical direction only, it is obvious that, as this vertical density gradient increases from negative to positive values, the motionless liquid will eventually become unstable and convective movement will begin. The classical treatment of this type of instability problem was given by aleih' in 1916 for the case of a thin fluid film of infinite horizontal extent; and a very comprehensive text has recently been written on the subject by handrasekhar.' It is found that convective motion does not begin until a dimensionless number involving the density gradient exceeds a certain critical value. This dimensionless number is generally referred to as the Rayleigh number, R, and it is equal to the product of the Prandtl and Grashof numbers. For the sake of clarity a distinction will be made between two types of free convection produced by internal density gradients. In the first case a density gradient is present in the vertical direction only, and, since the convection begins only after a critical gradient is attained, this case will be called threshold convection. In the second case a horizontal density gradient is present and in this case a finite convection velocity is produced by a finite density gradient so that it will be termed thresholdless convection. Some experimentalists have performed diffusion experiments using capillaries which were placed in a horizontal or inclined position in order to avoid convection. These positions do put the small capillary dimension in the vertical direction and, consequently, they would be less prone to threshold convection than the vertical position. However, if the diffusion process produced a density variation, as it usually does, it would not be theoretically possible to avoid thresh-

Fox many steel parts it is desired to obtain the maximum toughness consistent with the strength required by the mechanical design. It is generally recognized that the greatest toughness at any given strength is found in steels having a tempered martensitic structure,1 and is virtually independent of the composition of the steel2 (except for carbon). The choice of the composition of a steel for the parts in question should be based, therefore, on hardenability considerations and on manufacturing facility and economy. In a recent paper3 the concept of hardenability was discussed and a somewhat new approach to the problem was suggested. The hardenability was defined in terms of the cooling conditions (speed of cooling) required to avoid the pearlite and the bainite reactions. Since all the alloying elements do not have the same effects on the two reactions, the bainitic and pearlitic hardenabilities must be considered separately. In order to design a steel for a given part, it is necessary to design a composition that has both sufficient pearlitic and sufficient bainitic hardenability. However, this requirement does not fix the combination of alloying elements to be used; an infinite number of steels would have the required hardenabilities. Other considerations limit the choice. For example, decreasing the carbon content increases the toughness at a given hardness, and for this reason low-carbon steels are often desired. Limitations or requirements of refining, casting, or forming practices often affect the level of some of the alloying elements. Price considerations enter. Frequently, however, it is very desirable to minimize the tendency toward quench-cracking while maintaining the necessary hardenability. This paper is concerned with suggesting a method for choosing compositions that will have the required hardenability together with minimum tendency toward quench-cracking. QUENCH-CRACKING Since only the case in which the entire part will transform to martensite in the particular quench employed is being considered, the analysis of the quench-cracking problem is somewhat simplified. Quench-cracking arises from the temperature gradients existing throughout the piece during cooling. Because of these temperature gradients, the contraction arising from the decreasing temperature and the expansion arising from the austenite-martensite reaction do not occur uniformly over the parts, and stresses are set up that tend to cause cracking. The temperature gradients can be reduced by decreasing the severity of quench. This, however, requires that the hardenability be correspondingly increased by increasing the carbon or alloy content. DEMANDS upon power plants by the war program in 1941 intensified problems of coal utilization. It was an outstanding year in that field. The domestic heating stove witnessed outstanding development; the research folks progressing so rapidly that the design of the "perfect" stove is just around the corner. Use of colored motion pictures in analyzing fuel-bed performances has reached a new high with the colored pictures taken at minute intervals and projected at sixteen frames a second as shown by the Koppers Coal Co. and the Anthracite Institute (on domestic stokers) and the Consolidated Edison Co. (industrial stokers). Continued efforts of this kind will be beneficial in analyzing further some of the "Code for Testing Coal" problems confronting Subcommittee No. 2 of the Joint A. I. M. E. - A. S. M. E. Committees.
