From time to time the mining engineer will be faced with the necessity of having to make a haulage study to determine not only the most suitable method of hauling material but also the most effective and economical type of equipment to use for his particular operation. Specifically, this chapter outlines a general description of various types of haulage units and their components, guidelines on the selection of equipment, material both operational and cost wise to be accumulated, discussions on the various factors involved in the development of the estimated production and cost analysis, examples of the above, and the necessary reference material. This material and examples are given in such a form as to permit the engineer to proceed on almost a step-by-step basis in the determination of the applicable haul speeds and other related portions of the haul cycle and resulting number of trips per hour. In recent years, the analytical methods used for the application of the various haulage units have undergone a considerable change. Several vehicle manufacturers and a few of the mining companies employ electronic digital computers to speed up the calculations and improve the accuracy of production estimating. The haulage computer program simulates the travel of the vehicle over the described haul roads by calculating incremental velocities, travel times, and travel distances from the known torque vs. speed characteristics of the vehicle. This is, in a sense, a numerical integration of the vehicle's performance and, of course, varies for each and every application. These travel times are then combined with easily estimated fixed times such as loading, turning and dumping, spotting, and any indicated delay times, resulting in a total cycle time for the vehicle. Usually, the travel times comprise the major portion of the time cycle; therefore, the concise computerized calculations eliminate much of the guess work in estimating vehicle productivity. BASIC open-hearth slags have no obviously unique features when compared with slags from other metallurgical operations. Open-hearth slags form and exist at temperatures ranging from 2500 to 3100 F (1370 to 1700 C). In the course of an open-hearth heat, the liquid slag changes slowly and continuously in chemical analysis-the changes reflecting changes in temperature, changes in metal analysis, solution of charged materials, solution of feed additions, and solution of refractories. Through- out the process, the slag performs specific primary functions that are responsible for a large measure of the technical and economic importance of basic open-hearth steelmaking. It is intended in this chapter to present the chemical reactions by which the primary functions of basic open-hearth slags are carried out, to describe the physical and chemical principles governing the extent to which these reactions proceed and can be regulated, and finally to indicate the limitations imposed on other features of the process by the fulfillment of the primary functions. Basic open-hearth slags perform three primary functions. First and foremost, the slag provides a means of removing phosphorus from the liquid metal. The ability to remove phosphorus is largely responsible for the widespread use of the basic open- hearth process. Second, the slag serves as a controlling factor in transferring the oxygen required for the other oxidizing reactions. Third, the slag provides a means of eliminating some sulfur from the open-hearth bath. While the extent of sulfur removal is not comparable to that of phosphorus, the ability to remove some sulfur contributes much to the value of the process. The effectiveness with which the slag fulfills its functions varies with temperature and composition. Since operating temperatures are fixed largely by the specified nature of the product and the equipment, the speed and extent to which the functions of the slag are carried out depend largely on its composition. The fruits of industry are divided between capital, labor, and governments. Capital takes its redemption and remuneration through profits or dividends; labor takes its share through wages; governments take their share through taxes. Each must have a just share, and the question of what is a just share and the question of who shall make the allocation are vital current political and economic issues. Certain political philosophies con- tend that government should take all the fruits and that some dictator or politician should have irrevocable discretion and power to distribute the fruits. Believers in democracy and free enterprise adhere to the view that capital is entitled to redemption and fair remuneration; that labor shall have a fair wage; and that governments shall make equitable levies. But since all human beings, both individually and in groups, are inherently selfish, there are many variable views in regard to the question of what ratios shall be applied in a division of the fruits and who shall have the power to fix these ratios. Perhaps all parties should devote more energy to means of increasing the crop, and not so much time to quarreling over a division of the existing crop. Moreover, all three parties must guard against killing the goose that lays the mineral eggs. For example, if the tax burden becomes oppressive and the taxpayer refuses to carry it, then business stagnates, with consequent unemployment, reduction of profits, and curtailment of government revenue. If a producer assumes the increased tax burden, marginal operations must be closed down, and, again the consequences are increased unemployment and diminished government revenue. Quite often an increase in a rate of tax results in a reduction of government revenue. Perhaps the worst detrimental feature of selfishness and greed on the part of any one of the three distributees of the fruits of industry is the retardation of expansion of the enterprise. The present value of most coal properties resides largely in the cod remaining to be mined, which thus constitutes the most important asset. The object of this paper is to discuss methods commonly used in computing the value of minable coal. To distinguish clearly between such coal values and the values of other property, the several kinds of property values should be divided into classes; so as to avoid the unintentional omission of items of importance. Value op Coal Reserves Judicial decisions prescribe, and appraisers commonly accept, current sales value as the preferred means for determining the value of transferable property. With few exceptions a property is worth the sum that can be realized from its sale by a willing seller to a willing buyer, a sale in which compulsion urges neither party, and between whom there is no community of interest to fix a value; or it is worth at least as much as a responsible buyer will offer for it. Actual sales of like property or bids from responsible buyers for the property, or for substantially like property, are the best established methods for determining values. Only in the absence of such sales or bids can valuations by other methods be entertained, and only for reasons of weight can sales values be set aside. Valuation Based on Royalties Sales of coal in the ground, as customarily carried out through lease under royalty agreements, are therefore the most trustworthy means available for determining the value of coal reserves. The constantly rising value of high-grade coal in the United States can most readily be shown by the increasing royalties per ton that can be obtained for such coals under leasehold. The rising value of land containing such coal can also, of course, be proven by the price at which such properties are actually sold as compared with prices obtainable for lands containing coal of the same grade in the past. THE emphasis in some political quarters on hemispheric unity and defense indicates Latin American mineral resources should be more extensively developed. However, United States mining companies have, in many instances, been discouraged by the laws of southern neighbors. At the same time, some of the countries have liberalized their mining laws in an effort to attract investments from the United States. The resultant confusion has been detrimental to all concerned. Ownership of Mineral Deposits Examination of the mining codes of Latin American countries shows that, without exception, governments reserve the right of direct ownership of all mineral resources. Ownership can be divided between the Feredal Government and the states or among the Federal Government, the states, and private individuals. However, in the majority of the nations constitutional authority vests all mineral rights solely in the Federal Government. Mexico is the only country that has expressed Federal ownership as imprescriptible; the other republics have not defined the exact significance of government ownership. The implication derived from the general economic and political climate is that all mineral resources are ultimately to be regarded as a national heritage. Whether a concession granted to an individual or corporation carries any right of private property is shaded with a variety of meanings. The exceptions at one extreme are Argentina and Bolivia, whose laws state explicitly that a concession granted to a juridical person is an act of the state, and the land becomes the private property of the individual, and the concessions constitute real property. However, in Mexico mining concessions or grants do not create rights of fee-simple ownership. The concession only conveys the exclusive right to explore, develop, and work the deposits. The mining property remains the property of the state. In some instances exploitation concessions represent a compromise between private and government ownership. In Honduras the period granted to a mining enterprise is fixed at 90 years. At the end of that time, the enterprise and all installations revert to the state without compensation.

The haulage of coal from the face to the tipple is an important enough link in the production of coal to deserve its full share of study and care. In order to obtain a better understanding of mine haulage conditions, a series of tests and investigations has been made which promises to hasten the improvement of present conditions. For hauling coal through the mine and on the surface, locomotives are required, the size and power consumption of which depend on the resistance to motion offered by the mine cars. This resistance is principally caused by gravity and bearing friction. The effect of gravity can be reduced to a minimum by a suitable layout of the haulageways; that is, by arranging the grades in favor of the loaded trips, and by fixing the percentage of grade to that value which gives the lowest power consumption for loaded and empty trains. The bearing friction, which is considerably greater than is generally realized, can be easily reduced to a negligible quantity by the installation of a suitable anti-friction bearing that will stand the rough use and abuse of coal-mine service. The present investigation will deal with flexible roller bearings in comparison with ordinary plain bearings. A number of tests for determining train resistance have been run during the last 2 years both in the bituminous and anthracite coal regions. For all these tests the dynamometer car described in a previous paper was used. This car is equipped with recording instruments and is entirely automatic in its operation. It is coupled between the Iocomotive and train, and records the following quantities: drawbar pull in pounds, speed in miles per hour, and a time interval, usually 5 sec.; the paper travel is proportional to the distance covered by the car. THE FRENCH occupation of the Ruhr valley and other districts on the eastern side of the Rhine continued during March to be the pre-dominating feature in European affairs. There were sporadic troubles and disorders, but on the whole the Germans were passive while the French were consider-ate. However, it became more and more evident that France is not in this way going to succeed in collecting the reparations, to which of course she is entitled. It appears to be a case of Germany being unwilling to pay what is claimed from her and France being unable to make her do it. However, as the month drew on it became reason-ably clear that both the French and the Germans were becoming more and more disposed to get out of an impossible and dangerous situation. It was suggested that the basic principles upon which Germany now is ready to resume reparations payment are as follows: (I) appointment of a commission to establish Germany's ability to pay and to fix limits to the reparations; (2) a series of international loans; (3) the amount to be paid cannot exceed approximately 30,000,000,000 gold marks. From Russia came numerous reports reflecting economic and political changes there. One of these told of a Cossack insurrection in the southeast of European Russia. Another reported that the expatri-ated Russians recognized the solidity of the Bolshevik government and would contest it no longer, and would reunite with other Russians if they would recognize the rights of private property and validity of former debts. This is the same position that is taken by most of the foreign governments, and especially Great Britain and the United States, with respect to recognition of the present government of Russia. Secretary Hoover announced that it is no longer necessary to give famine relief to the Russians, their present need being for credit, not food. Lenine was reported seriously ill and probably incapacitated for further activity. Administration of the government, in succession to him, by a triumvirate was suggested.

The mathematical analysis, which is an essential part of this paper, has revealed the interesting fact that contrary to the opinions of many, determinate and measurable economic factors are largely responsible for the price of crude oil. It should, however, be well understood that the results of this analysis are applicable, without qualification, only to the particular period and market studied. There are certain peculiarities of the petroleum industry which make the consideration of its economics very difficult, and at times practically impossible. Noneconomic factors often become highly important and have serious economic effects, which make unqualified predictions based on economic data extremely hazardous and ill advised. However, in spite of the attendant difficulties there are many problems, especially in price analysis, to which approximate solutions must be made for the proper guidance of public and private policy, but their limitations should be kept clearly in mind. An understanding of the nature of prices is of fundamental importance for a number of purposes. Measurement of the motivating factors giving rise to trends and other price movements is essential to forecasting for the intelligent engineering and financial administration of the industry. The fixing of prices, maintenance of an intelligent industrial dictatorship, or the making of other industrial adjustments, demand, for success, an accurate understanding of their probable consequences. The establishment of a system of equitable relations within an industry, or between industries, by methods other than the natural competitive ones, requires a thorough knowledge of the price structures and the nature and trends of the normal and basic prices of their products. This research has shown that in this case, even though the statistical records are only fair, quantitative economics offers a direct and satisfactory approach to the problems of economic consequences dependent on the reactions of mass intelligence. (written discussion ?).-The two papers on coal-mine costs and pride fixing that Mr. Norris has contributed to the Transactions possess as much general interest and are of as much value to the coal-mining industry as any papers that have been presented in recent years. Until recently one of the troubles with the coal business, and especially the bituminous branch of it, has been that because of the lack of a uniform system of cost accounting (many operators, I regret to say, not having had any system at all), the industry as a whole may be said not to have known where it was at. The system adopted by the Federal Trade Commission may not be absolutely perfect but it has accomplished something in that it has compelled a uniform method of reporting and tabulating costs giving results of these compilations which are comparable. The Institute and the coal-mining industry owe a vote of thanks to, and of confidence in, Mr. Norris and his two associates on the Engineers Committee of the Fuel Administration, Messrs. Garnsey and Allport, for the great work they have done in interpreting the results compiled by the Federal Trade Commission, not to speak of the personal sacrifices made by them in giving their services to the government. Those who have read Mr. Norris' paper will probably join me in wishing he had brought out a little more fully the real meaning of the charts so far as they indicate the difference between the cost of producing a ton of anthracite and the price the operators receive for their product. Mr. Norris could have done this more satisfactorily than anyone else. It seems to me that particular attention should be drawn to the fact that, according to these charts, and the tables accompanying them, not less than 25 per cent. of the total output of anthracite, whether "company" or "individual," during the period covered by Mr. Norris' paper,

THE success of various operations in the manufacture of optical glass depends, in a large measure, on the ability to maintain proper heat control. A good pyrometer system is, therefore, a very necessary part of the equipment needed. Men of long experience in dealing with high temperatures, who have acquired through constant practice the ability of judging approximate temperatures by means of color, are undoubtedly valuable, but even the most competent are not as reliable as a good pyrometer system. They admit that their ability to judge accurately varies from day to day and that their judgment is affected considerably by the condition of the sky, whether it is clear or cloudy. Besides, where it is a matter of only a few weeks to train a man to operate a pyrometer system, it takes about as many years to train him to judge temperatures by the state of incandescence. The pyrometer outfit in use in the glass plant of the Bausch & Lomb Optical Co. consists of the following: Platinum elements, optical pyrometers; base-metal elements, indicators, potentiometers, and recording pyrometers. Platinum Elements and Optical Pyrometers.-Temperature control in - the melting operation is of such great importance that it is very desirable to know the exact temperatures, relative temperatures being of little value. The use of the platinum element is to determine the rate of heating or cooling of the furnace. The platinum couple is installed in either the crown or the wall of the furnace. It is placed first in a porcelain protecting tube and this is placed in a permanently fixed fireclay tube projecting from 1 1/2 to 2 in. into the fire-chamber. It has been found impractical to use the platinum couple for determining exact temperatures of the melting furnace, for the platinum element deteriorates rather rapidly at the high temperatures used, 2500° to 2700° F. WITHIN the last 10 years the subject of mine taxation in its relation to coal-mining interests has come to have growing importance, not only to those engaged in the mining of coal, but also to the owners of land underlain by coal. A disposition has developed among legislators to accept the principle, which has been laid down y many judicial decisions, that coal underlying the surface must be regarded as a part of the real value of all properties so underlain, and as such is chargeable with such burdens of taxation as the necessities of the government may impose. These necessities arise from the normal expense of maintaining State and local governments, and in the past have been met principally by, taxes based upon assessments of real estate values, which values in many cases have been confined principally or wholly to the value of the surface, without taking into consideration the value of minerals underlying the surface. It is not proposed here to deal with the question of Federal taxation, whether levied on production, or on products transported from one State to another, or exported from the country, or upon thegross or net earnings of corporations engaged in interstate commerce, or upon the production of materials which may be transported from one State to another, or levied. upon the profits or upon the obligations of corporations. The present discussion will be confined to the appraisal of coal lands as assessed for State, county, township, or borough taxation. The methods heretofore and at present in use in the different States vary widely and have resulted in more or less litigation. Discussions appearing from time to time in the technical and trade journals and in the proceedings of mining and engineering associations frequently direct attention to the need for the adoption of fixed principle in levying taxes, and of uniform methods for applying such principles, but there does not seem to be a general demand from the public for the adoption of such methods.

THE measure of value of an oil property is approximated by the length of time it takes to "pay out;" viz., the time required for it to return the original investment. This time varies in different fields. In the Appalachian and Mid-Continent fields, a good investment pays out in about four years; in California, it requires a slightly longer time; and in the Gulf field about two years. The two principal methods for establishing these values are based on acreage, as in California, and on production, as in the Appalachian field. The method of establishing values based on production1 was worked out in the Appalachian fields and approximates the value remarkably well in some fields; but it is a rule of thumb and should be used intelligently. Briefly, the method is as follows: An arbitrary number of dollars (called the barrel-day price) multiplied by the number of barrels of settled daily production of the property gives the value.. In its crudest application, the barrel-day price is determined by the "$10 to $.01" rule, which means that the barrel-day price is one thousand times the prevailing price of oil. For instance, with oil at $3.50 per bbl. the barrel-day price would be $3500 per bbl. This rule, however, is not strictly applied, for the, barrel price is varied according to whether or not the wells "hold up." But when a barrel price for a district has been fixed it is quite general to raise or lower the price with the fluctuation in the price of oil; here the" $10 to $.01" rule is used extensively. However, the prospective purchaser takes into account tangible equipment upon the property, the extent to which the drilling program has been carried out, whether or not the wells are "shot" or natural, depth of wells, spacing of wells, paraffin trouble, etc.

IT was stated in a former paper1 that an intensive study of anthracite costs was being made by the engineers of the United States Fuel Administration. The results of this-study are now available and are offered as a supplement to the former paper. Anthracite costs as reported, for the 6-months period, December, 1917, to May, 1918, inclusive, as compiled by the Federal Trade Commission, were used as a base, and charts similar to those described in the-former paper were made for the standard white ash anthracite and for red ash and Lykens valley coals. ADJUSTMENTS The adjustments of cost from a reported to a price-fixing basis, as described for the bituminous methods, were applied but showed only minor adjustments as necessary. The great spread in anthracite prices on the varying sizes, which for the 6-mo. period under review ranged in average from $5.244 for nut to $2.074 for barley coal, makes the question of the percentage of sizes produced at the different collieries a vital one. The realization with the same prices for each size must be within very wide limits, when it is considered that the percentage of prepared coal reported from different collieries varied from over 80 per cent. to below 30 per. cent. for fresh-mined coal. Hence, as the spread in prices for the various sizes must be predicated on some percentage, it is essential to find some method of adjustment to allow for this variation. The logical method of adjustment is to calculate actual costs to costs as of the standard percentage of sizes, so that the margin between the adjusted costs and the average realization shall be the actual margin for each colliery between its actual costs and actual realization clue to its particular percentage of sizes. As a base for realization the actual percentage of sizes for fresh-mined coal for the 6-mo. period was adopted. This percentage is given in Table 1.

IN THE light of the experimental data on equilibrium for the reaction C + FeO = Fe + CO in molten steel recently obtained by Kinzel and I Egan,1 it is necessary to revise current theories regarding the nature of equilibrium between carbon and FeO in the basic open-hearth furnace. According to the measurements of these investigators the equilibrium constant m for the above reaction for a pressure of dissolved CO equal to 1 atm. is equal to 0.0005 at 1550° C., when concentrations of carbon and. FeO are expressed in percentages by weight. Their work also shows that, with the pressure of CO fixed at 1 atm., not only is the product of carbon and FeO constant, but carbon and FeO are each independently constant-a circumstance which might have been predicted from theoretical considerations. At 1550° C., carbon is constant at about 0.025 per cent. and FeO at about 0.020 per cent., with the pressure of dissolved -CO equal to 1 atm., the product of these two constants being equal to the originally mentioned constant of 0.0005. Available data on the dissolved FeO content of samples taken from the metal bath at practical slag-metal equilibrium prove that this FeO content is determined solely by temperature and the effective FeO content of the slag. The distribution constant r at 1550° C., as determined by Herty, Gaines, Larsen, Simkins, Geruso and Watkins2 is equal to 0.0086. A slag would have to contain 0.020/0.0086 = 2.3 per cent. effective FeO or less in order to prevent the metal from containing more dissolved FeO than that required for equilibrium with CO at 1 atm. pressure. THE Bergbüchlein and Probierbüchlein occupy a unique position in the literature of mining and metallurgy, for, they are the first printed books on any aspect of the two related professions. The first printed book on any subject has an allure that may not be entirely warranted by the strict historical significance of its contents. Among the books of the first century of printing there are very few that contain information that was new at the time of publication. Much' of what they recorded had been previously circulated in manuscript form. Printed books are nevertheless of great value because they mark the time when the author's words, free from errors-or at least with the same errors-became available to large numbers, of readers, who thus could easily and cheaply acquire a common background for their future work. Moreover, though there is occasionally some doubt as to the exact year of publication'(as in the case of the present works), it is generally easier to date a printed work than a manuscript, and thus to provide a fixed coördinate in history. The Bergbüchlein, "The Little Book on Ores," is the first printed work in the field of mining. It is an introduction to mining geology, which means that it was not addressed to the practicing expert but was intended to rouse the interest of beginners in the various aspects of a future vocation. It touches on the theories of the generation of ores, introduces and defines some of the most frequently encountered technical terms of the profession, and indicates what knowledge and tools are required for successful prospecting and mining. It also describes the ores of the seven most important metals. For those parts that deal with theory the author accepted uncritically the traditional teachings of the alchemists and the astrologers; his hints on where to find promising ores are based partly on superstition; but, there is enough factual,

Single crystals qf copper in "single slip" orientatiorzs have been deformed in compression. During defortnation all of the independent deformation parameters have been measured. These parameters consist of thefive strain components and three components descrihing the lattice rotation. By a finite strain analysis these pararmeters , forrming a deformation gradient martrix, are related to the amounts of slip on each of the twelve slip systems. The results show that the amount of secondary slip is about equal to the amount of primary slip. This is an order of magnitude larger than has been believed previoutsly. ACCORDING to early theory and experiments, when a single crystal of a fcc metal is deformed in tension or compression it should deform by slip on only one slip system until the stress axis reaches a symmetrical orientation.' However. the observation of a large increase in the secondary dislocation density during ..single slip" makes it clear that some slip does occur on secondary systems. Knowledge of the amount and distribution of this secondary slip is essential to a complete understanding of the mechanisms of single-crystal deformation. Ahlers and Haasen 2 and Mitchell and Thornton1 have tried to detect the amount of secondary slip in single crystals of silver and copper, respectively. Each simultaneously measured the angle A, between the tensile axis and the primary slip direction and the length 1 of a gage section of the specimen after incremental amounts of deformation in tension. The measured A, was then compared with the theoretical single slip angle hp. given by sin Ap = j sin . hO where ?o was the initial angle between the tensile axis and the primary slip direction and lo was the initial gage length. In both sets of experiments a small but systematic difference between ?e and ?p was found. This difference must be due to the occurrence of secondary slip. However, as Mitchell and Thornton1 pointed out. nothing quantitative can be said about the amount and distribution of this secondary slip from the measurements that they made. The reason that no quantitative conclusions could be made is because no unique solution for the distribution of slip on the twelve fcc slip systems can be determined from only two measured deformation parameters such as A and 1. There are, in fact, eight independent macroscopic deformation parameters that can be measured when a single crystal undergoes a homogeneous deformation. Physically these can be thought of as the five finite strain components and the three angles describing the crystal lattice rotation. All eight of these parameters were measured by Taylor4,5 for aluminum deformed in tension and compression. At that time the concern was to show that slip occurs on {111 (110) systems in fcc metals, and the mathematics were not available to determine what slip distributions were compatible with the measurements. In this paper the mathematics6,7 are developed that allow the slip distribution to be determined from these measurable macroscopic deformation parameters. The analysis is applied to the measurements of the strain and lattice rotation of copper single crystals deformed in compression. The results show that the amount of secondary slip is an order of magnitude larger than had previously been thought. CRYSTALLOGRAPHIC DESCRIPTION OF A HOMOGENEOUS DEFORMATION The deformation of a solid body can be represented by a transformation matrix F that transforms the un-deformed state into the deformed state. Limestone replacement and contact metamorphic orebodies are 80 irregular that sampling and estimating are far less. exact than in more regular types of deposits; both the mineralized masses and the lenses of ore within them are extremely irregular. So much development work is required to find the ore that the expense of blocking out great tonnages is prohibitive; furthermore, the rock near these orebodies is so heavy that drifts or raises cannot be kept open for many years without excessive repairs. As a result, few mines in limestone have more than three years supply of ore in sight. As most of the ore, is developed by stoping— not by drifting, raising, or drilling—estimates of ore developed do not indicate the total amount of ore that may be expected; they simply indicate the relative condition of the mines. But even if they are to do this, they must be made according to a fixed plan, intelligently carried out. The estimates of ore in the Calumet & Arizona Copper mines, Warren District, Ariz., have been of much value to those who plan the mining and development work. This paper describes the methods of sampling and estimating used in these mines. Sampling Samples are taken in various ways and depend on the condition of the working and the purpose for which the sample is to be used. Drifts, crosscuts, and raises are sampled by channels or by taking a grab off each mine car as it is filled. Stopes are usually sampled by drill holes or by taking a representative sample off each mine car; the latter, or chute, sample is by far the best sample. All workings are studied periodically by an engineer, who makes graphic and detail notes of the geologic structure, as shown in Fig. 1. The daily car tally and assay of each particular working is added to the same sheet opposite the material it represents. These sheets make a permanent record, showing the exact boundaries as well as the grade of ore in all workings.

IN order to get an idea as to the strength of steel rails, it will be well to review the tests to which iron rails have been subjected. In England, Mr. Ashcroft found that the best 80 pound rails broke under a 300 pound weight, falling 15 feet. In Germany the Society of Railway Managers determined on and have long applied a test of 1000 pounds falling 101 feet, as the standard which all first-class iron rails must reach. In this country no inspection nor test is applied, but tests made show that iron rails from our most reliable makers, break under a 6 foot fall of a 1500 pound drop as an extreme test, most of those tested breaking under a far less test; some breaking with less than a 3 foot fall of the same weight. Everywhere where steel has been used, engineers have come to the conclusion that some test is required to show the regularity and strength of the product. As compared with iron, the tests which steel will stand are wonderful. After numerous experiments partially based on the experience of the rail-mill at Graz, belonging to the Southern Railway of Austria, the Society of German Railway Managers fixed upon a test of 2000 pounds falling 13 1/2 feet. They found that this test represented the steel which suited their necessities, and also found that with steel of otherwise average purity, this test represented about one-half per cent. of carbon, and made it a rule to take no steel containing under three-tenths of a per cent, of carbon, because it was too soft. They expressed a hope that a harder steel could soon be made tough enough to stand the same test. In England, a test was adopted of 2240 pounds, falling 15 to 17 feet on the rail on heavy bearings. WHILE the creep properties of pure face-centered-cubic and close-packed-hexagonal metals have been thoroughly investigated and are well established, body-centered-cubic metals have been studied less extensively. Moreover, very few fundamental studies on the creep of solid solutions, irrespective of crystal structure, have been reported. The present study is concerned with the creep of a series of body-centered-cubic solid solutions. The present position concerning creep of pure metals is, briefly, as follows.1"3 Creep at first takes place at a steadily decreasing rate; this is the stage termed primary or transient creep. Except at the lowest temperatures this is succeeded by a stage of secondary or steady-state creep. At high temperatures and stresses, this may be succeeded by an accelerating stage, termed tertiary creep, with which we shall not here be concerned. There is no well-defined physical model at present for the transient stage; in general terms, transient creep is best regarded simply as a manifestation of work-harden ing. Steady-stage creep can certainly take place by several different mechanisms: the choice of dominant mechanism depends primarily on temperature. We shall here be concerned only with high-temperature steady-state creep, a term usually reserved for creep at absolute temperatures higher than 0.5 Tm, where T, is the melting point. In this range, the activation energy for creep is, for many metals, equal to the activation energy for self-diffusion, and this is generally interpreted in terms of a "climb mechanism.1-4 The creep rate is determined by the speed at which dislocations, impeded by obstacles the nature of which is disputed but which are probably established during transient creep, can climb by means of a diffusion process, until they are able to by-pass the obstacle. In solid solutions, the intrinsic resistance to the slip motion of dislocations may be much larger than in the solvent, to the extent that the motion of dislocations in the glide plane, rather than their escape by climb out of this plane, may become the rate-controlling factor. weertman5 has considered this possibility from a theoretical point of view, and concluded that some form of "viscous slip" is likely to be rate-controlling at comparatively low stresses. The resistance to slip may arise from "atmospheres" of impurities forming around dislocations; a high Peierls force in materials of high cohesion; or some structural peculiarity such as clustering or ordering of solute atoms.= We shall be concerned here with the case of ordering. The only published investigations concerned explicitly with the effect of order on creep refer to creep in ß-brass by Herman and Brown,7 and in Ni-Fe alloys, by Kornilov and panasyuk8 and by Suzuki and Yamamoto.9 Recently, Herman and Brown's paper has been supplemented by a determination of the tensile yield point of ß-brass as a function of temperature.10 Both studies showed a sharp drop in resistance to deformation of ß-brass over a range of a few degrees just above the critical temperature Tc at which order finally disappears. These observations are especially noteworthy, because in ß brass the degree of order diminishes steadzly to zero as the temperature approaches Tc. It is, therefore, the disappearance of the last traces of long-range order which has the largest effect on the resistance of the alloy to plastic deformation. In the Ni/Fe alloys of various compositions, resistance to creep at a given temperature and stress is maximum at the stoichiometric composition, both below Tc, (long-range order), and above T,. (short-range order).' Near Tc, the creep resistance of an ordered alloy is much higher than that of the same alloy in the disordered condition.9 The aim of the present investigation was to study the creep behavior in the neighborhood of Tc, of another system of ordering alloys. In the light of the experimental data on equilibrium for the reaction C + FeO = Fe + CO in molten steel recently obtained by Kinzel and Egan,l it is necessary to revise current theories regarding the nature of equilibrium between carbon and FeO in the basic open-hearth furnace. According to the measurements of these investigators the equilibrium constant m for the above reaction for a pressure of dissolved CO equal to 1 atm. is equal to 0.0005 at 1550" C., when concentrations of carbon and FeO are expressed in percentages by weight. Their work also shows that, with the pressure of CO fixed at 1 atm., not only is the product of carbon and FeO constant, but carbon and FeO are each independently constant—a circumstance which might have been predicted from theoretical considerations. At 1550" C., carbon is constant at about 0.025 per cent. and FeO at about 0.020 per cent., with the pressure of dissolved CO equal to 1 atm., the product of these two constants being equal to the originally mentioned constant of 0.0005. Available data on the dissolved FeO content of samples taken from the metal bath at practical slag-metal equilibrium prove that this FeO content is determined solely by temperature and the effective FeO content of the slag. The distribution constant r at 1550" C., as determined by Herty, Gaines, Larsen, Simkins, Geruso and Watkins2 is equal to 0.0086. A slag would have to contain 0.020 = 2.3 per cent. effective 0.0086 FeO or less in order to prevent the metal from containing more dissolved FeO than that required for equilibrium with CO at 1 atm. pressure. Such low percentages of FeO are never found in basic open-hearth slags at the completion of a heat when rate of carbon drop has become practi-
