THE Mining Section of The National Safety Council recently sent out a questionnaire to operators, regarding the class of rope used, specifications required or obtained, factors of safety observed, methods of fastening ropes, lubrication, inspection, and points observed when rope is to be discarded. The answers received from this questionnaire, largely from metal mines, give interesting information, from which recommendations for safety practice on hoisting ropes are drawn. DEPTH OF MINE The depth in the majority of cases noted is from 1000 ft. to 1500 ft. (304 to 457 m.) and records come from a number hoisting from depths of 2000 to 3000 ft. Hoisting is generally done in balance, with a few companies using counterweights. Seldom, more than two shifts are occupied in hoisting. A number of large operators limit the shift for engineers to 6 hr. A few of the larger operators have separate hoists for men and supplies, with a higher class rope for men. The range of loads varies from 7 to 17 tons and greater in a few cases, with a balanced weight of 4 to 7 tons.

The town of Pacific, in Jefferson County, Mo., is 27 miles west of St. Louis. Since the area lies entirely on the flood plain of a cut-off meander of the Meramac River, it was considered a likely environment for accumulation of commercial quantities of sand and gravel. Excellent transportation facilities are afforded by two major railways to St. Louis, and ample water supply for washing and separation is assured by the proximity of the river. As a large washing and separation plant was planned, the property was evaluated in detail to justify the high initial expenditure. An intensive testing program using both geophysical and drilling methods was designed and carried out. The prospect was surveyed topographically and a 200-ft grid staked on which electrical resistivity depth profiles were observed at 130 points. The Wenner 4-electrode configuration and earth resistivity apparatus* were used. In all but a few cases, the electrode spacing, A, was increased in increments of 1% ft to a spread of 30 ft and in increments of 3 ft thereafter.

Co., Milwaukee)—In reading this article, it was difficult to follow through the example given as a starting point in the derivation of the theoretical equation which relates ball size to feed size. A discussion with F. C. Bond led to the following clarification: Bond postulates that "the breaking force exerted by a ball varies ... as the cube of its diameter . . ." and that the force in pounds per square inch required to break a particle varies ... as its diameter squared." He concludes: "It follows that when a l-in. ball breaks a 1-mm particle, a 2-in. ball will break a 4-mm particle, and a 3-in. ball a 9-mm particle." The above example can be true only for a different set of assumptions. Since the first assumption is apparently true, it is the second that must be revised. The second assumption should read that the breaking force required to break a particle varies as its diameter to the 3/2 power. This relationship was derived in the next paragraph of the article.

THE object of this paper is to present a survey of some of the physical properties of sheet nickel silver when subjected to cold rolling and when annealed at temperatures extending from 350° C. throughout the commercial annealing range. A number of alloys were taken from stock and analyzed. Four of these, representing low nickel and high nickel both with and without lead, were chosen for the tests. The bars (which were then coiled) were annealed together in a mill muffle and afterwards pickled in a 10 per cent. sulfuric-acid solution and cold rolled in stages of approximately .one number (B. & S.) at a time to No. 18 B. & S. gage. After each stage, suitable samples were set aside for physical tests. Additional samples were chosen for tests after the bars were rolled to Nos. 8, 10, 12, and 14 gage. These samples were annealed together in the mill muffle and, after pickling, were finished on 0.050-in. gage, yielding a series of specimens 2, 4, 6, and 8 numbers hard for the subsequent annealing tests. Tensile test pieces 9 by 1 in. (22.9 by 2.5 cm.) were cut from both lots and the central portion was milled to give a test section 2 ½ in. long by ;Z in. wide. A distance of 2 in. was marked off on the edge of each specimen with light punch marks. In the case of the annealed alloys, Erichsen test pieces 4 by 2 1/2 in. were also taken.

FOR many years it has been the invariable custom of the Institute, in addition to its annual meeting in February, to hold a technical meeting in the fall in some mining or metallurgical center in the West. As the activities of the Institute have increased, and especially since the absorption 'of the American Institute of Metals, there have for a number of years been two fall meetings. Never before in the history of the Institute have there been three meetings in addition to the annual meeting in February; in 1920, however, three important fall meetings are to be held. The general Institute trip will be made this fall to the Lake Superior iron and copper country. Members will leave Buffalo on August 20 by steamer, visit the copper mines in and about Houghton, the iron mines of the Marquette and Iron Ranges of Michigan and the iron mines of the Mesabi Range in Minnesota, and' return to Buffalo by steamer on September 3. Technical sessions will be held at Houghton, Minneapolis and Duluth. For a long period it was customary for the Institute to visit the Lake Superior country about every seven years. This trip, however, will be the first visit since 1904. The unprecedented development in both copper and iron mining in this section during this period will make this trip of unusual importance. In addition, a notable series of papers will be presented.

THE great work of Gorgas in stamping out yellow fever in Panama during the construction of the Canal was one of the chief factors contributing to the ultimate accomplishment of the task, two previous attempts having failed largely through the demoralization of workers by epidemics of contagious diseases. Mining camps, rapidly constructed during the boom days of the rushes to new fields, have been frequent sufferers from typhoid when, as so often used to be the case, little or no attention was given to bacterial examination of the water supply or to the method used for disposing of the sewage.

PUBLIC hearings began before the Committee for Reciprocity Information on May 24, 1950, for the purpose of unearthing data and opinion that will be helpful in the forthcoming reciprocal tariff and other trade-barrier negotiations at Torquay, England, on September 28th of this year. The conference this fall will constitute the "third round" of tariff negotiations under the General Agreement on Tariffs and Trade concluded at Geneva in 1947. The United States plans to negotiate with 17 other countries on possible tariff modifications on various articles all the way from baby carriages and bottle caps to lead and zinc-bearing ores. On May 31, June 1 and June 2, spokesmen appeared before the Committee for Reciprocity Information on behalf of the domestic lead and zinc mining industries. Producers of these metals protested the inclusion of paragraphs 391 (lead-bearing ores, dust and mattes), 392 (lead bullion, lead in pigs and bars, and scrap lead), 393 (zinc-bearing ores of all kinds), and 394 (zinc in blocks, pigs or slabs, and zinc dust) of the Tariff Act of 1930, as amended in the list of articles to be considered for possible tariff concessions at Torquay. It was pointed out that although operating costs have more than doubled since 1939 tariffs on these metals were actually higher in that year than at present. This, coupled with the detrimental effects of the recent series of devaluations, has sounded the death knell for a substantial number of domestic lead and zinc mines-a most undesirable development in the face of the ominous international situation, according to these spokesmen. It was urged that higher rather than lower tariff rates are needed on these metals. The opinion was expressed that it was inconsistent to foster a high living standard in our western areas and then, once it is attained, to undermine that condition by minimizing the protection that was partly responsible for it. The main theme of some arguments implied that although every effort should be made to close the "dollar gap" abroad, serious consideration must be given the methods employed lest our national security position be jeopardized in the process. The House Committee on Foreign Affairs completed hearings on H. J. Res. 236, to provide for United States membership and participation in the International Trade Organization. Hearings began on April 19th and ran for over five weeks. Many witnesses from industry and government presented voluminous testimony, which will not be available for public distribution for several weeks. However, it is no secret that the most controversial provisions of the Draft Charter of the ITO are: (1) Article 17 (Chapter IV on Commercial Policy) which would obligate members to negotiate for the reduction of tariffs and the elimination of trade preferences; (2) Article 20 which would prohibit the use of quantitative restrictions for protective purposes; (3) Article 16 which promulgates rules to implement the principle of non-discrimination in international trade; and (4) provisions permitting the use of protective measures for promoting economic development, particularly in backward areas, even though such provisions are inconsistent with those of the three articles cited above. United States membership in the International Trade Organization is essential to the successful operation of that body in view of this country's position as the economic giant in the present international trade pattern. Many countries are reluctant to take any action toward the ratification of the charter until it is known what course America will pursue. However desirable or undesirable the ideal of free multilateral trade may be it is unlikely that this Government's participation in the ITO will materialize soon. Advices in Washington indicate that H. J. Res. 236 will not be enacted during the present session of Congress. The legislative pattern designed to secure Congressional approval of the ITO is similar to that of the St. Lawrence Seaway project. The Seaway project was pending in treaty form for several years before the Foreign Relations Committee of the Senate and when the Administration decided to incorporate this project into bill form it was found that, while it passed the House promptly, the Senate decided to pigeonhole it because of the obvious intent to circumvent the constitutional prerogative of the Senate to advise and consent to the ratification of treaties. The ITO bill may be slated for a similar fate. It is deemed essential by western Senators and Congressmen that the present session of Congress enact some form of mining legislation before its adjournment, now set for July 31st. These legislators from prominent ore-producing states do not desire to return to their home areas in the fall emptyhanded. Aside from that, it is entirely superfluous to reiterate the necessity for maintaining a healthy domestic mining industry as a bulwark against a sharp rise in the temperature of the "cold war". Now that S. 2105 has failed a new bill is taking shape in the Senate Interior and Insular Affairs Committee. It is similar in language to H. R. 8221 (to encourage the conservation and development of the mineral resources of the United States) reported by the House Public Lands Committee on May 3, 1950, but so far has failed to receive approval of the House Committee on Rules. There are some qualified observers in high circles in Washington as well as in the mining industry who favor a tax incentive program to stimulate investment in mining enterprises, as opposed to a conservation and exploration program. The Bureau of Mines and the Treasury Department have undertaken a joint study to determine the need for modification of the tax laws as they apply to mining. The study is scheduled for completion before the end of the year, and appears to be supplementary to the investigation initiated by the National Minerals Advisory Council which culminated in the submittal of recommendations to the Secretary of the Interior in December 1949. The "cold war" is largely responsible for the increased demand for metals. Stock-pile purchases and heavy industrial demand due to military needs distort markets and disrupt normal price trends. Such activity has an unhealthy influence on metal production, luring some producers into a state of dependency on the continuation of this condition. When stock-pile objectives are met sometime in the future purchases must then come to a halt unless international "fireworks" are touched off. It can only be hoped that technological improvements and further mechanization of mines coupled with the stimulus of a rising population will offset the anticipated drop in industrial demand and cessation of stockpile purchases when the international crisis abates.

IN December, 1936, several drilling tests were made at the Hubert O. De Beck feldspar mine at Green Mountain, N. C., to determine the most efficient type of hammier-drill bit and drilling method for use at this particular property. This mine is well recognized as having the hardest rock in the Burnsville - Spruce Pine feldspar district and drilling costs always have been high. Local structural deformation has greatly distorted and warped the normal crystalline structure of the feldspar so the rock is much tougher than usual. In studying drilling methods and bit types, available literature was re¬viewed but little specific data could be found on the direct comparison of four-point and six-point drill bits so the following results may be of some interest.

Attempts to locate domestic supplies of sillimanite have been unsuccessful until recently. This paper describes recent discoveries of sillimanite-bearing schists in the Southeastern States, with emphasis on geology of the deposits, mineral composition, origin, and reserves. Statements concerning possible methods of mining, milling, and utilization of sillimanite are given. Results from refractory tests on a laboratory scale are summarized.

The fact that most of the zinc-lead ores of the Tri-State district are associated with abundant chert in the Boone formation has led us to give much consideration to the manner of occurrence of the chert throughout the formation and to its relationship to the structural and other geologic features having bearing upon the sulfide mineralization. Necessarily the question of the source and the manner of deposition of the chert has come up in the course of these studies. We do not pretend to have arrived at the answer to all the questions regarding the chert. However, we have made a very large number of field observations, which present certain facts about the chert in this district that may be worth elaboration. Whatever theories may be drawn upon to explain the presence and distribution of the chert must necessarily be capable of reconciliation to these facts. The more important theories that have been presented are briefly summarized, and some of them discussed, in this paper. This paper is in three distinct parts, each complete in itself, wherein is recorded the evidence gained from three separate methods of attack. In an earlier paper,(3)‡ we briefly described the chert and its relation-ship to the ore deposits. Chertification, as used in this paper, means the replacement of limestone by introduced silicic acid. It is a common phenomenon in many widely distributed limestones. The products of chertification may be chert, cotton rock, or tripoli, depending upon the extent to which the replacement has been carried. Chertification is used instead of silicifica-tion in order to reserve the latter for the siliceous emanations so common in connection with the sulfide ore deposits of this and many other districts. Broadly, it is meant to include all silicification in this district prior to the introduction of the jasperoid, the latter being contemporaneous with the ore-bearing solutions.

Preparation of pure scandium metal was accomplished by calcium reduction of the fluoride by two methods; a low-temperatzdre alloy process and direct reduction with subsequent distillation of the product. The following properties were determined: melting point: 1181OK; boiling point (calculated): 3000°K; lattice constants at 298°K (hexagonal lattice): a = 3.308 * 0.001 A, c = 5.267 * 0.003A; calculated density at 298°K, g per cm3: 2,990 + 0.007; electrical resistivity, ohm-cm: 299°K, 66.6 ± 0.2 x 10 -6; 373oK, 77.4 * 0.2 x 10 -6; thermal coefficient at 299°K, ohm-cm per deg: 5.4 X x; heat of sublimation at 298°K, kcal pel- mole: 80.79. The vapor pressure was determined as a function of temperature between 1505o and 1748°K, with the data fitted to a straight line shielding the equation: Log Pmm = -1.718 X 104/ToK + 8.298. SCANDIUM, element number 21, was first discovered by Nilson in 1879 and was recognized as the Ekaboron as predicted by Mendeleff. As it is in group III of the periodic table, the general properties are a little like aluminum and also resemble quite closely the properties of yttrium and the rare-earth metals, in both the metallic and ionic form. Although the earth's crust contains approximately 5 ppm of scandium (the element is as abundant as arsenic and twice as abundant as boron) it generally occurs so widely distributed that it has earned the reputation of being very rare. The one exception to this is the mineral thortveitite, which has been found in Madagascar (20 pct Sc2O3) and in Norway (35 pct Sc2O3). Scandium also occurs in small but distinct amounts in uranium and rare-earth ores; the recent larger scale processing of these materials has made some scandium available from these sources. As with other naturally-occurring monoisotopic elements (except Be), scandium contains an odd number of protons and an even number of neutrons. Scandium metal was first prepared by Fischer and coworkers1 in 1937 by electrolysis of scandium chloride in a molten eutectic mixture of lithium and potassium chlorides, using molten zinc as a cathode and collector of the scandium metal produced. The zinc was removed from the Zn-2 pct Sc alloy by vacuum distillation, leaving a product reported to be 94 to 98 pct Sc, with the main impurities being iron and silicon. They reported a melting point of 1400° C for this material. Scandium has also been prepared by the reduction of scandium chloride with potassium metal in a glass apparatus by Bommer and Hohmann in 1941,' resulting in a mixture of metal and potassium chloride; these workers did not isolate the metal proper, but the X-ray diffraction of the slag-metal mixture showed it to be hexagonal with a = 3.30A, c = 5.45A. petru3, 4 and coworkers have recently reported the preparation of the metal in a compact form by the reduction of either ScF3 or ScC13 with calcium metal and subsequent distillation of the product. This process probably yielded a metal of high purity, but they list no chemical analysis nor do they list any of the properties of their product. Previous related work in this Laboratory has been concerned with the production of yttrium and the rare-earth metals and the determination of their physical properties. Because of its similarity to these metals, scandium is being included in this study. PREPARATION OF SCANDIUM METAL The preparation of yttrium and the rare-earth metals may be accomplished by reduction of their fluorides with calcium metal in tantalum crucibles.5 This process leads to the introduction of tantalum (up to 0.5 pct) as an impurity in the higher melting rare earths, but since the tantalum occurs as dendrites, uncombined with the rare-earth metals, its presence is not objectionable in some cases. The preparation of scandium metal in this manner, however, was found to yield a product containing 2 to 5 pct Ta. To obtain a purer product, the following two methods were developed for the reduction of scandium fluoride with calcium metal: i) a low-temperature process utilizing zinc to form a low

The elastic effects occurring in the matrix of a composite reinforced by discontinuous fibers were studied by means of photoelastic techniques. A hirefringent plastic was employed as the matrix material with high-strength a Al2O3 whiskers as the reinforcing fibers. It was found that for whiskers aligned parallel to the tensile load direction: (I) Matrix reinforcement occurred along the length of the whisker to within about 5 diameters of the whisker tip for a length to diameter ratio, L/D, of 40. (2) Significant stress concentrations were created in regions immediately surrounding the tips; the fine as-formed tapered ends exhibited the minimum stress concentration whereas the square-ended whisker produced relatively high values, K r 2.5 for L/D = 40. (3) The axial and radial stress distributions could he determined quantitatively; the stress distribution at the whisker-matrix interface was in general agreement with theoretical calculations. (4) The highest source of stress concentration occurred at points of fracture in whiskers which had ruptured after incorporation into the composite. Whiskers aligned perpendicular to the load direction neither reinforced nor caused appreciahle stress concentrations in the matrix. ThE properties of composites have generally been formulated empirically on the basis of macroscopic tests. There are still many questions concerning the mechanical and chemical interactions occurring at the interface between the reinforcing fiber and its matrix. Continuously reinforced plastics and dispersion-hardened metals represent the two extremes of composite reinforcement. Whether artificially produced or formed in situ, the whisker composite falls between these two extremes and is an example of discontinuous fiber reinforcement. The effect of fiber shape, size, surface condition, and end configuration on the stress distribution in the matrix is important since the presence of stress concentrations, especially in any high-strength, thin-wall structure, could become the cause of catastrophic failure. DOW,' in his theoretical discussion of discontinuous fiber reinforcement, has pointed out that appreciable stress concentrations occur at the tips or ends of the reinforcing fibers. It is the purpose of this study to examine directly, by means of the photoelastic technique, the stresses which occur in the vicinity of a discontinuity or whisker tip and to measure qualitatively and quantitatively the effects of whisker geometry when embedded in a birefringent matrix material. The use of sapphire (a A1,O3) whiskers was decided upon as the reinforcing agent because of their high elastic modulus (E- 60 X 106 psi) and in some cases strengths in excess of one and a half million psi. Sapphire whiskers are of further practical interest since they retain large fractions of their strength up to temperatures approaching the melting point (3720oF).2 The whiskers were grown, by the vapor-phase reaction commonly employed,3 as part of this study to insure a physically uniform supply. Tensile and bend tests were performed to verify that the whiskers were of the expected ultra-high strength. The high-strength whiskers can be identified and selected from the combustion boats by surface perfection, shape, and size; otherwise, strength values can vary by a factor of ten or more. Macroscopic defects are quite common on the surface of large bladed whiskers and the principal experiments were conducted with hexagonal whiskers of about 0.002 in. diameter and lengths ranging from 0.1 to 0.4 in. Upon completion of these two phases of the experiment, several birefringent resins were evaluated. A plastic, developed by Zandman,4 which is supplied by the Budd Co., was found most suitable and was used as the matrix material for the whisker composite throughout the study. It has a sensitivity of 60.5 lb per in. order, calibrated in tension and cures without introducing residual stresses. Young's modulus for this matrix material is 430,000 psi in the fully cured condition. Since good wetting and bonding between the sapphire and the matrix material is essential to the interpretation of the results, a wettability test was performed. The contact angle was measured to be 168 deg where perfect wetting is defined as 180 deg; therefore, the Budd Plastic wets the sapphire

The manufacture of steel rails in the United States upon a large scale may be roughly dated from the years 1875-76, and the same years witnessed an active movement among the railroads toward the adoption of heavier and improved patterns. In this movement each road was a law unto itself, and the "personal equations " of some scores of engineers were so freely injected into the calculations that patterns were multiplied in the most absurd and mischievous manner, until at length the burden upon the mills became wellnigh unendurable, and called forth a vigorous protest in Mr. Holley's paper,* read before the Institute in February, 1881. There were then regularly manufactured in the various mills of the United States, no less than 119 different patterns of steel rails, subject to current order, of which 64 per cent. were embraced under five weights per yard. Commenting upon these and other figures there given, Mr. Holley stated as the primary object of his paper, " to show that,, while this multiplication of rail-patterns is an annoyance and an expense to rail-makers, it is a source of immense loss to railway companies." Since 1876 the increase in gross annual tonnage upon our leading lines has been very great, and has been accompanied by an increase of wheel-loads and running-speeds. As the average weight of the rails of 1876 was by no means excessive, the growing deman Is of traffic have slowly driven the roads toward stiffer sections, inaugurating a movement that now promises to become epidemic. In 1876 a 67-pound rail was a first-class equipment; to-day everything under 75 pounds is light, and many 80's are coming into use. European practice has long been heavier than ours; in part because the higher cost of sleepers has led to an average of 3-feet spacing, instead of two-feet as with us. The old 84-pound double-header, and Sandberg's 80- and 89-pound rails, respectively 51/4 inches and 591/2 inches high, are reported common on English roads; and he is strongly advocating the general adoption of the 100-pounder shown in Fig. 7, with what success I have not learned, except that the Belgian government has ordered a lot. In view of the recent important discussions before this Institute on the genesis of metalliferous deposits, certain features in the occurrence of gold which seem to be more clearly developed in Brazil than elsewhere can hardly fail to be of interest. As the observations here recorded have necessarily been of a somewhat cursory character, they will be presented in the form of brief notes, without any attempt to draw conclusions as to their genetic significance. Gold in Gneiss.—The statement made by me many years ago† that in the districts of Campanha and S?o Gongalo, in southern Minas Geraes, gold occurs in gneiss, can now be reaffirmed in the most positive manner, on the strength of a recent examination of fresh material, confirmed by the testimony of an experienced mining captain from the Morro Velho mine, who, being skeptical on this point, made a prospectingtour in the district. IN May, 1878, I had the honor of presenting to the Institute, at the Chattanooga meeting, some observations upon the heat of the Comstock Lode, and since then the subject has attracted some attention and criticism, in the course of which, I have observed errors of apprehension which I beg leave to correct now. Mr. John Arthur Phillips discussed it before the Geological Society, his paper being printed in the Quarterly Journal for August, 1879.* His criticism is based upon that part of my paper in which I quote a number of analyses of the mine waters, to illustrate the fact that the heat does not come from the oxidation of pyrite. THERE are two general classes of problems in connection with electric furnaces. First, those relating to the best utilization of the electrical power inside the furnace; second, those connected with the bringing of the electrical power to the point where it is to be utilized. Referring particularly to the latter class of problems, many calculations have been made, covering a wide variety of furnaces, to check the electrical capacity and power factor found from test. The following analysis, made for the purpose of determining the maximum capacity and approximate performance of a new furnace, to operate at 160 volts on a 60-cycle circuit, may be of interest. The first characteristic necessary to determine is the inductance, since this is the factor that limits the amount of power which can be put into the furnace. Inductance is calculated from the dimensions of the furnace, according to formulas of the U. S. Bureau of Standards,1 as

The haulage system at the International Minerals T & Chemical Corp. (IMC) potash mine near Carlsbad, N. M., reached a turning point in December 1956 with the introduction of rope suspended belt haulage. In fact, IMC pioneered the use of this type of belt in the potash industry. Since that time belt conveyance has been employed as an extension of the rail system but not as a replacement of the main rail haulage. IMC's potash mine is located in the Permian Basin, approximately 20 miles east of Carlsbad. From three levels, the 800-ft, 850-ft and 900-ft, over 60 million tons have been extracted. Langbeinite (K,SO,. 2MgS0,) is mined on the 850 level and sylvite (KCl) on the 900 level. The 800 level, with both langbeinite and sylvite mineralization, is idle. Mining heights vary from 54 in. to more than 10 ft. A room and pillar mining system is used.
