The chlorination of ilmenite concentrates and slags to produce Tic14 suitable for pigment or metal production was investigated by the Bureau of Mines along with the dechlorination of byproduct iron chloride to produce chlorine for recycle and iron oxide., Ilmenite concentrates or slag powders were fed into the bottom of a fluidized coke bed at 1,050º C using chlorine flow rates up to 20 l/min in a 10.2-cm-dim reactor. Tests showed that >95 percent of the various ilmenite concentrates reacted at optimum conditions, and recovery of TiC14 ranged from 95 to 100 percent of stoichiometric. Impurity dusts were removed from the vapors by cyclones and a fiberglass cloth filter. Iron chloride was condensed as a powder with less than 0.4 percent insoluble material. The TiC14 was collected in refrigerated condensers. Iron chloride was dechlorinated at 500º to 550º C by reaction with oxygen in a 16.5-cm-dim reactor using a fluidized bed of Fe2O3. Optimum processing was attained with a FeC13 feed containing 25 wt-pct Fe203 granules treated with 2 wt-pct NaCl catalyst; Under the above conditions, off gas chlorine concentrations of 62 to 90 wt-pct were obtained. During 2- and 3-day tests with technical-grade FeC13, conversion of FeC13 was 94 to 97 percent, chlorine concentrations were 76 to 90 wt-pct, and up to 92 pct of the stoichio- metric Fe203 was removed in the primary reactor discharge. IN an age when anything short of miraculous can and does happen it is entirely too easy to become labeled as a prophet. After the first wave of hysteria over atomic weapons died down there were crystal gazers enough in that field. The mining fraternity, always anxious to get back to normal anyway, looked, was duly impressed, and passed on to more mundane affairs. After all it was just another big blast in the stopes of life. After we "laymen" had seen the effects at Hiroshima and been granted a peek into the phenomenon of Numbers 4 and 5, we saw, indeed, that it was a tremendous but understandable weapon. Now it appears that we may fall heir to much of the defensive planning of the future. If, as our military planners tell us, it will be necessary to go underground for defense, then we are the true forerunners of a race of troglodytes. The underground belongs to us as to no other profession; the subsurface is our prerogative. Already the big mistakes in planning atomic defense are being made. It is within our ability now to correct them. Surveys are being made of natural caverns to be used as a basis for military planning. This is our first big mistake. Even if the natural caverns, many of which Nature has precariously carved from cherty and brittle limestones, could withstand the seismic force of a proximate blast without major roof failures, there is a more serious argument against the blanket use of natural caverns as a first line of defense. During the last three or four years I have had occasion to examine, chemically, various samples of matter commonly called flue-dust or cinder, found deposited in the flues and hot-blast chambers and under the boilers of blast furnaces, and also in the flues and under the boilers of puddling and boiling furnaces. Recently several of these examinations mere made quite in detail, and as the results reveal, I believe, information of no inconsiderable importance, I am induced to communicate them to this Institute. A sample of deposit obtained from the flues of one of the blast furnaces at the works of the Phœix Iron Company, at Phœnixville, Pa., was found to have the composition given in Column I of the following table: I. 11. 111. The main purpose of this work was to study the effect of gold on the activity coefficient of oxygen in the liquid Fe-Au alloy and to determine how copper and silver change the activity coefficient of oxygen. A preliminary investigation has been made of equilibrium in the reaction of hydrogen with oxygen in some of the liquid gold alloys. The experimental method, which has been described in detail elsewhere,' consisted of bubbling accurately known H-A-water vapor mixtures through the Fe-Au alloys contained in alumina crucibles within a vertical closed furnace. When equilibrium was reached, the samples were quenched by rapidly lowering the crucible under an atmosphere of argon to a water cooled brass fixture at the bottom of the furnace tube. The melts were found to freeze from the top in less than 4 sec. The heats were carefully prepared for oxygen analysis. The oxygen content was determined by vacuum fusion analysis.' Only high purity electrolytic materials were used in this investigation. The activity and free energy of oxygen in the liquid iron alloys were studied by means of the reaction; The data for the 80 Fe-Au alloys, obtained as a function of temperature, are summarized in Table I and presented in Fig. 1, where log is plotted against . The classical approach to room-and-pillar mine design in flat-lying, tabular ore bodies limits itself to the special case of an extensive and uniform system of pillars. Each pillar is then assumed to carry the same load, and this load is readily calculated from the extraction ratio e and the weight of the overburden : average pillar stress = [ ] where H is depth below surface, p is average density of overburden, and g is acceleration due to gravity. The average pillar load does not, in this case, depend on the mechanical properties of either the pillars or the surrounding rock mass. The only relevant physical property of the pillars is their compressive strength, (i.e., the maximum load-carrying ability) and the criterion for design is that the average pillar stress should not exceed this strength. The wider the pillar, the greater its strength, and the design of the system is concerned with reconciling this increase in strength to the requirements of roof control so as to optimize extraction.l Any departure from a uniform distribution of pillar loads invalidates the classical approach. Such departures may, for instance, be brought about by: (1) a nonuniform layout of pillars and remnants resulting from selective mining, (2) variations in geology which result in gross changes in the properties of part of the seam or the host rock, (3) deliberate use of abutment support in narrow panels, and (4) the use of yielding pillars for local roof support in conjunction with barrier pillars to carry the overburden load.

In view of Twentieth Century advances in mineral dressing technology, most modern metallurgists would be inclined to class jigging as an early, somewhat primitive, representation of their art. The practice of metallic sulfide concentration by jigging is becoming rare. This is so, in part, because the type of ore amenable to the process is becoming rare. It is appropriate, however, that this symposium recognize that a significant contribution of domestic zinc remains dependent upon coarse preconcentration by jigging, and that the state of the art be described even though the theory and applications are already well delineated in technical literature. One of the few areas still using jigging as a major concentrating process is The Upper Mississippi Valley. AREA HISTORY AND JIGGING The Upper Mississippi Valley (UMV) has produced one billion dollars worth of zinc and lead at current prices. The district includes the southwest part of Wisconsin, the northwest corner of Illinois and an adjoining narrow strip of Iowa. Within a total area of 4,000 square miles, important sub-districts cover about 400 square miles. As is widely known, early mining in this district involved shallow lead---crevice deposits of galena that were very selectively mined, hand sorted and cleaned, and then smelted at or near the site. The district has produced almost a million short tons of metallic lead, a very large part of this during the fifty- year period following 1830. Zinc mining began at the end of the civil war, but at a very low rate until about 1905.

A standing Committee on Local Section Appropriations, consisting of one past Chairman of a Local Section, one member of the Institute's Executive Committee, and one member of the Finance Committee, shall be appointed by the President and shall pass upon requests for appropriations and authorize payments within bounds of the budget. The committee will be guided by the principles herein outlined, always having in mind the vital importance of healthy, active Sections to the, welfare of the Institute as a whole. 6. According to Article XI, Section 2 of the Bylaws, requests for appropriations shall be signed by the Chairman, Secretary and Treasurer of the Section. 7. Requests for appropriations must be in the hands of the Secretary of the Institute by February 15 of the year for which they are desired.

THE wire-rope hoisting conditions at the mines of the Anaconda Copper Mining Co. in Butte, Mont., are very severe because of the conditions under which it is necessary to operate. A study was made, in the fall of 1919, for the purpose of changing these conditions in order to obtain longer rope and sheave life. There are at present in Butte, hoisting engines equipped with wire rope as follows: 9 main hoists using flat ropes. 7 main hoists using 1 ½ in. rope. 5 main hoists using 1 ¼ in. rope. 6 shafts using 1 1/8 in. rope. 2 chippy hoists using 1 ¼ in. rope. 9 chippy hoists using 1 1/8 in. rope. 15 shafts using 1 in. rope. 7 shafts using 7/8 in. rope. 1 shaft using ¾ in. rope. In addition, there are a number of sinking engines using 5/8 in., ¾ in., 7/8 in., and 1 in. (15.9, 19, 22, and 25 mm. rope.) The flat ropes run from ½ by 7 ½ in. (12.7 by 190.5 mm.) to ½ by 4 ½ in. (9.5 by 114 mm.) and are used on the older hoisting-engines, which are set comparatively close to the shaft. Because of swelling and moving ground at some of the shafts, these ropes present certain difficulties in operation that are more pronounced than with round ropes; they are, therefore, being superseded by round ropes as newer engines are being installed. They are, however, much more easily inspected and repaired than round ropes.

SPODUMENE is a lithium-bearing pyroxene, and is an important source of lithium compounds. Because of its high alumina and lithia content, it might be a desirable constituent of glass batches. The use of spodu-mene in ceramics will undoubtedly increase, as it has been shown that a mixture of the proper proportions of this mineral with soda feldspar and potash feldspar has a much lower maturing temperature upon firing than has any one of the three components.1 The mineral spodumene seldom occurs as pure mineral, but ordinarily with feldspars, mica and quartz. All spodumene-bearing rocks tested contained these minerals as gangue. Small amounts of iron and manga-nese oxides also were present, usually as stains on the silicate grains. Mica associated with the spodumene carried a considerable amount of lithia. This was discovered in flotation tailings, which, although virtually free of spodumene grains when examined microscopically, showed 0.4 to 0.5 per cent Li2O on chemical analysis. The lithia content of micas picked from the North Carolina spodumene rock was variable. Some samples contained little lithia, others more than 3 per cent. In 1938, under the supervision of Oliver C. Ralston, ? the Bureau of Mines, in cooperation with the Tennessee Mineral Products Corporation, undertook to study the beneficiation of North Carolina spodumene by froth flotation. The Bureau had previously published investigations on the beneficiation of spodumene.2,3 The methods described in the second publication' did not give good results with badly weathered spodumene rock, so that more thorough investigation of the subject was warranted.

Mr. Raden has described the practical problems associated with fines in phosphate rock beneficiation. In this discussion, a colloid chemical viewpoint is given to the problem of separating phosphate values from phosphatic clay slurries. The phosphatic clays are predominantly colloids of a complex mixture of many minerals (1). The constituents are typically 25% apatite, 40-50% clays, and various amounts of wavellite, quartz, dolomite, fluorite, and other minerals. The clays are montmorillonite, attapulgite, and illite, with some kaolinite. The various mineral colloids in the slurry are heterogeneously coagulated in the as-produced state. Dispersion of the coagulated state is evident from the fact that dispersing agents (certain polyelectrolytes) cause a large reduction in the viscosity of the slurry (2). The as-produced slurry settles from 4 to 8% solids within a week, but thereafter settles much more slowly in the form of a sediment of flocs. The supernatant liquid is often clear because of the cooperative action of the mutual interaction of particles during settling. Mineral segregation during settling has not been observed for the same reason. The initial slow settling rates indicate that the coagulated assemblies are very small. Efforts to separate apatite from the other minerals would be complicated by the heterogeneous coagulation state. Somehow the apatite must be "liberated" from its association with the other minerals before it can be physically separated. One approach for liberating apatite is to disperse the entire suspension. Two 4-ft wide DSM screens were installed during 1957 in one unit of the two-unit heavy media cy- clone section of the Holman-Cliffs concentrator at Taconite, Minn., following successful laboratory test work on a 1-ft screen. The two screens materially reduced the amount of media sent to the magnetic separator cleaning circuit. Wear life was good and fine size capacity was high. Briefly, the Holman-Cliffs heavy media cyclone plant uses -65 mesh magnetite as media and 10-in. diam., 30º Ni-Hard cyclones as separatory vessels. Feed to the plant averages 130 long tons per hr of -1/8 in. +65 mesh material. The conventional heavy media circuit uses drum or spiral type separatory units and treats +l/8 or 3/16-in. material. The medium is generally -65 mesh ferrosilicon. Ore and media are readily separated by screening at about 6 mesh. At this size, capacity is high and wear and maintenance are not excessive. The heavy media cyclone plant requires an efficient separation between +65 mesh ore and -65 mesh media. To reduce costs, however, the separation was made at a coarser size with the result that the media was un- duly contaminated and it was necessary to clean large tonnages of media and ore in magnetic separators. Due to the high capital cost of these units, their number was kept to a minimum and, consequently, they were overloaded. As a result, the separation between magnetic media and nonmagnetics was not sharp and the magnetite losses were high.

THE practice of using acid-lined converters at the plant of the Old Dominion Copper Mining & Smelting Co. was discontinued early in January, 1913, and they were replaced by basic-lined converters. The new equipment consists of one electrically operated 12-ft. upright converter stand and two basic-lined shells for same. These shells are provided with twenty-four 1 1/4-in. tuyères. The mouths are 5 ft. in diameter. Owing to the fact that there is no bedding system or other large storage capacity between the mine and the smelter, the furnaces must handle as fast as produced ore and concentrates, which may vary considerably from day to day, both in tonnage and copper content. Consequently the converter is often crowded to its utmost capacity by the frequent fluctuations in the daily matte supply. From the foregoing, it will be seen that in no way can the converter be favored by running light charges or by transferring to it from other stands in operation. Neither can it regularly be allowed to cool between blows, and only occasionally can it be run at as low a temperature as might be wished. No copper precipitate or other foreign material high in copper is available to help out the tonnage. Repairs and alterations or the removal of defective tuyères must wait until such time as a slight falling off in the matte supply-allows the converting operations to ease up. These variable conditions all combine to interfere with the systematic operating of the converter.

INTRODUCTION Interest in multicommodity stabilization schemes has increased recently for several reasons, a most important one being the experienced wide swings in primary commodity prices. These prices rose sharply between mid - 1972 and end - 1974 giving commodity exporting countries an opportunity to gain sizeable increases in export earnings. But since then, prices have tumbled and these countries are searching for a means to stabilize if not to increase their earnings. While this problem is particularly serious for developing countries, the developed countries are concerned about the impending upward price swing, which would increase inflation before recovery from the world recession is assured. As a direct consequence of the emergency meeting of the U.N. General Assembly devoted to commodity problems in April of 1974, interest has been renewed in the Keynesian (4) plan for an international multicommodity buffer stock program. In particular, UNCTAD (8) is designing an integrated commodity scheme to be discussed within that body. In terms of approaches that have appeared in designing such a program, none exist which relate to the interpretation of the independence and interdependence of prices of the commodities of interest. Typical criteria for selecting commodities for the scheme have included their importance in world trade, their particular origin from developing countries, and their feasibility for storage. But the financial management of a multicommodity buffer stock requires a consideration of commodity prices, yields, and risks as does as any portfolio of assets. In the flotation of iron ores and nonmetallic ores desliming is the key to a successful operation; the technology of flotation of well-deslimed ores has become fairly well established. When finely disseminated ores are ground to liberation, however, conventional desliming of the fully dispersed pulp results in an excessive loss of valuable constituents. Selective flocculation of iron oxides followed by removal of dispersed siliceous slimes is a new development and is one of the most promising approaches to the treatment of finely disseminated, oxidized iron ores, available in vast quantities both here and abroad (1,2,3). To apply selective flocculation to the variety of refractory iron ores or to cope with the fluctuations in an individual ore and the make-up water, the factors governing this technique must be clearly formulated. For the removal of siliceous and clayey slimes from oxidized iron ores by selective flocculation, the optimum conditions are extremely sensitive to the mineralogical characteristics of the ore, the type and the amount of soluble salts in pulp solutions, and the mesh-of-grind. Certain starches appear to function better than others (4, 5). Selection of the proper reagents and their judicious use is important not only for their efficient utilization but also for minimizing the adverse effects they might exert on the flocculation and flotation steps, and the pollution the effluents might cause when discharged, either intentionally or accidentally, into lakes and streams. In the present article some of the major factors that influence the selective flocculation of iron ores are summarized.

The wire saw is a tool not less than 60 years old, probably nearer 100 years old. It was developed in Europe and is reputed to have originated in Belgium. Frombold is said to be the original patentee. Wire sawing equipment, as indicated in Fig. I, is very simple. It consists of a three-strand wire cable, usually pis or 1/4 in. in diameter, or a single flat ribbon of medium hard, tough, alloy steel twisted into a helix of those diameters, made to form an endless belt of any length up to several thousand feet. The wire is guided into the cut by sheaves mounted in slides on steel columns situated close to either end of the cut. The feed motion usually is controlled either by gravity or by hand-operated feed screws. The steel columns or "standards" range from 15 to 30 ft. in length. At the top is a swiveled arm supporting a sheave similar to the traveling sheave below. Immediately under the swivel-mounted sheave is a guy plate or collar with shackles attaching four chain or wire-rope guys with suitable tightening devices, or with two guys and two jack legs for supporting the standard vertically or at any desired anale. The usual drive is by a 10-hp. motor through a gear reducer, on which are Insti- two grooved sheaves, One of which is keyed and the other free running On the shaft. The normal Mg-Mg,Sn eutectic is a classic example of a Chinese script eutectic. When the alloy is unidirectionally solidified, a much simpler topo-logical arrangement of the phase particles can be produced although individual grains still usually consist of two or more interpenetrating lamellar systerns. Specimens from unidirectionally solidified ingots were analyzed metallographicall~ and crys-tallographically, and it was found that the interfaces between the lamellae had a common crystallograPhic character describable by: Lamellar interfaces II {220}Mg2Sn 1) {1011}Mg Arguments are presented to explain why this particular orientation relationship tends to occur and it is shown that this criterion can be nearly satisfied simultaneously on up to four different lamellar systerns between two interpenetrating single crystals. Finally, on the basis of this work ad other similar work which has previously been done on Al-CuAl2 eutectics, a general principle pertaining to low-energy interfaces between two crystalline Phases is proposed. WITHIN the past few years several investigators1-4 have demonstrated that the microstructures of many eutectic alloys can be significantly altered by uni- directional solidification. If appropriate control is exercised over the purity of the alloy, the growth rate, and the thermal gradient during unidirectional solidification, ingots can be made in which the phase particles are aligned predominantly parallel to one another throughout substantial portions of the ingot. IN beginning my remarks, may I make it entirely clear that since January 4, 1947, I have not been a member of the United States Delegation to-the United Nations Atomic Energy Commission I am speaking, therefore, in purely a personal capacity. Because of the interest of the engineering profession with reference to uranium, and because of the title assigned me for this talk, I am going to assume that you know what the United States Plan is for the control of atomic energy. At best, in the limited time, I could only summarize, at the risk of giving undue emphasis to the items mentioned, and at the risk of omitting many important parts of what seems so far to be a complete and well-rounded Plan for meeting the problem. I will aim to comment upon those aspects of the Plan that continue as problems and involve apparent, or obvious, misunderstandings and contrary views The control of atomic energy represents not only a problem but a challenge-both faced by- all the peoples of the world It involves a new approach to the problems of the kinds that arise between nations, problems that have not ever been solved even by international treaties in their efforts to outlaw weapons of war. These efforts range from the Kellogg-Briand treaty to outlaw war, and its obvious failure to prevent World War II, to the interdiction by the Pope of the use of the crossbow in the days of the Crusades.
