THE Institute assembled in the metallurgical lecture-room of Pardee Hall, Lafayette College, at 7 o'clock P.M. on Tuesday evening, October 21st. The session was opened by the President, R. W. Raymond, with an address on Mining Industry as illustrated at the Vienna Exposition. The second session was held on Wednesday morning. W ho holds title to the continental shelf? As submarine mineral ventures move out into deeper and deeper waters, the dispute over this question is bubbling up with greater and greater urgency. Basically, the forces of disagreement are lined up on two fronts--one nationalist and the other internationalist. The nationalists, or "broad shelf" proponents, view the shelf as a geologic extension of the coastal nations and therefore subject to the sovereignty of these nations. The internationalists or "narrow shelf" proponents, seek to circumscribe the jurisdiction of the coastal nations by a topographic line beyond which all rights would be reserved to an international regime. In the U.S. public sector, three groups----the American Bar Association and International Law Association committees and the National Petroleum Council (NPC) - have taken a stand on the broad shelf. These are joined by AIME, which has consolidated its position in a "Policy Statement on the Outer Limit of National Sovereignty Over Seabed Resources." This statement was adopted by the AIME Board of Directors last October 15 after its submission by Earl Cook, Chairman of the AIME National Affairs Committee, at the behest of the Society of Petroleum Engineers. The main organization holding to the narrow shelf is the Commission on Marine Science, Engineering and Resources.

The Red Mountain district, in Ouray County, Colorado, has been already referred to in the Transactions of the Institute, and notably in papers by Mr. T. B. Comstock, on " The Geology and VeinStructure of Southwestern Colorado" (Trans., xv., 218), and on " Hot-Spring Formations in Red Mountain District, Colorado—A Reply to the Criticisms of Mr. Emmons" (Trans., xvii., 261), and in the paper of Mr. S. F. Emmons, on " Structural Relations of Ore-Deposits" (Tram., xvi., 804). The district has attracted much attention from those interested in geology, because it seems to present a variety of ore-deposits rarely, if ever, met with elsewhere, and one which cannot be described by such well-understood terms as fissure-veins, bedded-deposits, or contact-formation. It will be the scope of this paper to note briefly, from the writer's experience in developing the Yankee Girl, Guston and other Red Mountain properties,—first, observed facts as to the ore occurrence and formation, and second, certain unsolved geological questions. Illustrated guidebooks treating in a popular descriptive way of the geology and other features of the Western United States have been issued by the U. S. Geological Survey. They will be of much interest to mem¬bers in connection with the Arizona Meeting of the Institute and espe¬cially the guidebook of the Santa Fe Route, with side trips to the Grand Canyon, containing as it does relief maps, topographical and geological maps, covering the entire route of the railroad, illustrations from photo¬graphs and other interesting descriptions of this great country. The method of treatment is adapted to the lay-reader, although it includes much valuable and interesting technical information concerning the geographical and other features. The books are well indexed. These volumes sell for 50 c. each and may be obtained from the Superintendent of Documents, Washington, D. C. These guidebooks originally sold for $1 each, but the reprint edition has been reduced to 50 c. A list of the different guidebooks follows: Bulletin 611. R. U. Jackson (Conveyor vs. Track Haulage, P. 866) is the author of a previous work on conveyor systems, which was presented at the Annual Meeting of the Arizona Section of the AIME in December 1951. He has worked for the Carnegie Steel Co., Koppers Co., Fairmont Mining Machinery Co., and the Hewitt-Robins, Inc., the Robins Conveyor Div., for the past 30 years, as engineer, district manager, and manager of the mining div. Jackson is a graduate of Carnegie Institute of Technology, and was born in Steelton; Pa. His present residence is in Clifton, N. J., where in his spare time he devotes himself to hiking and photography interests. F. S. White (Co-author, Solids Fluidization Applied to Lime Burning, P. 903) is a Washington University, St. Louis, Graduate, who now lives in Stockbridge, Mass. He served as a technical apprentice at Mobile, Ala., for the Aluminum Ore Co., and after four years went to Bauxite, Ark, as technical superintendent of calcination and precipitation. After a year and a half, he became technical and operating superintendent of the sintering plant. White also worked for the Dorr Co., and is now with the New England Lime Co. serving as assistant to the president. For relaxation he collects stamps and plays the piano.

The fluid energy mill has been in use since the 1930's when an early patent was granted to N.H. Andrews in the USA. The microniser design has been basically unaltered since that date and current designs such as the Airfilco "Micronizer" have been progressively developed from results based on wide experience. The authors have been engaged in a research programme to establish optimum design and operational parameters for the Micronizer so as to provide a more quantitative basis for scale-up prediction of results. An introductory section will first trace the development of fluid energy milling including reference to other designs which have developed alongside the micronizer (especially the “Jet-o-miser"). With regard to design features the number of fluid injection nozzles and their size was investigated to establish the optimum range. Injection angle and, the consequent diameter of the internal "tangential circle" was carefully studied to determine the effect of this parameter on product size. The research was carried out using fine limestone as the test material with air as the grinding medium. Feed size fractions of 0-120µm, 0-250µm, 0-500µm, and 300-600µm were milled and product size analyses were carried out using the Coulter Counter technique.

PYRITE, the bisulphide of iron, FeS2, is found more or less in all coal-beds: but, as a rule, in certain definite forms. More than any other impurity, it detracts from the commercial value of a coal-deposit, and yet its presence is so universal that it might almost be said that there is no coal entirely free from pyrite. My observation has been confined to the Pennsylvania bituminous and semi-bituminous coals, and to them, therefore, my remarks will be confined. Certain generalizations which I may make, however, will be found of universsl application. The lowest members of the coal-formation, No. XIII. of the Pennsylvania bituminous region, are nearly always pyritiferous, and in many cases highly so. In Cambria county, for instance, coalbed A, the Brookville, is locally known as the " Sulphur seam." The Lower Kittanning, in parts of Clearfield county, is so sulphury as to be almost unmarketable, though otherwise it is a strong locomohive coal. In Mercer county the Pardoe bed, so extensively mined there, carries great quantities of sulphur in the form of pyrite, though usually this can be separated in such a way as to detract little from the market-value of the coal. The American Zinc Company’s mining operations in East Tennessee are located in Knox and Jefferson Counties. Mineralization occurs, intermittently, through a strike length of more than 30 miles, from near the eastern edge of Knoxville northeastward to a few miles beyond Jefferson City. The presence of zinc in these Counties has been known for well over 100 years. In 1910 it was brought to the attention of American Zinc Company that zinc sulphide deposits in the Mascot area might be attractive. Following an examination and some surface prospect drilling, the American Zinc Company of Tennessee was organized and acquired the Mascot properties in 1911. Operations began in 1913 on the basis of 1,000 tons per day mill capacity. With the successful operation of the Mascot mines, the Company undertook explorations in the area from Jefferson City southwest through Friends Station to Mascot. The efforts resulted in development of substantial tonnages of zinc ore and enabled the Company to expand the Mascot and New Market milling operations to their present capacity of 11,100 tons per day. Folded and faulted Paleozoic sedimentary rocks under- lie the mining district. The principal zinc mineralization occurs in a group of strata known as the Knox

The Kentucky Geological Survey(KGS) was established in 1854 as the official geologic research organization in the Commonwealth. Since that time the Survey has performed basic research in a number of geologic areas such as energy, applied geology, mineral resources, geologic mapping, and hydrogeology. Because of coal's importance to Kentucky, a significant part of the geologic data collected by the KGS is coal related. Coal-related data also occur in a variety of other KGS data sets such as the petroleum and water data files. To adequately respond to coal-related inquiries, the KGS maintains an inter- active, on-line data base in which various types of geologic and hydrologic information can be easily stored, retrieved, and manipulated. The KGS will continue to expand and update this data base through ongoing research, and by cooperating with the Kentucky Natural Resources and Environmental Protection Cabinet, Kentucky Department of Mines and Minerals, U. S. Geological Survey, and University of Kentucky Institute for Mining and Minerals Research. Data in this comprehensive system is available to State, Federal, and local governments; industry; researchers; and the general public. These data facilitate coal exploration, mine planning and permitting, coal production, and research activities in the Commonwealth of Kentucky.

Two growing problems confront the preparation engineer-still further restrictions on stream pollution and a greater proportion of fine coal as more and more continuous miners come into use. The dewatering screens, centrifuges, and settling ponds that sufficed a few years ago must often be supplemented by more effective equipment, and in some instances the finest solids are now being recovered by vacuum filtration, once considered too costly in many coal washeries. Unfortunately not all slurries can be readily filtered. Some are virtually unfilterable, and others do not permit the high cake rates needed to hold costs within reason. Often, however, these difficult slurries can be rendered filterable by flocculation. Starch and lime have long increased settling rate in thickeners and can also aid filtration. More recently there have been other flocculants, primarily synthetic polymers or gums. Reports of their great effectiveness prompted the U. S. Bureau of Mines to test their use in filtration as part of its program on recovering and cleaning fine coal. The object of the present work was to compare some of the newer flocculants with starch and lime and to test the reaction of different types of slurries to flocculation. Three natural slurries, three synthetic coal-clay mixtures, and five flocculants were tested, all with a laboratory filter leaf.

THE following series of analyses, which may, be of interest to Bessemer-steel makers, is submitted as a contribution to the much-vexed discussion of manganese in Bessemer steel. They were made by the writer in the spring of 1881, at the works of the Pittsburgh Bessemer Steel Company Limited, during a period of about eight days, part of, which time the rail-steel showed great variation in rolling qualities. During the first part of the time in question, it rolled well; later on it began to roll worse until, finally, it cracked very badly, reaching its worst stage. After this it rapidly improved until it again rolled smoothly. During this .time of transition 'from. good rolling to bad, and back to good again, the course of the manganese was followed' quite closely. It is the striking correspondence between these varying manganese contents and the differences in rolling which is here presented as worthy of notice. The other ordinary elements were determined occasionally, but showed no unusual variation Tim steel, in question, was ordinary rail-steel of about "the following composition : C=.35.P=.08.Mn=.98. As the radical element has secured control of the various local printers' unions of New- York City, 250 magazines have temporarily suspended publication rather than grant their demands. The actions of. these local unions have been repudiated by the officers of the different inter-national unions, who are seeking in every way to carry out their agree-ments with the publishers. The charters of the local pressmen's and feeders' unions have been revoked by the international officers and new local unions are being formed. Members of the typographical union are not, as yet, directly affected by the strike, but many of them are taking "vacations," which accomplishes the same purpose as the strike but without the odium. The Engineering and Mining Journal, with true engineering spirit refusing to admit insuperable obstacles, is sending out a two-page printed market bulletin, together with two typewritten pages, making an an-nouncement of its predicament and giving brief items of mining news. Thus s brought home to the members of the mining profession in a very direct way the pernicious results of unrestrained control of labor organi-zations-by foreign and un-American elements. No sermon on this sub-ject is required, as the facts themselves are sufficiently eloquent.

Previous articles in this column have defined the manpower situation as it. applies to the coal industry. There is at present a shortage of experienced managers, mining engineers, technicians and skilled workers. The extent of this shortage is controversial, but it is sufficiently important to have received the serious attention of coal industry people at all levels. It has also been discussed by union officials, educators, government agencies and trade publications as well as other communications media. Discussion is not enough, however. A plan of action is needed. Some suggestions for such a plan are presented here. First, the coal industry must interest itself in government training programs. The U.S. Government (primarily the Bureau of Mines and HEW) is planning to spend or is spending millions of dollars to educate and train technicians, inspectors, engineers and miners. The new Federal Health and Safety Academy at Beckley, W. Va., for example, will involve an expenditure of $20-30 million for the physical plant alone. There are encouraging signs that the present hierarchy in the Bureau of Mines intends to seek the advice of mining educators on some of these projects, but industry should also demand a voice in the policy to be followed in making these expenditures.

S. ROLLE*—As one who has been privileged to read Mr. Poland's paper before its publication, I wish to express high praise for it and the record which it gives of the work done by the Research and Development Department of Revere Copper and Brass Inc. in developing a satisfactory furnace for the recovery of metallic zinc from secondary metals by distillation. I have also had the opportunity of studying the operation of the furnace when running on scrap brass at the Detroit plant of Revere, and I can therefore say from knowledge gained first-hand that the unit is efficient and economical when used in conjunction with distillation. However, when I read what Mr. Poland has to say in reference to the possibility of using the furnace for melting copper cathodes for the production of oxygen-free and tough-pitch copper shapes, I am constrained to be somewhat skeptical. No doubt the furnace can readily be modified so as to make it possible to melt cathodes, but that is only a part of what is required to produce refinery shapes. PERHAPS, back in the early eighties, the fates were advised that the world had need of a determined man, yet one who could always inspire teamwork; at any rate on Dec. 20, 1881, Louis Shattuck Cates was born to Edwin Wallace and Emily Allen (Johnson) Cates, in Boston. To his friends he has always seemed a little more determined than anyone else they knew-yet his capacity for organization and enlisting friendly co-operation from all with whom he became associated has perhaps been his greatest asset. His will and imagination set the goal, but his friendliness and qualities of leadership brought results. He was born just nine years after the great Morenci mine was opened by Robert Metcalf and his associates. Educated in the public schools of Boston, Mr. Cates was graduated from Boston High School, and since at that time Boston was headquarters for many of the great mining enterprises and promotions in the country, he chose Massachusetts Institute of Technology as the college which would best prepare him to succeed in the mining industry. He was granted a Degree of S.B. from "Tech" in 1902, but already his getting-along-with-people talent had won him honors. He was class president in his junior year, and "First Marshal" at graduation.

Frank Owen, El Perú Venezuela (communication to the Secretary): Mr. Cragoe's accurate description of the rich and extensive mines of the Frontino and Bolivia Co. is of much interest to those acquainted with Colombian mining. While the labor in that part of Colombia is, of course, admittedly far inferior to that of white miners, it is,. nevertheless, decidedly superior to that available in other parts of the republic, and in the northern mining regions of South America generally. The Autioquenos have been miners for several generations, and many of those employed at the Frontino Co.'s works have been brought up at the mines, which is a distinct advantage. The ground encountered in the surface-workings of that district being very treacherous, they are skillful timber-men, every miner being able to put in his own timber in tunnels, stopes, etc., so that, except for the main shafts, where sawn timber is used, special timber-men are not required. In the shallow workings it is the custom for a miner to come out of the mine into the thickly-wooded bush and select and cut the timber he requires, which he will then take into the mine and put in

Under the act providing for the taking of the Tenth Census, the superintendent was authorized to appoint experts to inquire into special industries; accordingly Professor Charles S. Sargent was appointed to gather statistics in relation to the forest industries. As chief of the Department of Forestry of the Tenth Census he has been busily engaged in this work since the fall of 1879. Soon after his appointment he became convinced that it would be desirable to make an examination of the fuel-value of the various woods of the United States, and this work was placed in my hands. At the same time I made the suggestion that while we had the opportunity, it would be well to test also the strength of these woods. The suggestion was adopted and Professor Sargent at once set his agents to work in various parts of the country to collect specimens of all the trees growing in their localities, employing as a rule botanists who were familiar with the flora of the region in which they were at work. The result of this work was the collection of over thirteen hundred specimens of wood, comprising over four hundred species and varieties, nearly one hundred of which had not before been described as trees existing in the United States.
