FEW men are better known in fuel engineering circles in the Middle West than the present Chairman of the Coal Division of the A.I.M.E. - Julian Elnathan Tobey. Now vice-president in charge of engineering of Appalachian Coals Inc., of Cincinnati, he has served that pioneer regional marketing agency since Aug. 1, 1934, when he became manager of its engineering department. His duties have included field promotion work in the interest of use of the agency's coals from eastern Kentucky and Tennessee, south western Virginia, and southern West Virginia in new plants of all types. He has been especially interested in certain industries which have shown an alarming tendency to change to natural gas or hydroelectric power; also in the development and practical application of small stokers and other mechanical equipment.

Of the natural elemental surfur deposits of the world, volcanic deposits are not only the most spectacular, but probably the most widely distributed. As defined for the purposes of this paper, volcanic sulfur deposits include those associated with all phases of volcanic activity, including eruptive flows, and fumarolic and hot spring deposits. The line of demarcation between the latter and sedimentary deposits is not always clearly defined. Although volcanic sulfur has played an important role for centuries, serving as essentially the only source of sulfur, currently it is considered as purely marginal material. Volcanic deposits were relegated to this position by the advent of Frasch sulfur into world markets, which established sulfur prices and annual production levels with which volcanic sulfur cannot compete, Since early in the 20th century commercial interest in volcanic deposits of sulfur has been high only when premium markets are available. This occurred in the early 1950s and is the case at present. Considerable effort is currently being expended to establish new producers of volcanic sulfur, and to expand current operations or reactivate previous ones.

Tars Committee is the result of a desire of the authorities in charge of the publications of the four national engineering societies to co-operate in this matter. Further, it seemed best to formulate a few general rules to be followed in making abbreviations, rather than to compile a list of forms to be recommended. There were present eleven Directors, the Institute's Legal Counsel, the Secretary, the Assistant Secretary, and twenty-three guests. The Report of the Committee on Nominations (listed elsewhere) was presented and ordered to take the statutory course. The appointment of a Committee on Mine Taxation was approved. An Advertising Manager was appointed. E. G. Spilsbury and A. S. Dwight were appointed as representatives of this Institute on the Franco-American Engineering Committee. The Transactions were presented to the University of Louvain, and the monthly Bulletin to the French Technical Index. Permission was given to publish in full the argument of William H. Shockley on simplified spelling. A committee was appointed to have charge of the publication of the Raymond Memorial Volume. There were elected 70 members, 15 associates, and 1 junior associate. Three members were reinstated and the resignations of two were ac-cepted. The clues of 10 members who had been in active service with the allied armies were remitted. An extension of time for the payment of dues was granted to the 11 members.

FROM north to south activity is picking up through- out the Labrador Trough-already shown to be one of the world's great iron ore provinces. Center of current activity and interest lies in the mid-southern part of the trough as drills, equipment, and . . . money start to pour into the area near Mt. Wright and Wabush Lake. First major announcement in the area came early this spring when J&L and CCI outlined an estimated billion-ton deposit for "future" operations. Later impetus came from rumored railway for US Steel's Quebec Cartier projects in the Mt. Reed area slightly to the south. As this issue went to press US Steel's request for bids on railway and hydroelectric construction, plus IOCC's decision to step up the time- table on its program in the Wabush Lake area east of Mt. Wright, triggered a flurry of other announcements involving many of the top U. S. and Canadian iron ore firms. Do not look for most of these place names in the average atlas . . . they aren't there yet, but they soon will be.

In conjunction with the need for accurate volumetric data in the Fe-V system for subsequent use in calculating the high-pressure diagrams, room- and high-temperature X-ray diffraction measurements have been carried out. No previous measurements have been published on lattice parameters or volume changes associated with the a transformation for Fe-V alloys. The existing literature on lattice-parameter data for the a and s phases has been reviewed by pearson1 with considerable uncertainty indicated in the data. In order to obtain a good estimate of ?Va-? for thermodynamic calculations of the a D ?(bee D fee) phase stability, high-temperature vacuum X-ray diffraction measurements were made on an Fe-V alloy of 0.92 wt pet V. The term ?Va-? is the difference of molar volumes of the limiting solubilities of the a and y phases at any given temperature; these values can be calculated readily from the appropriate lattice-parameter data. The equipment used was a commercially available MRC (Materials Research Corp.) high-temperature X-ray camera which was fitted to a Norelco diffractometer

Successful miniplant and laboratory testwork has indicated that high purity selenium can be produced from copper refinery slimes. The recovery technique fits into existing unit operations, and the selenium recovery in the new process was close to 99%. This recovery virtually eliminated any selenium being processed through the smelting stage. In addition, miniplant tests conducted at Inco Metals Co.'s J. Roy Gordon Research Laboratory in Mississauga, Ontario, have demonstrated the reliability of the process with respect to extractions, product quality, filtration characteristics, and effluent disposal. Inco's copper refinery at Copper Cliff, Ontario, produces about 500 t/d of copper with the anode slimes fall typically averaging 0.5% of the throughput. Investigations relating to the treatment of slimes within Inco's R&D have been conducted on several occasions since 1959, when the available alternatives such as acid or alkaline pressure leaching, aqueous or high temperature chlorination, roasting, smelting, etc., were considered. Interest in slimes processing was revived recently to meet increasingly stringent environmental standards and to replace equipment of a relatively old plant.

The following communication has just reached the Institute, from the office of the Provincial Geologist, Department of Lands,-Forests and Mines, Ontario, Canada: During the autumn of 1917 gold was discovered in unsurveyed territory south of Lake Abitibi in northeastern Ontario. This area lies about 70 miles almost directly east of the well known Porcupine area. During the coming summer, the Ontario Bureau of Mines is to make a geological survey of this new gold area. Following the custom of Ontario, this area is being divided into townships, 6 miles square. These townships have recently been given the following names in honor of men well known in the mining and geological world. In alphabetical order the names are as follows: Frecheville-Prof. Wm. Frecheville, Professor of Mining in the Royal School of Mines, London; Past President of the Institution of Mining and Metallurgy. Garrison-Mr. F. Lynwood Garrison, Mining Engineer, Philadelphia, Pa. The June meeting was held on June 27, 1919, at 9.00 P.M., eight Directors, the Secretary and Assistant Secretary of the Institute, and eleven guests were present. An invitation was extended to Herbert C. Hoover to be a guest on his arrival in the United States. The President was authorized to appoint a committee to obtain a portrait of Herbert C. Hoover. The announcement was made of the receipt of $100,000 from the bequest of Dr. James Douglas, and the Finance Committee was authorized to invest this money and devote the income to the support and maintenance of the Library. The price of the Year Book was established at $2.00. S. A. Taylor was appointed delegate from the Institute to attend the dedication of the buildings of the Bureau of Mines at Pittsburgh. The President was authorized to appoint a committee to confer with the Development Committees of the other Founder Societies. Reports of the Treasurer and Finance Committee were presented and ordered filed.

THE annual meeting of the Arizona Section was held at the Pioneer Hotel in Tucson on Dec. 10, 1951. Registration and ticket sales for the social functions started at 8:00 am and lasted throughout most of the day. There were 489 registrations, consisting of 216 members, 64 students, and 209 guests. Chairman Harrison Schmitt opened the Mining Geology Div. meeting and a short business session was held at which Dr. Charles Anderson of Prescott, Ariz. was elected chairman and Seton Williams of Tucson was elected secretary for 1952. Dr. B. S. Butler was program chairman with R. B. Mulchay as co-chairman at the technical program. Eldred Wilson spoke on Oxidation and Water Levels at Some Arizona Mines. George Kiersch spoke about Economic and Engineering Significance of Ground Water Localization in Limestones - Big Bend Country, Texas. Harrison Schmitt gave The Definition and Use of Terms in Mining Geology. These talks were followed by discussions. E. N. Pennebaker, A. D. Wandke, and H. Schmitt gave informal talks on foreign trips made during 1951, the meeting was then adjourned.

WITH the extensive deposits of potash minerals which have been dis-covered in the southwestern states, and their rapid development, a permanent. American supply of potassium compounds is now assured. The 325-year history of the potash industry in this country has been told by H. I. Smith1, of the U.S. Geological Survey, and the more recent activities of the Survey and of American potash companies were described last year by the same author2. In fact, it may be stated that so great is the productive capacity that two mines in New Mexico and one in California are able to supply more than half a million tons of crude and refined salts over and above that produced for agricultural purposes. The era of scarcity has given way to an era of superabundance. This situation makes it desirable for the potash producer to look for other applications for his product, and it is with this in mind that the writer presents some information pertaining to present and possible future uses for potassium compounds in the ceramic industry.

During the last 20 years, experimenters have sought to utilize pulverized coal in boiler plants, but refractory and slag troubles have usually overbalanced any gains in efficiency that were obtained. These troubles were caused largely by lack of knowledge of the proper methods of coal preparation and lack of a furnace design that would be adaptable to pulverized-coal firing. When this information was obtained the results were so much more satisfactory that within the last 5 years approximately 80,000 boiler hp. have been installed in plants ranging from 1000 to 20,000 boiler hp. rated capacity, which are operating at an average of 174 per cent. of rating. The first commercial installation for burning pulverized coal under boilers was made at the Parsons shops of the M. K. & T. railroad in 1916. Of eight 250-hp. water-tube boilers thus fitted, six were operated continuously for 3 yr., when oil was obtained at such a low price as to warrant its use. Since then, this plant has been operating alternately on pulverized coal and oil, depending on prevailing prices. Recently gas has been discovered within 20 mi. of this plant, so that this fuel may also be used. No change in furnace design was made when changing from pulverized coal to oil or gas firing. One of the principal advantages of this method of firing is its ability to utilize, with maximum efficiency, all kinds of coal, irrespective of quality or physical characteristics. In fact, quite a number of the present pulverized-coal installations were made for the purpose of utilizing coal that could not be marketed or used in any other way. The Pacific Coast Coal Co., at Black Diamond, Wash., formerly hand fired the boilers, using approximately 125 tons of prepared steam-size coal daily. The Black Diamond steam coal is the best quality of coal for steaming purposes mined in that section of the country, and there is a market for all that can be produced. By installing a pulverizing plant, it was possible to substitute coal of a size and quality that had no commercial value, so that 125 tons daily of the best steam coal formerly used at the mines is now marketed. This company made a similar installation, at its New Castle, Wash., mine with approximately similar results. Each of these two plants has a

To alleviate pollution more restrictive legislation is being enacted, either limiting emission of pollutants or the type of fuel that can be utilized. The nature and magnitude of air pollution problems affecting the mining, preparation, coking and combustion of coal are described. Methods for combatting particulate emissions by use of mechanical separators and electrostatic pre-cipitors are discussed. Proposed methods to meet the problem of gaseous emissions currently receiving considerable attention are described, with special emphasis on methods to decrease pollution by sulfur oxides. Concern about air pollution goes back several centuries, but until very recently most effort has been aimed at coal smoke and other visible pollutants. The classic example of a 'successful' campaign for smoke abatement and control is the fruitful combined effort of the city of Pittsburgh and its surrounding Allegheny County, which eventually led to the reconstruction of downtown Pittsburgh at an estimated cost of one billion dollars. Historically, the city's downtown Golden Triangle district had been afflicted by pollutants evolving from steel mills, from a variety of other industries, and from railroad locomotives. Efforts to alleviate the situation prior to 1943 were virtually ineffective. In 1945, however, a comprehensive redevelopment plan was prepared and backed by state authority. Within a few years a clean, modern metropolis has evolved where once stood America's famous 'smoky city.' But the victory in Pittsburgh, as in various other American cities, has not solved the national problem. Current estimates indicate that 133 million tons annually of air pollutants from all sources still are emitted annually into the atmosphere above the United States. About 10% of this annual effluent is particulate matter so that most of the remaining pollution problems will be solved only when other effluents are reduced. Essentially, these are sulfur oxides, nitro- gen oxides, hydrocarbons, and carbon monoxide. Over the years, both states and local communities have tended to increase the restrictions on smoke and fly ash — problems mostly of concern in the combustion of coal. Prior to the middle 1950's, ordinances sometimes permitted emissions of smoke equivalent to as much as No. 3 on the Ringlemann scale. Since 1956, no ordinance has been passed which allows smoke of greater than No. 2. Under today's conditions of improved fuels, equipment and practice, a few communities have passed laws prohibiting emission of smoke of any density darker than Ringlemann No. 1. The majority of existing laws on fly ash emission in the U.S. limit emissions equivalent to 0.85 lb of fly ash per 1000 Ib of flue gas. In recent years, however, regulations which have been adopted give cognizance to the higher level of performance now obtainable with improved equipment. A comparison of the restrictions of five codes adopted since 1960 is given in Table I. The most stringent of these is the one for New York City which provides for a maximum emission of 0.6 lb fly ash per million Btu heat release (equivalent to roughly 0.51 lb/1000 lb of flue gas). The first comprehensive effort to restrict the emission of SO2 resulted from the passage of a 1937 law in St. Louis. This regulation stipulated that coal containing in excess of 23% volatile matter and 2% sulfur must be washed, thereby presumably producing some effective reduction in the input sulfur content. This was followed in 1949 by a Los Angeles County law which prohibited the emission of SO2 in concentrations greater than 0.2%. Most SO2-restrictive legislation passed since that date has been based on this limiting 0.2% SO2 by volume, although modifications are occasionally permitted under selected conditions, sometimes based on the fact that certain limiting ground concentrations are not exceeded — such as in the rules adopted by the San Francisco Bay area. To date, no legislation has been passed in the U.S. to limit the generation of nitrogen oxides from the combustion of fossil fuels. However, such oxides are considered to be of potential importance in air pollution control because of their possible detrimental effects on health and their reported role in the formation of photochemical smog. Interest in reducing oxides of nitrogen from powerplant and auto exhausts is increasing and regulations limiting their quantity can be expected in the future.

An equation is derived for calculating approximately the solubility of nitrogen in an alloy steel over a temperature range from 1200" to 1900°C using data on the effects of alloys on the activity coefficient of nitrogen in iron at 1600°C. Calculated values are compared with experimental data. STUDIES involving the solubility of nitrogen in complex iron alloys have been aided by a system devised by Lanenberg for calculating the solubility of nitrogen in ternary and higher alloys of iron at 1600C using available data on the activity coefficient of nitrogen in binary alloys. Calculated nitrogen solubilities agree well with experimental determinations on complex alloys,' and the calculation procedure is useful when experimental data on specific alloys are not required. A method for extending calculations of nitrogen solubilities in alloy steels to temperatures other than 1600°C would be useful because of the paucity of experimental data in this area. Assumptions which must be made to permit this calculation introduce an element of approximation; however, the calculation is useful in cases where a large number of alloys and temperatures are under consideration, and the precision of experimental measurements is not required. The activity coefficient can be freed from the isothermal restriction of Langenberg's calculation if it is assumed that the solution is "regular". This is a reasonably good assumption for solutions of nitrogen in iron alloys, because usually they are dilute and the heat of solution is relatively small. The presence of large amounts of certain alloying elements would make this assumption less tenable.3 One of the properties of a regular solution is: when "f" is the activity coefficient of a solute and "T" is the temperature in OK. If the activity coefficients at temperatures T and T2 are denoted by subscripts 1 and 2 respectively: The activity coefficient of nitrogen in a complex alloy then can be calculated at any temperature from the sum of the effects of the other solutes on the activity coefficient of nitrogen at 1600°C. It will be convenient to incorporate this expression into an equation which will give directly the logarithm of the solubility of nitrogen at any temperature in the presence of alloys. Two constants, the solubility of nitrogen in pure iron at 1600 "C and the partial molar heat of solution of nitrogen in iron are required. The heat of solution value of 1400 cal at 1600 °C quoted by Kubaschewski and vans will be used. The accuracy of the calculation will suffer if the heat of solution should change materially with temperature. In the absence of experimental data on the temperature dependence of this quantity, it will be expedient to restrict the application of the calcula-

APPLICATIONS for loan contracts for the exploration, development and mining of strategic and critical metals and minerals are now being accepted by the Department of the Interior. The RFC is authorized and directed by Executive Order 10161 to make such loans but the Secretary of the Interior must pass on the necessity for the loan. Applications should be addressed to James Boyd, acting deputy administrator, Defense Minerals Administration, Department of the Interior, Washington, D.C. rather than to the Field Offices of the Bureau of Mines as was first planned. Application forms are not yet available but it has been learned that data accompanying the application should include the known quantity and grade of reserves, the anticipated rate of production, the equipment, supplies, and man power required for the additional production, etc.

Nature of impurities and special treatments as well as common practice of sulphuric acid leaching are described. HISTORICAL concepts of the economics of the glass-sand industry are changing rapidly. The greatly expanded demand for glass containers combined with higher freight rates on raw materials and manufactured products have induced a migration of glass factories toward densely populated centers and the creation of new standards of place value for substandard sand deposits. This migration has been facilitated by the construction of pipelines to bring cheaper natural gas and liquid fuel to large cities and may be further speeded by the adoption of modern mineral dressing methods to permit economical utilization of local raw materials. Our national resources of naturally high-grade silica sand are abundant, but most of the best deposits are situated so far from large centers of population that it now costs $3.00 to $5.00 a ton to carry the sand from the mine to the optimum site for a factory making beverage bottles, scientific and electrical glassware, and miscellaneous blown and pressed ware for local markets. It follows that on the basis of freight savings alone it may be economical to use material from inferior deposits closer to the factory even though the f.O.b. cost of mining and treatment may be much higher than at a higher grade deposit farther away. Particle-size distribution is a feature of glass-sand specifications. As long as glassmakers insisted upon having their sand principally coarser than 100-mesh, any material was automatically excluded from consideration that could not be purified without fine grinding or other drastic treatment which greatly reduces the size of the quartz grains. However, re- cent large-scale tests in Norway' showed that finely-crushed quartz used in a soda-lime-silica glass batch caused it to melt and become refined appreciably faster than when ordinary coarse (Belgian) sand was employed. Dust losses were negligible. Since the pre-war cost of sand was only 3 pct of the manufacturing cost of the glass, it was deemed economical to pay twice as much for crushed quartz because of the saving in wear and tear on the furnace walls. In the author's unverified opinion, sand ranging in size between 150 and 400-mesh would probably be superior to that in the more usual range of 20 to 100-mesh. Former objections to fine sand (other than dust) were doubtless fostered by the natural concentration of impurities in the finer sizes. Ordinarily the most objectionable, as well as the commonest, impurity from the standpoint of the manufacturer of any but the cheaper qualities of colored glass is iron. No natural sands are really pure silica. Even water-clear quartz crystals are likely to contain impurities in the form of solid solution as well as inclusions which cannot be eliminated except by chemical treatment that will break down the silica lattice. Our national resources of naturally high-grade silica sand are abundant, but most of the best deposits are situated so far from large centers of population that it now costs $3.00 to $5.00 a ton to carry the sand from the mine to the optimum site for a factory making beverage bottles, scientific and electrical glassware, and miscellaneous blown and pressed ware for local markets. It follows that on the basis of freight savings alone it may be economical to use material from inferior deposits closer to the factory even though the f.O.b. cost of mining and treatment may be much higher than at a higher grade deposit farther away. Particle-size distribution is a feature of glass-sand specifications. As long as glassmakers insisted upon having their sand principally coarser than 100-mesh, any material was automatically excluded from consideration that could not be purified without fine grinding or other drastic treatment which greatly reduces the size of the quartz grains. However, re- cent large-scale tests in Norway' showed that finely-crushed quartz used in a soda-lime-silica glass batch caused it to melt and become refined appreciably faster than when ordinary coarse (Belgian) sand was employed. Dust losses were negligible. Since the pre-war cost of sand was only 3 pct of the manufacturing cost of the glass, it was deemed economical to pay twice as much for crushed quartz because of the saving in wear and tear on the furnace walls. In the author's unverified opinion, sand ranging in size between 150 and 400-mesh would probably be superior to that in the more usual range of 20 to 100-mesh. Former objections to fine sand (other than dust) were doubtless fostered by the natural concentration of impurities in the finer sizes. Ordinarily the most objectionable, as well as the commonest, impurity from the standpoint of the manufacturer of any but the cheaper qualities of colored glass is iron. No natural sands are really pure silica. Even water-clear quartz crystals are likely to contain impurities in the form of solid solution as well as inclusions which cannot be eliminated except by chemical treatment that will break down the silica lattice. Pure white pegmatite quartz will usually analyze 0.01 pct or more of iron oxide, and ordinary vein quartz and the quartz grains in most
