Discussion of the paper of H. R. Barnhurst, presented at the New York Meeting, October, 1913, and printed in Bulletin No. 82, October, 1913, pp. 2523 to 2532. H. R. BARNHURST :-I would say that in that experimental furnace we were trying to adopt the proper form for burning low-volatile coal. I was enabled on one occasion to burn coke having 15 per cent. ash. Tailings, or washings from the preparation of coal for by-product coke ovens, which came to me 52 per cent. ash, were burned without any trouble. So that ash really might be regarded as not burning, but simply diluting the fuel that was there, without doing any particular harm except that we had to put in more of the material to get the same quantity of heat. With anthracite, I burned coal right along with from 24 to 27 per cent. ash, but it took a furnace of peculiar form in which the products of combustion had to be diverted to the point of entrance of the fuel. With an ordinary furnace the fuel is deflagrated by its surroundings as soon as it enters the furnace. In a cement furnace this action is secured by the hot clinker passing clown, and the walls of the kiln are heated upon contact with it, revolving as they do', so that deflagration occurs very quickly in a cement kiln. Deflagration would occur very quickly in an open-hearth furnace also. There is no trouble in burning anthracite coal under those conditions for three or four days successively. It should be very well dried and thoroughly pulverized. Aside from that, there is no trouble. WILLIAM A. This paper describes a short, simple well-testing procedure evolved from unsteady-state concepts to appraise wellbore damage in water-input wells. Input rates are changed at specific intervals over a 30-minute period and the wellhead pressure recorded at the end of each interval. From these data, the pressure drop due to the "skin" can be computed. This pressure drop in terms of psi/B/D of input rate is referred to as the "skin factor". Two of these variable-rate tests are required to determine change of wellbore damage and to evaluate well-treatment techniques. There are several advantages to the variable-rate procedure. The necessary data can be obtained with wellhead gauges and meters. There is little interference with normal operations. The short testing period eliminates many interpretative difficulties that come from interference from adjacent wells. The shut-in period required for standard tests before the plot of pressure vs log of time attains a straight line is often 12 hours or more. Such a time period is incronvenient, especially when a well must be tested repeatedly to evaluate change in wellbore characteristics. This variable-rate procedure has been successfully npplied to water-input wells in three fields. For some of the wells, skin factors were calculated from both the standard and the variable-rate tests. These results show good agreement. THEORY OF THE VARIABLE-RATE PROCEDURE In many waterflood input wells, the pressure in the wellbore differs from the pressure in the reservoir immediately adjacent to the well because of the restriction of flow through the skin of the well. If the true pressure of the reservoir at the well, p,, is that pressure which would exist in the well if no skin were present, and p,' is the actual pressure as measured in the well, this difference, is the skin effect. Fig. 1 shows the change in skin effect with change in flow rate. As the flow is reduced, the skin effect is reduced by an amount equal to the change in wellbore pressure minus the change in reservoir pressure. The bituminous coal industry faces a real problem, if it desires to retain the position in the power-generation field to which it is economically entitled. More power is probably produced today for electrical energy, for steam-driven and steam-heating industries and processes, for transportation by rail, water, highway and air, collectively, than ever before, and yet the total bituminous coal production has decreased about 38 per cent, from 575,000,000 tons in 1926 to 357,500,000 tons in 1934. It is not the intention of the writer to recommend coal as a fuel for automobiles and airplanes, but rather to point to these forms of transportation as being responsible in a very measurable degree for reducing the coal consumed by railroads. Petroleum products may still further reduce consumption of locomotive fuel through the extension of the use of Diesel-driven trains. Oil-burning steam-driven locomotivcs are replacing coal in some places, where railroads operating high-speed passenger trains are willing, temporarily at least, to pay a premium for the fuel that is low in ash and produces less smoke and practically no cinders. In the navy and ocean-going passenger ships, oil is so firmly established, and has such definite advantages over coal as formerly fired, in steaming radius, in ease of bunkering, cleanliness, and reduction in firing labor, that very outstanding developments in the handling and burning of coal will be rcquired in order to replace oil. For freighters on the Great Lakes, coal is the logical fuel, but there is great and immediate need of radical improvements in its use, else that market also may be lessened. It is not within the scope of this paper to discuss in detail bituminous coal for either locomotive or marine use, but, rather, generation of power in stationary plants, consisting of electrical generating stations and that very large group of miscellaneous industrial plants, such as paper, rubber, textile, steel and other industries that use electrical, mechanical, and steam power, derived from either hydro or some form of fuel.

This paper considers certain aspects of the acid bessemer process, particularly in its relations to the duplex process—that combination in which the pig iron is first desiliconized and decarburized in acid bessemer converters and then dephosphorized in basic open-hearth furnaces. The acid bessemer process employs an acid-lined converter and produces an acid slag. The blow is usually thought to eliminate the silicon and manganese as oxides and then to burn off the carbon as carbon monoxide On account, however, of the relatively large amount of metallic iron present in the converter, compared with the relatively small amount of the impurities it is desired to oxidize, the first reaction in the converter probably is the formation of iron oxide, which dissolves in the bath and acts as an oxygen carrier for the silicon and carbon. As soon as iron oxide is dissolved throughout the bath, the oxidation of silicon commences; but in the early stages of the blow the mass law would indicate that iron oxide must form first, and this oxide probably increases up to some saturation point. The molten metal in the converter from the early stages of the blow right through to its completion remains basic, while the slag produced is siliceous. This fact is shown by the corrosion of the acid bottom and the tuyeres, which is greatest at the tuyere orifice where oxidation is most active and where there is the most iron oxide. Why does this acid bottom corrode? Because it is attacked by a base. The thought, therefore, suggests itself, why not. make the bottoms of basic or neutral material?' As the converter slag is acid, those parts of the converter coming in contact with the slag should be acid; but those parts of the converter that are in contact with the molten metal saturated with metallic oxides should be basic. or neutral. Bessemer operators have for some time tacitly admitted this condition, for the blast pressures have steadily increased with the object of keeping the metal in suspension, and so preventing bottom corrosion; if the molten metal were not basic, it would not attack an acid bottom. In addition, the tuyeres are bunched together at the middle of the bottom and a clear space is left around the outside of the bottom; if tuyeres are placed too near the side walls the

We have studied the simple case of repeated stress, without considering impact, which might bring in other factors. This investigation has shown that steel under repeated applications of stress, reversed from positive to negative, will not fail below some fairly clearly defined limiting stress that, so far we can see, does not bear any definite relation to the ordinary elastic limit, being as large as the elastic limit in some cases and about one-half the elastic limit in others. According to one theory, fatigue is the result of changes in crystalline structure by repeated stress. I do not know of any evidence in favor of this theory. The crystals are broken under repeated stress. According to Bauschinger, under repeated stress some inherent property of the material changes its elastic limit; possibly some property of the amorphous cement between the crystals. A third theory is that all fatigue of metals is the result of the spread of damage from little localized overstresses. While I do not feel justified in accepting the last theory rather than the second, I have yet to run across a case of failure of steel or other metal, either in the laboratory or in service, that could not be explained by the gradual spread of damage from some nucleus. We have found, for example, that it is possible to subject a homogeneous steel, like Armco iron or a 0.90 per cent. carbon steel, that has been thoroughly annealed, to one hundred million reversals of stress as high as the elastic limit of the steel with no sign of failure. On the other hand, a complex structured steel, like a chrome-nickel steel that has been hardened with very little drawing, will fail at a stress about 58 per cent. of its elastic limit. Between these two we get a variety of results. In the steel work of any building, there are undoubtedly many thousands of places where structural damage was done—where riveted members were bent into place cold and where the rivets were fitted with drift pins, etc. Locally the steel in the building was stressed beyond its yield point in many places. These little localized overstresses do no damage at all; the building is entirely safe. But if this building were subjected eight or ten times a day to a mild earthquake, these little localized overstresses might be nuclei from which damage would spread

FoR reasons unnecessary to enter into here, I was called upon to contradict the statement that " closed metallic vessels, partly filled with water and heated, do not become shattered by violent explosion, but simply rupture by over-pressure;" and the following experimental results were obtained in support of my position : A piece of drawn brass tubing (telescope-tubing) 1 1/2 inches in diameter and 15 inches long was closed at both ends by screwing on heavy caps of bronze. Before closing the second end the vessel was half filled with river water, the cap was then screwed on, and the closed vessel was supported upon two iron anvils, and heated in the interval between the supports by a large Bunsen lamp. The resulting explosion (which was doe to over-pressure only and not to any more occult cause) was exceedingly violent. No small damage was done to the room in which the experiment was undertaken; and the noise was like that of a cannon. Those of the pieces which could be recovered are shown in Fig. 1. Upon examining the wreck, it was noticed that one of the heavy bronze end-caps had preserved its circular section and still contained that portion of the barrel of the tube which had been screwed into it, while the other end-cap contained no portion of the tube, and was moreover sprung into a shape more or less elliptical, as if from excessive lateral strain. It was also observed that the large pieces of the shattered boiler predominated towards the end which had been closed by the un-sprung end-cap. The reasonable explanation, in view of the facts, was, that over-pressure had caused the boiler to yield through the screw-threads at A B, Fig. 2, and the righthand end-cap had blown off, thus leaving the boiler half filled with water, greatly super-heated for the new (atmospheric) pressure to which it was suddenly reduced; that this water had consequently sprung instantly into steam with dynamite effect, shattering the tube and springing the remaining end-cap. The large pieces would be expected at the open end of the boiler, as at that point the "tamping "would have been that of the atmosphere only. In many iron, coal and copper mines where large tonnages are known before starting operation and proper provisions can be made, the problems of electric traction by trolley locomotives are not very different from those of surface plants. In such installations the gauge of the track, the radius of curves, and the clearances, both vertical and horizontal, can be made to suit the conditions of the traffic. It is more difficult to install electric traction in mines which were started with hand tramming and where no consideration was given to the possibility of mechanical traction being used. The writer having had some experience in the installation of electric traction in copper mines, the following remarks apply more particularly to these mines. With the gauge of track usually 18 or 20 in., the weight limit of locomotives obtainable from manufacturers in this country varies from 3 to 6 tons. The full-load speed varies from 49 to 6 miles per hour. These locomotives, being made to run on very small radius curves, have a short wheel base and a long overhang from axle to coupling, which necessitates a coupling' with a good deal of lateral motion to avoid derailing the cars on sharp curves, especially if couplings are of the standard railroad automatic type. Although 3-ton locomotives will run on 12- or 16-lb. rails, it has been found more satisfactory to use 25-lb. rails, as the track keeps in much better shape, it is easier to maintain the bonding in good order, and fewer derailments from dirt on the track occur with the larger rails. Where 6-ton locomotives are used the 25-lb. rails are satisfactory, but 40-lb. rails have proved cheaper where the traffic is heavy and the ground is soft, as the track maintenance is considerably lower with the heavy rails. The locomotives will run on 15-ft. radius curves, but on through runs it is advisable not to go below 40-ft. radius. The voltage used should not exceed 250 to 275 volts, and the trolley wire should be protected, to prevent accidental contacts, in front of chutes and at all points where it is low. The surface structure and substructure of Al-Cu alloys solidified as conventional ingots and under particular conditions such as those used by Bower and Flemings are studied. The influence of lampblack coating on the mold walls is especially considered and the results compared with those obtained in copper and graphite molds where no coatings exist. When high heat extraction conditions exist the observations show that mechanism of copious nucleation is responsible for most of the chill zone. When the heat extraction through the mold walls is low, a coarse grain structure with dendritic morphology arises, with a size that depends on the degree of convection present, analogous to that analyzed by Bower and Flemings. In both cases the effect of the convection on the macroscopic and microscopic appearance is discussed. The ingot macrostructure consists of one or more of three zones: "chill zone", "columnar zone", and central "equiaxed zone". The mechanism of the columnar-equiaxed transition has been subject of considerable interest and at present at least three theories exist about the formation of the equiaxed region: 1) the constitutional supercooling theory1 maintains that the equiaxed crystals nucleate after the columnar zone has formed, as a result of the constitutional supercooling of the remaining liquid; 2) chalmers2 pointed out, however, that there were several objections to this proposal, and that consideration should be given to the possibility that all the crystals, equiaxed as well as columnar, originated during the initial chilling of the liquid layer in contact with the mold; 3) Jackson et aL3 and O'Hara and ~iller~ suggested that a remelting mechanism of the dendrite arms is responsible for the formation of the equiaxed region. After the work of Cole and Bolling and other authors6 it became evident that convection (natural, reduced, or forced) plays a very important role in the transition from columnar to equiaxed and on the size of the resultant equiaxed structure. Until recently the accepted explanation of the chill zone was that it occurs as a result of copious nucleation in the liquid layer in contact with the mold walls.798 The columnar region is a subsequent result of the growth of favorably oriented grains and, as a result of a selection mechanism studied by Walton and Chalmers,9 elongated grains with marked texture are formed. Recently, however, Bower and Flemings" using an ingenious laboratory experiment introduced the idea that the "copious nucleation" mechanism is not responsible for the formation of the chill zone and that the presence of convection, introducing some form of "crystal multiplication", plays a decisive role in the formation of the chill zone. Unfortunately, it is important to consider that for their conclusions Bower and Flemings extrapolated the results obtained in their special experiments to the case of conventional ingots, and that these authors only analyzed the macrostructures of the specimens. Let us consider the work by Biloni and chalmers" concerning predendritic solidification. These authors were able to show that a study of the segregation substructure of A1-Cu gives information about the nucleation and growth of crystals formed in contact with a cold surface. A spherical predendritic region characterizes the first part of every grain nucleated in contact with the surface as a result of the chill effect. The aim of this paper is to elucidate through the observation of the segregation substructure the conditions under which (in the Bower and Flemings type of experiments and in conventional ingots) either the nucleation or the multiplication mechanism gives rise to the structure in contact with the mold walls. I) EXPERIMENTAL TECHNIQUES The experiments were performed on two alloys: Al-1 wt pct Cu and A1-5 wt pct Cu. The purity of the aluminum was 99.99 pct and the copper 99.999 pct. The results obtained with both alloys were similar. In the Bower and Flemings type of experiments the apparatus employed to obtain rapid solidification against a surface was similar to that used by those authors. The liquid was drawn by partial vacuum into the thin section mold cavity. Plate casts were 5 cm wide and usually 7.5 cm high. The thicknesses of the cast were 0.1 and 0.3 cm. Two different materials were used for the mold, copper and nuclear-grade graphite. The internal mold surfaces were polished and left uncoated for some experiments. In other experiments, the copper or graphite surface was coated with a thin film of lampblack material. In some of these particular experiments one of the mold walls was left with an uncoated region (usually in the form of a cross). The conventional ingots were cast in graphite or copper molds. In different experiments the mold walls were sometimes uncoated or coated with lampblack material. The results obtained in conventional and Bower and Flemings copper molds were compared with those obtained with copper molds coated with a very thin film of graphite; the results obtained were essentially similar. The size of the conventional ingots was 5 cm diam and 7 cm high in all cases. The cast surfaces produced by the Bower and Flemings type of experiments and conventional methods were observed macroscopically and microscopically without any metallographic preparation. As Biloni and Chalmers showed," the observation of the chill surface can give considerable information about the structure and segregation substructure.

The creep characteristics of commercially pure titanium sheet in the annealed state, cold-worked state, and cold-worked and recovered state in the temperature range from 75' to 750°F have been determined. Titanium has been found to exhibit strain aging characteristics. The effect of strain aging on creep has been determined. A possible explanation for the poor creep properties of titanium is proposed. THE metal titanium exhibits many desirable properties but results on its creep properties have been somewhat disappointing. The creep strength is low even though the material has a very high melting point.' The present work was undertaken to determine the creep strength of titanium in various conditions; annealed, cold-worked, and cold-worked and recovered and to determine why titanium shows such relatively poor creep properties. The general procedure followed in this research consisted in obtaining the usual mechanical prop- erties such as creep strength, short time tensile strengths, and hardness on materials treated to a controlled degree of internal strain, as determined by X-ray diffraction measurements, and their subsequent interpretation in terms of this internal strain. The material used in this work was sheet stock taken from one heat of commercially pure titanium. As-received, this sheet was 0.060 in. thick. The analysis was given as 0.037 pet C, 0.023 pet Si, 0.50 pct W, 0.063 pct Ni, 0.08 pct Fe, and the remainder titanium. The oxygen and nitrogen were unreported but generally are about 0.2 pct in commercial heats. In order to put the material in a state of minimum internal strain all the sheet was given an anneal in a static argon atmosphere for 1 hr at 1600°F prior to processing and testing. The microstructure of the material after this treatment was essentially a single-phase solid solution of uniform equiaxed grains. SOME writers believe that when austenite transforms completely into pearlite on slow cooling through the thermal critical range, such transformation does not imply the formation of any of the so-called transition constituents: martensite, troostite and sorbite. Might it not be claimed with as much justification that when water freezes it does so suddenly, solid ice being obtained without passing through the intermediate stages of ice and water? Obviously, regardless of the speed of solidification, this would be erroneous. Before reaching the completed solid condition, this must of necessity pass through an unbroken series of stages when the system consists of mixtures of water and of ice, the former decreasing and the latter increasing in amount. Are not these "transition" stages in the freezing of water similar to the transition stages occurring in the transformation of austenite into pearlite? To clarify, let us consider in Fig. 1 the mechanism of the transformation of eutectoid steel from its austenitic to its pearlitic condition as it cools slowly through its thermal critical range. It is generally admitted that this transformation is the result of two distinct phenomena: (1) the allotropic change of gamma iron into alpha iron and (2) the crystallizing out of solution of the carbide Fe3C. Whether this crystallizing of Fe3C implies also its formation is immaterial for our purpose. In other words, whether it is the carbon in atomic dispersion which is present in gamma iron or molecules of Fe3C has no bearing upon the matter to be discussed. The transformation of gamma iron into alpha iron cannot take place suddenly. It must of necessity be progressive, regardless of the speed with which it may take place. At A, for instance, there would be present AB gamma iron and BC alpha iron. The distance MN does not refer to falling temperature, but to the passage of time. It may be assumed that the transformation takes place at a constant temperature (the Ar321 point). In a similar way, the crystallization of Fe3C out of the austenite solid solution must be progressive as depicted between M and N. At A there would be present AB gamma iron, BC alpha iron, CD carbon dissolved in gamma and in alpha iron and DE Fe3C. AT the joint session of Blast Furnace and Open Hearth Committees, April 7, 1937, at Birmingham, the subject of the quality of basic open-hearth pig iron was so well presented and discussed from so many different viewpoints that it was the general opinion that progress had been made and that such meetings were conducive to the advancement of the art of making pig iron of the right quality for the open-hearth man to produce the most satisfactory quality of steel. It was agreed that there is a decided differentiation between the chemical analysis of pig iron and the "quality" of pig iron. Paul J. McKim said that open-hearth furnace operators frequently make reference to certain types of iron as "bad iron," "dirty iron," "cold metal," etc., claiming that when using these irons, although they are within specified chemical analysis, it is impossible to produce quality steel. Mr. McKim gave a list of the suggested causes of those "certain types" of bad irons that have a thoroughly respectable analysis but a thoroughly disreputable character. Another open-hearth man, P. A. MacIsaac, of Nova Scotia, said that The effects of iron that is below standard in analysis or in that mysterious property called quality, are well known to all open-hearth operators. It has been shown that iron of this type results in the production of steels on which the rejections of finished product run high. What is to be done about it? I would say that the burden of producing high-quality iron should be placed squarely on the shoulders of the blast furnace man, even as that of making good steel is shouldered by the open-hearth man. It is the purpose of this paper to bring out into the open this "mysterious property called quality"; that is, in those "certain types" of basic pig iron that make it impossible to produce quality steels; and at the same time to point the way for the blast-furnace man to be able to shoulder the burden that Mr. MacIsaac and all other open-hearth men and foundry-men have placed upon him. Rapid advances in any branch of science often follow the development of new instruments or techniques which permit the scientist a closer look at the material in which he is interested. With the development of the polariz¬ing microscope, modern petrology was born. The resolving power of the microscope, however, was not great enough to enable the geologist to dis¬tinguish or identify the material now known to be minerals which constitute the bulk of the rocks known as "clays" and laterites. The discovery of X-rays and the development of powder X-ray diffrac¬tion techniques provided the extra resolving power necessary to get "a closer look" at the minerals in the clays and laterites. These techniques are largely responsible for the great strides made in the past two decades in the identification of the clay, sesquioxide and hydroxide minerals. To obtain an X-ray diffraction. pattern of a mineral or rock is relatively a simple procedure, but to interpret this pattern in terms of crystal structure or min¬eral identity is quite another matter. It has taken the combined talents of physicists, physical and colloid chemists, mineralogists, and geologists to unravel the identity of some of the minerals in these complex rocks and, as this symposium will indicate, many more problems remain to be solved. To assist in the identification of these minerals, we have the ever-useful microscope, which, is supplemented by the development, only in the last ten years, of differential thermal techniques and the powerful and costly "eye" that enables us to see the shapes and sizes of extremely small particles -the electron microscope. To this array of equipment must be added such gadgets as supercentrifuges, spectrographs, and the apparatus necessary for chemical analytical work. Obviously, not only is it difficult for any one man to master all of the techniques to the point where he can do competent re¬search, but also few institutions are able to provide the high capital outlay for purchase and maintenance of suitable equipment. Here we clearly see that if this equipment is to help us solve our many problems, a close co¬operation of specialists from various institutions and industry is essential. This, however, is less than half the problem. If the geologist is going to learn to intelligently find, and the industrialist to intelligently and eco¬nomically exploit the materials that constitute a large part of the mineral wealth upon which our way of life is based, we must get a better insight into

Y.-I have read Mr. Eames' excellent paper on this' subject with great interest, for besides being connected with the design and installation of the first modern countercurrent decantation plant, he was associated with me in the development of the thickener in the Black Hills some years earlier, and has now been operating the largest plant that has used this method of treatment. His, discussion, of the influence of different factors on the results obtained is quite thorough, but several features I think may not be apparent to the reader who has not studied the subject carefully. 1. Grade of Ore That Can Be Treated.-Mr. Eames has shown graphically that' the assay of all solutions increases directly as the grade of the ore treated. He has not emphasized, however, the fact that, as most operators prefer to keep the assay of pregnant solutions down below a certain figure in order to insure complete precipitation, an increase in ore value beyond a certain point means a proportional increase in solution precipitated and therefore not only an increase in the percentage of dissolved gold recovered, but an actual descrease in tailing loss. The importance of the influence of the percentage of moisture in the underflow on loss is made clear, and I. may add that unless it is quite evident that pulp can be safely settled to 50 per cent. solids, or more, it is usually advisable to use a continuous filter at the end of. a decantation plant to reduce losses in cyanide and gold. Dissolution in Thickeners.-The influence of a change of solution on silver dissolution has long been emphasized and most gold operators have. recognized the annoying way in which a gold ore after being agitated until nothing more can be dissolved will loosen up again when almost ready for the dump after the dissolved metal has been removed by decantation or filtration. Continuous decantation gives favorable conditions for this additional dissolution and a chance to recover most of what is thus dissolved. This is especially true if an extra tank is used in the series and barren solution added at the second tank from the end instead, of the first, as shown in Mr. Eames' Fig. 1. It can be calculated that the use of this tank will reduce the mechanical loss of cyanide by one-third and cut the gold loss as well; but the saving in gold or silver that may dissolve when the pulp is first diluted with weak solution may be as important.

For general purposes, insulating materials may be any of those mineral substances that provide a barrier between a desired human environmental feature and an unwanted condition. In this sense, radiation shields, electrical insulations, cryogenic insulation, and acoustical barriers would qualify. For this chapter only the thermal and acoustic insulations used for the median range of normal comfort control will be covered. Because of their magnitude and complexity the other fields are left to other chapters. In another sense, this section deals only with the ultra-lightweight aggregates and insulations, rather than the multitude of light-weight structural materials. Definitions and Uses The insulating materials covered in this chapter are the three groups of mineral products that provide thermal or acoustic barriers through the median temperatures encountered in home and industry. The three mineral categories are perlite, vermiculite, and the silicate wools whether they be categorized as glass, mineral, or rock. Perlites are those amorphous aluminum silicates with minor impurities that take the form of a felsitic, glassy lava possessing a pearl-like luster and concentric cracking. In a more commercial sense the term is used to describe either the natural or processed acidic, volcanic glass, containing from 2 to 5% combined water, that may be converted to a frothy mass by heating rapidly to the softening point. Vermiculites are micaceous, hydrated magnesium iron aluminum sheet silicates of varying composition. Commercial vermiculites are any of these sheet silicates that are capable of sufficient expansion on rapid heating to make an acceptable, highly porous product. Mineral wools, rock wools, silicate cottons, glass fiber are generic names for manufactured fibers in which the fiber forming substance may be slag, certain rocks, or glass. The fibers may be made by a blowing or spinning process. The resultant fibers may be felted or matted or gathered in the manner best suited to the use. The three groups may be used competitively to insulate ceilings and walls. The fibers have strong advantages in this area as they may be manufactured in batts that are stable in residential wall construction. The perlites and vermiculites are more suited to insulate cores and cavities of masonry walls and as plaster and concrete aggregates for thermal insulations. Vermiculite is widely used for insulating attic floors. Because of manufacturing techniques and controls, the glass fibers have made great strides as composites in the plastics industry but only a few of these uses classify in the insulation category.

The plummet lamp, to which I called the attention of the Institute, at the Bethlehem meeting, in August, 1871, with the improvement of the compensating ring, suggested by Mr. Heller, having come into general use for mine surveying in this country, and my attention having been called to the fact that it could not be employed in mines in which there was danger of meeting with fire-damp, I have so modified it that it can be used in all cases with safety. Mining engineers, who are in active practice in those districts where fire-damp is met with in the mines (and I am sorry to say it is becoming much more common in the anthracite regions), know how dangerous their work is when they are called upon to survey such mines, particularly when they are obliged to run lines in those parts of a mine which have been unworked, since by opening of doors, brattice, etc., to get the sights, they are liable to disarrange the currents of air, and cause any fire-damp that may have accumulated in the old workings to find its way into the levels, etc., where the party is at work. It is, therefore, very dangerous to leave an open light (such as the original form of plummet lamp) in an old breast or gangway, even when the safety lamp has shown that no fire-damp is present, for the opening of the doors, etc., may drive the fire-damp to the light, and thus endanger the lives of the engineers. The improved form of plummet lamp, now shown to you, can be used either with or without the safety apparatus. Upon the top of the plumb-bob portion of the old lamp a screw is cut, upon which a ring A is screwed. (See Plate 11.) On the external cylindrical part of this ring two small conical holes are drilled, 180' apart. The compensating ring, by which the plumb-bob part of the lamp is suspended, passes over the ring A, and is fastened to it by two small screws having conical points, which fit into the conical holes in the ring A. The safety apparatus resembles, to a certain extent, that of the Mueseler lamp. It consists of a ring B and plate C, which are united by four rods. The plate C has a cylindrical hole in the middle, and four apertures distributed radially around it. By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively advocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot.

Relationships between the compositions of specially prepared manganin-type alloys and some of their electrical properties have been established. Empirical equations, based upon the electronic configurations of the alloying elements, are given which describe the resistivity, temperature coefficient, peak temperature, and thermoelectric power of Cu-Mn-Ni-Fe alloys at approximately room temperature. Calculations based upon these relationships are correlated with experimental data. SECURING suitable alloys for the construction of stable resistors, for use in precise electrical measuring devices, has been important ever since the art of electrical measurement was begun. German silver, Pt-Ag, and Platinoid are examples of some of the alloys in early use. These early alloys were un- satisfactory for one or more of the following reasons: l—insufficient stability of electrical properties with time, 2—poor reproducibility of electrical characteristics from melt to melt, 3—excessive temperature coefficients of resistance, and 4—excessive cost. Weston introduced the Cu-Mn-Fe and Cu-Mn-Ni-Fe alloys of the type now generally known as manganins. His patents are believed to represent the first disclosure of any alloy with a negative temperature coefficient of resistance. JOHN MARBLE, mining engineer, coal operator, philanthropist, member of the Institute since 1879, vice-president in 1903-04, has been paid the well deserved tribute of Honorary Membership. The presentation of the diploma was made at a luncheon in New York on Feb. 13, the citation reading: "In recognition of his work as an engineer and administrator of mines and his services to mining engineering education." Within the last month Lafayette University dedicated the new John Markle Mining Engineering Building, the gift of the eminent alumnus for whom it is named. In addition, Mr. Markle has contributed a maintenance fund for the carrying out of far-reaching plans for improving the mining courses to be given at the Institution. One of his theories is that quality rather than quantity of engineering graduates is the need of the profession. John Markle was born in Hazleton, Pa., in 1858. He received his degree of M. E. at Lafayette in 1880, and married Mary Estelle Robinson in New York City in 1884. Since 1880 he has been associated continuously with the firm of G. B. Markle & Co., and its successor companies. He has also been an official of numerous other important companies, although he is now retired from active business life.
