On the first of October 1991 two significant pieces of legislation came into force. Both of these are relevant to the allocation and use of minerals in New Zealand . They are the Crown Minerals Act 1991 and the Resource Management Act 1991.   The full legal implications of these is not fully known because the Planning Tribunal and the superior courts have not as yet had to deal with them in any detail. However, the thrust of the legislation is clear and it is appropriate to give an overview of how the statutes will operate in tandem if you are seeking to pursue or oppose any prospect, exploration or mining of Crown Minerals in New Zealand.

"Adsorption of heavy metal ions specifically, Cu(II), Zn(II), Mn(II), and Cr(VI) from aqueous solution on synthetic 4A Zeolite was evaluated. The 4A zeolite was synthesized previously by dehydroxylation of low grade Kalabsha Kaolin at 800 °C, and reacted hydrothermally with 2-4 M NaOH solution at 100 °C for 2h. The adsorption capacity of the metal ions were found to be strongly dependent on pH and initial metal ion concentration. At the optimium conditions the adsorption capacity decreased in the order Cu(II) > Zn(II) > Mn(II) > Cr(VI) ions. Almost complete adsorption was achieved for both of Cu(II) and Zn(II) ions at pH > 6, while the adsorption capacity for both Mn(II) and Cr(VI) was 96, and 55.3 % at pH 11 and pH 3, respectively. The results also showed that the grain size of the 4A zeolite has a little effect on the adsorption capacity. The experimental data was compared with two adsorption isotherms, Langmuir and Freundlich isotheroms. The results showed a good agreement of the Langmuir plots with the experimental data.1. Heavy metals are considered hazardous pollutants due to their toxicity, even at low concentration, and nonbiodegradability. Increasing level of heavy metals in natural water bodies poses a serious threat to all living species including humans. It is, therefore, essential to reduce the heavy metal concentration in effluents/wastewater before it is discharged into the water bodies [1]."

One of the most sought after answers in any consideration of blasting activities relative to mines and quarries is how to safely and efficiently use explosives. While that discussion might be relatively straightfonvard in a “site specific” situation. it becomes more complex when viewed from a broad geographic perspective. Such is the case in considering the operations of one United States producer of crushed stone with surface and underground mines spread over a thirteen state area. Differing geologic environments set conditions that dictate to the blaster as now specifically to get optimum results from the blast hole. This treatise is a discussion of the various methods, materials, and principles used in conducting such blasting operations.

What decision making tools and methods are available to a project owner when there is no clear differentiator between construction alternatives? A team led by a joint venture of Parsons Brinckerhoff and PGH Wong Engineering (PB/Wong) has been providing preliminary engineering services to the San Francisco Municipal Transportation Agency (SFMTA). The SFMTA and PB/Wong team developed several alternative construction methods for the tunnels and stations of the San Francisco Central Subway Project, none of which could be judged clearly better than another using traditional approaches and metrics. The team employed a risk assessment and analysis frame-works as a means of comparative analysis, drawing upon the knowledge of industry experts in the geotechnical, tunneling and construction fields to assist in the effort. This paper presents the approach and results of a cost and schedule risk analysis for two such analyses designed to answer two different questions regarding the advisability of different construction approaches. These assessments paved the way for key decision making in the preliminary engineering phase of the project and formed the foundation for continuing risk management efforts on the project. The focus of this paper is primarily the first two stages of risk management?identification and assessment?and some of the organizational dynamic issues that arise in such efforts.

This paper is one of a series dealing with special mining problems and forming part of a general study of mining, methods and costs being conducted under direction of the Bureau of Mines. A considerable part of the material assembled and discussed in this paper has been gathered from articles on individual mines written by consulting engineers to the bureau who are engaged in active mine operation at the properties described, while other data have been taken from the technical press or gathered from personal observations. OBJECT AND SCOPE OF PAPER C. F. Jackson4 ha[-] pointed out that underground transportation (tramming, haulage, and hoisting) absorbs an appreciable percentage of the total underground cost of most mines, averaging for different methods of mining 12.9 to 28.4 per cent of the total underground cost. In general the percentage of cost accounted for by transportation was shown to be highest for the low-cost mining methods.

"INTRODUCTION AND SUMMARYOverall red-ore reserves in the Birmingham, Ala., area were estimated in 1910 by E. F. Burchard 4/. Since then mining has progressed into areas classed by Burchard as ""unavailable for exploitation"" under conditions existing at that time. This is understandable when it is considered that red iron ore was valued at $1.19 a gross ton at the mine in Birmingham in 19102/ and by 1948 had risen 300 percent; 6/ that skips had replaced cars in slope haulage; that mechanical loading and rubber-tired haulage had replaced hand loading and mule or locomotive haulage; and that other more efficient mining methods had been introduced. Intensive study during the intervening 40 years has been given to ways and means for upgrading the low-grade ores in the area and combining or blending them with raw red and brown ores for improved blast-furnace feed.It is reasonable to expect that future progress in mining efficiency and increased knowledge of the beneficiation characteristics of marginal ores will permit extraction of red-iron minerals now considered uneconomic.The Bureau of Mines has undertaken to restudy iron-ore reserves of the Birmingham area to determine what tonnage and grades of mineral are present; what is necessary to make them amenable to mining; what further advancement is possible in beneficia¬tion methods; and where increased production may be obtained in the area if and when required. This study has been underway for the past 2 years, but research into the beneficiation of marginal ores has been in progress at the Southern Experiment Station for the past 30 years. Many results of that research have been adopted in commercial practice in the area. Other results have not been published but are pre¬sented here in condensed form as an important factor in assessing marginal deposits with respect to their importance as ore reserves.An interim discussion of the salient features of past history and progress, as well as the data developed during the years of research in beneficiation at this station and the present field investigation, will make for a better understanding of the present position as well as be useful in evaluating future potentialities. Discussion in this paper is confined to the main Birmingham Basin area, which contains the largest concentration of hematite ores in the district."

Conservation in the utilization of any product is always subject to improvement if the composition and properties of the product are known. Petroleum is no exception, and knowledge of the characteristics of crude oils, even when given on the broad basis of routine type analyses has proved useful to chemists, engineers, and geologists in improving pro- duction and utilization of petroleum. For a quarter of a century the Bureau of Mines has sought to provide such information regarding crude oils and has analyzed many samples of petroleum by its standardized rou- tine method. Most of these analyses have been published, sometimes in special compilations, other times in connection with reports of research on petroleum. This report is a finding index for all analyses published up to January 1, 1948. The routine method used for all these analyses is basically the same as that described by Dean, et al.. Briefly, the procedure consists of testing by standard methods, small samples of a crude oil for gravity, sulfur, color, and viscosity, and of distilling a sample of the crude oil by a standardized procedure and determining certain properties in the sep- arated fractions and residuum. Careful records are made during the proce- dure, and the distillation data obtained are used to calculate the approx- imate amounts of products present in the sample such as percents of gas- oline, kerosine, gas oil, and lubricants. The data obtained are recorded on a standard analytical report form. An analysis of a sample of typical midcontinent crude oil is shown in table 1. Compilation of these analyses, sometimes in tabular form and usually for specific geographic areas, are published from time to time. Analyses are often shown in connection with other studies, such as engineering field reports. Fish sampling in a deep-water, high velocity, environment is extremely difficult. Conventional techniques such as electro-fishing and netting have been limited to depths generally less than 7 meters (m) and velocities below 1 meter per second (mps). The goal of our study was to sample a bendway weir field on the Mississippi River to assess the effects of the weir field on the fishery. In a bendway weir field, depths can exceed 20 m, and velocities can exceed 3 mps, making conventional sampling techniques inefficient.

There are many different machine setup parameters and variables that affect the production of cone crushers in a mineral processing plant. One of these variables is the eccentric speed at which the cone gyrates. In June 2012, pilot tests were conducted on a 200 hp high speed cone crusher to determine the production and operating conditions over a wide spectrum of eccentric speed. Every plant will have variations in the ore characteristics and feed rates throughout the life of the mine, and at times throughout a single shift of operation, which result in non-optimal use of the crushing energy and inconsistent process control. For high speed cone crushers, the crusher will exhibit a different capacity, power required, and discharge size distribution as the speed ranges over the design limits of the machine. This study documents the measured variation in production and energy efficiency both when the crusher was ran at full capacity as well as when the feed to the crusher was not sufficient to run at full capacity. Overall, the results match theory and the capacity and power fluctuated by 25% and 17%, respectively, over the speed range when operated full while there was an overall trend of slightly coarser discharge size distribution as the speed decreased. The results with the fixed feed rate were more telling, as the crushers had 4-14% higher production when making a theoretical minus 12.5 mm product when operating at the optimal speed as compared to the worst speed in the ?typical? speed range for this application. Secondary analysis of the fixed tonnage testing also showed that the power draw was more consistent with lower magnitude spikes at the higher speeds (higher cavity level), as on average the standard deviation of the power draw increased from 7% to 18% and the peak power spikes from 20% to 48% over the speed range tested. The findings lay groundwork for more efficient plant design. Varying the speed of the crusher can be used to tune the crusher speed during commissioning, adapt to changing ore conditions over long periods of time, or be used as a dynamic input into an advanced control system. Each action above would serve to make the crusher(s) more productive and more energy efficient, and would also have mechanical benefits for the machine. "After almost 100 years, since the first commercial application began in Australia, flotation has shown an extraordinary growth and nearly 2 billion tons of ore per year are presently treated by flotation processes. During this time flotation has promoted a wide scope of research activities ranging from fundamental chemistry and hydrodynamic studies to studies of industrial operations. In general, fundamental studies have been mainly related to ideal situations. In recent years, however, large efforts have been focusing on achieving a better insight into the actual sub-processes provided by the development of new and more sophisticated instrumentation. Since the massive incorporation of flotation columns, around 15 years ago, a renewed interest in flotation fundamental studies, process modelling and new cell designs have been observed worldwide. The key role of the froth has been recognized as an independent and sometimes rate limiting process step. Thus, separation of pulp and froth process stages seems the most appropriate in terms of process modelling, diagnostic, design and scale-up purposes.In relation to flotation equipment development, until the middle of the 1970?s, only the sub-aeration mechanical cells were dominant. Since the 1980?s, the use of pneumatic cells and forced air mechanical cells has emerged strongly. Also, in the last decade, flotation equipment has shown a dramatic increase in size, reaching values of 200m3 in unitary mechanical cells and more than 300m3 in columns. The general feeling, however, is that, despite the great advance observed in terms of process knowledge, the mechanisms and principles of industrial flotation cells design and scale-up are still not fully understood.Advances in process instrumentation and control now in use allow for more efficient operations, both in metallurgical performance and savings in operating costs.INTRODUCTIONFlotation is a widely used process within the minerals processing industry, as well as being used for water treatment and de-inking of recycled paper. Froth flotation started in Australia at the beginning of the 20th century and since then flotation technology has made significant advances. Flotation was firstly applied to sulfide ores. The largest tonnages treated by flotation are copper and copper/molybdenum ores, handling about 50% of the total ore processed. Also significant are phosphate, iron ore and coal treatments. At present, Chile is the foremost copper producer in the world with around 35% of the world?s production. Figure 1(a) shows the evolution of copper production in Chile over the last decade. The total amount of fine copper produced in year 2001 was 4.7 million tons, from which 3.2 million tons was processed by flotation while 1.5 million tons went through LIX-SX-EW processes, which also showed significant development during the same period (Anon, 2001). The total flotation treatment of copper ores in Chile is about 325 million tons per year (Anon, 2002), so the world treatment of copper ore by flotation can be estimated at about 1 billion tons per year. Consequently a total of nearly 2 billion tons of ore per year is presently processed worldwide by flotation (Fuerstenau, 2001). In order to handle the higher tonnage of low-grade ore, a worldwide trend towards the development and use of larger flotation machines began in the 1960?s. Figure 1(b) shows that the trend became extremely marked from the beginning of the 1990?s, which is consistent with the strong increase in copper production during the same period."

In 1988, at the request of members of the Society for Mining, Metallurgy, and Exploration (SME) Inc., the president of SME formed Working Party No. 79, Ore Reserve Definition. Its mission was to develop guidelines for the public reporting of exploration information, resources and reserves. These guidelines were published in the April 1991 issue of Mining Engineering (pp. 379-384), and as a document entitled “A Guide for Reporting Exploration Information, Resources, and Reserves” in January 1992. Work continued on an ad-hoc basis until 1996. Working Party No. 79 was then renamed the SME Committee on Resources and Reserves and became a standing committee.

Joints may be taken into account when using numerical modeling as an aid to mine design by embedding joints in the model. When using the popular finite element method, say UT3PC, a pre-analysis step is necessary, Step 0. This step is for the computation of equivalent properties of a representative elementary volume of jointed rock (REV) in the model. This Step 0 is taken before Steps 1, 2 and 3 for specification of a rock properties file, generation of the mesh, and model analysis are taken. A brief explanation of equivalent properties and several examples aid in explaining the details of Step 0. Focus is on procedures, input files, and output to show ease of computation. Theoretical details are relegated to references (e.g. Pariseau 2022). Comparisons of safety factor distributions about example mine excavations with direct scaling from mine observations then offer some insights concerning equivalent properties, especially strengths.

Optimization and sensitivity analysis of mineable economic volumes have been standard practise for open pits for many years now, and more recently software has become available to apply techniques for delineating mineable reserves for underground mines. In general these techniques have been applied to a single resource model to quantify mineable tonnes and grade for underground mining. However by using multiple conditionally simulated models both the risk associated with the mining parameters and the risk associated with variations in grade, tonnes and profit can be quantified. Using suitable software the mine planner can then easily and quickly define and compare alternative designs to assess and improve the robustness of and the confidence in the final design.

This paper compares the ash slagging potential of Illinois No. 6 Seam coal: as raw coal; as commercially cleaned coal processed in a baum-jig plant; and as coal cleaned to a reduced ash specification at the Electric Power Research Institute's Coal Cleaning Test Facility. The comparison is based on: ? ASTM ash fusibility data ? A slagging index ? Gravity fractionation analyses of critical mineral matter compounds ? Comparative pilot combustion tests. The first three grounds of comparison are laboratory data; and the final comparison involves burning approximately 15 tons of each coal at CONOCO's 1.5 MBtu/hr (440 KW) test combustor. The evidence of these .four comparisons indicates that lowering the ash specification of coal before combustion can significantly improve the ash slagging characteristics of Illinois 90. 6 Seam coal.

Papua New Guinea is a country on the cusp of development, struggling to find a balance between the demands of national and regional growth, landowner expectations and the maintenance of cultural identity. Ok Tedi Mining Limited is the single largest contributor to PNG?s economy, representing about 10 percent of the country?s GDP. OTML is demonstrating that business and country risk can be managed through effective, respectful partnerships with local communities. OTML?s relationships with the communities of PNG?s Western Province are multifaceted. Communities have borne the brunt of the mine?s environmental impact, yet have benefited enormously from the development that the mine has brought. Importantly, the PNG economy is now the ultimate beneficiary of more than four-fifths of the dividends from the mine, the majority of which are held in trust for long-term sustainable development projects. The paper describes how OTML works with the Western Province communities to create a secure operating environment that recognizes the people?s aspirations for development and self-determination.

The stability of surfactant-free foam films was studied using the thin film pressure balance (TFPB) technique. In pure water, it was not possible to produce foam films due to weak film elasticity and strong hydrophobic force. In the presence of NaCl, however, the hydrophobic force was sufficiently dampened to allow metastable films to form. At 10-5 M NaCl, the equilibrium film thickness reached a maximum of approximately 130 nm at pH 6.0-7.3. The thinner films obtained on either side of this pH range was due to the increased ionic strengths associated with the HCl and NaOH additions for pH control.

Recent advances in solid-state, field portable, fast framing video camera systems and PC based frame capture hardware now allow blast imaging up to 500 frames per second. Up to 8 seconds of data can be stored directly into the unit, downloaded to a PC or archived to a standard VCR without data compression. Since no film processing is involved, motion analysis can be performed instantly and on-site within a few minutes. This paper will describe the design features and applications of the SVClOOO system and compare these with the analogous aspects of film based cameras.
