In the United States the performance characteristics of permissible explosives are controlled by routine tests, which include firing the explosive into a gallery filled with a methane-air mixture. These tests are made by the staff of the Explosives Division of the Bureau of Mines and, are similar, in general, to those employed in other countries. This control has helped to reduce the frequency of accidents involving the ignition of firedamp by explosives but has not clarified the basic causes, of the ignition. To advance this control and to minimize potential hazards further, this fundamental knowledge is needed. Some of the results of recent research on the causes of the ignition are described herein. NATURE OF THE PROBLEM When an explosive ignites firedamp in the gallery tests, the source of the ignition must be one or more of the emissions from the steel borehole. It has been accepted generally that these emissions are (1) particles, (2) the shock wave, and (3) hot gases and flames. Photographs show that the shock wave emerges from the borehole first, followed closely by hot gases. At first the velocities of these are high and approximately equal, but the velocity of the gases decreases more' rapidly than that of the shock wave, and by the time the reactions causing the flame are complete the shock wave travels in an otherwise undisturbed medium. The particles are originally enveloped in the hot gases but some soon begin to break through and eventually out-distance the shock wave. "The Republic of Colombia on December 30, 1919, enacted a new petroleum law. The Act is expressly limited to mineral oil, natural gas, bitumen, wax and fossilized resin and to asphalt intended for export.The law is not only intended to encourage local investors, but to attract foreign capitalists for oil development. Provision is made for a special edition ion of the law in such languages as the Government may deem necessary to give it extensive circulation within the country and abroad. The published editions must contain the provisions of the law relating to alienship and naturalization.All public lands, or what are termed unclaimed lands, are open to flee prospecting for the purpose of discovering the deposits named in the law, A prospector must obtain from the Government a, license which binds him to deliver to the Government topographic plans of the lands prospected, together with reports of their prospective yielding capacity. This license does not vest the li¬censee with any preferential right for contracting or leasing and may be drawn by the Government at any time.If a discovery is made by a licensee of any of the deposits named and he desires to exploit the same, he must present a memorial or application to the Ministry of Public Works, stating:- (a) the location and municipal district in which deposit beds are found; (b) boundaries of the zone of exploitation, which shall not be more than 5,000 or less than 1,000 hectares; (c) the names and nationality of all persons for whom the lease is sought and the action and time within which,they propose to make the exploitation; (d) the name of the corporation and its legal representatives with their residences; (e) if an alien, he must state his willingness to comply with the law relative to alienship and naturalization; (f) agreement to abide by all of the provieions of the law with regard to Government supervision, payment of taxes, rate of lease and causes of forfeiture; (g) the rate of rent or royalty that the applicant offers to pay, together with any other circumstances that may make the proposed lease advantageous to the Nation."

UNDER a contract relating to the sale of a Broken Hill concentrate, the differentiation between granular and slime concentrate is determined by the proportion of the material which will pass a 200-mesh (I.M.M. standard) screen, and this has led to considerable attention being devoted to the question of laboratory sizing tests with screens of this order.It was found that many of the screens turned out by the makers during the war, and also since its termination, did not conform with the I.M.M. specifications as closely as some supplied in pre-war days. A perfect screen is hardly to be expected, but when the above contract was framed the parties anticipated that, by special care being taken during manufacture, a screen at least as good as the best pre-war screens would be available. This, however, has not proved to be the case, and the large irregularities in screens recently supplied render them useless for sizing determinations under the contract. The technical literature on the general subject of crushing contains many references to the work of investigators on the laws governing, and the factors entering into, the economical production of fine materials. In fine grinding, whether for the purpose of producing fine material, or for the unlocking of minerals in an ore, close control of the screen sizes of primary-crusher products is of secondary consideration and accordingly has received very little attention. The growth and development of the nonmetallic industries, however, have drawn more attention to primary crushing. Many of these industries are interested in the production of relatively coarse products that meet certain definite size specifications, a condition entirely different from that existing in the field of ore dressing. Under such conditions, a knowledge of the factors governing the selection and operation of primary-crushing equipment is essential to the economical production of a satisfactory material.

The productive potential of the Nation's principal active and inactive silver mining districts has been evaluated, using 1964 economic conditions and assumed silver prices ranging up to $3 per ounce. On this basis, the United States has an estimated 5 billion ounces of unmined silver, excluding minor byproduct silver in gold deposits. Approximately 3.5 billion ounces are contained in deposits requiring higher silver prices to be economically minable, and about 1.3 billion ounces are in currently operating mines. An analysis of silver consumption trends since 1954 indicates that the free world industrial market will climb to nearly 800 million ounces annually by 1985. U.S. industrial silver consumption has been projected to increase at an annual rate of 4 percent from 1965 to 1985. Average annual increase for the remainder of the free world has been 8.1 percent since 1953; this is expected to level off with an estimated average increase of 5 percent to 1975 and 4 percent from 1976 to 1985. Foreign silver production has, in the past, exceeded consumption, but in 1960 the supply deficit was over 100 million ounces. U.S. production, also traditionally exceeding demand, was suddenly overtaken at the start of World War II. By 1964 the annual deficit, excluding coinage, was over 84 million ounces. World coinage requirements of silver are fast declining and expected to total only 25 million ounces annually by 1985. In fact, coins are already becoming major short-term source of silver to fill the large deficit between industrial demand and current production. The larger, long-term deficit (to 1985, the limit of this study) must be balanced by silver from the hoards and new production from silver deposits. Eventually all of the deficit must be met by new production or silver prices will rise until consumption is greatly curtailed. To balance free world supply and demand, it is estimated that the free world must produce an additional 85 million ounces by 1975 and 375 million ounces by 1985. The estimated proportion expected from U.S. deposits is 17 million ounces by 1975 and 74 million ounces by 1985.

Winzes are usually sunk 9 ft. 6 in. long by 6 ft. 0 in. wide and are divided into two compartments, 4 ft. 0 in. by 5 ft. 0 in. inside the timbers. The general practice is to sink the winze to a depth of from 9 to 12 ft., put in bearers and three or four rings of timber, and then erect a sinking headframe before continuing sinking operations.GENERALThe main feature governing the design of the headframe was that all parts could be transported on timber trolleys in No. 2 Shaft. Except for some minor details the structural members consist of steam pipe. Joints are sections of steam pipe welded to one member and into which the other member fits and is held in place by a 1-in. bolt. The headframe consists essentially of two bedpieces to carry the winch and to form a seat for the four legs. The legs support the sheave bearers, the tipping door and the brace.Except during tipping operations the door is in a nearly vertical position. For tipping it is lowered to an inclined position and a hook suspended from one of the bracing members of the headframe is attached to a "D" welded to the bottom of the kibble. This causes the kibble to tip when it is lowered on to the tipping door. The capacity of the kibble is 4 cubic feet.THE HEADFRAMEThe dimensions of the headframe are:Height to top of sheave .. .. 14 ft. 10 in.Distance centre to centre of legs 4 ft. 4 in.Length of bedpieces .. .. .. .. 8 ft. 9 in.The weight is approximately 2,000 lb., the tipping door and bedpieces being the heaviest members. The present communication records the results of a research investigation conducted in the Porcupine Gold Mines in Timmins, Onto. Soon after silicosis became a compansable disease in Ontario under the Workmen's Compensation Act in 1926, the attention of mine operators and physicians was drawn sharply to the prevalence and importance of this condition in the mining industry. A number of examining centres were established in Northern Ontario by the Workmen's Compensation Board, and the yearly X-ray examination of miners was made compulsory.Although working conditions were soon improved, the mining industry realized that they were confronted by a problem demanding basic research for its final solution. The late Sir Frederick Banting had, for a number of years, been interested in silicosis, and it was upon his suggestion that an experimental investigation was undertaken at the McIntyre-Porcupine Mines Ltd., Schumacher, Ont., in November, 1932. A preliminary report of this investigation was published in 1937 by Denny, Robson and Irwin and a further report by the same authors in 1939.Accepting the theory that silica exerts its injurious effect upon animal tissue through a slow transformation into silicic acid in the presence of body fluids; these authors assumed that if the solubility of the silicious material retained in the lung could be sufficiently reduced, the usual fibrotic response would be modified or would not occur. A search was therefore undertaken for some non-toxic compound that would fulfil this purpose. After investigating ma:qy substances, Denny and Robson discovered in 1936 that the presence of small amounts of aluminum powder almost completely inhibited the solubility of silicious material in vitro. An intensive study of the mechanism involved later showed that the reduction in solubility was due chiefly to a coating of the silica particle with a thin film of a gelatinous hydrated alumina which on drying formed the crystalline alpha aluminum monohydrate boehmite (AI203.H20). The presence of this absorbed layer on the surface of the quartz was indicated by -staining it with aurin (ammonium salt of aurin tricarboxylic acid) and proved by Germer and Storks by means of electron diffraction patterns.Inhalation experiments with animals were at once begun, using pure quartz dust with and without aluminum powder. Same-batch and non-blind as well as blind pulp duplicates are often submitted as quality assurance/quality control (QA/QC) control samples to a routine laboratory along with routine assays (and other control samples such as reference material samples). The current ways of interpreting the results of duplicate assays to derive QA/QC conclusions and decisions, however, has not yet been formalised in a scientific manner. The current, prevailing approach and its limitations are reviewed and a new method is proposed as a substitute tool. This new tool should allow for operational error detection on a batch per batch basis (ie batch rejection) as well as laboratory performance assessment with time on reproducibility.

A study was made of the effectiveness of dust-control methods being employed in connection with continuous-mining operations. Airborne dust exposures of workmen and dust loadings of return air were determined for six types of continuous-mining machines. The conditions required for control of dust exposure are summarized and include ventilation of the working face by an exhaust system. Return-air dust loadings ranging up to 13 pounds per hour are reported.

(Pittsburg Meeting, March, 1910.) NICKEL has always been a fruitful mother of problems. Previous to the year 1906 nickel was regarded as an element replacing iron in copper-mattes, and it was believed that the same laws which governed the elimination of iron could be applied-to nickel. This conception has lately undergone a complete change, and nickel in all its stages is now regarded as an element replacing copper; in other words, copper-nickel is considered now as two elements, but as one metal. When we commenced our investigations on Monel metal we made a great many experiments on the conversion of mattes, both high copper and high nickel. We studied closely the composition of the mattes and the changes produced by the blow. We found in all cases certain agreements which we believe are due to some law. Briefly stated, our conclusions are as follows 1. Nickel is not an element replacing iron in matte. 2. Nickel-copper alloys act in the matte-blow like one metal. 3. Nickel-copper alloys follow, during the matte-blow, exactly the same laws as govern. the behavior of copper alone. This brings up the question : What are the laws governing the production of metallic copper, and what are the relations copper to sulphur and iron during the Bessemer blow ?

In New South Wales, development applications for major coal mining proposals are determined by the Minister for Planning and Environment and applications for mining leases and other mineral titles are dealt with by the Minister for Mineral Resources. The environmental conditions placed on the development consent, the coal mining lease and the approvals and licences under the pollution control legislation, amount to a substantial component of any new project's planning and commissioning considerations.An outline is presented of the framework within which various approvals are granted and conditions for environmental management are imposed upon mining projects. The principles and concerns, as perceived by the regulatory authorities, on which the majority of approval conditions are based are also outlined.No attempt has been made to analyse the extent to which these principles or standards are achieved in practice, nor to discuss the degree to which some of the conditions are achievable with the current status of technology and economics in the coal industry.

A new, powerful model is presented that focuses on plant logistics and scheduling aspects of the smelting, converting, fire refining and casting operations at the Horne smelter. This plant complex is the largest custom copper smelter in North America. It handles a wide range of feeds and utilizes a number of proprietary continuous and batch technologies that require good scheduling in order to maximize plant capacity and efficiency. The present model was developed by Xstrata Process Support, in collaboration with the Horne smelter, and uses the Arena® software to evaluate the impact of a number of plant variables on the annual copper capacity of the plant. Model development was carried out by Xstrata Process Support, in collaboration with the Horne smelter, through the effective combination of process chemistry knowledge and detailed knowledge of the plant operation (including all material flows and transfers, as well as information such as operating on-line times, plant stoppages and also scheduled and unscheduled maintenance activities). A number of case studies were then examined, including the impact of anode furnace and casting cycle times on annual copper capacity and the impact of a one-crane mode of operation in the converter aisle, which normally operates with two cranes in service. The model predictions were found to match actual plant results very well. The present modelling of plant logistics and the scheduling aspects were found to add important dimensions at the plant with regard to projections of the real-life plant capacity. As demonstrated in the present case, this type of model and application can have a significant impact on optimizing operations at a given plant. This impact is particularly important in the current market environment, where emphasis is on maximizing plant output and lowering costs. These models can help yield the easily obtained gains that are clearly desirable in these times. Xstrata Process Support has developed Arena models for other operations and is available to explore new applications for a win-win situation at other plants, including mines and concentrator operations.

Owing to the increased consumption of sulphuric acid; Australian manufacturers have, from time to time, been seeking for a satisfactory source of sulphur that would make them independent of foreign supplies.Some years ago a considerable amount of acid was obtained from the roasting of Spanish pyrites. This ore, in 1913 or thereabouts, cost 16s. per ton f.o.b. Huelva, and freight to the eastern seaboard of Australia was about 20s. per ton. As the ore contained 48% to 50% of available sulphur, it was costing roughly 9d. or 10d. per unit, and, in addition, the cinder, after roasting, was a product of considerable value to smelters, containing as it did a high percentage of iron suitable for fluxing, and appreciable values in silver and gold.

"INTRODUCTIONThe renaissance in gold and silver recovery technology has continued to unfold and it is appropriate to review some of the useful new technologies as well as try to identify some of the industry's future needs and frontiers.The remarkable strengthening in the US dollar has resulted in a relatively low gold price in US Dollars of around $310/oz at the time of writing and silver at $6.25/oz. This general softening in the dollar prices and the recent confusion as to environmental compatibility of cyanidation tailings and effluents, has led to a slowdown in announcements of new operations. Another reason for the slackening off in the USA is that in the past few years a large part of the capital has come from oi I and gas companies that now seem to be losing interest in mineral ventures, and foreign investors for whom the dollar is becoming out of reach. In the author's opinion this represents an unprecedented window of opportunity.Elsewhere in the world where local currencies have weakened, the price of gold is at or close to its all time high.For example, in South African Rands, the gold price was R571.00/oz when the rand was US$1.47 and the gold price reached US$800. Now at US $309/oz and with the Rand at US$0.51 = Rl .00, the local gold price is R600. The price of si Iver in Mexican pesos is not much less than it was when silver reached US$50/oz. Gold, and silver prices in local currencies outside North America are still buovant and at levels where additional investment in new projects is more encouraging.Even in Canada where the dollar is worth about US$0. 75, this provides a smaller but significant cushion compared with US operations. Considering the present strength of the US dollar and even the Canadian dollar relative to many other gold producing countries, there should be significant investment opportunities at today's prices. Mining companies have started to descend on Brazil, for example, where in a matter of just a few years annual gold production has increased from 10 to 70 tons. In South Africa, a Canadian company backed by Swiss financing has been able to take over a Witwatersrand gold mining operation and is installing a huge new tailin9s retreatment plant to process about 1 million tons per month of tailings."

"A bulk mining method is employed at the Lockerby mine resulting in the formation of large muck-piles. If these muckpiles remain in the stopes for some time they may agglomerate to the extent that the muck cannot be removed by a scooptram. A laboratory investigation was undertaken with sulphide material from the mine in order to detemine the time that oxidation begins and the flowability of the material as a f unction of several factors. The laboratory results are applied to the conditions in the muck-piles.The time of the beginning of oxidation of the material decreases as the sulphide composition, water content and availability of air increases. Oxidation is retarded by the addition of a copper sulphate solution instead of water. The unconfined yield force (strength} of the material increases with an increase in the sulphide composition, water content and time. The material ceases to be free-flowing before there is visible evidence of oxidation and this suggests that oxidation actually begins earlier and that agglomeration is also due to the capillary action of water.Broken ore should be removed from the stope prior to the time a muck-pile ceases to be free -flowing-perhaps as early as two days f or high-grade ore and 5 days f or low-grade ore. In order to control dust, 1.4 weight per cent of a 5 per cent solution of copper sulphate should be added 10 the muck-pile rather than water. This inhibits oxidation and increases the time that a muck-pile remains free-flowing."

As global energy demands increase, there will be a critical need to employ fuels that have minimal environmental impacts. While hydrogen is considered the ultimate fuel for that purpose, hydrocarbon based fuels will be in use for a considerable time and will probably be the first major source of hydrogen for next generation power systems. The best fuel for this transition will be natural gas because of the high hydrogen to carbon ratio. Natural gas hydrates have the potential to meet the global energy needs for the foreseeable future. The amount of energy stored in natural gas hydrates is significantly more than that of all the other fossil fuels combined. However, most proposed techniques for recovering the natural gas from the hydrate require too much energy input, raise safety concerns or can only recover a fraction of the gas. This paper discusses the technical feasibility of a novel method of gas production in hydrate reservoirs. The method is an in-situ process that creates a point heat source in the hydrate formation. This method not only significantly reduces the energy input, but also has the potential to sequester as much or more CO2 than would be produced from combustion of the natural gas produced, thus making this in-situ methane production technique virtually carbon neutral. Simulations using FEMLAB™ show that the method offers an energy efficient and environmentally friendly way to produce natural gas from hydrate reservoirs. Preliminary results indicate that it is possible to have an energy efficiency of nearly 90% for land based reservoirs for hydrate loadings of 20%. The simulation results also suggest that alternatives to a point source can be employed which may improve the process efficiency.

Introduction The Surface Mining Control and Reclamation Act was passed in 1977 to put an end to the uneven environmental standards and enforcement established by various coal mining states in the US. One year after passage, the Secretary of Interior was directed to promulgate permanent program regulations implementing Title V provisions of the Act. These regulations were to form the basis for state regulatory programs under the Act and to allow states to assume primary regulatory responsibility. To implement the underground mining provision of the Act, the Secretary is directed in section 516(a) of the Act to promulgate rules. But they must take into consideration the differences between surface and underground coal mining. The regulations developed by the Secretary in 1979, with respect to subsidence control, included: • a subsidence control plan as part of the permitting process; • substantive provisions establishing performance standards for subsidence control; and • provisions providing for the prohibition of mining under perennial streams, impoundments larger than 24.6 dam3 (20 acre ft), and certain public facilities and urban areas. Industry challenged the Secretary's regulations implementing the subsidence control provisions. The litigation was consolidated with all other challenges to the permanent program regulations. (Permanent Surface Mining Regulation Litigation, Civil Action No. 79-1144; D. D.C., May 16, 1980.) In two opinions dealing with the multitude of issues raised by both industry and environmental groups, the US District Court of the District of Columbia ruled against industry. It upheld the promulgated subsidence control provisions. The US Court of Appeals stayed the appeals pending the agency's review and revision of its regulations. The regulatory reform was conducted in accordance with the order from the Secretary of Interior and the President in 1981. As a result, the subsidence control regulation was revised, reproposed, and finalized in June 1983 (Federal Register). This regulation, along with others, was again challenged by environmental groups and industry. On Oct. 1, 1984, the court, after finding the Secretary's reading of the Act reasonable, upheld the 1983 subsidence regulation except for one section. On Feb. 21, 1985, in accordance with the court's ruling, the Office of Surface Mining (OSM) suspended a portion of 30 CFR 817.121 (c)(2) concerning the damage correction requirement for structures or facilities and reproposed it on July 8, 1985 (Federal Register). In conjunction with a request for public comments, OSM now also seeks comments on the omission from the 1983 rule of the requirement in the 1979 rule regarding a presubsidence survey and monitoring of damage to structures. Technical issues related to subsidence regulations The subsidence regulations of June 1, 1983, consist mainly of two parts: a subsidence control plan as part of the permitting process; and substantive provisions establishing performance standards. There has been disappointingly little development in the analysis of rock slopes in open pit mines over the past 30 years. A brief review of literature shows that the application of numerical stress analysis methods to open pit mine slope stability has become only relatively common in recent times, and that there are as yet no standardized approaches. The lack of development in general, and of robust, standardized approaches in particular, is surprising in view of the ?ultra? deep open pit mines that are being developed to depths in excess of 1000 m. In this paper, the results of a substantial programme of two dimensional and axisymmetric analyses of open pit slopes are described. Variations in the following parameters were taken into account in this programme: slope angle, slope height and horizontal to vertical in situ stress ratio. The evaluation of the data has concentrated on the tensile stresses and the extension strains in the slopes. This is believed to be the first publication dealing with strain distributions in slopes. The occurrence of zones of tensile stress was very limited. These zones occur in the crests of slopes, except in the case of low horizontal to vertical stress ratios, in which case the tensile zone is in the floor of the pit. In contrast, very large zones of extension strain can occur, and this finding represents a significant new aspect in slope stability that has not been considered before. The greatest magnitudes of extension strain occur near the toe of the slope, either in the slope itself, or in the floor of the pit. The magnitudes of the strains are considered to be large enough to result in fracturing of intact rock, and the fracture orientations predicted are adverse for slope stability. The large zone in which such extension failure could potentially occur in a 1200 m deep pit is typically more than 100 m horizontally behind the toe and about 400 m up the face from the toe. Fracturing that is extension in nature is common in competent, brittle rocks and often develops with some violence and little or no warning. Such ?strain bursting? produces easily measurable seismicity, events often being audible as well. In the slope situation, the expected physical manifestation of this behaviour would be popping off of rock slabs and plates of rock from slope surfaces and popping up of the pit floor, as well as the formation of new fractures within the rock mass. Such behaviour may cause overall slope failure, or may initiate failure, which may then be driven to overall slope failure by other influencing factors or combinations of factors. In addition to instability resulting from the fracture surfaces themselves, all induced fracture surfaces could interact with natural geological structures to facilitate formation of a significant failure surface. With suitably orientated joints, extension strains are likely to manifest themselves in the opening up of such joints and hence in the loosening of the rock mass in a preferential orientation, with potential effects on groundwater flow patterns.
