INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. As part of a continuing project to develop refractory metal alloys for high-temperature structural applications, the Bureau of Mines applied solid solution and precipitation strengthening techniques to improve the properties of columbium alloys. The purpose was to investigate the effects of hafnium, tungsten, and boron on the formability, strength, and oxidation resistance of columbium. The experiment was of factorial design with two replications which called for 72 ingots of 36 basic compositions, weighing 150 grams each. Hafnium, tungsten, and boron were evaluated at 3, 3, and 4 levels, respectively. Values of alloy content are all in atomic percent. The highest strength observed was 29,000 psi at 1,200° C for alloys Cb-15Hf (No. 3), Cb-7.5Hf-5W-2B (No. 14), and Cb-15Hf-5W-2B (No. 15). At 1,200° C, the ternary alloy Cb-15Hf-5W (No. 6) which has shown good properties in previous Bureau of Mines investigations was the most resistant to oxidation For boron additions, the alloys oxidized more readily with increasing amounts of this element. The fabricability of the alloys high in boron became increasingly difficult, resulting in an inadequate number of alloys required for a complete statistical analysis for all the tests. As a result of the decrease in ductility, an insufficient quantity of tensile samples were available for a proper analysis for the high-temperature strength data.

The Federal Bureau of Mines developed a 10,000-ampere cell to determine the economic feasibility of producing high-purity electrolytic titanium from mill scrap or offgrade sponge. Operating variables were investigated, matetial handling procedures were established, and the cost of electrorefining titanium was determined. The prototype cell produced premium-grade metal (<100 Brinell hardness number (B.h.n.)) from very impure Kroll sponge at a processing cost of less than $0.60 per pound. Refined metal was deposited at the cathode in the form of coarse (85 percent plus 34-mesh), hexagonal crystals of a titanium when the cell was operated an 850° C. A cathode current density of 1,000 amperes per square foot and a molten sodium chloride electrolyte containing approximately 5 percent by weight of soluble titanium were used. In continuous operation, at the optimum number of ampere-hours, (40,000), the current efficiency averaged slightly less than 60 percent. It was possible to supply large enough amounts of electric current for electrolysis to maintain the temperature of the bath, thus reducing overall power consumption to less than 5 kilowatt-hours per pound of metal refined.

The operation of grinding circuits are vital to the success of most mineral processing operations in the provision of effective size reduction whilst maximising throughput. However these same circuits, and especially semi-autogenous grinding (SAG) mills, are highly interactive with product re-circulations and long time delays. This makes the optimal control of these difficult by conventional controllers, such as PID, which generally places a heavy reliance upon operations for control. In order to account for the peculiarities (such as ore type changes) and the abnormal situations that continually beset these circuits, it is necessary to adapt linear control techniques to cater for these situations. The Honeywell Hi-Spec Solutions SmartGrindTM controller is a marriage of multivariable predictive control (MPC) with techniques that provide adaptation of the control to optimise the circuit under all conditions. Optimal control is achieved by incorporating pattern recognition techniques to detect and act on discrete events (eg ore type changes) and adaptation of the MPC to account for known process and equipment non-linearities. AlcoaÆs Wagerup Refinery is the first site worldwide to have this technology applied to the SAG milling circuits and this has resulted in throughput increases in excess of two per cent and significant improvements in circuit operations. This paper describes the implementation of the control to the refineryÆs Mill 3 bauxite grinding circuit and the capacity/operational improvements achieved thereof.

Roxgold was a small exploration company when it discovered the Zone 55 orebody at the Yaramoko project in Burkina Faso in 2010. Since this time, it has actively progressed the project with the completion of a preliminary economic assessment in 2013, a feasibility study in early 2014 and obtained full permitting for construction in January 2015. With no other underground gold mine in Burkina Faso, developing a modern and productive modern gold mine in West Africa was considered a significant challenge as Roxgold moved from explorer to producer.To facilitate this development, Roxgold engaged an international underground mining contractor to partner this development. This has enabled Roxgold to successfully develop the mine over a relatively short time frame with construction commencing in April 2015, first gold being poured in May 2016 and commercial production being achieved in October 2016.This paper discusses key elements of the project development and highlights some of the challenges faced with operating in a remote poorly developed area with a limited mining culture. Furthermore, the authors highlight the key technical and operational aspects that make the Yaramoko project a very successful development project.CITATION:Cope, B and Churi, Y, 2017. Following completion of planned mining operations at the Goldcorp Dome Open Pit Mine, a high-grade Shaft Pillar located in the pit highwall was recovered. Mining of this Shaft pillar faced numerous rock engineering design and implementation challenges due to its remote position on the highwall and the presence of mine workings within the wall. The case example presented in this paper discusses the geotechnical investigation performed at the site, novel measures undertaken for installation of ground support required for rockmass reinforcement and for worker protection, as well as operational challenges to successful mining of the Shaft Pillar.

The Maragorik Prospect represents a partially eroded Pliocene acid sulphate style epithermal gold system hosted within the Sigule Volcanics and Riet Bed sediments which is inferred to have formed from a degassing porphyry body at depth. A regional sinistral rotation provided by transform faults associated with the opening of the Manus Basin imparts a dilational character to mineralised NE trending faults formed parallel to the Warangoi Graben. A controlled-source audio magneto-tellurics (CSAMT) survey has identified E-W trending buried conductors which may represent alteration formed within dilation zones. While some gold mineralisation occurs within vuggy silica at Palang Hill, the target is auriferous enargite (luzonite)-bearing breccias from the LK1 and Gureki areas.

Roof warring signals from eleven underground coal mines (principally in the Pittsburgh seam) were studied and analyzed. The character of individual acoustic warning signals is shown to be dependent on spectral distribution of energy. Reverberation tires (pulse decay rates) were found to be usually between 0.1 and 0.5 seconds. Listening tests were conducted to assess the miner&apos;s ability to discriminate speech and roof talk signals in noise and in quiet, with and without ear protectors and with various levels of hearing loss. The ability to detect roof talk is shown to be generally degraded while wearing car protection in quiet, although, if car protectors are worn only when required by high noise levels, the ability to detect roof talk will be preserved at its maximum.

The Crandall Canyon accident investigation included an interesting and unexplained observation by rescuers that the ?barrier rib had shifted northward as a unit, as much as 10 feet.? This is not the first mention of such a movement, although such reports are rare. Historical accounts describe unusual movement and displacement of intact coal, cribs and timbers. Two movements of particular interest are the creation of gaps above coal pillars and falling of standing support elements without apparent damage. A dynamic boundary element program was used to explore movements induced by slip on geologic features removed from the affected panel. While the resulting models are much too simple to fully replicate these observations, they do show that the types of phenomena observed are possible. They can also provide insight into the types of motions that ground support elements are subjected to during large bump events. This was demonstrated for the case of a large bump in a Book Cliffs coal mine. Seismic information suggested the source mechanism to be normal slip on a fault. A model of that source showed initial dilation of the panel followed by dynamic compression and rebound ? consistent with underground observations. The initial dilation is important as it may allow slender standing support to shift or fall.

Perhaps the most significant development in China&apos;s base metal sector is the discovery of major copper porphyries in northern Jiangxi Province and the adjacent southern Anhui Province. At the center of the new exciting district is the proposed Dexing copper complex, located some 350 km east of Nanchang, the provincial capital of Jiangxi. This project represents China&apos;s first attempt to put together a major large-scale open-pit operation, comparable in magnitude to Arizona porphyry operations. With the aid of Fluor Mining and Metals, the Chinese plan to develop a 135-175 kt/d open-pit mine, a matching large-scale mill, and the infrastructure needed to accommodate the big operations. An operation of this magnitude would significantly reduce China&apos;s import requirements by some 75%. China imports of the red metal are running around 200 kt/a. Under the direction of the Ministry of Metallurgical Industry, the Chinese are currently operating a 10-kt/d mine and mill with equipment primarily of Chinese origin. Dexing engineers told ME that they are considering a possible scale-up to 20 kt/d. How this effort will ultimately jell with the major expansion program is largely a matter of conjecture. Fluor Mining and Metals received a $10-million contract in December 1978 to develop a preliminary engineering and design program. While the original plans called for a 175-kt/d capacity complex, the Chinese subsequently decided to scale it down somewhat. The current proposal is around a 135 kt/d, which would in- elude the existing operation, according to Dexing engineers. Completion of the engineering and design phase is expected by March 1980 and a go-ahead decision will likely be made at that time. The value of the engineering and construction contract is estimated between $800 million and $1 billion. At right, mined ore is dumped 150 m down the mountain to a holding pocket below for rail haulage to the processing plant. Below, a Chinese miner tackles the universal problem of hard toes in the pit with a jack leg. Reserves and Early History The Dexing mineralization consists of three principal ore bodies, including the Chushahung on the north mountain, and the Tungchang and Fuchiawu on the south mountain. Combined ore reserves are estimated by mine geologists at 1.7 Gt of 0.4-0.5% copper. As is characteristic of porphyries, the ore contains important associated values of molybdenum, rhenium, pyrite, gold, and silver. There is also some secondary calcocite and bornite with an oxidized capping. Historically, copper was recovered with iron from the pregnant solutions emanating from the Tungchang deposit as early as the Tang Dynasty (700 AD). This U.S. Bureau of Mines report describes the development, system by system evaluation, and preliminary surface testing of a flywheel-powered shuttle car (FPSC). The use of a self-contained flywheel-power source has the potential to eliminate the numerous safety and routing problems associated with tethered mobile equipment. An alternative to conventional power cable systems was developed consisting of the world&apos;s fIrst seven-rotor stacked flywheel system capable of storing 6 kW·h of energy at 16,700 rpm. Numerous interdependent systems were necessary for successful interfacing with a conventional shuttle car. Each of these systems was evaluated and tested individually. Finally, the entire shuttle car was surface tested. The tests indicated that the flywheel energy system can function and operate a shuttle car. The economics of the system and the design of required support systems were not addressed in the project.

The forecasting of floating earth inrush into the working is to a great extent connected with the investigation of the rock mass stressed-deformed state around the working. The aim of such investigations is to estimate the carrier ability of the protective layer (which is stabilized by the physico-chemical mode of fixing) and to determine it&apos;s thickness, which is to be sufficient to present the floating earth inrush into the working. We consider the protective layer to have exhausted it&apos;s carrier ability if the rocks of this layer reached the overlimit phase of deformation and it&apos;s greater part (section), which adjoins the working. is destroyed up to the limit of the remaining strength. So, the aim of investigations is to determine the size of the rocks inelastic deformation zone in the roof of the working. It is necessary to take into account the presence of water saturated seam in the roof and the overlimit characteristics of the rocks, their ability to lower the carrier capacity up to the level of the remaining strength.

This is the final report of work done under contract H0210060 for the U. S. Department of the Interior, Bureau of Mines. This program was to show the feasibility of using plastic liners containing sand and other fillers as a means of roof support in coal and other mines. This laboratory study was conducted in two phases, namely: Phase I, directed toward determining which state-of-the-art resin systems might have utility as a means of roof support in a coal mine, consisted of a canvass of resin manufacturers to learn which resins were available commercially that might have utility for this application. The resins submitted by the manufacturers were evaluated in a number of simple tests to define which of them would be most suitable for roof support use.

A floating gold dredge operating in coarse alluvial gravels of the Grey River on the west coast of the South Island, New Zealand, generated high concentrations of clay and colloidal particles in the dredge pond, which entered the groundwater system. Sampling was carried out at depths down to 20 m and it was found that variation of the length of the flow path occurred because of the movement of the dredge towards the piezometers. The alluvial gravels, the suspended sediments, the groundwater system and the water chemistry were all studied. Sediment concentrations were found to be highly variable with depth, but the relative concentrations in the depth profile were generally consistent as the flow distance shortened. The sediments were extremely fine and travelled further through the gravels than predicted. Comparison of field results with the available theory of deep filtration in clean beds of porous media gives some basis for estimating the behaviour of fine sediments in other alluvial systems

In 1980, gold, silver, and pit and quarry construction materials were the principal minerals produced in the Dominion of Fiji. The combined value of these minerals totaled some $7.2 million,2 over 85% of all mineral production, Production of cement, sand and gravel, and quarry products continued to increase, but gold and silver production from Fiji&apos;s only operating mine declined slightly from the previous year&apos;s level. Mineral exploration has been carried out by U.S., Australian, British, Canadian, West German, and South African companies since the early 1960&apos;s, and a high level of activity was maintained throughout 1980. At the end of 1980, some 40 mineral prospecting licenses covering over 4,300 square kilometers were in force, and 19 applications were under consideration by the Mineral Resources Department. Total expenditures by mining companies on land base projects exceeded $6 million in 1980.

"IntroductionCemented backfill has been placed underground in slurry form in Inco Limited&apos;s Ontario Division mines since the early 196Os. The slurry was traditionally mixed on surface at between 65 and 70 wt% solids* and transported underground via gravity through a borehole-pipeline distribution system. This method of placement, while simple and dependable, has proven to be costly because of the large amounts of transport water involved.A significant quantity of the slimes buildup on mine levels is caused by the backfill water carrying cement and other fine material out of the stopes. The level cleanup and eventual pumping or hoisting of the slimes and water back to surface result in substantial indirect backfilling costs.The cement that remains in the stope is always overhydrated because of the high water cement ratios that exist. As a consequence, high concentrations of Portland cement must be added to the backfill to produce the fill strengths required for the different mining methods.Pouring backfill at these densities also demands extensive fill preparatory work in the stopes to withstand the hydraulic heads created by the slurried fill. This, along with the delays in pouring necessary to allow for water drainage, result in significant losses in productivity.These negative aspects of slurry placed fill has led Inco Limited to investigate several methods of transporting backfill underground via pipeline, at higher densities (i.e. 75 to 95 wt.% solids). Three separate transport methods are presently being experimented with by the Company&apos;s Mines Research Department. Each utilizes a different technique or form of flow transport, i.e. concrete pumping technology, high density slurry flow, and pneumatic conveying."

Volume I of this report described the demonstration of cross-ridge mountaintop coal mining. This document, Volume II, is intended for use as a supporting document to Volume I. This report describes the MATHMINE Mine Simulation System, a modularized software system used to support the demonstration of cross-ridge Mountaintop coal mining. The MATHMINE Mine Simulation System was used to generate mine plans for coal extraction at lowest cost. The functional details, data requirements and output of the software system are detailed here. The computer program was written in FORTRAN. One module which generates resource location data required the use of SAS?.

Sales of diesel fuel in the United States during the post year and a half have increased greatly. In 1955 over 174 million barrels were sold of which 80 million (or 46 percent), were used by the railroads, and over 44 million barrels (25 ½ percent) of the fuel were used in trucks, busses, tractors, and heavy moving equipment. Vessels (12 percent), industry (9 ½ ), the military forces (4 ½ ), power plants (2), and oil companies (1/2 percent) account for the remainder. 2/ Dally deliveries of diesel type fuel from refineries averaged over 16,750 barrels during the first six months of 1956 in comparison with 15, 250 barrels during the corresponding period of 1955. 3/ Information on the properties of diesel fuel is very important to the petroleum industry, engine manufacturers, and consumers. To supply such information the American Petroleum Institute and the Bureau of Mines, United States Department of the Interior, under cooperative agreement, are conducting annual surveys of diesel fuel oil produced in refineries in this country.

INTRODUCTION Geotechnical investigations for tunneling projects typically use vertical test borings and, to a lesser extent, angled borings. Horizontal drilling applications were often limited to specialty testing programs and to perform probe drilling from a tunnel boring machine (TBM) as part of production tunneling. The former often involved cumbersome setups with skid rigs and cribbing in a pilot tunnel or shaft. The latter usually was limited to generic probing for rock quality and ground water conditions with no sampling. Neither yielded continuous core at production rates suitable for design and construction planning. Conventional vertical investigations still make sense in many instances, particularly for tunnels planned beneath urban settings where truck access is convenient and where the tunnel horizon is not readily accessible via a portal or shaft. However, equipment is presently available to conduct horizontal geotechnicall investigations at reasonable production rates and cost. Advantages include continuously sampling the tunneling horizon and minimizing “access drilling” to get the zone of interest at the underground construction horizon. Horizontal boring lengths of up to approximately 800 m are considered feasible and those in the range of 150 to300 m are now routine. These capabilities make horizontal borings an attractive option to consider when looking at deep tunnels beneath ridges, especially where access is limited. Fewer drilling staging sites can also mean reduced environmental impacts when investigating tunnels proposed beneath sensitive lands such as public wilderness areas. Investment in early construction packages to develop portals for investigation access and, possibly in excavating test shafts for the same purpose should even be considered. Potential benefits in the form of achieving improved overall project costs using horizontal borings exist because of the significant additional data collected in the tunnel horizon. For this reason they should be considered during the routine cost-benefit analyses generally conducted for planning geotechnical investigations for tunneling.
