Regulatory processes associated with development of major mining operations in Alaska and British columbia were evaluated using specific case studies. Included were one hard rock mine in Alaska (Red Dog Mine), one hard rock mine In British Columbia (Snip Mine), and one offshore gold dredging project in Alaska (WestGold SIMA). Based on a comparison of the three case studies, it became clear that the primary incentives for cost effective permitting are: 1) early and continuing coordination of proposed project plans, designs and schedules with key regulatory agencies and local area residents and 2) development of a sufficient level of baseline information on air quality, water quality, wetlands, endangered species, fish and wildlife, and socia-cultural conditions to support the required permit application. The U.S. permitting process worked in much the same way as the Canadian permitting process. Disincentives of mine permitting include high initial costs for baseline data gathering. However, a relatively high early investment resulted in more efficient permit acquisition and reduced long-term monitoring requirements. A common problem Identified was the inadequate supply of trained agency personnel with the requisite technical and permitting experience. This sometimes resulted in poor decisions and unnecessary changes in project plans and schedules.

Ground Penetrating Radar (GPR) is an electromagnetic geophysical reflection technique that maps reflections associated with a change in electric properties of the target medium. It can thus be used to map the geometry of geological features and fractures as these can have different electromagnetic properties to intact rock. GPR was used successfully to determine the position and nature of the fractures in the tunnel sidewall, in the area of the simulated rockburst experiment. By comparing the radar scans acquired before with those acquired after the blast, it was possible to determine which fractures were reactivated by the blast and where new fractures were developed. It was found that the mining-induced fractures that formed during the development of the tunnel were re-activated by the simulated rockburst, as indicated by their increased reflectance on the radar scans. In addition, several new tunnel sidewall parallel fractures developed in the area of the blastholes. GPR thus clearly shows how and where the fracture pattern changed as a result of the blast and contributed to the understanding of the mechanisms of damage associated with the blast, and perhaps rockbursts in general.

"At the beginning of 2007 the Austrian contractor PORR was awarded with remediation works for a 48-km long part of the railway line from Campina to Predeal – part of the Trans European main Corridors TEN-T priority line 22 Bucurest – Brasov, connecting the southeast European countries with the heart of Europe.Due to partly new realignment and change of regular sections as well as protection against rockfall and slope slide a huge bunch of slope stabilization works became necessary, which were awarded to the contractor PORR and their designer IB-Brandner.Following the studies of the tender documents for the planned protection measures responsible managers of PORR decided to propose an alternative protection design by IB- Brandner. Changing the original design a more flexible and environmentally compatible solution consisting of high performance net, soil nailing and rockfall protection systems (fences) was elaborated and adapted to local needs. During design process, several critical areas were identified and additionally taken into account.In the paper examples of the design and erection process show how difficulties in implementation starting with the presentation of the idea continuing to the realization on site were managed and a technically more sophisticated and commercially competitive solution could be delivered to the customer Romanian Railway – case study.The European Commission awarded – following an election process in which all citizens of the EU could join - the remediation project Railway line Campina – Predeal in Romania as the environmentally best EU co-financed infrastructure project. GENERAL PROJECT EVALUATIONDue to original design slope stabilization should be done by concrete slabs fixed with prestressed anchors and shotcrete cover.The area to be secured was limited to a 12-meter strip left and right from the railway track without reference to nature and local needs. Discussions with the client and his designer and rising awareness for the hazards to address took several months. Site visits in Austria to provide insight in the problems of dealing with natural hazards helped to convince the client of the needs and our alternative design."

This U.S. Bureau of Mines report summarizes a study of large-scale strata response to longwall mining at a western U.S. coal mine. This study utilized surface and subsurface measurements, geologic mapping, in situ stress measurements, and pressure cell readings to characterize strata behavior. Preliminary analysis of surface subsidence and time-domain reflectometry (TDR) was used to determine a suggested main roof caving sequence. Coal ejected from the face apparently resulted from brittle failures that occurred because of lack of significant yield zone development. The combination of a strong coal with pronounced directional behavior, low overburden pressures, a good caving roof, and a high-production environment that minimized time-dependent loading apparently reduced yielding of the longwall face. The panel 1 headgate-entry design appears adequate; however, the abutment pillar and adjacent panel tailgate rib are highly stressed and may contribute to problems during second panel mining. The small chain pillar yielded after passage of the face, but the pillar width may be near maximum since evidence of a stressed core exists.

Reasons are given for the seemingly excessive public concern with taxation of the mineral industry. Optimality of mineral extraction is a concept that requires careful definition in terms of one or more objectives. Once defined, the impact of taxation upon optimal mineral extraction may be studied; findings from earlier work on this topic are presented for two basically different cases. In conclusion it is observed that the pursuit of optimality requires the availability of highly skilled engineers; in the event of a large-scale mineral development it is this resource that is probably scarcest of all.

The purpose of this report is to chronicle the interaction between Anglo Platinum and Sandvik Tamrock during the development and application of Long Hole drilling as a viable, practical method of narrow reef mining. Appendix I identifies the people from Anglo Platinum and Sandvik Tamrock who participated in the project. Experiments in long hole drilling and blasting were conducted in a number of mines during the late 1950s and early 1960s. Some of the advantages envisaged were: ? The face would require no daily examination ? No barring down or immediate face support required ? No sockets to clean ? Only a few well drilled holes rather than large numbers of short blast holes ? Avoidance of poorly-marked holes, inaccurate drilling and improper charging ? Better supervision and better face advance. Holes 50 mm in diameter were drilled parallel to the stope face by pneumatic rock drills from advance strike gullies. Holes were charged with amon gelignite cartridges. All holes were traced with detonating cord to ensure propagation of the explosive along the entire hole length. Rock was blasted onto a rolling scatter pile. A number of reasons have been cited for the failure of this mining method. The two most important were: ? problems in controlling hole deviation which was exacerbated by the fractured ground ? difficulty of charging up holes in fractured ground, due to relative movement of rocks along fracture surfaces over the hole length. The idea of drilling a few long holes parallel to the face rather than a large number of short blast holes perpendicular to the face was an attractive option to mechanize narrow reef mining. This particular project started in 1998. Initial trial The Union Section of Anglo Platinum purchased a Solo H 606 RA long hole drilling rig from Sandvik Tamrock in 1997. In order to evaluate long hole drilling as a basis for face mechanization. The Solo series of drill rig was selected because it combines high drilling performance and good drilling accuracy with high versatility with a compact size. The mining method proposed by a consultant to Anglo Platinum was based on the current trackless mining method practised by Union Section. The trackless mining method is better described as a trackless development and transport method. Reef strike drives were installed approximately 40 metres apart on dip using trackless equipment. Reef was mined using hand-held pneumatic rock drills and scraper winches and the excavation was supported by sticks and crush pillars at the top of the panel. Rock scraped from the panel was loaded by Lad Haul Dumps (LHDs), trammed to an inclined haulage, and loaded into trucks for transport to the surface. It was intended that the Solo would drill from the bottom advance strike drive to the top advance strike drive. Blasted rock would still have to be scraped from the panel. It is also difficult to understand how well the support would have survived. In the initial motivation it was stated that drilling accuracy was of the utmost importance. Previous work by Sandvik Tamrock had shown that, in other parts of the world, 20 metre long holes could be drilled with a deviation not exceeding 100 mm provided that: ? holes were collared with low thrust pressure ? operating percussion pressure was kept low -often not ? exceeding 10 MPa ? drilling was to be with tubes, not rods. In early 1998 initial trials with the Solo H 606 RA were inconclusive; attempts were made to drill 40 metre long holes from one advance strike drive to another. Difficulty was experienced in measuring hole straightness and accuracy, there was no survey of the holes, and no blasting was done to expose hole barrels. A long hole mining system was then defined, with a corresponding face mining system, which led to the design of a test programme for the Solo drilling rig. Earlier experience at Telfer The proposed face mining system was based on a mining method that is practised at Telfer Gold Mine in Western Australia. Telfer has a series of domed reefs that dip at angles of less than 20° to more than 40°. The ore bodies are all thin, with widths from 0.6 metres to 0.8 metres. Figure 1 shows the face layout. Experience at Telfer indicated the following: ? The spacing and size of the dip pillars should be based on the rock mechanics of Union Section ? The length of the face is determined by the ability to correctly position the blast holes. Positioning of blast holes is a function of hole straightness and hole direction. Blast holes in Telfer were drilled 64 mm diameter with retrac bits from Sandvik. Extension steel was T38 by 1.8 metre lengths. A guide rod was fitted immediately behind the bit. To achieve greater accuracy' operators drill at relatively low percussion and thrust pressures. Results show that very good accuracy is achieved in 20 metre stopes and only fair accuracy in longer stopes. Many of the difficulties faced by the U.S. mineral industry in 1982 and 1983 emanated from the worldwide recession, from the high value of the U.S. exchange rate, and, in part, from actions taken by foreign governments to protect selected industries. While some problems will be minimized with continued worldwide economic recovery, others remain and may require special attention by U.S. policymakers. These problems include declining U.S. production capacity in selected mining and mineral processing industries, the impact of the high value of the U.S. exchange rate, and protectionist trade practices by competitor nations. Illustrative of the last is the International Trade Commission (ITC) determination in June 1984 that both the domestic steel and copper industries have been substantially injured by foreign imports. In its July 1984 recommendations to the President, the ITC suggested higher tariffs and quotas for 5 years on 70 percent of steel imports but conditioned the aid on cost-cutting and modernization steps by the domestic industry. In the copper decision, two commissioners recommended increased duties, two recommended that quotas be imposed, and one recommended that no relief be provided. The President decided in September to seek voluntary restraint agreements with nations that export steel to the United States and rejected both quotas and higher tariffs on copper imports. General Economic Setting This decade opened with the U.S. mineral industries struggling to deal with double-digit inflation, record high peacetime interest rates, and almost 7 years of oil-cartel-induced energy price increases that seriously affected the profitability of energy-intensive industries such as mineral production and processing.

"Over the years many differing approaches have been developed to clearly understand the nature, mode of occurrence, associations and deportment of both free-milling and refractory gold in a wide variety of differing geologic environments and plant products. Many approaches can be taken to characterize the ore which may occur as complex fine grained gold, ultra-fine grained gold, coarse nuggetty gold, complex Asrich refractory gold and double-refractory gold. The approach taken in assessing small drill core composites from Novo Resources Beaton Creek Paleoplacer gold project located in the Pilbara region of Australia was complicated by the nature of the ore, the small amount of sample available from current exploration work, and the gold grade and the grain size distribution. In this case the scope of the study was limited by sample availability although significant amounts of valuable information was also gained. This gold characterization study included the following elements:??Size fraction assays??Ore microscopy??Preparation of heavy mineral concentrates from sized fractions (screening) of crushed or milled head using heavy liquids and Superpan table.??Systematic scans of the heavy mineral concentrate, middling, and tailing fractions using TIMA Automated Scanning Electron Microscopy integrated with an Energy Dispersive Spectrometry to provide semi-quantitative elemental analysis of the individual grains found in the sample.The unique methodology employed to detail the gold deportment was the combination of the Tescan Integrated Mineral Analyser (TIMA) and the Oxford INCA GSR software. This technique not only allowed us to document the deportment of gold but recognize other associated minerals, which included gersdorffite, chalcopyrite, uraninite, coffinite, brannerite and several Rare Earth-bearing minerals.INTRODUCTIONGold deportment studies are commonly carried out on preliminary gold exploration projects in order to determine the various limitations, which may effect processing of the potential ore. This is often because it may be expected that there may be a refractory component to the gold, which may limit physical separation techniques and suggest more costly hydrometallurgical techniques. Often when carrying out gold deportment studies the mineralogical methods may be limited to assuming that the gold will be fine and easily found using standard techniques of optical microscopy or Scanning Electron Microscopy. This may not always be the case as various geological environments may pose their own individual problems to determining the deportment of the gold grains."

This is one of a series of paper's being published by the Bureau of Mines on placer mining; it is written as a supplement to Information Circular 6788, "Placer Mining in the Western United States, Part III", by E. D. Gardner and C. H. Johnson which was published in February 1935. Since Information Circular 6788 was written (1933), considerable advance has been made in the technique of mining placer gravels with power shovels and draglines. Although new washing plants continue to be built in accordance with untried designs the trend of new installations is toward proved equipment. A substantial number of plants are now being operated successfully (1937).

"1 INTRODUCTIONThe use of nondestructive testing (NDT) methods to evaluate the integrity of Augered Cast-in-Place (ACIP) and Drilled Displacement (DD) piles has been a subject of significant debate among engineers, contractors and NDT practitioners. This guideline document will illustrate the importance of reviewing all available information in conjunction with the NDT records. ACIP and DD piles have unique properties that must be considered when using a specific NDT method. Any evaluation of the integrity of an ACIP or DD pile must also include a thorough review of the detailed pile installation records and the site specific soil conditions. Long or theoretical descriptions of the methods have not been included in this publication. More detailed information about these NDT methods including their theoretical and historical backgrounds can be found in DFI’s Manual for Non Destructive Testing and Evaluation of Drilled Shafts (2004). Additional information can also be found in the more comprehensive textbook Nondestructive Testing of Deep Foundations by Hertlein and Davis (2006).1.1 PurposeThe intent of this guideline is to provide practical guidance for the proper interpretation of NDT results on ACIP and DD piles. Short descriptions of the main integrity methods available are provided along with several examples of how to use all of the information available to make sound engineering judgments about the results. This publication is a state-of-the-practice guideline to promote accurate engineering evaluations.For engineers inexperienced with NDT, these guidelines provide sufficient background information on NDT methods to help understand the limitations of the testing, assess the results presented to them, and formulate appropriate questions. This is particularly important for engineers charged with the responsibility to determine from those results what, if any, consequences there may be on the performance of the structure under construction."

A detailed experimental study of breakage kinetics in a batch rod mill indicates that while the system is inherently nonlinear, the feed disappearance kinetics for the finer sizes and the coarser sizes at high holdups is well represented by first-order behavior. The set of breakage distribution functions was found to be normalizable and independent of particle holdup in the mill. The size discretized initial breakage rate functions were found to be inversely proportional to particle holdup and almost directly proportional to particle size. A linearized grinding model that results from the first-order Taylor's series expansion of the breakage rate expression was found to give good simulations of the mill product size distributions without recourse to any parameter improvement routines. Material transport through rod mills was evaluated by investigating the effect of operating variables on the holdup and residence time distribution of particulate solids flowing through the mill. Identical experiments performed in a continuous ball mill helped delineate the fundamental differences in particulate transport through these two types of mills. Mechanistic interpretations of the observed transport phenomena are presented, and their implications in the context of tumbling mill analysis and design pointed out.

A risk study was carried out at the Cerrejon coal mine in order to assess the impacts of pit slope failure in terms of safety of personnel and destruction of equipment with economic consequences. Results of the assessment enabled the definition of risk treatment requirements and the identification of key aspects to consider in a risk treatment plan. The approach included the following tasks: (1) Assessment of the total probability of failure (POF) representative of the stability conditions of typical footwall and highwall slopes. For this purpose, stability analyses were carried out to define the Design POF, which accounts for the variability of strength parameters and represents the normal conditions considered for slope design. Strength parameters for highwall slope analysis were derived from borehole data obtained with a geotechnical drilling campaign. The Total POF was estimated through the use of Source Response Diagrams (SRD) in order to incorporate other sources of uncertainty not accounted for, like changes in geometry, variability of rock conditions due to geological or operational factors, changes in groundwater conditions and occurrence of seismic events. (2) Assessment of the consequences of footwall and highwall slope failure on safety of personnel. The assessment was performed through the use of event tree analysis to establish the probability of fatality caused by slope failures, from the Total POF defined in the previous task. This analysis required the evaluation of personal exposure to slope failures. Also, the assessment included benchmarking of acceptability criteria in terms of probability of fatality and the evaluation of options of risk mitigation to comply with these criteria. (3) Assessment of the consequences of footwall and highwall slope failure in terms of economic losses associated with impact on equipment. The analysis included the evaluation of equipment exposure to slope failures, and it was performed through event tree analysis to establish the probability of an economic loss associated to total or partial lost of equipment, from the total POF value defined in the first task. The magnitude of the economic losses was estimated from the costs of damaged equipment, lost production and site restoration. Options of risk mitigation were also examined in terms of economic losses. The risk assessment process applied to the Cerrejón mine showed how the system can be applied to evaluate the consequences of failure in terms of personnel safety and economics and to identify the more adequate risk mitigation options. The system can be an extremely powerful tool in the mine design process and provides the opportunity to rationalize the geotechnical information requirements, once the risk criteria have been defined by management. The main purpose of this paper is to present the process; therefore, the emphasis has been put on the methodology followed rather than on the actual results obtained.

These gases and their usual proportions are:4/The volume of water vapor in the atmosphere ranges from almost zero (in very cold weather) to about 5 percent arid averages about 1.2 percent.Strictly speaking, any other substance in the atmosphere or an excess of any of the substances mentioned (with the possible exception of water) is a contaminant. Needless to say, there are many contaminants in the atmosphere.In accordance with their physical state, contaminants may be classified as gaseous or particulate, and the latter may be classified as solid or liquid matter. Particulate matter, especially when dispersed in some medium such as air or some other gas, sometimes is referred to as dispersoid, and the complete system of gas and dispersoid is referred to as aerosol.All substances on the earth are potential sources of atmospheric contaminants. Combustible materials (particularly fuel for heating and power), sea water, earth or soil, metals, and animals (including man) are some of the important sources of contaminants.Ordinarily gases are produced by chemical processes, whereas dispersoids are produced by both chemical and physical processes. There are two general dispersoid-producing processes: (1) Condensation, in which molecules join to form larger units or particles, and (2) disintegration, in which large units are reduced to the particulate range (which for the purpose of this article may be considered to be from 100 microns, or 1/254 inch, down to molecular size) by such processes as crushing, grinding, abrading, and atomizing.“Condensoid"" is a convenient term for dispersoids formed by condensation, and ""disintegrasoid"" for those formed by disintegration. The surface manifestation of underground mining usually entails five distinct types of surface movements, which can affect or damage surface structures, facilities and renewable resources. These movements developing at the surface can be described by (Bell, 1975; Bhattacharya and Singh, 1984): - vertical displacement, i.e. subsidence, - horizontal displacements, - slope or tilt, i.e. the derivative of the vertical displacement with respect to the horizontal distance, - curvature, i.e. the second derivative of the vertical displacement with respect to the horizontal distance, and, - horizontal strain, i.e. the derivative of the horizontal displacement with respect to the horizontal distance.

There are two distinct coal fields in Kentucky-the Eastern field constituting a part of the Appalachian coal region and the Western field constituting the southern part of the Eastern Interior region. The outcrop pattern of the State is dominated by the Cincinnati arch. Coal-bearing Pennsylvanian strata occupy a low structural position on either flank, preserved thereby from erosion, which in the past has removed these same beds, though a much thinner succession, from the crest of the arch. General geological relationships are shown in figures 1 and 2. On April 13, 1750, Dr. Thomas Walker discovered the first coal recorded in Kentucky. He entered the State through Cumberland Gap (Cave Gap) and found coal a few miles north.

"Since it started production in 1970, Anderson Lake Mine has experienced several radical changes in mining methods as a result of the physical characteristics of the ore zone along with the need for improved productivity. This paper examines the transition from longhole open stoping to mechanized cut-and fill then to vertical crater retreat at Anderson Lake Mine. The reasons for the need to change mining methods is analyzed taking into consideration the impact of such criteria as improved productivity and ground conditions and how these criteria affected the over-all economic viability of the mine. IntroductionAnderson Lake Mine is one of five producing copper mines in the Snow Lake area and is situated approximately 3 km southeast of the townsite of Snow Lake (Fig. I).The mine production rate at Anderson Lake is 700 tpd and all ore is trucked from the mine to the mill located approximately 2.5 km from the mine site . The mine is serviced by a three-compartment shaft sunk to a depth of 3300 ft with level spacings at 175 ft and 150 ft intervals from the 600 ft level to the 3000 ft level. .The shaft was collared in 1965 and, a year later, the hoist and compressors were installed. By 1969, a crusher system had been built and actual production began in 1970. During 1978, production was suspended for the year to allow for 430 ft of shaft deepening."

On-belt analysers have been used since the early 1980s in the coal sector to measure ash content in real time for diverting material on conveyors to remove waste, bypass beneficiation and allow suitable material to proceed to the wash plant for processing. Since 2008, a GEOSCAN-M elemental analyser has been used on an overland conveyor in South Africa to divert direct-shipping quality iron ore to bypass a jig plant. This paper focusses on recent evaluation work to determine the suitability of an on-belt analyser to upgrade the processing plant feed in a copper-gold operation.Copper-gold ore samples from New Gold’s New Afton Mine near Kamloops, BC, Canada were tested to assess measurement accuracy over short time increments. A two-minute measurement increment has been used in the minerals sector as a compromise between good measurement accuracy and a useful tonnage (haul truck equivalent size or smaller). At New Afton, this increment represents approximately 35 t of material. Segregation decisions are currently made after visual and sometimes analytical determination, at increments of approximately 500 t to designate material as ore or waste at the drawbell in the cave.Results of test work including the composition range and expected accuracies by element are shown. The operation, which is not mine constrained, was evaluating the potential for ore upgrading through waste and low grade increment diversion to upgrade ore quality feeding the mill. In general, the metallurgical industry has so far been slower than the chemical industry to adopt ion exchange materials for industrial processes. The atomic energy industry presents a marked exception to this general situation, and the literature shows a rapidly increasing use of ion exchange techniques for the recovery of atomic energy metals on scales ranging from the ultra micro up to that of the largest mining operations. In many cases, the processes used would be equally applicable to more common metals and it is hoped that this review will be of interest to metallurgists outside the specialised atomic energy field. The review is intended to describe developments of ion exchange processes made during the last three years. Earlier studies have been summarised by Kunin and Preuss (1956) and Roland (1957). In order to restrict the number of references discussed, purely analytical procedures have been omitted and only those processes which have been conducted on a reasonably large scale or which, from their nature, areclearly capable of being upscaled, have been considered.
