The outlook for suppliers of energy to the expanding economies of the Pacific Basin region is essentially positive, but particularly for exporters of high quality steam coal. This paper argues that economic growth in the Pacific Basin region has exceeded world economic growth for some years and that this will continue to be the case for the next decade at least. It looks briefly at the link between economic growth and energy demand and at the relationship between energy demand and the demand for electricity. Changing preferences in fuel mix for electrical generation in the region are noted and tentative forecasts made about variations in this mix. The pros and cons of various forms of fuel used to generate electricity are considered from the point of view of the consumer. Having concluded that steaming coal in particular is likely to become even more important as a generator of base load electricity, the paper looks at the opportunities this presents for exporters such as Australia, and touches on some factors that could prevent development of those opportunities. This paper will concentrate on electrical energy. For the purposes of this paper, the Pacific Basin refers essentially to Australia, New Zealand and the Asian countries bordering the Western Pacific. As a supplier, Siberia is not included because, although it has great potential, it is thought that problems of climate, infrastructure and political restructuring will delay the realisation of that potential until the next century. Although it deals with the Pacific Basin region, where many countries are industrialising rapidly from a predominantly agricultural base, it looks at the experience of mature industrial DECD economies where their experiences seem relevant.

The Bureau of Mines conducted a study to develop and evaluate a training workshop for mine safety training personnel. The workshop was based on the Instructional Development Institute (IDI) which has been used for nearly ten years to train educators and administrators in the application of a nine-step model for defining, developing, and evaluating instruction. The Mining Instructional Development Institute (MIDI) was developed by investigators at the University of Southern California as a two-phase project. Phase I involved the modification of the six-day IDI program (including audiovisual presentations, workbooks, games, and exercises) for use by mine safety trainers as a workshop lasting three and one-half days. Phase II involved the evaluation and validation of the prototype MIDI workshop by means of a two-stage jury of experts and a prototype field trial. On the basis of data collected in the validation process it was determined that the institute provided an effective and useful method of instruction in mine safety training and that the institute would be especially valuable for mine safety training administrators and supervisors.

Mountaintop removal (MTR) mining started in West Virginia nearly 30 years ago. This surface mining method can extract multiple coal seams as thin as a few inches in whole and minimum rock dilution in very steep mountainous terrain. MTR is highly efficient, even if coal seams are in close proximity and small in a real extent. Consequently, MTR has been widely used in the Central Appalachian coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impact on the surrounding area. During the past two years, however, the debate over MTR mining has grown quickly and has become very intense. This article describes chronologically issues raised by various parties, legal actions, impacts on mining permit applications and research projects developed to address the issues.

"Rare earth resources usually contain minor amounts of radioactive elements. The most widely recognised sources of radioactivity are associated with thorium and uranium. However, also present in the resources are isotopes of rare earth elements (REE) that are themselves radioactive, including lanthanum (La-138), lutetium (Lu-176) and samarium (Sm-147). These radioisotopes, as well as remnants of the natural thorium (Th-232) and uranium (U-238, U-235) decay series, can contribute to significant levels of radioactivity in mixed REE concentrates and in separated products. Levels such as these can present challenges for transport, transboundary movement, product storage, workers’ health and safety, as well as waste management issues at the facilities that separate out the individual REE’s. These are discussed in this paper. A particularly challenging radioactive isotope is Ac-227 (a decay product in the U-235 decay series). Actinium behaves chemically similar to lanthanides and hence normally concentrates with REE multi-element composites. Reliable analysis of Ac-227 is not widely available and the methodology required to deal with this challenge is briefly described. A principle reason for minimization of radioactive content throughout REE processing is restrictive specifications by concentrate purchasers in order to reduce waste management challenges. Approaches to the minimization of radioisotope content in REE concentrates and separated products are outlined in this paper."

"The gravity-recoverable gold (GRG) ore characterization test was developed 15 years ago and has been applied to hundreds of ore samples. The test accurately determines the size distribution of GRG, at which grind it is recoverable, and the extent of its liberation above 150 µm. This contribution shows how the test can be simplified, what are the likely problems to occur, and what information is then lost. Two simplified versions of the test are presented, of which the simplest, grinding a 20-kg sample to a P80 of 75 µm, is retained as the best one. A database of 18 comparative tests is presented. The choice of the full GRG test vs. the simple test is discussed, as is the deportment of the GRG recovered in the standard test but not in the simplest test.INTRODUCTIONThe GRG test was developed in 1990 to characterize the progressive liberation of gold in representative samples of ores, with the primary objective of generating data for a gold gravity recovery model (Woodcock and Laplante, 1993; Laplante et al., 2000). Characterization includes the size distribution of GRG as well as the grind size at which it becomes recoverable. This is achieved in a 3-stage protocol of liberation and recovery using a laboratory centrifuge unit, a Laboratory Knelson Concentrator 3 inches in diameter (KC MD3). This protocol is shown in Figure 1. The first stage takes place at a F100 of 850 ?m (F80 of ~550 ?m), the second at F80 of 180 ?m, and the third at a P80 of 75 ?m. The rationale for the three cycles is the desire to preserve the original size distribution of the gold grains in the ore and to obtain a recovery grind size curve. The feed is a representative sample of ore that can be extracted from ore samples (e.g. drill core reject) or stream products of the grinding circuit other than circulating loads or product having undergone hydraulic classification (e.g. rod mill discharge or SAG screen undersize). Ideally the samples should weigh between 60 and 100 kg, depending on feed grade and gold top size. It is beyond the scope of this paper to fully discuss measures of representativity in the ore sample, for example Gy’s minimum sample mass model (Gy, 1979). However, further work in this regard may be an opportunity. The large initial weight facilitates representativity and minimizes weight and sulphide recovery to the concentrate (since concentrate weight is relatively constant at ~100 g), which limits the recovery of gold in nonsulphide gangue or gold carriers (i.e. sulphides). Thus, the 100 g concentrate carries principally discrete gold species, such as electrum, and native gold. The concentrate and a 600-g representative sample of gangue of each stage are screened down to 20 ?m and each size class is fire assayed (the concentrates to extinction, the tails up to 30 g per size class). The five coarsest size fractions of stage-1 concentrate are individually upgraded using a hydrosizer and the concentrates examined with an optical microscope to assess the degree of liberation of the gold phase. Scanning electron microscope work has established that the GRG has an excellent degree of liberation below 150 ?m in stage 1 and generally a good degree of liberation in stages 2 and 3 (Guerney et al., 2003); as a result the size distribution of the GRG has been found to approach closely that of gold grains (Nesset et al. 2005)."

A method is presented for creating realistic numerical models for practical coal mine ground control. The method includes procedures to collect the necessary mechanical input parameters from a geologic core log, procedures to set up a model and procedures to interpret calculation results. The input parameters come from a detailed geologic core log and extensive point load tests of estimate rock layer strength. A suite of material property input parameters is proposed which allow the user to go from core log to numerical model inputs. Rock bolt anchorage properties are also linked to the material properties of each geologic layer in the model. Following this procedure leads to very realistic calculations of the rock failure process and rock support system behavior. These calculations in turn enable realistic comparison of the effectiveness of alternative rock support systems.

Australia has a long history of underground mining. Even withadvances in open cut mining equipment, techniques andeconomics, many orebodies are still best mined by undergroundmeans. In addition, modern exploration tools are æuncoveringÆorebodies that are at increasing depths. South African mines arecurrently producing from below 3 km, and developing down to5 km depths û it is likely that Australian mines will also becomemuch deeper over the next 20 years. One of the most significanttechnical challenges in deep mines is the problem of heat.Community expectations and legislated standards continue todrive operations towards improving the working conditions inmines. The hazards and costs associated with chronic hotworking conditions (heat illness, poor safety, poor productivity,higher operating costs and poor morale) are also becomingincreasingly recognised (Brake, Donoghue and Bates, 1998). Theexposure of miners to many other occupational hazards has beenreduced over the past 50 years. However, despite air-conditionedcabins greatly reducing the heat stress on mobile plant operators,there are still many Australian mine workers subject to levels ofthermal stress that existed a century ago. There are severalreasons for this, including a frequently-poor understanding of thephysiology of working in heat by mine management, no agreedmining code of practice for working in heat, the lack of a robust,practical-sized instrument to measure heat stress, the costpressures on the industry and, to some extent, deep-seatedtraditional management and worker practices. Howeversignificant progress has been made in many of these areas (Brakeand Bates, in press), with the net result that there is likely to be a trend towards installation of refrigeration of some form in manyAustralian mines in the future. This will add directly to the costof operation, but will also have direct and indirect benefits,including cost benefits. It should also be noted that Australia isnot at the forefront of adopting practices to manage temperaturesin the workplace: South African metal mines usually haverefrigerated cooling, and Canadian mines spend large sums onheating, with heating costs (averaged over a full year) of up to$A1 per tonne mined (Bandopadhyay et al, 1997). The history of mine refrigeration dates back to 1919 when thefirst plant was installed at Morro Velho, Brazil. By 1965, the totalinstalled capacity (worldwide) reached about 100 MW(R)i. Since 1965 the growth in mine refrigeration capacity has beenexponential, with a doubling every six or seven years (Howes andNixon, 1997). South Africa is by far the largest user of minerefrigeration, with over 300 refrigeration machines installed. This paper discusses the key design issues associated with theapplication of refrigeration in underground metal or coal mines.Whilst the emphasis is on large, surface plants, small, surface orunderground refrigeration plants can also be very effective in thecorrect application and many of the principles of design andoperation are the same.

Normal practice in the mining industry is the creation of a single geological model. These models provide a single interpretation of the geological and mineralisation domains. These interpretations infer the exact behaviour of ore domain contacts at shorter scales when resource definition drilling is done on wider scales and are thus locally highly uncertain. The interpreted geological model provides a single number for the volume and tonnes of mineralised material enclosed by the mineralisation envelope. It is on this single number for volume and tonnage that capital intensive mine development decisions (mine design and scheduling, stockpile strategy, waste management, closure planning, dewatering strategy, product quality, etc) are based. Some of these decisions require knowledge of grade variability for small volumes of material such as quarterly production periods. It is generally recognised that this information cannot be derived from single kriged geological models, but can potentially be modelled by conditional simulation techniques. Uncertainty in the extent and continuity of the mineralised envelope and its effect on grade variability for shorter production periods is thus recognised as a major source of uncertainty in new mine development.CITATION:Jewbali, A, Boyle, C and Phillips, J, 2013. "An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Thomson Orogen is a large but poorly understood element of Queensland geology. Extensive cover conceals the Thomson Orogen at depth, thus limiting studies to a small number of surface exposures. Previous studies of the northern Thomson Orogen have been restricted to the largest of these exposures in the Anakie Inlier and Charters Towers Province. Less extensive exposures, including Mt McLaren in east-central Queensland, are largely overlooked and poorly documented. Fieldwork suggests that Mt McLaren is a west-tilted fault block of Thomson Orogen metasediments that are at least 2200 m thick. The substantial thickness of these sediments (which we have named the Mt McLaren Formation) and the consistent shallow marine facies throughout the block suggest deposition in an actively subsiding basin. Initial dating of detrital zircons places deposition of the Mt McLaren Formation in the Late Cambrian to Early Ordovician, allowing correlations with formations of similar composition and age in the nearby Anakie Inlier and Charters Towers Province. Both of these areas have a long history of mining and exploration for gold and base metals, suggesting that correlation of basement sequences across these areas could be beneficial for exploration models of the Thomson Orogen as well as for tectonic models of eastern Australia.CITATION:Lee, M, Verdel, C, Welsh, K and Oorloff, A, 2015. One of the best methods by which the results of accident-prevention work can be measured for any particular period is to keep an accurate record of the accident experience, which may then also be compared with the experience of others. The purpose of this report is to compare records of the salt-mining companies operating in Louisiana, and their assistance in making available their accident records is gratefully acknowledged. PRODUCTION Four companies produce salt in Louisiana -Avery Salt Co., Avery Island; Jefferson Island Salt Mining Co., Jefferson Island; Myles Salt Co., Weeks; and Carey Salt Co., Winnfield. Three of these companies operate within 30 miles of each other in the southern part of the State, and the other operates in the central part.

Data from the U.S. Bureau of Labor Statistics show that 89 water well drillers died on the job between 1992 and 2002, and 28 of these deaths were electrocutions (Figure 1). In fact, elec­trical accidents are the leading on-the-job killer of water well drillers. The use of electricity is such an integral part of our lives that we usually take it for granted, but if we don?t understand or choose to ignore the hazards associated with electricity, the results can be deadly. Why is electrical shock so dangerous? If the voltage (of a shock) is sufficient to drive electrical current through your body, just 10 milliamps of cur­rent (1000 milliamps = 1 amp) can cause muscles to contract and prevent you from releasing an energized wire or tool in your grip. As little as 30 milliamps of current can paralyze your breathing, and 75 milli­amps can cause your heart to stop pumping blood (ventricular fibrillation). As a comparison, a small bedroom night-light draws about 30 to 60 milliamps. Other factors influence how severely you?ll be shocked if you touch a live electrical circuit, such as the path electrical current takes through your body and how long it flows, as well as your body weight. How much voltage is needed to drive electrical cur­rent through your body? Not much! Generally, any power source at 50 volts AC or higher is considered dangerous.

S.L. Barua and Y.C. Kim M. Armstrong's paper is very interesting and can be regarded as a pioneering work of applying geostatistics on washed coal. The density levels used in her study are uniformly spaced, which facilitated curve fitting through a proper experimental design. Most of the existing coal washing plants in the US, however, gather washability data at non-uniform intervals which, in turn, affects the goodness of curve fitting. We would like to emphasize the importance of having a proper experimental design, if a similar geostatistical application is to be conducted on washed coal. We, at the University of Arizona, tried the variogram on recovery (Kim, Barua, and Baafi, 1982, SME preprint 82-143) which showed a similar pattern as Fig. 4 of Armstrong's paper. In both cases, the first experimental variogram value is invariably and inexplicably higher than the second variogram value. Although Armstrong ignores the first point because of "small number of sample points," we did not do so because there were 17 sample pairs. As a consequence, we concluded that the obtained experimental variogram was unsatisfactory and that further research is warranted. In other words, this disagreement in variogram interpretation between M. Armstrong and the University of Arizona begs the question whether the experimental variogram of Fig. 4 truly reflects the spatial correlation in washed coal, assuming there is such a correlation. Finally, we wish that Armstrong could have done a similar study on clean sulfur, which is a vital interest to the coal mines in the US. Her implied remark on sulfur in the concluding section of the paper may turn out to be incorrect because our experimental variograms on clean sulfur at different density levels were even less satisfactory than those on recovery.

Surveys to establish the quantity and quality of coals available for metallurgical, industrial, and energy use, investigations to develop better mining methods, and studies aimed at improving the health and safety of those who mine the coal highlighted Bureau of Mines research and technologic work on coal in 1968. Also being developed are more efficient methods of coal preparation, transportation, storage, and utilization. Supplementing this effort are projects designed to assure minimum disturbance of land, water, and air resources. Research centers and laboratories of the Bureau of Mines are listed in appendix A. Publications released during 1968 are cited with the various projects and in appendix C. Organizations that cooperated in the work in various ways are cited in appendix B.

"In October 1982, Rio Algom Limited, purchased a tin prospect near East Kemptville, Nova Scotia, from Shell Canada Resources. This purchase led to the development of the first substantial tin mine in North America. This paper deals with the drillingand blasting operations at Rio Algom, in particular the use of emulsion explosives technology.This presentation describes what emulsion explosives and Heavy AN/FO are, and the support system used to deliver these products to the blast site.HistoryThe East Kemptville mine site was discovered by Shell Canada Resources (SCR) in July 1978. SCR started diamond drilling on the tin prospect in March 1979. After 8220 m of BQ drilling, it was estimated a reserve of 56 000 000 tonnes of 0.165% Sn was present.The property, which is located 54 km northeast of Yarmouth, Nova Scotia (Fig. 1), showed, after a feasibility study that, given an ore treatment rate of 9000 tonnes per day, a mine life of 17 years could be expected.GeologyThe tin deposit of the East Kemptville Mine, occurs in granitic rocks at their contact with metasedimentary rocks. The mineralization is in the form of cassiterite with associated sulphides of copper and zinc. The tin occurs in a stockwork of tin bearing Greisen alteration zones.East Kemptville MineThe mine planned an open pit operation with the first five years being mined at a rate of 14 000 tonnes per day, of which 5000 tonnes will be waste and low grade ore. Eventually, the total mining rate will be 21 000 tonnes per day, including 12 000 tonnes of waste and low grade ore. This paper discusses the results of two recent case studies in which high-tech prototype instruments were used. The first case study describes the results of a ground-based hyperspectral imaging tool used to map the geology of an open-pit mine highwall. The second case study outlines the use of interferometric synthetic aperture radar and how this type of radar can be used in a variety of geotechnical situations. These case studies are part of an on-going research project at the National Institute for Occupational Safety and Health’s (NIOSH) Spokane Research Laboratory. The project objective is to implement engineering controls and design methods in order to reduce the number of injuries and fatalities associated with slope failures at mining operations. Project personnel are hopeful that these new developments in technology will lead to better geotechnical monitoring and design in slope stability and other important areas of rock mechanics.

Laboratory and pilot-scale test data have shown that the innovative feed presentation of the CrossFlow separator provides improved metallurgy when compared to traditional hindered-bed or teeter-bed classifiers. This design feature prevents excess water from entering the separation chamber and disrupting the overall fluidization flow rate within the teeter zone. Recent side-by-side industrial-scale evaluations have verified that this technology can improve overall efficiency, reduce the cut point of separation, and increase throughput capacity. This paper describes the important features that make this novel separator ideally suited for size classification and density concentration. Test data from heavy mineral, phosphate, and industrial mineral applications are also discussed.

The increased consumption and importation of fluorspar and cryolite (1)3/ in recent years, and especially the addition of fluorine compounds to drinking water in the United States, have aroused renewed interest in the properties of such compounds and possible health hazards incident to their use. It has been suggested that the issuance of a revision and elaboration of Information Circular 7311, The Hazards of Hydrogen Fluoride Poisoning in the Mineral and Allied Industries, which hay been out of print for some time, would be opportune. Fluorine minerals have been known since the Middle Ages. Fluorine was isolated in 1886 by Moisson (2).

In addressing the need for non-degree tertiary training, let us examine some recent reviews of engineering and geoscience education. The Finniston Report (1) criticised the formation of engineers in the UK and stated that this was largely due to the narrow British conception of engineering as a branch of applied science which militates against an effective marriage between theory and application. It also criticised the system for not giving students sufficient grounding in the synthesis of technical, human and financial considerations within their undergraduate courses. As we all know, this report has led to the restructuring of engineering education in the UK. More recently, a Review of the Discipline of Engineering was carried out in Australia by a committee chaired by Professor Sir Bruce Williams (2). The report stated that: Australia has a fairly good system of engineering education that should be made better. more should be done to develop the communication skills of both staff and students. more attention should be paid to changes in engineering practice and the human element in technology. there is a serious shortage of state of the art equipment in most engineering schools. female enrolments in engineering courses should be increased from the current level of about 7% to 20% by 1997. employers should develop a better understanding of the need for continuing education. staff in engineering schools should develop closer relations with employers of engineers. higher education institutions with engineering schools should give financial and other inducements to staff to increase the proportion of study leave or professional development leave spent working as engineers in the business sector. there is considerable room for improvements in the teaching process and in the development of evaluation schemes for assessing the teaching contributions of staff. In its recent report to the Council of the Institution of Engineers, Australia, the Task Force on Engineering Education(3) makes the following points: managerial, entrepreneurial, professional and interpersonal skills should be introduced and integrated into the undergraduate courses but studied in depth as part of continuing education. the continuing education policy of the Institution should be promoted and strengthened with all engineers required to pursue continuing education. the Institution should develop a comprehensive guide to continuing education available from universities, colleges and other public and private sector organisations.
