Methods for increasing compliance to medical and health regimens were reviewed along with similar research in industrial and mine safety. Principles abstracted from both areas suggest that compliance with health and safety practices is improved when: (1) Workers are cooperatively involved with management in setting safety goals and planning for their achievement, (2) the program has the support of workers, supervisors, and management, (3) specific tasks responsible for injuries are targeted, (4) company organizational policy, educational, and behavioral programs work together toward the same goals, (5) workers and supervisors are frequently informed about their degree of correct task performance, and (6) programs are monitored by the frequency of correct performance of targeted tasks, (the means to lowered accident rates) rather than by lowered accident and injury rates themselves (the goals for safety programs.) Safety programs that incorporate these principles increase persons' adherence to specified health and safety practices and subsequently decrease injury rates. It is recommended that: (1) a group of experts be convened to study the application of these principles to coal mine safety programs, and (2) a short course for safety trainers be developed to demonstrate how these principles can be used to strengthen existing mine safety programs.

About 70% of the world?s total boron reserves are located in Turkey. Boron minerals are typically concentrated by attrition scrubbing followed by screening and classification to remove clay minerals and other impurities. These wet concentration methods, however, result in a considerable amount of accumulated tailings in large tailings dams. The tailings are approximately 28% solids and contain 14% B2O3. Problems caused by these tailings can be minimized by employing dry beneficiation techniques involving heat treatment. This method has been successfully tested on laboratory and pilot scales. During heat treatment, borax undergoes expansion in volume. The amount of expansion is dependent on the particle size, temperature and duration of heat treatment. Because the optimum temperature and the duration of the heat treatment are not well defined, the boron ore acts as a calcined clay mineral and is discarded along with the gangue. It is important to predict such parameters using mathematical formulations. Thus, a mathematical model is used to predict the required temperature and duration period prior to heat treatment. In the experimental study presented here, a series of systematic thermal tests was carried out in a muffle furnace. Two variables, temperature and time, were studied in a response surface design. A quadratic regression model was chosen and regression coefficients were calculated. Using a regression equation, the volume expansion of the particles in various circumstances can be predicted. The mathematical test results are then correlated with the experimental results to relate the optimum expansion of borax with heating time and temperature and with borax grades and recoveries.

"The worldwide demand of ores and the depletion of the high-purity deposits make it necessary to recover ores in increasingly finer size fractions in the feed material. The flotation technology of more than 40 years old plants was not able to recover the ultra fine material. Those slurry tailings ponds now have the chance to be re-processed with PNEUFLOT® technology.The bubble sizes of different flotation technologies have a huge influence of the results especially regarding the recovery of the ultra fine particle sizes.PNEUFLOT® technology of HUMBOLDT WEDAG Coal & Minerals Technology GmbH in Germany was applied to ultra fine Phosphate, Copper and Platinum ores. The results will be presented in this paper.Conventional technology like agitator flotation has its limits in the flotation of fines due to turbulences in the cell. The position of the agitator influences the recovery of the fines. A deep impeller generates a higher froth zone. This helps to catch the medium fines. Due to the static head of the slurry inside the cell, compressed air is required for such cell designs.Column flotation is well known for a good selectivity without having in the first cell a good recovery. This leads to invest in several cleaning stages to reach an acceptable recovery. Further more, compressed air is required to generate the air bubbles to the flotation process, which are much bigger than with PNEUFLOT® technology applied.INTRODUCTIONHigh metal prices are actually the basis to invest in poor deposits or deposits with very fine intergrown ores which have to be milled down to ultra fine powders less than 60 micron. The liberation grade has to be determined by a mineralogical analysis. Polish sections have to be prepared and interpreted by using of a microscope. Figure 1 and figure 2 are showing polish sections of a platinum-nickel ore from Petchenga Nickel at Zapolyarni Mine in Russia. The head grades for rich ore are for copper between 0.05 – 0.15%, for nickel between 3 – 7% and for platinum group minerals approx. 0.15 oz/t. With an efficient flotation technology it can be upgraded to 20 oz/t."

Keywords: Pyrometallurgy, circular furnace, PGM, platinum, Peirce-Smith converter, Zimbabwe The Zimplats Smelter, located on the northern part of the Great Dyke, at the Selous Metallurgical Complex, is the only PGM smelter in Zimbabwe. Zimplats? operations currently consist of the Ngezi Platinum Mine, which is a 1.5 Mt/a open-cast and 0.7 Mt/a underground mine, and a Concentrator and Smelter to which ore is transported 80 km by road. The final converter matte product is transported to Impala Refining Services in South Africa for refining and marketing. The Zimplats Smelter operations consist of a concentrate filtration plant, a Drytech flash dryer, a modified Elkem / Hatch 13.5 MVA circular furnace, two 10? x 15? Peirce-Smith converters, and a matte granulation plant. The Zimplats smelter uses a three-field electrostatic precipitator, supplied by ELB-Brandt, for removal of particulates in the gas streams from both the converter and furnace. Construction of the smelter commenced in 1995, under the BHP / Delta Gold of Australia joint venture. The furnace was lined mid-1996, and smelting operations commenced in 1997. Due to design challenges, the Elkem furnace was modified by Hatch in 1998, and the smelter had not reached full capacity when operations were suspended in 1999. Re-commissioning took place in January 2002.

"This paper is intended as a review of the progress that has been made in the Province of Ontario in the field of acid drainage waste treatment technology.Three years ago, at the Third Annual Meeting of the Canadian Mineral Processors, we presented a paper entitled ""The Problem of Acid Mine Drainage in Ontario"". At that time I was working for the Ontario Water Resources Commission. The paper turned out to be the very beginning of the Commission's acid mine drainage control program. In the intervening three years, the Ontario Water Resources Commission has been amalgamated with other government groups and has evolved into the present Ontario Ministry of the Environment. Today the Ministry is involved in running one of the most advanced acid mine waste control programs in the world.As a part of its mining program, the Ontario Ministry of the Environment has published three major reports which deal directly and specifically with the industrial waste disposal problems that may arise at a mining operation. In order of publication, these reports are as follows:(1) ""The Problem of Acid Mine Drainage in the Province of Ontario"".This 338-page report covers all aspects of the problem of acid mine drainage and includes detailed sections on acid flow detection, acid flow chemistry and acid flow treatment.(2) ""The Use, Characteristics and Toxicity of Mine-Mill Reagents in the Province of Ontario"".This report, 244 pages in length, gives the chemistry and toxicity of nearly all of the chemicals that find common use in the Canadian mining industry. Most of the toxicity figures quoted are the result of a comprehensive bioassay program that was initiated by the Ministry."

The chemistry of sulfide roasting is analyzed to show those aspects of performance which Thecan be predicted from considerations of thermodynamic equilibrium. It is concluded that equilibrium calculations can serve as a yardstick for prediction of roaster-gas composition and sulfate formation in the calcine for fluid-bed roasting practice. A method of calculation which combines the equilibrium and stoichiometric factors is outlined, and illustrated by an example from the roasting of Cu-Fe sulfides. ON first examination the roasting of sulfides would not seem to be a process to which equilibrium calculations could be applied to yield results of practical value. The burning of sulfides is an ex-tremely spontaneous reaction, excess air is always used to obtain rapid reaction, and in most traditional roaster designs (hearth roasting) the temperature and gas composition vary widely from point to point in the roaster. These are all conditions which promote a non-equilibrium state in the roasting process. However, the introduction of the fluid-bed roaster1 has brought to roasting practice new conditions of operation, so that equilibrium calculations can be used to predict certain limited aspects of practical operation. The fluid bed is characterized by uniformity of temperature, gas composition, and calcine composition from point to point throughout the bed. These relatively uniform properties of the bed make the meaningful calculation of the equilibrium state of certain reactions in roasting possible. It is the purpose of this paper to analyze roasting from an equilibrium viewpoint, to show where the method may be expected to yield valuable information, where it fails, and to outline methods of calculation. Main Roasting Reaction The reaction MS (s) + 3/2 0, = MO (s) + SO, [I] might well be called the main roasting reaction. It adequately accounts for the well known facts that metal sulfide and air are the main reactants, and metal oxide and SO, the main products. Deviations from this simple stoichiometry will be discussed under side reactions. For all metal sulfides, Reaction 1 is strongly exothermic and the equilibrium position is far to the right. Since the reaction is exothermic, the equilibrium shifts in the right-to-left direction as the temperature is raised. However, at all practical roaster temperatures (between 500" and 1200°C), the amount of this shift is small, and the equilibrium position remains far to the right. The main roasting reaction is essentially irreversible, and the application of equilibrium considerations to this reaction will not be! a fruitful field of investigation. A knowledge of the rate of this reaction. although not the proper subject of this paper, is of great importance to the roasting process. Analysis of the factors which influence this rate shows that: 1) The rate will increase rapidly with increased temperature. 2) The rate will be proportional to the partial pressure of oxygen at the surface of the reacting particle. Because of diffusion effects, the partial pressure of oxygen at the particle surface may be considerably less than in the bulk of the roaster gas. For this reason, intimate contact between gas and solid and high relative velocity between gas and solid, such as can be obtained in a fluid bed or flash roaster, will markedly increase the rate of reaction. 3) The rate will be proportional to the surface area of metal sulfide. Therefore, smaller particle size will permit a more rapid rate per unit of weight. To achieve practical rates of roasting the partial pressure of oxygen in the roaster gases must be maintained at a finite level at all times. Even where the gas-solid contact is very good, as in the fluid-bed roaster, the oxygen content of the gas must not be allowed to drop below some limiting value (perhaps 1 pct), or the rate of the main roasting reaction will become too small for practical operation. Five wells have been drilled in the Basker/Manta Block of VIC/P19, Gippsland Basin, resulting in sub-economic Intra-Latrobe Group oil and gas discoveries at Basker-1 and Manta-1. A total of 21 individual hydrocarbon bearing sandstones were intersected by the two wells. These reservoir sand bodies were deposited by fluvial processes in a lower coastal plain environment. The modelling of sand body orientation and geometry is a critical component in the evaluation of the two accumulations. Seismic resolution of the thin (average 2 m to 5 m) sand bodies is inadequate for mapping their orientation and distribution. Dipmeter data has been successfully applied to the problem of orienting the sand bodies using FMS images acquired during the drilling of Gummy-1 and reprocessed HDT data from Basker-1 and Manta-1. Prediction of lateral extensiveness (geometry) of individual sand bodies has also been attempted. Interpreted palaeocurrent direction from all three wells is dominantly from the NW to the SE. Reservoirs in the Manta-1/Gummy-1 area are interpreted to be predominantly channel sands, deposited by relatively low sinuosity streams. As such they would tend to have a laterally extensive, elongate geometry. Sand bodies deposited in the Basker-1 area show a predominance of laterally accreted cycles deposited by meandering streams. Channel geometry may then be limited in the downstream/upstream direction by internal permeability barriers such as clay plugs.

"This is the third in a series of articles about the Committee for Mineral Reserves International Reporting Standards (CRIRSCO). The first article was an interview with Niall Weatherstone, Chairman of CRIRSCO (CIM Magazine, February 2008) the second described the background and goals of CRIRSCO (CIM Magazine, March/April 2008). In 2007, CRIRSCO was adopted as the Reserves and Resources Task Force of the International Council on Mining and Metals. This decision by ICMM has resulted in an increased level of funding for CRIRSCO and the ability to advance its objectives. In mid-October 2007, CRIRSCO members met in London England to discuss the status of each of the member countries’ reporting codes and the progress of various CRIRSCO projects. Update on national reporting codes Australia: The last update of the Australian JORC Code was in 2004. While there are ongoing discussions about issues that arise from the application of the latest version of the Code, there are no plans to update JORC in the near future. Canada: The Canadian Securities Administrators revised National Instrument 43-101 in December 2005. At the same time, the Canadian Institute of Mining, Metallurgy and Petroleum published updated Resource and Reserve Definitions that are incorporated by reference in NI 43-101. CIM is continuing work on developing Best Practice Guidelines to assist practitioners in the estimation of Mineral Resources and Reserves. South Africa: The South African Mineral Reserve Committee is currently awaiting an update of the Johannesburg Stock Exchange Limited Listing Rules, which will incorporate both SAMREC and SAMVAL (South African valuation guidelines). The official launch of both codes is expected in 2008. Europe: The Pan-European Reserves Reporting Committee expects to release a consultation draft in 2008. Emphasis is being placed on industrial minerals and aggregates, which constitute a very large industry in Europe. Chile: The Chilean Certification Code was approved in early 2008. As part of the Code, a National Commission is being established to screen and review reports on a random or specific basis. United States: The Society of Mining Engineers updated the SME Reporting Guidelines in 2007. The Securities and Exchange Commission has not accepted these more up-to-date definitions and guidelines. The SME committee will continue to discuss the incorporation of these Reporting Guidelines with SEC. SME has also established a class of membership, a Registered Member, which includes disciplinary measures for non-compliance with the SME guidelines."

The mining industry in Australia frequently uses the services of specialist engineering and managing contractors and consultants for a majority of the work required for project development, from feasibility studies to project commissioning. The project owner's prime objectives are to achieve predictability and competitive advantage for their project. As the majority of this work will be carried out by contractors, the effective evaluation, selection and management of these contractors in the most appropriate forms of contracts is an essential ingredient to project success. The first stage to project development should be for the owner to examine its own resources to establish the role that it will fill and thereby identify the role and scope of contractors' involvement. Once the owner has developed this work plan, the selection of contractors and consultants should be structured to ensure that the owner acquires the appropriate expertise and experience to achieve its project objectives. The sequence of selection procedures is: 1. Pre-qualification of prospective contractors according to the owner's adopted criteria, through the use of a pre-qualification questionnaire. 2. Evaluation by the owner tender board according to predetermined mandatory criteria. 3. Preparation of tender documents for submission to qualified contractors. 4. Evaluation of tender submissions by the owner tender board using a pre-determined, weighted matrix of technical and commercial criteria. 5. Final selection and contract negotiation.

"Compagnie Miniere Esperance operates a gold primary ore body. The ore is processed through crushing, grinding and gravity concentration generating tailings with remaining fine gold. Analyses of the tailings proved a residual gold grade sufficient for a chemical treatment.As lab tests proved the technical feasibility of a pre-concentration using flotation, an on-site pilot operation has been carried out to assess the continuous circuit performances, define the best configuration and obtain enough data for the industrial circuit sizing.Data collected during the pilot campaign have been used for calibrating a process simulator built with the USIM™ PAC software. The simulator validated the feasibility of upgrading the existing plant, including the reprocessing of tailings to obtain a good fine gold recovery in a small amount of concentrate. A preliminary capital cost has been achieved to assess the flotation workshop profitability.INTRODUCTIONCompagnie Miniere Esperance (CME), a mining company based in French Guyana, operates a gold primary ore body in open pit. The ore is processed through crushing, grinding and gravity separation in two stages: a top plant and a bottom plant. A “coarse” pond contains tailings of the top plant; this product feeds the bottom plant. Tailings of the bottom plant are stored in the “fine” pond.Analyses of the fine ponds proved a residual gold grade sufficient for a chemical treatment. However, direct cyanidation would require a too large installation, regarding the local conditions (accessibility, supplying and meteorological conditions).It has been then decided to test the feasibility of a pre-concentration using flotation. Lab tests have been carried out by SGS Lakefield (Canada) in March 2007, which proves the technical feasibility."

Sublevel caving is likely to remain the dominant system at both Malmberget and Kiruna for the foreseeable future. The sub-level interval has increased from 12 m in 1983 to 30 m, requiring more effective drifting and the development of a contour blasting technique to reduce requirements for rock reinforcement. Production drilling is mainly by hydraulic hammers or water-powered in-the-hole machines drilling 115 m diameter holes. Loading operations are undertaken 7 days/week with 15-25 tonne capacity electric shovels. Production has increased by nearly 70% since 1983 and productivity has risen threefold

"Pressure leaching is an option for copper recovery from chalcopyrite. Leaching takes place at high temperatures and pressures in the presence of an oxidising agent. This work shows how the performance of pressure leaching circuits may be improved by optimising the configuration of autoclaves and the heat-removal method. The objective was achieved by creating an autoclave model by combining mass balances, energy balances and population balances. A base-case circuit consisting of a single autoclave was chosen, and this base case was compared with options for increasing capacity by adding more autoclaves to the circuit. These capacity–increase options include circuits in which the additional autoclave is added in parallel, in series and in series with thickening between the two autoclaves. The copper extraction, productivity and cooling requirements for these options are compared. The series circuit with inter-stage thickening has the highest extraction and productivity, however, the cooling duty in the first autoclave is high. In addition to comparing circuit options, three options for heat removal were investigated: cooling coils, quench water and flash recycling. The flash-recycle option results in the highest copper extraction, and the quench-water option gives the lowest copper extraction. INTRODUCTION Background Copper sulfide ores and concentrates containing chalcopyrite are typically hard to leach under atmospheric conditions. Smelting of these ores may also be a challenge, due to the inability of smelting processes to handle low-grade ores, as well as impurities such as arsenic and antimony. Alternative hydrometallurgical routes to treating chalcopyrite are therefore required. One option is pressure leaching, which is the focus of this work. In the pressure leaching process, sulfide ores and concentrates are leached in autoclaves at temperatures of 200 to 220°C and a pressure of about 3000 kPa (Schlesinger et al., 2011). An oxidising agent, usually oxygen, is required to oxidise sulfide ions to sulfate ions. The oxidation of sulfur to sulfate is exothermic; consequently, a method of heat removal is necessary in order to maintain the temperature in the autoclave."

In November, 1932, an investigation of silicosis was undertaken at the, McIntyre Porcupine Mine, Schumacher, Ont., atfer a discussion of the problem with Sir Frederick Banting and his, staff. As a result it was decided to carry on dusting experiments with animals at the mine in a manner that would duplicate as far as possible actual industrial conditions.At that time 50, guinea pigs were placed in the crusher nouse tunnel of the mill where a considerable quantity of fine dust, containing approximately 35 per cent., of free silica, was being constantly produced. These animals lived in this atmosphere for periods up to one year, and, while on autopsy large amounts of dust were found in the lungs, not a single case of silicosis had developed. These negative results suggested, among other things, that the mine gases might be a predisposing factor in the production of silicosis, and the results of this investigation led us to undertake the study of the hydrogen-ion concentration of the condensate of the atmosphere, both in the mine and in various sections of the mill.The C02 combining power of blood serum on a series of 400 miners was also studied at this time. While these results were inconclusive, the variation in the hydrogen-ion concentration of the condensate between the surface and underground atmospheres encouraged us to investigate the effect of neutral, weak acid and alkaline solutions on the solubility of silicious materials. Gye and Purdy were the first to point out that the chemical reaction and not the physical presence of silicious material was responsible for the production of the fibrosis in silicosis. This work was investigated by Gardner and Cummings who showed that the tissue reaction to quartz was definitely proportional to the size of the particle. They found that 1-3 micron particles of quartz produced an acute proliferative fibrotic response while the 10-12 micron particles produced only a foreign body reaction up to a period of three years. It is accepted that the dangerous silica particles retained by the lung are under 5 microns in diameter. We assumed that if the solubility of the silicious material retained in the lung could be reduced sufficiently by the addition of some non-toxic element or compound the usual fibrotic respohse would be modified. We found that the addition of certain compounds to silica would reduce its solubility in the beaker to a slight extent. But these compounds, when mixed with quartz...

We have considered the following characteristics of the crust and upper mantle of the Pacific Belt: seismic wave velocity anomalies, mechanical stress and shear deformation rate fields, heat flow and the pattern of metallogenic provinces of the Belt. It has been noted that there exist certain .regularities in distribution of the above mentioned geophysical characteristics and metallogenic zones within the Belt, displayed by prevalence of the lithophile elements in the Asia-Australian part of the Belt, and of the chalcophile ones within the American part.

The simple act of taking a sample implies that someone will use the information contained in the analytical result to make a decision about a course of action. In the mining industry, the decisions may involve huge capital commitments for opening or closing a mine, or marginal tactical costs that involve deciding if a truckload of mineralized rock should be sent to the mill for processing, or the waste dump. Sampling is among the most fundamental activities in a mining operation, and this paper aims to examine some of the technical issues that can assist in ensuring that samples are representative and correct. Insights into the scale of variability require that we disaggregate sampling variance into its component parts and evaluate each one individually. The work of Pierre Gy in understanding the different sampling errors is the first step in establishing an optimal protocol. This must be followed by the appropriate measures to ensure the protocol is implemented such that minimal bias is introduced in the sampling process. Even with these insights the possibility exists for large unseen and hidden costs can accumulate in a mineral development because of sampling errors. These hidden costs arise due to misunderstanding of the principle factors that affect the size of sampling errors, such as the mass of the sample, the effects of splitting a sample to reduce the mass, and the influence of the nominal particle size. The handling of sample material without due regard to the sampling characteristics of the material being sampled is also a major source of sampling errors. The most significant problem is due to the influence of the so-called volume-variance effect. This effect is a consequence of the support effect and the information effect both of which relate to the difference in size at which samples are collected and mining blocks are extracted. The information effect is a function of the availability of data at the time that decisions are made about the destinations of mineralized rock, namely the mill or the waste dump. Implementation of appropriate sampling protocols in the mineral value chain remains a challenge throughout the industry. The growing understanding and deepening appreciation of sampling theory and methods means we stand on the threshold of a new era for implementing and understanding appropriate sampling procedures and protocols. In the interests of optimal development of the national patrimony it is suggested that standardization through the identification of structural problems and continuous improvement of mining processes be instituted at a national level.

"Multi-stage crushing plants, including high pressure grinding roll (HPGR) circuits, require more materials handling equipment than SAG and ball mill circuits. A temptation exists to neglect the energy consumption of materials handling when doing desktop comparisons of HPGR versus SAG milling circuits because estimation of materials handling power requirements can demand significant general arrangement drafting that is not available when performing preliminary scoping or ""desktop"" studies.The largest component of materials handling power is consumed by conveyors when lifting material between stages of crushing, meaning that a simple potential energy model can be used to evaluate conveying specific power consumption. This potential energy consumption for conveying can then be factored to provide overall materials handling specific energy consumption suitable for desktop studies of HPGR and other multi-stage crushing circuits. The technique also permits different crushing circuit flowsheets to be evaluated, at a preliminary level, by simply counting the number of times a conveyor must ""lift"" ore from ground level up to a bin or other equipment mounted up high.INTRODUCTIONTrade-off studies of multi-stage crushing plants involving high pressure grinding rolls (HPGRs) versus semi-autogenous grinding (SAG) mill circuits typically focus on the operating cost savings of crushing plants versus the capital cost savings of SAG mill plants. Very high-level (or desktop) studies of this type do not include a great deal of engineering work, meaning that the details (and costs) of ancillary systems are often not captured when doing the comparisons. The more complicated nature of the multistage crushing plants means there are more ancillary systems than a SAG mill plant, risking a skewed analysis of the operating costs, benefiting the HPGR option.One of the ancillary systems that may be overlooked is the more complicated conveying systems inherent in multi-stage crushing plants. A simple way to estimate the specific energy consumption of conveying systems without requiring engineering drawings and a site layout would allow high-level studies to capture this operating cost."

The Newcrest Mining Limited Cadia East Panel Cave mines near Orange, New South Wales, Australia commenced production 1200 m below the surface in May 2014. Understanding the mine-wide impact caving had on excavation stability was a primary objective to ensure a safe working environment as production ramped up in the Panel Cave 1 operation and establishment activities were implemented in Panel Cave 2. The impact of cave interaction between Panel Cave 1 and Panel Cave 2 and establishing monitoring systems to assist mine planning and production as both caves joined is explained in this paper. Monitoring tools such as a microseismic system, open holes, HI-cells, extensometers, fibre optic sensing, cave markers, closure monitoring, underground observations and damage mapping were used to characterise the performance and position of the cave back. The data and observations collected were compared to predictions from numerical and empirical methods and used to calibrate the numerical models for forward prediction and to develop site empirical design tools. Concepts and equations have been developed to quantitatively determine the stability of a rock bolted coal mine roof as a structural (beam-arch) member consisting of reinforced rock units. The equations take into account: rock bolt tension, length, spacing, and orientation; size of opening, strength and physical properties of the rock; and loads from distressed rock, and were critically reviewed using sensitivity analyses and the results available from relevant previous analytical and physical model investigations. It is concluded that they can essentially be validated by using small scale physical models and the full size mine entry model at the USBM Spokane Research Center. However, a comprehensive research program, including analytical and laboratory investigations and field trials in typical mines, will be required to define and validate criteria and standards for using the equations as a basis for a rational design code for rock reinforcement installations to replace the semi-empirical rules now being used. For example, these studies have shown that the practice of installing vertical roof bolts with a uniform spacing equal to the bolt length is inherently unsafe and that the spacing should be reduced near the walls to prevent shear failure of the roof strata. The development of such a rational design code would provide enhanced safety in coal mining operations and warrants a high priority in the Bureau's ground control research program.
