Inauguration of the new political dispensation in South Africa in 1994 initiated a dynamic shift in the ownership, management and development of the country’s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system, started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress’ Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since 1955 there have been important changes affecting the rules of mineral development. These are: •Firstly, a drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully •Secondly, the globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists; and •Thirdly, the introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its Regulations, the much-publicised Broad-Based Socio-Economic Empowerment Charter and its associated Scorecard.

"Many new technologies, useful to the mining and quarrying have recently come to market. Some are applicable to drilling and blasting operations. Others apply to subsequent mining unit operations and can generate data for objective assessment of blasting results. These new technologies can accurately capture the information component of blasthole drilling, andindeed of each unit operation. Knowledge can be extracted from this information and passed forward and back through the mining system to improve operations and factually assess results. This leads to an evolving and improving system."

For years traditional optical microscopic techniques have been used successfully to carry out mineralogical studies on processing products. Essential information could be obtained by supplementing microscopic data with X-ray powder diffraction data, chemical analyses, etc. However, most of the time the mineralogists working on plant related issues, would supply qualitative information to the metallurgists, due to quantification not being possible in the available time. Since the late-80s, the use of semi-automated to automated techniques for mineral quantification has impacted positively on the use of mineralogy for optimising processing plants. Rustenburg Platinum Mines (now Anglo Platinum) were the first mining company to purchase a Qem*Sem in 1987. With the success achieved in quantifying the minerals in the concentrator streams of the Rustenburg Platinum operations, a second instrument was purchased soon after. These instruments have proven invaluable tools in understanding the flotation behaviour of the sulfide and gangue minerals in the various reefs of the Bushveld. Restrictions in the resolution of these earlier instruments, as well as the time involved in searching for and correctly identifying the fine-grained platinum-group minerals (PGM), meant that these investigations focused on the deportment of the more abundant base metal sulfides, rather than on the actual PGM. The Mineral Liberation Analyser (MLA), which became available in the late 1990s, was well suited to detect and analyse minerals occurring in trace amounts such as the PGM. Anglo Platinum was the first mining company to purchase such an instrument and now has fourteen systems operating at the AR Crown Mines site. One of the applications of these systems involves the study of feeds, concentrates and tailings from the various concentrators on a monthly basis. These routine investigations provide information on a variety of mineralogical parameters, including liberation, association, and grain size. Results are used to emphasise areas for improvement, and specifically underline those areas where improvements will have the most impact on recovery. After new or different technologies have been implemented, mineralogical characterisation of the different process streams is an essential component in the assessment of the impact of these changes on flotation performance. In addition, the knowledge is databased for future reference to draw trends across the various concentrators around the Bushveld complex, and is also used for comparative studies when plants experience high losses to tailings. Due to the success of these investigations the question was posed whether it was possible to obtain data on a daily basis, as compositing samples could hide the impact of daily events. Although the instruments currently used are suitable for a research environment, these are not ideal for mine-site implementation. For that reason Anglo Platinum, together with FEI embarked on a development program to develop a system that can be implemented on-site to measure the important mineralogical characteristics on a daily basis. Important requirements for such a system include time-to-data, ease of use and regular quality control. Highlighting some results from concentrator studies, the presentation will review the progress on the development of automated mineralogical techniques for fast, automated mineral measurements. W.H. Moyer In reference to the section “Excess pyrite, ” the author discusses difficulties in separating chalcopyrite from pyrite. A technique does exist, and has been used commercially, for the flotation, separation, and recovery, if desired, of both chalcopyrite and pyrite. The method was described in Mining Engineering, March 1966, “An Improved Flotation Method for Cornwall Sulfides. ” While it was not used on a porphyry copper ore, it was used on a chalcopyrite - pyrite-containing ore and might well have application. Both sulfides, chalcopyrite and pyrite, were floated simultaneously using xanthate as a collector and MIBC frother to produce a cleaned sulfide product. This concentrate was then thickened and conditioned at high solids with aeration and lime to a pH above 12.0 for a period of 1.5 to 2 hr. A supplemental suppressant, such as cyanide, could be used if necessary to sharpen the subsequent separation; however, it was not required at Cornwall. The conditioned sulfides were floated with two stages of cleaning to produce a highgrade chalcopyrite froth product and a pyrite sink product barren in copper. The separation at Cornwall gave a 28.6q. Cu grade chalcopyrite product and a pyrite analyzing 0.0670 Cu. A desliming step on the raw ore initially used at Cornwall for a period of time was later discontinued. Advantages to be found in using a strong sulfide collector, such as a xanthate, is the rapid flotation it induces and, generally, an ability to float at a coarser grind. A following regrind circuit could be used to give maximum liberation and produce a clean sulfide concentration. The “differential” separation is concerned primarily with grade and with assuring a barren pyrite for maximum recovery.

Spiraling costs in every segment of the open-pit mining cycle is a fact of life that every operator must reckon with. The introduction of various shock absorbing devices for rotary drilling is one recent innovation that may significantly reduce overall drilling cost, increase drill availability, and lower maintenance requirements. In a recent all-inclusive test in taconite ores, shock absorbers on Bucyrus-Erie BE 60R and Gardner¬Denver GD 120 rotary drills were directly responsible for overall savings of up to $41.06 per hour. What is It? A shock absorber is simply a device installed between the rotary drive head and drill steel that cushions the two. It functions in the same manner as springs and shocks on an automobile. Some benefits associated with use of the tool are readily apparent on a daily basis; other benefits are realized over longer time intervals and through continued use. A properly designed shock absorber will: •protect the drill from severe vi¬brations, improve rock bit performance, allow application of the best weight-on-bit and rotating speed under all drilling conditions, •function effectively over a wide range of applied bit weights, • have a spring rate soft enough to perform its primary function of absorbing both rotary and vertical vibrational forces generated by rough drilling, •be reliable and subject to as little maintenance as possible, •be easy to install and remove, and • be of such an economic benefit so as to offset the added expense of its application. A shock absorbing tool developed by BJ-Hughes Inc. was used in a recent test. The "Smoothdrill" is just one of the products currently available. This unit absorbs both rotary and vertical shock loads and has no mechanical parts so lubrication is unnecessary. A rebuild of the unit consists of removing the worn rubber element and inserting a new element, an operation taking less than one hour. Minimizing Vibrations Severe vibrations on a blasthole drill operating in broken and discontinuous formations have visible effects. These vibrations often cause structural damage when allowed to' continue, resulting in fatigue cracks in the mast and related structural components in the drill. When rough running formations are encountered, drilling must be interrupted and possibly shut down. Usually, the drill operator resumes drilling using less down pressures and various rotational speeds until firmer drilling is encountered. An effective shock absorber can substantially reduce these vibrational forces so more down pressure can be applied in bad ground. It is generally accepted that longitudinal vibrations and cyclic forces are more effectively reduced if a tool is designed to incorporate a relatively "soft" shock absorber. The softness of any shock absorbing tool is best judged by its spring rate-the weight required to produce a given amount of deflection, commonly expressed in units of kg per mm or pounds per inch of deflection. For the majority of open pit precious metal mines in the western United States, grade control practices have evolved as a direct result of the variable geology of the ore body and the lack of a clear visual or geologic distinction between ore and waste material. These practices often include the extensive use of buffer or choke blasting, in an attempt to minimize lateral movement of the muckpile. The Mackay School of Mines is conducting ongoing research, which aims to develop a practical method of measuring the movement of discrete “targets” placed within the body of the blast. The movement experienced by these targets can then be used to interpolate the movement of the blast as a whole. Typically, the boundaries between different material types are known as digging limits or polygons and are marked using colored flagging on the muckpile. If material movement can be measured using targets placed in the blast, these digging limits can be altered to reflect the blast-induced rock movement, reducing dilution and improving value recovery.

The Interior Department's Bureau of Mines is the Federal Government's primary research arm in the mineral and fossil-fuel fields. In accordance with its Organic Act of 1910, the Bureau's responsibilities have been reinforced since the passage of the Federal Metal and Nonmetallic Mine Safety Act of 1966, the Federal Coal Mine Health and Safety Act of 1969, and the Mining and Minerals Policy Act of 1970. The 1966 and 1969 acts deal specifically with the development of safe working conditions and a healthful working environment for those engaged in the mining industry, while the third sets the national policy as follows: " ... to foster and encourage private enterprise in (l) the development of economically sound and stable domestic mining, minerals, metal, and mineral reclamation industries; (2) the orderly and economic development of domestic mineral resources, reserves, and reclamation of metals and minerals to help assure satisfaction of industrial security, and environmental needs; (3) mining, mineral, and metallurgical research, including the use and recycling of scrap to promote the wise and efficient use of our natural and reclaimable mineral resources, and (4) the study and development of [ ]

US coal consumption reached new heights in 1985, but production was constrained by excess consumer inventories. Domestic consumption of coal reached a record 742 Mt (818 million st) during the year. This is a 3.4% gain over the previous consumption high 718 Mt (791 million st) in 1984. An additional 84 Mt (92.7 million st) of US coal were shipped abroad in 1985, up 13.7% from exports a year earlier. Coal production in 1985 totaled 804 Mt (886 million st), 1.1% below the record 813 Mt (896 million st) produced in 1984. The slight decline in coal output is attributed primarily to a 13% drawdown of large consumer stockpiles built up in 1984 in anticipation of a miners strike that never occurred. Coal demand, and hence production, were also restrained by slower economic growth in 1985 and additional gains in nuclear generation of electricity. Domestic market requirements for coal in 1985 were mixed. Electric utility consumption rose 4.4%; coke plants consumed 6.7% less coal; coal requirements in the other industrial sector expanded by 2.1% and consumption in the residential and commercial sector fell 14.8%. The 2.2% increase in electric power generation in 1985 resulted in a 4.4% rise in utility coal consumption, totaling 630 Mt (694 million st) for the year. Twenty-nine of 45 states where coal-fired electric power plants were operating shared in the 26.7 Mt (29.5 million st) increase in 1985. Coal receipts at utilities fell by 16 Mt (18 million st) as these facilities worked off 21 Mt (23.4 million st) from stockpiles during the year. Electricity generation at coal-fired power plants similarly climbed 4.4% to 1.4 trillion kWh in 1985. This gave coal a 56.8% share of electricity generated from all energy sources compared with 55.5% in 1984. The average price of coal delivered to these facilities remained essentially unchanged during the year. It declined on 1.5% from $38.26/t ($34.71 per st) during the fourth quarter of 1984 to $37.70/t ($34.20 per st) in the fourth quarter of 1985. Coal consumption at coke plants continue to reflect a depressed steel industry. After rebounding 18.9% in 1984 for the first time in five years, coal consumption at coke plants again declined 6.7% to 37 Mt (41.1 million st) in 1985. Coke consumption 26.5 Mt (29.3 million st) exceeded production, 26 Mt (28.7 million st), in 1985. This resulted in a 1-Mt (1.2-million st) decline in coke stocks at producer and distributor levels during the year. The average price of coal delivered to coke plants decreased 7.6% from $64.30/t ($58.34 per st) during the final quarter of 1984 to $59.42/t (53.91 per st) in the last quarter of 1985. Coal consumption in other industries, including all manufacturing and industrial consumers except coke plants, totaled 68.3 Mt (75.3 million st) in 1985. This was the highest level attained in more than a decade. But the lower percentage rise last year (2.1% compared to 11.8% in 1984) reflected slower growth in the nation's economy in 1985. The average price of coal delivered to industrial firms declined 4.5% from $42.32/t ($38.39 per st) in the fourth quarter of 1984 to $40.39/t ($36.65 per st) in the last quarter of 1985. Coal-producing states in Appalachia mined 9.8 Mt (10.8 million st) tons less in 1985 than in 1984 for a 2.4% loss. The largest contributors to the region's production decrease to 393 Mt (433 million st) were Pennsylvania, down 14.7% to 60 Mt (66 million st); Ohio, down 8.3% to 32.6 Mt (36 million st); and West Virginia, down 2.9% to 115 Mt (127 million st). Conversely, eastern Kentucky production was up 4.8% to 111 Mt (122.8 million st) in 1985, while production in Tennessee climbed 9.7% to 40 Mt (44 million st). No coal was mined in Georgia last year. Coal production in the interior region in 1985 declined 3.9% to 173 Mt (190.4 million st). Substantial production losses occurred in Indiana, down 8% to 31 Mt (34.5 million st); and in western Kentucky, down 7.9% to 36 Mt (40 million st). Coal production in Texas rose 5.7% to 39 Mt (43.5 million st) in 1985. Louisiana began mining lignite 140 kt (151,000 st) during the year. Production in the western region increased 3.4% to 238 Mt (262.5 million st) in 1985. Wyoming, up 5.3% to 125 Mt (140 million st); and North Dakota, up 16.5% to 23.5 Mt (26 million st) contributing the largest amounts. Production gains were also shown in Washington, Utah and, notably, in Alaska where coal output climbed 72.9% to 1.3 Mt (1.5 million st) in 1985. Most of the additional coal produced in Alaska last year was shipped abroad. Coal stocks held by consumers totaled 154 Mt (170 million st) at the end of the year. This was 27 Mt (30 million st), or 13.7% below the inventory level at the end of 1984. Stocks held by producers and distributors declined by 868 kt (957,000 st), or 2.8% in 1985 to 30 Mt (33 million st). A drawdown in stockpiles occurred in each consumer sector during 1985. Stocks held by electric utilities totaled 142 Mt (156 million st) at the year's end, 13% lower than stock levels at the end of 1984.

Preliminary results are given of solvent stimulation of two wells producing viscous oil (14°-17° API) from the Tar zone in the Wilmington field, California. The solvent (coker oil, an intermediate refinery product) was injected into the formation, and after a soak period, the well was returned to production. Data are given on crude oil properties, solvent properties, determination of volume of solvent in the produced oil, rate of oil production before and after stimulation, volume of additional oil produced, and volume of solvent recovered. Although further study and improvement of the method arcs needed, cyclic solvent stimulation appears to be an unqualified success in one well and a moderate success in the other.

THE low-volatile, or smokeless, coal field of southern West Virginia is in Fayette, Raleigh, Wyoming, Mercer, Summers and McDowell counties, in the extreme southern portion of the state, and extends into the adjacent counties of Tazewell and Buchanan in Virginia. McDowell County is the largest producer, with Fayette and Raleigh counties next. The total area of the field (Fig. 1) is approximately 1600 square miles, or 1,024,000 acres. The percentage of volatile matter in the various seams ranges from 15 to 26 per cent. The upper limit of true low-volatile coal is usually considered to be 23 per cent volatile matter; above this point, the coal usually is classed as medium volatile. This limit will be used in this paper.

Bureau of Mines engineers end others have endeavored to deter-nine a fundamental method for gauging the capacity of gas wells to deliver gas under different pressure conditions. Their studies show that for accurate gauging two factors must be determined: (1) The actual pressures at the face of the sand in the well (usually referred to as "at the sand"), acid (2) the relation between such pressures and the rates. of flow of c as through the sand. This paper, the first of a series, describes a method of attacking the problem of determining the actual pressures at the sand by means of observations of pressures and volumes at the well head.

The importance of phosphate in feeding the people of the world has been recognized by mining companies as they continue their search for new ore deposits and ways of improving phosphate production. An extensive phosphate-recovery research project involving investigation of beneficiation variables by batch testing, flotation pilot-plant processing of the major portion of the ore, gravity separation of the coarse fraction, and recovery of byproduct heavy minerals of a North Carolina phosphate deposit has been completed. Data obtained through batch tests enabled the development of an economical flowsheet which proved successful for the efficient recovery of a good quality phosphate concentrate in a pilot plant.

A review of technical literature of the last quarter century discloses that much experimental work has been carried on in an effort to develop commercial processes for making sponge iron. In addition to the work that has been recorded, other work has been done the results of which have not been published. The degree of success or failure of these investigators does not detract from the fact that the problem has its challenging aspects and practical possibilities that encourage further investigation. The purpose of this report is to record information derived from recent experimental work that .had its 'objective the development and demonstration of one method of producing sponge iron. Work of other investigators was studied and applied wherever possible.

"Thermodynamic investigations on fcc solid ternary Fe-Ni-Cr alloys have been performed by means of the computer-aided Knudsen cell mass spectrometry. Ternary T.AP.-series (Thermodynamically adapted power series) are used for the algebraic representation of the thermodynamic excess properties. At 1650 K the molar excess Gibbs energy GE is negative over the whole field of stable fcc phase. The molar heat of mixing HE is exothermic in the predominant part of the fcc phase field. Only between the section with a constant ratio of mole fraction Xcr/XNi = 0.64 and the fcc phase field boundary the HE values are slightly endothermic. The results of this work can be used successfully for phase diagram calculations.IntroductionThermodynamic investigations on multicomponent alloy systems such as the Fe-Ni-Cr ternary system including the three binary boundary systems are very time-wasting and usually beset with considerable experimental difficulties. Additionally, the required experimental equipment is very expansive and the obtained results are not always satistying. Therefore it is understandable that many phase diagram calculations are based only on few experimental values of the molar excess free Gibbs energy GE. Consequently, Kundrat and Elliott [1] as well as Hillert and Qiu [2] used in their reassessments of the phase diagram of the Fe-Ni-Cr system thermodynamic data mainly assumed and/or optimized by means of various reasoning.Lee [3] reported recently, a revision of the used thermodynamic description of the Fe-Ni liquid phase is necessary to obtain a better agreement with the experimental data on the bcc/liquid or fcc/liquid tie lines and liquidus temperatures in the Fe-rich region of the Fe-Ni-Cr ternary system than in the previous assessments. This is 'in full agreement with mass spectrometric investigations of Fe-Ni alloys in the liquid and in the fcc solid phase, published earlier [4,5]. Indeed, phase diagram calculations based upon the molar excess free Gibbs energies GE obtained in these studies yield liquidus and solidus lines in excellent agreement with experimental phase diagram data [5]. Nevertheless, these experimental data have not been considered later on any more, not even in the revision by Lee [3]."

The algorithms for the mathematical modeling to predict productivity of underground room-and-pillar mining systems are well known and documented. These algorithms consider the time-varying relationships between mining equipment for a given geometry of operations as well as other constraints. This paper presents WebConSim, a newly developed, Web-based, user-friendly computer simulation tool for the Windows environment. The simulator is easily customized for use by field engineers, planning engineers, and management and will help mine operators plan the optimum mining sequence for different mine geometries and equipment layouts. Program output includes production data and equipment utilization indices, as well as time driven event chains that can be used for virtual reality presentations.

"As the Explosives Industry continues to evolve and condense, those involved, such as Blasters,Contractors, Distributors and Consultants, continue to be challenged by both internal and externalforces. Increased pressure by government agencies, higher safety standards, new levels of technology and mandatory certification programs, are forcing us to expand our awareness and increase our levels of efficiency. These higher standards require increased awareness. Increased awareness requires better training programs and better supervision with emphasis on production and the employee. This means the desire to improve must be instilled from the top down. this paper will explore the current impediments to this goal and discuss the possible solutions for achieving greater safety awareness, increased production and higher levels of personal achievement. Through the use of audio/visual aids, I will attempt to show the discrepancies as well as the solutions."

Newmont USA Limited owns and operates the Phoenix Mine near Battle Mountain, Nevada, USA. The existing milling facility has operated since 2006 (House, 2010). Following the startup of the milling operation, and coupled with the upswing in the copper market, Newmont realized that Phoenix had no process option to treat transition and oxide copper ores. This meant that potentially revenue generating ore would be mined as waste. With no system in place to treat the transition and oxide copper, work began to determine the most feasible approach. After evaluating multiple options, the flow sheet was set for a runof- mine (ROM) heap leach pad and solvent extraction/ electrowinning plant (L-SX/EW). This paper will discuss the eight years of successes and challenges with developing the copper L-SX/EW plant and achieving commercial production of copper cathode.
