Mr Colin M. Spence took office as President of The Federation of Societies of Professional Engineers on 1st July, 1984. Colin Maynard Spence was born in November 1921, and was educated at the Durban Preparatory and High Schools, in both of which he was a Dux Scholar. He graduated from the University of Natal in 1942 with a B.Sc. degree in civil engineering. In 1958 he received a Diploma in Town Planning from the same university. Waste disposal underground is the most effective method when viewed from an environmental aspect. As costs of other methods of disposal continue to escalate, the cost effectiveness of underground disposal during the mining cycle becomes increasingly attractive. The use of concrete for sealing abandoned mines has proved to be suspect when associated with a relatively incompetent adjacent strata due to its shrinkage characteristics. Complete failure of the plug has been known to occur in some instances. A more effective, cost competitive seal can be obtained using pneumatically stowed material and incorporating a polyurethane grout, which has greater adhesion characteristics than concrete. Injection of the surrounding strata and of the stowed material helps to ensure an impervious barrier and prevent the plug from moving when subject to high pressure heads. When properly placed, impervious seals cause the old workings to flood, raise the mine pool level, and thus eventually eliminate the potential for oxidation, which is the primary cause of acidity in the water.

Blasters are usually strictly liable for injury or damage caused by flyrock (trespassory invasion) and blast-induced vibrations (non-trespassory invasion). The application of strict liability to non-trespassory invasions has resulted in significant litigation that has hampered the use of blasting and the blasting industry. Stark (2002) proposes that blasters should not be held strictly liable for non-trespassory invasions but should be liable only if their conduct is proven to be negligent. This change in legal standard was proposed because improvements in blasting technology over the last thirty years allow blasting to be conducted without substantial risk of harm to property and thus the amount of harm imposed by a blast can be related to the level of care exercised by the blaster. It is anticipated that a negligence standard will reduce the amount of litigation because a plaintiff will have a greater burden to overcome. To facilitate the acceptance of a negligence standard by a court of law, this paper summarizes the standard of care using the 1977 Surface Mining Control and Reclamation Act, extensive U.S. Bureau of Mines research, and current blasting techniques, such as blasting mats. It is important for the blasting industry to promulgate a standard of care so a judge can feel confident that blasting can be routinely and systematically controlled and if the legal standard is changed from strict liability to negligence a subsequent judge or jury will be able to evaluate the level of care exercised by the blaster. This paper also suggests that the industry and/or ISEE develop and disseminate a comprehensive standard of care that courts can use to further justify a change from strict liability to negligence and evaluate the standard of care.

The coking time has considerable influence on the throughput of a coke oven, and for this reason a large number of papers dealing with the relationship between coking time and the different operating variables have been published. Although all factors known to influence the coking time have been studied, agreement has not been reached on several questions.2/3 Therefore, it appears worthwhile to evaluate any data that become available during investigations of the carbonizing properties of various coals and coal blends. Because it is expected that reports covering several different phases of this problem will be forthcoming as additional data-become available, the following study of the relationship between coking time and bulk density represents a report of progress on the overall investigation of factors influencing the coking time in slot-type ovens. The practice of including coarse coal in the blend going to the ovens to obtain increased bulk densities is well known. Similar increases have been realized by adding small quantities of oil to the coal mix. Although it would appear that such procedures provide inexpensive methods for increasing the capacity of existing coke-oven installations, Ramsburg and McGurl4/ point out that this increase is possible only if the additional coal can be carbonized in the same coking time as regularly employed without using abnormally high flue temperatures. This statement is in substantial-agreement with the position of Auvil and others5/ and implies that any change in bulk density may be accompanied by a corresponding change in coking time. On the other hand, a recent review of proposed methods for calculating the time required for carbonization6/ includes a number of equations that completely ignore the effects of variations in bulk density.

The traditional measure of Lost Time Injury Frequency Rate (LTIFR) as a measure of improvement in safety performance is recognised as inadequate and misleading, lulling managers into believing that safety is improving. It is a reactive measure, and steadily declining LTIFRs around the world have failed to be accompanied by a similar reduction in the fatality rate. This paper confronts the industry with the attitudes of some mining managers, such as one that allowed fatalities to occur in the case of a gold mining company at a rate of one death per 150 000 ounces of gold produced while claiming their safety record has improved, as shown by a falling LTIFR, and viewing fatality reductions as a long-term goal instead of an immediate priority. A quantum shift in management attitudes is required to focus on proactive measurements to detect the indicators of an impending disaster, and to predict conditions conducive to fatalities. Corporate CEOs are challenged to attend the funerals of all workers killed in the workplace. CEOs who fail to attend such funerals send a message to employees that the CEOÆs priorities lie elsewhere, and that profits take priority over workersÆ lives. The dichotomy of whether mining companies are run for the benefit of shareholders or whether companies owe social responsibility to the community is examined. The role of individual responsibility for personal safety is examined, together with the psychology of employees in the mining industry. A number of proactive measurable indicators are suggested to stimulate discussion on developing robust measuring tools to predict and therefore prevent fatalities.

It is quite common for people exposed to blast vibrations to ask questions such as "How big was that blast on the Richter Scale?" Although it is tempting to dismiss such questions out of hand, for the lay person it is understandable that something which shakes their house should have some sort of measure attached to it. Since a layman doesn't usually know about particle velocity, frequency or the other terms used in describing and regulating blast vibration, the Richter Scale is usually the only measure they can relate to.

Limestone formations in the United States can be subject to relatively high horizontal stresses due to the existence of tectonic loading of the limestone strata. Underground limestone mines use the room-and-pillar method, in which 12- to 18-m-wide rooms are typically excavated. The stability of these excavations can be compromised by the horizontal stress, resulting in a rockfall hazard. Rockfalls are the cause of 15% of all reportable injuries in underground limestone mines. Horizontal stress related damage can occur in the form of guttering along one or more sides of an excavation, roof beam buckling or oval shaped roof falls, with the long axis perpendicular to the major horizontal stress. Numerical analyses show that the pillar layout and orientation of the mine workings have an effect on the horizontal stress distribution within the roof. The effects of high horizontal stresses can be mitigated by orientating the heading development direction parallel to the maximum horizontal stress, reducing the number of cross-cuts and offsetting the cross-cuts to limit the potential lateral extent of horizontal stress related roof falls. The modeling approach described in this paper can be used as a tool to evaluate potential roof failure and optimize the stability of room and pillar layouts.

In the office, on the wall to the right of my desk is a large map of the world. Some people stick pins in maps like this to show where they’ve been. If I did that my map would be a mess and look like a pin cushion. I was so fortunate to have been able to see how people live and blast in other parts of this beautiful planet. We l l , maybe some parts weren’t so beautiful and maybe some parts that were beautiful were hell holes for those living t h e re . Every time I re t u rn to the good old US of A, I say a small prayer in thanks for having been born and raised in a land of freedom and plenty. So many places and people have not been so blessed.

Project Sustainability Assessment - Matching Method to Enterprise Size Sustainable development requires managing natural resources, including minerals, in a way that is conducive to long-term wealth creation and the maintenance of capital (natural, social, human, economic and physical). One aspect of the minerals sustainability discussion focuses on replacing depleted mineral capital with other forms of capital so as to ensure that the contribution of a mineral project is net positive over its life. Another, equally important, aspect focuses on selection of projects and technologies that contribute to the achievement of a variety of sustainability objectives, such as environmental protection, efficient use of resources, water and energy, worker health and safety, and the equitable distribution of risks and benefits within and across generations. Technical feasibility and relative economic performance remain necessary decision criteria for mineral investment decisions, but they are no longer sufficient. Enterprises, regardless of size, are now confronted with the challenge of comparing investment alternatives based on a new, broader set of criteria. The field of integrated sustainability assessment (ISA) emerged in response to this changed social and business environment. ISA is a structured process for examining the economic, social and environmental impacts of a project or technology. The purpose of an assessment can be broad, a strategic review of corporate behavior for example, or quite narrow, input to a specific decision process such as the selection of a piece of equipment. There are numerous methods and analytical tools available to conduct ISAs and selection of the most appropriate for a given situation will depend upon temporal focus (retrospective to prospective), decision context (strategic, tactical or operational), and phase of the assessment process (problem structuring, analysis, resolution, ex post review), among others. Selection also depends upon enterprise size and the attendant availability of financial and human resources. Large multi-national firms often undertake complex, data intensive sustainability assessments, in part because the projects they are involved in are multi-faceted, long term, and require significant financial investments. Small and medium sized enterprises are seldom able to commit the same level of resources to an ISA, and if the projects they undertake are less complicated, a time consuming and detailed assessment may be unnecessary. Regardless of enterprise size, the tangible and reputational benefits of conducting as ISA must exceed the actual monetary cost of doing so. This presentation will provide an overview of available ISA tools, categorising them in terms of their data requirements, methodology, outputs and applicability in various decisions contexts. Distinction will be drawn between situations where reasonable approximations of project impacts can be expected to provide an adequate amount of information and those for which more detailed analysis is essential. Finally, ISA strategies that have been successful and cost effective at different scales of business enterprise will be identified. This is an abstract only. Chromium recovery from wet-blue offal trimmings and shavings can be done with substantial chemical cost gains by incineration at 600° C for 5 hr. Pretreating the offal with 0.5 M Na2C03 and air-drying prior to incineration produce Cr04 .By simply incinerating the offal, without pretreatment, an ash containing water insoluble Cr203 was produced. The Cr203 in the ash was purified by leaching with water. Chromium and crude protein were efficiently extracted from offal using 5 pct Na103, 5 pct H2S04, and 3 pct NaCl at 40° C. This procedure was effective but expensive. Satisfactory leather as to odor, appearance and shrinkage temperature was made from chromium recovered from wet-blue offal by incineration and by extraction. Chromium conservation is possible by recycling chromium liquors and by precipitating chromium from spent tanning liquors prior to combining these liquors with other tannery wastes. Combining chromium liquors with other wastes introduces contaminants that make chromium recovery and reuse difficult. Leaching sludges with H2SO4 produced marginal chemical cost gains. Leather tanned with these solutions had satisfactory shrinkage temperature but the sludge odors and iron contamination were objectionable.

The countries of Asia and the Pacific, with their large mineral resource base, are significant suppliers of a wide variety of minerals to both regional and world markets. Australia, China, and India dominate the commercial mineral exploitation in the region. Australia has known reserves of major minerals, which are adequate for both domestic demand, and for exports, and is a significant producer of bauxite; copper; diamond; gold; iron ore; lead; manganese; mineral sands (titaniferrous minerals, monazite, and zircon); nickel; salt; silver; tin; uranium; and zinc. China is the world leader in proven reserves of antimony, barite, ilmenite (titanium), magnesite (magnesium), molybdenum, rare earths, and tungsten. China also has large resources of low-grade iron ore and significant resources of other mineral commodities, such as coal, based on its production and export capabilities. India has significant resources of bauxite, barite, graphite, iron ore, and mineral sands.

"Photocatalysis utilizes solar energy to produce hydrogen by splitting H2O. When a thin film of photocatalyst TiO2 is supported on a ferroelectric BiFeO3 substrate (band gap ~2.5 eV), the TiO2/BiFeO3 heterostructure is capable of photochemically reducing Ag+ to Ag0 in aqueous solutions under blue light with enhanced efficiency. The observation of spatially selective silver patterns on surface of the heterostructure after reaction suggests that photogenerated electrons and holes in ferroelectric BiFeO3 are driven in opposite directions to reduce their chance of recombination. Comparisons of the amounts of reduced silver on TiO2 film grains with distinct phases/orientations show that the reactivity is mildly preferential on anatase TiO2 phase and does not strongly depend on crystallographic orientation of BiFeO3.IntroductionTitania (TiO2) is capable of photocatalytically converting H2O to hydrogen and oxygen under the irradiation of ultraviolet light. [1, 2] One of the limiting factors for titania to be used as an effective photocatalyst is its band gap. Because the absorption edges of rutile and anatase titania are at 3.0 eV and 3.2 eV, respectively, they can only absorb light in the UV portion of the spectrum, which is about 3% of the available solar energy. [3-5] This limitation has motivated attempts to modify the absorption edge of titania so that it can absorb visible light.One strategy is to substitute a portion of the titanium and/or the oxygen with other atoms. There are numerous reports on visible light absorption of titania by doping and co-doping of Cr, V, Mo, Sb, Fe, N, S, C, and F. [6-34] Another strategy is to add an adsorbed molecular species that absorb visible light and donate an electron or hole to the titania, such as organic dyes [33, 35, 36] and Ce3+/Ce4+. [37, 38]The strategy in the present work takes the approach of depositing a pure titania thin film on a visible light absorbing substrate BiFeO3 to induce visible light activity of the heterostructure. BiFeO3 is a semiconductor with a band gap of about 2.5 eV [39-41] and is photocatalytically active in visible light. [42, 43] It is also ferroelectric with spontaneous polarization along pseudo-cubic <111> directions of 6.1 µC cm-2. [44] The spontaneous polarization gives rise to internal electric fields that drive photogenerated charge carriers, namely electrons and holes, in opposite directions to reduce their chance of recombination. [45-47] Additionally, the separation of electrons and holes leads to the spatial separation of reduction and oxidation half reactions so that the back reaction of intermediates is also suppressed. Such charge carrier separation has been reported in TiO2/BaTiO3 heterostructures with UV light illumination. [48-51] The TiO2/BiFeO3 heterostructures in this work combine both advantages of the relatively narrow band gap and the internal fields in BiFeO3 to enhance the overall photocatalytic activity."

With the ever increasing demand for commodities, due to changes in lifestyle and increase in population, people are striving to find ways to keep up. Mining is one essential element in the solution. Though being a powerful boost to a country?s economy, mining can have disastrous effects in the absence of waste management practice and technologies; because of the harmful heavy metals and toxic chemical waste that is generated as a by-product in mining operations. It is an established and documented fact that pollution is a major concern for communities having to live with it. Disproportionate water consumption significantly impacts local rivers and ponds thereby reducing freshwater availability and have given rise to social conflict. In light of these misgivings, management and treatment of mine water and waste has gained considerable attention recently. In this paper, we summarize some of the treatment methods that can be adopted by mining companies to reduce their environmental footprint. Appropriate treatment solutions depend on various factors including available space and capital cost for treatment solutions, type of mining waste generated, current state of the mining plant, geographical location, and other location specific issues. Incorporating waste and water management solutions as a priority within mining operations is critical for addressing increasing regulatory requirements and a starting point for initiating other Corporate Social Responsibility (CSR) programs. Collaboration among mining companies, NGOs, local community, and government facilitates successful projects which build trust leading to long term relationships. In this paper we also talk about the benefits of implementing a CSR project that captures the focus of local communities and allows the mining company to focus on operations. Implementing a sustainable business model that incorporates the broader community impacted by projects will continue to benefit even after the mining company ceases operation in that location. The challenges involved with implementing effective CSR projects, which require measuring and reporting effectiveness to create a positive social, economic, and environmental impact is also presented in this paper.

"There are many tests that can be used to characterize and classify coals, and describe their quality. One of the easier tests, and most versatile in its application, is petrography. Rank and coal type are precisely defined by petrographic evaluation, and in this paper they are compared with other definitions of rank and coal type. Brief descriptions are given of the various rank tests, and of rheological and coking tests used to describe coking-coal quality in Canada. Similarly, tests used to evaluate thermal coal quality are discussed. Finally, the use of these tests as parameters to classify Canadian coals is examined with reference to four coal classifications.Introduction Among all coals there are two independent variables that are required to evaluate coal quality. These are, coal rank and coal type (or composition), and although coal petrography can be used to precisely define them, other methods are often used to provide values that are, in fact, functions of rank and coal type. For example, volatile matter yield is used as a proxy for rank, and free swelling index is used as a proxy for coal type in the International Classification of Hard Coals by type. Currently, there are a number of methods in use in Canada to define rank. The approach taken here, (obviously the author's bias), is that Romax, the mean maximum reflectance of vitrinite, is both a quick and an accurate measure of rank. It is logical to compare the other techniques employed in the measurement of rank to this favoured method. Coal type is, in theory at least, simply a quantitative measure of the various varieties of coal. In practice, the microscopic entities are assigned to a Reactive or Inert category, and at that point objectivity fades from petrography. Despite this somewhat subjective approach, petrographic composition of coals remains an independent variable of such.importance that its place in the evaluation of coal is essential. In this paper, a variety of me.thods that are used to assess rank and coal type are reviewed and compared; the influence of these variables over other parameters that are used to determine the quality of metallurgical and thermal coals is examined, and their usefulness in coal classifications is discussed."

At MacIntyre Development of the National Lead Company, Taha s, New York,, the flotation plant was set up to recover ilmenite from the finer size fraction of the ore that cannot be efficiently treated in the main gravity-magnetic separa¬tion process. It was later expanded to handle the reground middlings from the tables wetherill magnetic separators. The ilmenite-magnetite ore is ground to minus 20 mesh in five 6 x 12 ft. rod mills in closed circuit with DSM screens. The minus 20 mesh screen undersize is pumped to four parallel sections each consisting of two rougher wet-magnetic separators and one cleaner separator for magnatite removal. The screen undersize from the fifth section is distributed to all four sections. The magnetite removed in the roughers is pumped back to the cleaners and the cleaner magnetite is dewatered in rake classifiers and carried by belt to the winter plant or the stockpile area. The nonmagnetic sands from rougher and cleaner magnetic separator are sized for table feed in eight pocket hydraulic sizers. The slime overflows from the Crocketts, the sizers, and the magnetite rakes are collected and pumped to three-inch cyclones for thickening and desliming. The cyclone underflow is the principal flotation plant feed.

Corrosion is a major operational problem in amine-treating plants causing significant expenditures each year, Corrosion may become more severe when the amine plants contain process contaminants ? namely heat-stable salts. The heat-stable salts enter the plants with feed-gas streams and makeup-solution, and/or are produced within the plants by reactions of alkanolamine and available carboxylic-acid anions, This work investigated interaction corrosion effects that may exist in amine-treating plants containing a mixture of heat-stable salts, The investigation was experimentally carried out in a 5 kmol/m3 monoethanolamine (MEA) solution containing 0,20 mol/mol carbon dioxide (CO2) loading at 80°C under atmospheric pressure using carbon steel 1018, Six heat-stable salts, including formate, oxalate, bicine, acetate, thiosulfate and chloride, were tested with a series of salt combinations, Potentiodynamic Polarization, Tafel Extrapolation, and Cyclic Polarization were used for revealing corrosion behavior, determining corrosion rate, and examining the pitting tendency, respectively, Results show that thiosulfate induces the most corrosive environment when present either individually or in the form of salt mixtures.

Consumption and intensity of use trends for twelve metals, by industrial end use, were estimated for 1972 through 198Z. The trends were then forecast through 1993 using standard statistical methods. The intensity of use measure selected is the quantity of metal consumed per constant dollar output of a specific industrial sector. The metals studied were aluminum, chromium, cobalt, copper, lead, manganese, nickel, the platinum-group metals, tin, titanium, tungsten, and zinc. Average annual growth rates for the following four of the twelve metal increased from 1972-82 as follows: aluminum, 1.00 percent; platinum-group metals (consisting of platinum, palladium, and iridium), 8.83 percent; titanium, 7.82 percent; and tungsten, 6.09 percent. Consumption. for the remaining eight metals decreased at average annual rates ranging from 0.58 percent (copper) to 5.37 percent (manganese).
