Good morning ladies and gentlemen, and may I thank you for inviting me once again to address your conference. I would first like to welcome you all, especially international delegates and conference speakers. ItÆs a pleasure to be with you all and I hope that you have the time to enjoy the many beautiful sights that the Coromandel and Bay of Plenty have to offer.   Holding your conference in Waihi is particularly apt, especially bearing in mind the conference theme û 'Mining in the Community'. There can be few venues in the world that can boast a world class gold deposit of the likes of Martha Hill located right here in the centre of a rural service town. ItÆs a deposit that has a mining history active now in its third century and that to date has yielded some 7.5 million ounces of gold and 50 million ounces of silver. I doubt that when John McCombie and Robert Lee discovered gold at Martha Hill in 1878 that they had any inkling that their endeavours would be the foundation for a mine that would become such an inseparable part of the economic and social fabric of Waihi for the next 130 years.   This is now my fifth appearance at a New Zealand minerals conference, I especially value such occasions as it allows me to comment on your industryÆs performance over the past year, share my thoughts on matters affecting your industry, and also to give you some feedback from central government.

Every mineral project or mine is based on a geologic entity-an ore (mineral) deposit. A well-defined mineral deposit and its associated geologic characteristics are the only aspects of a project that cannot be altered. Mine plans can be modified to exploit the deposit using alternative approaches and yielding similar results. A variety of processing methods also are often available producing generally comparable results. Major modifications can be made to other aspects of the project without substantially changing project economics. However, all engineering and metallurgical aspects of a mine must be accommodated to the spe¬cific location and geologic characteristics of the deposit. Geologic data and interpretations form the foundation for both mine evaluation and mine production by providing esti¬mates of reserves and essential information for mine planning and process design or control. Proper geologic work requires a keen awareness of and an ability to anticipate the technical requirements of geotechnical engineers, hydrologists, mining engineers, metallurgists, and other specialists. Multilayered ceramic-metal composites were produced by solid state diffusion bonding of polycrystalline alumina and three Al alloys containing 1 to 2%Sr, 2% Mg and Mg + Si (5057 Al alloy), The multilayered structures were fabricated at 610°C under a compressive stress of 3 MPa for 2 hours in He-5%H atmosphere, The ceramic-metal interfaces were studied by SEM and TEM equipped with energy dispersive spectrometer (EDS). Addition of 1 wt % Sr to Al promoted good adhesion, without producing any interfacial products, while the Al-2%Sr was poor in this regard due to the presence of dispersed A14Sr which is an intrinsic phase in the Al-Sr phase system, The Al-2%Mg alloy produced a continuous film at the interface, which was characterized to be MgAl2O4. Al alloys containing Mg and Si (5057 commercial alloy) produced not only the spinel structure (MgAl2O4), but another phase rich in Mg and Si (close to Mg2Si), These latter interfacial reaction products were not the intrinsic phases in Al-Mg alloys, and were reaction products at the Al2O3 ?Al alloy interfaces.

Keywords: E-Waste, Pyrometallurgy Many might think addressing the issue of e-waste is a new area of study. Electronics disposal has been discussed in some circles for at least the past 25 years. The recycling of electronic waste (e-waste) tends to be a rather complex undertaking when considering the intimate bonding of materials in the average printed circuit board. The development of a recycling process is further complicated when considering the wide variety of products being generated under the heading of ?electronics.? Focusing only on the primary constituents (polymers, Cu, Al, Fe, etc.) tends to lead one to fairly simple flowsheets. Ignoring trace elements, and the various halide species generated, will lead process engineers down a development path that is sure to cause material handling issues. Researchers at Colorado School of Mines are modeling the complex chemistry that exists within the body of e-waste?comprising 39 of the known elements. An understanding of the systems thermodynamic behavior will result in the development of a more robust, long-term process for the recovery of valuable materials from the e-waste stream.

In Xian, China, compaction by means of soil (or lime-soil) piles is one of the effective methods widely used for densifying loess and eliminating its collapsibility. However, as a result of groundwater table rising, it is no longer applicable in many areas. This paper is the summary of the first-time use in Xian of sand-gravel compaction piles aimed at densifying the miscellaneous fill (already partially under water) and saturated loess at a certain project site. In-situ tests, conducted before and after the treatment and including several kinds of penetration tests backed up and confirmed by a set of plate loading tests, yielded very satisfactory results, strongly testifying to the viability of the method.

Synthetic fuel is a liquid hydrocarbon fuel synthesized from unconventional resources, such as tar sands, heavy oil, coal, and oil shale. These unconventional resources are immense and will be a major energy source for the 21st Century as the availability of conventional crude oil and natural gas declines. The authors review the available global distributions, production data, research frontiers, and current research organizations involved in tar sands, heavy oil, coal, and oil shale. Tar sands and heavy oil is mainly deposited in Canada, Venezuela, and the United States. Oil shale reserves are found in United States, Jordan, China and Australia. Coal occurs in United States, Russia, China, Canada, and Australia. Major research and development efforts are focused on reserves identification, transportation technologies, production cost modeling, bitumen extraction process improvements, coal liquefaction technologies, elimination of pollutants, greenhouse gases, and safeguarding human health and the environment. This review forms a major source for educating the public about these important energy sources, and the need to develop environmentally sound technologies and policies for their extraction.

Overexposure to noise remains a widespread and serious health hazard in the U.S. service providing and goods producing industries. Excessive noise can lead to poor verbal communication and reduce the ability to recognize warning signals. These dangerous work conditions can also cause stress and fatigue. Occupational hearing loss is a permanent illness, with no recovery currently possible. Method: National Institute for Occupational Safety and Health (NIOSH) has recognized Noise Induced Hearing Loss (NIHL) as one of the ten leading work related diseases and injuries in the United States, and has emphasized its importance as one of the critical areas expressed in the National Occupational Research Agenda. Results: One of the most serious noise problems in the goods producing industries is the operation of continuous mining machines during underground coal mining. In order to minimize occupational hearing loss, noise hazards are “designed out” early in the design process. NIOSH is leading a national initiative called Prevention through Design (PTD) to promote this concept. This paper describes the quiet by design approach of a noise control that reduced noise exposures of continuous mining machine operators by 3dB(A) using the four functional areas of PTD, namely Practice, Policy, Research, and Education.

The use of explosives bring countless benefits to our everyday lives in areas such as mining, oil and gas exploration, demolition or avalanche control. However, because of the potential destructive power of explosives, strict safety procedures must be an integral part of any explosives operation. The goal of this paper is to provide a solution against the hazards which unfortunately accompany the use of explosives. For this reason, a blast shield is specifically designed and tested for protecting personnel against these unpredictable effects. This document will develop a complete analysis answering the following questions: what are the potential hazards from an air blast; what are their effects; and how can we be protected against them. In order to answer these questions, theoretical, analytical, and numerical calculations are performed. Finally, a full blast shield prototype is tested under blasting conditions proving its effectiveness as a safety device while explosives are used.

The Konkola Mine, a subsidiary of the Konkola Copper Mines Plc (KCM) which is owned by the Vedanta group of companies of India and Zambia Consolidated Copper Mines Holding limited, is located at Chililabombwe in the northern extension of Zambia's Copperbelt province. In its operations, the mine has been experiencing problems in ascertaining the optimum degree of fineness and the operating density of the hydrocyclone overflow in order to achieve high flotation performance. It was believed that recovery of sulphide copper minerals from Konkola ore is a function of the fineness of the grind so that it might be an economical justification to modify the grinding plant in order to run at lower cyclone overflow densities than the case is now. In an effort to improve these operations, it was decided to carry out test work on various hydrocyclones of sizes 0.381 m, 0.4575 m and on 0.508 m. The later was found to give satisfactory results and was installed on the plant. Despite giving satisfactory results there was need to investigate further to establish the working densities and size. Increasing the density of cyclone overflow decreases the per cent passing 75 pm at least in the range 1080-1 150 g/l. Furthermore, hydrocyclones give better separation at low densities of feed and hence the efficiency is high at low feed densities. Circulating load increases with an increase in feed densities and an decrease in the grind. The flotation performance in both sulphide and oxide copper minerals rougher stages is enhanced with an increase in the degree of fineness of the grind, with an optimum being obtained at a density of 1 150 g/l and 81.4% passing 75 µm. El presente trabajo es un análisis del sistema de organización del sistema de seguridad a través del modelo Reason de causalidad o de "queso suizo", donde se identifica qué aspectos y decisiones se convierten en un factor condicionante para un accidente y también cómo la organización puede aprender de un accidente perfeccionando sus defensas en un ciclo de mejora continua. De forma que este modelo explica que un accidente es la consecuencia final de una superposición de fallas que va desde la última línea de defensa, pasando por el acto inseguro, la condición insegura, la falla de la supervisión, la falla de la asesoría (seguridad) hasta la falla de la organización. Para solucionar dicho problema, se realiza una gestión del error que incluye una serie de medidas preventivas como descubrir, evaluar y eliminar los factores que producen el error dentro de la fuerza laboral y así desarrollar la realidad intrínseca de la organización contra los errores humanos.

In June, 1,334 underground construction and tunneling professionals gathered in Toronto, Ontario for the 2007 Rapid Excavation and Tunneling Conference (RETC). This biennial event, sponsored by SME, is one of the global underground construction industry?s major events. And this year?s RETC was the first one that included the new Underground Construction Association. [ ] (UCA) of SME. In addition, the conference?s exhibit attracted 125 equipment and service providers. The next Rapid Excavation and Tunneling Conference is set for June 14-17, 2009 at Caesar?s Palace, Las Vegas, NV.

Policies for reducing NOx emissions have led power plants to restrict O2, resulting in high-carbon fly ash production. Therefore, some potentially useful fly ash, such as the economizer fly ash, is discarded without a thorough knowledge of its composition. In order to characterize this type of fly ash, samples were collected from the economizer of a Portuguese power plant burning two low-sulfur bituminous coals. Characterization was also performed on economizer fly ash subsamples after wet sieving, density and magnetic separation. Analysis included atomic absorption spectroscopy, loss-on-ignition, scanning electron microscopy/energy-dispersive X-ray spectroscopy, optical microscopy, and micro-Raman spectroscopy. The underground ventilation system at the Waste Isolation Pilot Plant provides unparalleled ability to ensure safety of the workers, public and environment. Although small spatially, it can vary the airflow from 66,000 acfm to 460,000 acfm. It can automatically incorporate HEPA filtration in the event of radioactive contamination. Remote-capable regulators individually control the four main splits, and can be adjusted from the surface if necessary. A ventilation remote monitoring and control system provides real-time information. Future areas of concern include DPM compliance, system psychrometry, logic-based-real-time mine ventilation simulation and automation using PLC technology. This paper discusses the evolution of this system.

Introduction Since the discovery of a major oil pool at Leduc, Alberta, on February 13th, 1947, the long spell of 'oil drought' in Western Canada is now being turned into an oil and gas flood which requires immediate action to obtain the optimum economic benefits. The Woodbend, Section 9, and Okalta extensions of the Leduc field itself have been established; the Redwater pool, lying thirty-seven miles northeast of Edmonton, has been discovered and is being drilled up, and the Imperial Schoepp No. 1 or Golden Spike discovery holds promise of something phenomenal in view of the 500 feet of oil-saturated coral-reef porosity whose areal extent is not known. Imperial Stanolind Barrhead No. 1, northwest of Edmonton, revealed the presence of oil in the Madison, and just recently Gulf N.J. Ellis No. 1, some sixty miles southeast of Leduc, found commercial production in the Leduc D-2 discovery zone. In addition to these Paloeozoic discoveries, gas and oil reserves have also been established in the Upper and Lower Cretaceous, which must be penetrated by all tests on the way through the geological column to the Devonian. If ever there appeared to be an index of 'things to come' in the oil industry, this is it. However, without these recent discoveries the picture in Western Canada does and always did, look very promising indeed. A brief survey of the geological setting in Western Canada is the object of this contribution.

Ground falls (roof and rib) have historically been responsible for about 50% of all fatalities in bituminous underground coal mines. In some recent years, the number of ground fall fatalities has approached zero, indicating that significant progress has been made. On the other hand, last year?s Crandall Canyon twin mine disasters, in which 9 miners perished in violent coal bumps, provided a stark reminder that complacency is premature. One important success has been a great reduction in the number of miners killed inby roof supports. Throughout the 1990?s these accounted for nearly half of all roof fall fatalities, but there have just been two inby incidents in the past 5 years. Progress has also been made in pillar recovery. Safer mining technologies have reduced the number of fatal incidents, but some recent failures have underlined the need for careful management of the retreat mining process. On the other hand, more than 400 miners continue to be injured each year by rock falling from between supports, and 100 more are injured by rib falls. Together, these two categories also account for a large percentage of recent ground fall fatalities. Available technologies such as roof screen, rib bolting, and inside control roof bolters could dramatically reduce injury and fatality rates if they were used more widely. Further advances in these areas will likely be the next big advance in ground control safety. This volume- summarizes mining and petroleum legislation in 18 European jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identitication of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis; of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added in countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

In the USA, the National Institute for Occupational Safety and Health (NIOSH) does a lot of work and has provided news of interesting new developments. Marcia L. Harris describes an ?Explosibility Meter: ?In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. Federal [US] regulations require 65% and 80% incombustible content in samples taken in intake airways and return airways, respectively, assuming a nominal coal dust size of 20% minus 200 mesh. The Coal Dust Explosibility Meter (CDEM), a hand-held instrument developed by NIOSH uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture.? The CDEM is now commercially available. It provides real-time results during rock dust surveys instead of waiting weeks for laboratory results1. ?With real-time results, the potential for a disaster can be mitigated immediately. The CDEM displays the percent incombustible content as well as a colour indicating the relative explosibility of the coal and rock dust mixture. A red read-out indicates that more incombustible material is required to inert the coal and rock dust sample, while a green read-out indicates that the dust sample is sufficiently inert. When the mixture is marginally explosible, a yellow read-out is indicated. The red-yellow-green output depends upon the particle size distribution of the rock and coal dust mixture with the finer size fraction being more explosible.?

"The Australasian Code for Reporting of Mineral Resources and Ore Reserves (JORC Code) has been operating successfully for 14 years, and has an ancestry dating back over 30 years. Together with complementary developments in stock exchange listing rules, the Code has brought about substantially improved standards of public reporting by Australasian mining and exploration companies. The Code is regarded as a world leader in its field, and has been used as a basis for the development of resource/reserve reporting standards in other countries. The reasons for its success are varied, foremost among them being its adoption in full by the Australian and New Zealand stock exchanges, and the ability and willingness of mining industry organizations to bring Competent Persons to account when necessary.The latest revision of the JORC Code was undertaken in 2002-2003, based in part on releases of upgraded reporting standards in Canada, the United Kingdom/Western Europe, and South Africa, and the 2003 edition is expected to be released mid-year. Two of the more significant changes are: the introduction of a requirement for a Competent Person to be responsible for the documentation upon which Exploration Results are reported; and inclusion in the definition of a Competent Person of a reference to “Recognized Overseas Professional Organizations” being overseas professional organizations to which Competent Persons may belong for the purpose of preparing documentation for the submission of reports to the Australian Stock Exchange."
