INTRODUCTION The accomplishment of a well engineered design, and the realization of efficient plant operation cannot be achieved without weaving a web of safety consciousness from the beginning of the project. When the plant becomes operational, and throughout its life, responsibility safety will rest with the client or operator. Recognition of this understanding does not reduce the importance of the engineering and construction contractor's role, but merely puts the responsibility where it belongs. A project which has had little or no operator input during the early stages of design is almost certain to have serious work place safety, health, and environmental problems in spite of the fact that all MSHA and OSHA design requirements were met and the engineering was performed using accepted practices. DEFINITIONS The author has a personal preference in safety definitions that begins and ends with simplicity. If the safety criteria, program, and rules are confusing or complex, the results will soon become obvious. Confusing and complex are the key elements in the avoidance of responsibility and if punitive is added to the list, a brew exists which breeds accidents, illness, and poor performance. A safely designed and operated plant is one that a worker can journey to each day; leaving that person and his or her family with the above average expectation that the person will return healthy, emotionally intact, and hopefully a little wealthier. If the objective or results of a planned or existing safety program don't fit the definition. then the reader is probably contemplating a very sophisticated

It has been approximately four years since the International Agency for Research on Cancer (IARC) reclassified crystalline silica as a "group one" substance. Since then, crystalline silica has been considered a human carcinogen. Silicosis is a preventable disease, and several aggressive campaigns have been developed to increase awareness of silica-dust-related problems in the industrial environment. New analytical techniques are now being developed to determine quantitatively the amount of crystalline silica in materials. Yet, still much is to be learned about the surface properties of silica and the way in which the disease progresses into full-blown silicosis. This paper discusses the interaction of free radicals generated by the mineral particles and lung tissue. It is the cell injury and DNA damage that progresses to fibrogenesis. Freshly fractured surfaces of silica contain free radicals. These free radicals play an important role in the stimulation of the alveolar macrophage and the development of the inflammatory reactions leading to the fibrotic response caused by silica. Engineers, scientists and physicians need to discuss the mineralogy of silica and the technical issues concerning the development of silicosis.

Australia is the world's largest coal exporter, and technological advancement is a key element of the coal industry strategy. The issues include: increased recovery of saleable coal; enhanced quality, i.e. lower ash, moisture, fines, phosphorus (sulphur is a relatively minor problem for Australian coals); better quality control; higher throughputs/lower costs; improved handling and transport; and reduced environmental impacts. In process terms, many coal preparation operations, particularly fine coal circuits, are relatively inefficient, and all circuits must also be matched and integrated for optimum overall operation. A holistic approach to technological improvement is desirable. This paper summarises research and development efforts, within CSIRO and its collaborators, across the unit operations as outlined in the title.

INTRODUCTION In a discussion of South American exploration, it is difficult to know how much area to cover, as there has been such intense exploration for many years in all of the South American countries. Therefore, I have decided to discuss only Argentina, Bolivia and Peru in this paper, since I am most familiar with these three countries. This familiarity has been gained during my last 12 years of nearly continual exploration and mine development. Furthermore, these three countries form a contiguous block straddling the Andes Mountain chain for 2,200 miles in length N-S. Although Chile is part of this block, I excluded that country because it has had the longest recent history in South American exploration, and it is now in a mature stage where new important mines are being placed in production every year. Exploration must progress a lot for the other three countries to attain the stature of Chile. However, major exploration successes such as Yavacocha and Pieriva in Peru, Kori Khollu in Bolivia and Bajo Alumbrera, Agua Rica and Cerro Vanguardia in Argentina certainly indicates that these countries are rapidly accelerating in exploration successes and the resulting new mine developments. Also, by concentrating on three countries, I have avoided making this paper too lengthy. This paper will cover activities of both junior and senior mining companies, both of whom are making significant contributions to exploration. The junior companies often make the initial discovery, develop it further and then bring in a major company when large capital is required. Since most exploration is for gold and copper or combinations of these, most descriptions will cover these types. However, there are significant new exploration successes for zinc and for silver-lead-zinc, and they will be covered, as well. After descriptions of the various properties, there is included a discussion of the governmental policies of Argentina, Bolivia and Peru, as to how they are affecting exploration activities and budgets. Some of these problems could have a major negative affect on the future exploration plans of many companies. I have intended to cover what I think are significant exploration developments in each country, and if a company project is omitted, there was no intention to slight anyone. The northern spur of the Bakhuis Mountains contains bauxite deposits on a dissected planation level, a region formerly indicated as the Adampada-Kabalebo area. Iron-rich laterites are ubiquitous on all more or less flat and horizontal to moderately sloping interfluves and planation levels. The known aluminous laterites and bauxites are restricted to those laterites that have relatively leucocratic and silica-poor parent rocks. The whole area is underlain by high-metamorphic Precambrian. In the northern half of the Guiana Shield at least four Cainozoic planation levels can be distinguished. The bauxite and aluminous laterite deposits are related to the oldest, Early Tertiary level. These deposits, occupying the highest positions in the present day landscape, show the destructive influence of post-laterite weathering, erosion and denud- ation; they are erosion remnants and as such are of irregular thickness, grade and shape. Consequently, exact mineable tonnages can only be determined after intensive and detailed sampling and evaluation, taking into account the latest technical and economic parameters. The bauxite potential of the region is negatively influ- enced by the complicated uplift history of the Bakhuis horst, and positively by the presence of suitable parent rock and possibly more than one phase of bauxitization.

Biohydrometallurgica1 processes in the areas of coal desulfurization (Hoffman, M.R., et al., 1981) and recovery of metals from metal sulfide ores (Lundgren, D.G. and Malouf E.E., 1983) are well known. In addition other areas of potential interest to the mining industries have been outlined (Spisak, J.F., 1979). For instance, scientists involved in this interdisciplinary field have endeavored to apply microorganisms to the problem of effluent sulfate disposal. This chapter assesses the feasibility of utilizing a particular two stage anaerobic microbial process to convert effluent sulfate to orthorhombic sulfur. Strong emphasis is given to the possibility of substituting this bioprocess for alternative gypsum synthesis and disposal methodologies commonly practiced by companies which emphasize sulfuric acid or ammonium sulfate leaching processes.

This paper outlines the chance constrained binary integer program developed by the author in his doctoral dissertation at Columbia University, New York, 1973. The optimum planning of a mining program involves the determination of a production schedule which maximizes the net present value of the mining property. The actual mining process has an inherent stochastic and discrete nature. In particular, the demand for the mined product and the grade of the mineralized material in the ore are the two most important stochastic mining variables. The decision to mine or not to mine any block of a mining property is a binary integer variable. This paper outlines the formulation of pit production scheduling problem as a chance constrained binary integer program. The deterministic equivalents of these chance constraints are nonlinear in binary variables which have subsequently been linearized. The planned objective is to meet with a stipulated high degree of reliability, all the random demands as they materialize with a random supply of the commodity being marketed as determined by the eventuating random grade values of the exposed ore blocks and the mining system's production constraints such that the discounted total production costs over the entire planning horizon are minimized or the profits maximized. The emerging surface of the mine in each scheduling period is determined by the values taken by the binary decision variable associated with each block of material in each scheduling period.

The first use of graphite is lost in the mists of time. It was used by primitive man to make drawings on the walls of caves and by the Egyptians to decorate pottery. As early as 1400 AD graphite crucibles were being made in the Haffnerzell District of Bavaria. Through the Middle Ages graphite was confused with other minerals, especially galena and molybdenite. Two common names that are still being used for the mineral are plumbago, meaning lead-silver, and black lead. The latter name implied that graphite is either composed of lead or at least contains a large percentage of it. Gessner is credited with having recognized it as a separate mineral in 1565, but its composition was not determined until 1779, when Scheele demonstrated that graphite oxidized to carbon dioxide, thus proving its carbon constitution. In 1789, Werner named it graphite from the Greek word graphein, meaning to write. The United States has long relied on foreign countries for its graphite supplies. This reliance has been due more to the lack of suitable domestic graphites than to any particular preference for buying minerals overseas. Sri Lankan graphites were imported as early as 1820, and Madagascar graphites have been imported since the properties on that island were opened up about a hundred years later. Mexico has long supplied the United States with most of its requirements for amorphous graphite.

The scale-dependent hydraulic properties in a fractured porphyry copper oxide deposit are investigated for relevance to In Situ Leach Mining (ISLM) design. In most well field designs, mine operators assume that hydraulic properties represent a continuous spatial function, or continuum. The problem, however, is that the representative elemental volume, the volume over which hydraulic properties are described as a continuum, is a domain (if it exists) that occurs between end members representing varying degrees of heterogeneity. At the Cyprus Casa Grande mine, transmissivity fluctuations are spatially correlated. This suggests that, at the scale of ISLM, the hydraulic process is heterogeneous, and a typical continuum representation is inappropriate for design. Alternatively, a conditional stochastic approach using the Simulated Annealing (SA) technique is deemed useful for the imaging of heterogeneous hydraulic properties. Specifically, SA preserves transmissivity extremes and spatial complexity, both necessary for accurate conditioning of a flow simulator. Also, the stochastic continuum approach provides an avenue whereby uncertainty (or risk) may be addressed. Currently, the SA weaknesses are that it is computationally time consuming and that uncertainty may increase when simulating under conditions of statistical isotropy. Recognizing that ISLM exerts a dynamic influence on hydraulic properties with time, the mine design should be re-evaluated at intervals throughout the evolution of the leaching process.

The past ten years have witnessed substantial development of electronic equipment for execution of process control functions. The methodology of giving instructions to the data-handling system and the organization of the system, both the equipment and instruction coding taken together, have developed simultaneously. Examples of the technology specific to the mineral processing industry can be cited. Approaches to system design developed for the Pinto Valley concentrator incorporating slave and master data processing have been described by Arney, and his associates (1974). Madge (1970) has described the hierarchical systems employed at the operations of Cominco Ltd. The Kennecott Garfield smelter is controlled by a system of microprocessors linked to a general purpose data processor (Marchant, et al., 1977). These systems provide innovative approaches to couple advancing technical capability in electronic data processing to the objectives of process management. The current state of the art described in this chapter is certain to require updating in the 1980's with the advances in technology anticipated.

This paper describes the serious injuries that have occurred to bulldozer operators working at domestic coal, metal and nonmetal mines in the United States. A serious injury is defined as one that results in either a fatality or in lost work time. Examined were 873 injury records compiled by the Mine Safety and Health Administration (MSHA). The time period covered was 1988 through 1997. These injuries resulted in 18 fatalities and 31,866 lost work days. All of these injuries occurred to dozer operators while they were performing common production tasks. An injury classification system was developed to code the narrative information that describes the circumstances surrounding the injuries. Jolts and jars accounted, for 604 or 70% of the serious injuries to bulldozer operators, and jolts and jars accounted for 75% of the workdays lost. Vertical jars comprised the largest set (354 incidents) of jolting and jarring injuries. In more than half of these incidents, the operator was backing up the dozer. Working near an edge carries significant risk for fatal injuries. Of 116 incidents where the dozer fell over an edge, rolled over or fell into a hidden void, 14 (12%) resulted in fatal injuries. In cases where the dozer operator either jumped or was thrown out of the cab in a fallover or rollover, seven out of 17 of the operators were killed. This study finds that further reductions in injury risk would require more widespread use of seat belts; consideration (and maintenance) of the seat and seat suspension systems that might reduce injury risk from jolts and jars; research interventions to assess the effect of alternative engineering designs to dampen or isolate the effects of shock and vibration; and continued attention to skilled performance, i.e., the integration of hazard awareness, recognition and response with dozer operational skills.

The majority of Appalachian coal deposits lie in a multi-seam environment. Historically, the decision to extract a particular seam has been based on ease of access, ownership and economics rather than ground control considerations. As mining progresses and seams are being mined out, it is increasingly common to find working and abandoned mines in close vertical proximity to each other. Such contiguous operations can produce both positive and negative ground control situations in neighboring seams. These ground control problems, defined as interaction problems, are frequently reported, and their severity can range from minor roof problems that may require no additional support to complete loss of a large section of coal reserves (Stemple, 1955; Peng & Chandra, 1980; Haycocks & Karmis, 1983; Su et al, 1984). As a consequence, interaction problems are of growing concern to the Appalachian underground coal industry. Although interaction problems in multi-seam mining have been recognized for many years and many investigations have been conducted to study the problems, the ground control principles involved in their development are only partially understood. Previous research has identified four interaction mechanisms: pillar load transfer, innerburden shearing, arching effects and upper seam subsidence (Haycocks et al, 1982; Haycocks & Karmis, 1983). Pillar load transfer mechanisms and innerburden shearing have been successfuly used to explain interaction phenomena associated with undermining operations, while arching and subsidence have been used to assess problems during overmining. In addition, interaction-controlling factors such as cover, innerburden and seam thicknesses, extraction percentages on both seams, time delay between operations on two seams, and characteristics of innerburden rock have been identified and utilized in evaluation of interaction effects (Haycocks & Karmis, 1983; Webster et a1.,1984). As an example, Figure 1 shows the relation of innerburden layering and thickness to interaction on the lower seam. The combination of such theoretical work and the analysis of case study information has made it possible to determine, with a certain degree of confidence, the interaction damage in undermining conditions. The results of such an approach have been sufficiently successful and complete to be incorporated into a software package to assist field engineers in estimating potential interaction effects when undermining a previously mined upper seam (Grenoble et al, 1984; Grenoble & Haycocks, 1985; Grenoble et al, 1985). The topic of this paper is to demonstrate the development of mobile crushing installations from throughput capacities of 200 tons per hour, to mobile and semi-mobile large- scale crushing installations with throughput capacities of 3,500 up to 10,000 tons per hour. Basis are approximately 140 mobile and semi-mobile crushing installations which have been built since 1956 or were on order in 1987. [FIGURE 1. Total Number of Mobile or Semi-mobile Crushing Plants] Sixteen of these approximate 140 mobile and semi-mobile crushing installations have a throughput higher than 3,500 metric tons per hour. Mobile crushers were developed more than 25 years ago in Europe for the quarry industry, which had special requirements - fairly low capacity, mostly softer and less abrasive material (limestone) and full mobility. So the majority of the units up to about 1980 were fully mobile, having a fairly small capacity and utilizing mainly hammermills, double roll and impact crushers. It was only when the mining industry and large quarries picked up the concept in the early 1980's that a drastic increase in capacity took place. Even though the first mobile crusher in a true mining application went into service in 1971, it took another 10 years before it proceeded in a larger scale. This trend was obviously supported by the drastic fuel price and energy cost increase in the mid 70's. Since the cost of conveying material is substantially cheaper than trucking it, the increase in energy cost, combined with increasing haulage distances provided a strong incentive. Figure 1 shows clearly the throughput distribution of all crushing installations and it also shows the sharp increase in the throughput capacities within the last few years.

Long-term production scheduling design is a very important part of mining because it determines the economic outcome of a project There have been many attempts to solve the optimum pit scheduling problem, but there has been no success in developing a scheduling method to give optimum results in maximizing net present value of a mining project. Open pit production scheduling problem can be formulated as a mathematical programming problem and solved using Mixed Integer Programming technique. However, it is not possible to solve the formulation within a reasonable time since the number of integer variables required for the mathematical model is too great to do that by today's available computer technology. There- fore, a methodology is required to combine, or aggregate, the mining blocks and to decrease the number of integer variables in scheduling without losing the optimality. Therefore, the fundamental tree concept was developed in this paper to combine the blocks. A fundamental tree is defined as any combination of blocks such that: 1. the blocks can be profitably mined, 2. the blocks obey the slope constraints and, 3. there is no subset of the chosen blocks that meets 1 and 2. A Linear Programming (LP) formulation is developed as a mathematical model to find a set of fundamental trees that exist for a deposit. Since the blocks are combined to form the fundamental trees, the number of variables required for the scheduling model is decreased significantly. This decrease in the number of variables makes it possible to mathematically formulate the multi-time period scheduling problem as a Mixed Integer Programming (MIP) model. A case study is performed on a multi-mineral copper deposit in Peru, South America. NPVs of annual after-tax cash flows generated based on the schedule provided by the "Fundamental Tree Algorithm" is compared with NPVs resulted from the schedules coming from three of the computer packages presently available to the mining industry. These are Mintec's M821V, Earth- work's NPV Scheduler, and Whittle's Milava open pit mine schedulers.

In the mining and processing industry, the maintenance plan has often evolved rather than being consciously set up resulting in an overreliance on breakdown and fixed-time maintenance (planned maintenance). Historically mining and processing plant equipment has been robust and less automated than modem equipment, making it relatively easy to work on. Mining and processing plants have relied on large and expensive maintenance departments to enable rapid attention to breakdowns. Maintenance itself can result in excessive downtime and costs. This results from the requirement to take the machinery off-line to carry out (possibly unnecessary and invasive) maintenance. The danger of infant mortality after it has been put back on line again and also the cost of the maintenance action itself contributes to costs. A goal of any well-run maintenance program is to have the lowest cost while providing 100% capacity 100% of the time to operations. When maintenance investments are at a minimum, the cost of lost production is at its highest. As maintenance effort and investments are intelligently increased, the production loss gradually decreases until the lowest combined cost is achieved. This is the maintenance goal. A road map is needed to achieving maintenance excellence. This article addresses a "Road Map" to achieving maintenance excellence. INTRODUCTION Mining and processing industry maintenance is big business. A world-class maintenance program is characterized by maintenance excellence.

Introduction Project scheduling . . . . • What is it? • Why is it done? • Who does it? • How is it done? • When is it done? These are some of the questions that will be addressed in this paper. It is intended that by exploring these questions, an understanding of project scheduling, its purpose and benefits can be achieved. The purpose of this article is not to describe in detail "how to schedule", but rather to give an overview of the scheduling function on a project. A successful scheduling effort is dependent upon the people responsible for developing, implementing, and monitoring the schedule, and the tools and procedures that are used. These three elements are integral components of project scheduling. What is it? A schedule is the integration of network relationships, resource constraints and the calendar. The schedule identifies when the activities "will" be done, while the network states when they "must" be done. Networking techniques are the most widely accepted scheduling tool for complex projects. The benefit of the network is the simplicity in illustrating, presenting and analyzing the dependency relationships of a project. The logic network is the foundation of the schedule. When calendar dates are applied to the logic network, it becomes a schedule which provides the basis for evaluation of project status, forecasting the occurrence of events and controlling the project. The sequence of activities that requires the longest time to complete determines the overall duration of the schedule. This longest sequence of activities is called the "critical path". The "critical path method" (CPM) is used to describe this particular schedule network methodology. The two common conventions of CPM networks are the "arrow diagram met hod" (ADM) and the "precedence diagram method" (PIM). There are arguments in favor of each of these two methods, and usually the one that is used is a matter of personal preference, project directive or corporate procedure.

The Vesta Preparation Plant of the Jones & Laughlin Steel Corporation is located on the Monongahela River, eight miles south of Brownsville, Pennsylvania. This plant is capable of cleaning 2400 NT/hr of a mixture of Pittsburgh seam high volatile coals from the Vesta and Shannopin mines to produce a metallurgical coal of 6.75% ash and a steam coal containing 14% ash. Heavy media vessels are utilized to upgrade the coarse coal while launders and tables. handle the -1/4" fraction of the raw coal feed. Cleaned -coal goes to boot classifiers where the +48 mesh material settles and is removed by bucket elevators. This 1/4 x 48 mesh material is then sent to centrifugal driers for dewatering. As designed, the minus 48 mesh fraction overflows the boot as a 7 to 8% solids slurry and is recovered by cyclones and a thickener and dewatered by filtration. The-products of the heavy media circuit, the launder-table-boot-drier circuit and the cyclone-thickener-filter circuit are combined to constitute the shipped metallurgical coal. This Vesta-Shannopin mix is combined at J&L's Pittsburgh and Aliquippa Works with purchased low and medium volatile coals for the production of metallurgical coke.

Uranium exploration in the Powder River Basin of northeastern Wyoming has been intensive since 1966 and in 1968 produced significant discoveries of reduced uranium ore by Humble Oil & Refining Company and others. Substantial reserves have been established in the area. High-grade carnotite ore was discovered in 1951 near Pumpkin Buttes in the central part of the basin (Fig. 1). Other mineralized areas were soon established from Pumpkin Buttes south to Monument Hill and Box Creek. Total production from these shallow oxidized deposits in the lower Eocene Wasatch formation was small. The AEC reports total production of 520,000 tons of ore averaging 0.19% U3O8. The authors are indebted to many people within Humble Oil & Refining Company and Esso Production Research Company for their assistance and guidance. SUMMARY AND CONCLUSIONS The Highland ore deposit, discovered in 1968, is a large uranium occurrence located in the southern part of the Powder River Basin. Uranium mineralization consists of sooty, black uraninite and coffinite coating sand grains and is concentrated along the margins of Tertiary fluvial sandstones. Uranium was transported by oxidizing solutions roving through the buried sandstones and spreading into less permeable channel-edge sandstones to form typical rolls and tabular deposits. Unaltered sandstones are light gray to gray-buff where the sandstones have been oxidized, the colors are various shades of red, yellow, and yellowish brown. An Oligocene tuffaceous source for the uranium is proposed; however, leaching of the arkosic and tuffaceous host sediments may also have provided a source.
