In several sections of the country new demands are being brought bar cement users. Among these the demand' for truck shipments; and palletized loads present new problems that do not lend themselves to sample solution. In fact these demands have far-reaching effect in the way bagged cement might be marketed. Early solutions of palletized truck loads filled from existing packing and loading facilities have resulted in' slowdown in packing, additional labor and space for palletizing, considerable experimentation in type and construction of pallets, and usually far from optimum truck handling and loading methods.

The demand for mineral raw materials, especially in the major industrialized nations, has grown rapidly during the past three decades. One consequence of this growth has been an increasing reliance by the large industrialized countries upon nondomestic mineral supplies. These mineral supplies, to a large extent, have been developed by capital from the major industrialized countries. Until recently, most foreign mining ventures were either wholly-owned subsidiaries or joint ventures between two or more mining companies. The recent rise of economic nationalism has substantially changed the business climate and parameters under which foreign investors operate. This paper describes some of the underlying reasons for this change and notes how investors have adapted to the new business conditions.

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. Coal-water slurry preparation requires fine grinding and cleaning of coal by flotation. Finer grinding leads to increased ball wear and its effect on the surface properties of coal becomes of concern. Marked ball wear tests were performed to study the effects of oxygen, pH, the soluble species of coal and the addition of pyrrhotite on ball wear. The synergistic action of coal and oxygen greatly enhanced the corrosion of mild steel balls during grinding. Electrochemical measurements on a mild steel electrode in coal slurries and SEM observations of grinding ball surfaces were carried out to explore the corrosive wear mechanism.

The price records of 7 representative mineral commodities for the 68-year period 1890 through 1957 have been compiled and analyzed for significant trends. When reduced to real prices in terms of dollars of constant purchasing power or to the purchasing power of industrial wages at average rates, a substantial overall fall in prices is revealed. This downtrend contradicts the widely held concept that, heavy drafts on a mineral resource must lead to scarcity, reflected in rising prices. Three metals (aluminum, copper, and pig iron), two fuels (bituminous coal and petroleum)', and two nonmetals (sulfur and cement) have been chosen because of their preeminence in their respective categories, their significance in an industrial economy, and the ready availability of their price records. It might be added that these seven commodities. were selected before any price figures were compiled, none was selected or rejected to substantiate any preconceived notions as to price trends, The overall importance of the seven is demonstrated by the fact that, taken together, they composed over three-fourths of the value of all minerals produced in the United States in 1957. The first step in the analysis was to reduce the price records to a basis for significant comparisons, Two such comparisons have been made: (1) The quantities of each of the commodities that could have been purchased for an average hour's wage in each year; and (2) the unit price of each commodity through hhe years in terms of deflated dollars. These data are set forth in the accompanying table and two charts.

The Malmberget Division of LKAB is located 70 km north of the arctic circle and has about 2000 employees. The dominating products are sinter feed concentrate and pellets. A general flow sheet for the operation is shown in Figure 1. About 20 percent of the ore body consists of hematite, which is mined separately and processed into sinter feed concentrate. That pert of the ore consisting of magnetite passes through a dry cobbing plant. The robbing process includes crushing, screening and dry magnetic separation. The entire cobbing product is used as feed for the wet concentrator. After rod mill grinding and magnetic separation the concentrated slurry is classified. The coarse fraction (+200 mesh) becomes sinter feed concentrate and the slime fraction after further ball mill grinding and magnetic separation, becomes pelletizing feed. A small quantity of the magnetite ore is processed into special iron-rich products in the the wet concentrator. Two types of pelletizing plant are used, shaft furnace and straight grate. This paper will deal only with experience gained at the straight grate plant.

"A study was conducted on the N125 project in Seattle to investigate the use of apparent density as an assessment tool for the effectiveness of soil conditioning. The formation of an air bubble as well as the plugging of cutterhead and excavation chamber can be a result of improper soil conditioning. Both air bubble formation at the top of the excavation chamber and developing plugging issues can be identified by analyzing the apparent densities in the excavation chamber. In this study, apparent densities less than unity were observed in the upper portion of both northbound and southbound TBMs, suggesting the presence of an air bubble. Apparent densities greater than the in-situ soil density were observed in the lower portion of the excavation chamber. Particularly high values of apparent density were coincident with clogging observed at multiple locations along the alignment. The combination of less than unity upper chamber apparent density and very high apparent density in the lower portion of the chamber are related, and indicate the inability of the TBM to effectively condition and mix the soil in the chamber.INTRODUCTIONProper soil conditioning in EPB tunneling offers many advantages to the quality and productivity of the project. There are few operational parameters that can be used to assess the soil conditioning performance such as advance rate, torque, thrust, chamber pressure signature, etc. One of the other parameters that potentially can be used is the apparent density. The apparent density of the material in the chamber was introduced by Guglielmetti et al. (2003) as the vertical chamber pressure gradient calculated from the physical relation between the horizontally measured chamber pressures and the vertical distance between the pressure sensors. Guglielmetti et al. (2003) introduced apparent density as a measure to ensure the excavation chamber is filled with material. To guarantee face stability the authors suggest to keep the apparent density over a certain limit so the material is able to transfer effective stress to the virgin soil, and thus provide support of the excavation face. They implemented this method at the Metro project in Porto, Portugal.Comparing the vertical gradient of the horizontal chamber pressures to the densities of excavation chamber samples, Bezuijen et al. (2005) discovered that the gradient is not necessarily representative of the muck density. They assumed that the yield stress of the muck as well as the adhesion between the muck and the cutterhead and bulkhead material have an influence on the vertical gradient during mining (Bezuijen et al. 2005, Bezuijen & Talmon 2014)."

Due to the intrinsic variability in orebodies, similar metallurgical behaviour of all material sent to the concentrator is expected to have some variability. Still some specific ores have anomalous performance which can severely impact on the concentrator’s production of metal, in this case copper. The study first will show the mineralogical characteristics of “usual ore” and of this specific “abnormal ore” which will have to be processed by the concentrator in the future. After that base conditions on both ores and flotation test procedure will be explained. Later the different alternatives tested regarding collectors and modifiers results will be compared. Finally, after discussing the different results with different reagents and considering operational variables of the concentrator, Floticor PD 702 is recommended to obtain the best copper recovery without increase in excess mass recovery.

The Chino open pit mine, concentrator, and smelter are located in Grant county in Southwestern New Mexico. Chino Mines Company is a partnership, two- thirds owned and operated by Kennecott Santa Fe Corp., and one third owned by MC Minerals Corp. (Mitsubishi) of Japan. The concentrator, with a design capacity of 37,000 tons of copper-molybdenite ore per day, was commissioned in July, 1982. Further design modifications have resulted in an increase in throughput capacity to 42,000 tpd

The basic coal scientist cannot always replicate earlier experiments with a given sample because of changes that have taken place in the sample. This has led to a stated need for stable samples Coal looks like a uniform black solid to many people, but it does vary in its composition from state to state and mine to mine it also can be shown to vary significantly within a mine or seam. These variations have led to a stated need for consistent samples.

The Mountain Con mine is a relatively old, deep mine located in Butte, Montana. Operations at this property through the present shaft were started before the turn of the century. As mining progressed to depth, increasing demand for ventilation facilities and changing mining conditions made it convenient to convert some nearby shafts to airways. The fact that these openings had not been originally planned for use as airways made it necessary in some instances to utilize long and inefficient already-estab¬lished entries to service working areas. This situation existed in the Lexington fresh air system. The Lexington system consists of a vertical, 3-compartment shaft extending from surface to the 3200 level and a series of 2-compartment air raises and old horizontal-haulage openings extending into a mining area several thousand feet west of the Lexington shaft between the 3900 level and the 4200 level. Because of restrictions and high resistance in the portion of the system between the bottom of the Lexington shaft on the 3200 and the mining area on the 3900, the capacity of this system is only 85,000 cubic feet of air per minute. It was calculated that the capacity of the system could be in¬creased to meet the demands of the current mining program in this section of the mine by utilizing a single, straight, horizontal air course on the 3200 and by driving an inclined air raise 740 feet long between the 3900 and the 3200.

Placer Dome Canada owns and operates the Campbell Mine at Balmertown, in the Northwestern corner of the Province of Ontario, Canada. The mine operates at 1500 stpd and produces in excess of 300,000 oz of gold annually. Recent changes to the gravity concentration circuit have resulted in a 10-15 % increase in gravity recovery. The circuit changes responsible for these improvements will be the focus of this paper.

Column experiments were performed to determine the ability of Madison aquifer material to adsorb arsenic and other constituents in a heavily mined watershed of the Black Hills in western South Dakota. The Madison aquifer is a karstic dolomite and limestone reservoir that is exposed on the flanks of the Black Hills. Streams that cross the Madison in the eastern Black Hills typically lose all their flow to the aquifer at sinkholes. In this work, Madison aquifer material was obtained for loading of six-inch diameter columns, which were backfilled with Madison aquifer water. Stream water then was allowed to displace the aquifer water during column testing in order to simulate mixing of the two waters at sinkholes and to determined adsorption of arsenic and other dissolved constituents. Initial results show that some adsorption of arsenic occurred when compared to more conservative tracers such as nitrate.

Accurate modeling of the semivariogram is an extremely important step in the geostatistical analysis of mineral deposits. Automatic fitting of a mathematical model is often possible but not necessarily desirable. Significant geologic and statistical information must be taken into account in the fitting process, which is not always available to the computer. Manual fitting of the model is, on the other hand, extremely time consuming. Interactive graphics are best suited to optimize the process. A number of interactive methods are described, which are adapted to the modeling of semivariograms in one-, two-, or three-dimensional environments.

The primary method of slope stabilization is ground water-control. Recent research has established the properties which slope materials must exhibit in order for stabilization measures to be feasible, but there is little guidance in the literature about suitable field tests to develop the parameters needed for this evaluation. This paper presents a proven method for large scale testing which allows an evaluation of the feasibility of ground water pressure control in a reasonable cost and time frame. Methods of performance and analysis of the test are presented, and the method is illustrated by reference to case examples.

My charge is to review briefly "Coal In The Electric Utility Industry - Present and Future." Thus, I will not dwell on the overall energy picture, other than to express what most others involved in the energy picture know - we're in trouble! Several years ago, speaking to another engineering society, I said, "Much has been and yet will be said and written about the energy situation in our Country." What an understatement! The energy question has reached crisis proportions and is a top priority item at the highest level of government, Unfortunately, it will be in that situation for some time to come. Many factors created this complex problem, and we all share some of the blame. But I am perplexed when I read in the popular press that environmental factors are unrelated to the energy crisis when I know this to be untrue. In the recent past all forms of energy have been cast in the role of villain, particularly coal with its problems of surface mining, mine safety, acid water drainage, sulfur content, and a multitude of other adverse factors relating to the environment in one way or another. As you know, the sulfur situation has led to the closing of numerous mines, resulting in the lessening of our mining capacity. Today, along the Eastern Seaboard, 60 to 70 million tons of coal are displaced by imported oil, primarily to meet air standards. Even in the Midwest, utilities sitting on enormous coal reserves are converting to other fuels or hauling low sulfur coal thousands of miles from the western Mountain States. [We will hear more about this coal from another speaker on the program this morning.]

Union Carbide_ began looking seriously at heap leaching in 1971. At that time some 1.6 million tons of mineral averaging 0.040% U308 were stockpiled at various sites around the Gas Hills, Wyoming, uranium facility. Several alternatives for economically exploiting these reserves were considered and heap leaching seemed the most attractive. At the time, Western Nuclear Inc. was operating a heap leach project nearby in which the low-grade ore was leached with sulfuric acid, the product liquor treated in an on-site solvent extraction circuit, and the stripped product liquor re-acidified and recycled. They were most generous in allowing us to visit their site, answering our questions, and were helpful in discussing the problems associated with heap leaching. They confirmed our belief that, it was possible to operate a heap leach profitably on material too low grade for. conventional milling. Based largely on what we had learned from Western Nuclear's experience, a program was set up involving a laboratory study to determine the characteristics of the mineral stockpiles as related to heap leaching and to conduct a pilot heap leach adjoining our Gas Hills mill. Basically, the pilot heap construction and leach procedure were similar to those described in the literature(1,2) with certain modifications to permit detailed monitoring of the operation. In May, '1972, the decision was made to construct a test heap. The UCC plant at Gas Hills, Wyoming was selected as the most appropriate site for the follow¬ing reasons:

This paper compiles the research work conducted by the Spokane Research Laboratories in the investigation of shotcrete within underground mines to the applied design of ground support for the operator. It looks at the design methodology in terms of employing shotcrete as a fabric to confine the rock mass between the individual bolts as dictated by empirical charts. The failure mechanism in terms of its implication on design is presented with respect to the design of 6m wide tunnels for temporary and permanent openings within weak rock masses. This is reflected by field observations that relate laboratory tests to the onset of failure for the operator in order to provide guidelines for design and monitoring. This is coupled with guidelines for safe entry in terms of cure times as well as the understanding of the behaviour of the shotcrete in terms of fibres and the overall strengths that result with respect to the design of the mine openings. This enables the operator to better understand his workplace thereby provide a safer work environment.

A number of mineral processing techniques have been adopted for the separation of the plastics making up a typical beverage bottle, and a complete flowsheet developed. Thus, size reduction, heavy media separation and flotation were used to separate PE, PVC and PET from their mixtures with cellulose fibers and aluminum, which makes up the cap of such bottles. It is shown that while heavy media separation allows the separation of a PVC/PET mixture from the solid waste, froth flotation can be readily used to separate PVC and PET from a mixture of the two. For this purpose, the differential action of an alkaline aqueous solution (PH=II) which contains methanol and MIBC as surface tension control agents has been found to be a suitable flotation medium. This paper reports some aspects of the flotation flowsheet developed for the separation of plastics from municipal solid waste mixtures and PVC from PET.

Raw materials used by the Flat Glass Industry are known in the Industrial Minerals geology sector as Specialty Products. These pro- ducts must meet specification limits usually not the same for all glass manufacturers. Evolving new glass compositions will require mineral concentrates of consistent purity being produced within economic limits that will assure market viability of the resulting glass product. The amount of success the Flat Glass Industry will achieve by developing and maintaining domestic production centers will be determined by many economic factors which affect the costs of doing business. Technological developments by mineral processors must continue in order to achieve more efficient production of high quality glassmaking raw materials.
