Stone, one of the oldest building materials, today remains a well-established material throughout the construction industry. The use of natural stone is much less prevalent now than in the past. It is still widely considered to be the most aesthetically pleasing, prestigious, and durable building material. New and re-opened quarries are coming onstream to meet increased demand related to new building technology and increased residential use of stone. CLASSIFICATION No classification can completely eliminate overlap between dimension stone, aggregate, and decorative stone because most stone is multi-purpose. Many used for decorative purposes are not produced specifically for that end use. Rock otherwise considered waste in dimension stone or aggregate quarries can be decorative stone coproducts (Fig. 1). Many uses require a compromise between decorative and structural qualities (Bowles, 1992, written commu¬nication). Shipley (1945) used decorative stone interchangeably with or¬namental stone. Gary et al. (1972) defined decorative stone as that used for architectural decoration, such as mantels, columns, and store fronts, but added that it is sometimes set with silver or gold in jewelry as curio stones. Bates and Jackson (1987) also restricted decorative stone to that used for architectural decoration. Meanings of otherwise identical terms used in the stone industry differ be¬tween geologists, engineers, and quarriers. They often carry a much broader meaning for quarriers and engineers compared to their very specific use by geologists (Makens et al., 1972). Decorative stone, including ornamental stone, is more broadly defined by geologists as any stone used primarily for its color, texture, and general appearance. It is not used primarily for its strength or durability, such as construction stone, or in specific sizes, such as dimension stone. The decorative stone industry uses a much wider range of stone types compared to stone that is dimensioned. Decorative stone usually serves some structural pur¬pose, but is not load-bearing to any great extent. Weak or costly stones serve in decorative, not structural, applications. STATISTICS AND END USES Decorative and dimension stone data are difficult to separate because the US Bureau of Mines keeps statistics only on dimension stone and crushed stone. The value of domestic dimension stone production in 1990, which includes some decorative stone, was about $210 million compared to imports of about $524 million and exports of about $35 million. Production was 1 080 t of which at least one-third was for decorative uses (Taylor, 1992). The principal uses are rough blocks in building construction (23%) and monu¬ments (18%); the remainder is used as ashlar (18%), curbing (12%), and miscellaneous (29%). Major rock types are granite (50%), limestone (30%), sandstone (10%), slate (3%), marble (2%), and other (5%) (Harben, 1990). Crushed stone valued at $5.6 billion was produced in the United States in 1990 by 1700 companies operating 3400 active quarries in 48 states (Tepordei, 1991). About 52% is used in con¬struction, 9% in cement and lime manufacturing, 2% in agricul¬ture, 2% in industrial uses, and 35% for unspecified uses including decorative aggregate. Limestone and dolomite comprise about 71%, granite 14%, and traprock 8% of the stone crushed in the United States. The remaining 7% are, in descending quantity, sandstone, quartzite, miscellaneous rock, marble, shell, calcareous marl, volcanic cinder and scoria, and slate. The basic types of decorative stone are: rough stone, aggregate, cut or dressed stone, and manmade stone [(Table 1)]. Rough Stone Rough stone is used as it is found in nature with very limited processing such as minor hand shaping, edge fitting, and size or quality sorting (Perath, 1992, written communication). This stone type is often marketed locally in relatively small tonnages and includes fieldstone and flagstone. The primary end uses of rough stone are landscaping, edging, paving, or large individual stone landscape or interior accents [(Fig. 2)]. Fieldstone: Fieldstone is picked up or pried out of the ground (gleaned) without extensive quarrying and includes garden or large landscaping boulders (Austin et al., 1990, Hansen, 1969). Boulders and cobbles may be split or roughly trimmed for use in rubble walls and veneers, both interior and exterior. Popular fieldstone rock types include sandstone, basalt, limestone, gneiss, schist, quartzite, and granite, but many others are suitable. Much fieldstone is col¬lected by individuals or small companies because the industry is labor intensive and markets are small. The stone may be sold locally in small quantities from the back of vehicles (Austin et al., 1990). Fieldstone includes many rock types, sizes, and shapes with the only common denominator that it must be set by hand and be durable (Power, 1992, written communication). Moss Rock. Moss rock is fieldstone partially covered by algae, mosses, lichens, and fungi that give the rock an aged and variegated patina (Austin et al., 1990). The plants are supported by moisture and nutrients in the stone. Moss rock is used for landscaping, walls, and fireplaces. Although almost any durable rock can be a moss rock, most are slabby or rounded sandstone and limestone (Fig. 3). Flagstone: Flagstone or flagging consist of thin irregular slabs used for paving, walkways, and wall veneers. Random-shaped flagging is produced widely in the United States. Suitable stone

The latest estimates compiled by the Society of Exploration Geophysicists again indicate a moderate increase in mining geophysical activity in 1980 over the 1979 level. While North American activity remained at above the 1979 level, a considerable increase in mining geophysics was reported in South America, Australia, and the Far East. The total worldwide expenditures for mining geophysics were reported to be $53.7 million in 1980, compared to $44.4 million in 1979, and $31.6 million in 1978. During 1980, approximately 2% of all dollars spent on geophysics were attributed to mining geophysical activities; this percentage has remained relatively constant in recent years. Airborne surveys accounted for 51% of the total worldwide mining geophysical expenditure, 43% was spent for land surveys, and 6% for borehole surveys. Within the US, the breakdown of expenditures for land surveys was 60% for elec¬trical methods, 23% for gravity and magnetic methods, and 17% for seismic techniques. Electrical techniques remain the primary exploration tool for US mining geophysicists. Electrical Methods With inductive or electromagnetic (EM) techniques, significant developments were achieved in both frequency-domain and time-domain systems. Work continued on increasing the signal level on most time-domain (TEM) methods, to increase the exploration depth. The Crone group increased the power of its Pulse ElectroMagnetic system (PEM) to a 20-amp transmitter-loop capability. The GEOEX group is modifying the SIROTEM II system to obtain larger transmitter amperage from a portable motor generator. Geonics developed a new digital recording system (data logger) for its EM-37 system. This development should increase the productivity of EM-37 crews. A new ground, frequency-domain EM system was developed by the Scintrex group. This novel Genie system does not require a wire link between the receiver and transmitter. Because an amplitude-ratio is measured, the Genie data are reported to be relatively insensitive to coil orientation and distance errors. This new technique does not need extensive line-cutting or accurate station-chaining and would appear to be a good reconnaissance instrument. Scintrex also began marketing the new IPR-11 induced polarization spectral receiver. This receiver is microprocessor controlled, and can output to a cassette tape and record 10 windows of secondary voltage decay simultaneously from up to six receiver dipoles. The Phoenix group's new 100 kW induced polarization/resistivity (IP/R) transmitter began tests using their IPV-3 multifrequency, multichannel receiver. While this unit was primarily developed for "oilfield" IP exploration research, it has obvious application to "deep" mineral exploration. The Phoenix group also developed a new remote-reference, real-time magneto-telluric (MT) device in 1981. This five-component MT sys¬tem has a frequency range from 0.0005-384 Hz. Helicopter-borne electromagnetic (HEM) developments also continued in 1981. The mining in¬dustry increased its use of the new Geonics EM-33-3 multifrequency, multicoil instrument. In 1981, the Dighem group developed software for estimating magnetite as a mapping parameter from its HEM system. Dighem's work is said to complement airborne magnetic intensity surveys, since the HEM estimate is independent of remanent magnetism and magnetic latitude effects. Gravity and Magnetic Methods Probably one of the most innovative techniques in geophysics in 1981 was the use of airborne gravity surveys for both mining and petroleum exploration. The Carson group is using a modified, shipborne LaCoste-Romberg platform in helicopters. Data accuracies to 0.5 milligal have been achieved by flying gridded surveys. Although this airborne method is expensive-up to $186/ km ($300/line-mile)-the geophysical community has been excited by initial results. On the ground, the portable proton-precession magnetometers are becoming sophisticated. Both GeoMetrics and EDA recently introduced field magnetometers having data storage and processing capabilities. This development should greatly increase the productivity of ground-magnetic surveys. Seismic Methods Development of high-resolution seismic techniques continued in 1981. These techniques have primarily been directed toward coal studies for fault detection. OYO Instruments introduced their McSEIS-1500 seismic data acquisition system in 1981. This device contains a 24-channel recording capability, with digital output to 256-kbyte floppy disks. The high-speed data transfer using the disk media is considered a desirable feature. Borehole Methods The general decrease in uranium exploration, where borehole logging is extensively used, probbly led to the overall decline of geophysical logging activity in the minerals industry. However, a number of new sondes and logging systems were introduced in 1981: • Mount Sopris recently introduced their Series III logging system. This microprocessor-controlled unit records up to four channels of data on nine-track or cassette magnetic tape. The logging package is relatively light-weight, so helicopter transport to mountainous or roadless exploration sites is possible. (Both the Edcon and Woodware-Clyde consulting groups offer "slinging" capabilities for their Mount Sopris units.) Mount Sopris is continuing work on their 500-mm-diam (2¬in-diam) spectral gamma-ray sonde. This tool is expected to be available soon. • Owl Technical "slim-downed" its successful digital deviation probe to 380-mm (1.5-in) outside diameter. This new sonde will also measure inclinations up to 80° from the vertical, as compared with its older instrument that could measure inclinations to 30°. • A magnetic susceptibility sonde was introduced in the US by the OYO Instruments group. This Kappalog sonde contains two aircored coils for measurements slightly affected by thermal changes within the borehole. 24.1-BASIC PRINCIPLES JAMES R. TAYLOR The basic principle involved in maintenance is protection of a company's investment through the care and upkeep of machinery and equipment, buildings and properties. Maintenance is justified through making available to the maximum extent possible the facilities, machines and services required by the operating and production departments in their function of insuring optimum return on investment. As the size, cost and complexity of the equipment used in modern mining and related industries increase, operating and production personnel become proportionately more dependent upon maintenance engineering for its contribution to the overall profit picture. A greater part of the total cost now is charged to maintenance and the maintenance group becomes a major company unit. Basic maintenance concepts have changed very little over the years, but the advances in methods and technique have brought about tremendous challenge and have in consequence assumed a greater influence and importance. The older "sledge- hammer" methods have given way to engineered and scientific systems, while the accelerating development of intricate equipment and machinery, and the instrumentation essential for control, demand an ever-increasing upgrading of maintenance personnel. Regardless of this growth in importance, cost and complexity of the maintenance function, it is important to remember that it is not an independent and self-sufficient unit, but is a necessary facet of the entire plant operation and is subject to the company's total production effort. As one part of a team, maintenance is successful only when functioning cooperatively wit11 the other departments it serves Close collaboration in all areas served by n maintenance group is essential if it is to function fully to protect the company's investment, whether the assets are in machinery, materials or people. 24.1.1-MAINTENANCE SCOPE Maintenance functions may be grouped into the two general classifications of primary and secondary. This grouping constitutes a basic division although, in practice, the scope of the maintenance activity varies in each mine or plant and is subject to differences in size and type of operations and company policy, plus the influence of precedent, which may be sectional or industry-wide. The primary functions supply the justification for the maintenance engineering department. while secondary functions are variable according to plant conditions and needs. The primary functions may be categorized as follows: 1. Maintenance of existing machinery and equipment. 2. Maintenance of existing buildings and grounds. 3. Inspection and lubrication of equipment and machinery. 4. Utilities generation and distribution. 5. Alterations to existing equipment and facilities. 6. Installation of new equipment and facilities. 7. Instrumentation.

INTRODUCTION The first portion of this chapter is concerned primarily with the contamination aspects of fine coal cleaning that include both the solids and water discharged as waste products after coal preparation. Topics include characteristics of the water and solids, changes that occur to both of these phases during use and after impoundment, as well as the impact that these changes have on unit operations and the environment. Attention is also given to the formation of acid mine drainage and treatment options that may facilitate reuse of the water. The second part of the chapter analyzes the problem of air contaminants from coal preparation plants including analysis of air pollutants and control methods. An overview of air quality regulations is also presented; most provisions have little or no applicability to coal preparation plant operation but are presented to provide an understanding of end-user constraints. The final part of the chapter emphasizes the long-range problem of refuse disposal and control. An overview of characterization, maintenance, and control of the refuse area is presented, as well as design guidelines. A brief review of stability analysis procedures is also included. PREPARATION PLANT WATER Characteristics of Makeup Water for Coal Preparation There are few specific rules governing the quality of makeup water used in coal preparation processes.'" It is generally accepted, however, that the solid matter content should be less than 5%. The solids concentration in plant makeup water typically varies between 0.25 to 0.9 lb per gal (30 to 110 g/L) and may reach concentrations as high as 1.7 lb per gal (200 g/L). The water used in coal preparation is usually obtained from one or more of the following sources: public supplies, rivers and streams, canals, mine water, and wells. In most cases, water is obtained at the lowest cost including any necessary treatment. A major portion of the recirculated water is clarified by thickeners and settling ponds to remove fine coal and clay particles. Sufficient water is generally available to meet the needs of coal preparation in most areas. It has been estimated that approximately 65 to 70% of the makeup water used in a coal preparation plant comes from surface sources. It is important to note that a variety of substances are commonly found in natural water supplies, whatever the available source may be (Table 11-1). Excessive concentrations of some of those substances can have an affect on plant performance; the effect of specific contaminants on unit operations will be discussed

"Rare earth elements (REEs) found in coal are in the form of minerals, ion-substitution with clays and organically bound. Rare earth minerals (REMs) such as monazite exist in coal and have a grain size less than 5 microns. Froth flotation was successful in concentrating REMs existing in a thickener underflow material derived from Fire Clay seam coal which contained around 300 ppm of rare earth elements (REEs). Conditioning with fatty acid followed by processing using multiple stages of conventional flotation produced a final concentrate containing 2300 ppm REEs. Using a laboratory flotation column, a concentrate containing around 4700 ppm of total REEs was produced equating to an enrichment ratio of 10:1. INTRODUCTION Rare earth elements (REEs) are becoming increasingly important and have been widely used as raw materials for the production of phosphor, metal catalysts, magnets, and batteries [1, 2]. REE recovery from alternative sources such as coal and coal by-products has the potential to stabilize the economic viability of coal mining operations while providing a dependable supply of critical materials. The average REE content of the world coal is around 60-70 ppm [2]. There are many well-known coal beds with high contents of REEs such as those in the Far East coalfields in Russia (300-1000 ppm), the Fire Clay coal seam in eastern Kentucky (500 ppm), and the Sydney Basin in Nova Scotia, Canada (72-483 ppm) [3-6]. The occurrence of REEs in coal and coal by-products can be classified into three types, i.e., rare earth minerals such as monazite and xenotime, ion exchangeable REEs in clays, and REEs associated with organic matrix. The particle size of the rare earth (RE) minerals in coal and coal by-products is very small and normally in the micron and/or nanometer scales. The flotation technique, which is based on the surface chemistry difference, has been widely used to treat fine rare earth industrial minerals such as monazite, xenotime, and bastnaesite [7-11]. As such, flotation is a promising method for the concentration of REEs from coal and coal by-products. In the current study, rare earth flotation was conducted using the fine coal refuse generated at an operating coal preparation plant treating coal from the Fire Clay seam. REE concentration by flotation required an appropriate amount of grinding and control of the pH value while using typical collectors. Prior to RE concentration, release tests were conducted to evaluate the floatability of the recoverable coal and the REE distribution in the flotation fractions in the fine refuse. Mineralogy of the REE was studied using SEM-EDX."

INTRODUCTION The continuous mining machines which were introduced in the 1950's now account for more than half the production of coal from underground mines. Unfortunately, these continuous miners which were designed for increased productivity have also increased the concentration of respirable dust in mines. Inhalation of this respirable dust by miners causes the Coal Worker's Pneumoconiosis (CWP). Concern for CWP increased in the United States following a 1963-65 survey that showed definite x-ray evidence of CWP in 9.8 percent of working miners and in 18.2 percent of nonworking miners in the Appalachian bituminous coal region (Breslin and Niewiadomski, 1982). One of the major objectives of the Federal Coal Mine Health and Safety Act of 1969 was the prevention of CUP. This law initially limited the daily average exposure of coal miners to 3 mg/m3 of respirable dust. However, following the results of a probabilistic model developed by Jacobsen, et. al. in 1971, the limit was reduced to a mass concentration of 2 mg/m3 unless quartz content exceeds 5 percent, a rare occurrence in mines. Based on x-ray categorization prior to death it is believed that the mass concentration in the respirable fraction is a parameter of primary interest for hygenic evaluation of dust exposure. Elorgan, Burgess and Jacobson (1973) suggested that the quantity of inhaled dust, although influential is not the only aspect of exposure which is significant in producing CWP. Miners working in higher rank coal (anthracite) mines are more susceptible to CWP (Morgan, Burgess and Jacobson, 1973). This also confirms the findings of the British (Bennett, Dick and Kaplan, 1979 and Hurley, et. al., 1979) and Germany (Reisner and Rubock, 1977). Based on the cy to toxicological evidence Reisner and Rubock (1979) suggested that when coal properties are similar, increasing quartz and mineral content increases toxicity. David, Ottery and Le ?oux (1975) examined that as the severity of the CWP increased the retention of the coal dust content in the pulmonary region remained the same, while that of quartz content increased significantly . Leiteritz, Baur and Bruckman (1971) studied the various components of coal dust and showed that coal particles comprised a smaller fraction of the mass of fine dust than did particles , of quartz and minerals. It is ironic that quartz and mineral matter both comprise smaller fractions of the higher rank coal dust (Dodgson, et. al., 1971 and Dwiggins, 1981). The fluorspar deposits at Okorusu, Namibia are closely related to an alkaline igneous ring complex of late Cretaceous age (125±7 Ma). The fluorite ores consist of relatively fine-grained purple replacement fluorite and subsequent coarser grained purple and green vug-filling fluorite crystals. Homogenization temperature measurements for 38 primary fluid inclusions shows that main stage purple to green fluorite crystals were deposited over a temperature range from 166°C to 144°C, and minor late yellow fluorite was deposited at lower temperatures from 132°C to 128'C. Homogenization and freezing temperatures measured for 18 primary fluid inclusions shows that the fluorite-depositing fluids were less saline than MVT ore fluids and overlap the lower temperature range of fluids that deposited epithermal ore deposits. Mining in two open pits (A and B) at Okorusu has gradually provided exposures which reveal that the fluorite orebodies have been emplaced primarily by the preferential replacement of carbonatites. Evidence for the replacement of carbonatite includes: 1) replacement remnants of carbonatite within the fluorite ores, 2) goethite pseudomorphs after the carbonatite minerals, pyroxene, pyrrhotite, and magnetite that are disseminated in the fluorite ores, 3) partial replacement by fluorite of a titaniferous magnetite rimmed carbonatite dike in the A pit, and 4) partial replacement by fluorite of a large sill-like carbonatite body in the B pit. Electron microprobe analyses of minerals in unreplaced portions of the carbonatites show that their mineralogy consists of titaniferous magnetite, diopside pyroxene, apatite, biotite, and calcite. Magnetite contains 6.97% to 10.46% Ti02, averages 8.44% Ti02, and has an average V203 content of 0.35%. At high magnifications under the SEM, the magnetite shows abundant fine ulvöspinel exsolution lamellae arranged in a cloth texture. Apatite contains moderately high fluorine contents that range 3.21 to 5.0% and average 4.2%, and apatite crystals range in total rare earth oxides from 1.7% to 2.61%. Pyroxenes in the carbonatites are iron-rich diopside, and they contrast to pyroxenes in the fenites that are aegirine-augite. All of the microprobe analyses for mica crystals in the carbonatites give biotite compositions. The fluorite ores also have replaced marble locally in the A pit, especially along the A band in the B pit, and dominantly in the orebody proposed for the new C pit. Carbonatite and marble were preferentially replaced by fluorite because the calcite was readily soluble in the presence of the fluorite-depositing fluids and the dissolution of calcite provided calcium for the formation of fluorite.

INTRODUCTION Certain activities, such as emergency work and rescue operations, often have to be undertaken in environments where heat loads often exceed limits prescribed for routine work. This is particularly relevant to the South African mining industry where heat stress-induced fatalities are not uncommon during rescue operations. In this regard an excessively hot environment is defined as one where either the dry-bulb temperature exceeds 37,0°C or the wet-bulb temperature exceeds 32,5"C, and it is therefore not surprising that heat stroke mortality escalates rapidly when these limits are exceeded. A review of both local and international standards indicated that the available information on safe exposure times under abnormal heat stress conditions is very limited. Where available, such standards are aimed at the general population, including both sexes, irrespective of age and also the least heat tolerant worker, and not at a medically-screened, all-male population free of grossly heat intolerant individuals, as is the case in the South African mining industry. It is suggested that available norms and limits are too conservative for local application and, therefore, unrealistic. In view of the definite need to protect workers when exposed to abnormally high environmental temperatures, the present study was undertaken to establish a scientifically derived data base. applicable to local conditions, to determine safe exposure times: Any exposure limit, especially in an emergency situation, should be easy to administer, valid and reliable. These aspects, there- fore, form an integral part of this paper. FORMULATION OF HEAT STRESS LIMITS The formulation of heat stress limits was based on the criterion that a heat exposed individual should experience a negligible risk of developing dangerously elevated body temperatures. In order to provide a database for risk assessment, certain physiological responses of heat tolerant men were determined at various combinations of thermal conditions and work rate in a climatic chamber. These physiological responses were analysed statistically in order to predict safe survival and tolerance times as a function of thermal conditions and work rate. EXPERIMENTAL DESIGN A total of 202 randomly selected, medically fit mine workers volunteered for the study on the basis of informed consent. These men were considered to be inherently heat tolerant in as far as they had successfully completed a heat tolerance test (Anon., 1991) or the standard climatic room acclimatisation procedure used on many South African gold mines (Anon., 1989). INTRODUCTION Today, flotation is clearly the dominant mineral concentration method. Since it is a relatively selective process, it is used for almost all sulfide minerals. A recent U. S. Bureau of Mines study indicated that approximately 225 million metric tons of sulfide ore was processed in 67 plants in the United States in 1980 (USBM Staff, 1981). There were over 100 plants processing copper ores in the world (Bassarear, 1985). Sulfide ores containing lead, zinc, copper, molybdenum, precious metals, cobalt, nickel, and iron are generally separated and concentrated by flotation. This chapter briefly reviews the plant practice related to the recovery of the above-mentioned sulfide minerals with emphasis on chemical reagents used for the production of marketable-grade products. PROCESSING OF SULFIDE ORES It is beyond the scope of this chapter to review the milling data for operating plants which have been extensively covered in literature (Tveter and McQuiston, 1962; Rausch and Mariacher, 1970; Weiss, 1985; Crozier, 1979). However, the following generalizations can be made regarding the processing of sulfide ores: 1. The primary grind is targeted to produce as coarse a product as necessary to provide an economic degree of liberation. 2. The concentration process, generally flotation, is designed to produce a concentrate consisting predominantly of valuable minerals and a middling fraction which may require further grinding to produce an optimum release of minerals. 3. The chemical reagent suite (collectors, frothers, etc.) for the separation of sulfide minerals from gangue minerals is generally complex. Total reagents used in the flotation process can be as high as six to eight, as is the case for lead and molybdenite separation from complex sulfide ores. 4. Chemical reagents are generally expensive because of the high selectivity for sulfide minerals. The process flowsheet is dependent on several factors, including ore grade and mineralogical composition. Generic process flowsheets for processing different sulfide ores have been developed for discussion in this chapter. However, there appears to be a consistent relationship between the reagent combination choice and the mineralogical composition of the ore (Tveter and McQuiston, 1962). These are covered in detail in the following sections. LEAD AND ZINC Galena (PbS) and sphalerite (ZnS), which commonly occur together, are the only minerals of lead and zinc, respectively, in most primary deposits. Feed ore grades are typically 1 to 5 percent Pb and 1 to 10 percent Zn. Very often economic quantities of copper and precious metals, silver and gold, also occur with these base metals.

1.1. INTRODUCTION Despite indications of a general economic recovery in the U.S. during the mid-19801s, mine operators have not generally shared in the benefits of these reported better times. Budgets have not rebounded, borrowing is tougher, parent companies' pockets are not as deep as in previous years, and margins are not any better -- if there is any left over at all. Managing capital equipment budgets is always a challenge, and the last five years of stretched equipment lives make these decisions more tenuous. Delays and avoidance of replacements due to tough times inevitably makes those decisions increasingly difficult and usually more expensive The purposes of this paper are to present. a brief refresher outline of the fundamentals of equipment replacement analysis, to suggest a number of papers where analysis methods are explained in greater detail. and to recommend the use of a widespread microcomputer software capability (1-2-3) as the easiest path to a much-needed solution for a very difficult, and usually under-supported management decision problem 2. REPLACEMENT DECISION POLICY Investments in equipment replacements must compete for capital with all other investment alternatives. Capital for replacements of ten represents a greater commitment than do the new projects which a company might handle in a given year. But. sadly, formal policies for standardized analysis of replacements rarely exist, even in major companies. Yet this policy can be very significant in determining the competitiveness of a firm. Whereas many replacement decisions are based on cost minimization, economists and financial analysts agree that wealth maximization or return on investment is the superior criterion. Though the difference may seem slight, agreement on a firm's financial objective is vital. Replacement policy should be straight- forward. have a logical basis, and a proper level of sophistication. There are several reasons to develop a policy for replacement decision-making: [I] 1 - equipment's optimal economic life is nearly always shorter than its physical life; 2 - mine life often exceeds equipment life, so management must face these decisions routinly 3 - replacement capital costs, on an undiscounted basis, can run 25 to 75% of original capital 4 - technological changes may result in a newer machine or system which can operate more efficiently, more safely. or less expensively 5 - estimates should be made consistently in the fundamental areas of life expectancy, availability, utilization. price escalation, taxes 6 - long-term and short-term budgeting without decent data and analytical capability is nearly impossible, or at least ineffective Policy development assumptions which must be considered include: the planning horizon, cost patterns, interest rates, availability of capital, replacement vs. expansion, technology advances.

INTRODUCTION Las Vegas has recently been termed the “Construction Capital of the Country”. It has also been acknowledged as the fastest growing city in the country for several years running. The rapid growth improves the economic picture of the region but it also imparts unusual demands on the area’s infrastructure. In 1994 the Southern Nevada Water Authority (SNWA)was working on a master plan to address the rapid growth. A long range analysis revealed the need for additional water treatment capacity and delivery systems. Short term projections showed that the current system would reach capacity in the summer of 1997 with the possibility of demand exceeding the supply. The River Mountains Tunnel #2 is part of a $150M scheme to quickly upgrade the system to meet the short term demand, improve the overall system operation and allow for a smooth transition into the larger additions being planned for the future. The SNWA selected Carollo/Black & Veatch (CBV) to provide detailed design and construction management for the upgrades. The River Mountains Contracts consisted of five separate contracts broken out separately to stream line a very aggressive (just 34 months) design and construction schedule. Necessary work included four miles of excavated and lined tunnel, connections from existing pipelines to and from the new tunnel including large diameter (to 3.66m(144 in)) valves, a 18 927cu m (5 million gal) regulating reservoir, a surge tank and a 170 343cu m (45 million gal) reservoir to add additional storage to the system. Notice to Proceed was given to Kajima Engineering and Construction (Kajima) on May22, 1995 for the construction of the River Mountains Tunnel #2. The design called for a tunnel to be driven 6070m (19 915ft) in rock and lined to a finished diameter of 3.71m (12.17ft).Excavation began on December 14, 1995 and holed through on April 30, 1996. Lining began on June 25, 1996 and a notice of Substantial Completion was issued on December 13,1996. This paper describes the measures taken to complete the tunnel in 18 months from Notice to Proceed to Substantial Completion. THE RIVER MOUNTAINS SITE The River Mountains are a low range of rugged mountains separating the Las Vegas Valley from its main supply of water, the Colorado River at Lake Mead. They are volcanic in origin and the harsh desert environment has left them as expanses of exposed bedrock rising 305m (1000ft) above the valley with little or no vegetation. An existing 3.05m (10ft)

Staurolite, an iron aluminum silicate mineral, is used industrially as a high value-in-use sandblasting agent, as a premium-grade foundry sand, and as the source of aluminum in portland cement manufacture in areas where the aluminum constituent is not economically available from shale or argillaceous limestone. Staurolite is produced by E. I. duPont de Nemours and Company as a coproduct of titanium mineral production in Florida, where it was first recovered on a commercial scale in 1952 from the Pleistocene sand deposit known as Trail Ridge. At this deposit it comprises about one-fifth of the heavy mineral suite, the principal other heavy minerals being ilmenite, leucoxene, rutile, zircon, kyanite, sillimanite, and tourmaline. Staurolite and other nonconductive silicate heavy minerals are separated from the conductive titanium minerals on high-tension electrostatic separators. The silicates are then separated from one another magnetically, the staurolite being relatively magnetic. In the total process, 200 t of raw sand yield 7 t of heavy mineral concentrate from which about 1 t of staurolite is recovered. The staurolite concentrates have the characteristics given in Table 1. Staurolite concentrates are sold in three grades having the size distribution of subrounded grains shown in Table 2. All three grades are used in sandblasting for cleaning metal, for paint removal, and for cleaning masonry buildings. Staurolite compares favorably with lower priced abrasives, such as boiler slags and silica sand, in applications where the abrasive is used only once and is not recovered and recycled. Because it is hard, fine, clean, and dense it can reduce blasting time, and less material is required to clean a specific area. Compared to higher priced abrasives such as aluminum oxide and garnet, which are recycled, staurolite costs significantly less per kilogram and cleans at equal or faster rates. Its breakdown factor, which is a measure of recycling performance, is intermediate between those for aluminum oxide and garnet. [ ] [Tables 3 and 4] show the blast cleaning performance of the three staurolite grades compared to other abrasives. [Table 5] compares the longevity of premium priced abrasives during recycling. [Table 6] shows a cost comparison between silica sand and staurolite. Fringe benefits claimed for staurolite's use as an abrasive are: 1. Good flow properties and freedom from the lumps or slivers found in silica sand or boiler slag abrasives. 2. Low dusting affords good visibility, permits faster working, and reduces cleanup problems. 3. Heated storage is not required during freezing conditions, because the mineral is nonhygroscopic.

Erratic distribution of values in free gold ore bodies presents severe problems in sorting material in large scale open pit mining. However, an intense program of modern blasting techniques and less than modern gold panning results in good sorting at Houston International's Manhattan mine. Blasting technique is important. If the sample location cannot be relocated because of blasted material movement, information acquired while drilling is useless. So short benches are critical to minimize dilution. Though not very accurate, panning allows for rapid analysis. The more accurate fire assay does not provide the needed speed. Panning can be fairly accurate and errors made are mostly on the low side. Samples of mixed and broken stockpile material are used as checks on pit procedure and to develop stockpile content in¬formation. Added tonnages discovered offset the higher labor costs of this careful sorting technique. The mine is located in central Nevada's Toquima Range in the small mining town of Manhattan, 322 km north of Las Vegas. The mine has four epithermal stockwork ore bodies that are mined in two pits. The mine problem was that conventional ore control was not separating ore from waste. Assays of 6-m blast-holes were used on 5-m centers. The blastholes were relocated by stadia survey after blasting. Holes assaying above the cutoff grade were flagged and mined as ore. This system is practical and useful in high concentration ore bodies or in evenly disseminated mineralization. But it was not practical at Manhattan because of large gold particles and small ore pocket sizes. Ore pockets were often missed when drilling a grid area for blasting. Also, large gold nuggets made assay results unreliable. The probability of a nugget being contained in an assay charge is small. So most results were low, compared to actual grades mined based on stockpile samples. When a nugget found its way into a fire assay charge, the result would be far higher than the actual grade of material represented. In addition, disturbance by blasting created problems in relocating ore. Because of these problems, the grade control program was intensified in September 1979. It successfully separated ore and waste in blocked out ore areas and located more ore in "waste" areas. Known reserves mined to date have increased up to 50% on some benches. The methods used are modern blasting techniques, detailed assaying, and traditional panning of samples collected from active mining faces. These methods allow mining flexibility, to match the variable mineral occurrence in ore bodies. The united effort of the geology and engineering departments has been important to the program's success.

The compared advantages of digital and analogue computers for solving ventilation problems have for many years been a matter of discussion among the specialists whose respective arguments have prevailed in turn depending on the progress of technology. In the French coal mines however none of these two techniques has superseded the other so far. In France, between 1956 and 1962 only the digital computer and from 1962 to 1967 only the analogue computer was used. Since then they are both used concurrently and complementarily. Depending on the problems dealt with, the most advantageous method is chosen in each case. In the case of ventilation planning for projected workings, it is possible to test variant forms of the development plans and many parameters can be varied. In such a case the flexibility of the analogue computer is a great help. Wrong lines taken will be rapidly abandoned and little by little solutions will be found. By examining the results of a test, new ideas will generally come into the mind and they can be tested right away. Such an investigation is always-carried out in conjunction with the engineers of the mine concerned. In complex networks it often leads to solu¬tions which could not have been devised from the start. The same work could be done by using a numerical method and the digital computers operating in the different coal mine districts, but for the same tests, the time required would be much longer and the participants would not be encouraged to use their imagination so intensively. Or the other hand for calculations of ventilation networks in ventilation surveying, use is made of the digital computer which gives the possibility of storing the data corresponding to the different mines concerned. The questions to be solved concern problems for which the ventilation network is essentially known, and in which only a small number of parameters can be varied. The few possible alternatives to be calculated can therefore be handled by the digital computer in spite of the relative lack of flexibility of the method. To sum up our ventilation studies are conducted in France as follows: - For ventilation studies and modifications due to projected workings use is made of the ana¬logue computer. For a given mine the updating of such ventilation studies is carried out every 3 or 5 years according to the progression of the workings. - For ventilation surveying while normal working operations are in progress, use is made of the digital computer.

Introduction In modern society, vanadium is defined as a strategic metal. Some 90% of the global consumption is used as an alloying agent for carbon steels, tool steels, and high-strength low-alloy steels (particularly for pipelines). Advanced titanium-aluminum-vanadium alloys are seeing application in the aerospace industry. Small but ever growing amounts are finding application as catalysts or in electronics. New uses are continually being discovered for this metal. One example of a new application is the vanadium-redox battery for use in generation plants and back-up power sources. Vanadium is found in a large number of minerals, of which the most important are carnotite, roscoelite, vanadinite, mottramite, and patronite. Just over a third of the world's vanadium is produced as a primary product; the balance is a by-product of the iron and steel, oil refining, power generation and uranium enrichment industries. Vanadium can also be sourced by recycling spent catalysts from the petrochemical industry and ash produced by the combustion of oil emulsion in power stations. However, recycling activities are believed to account for only a small amount of total world supply. Vanadium is recovered from these ores largely as the pentoxide (V2O5) [1]. The major sources of vanadium-bearing magnetite ores are scattered throughout Australia, China, Russia, and South Africa. Current estimates of world’s Proven & Probable vanadium reserves are of the order of 41.3 million tones [2, 3]. Commercial vanadium-bearing titaniferous magnetite deposits can be found in Kachkanar, Russia; Pan Zhihua, China; Bushveld, South Africa; and Windimurra, Western Australia [4]. Other deposits have been found in New Zealand, Canada, and India, among other countries. Vanadium consumption in the steel sector has increased some 7% per ton of steel over the last 10 years as new alloying applications have been found to improve steel's strength-to-weight ratio. Future demand from the aerospace and nuclear industries for non-ferrous vanadium alloys such as titanium and super-alloys is also likely to grow. Vanadium is usually added in the form of ferrovanadium, a vanadium-iron alloy. Vanadium compounds, especially the pentoxide form, are used in the ceramics, glass, and dye industries, and are also important as catalysts in the chemical industry. While established approaches may be used at an industrial scale to treat vanadium-bearing titaniferous magnetite ores in several countries, new alternatives are being developed worldwide. This review will give short overview of the treatment of vanadium-bearing titaniferous magnetite ores, an overview of direct reduction and direct smelting processes and an approach to determine technical alternatives for the property.

Drainage and erosion control often become problems at mine reclamation projects. An example of this was an abandoned surface uranium mine on the south Texas plains. Engineers with the Texas Railroad Commission solved these and other problems with a three-dimensional geomatrix erosion-control matting at the 69-hm2 (170-acre) site, about 70 km (45 miles) southeast of San Antonio. Enkamat, manufactured by Akzo Nobel Geosynthetics, was installed to reinforce the grass waterways that handle runoff from the reclaimed mine. Reclamation was completed in the spring of 1992. Bill Walker is regional manager for Erosion Control Systems. He worked with the contractor to identify an erosion control product that complied with the project's design and installation parameters. "Use of erosion control matting enabled us to reduce erosion control costs," said Mark Rhodes, with the Texas Railroad Commission. "Also, the erosion control material was more aesthetically compatible with the reclaimed landscape." The commission's design called for a terrace ditch to be constructed midway up the reclaimed spoil slope to catch and collect water. Commission engineers selected spoil slopes, ranging from 5% to 8%, to build reinforced grassed waterways to drain the collected water from the terrace ditches. This was done instead of dropping the water at steeper slope location in rip rap- or concrete-lined channels. Enkamat's three-dimensional geomatrix of heavy nylon monofilaments is 95% open space that aids root growth. Its root-reinforcement system resists the hydraulic lift-and-shear forces created by high-volume discharges of water. In addition, fine eddy turbulences are prevented from isolating and uprooting individual roots and clumps of vegetation. Enkamat is flexible and lightweight. This makes it easy to install. And, because grass grows into it over time, it "disappears" after installation. Between 12,540 and 14,200 m2 (15,000 and 17,000 sq yds) were installed in the waterway using 150-mm (6-in.) staples to fasten the matting, said contractor Dale Blackstock. "It was easy to use; no problem at all to put down." Blackstock selected Enkamat from a list of eight different channel lining materials described as acceptable in the commission's design specifications. The design specifications were based on the results of channel-lining performance tests conducted by the Texas Department of Transportation. Rhodes said that the commission's Abandoned Mine Land Reclamation program had installed Enkamat on other abandoned uranium mines and on an abandoned surface lignite mine near Austin. "Pretty much all of our installations of Enkamat have worked out well," he said. "There have been no failures. The reinforced grass waterways have performed as designed."

INTRODUCTION On February 17, 1995, WMATA Contractor J.F. Shea holed through the last segment of rock tunnels of the planned 103-Mile Rapid Transit System for the Washington Metropolitan Area Transit Authority. Through the joined efforts and cooperation between the owner and the contractor, the project was completed on time and within budget. The Glenmont extension is on schedule to open in Mid-1998. The complete 103-mile system is scheduled to open in 2001. WMATA’s earlier 19 miles of rock tunnels had been done since 1976 ? By drill and blast with heavy horseshoe steel sets, sets with shotcreting over wire-fabric by TBM and NATM. All rock tunnels were primarily in metamorphic gneiss and schist, part of an east coast lithology that outcrops in a band running from below Richmond, Va. To above New York City. The 5,400 ft. long twin six meter tunnels of the Glenmont line had been earlier de-signed in 1979 by URS of NYC using Jenny Engineering of Pittsburgh, Pa., as a tunnel design specialist sub consultant. Jenny had provided two alternative designs, one conventional drill and blast horseshoe and one for Tunnel Boring Machine. Funding considerations had put the design on the shelf and it was clear that the state of the art had led to improved design methods in the intervening years. Before URS was tasked to update their design in1992, the Authority reviewed its earlier hard-rock experiences in light of the funding mandate to complete each segment on a limited budget and an expedited schedule. Many factors considered and many opinions were in leading to a final decision to drop the earlier designs and redesign for a single designated means of tunneling. That method was the New Austrian Tunneling Method. The NATM had been used earlier on WMATA for both soft-ground and rock tunnels. In the public’s eyes the NATM had become inextricably linked with the use of PVC’s and filter material enveloping or partially enveloping the underground structures to give the holy grail of tunnels, a water-tight structure. Although this link of waterproofing methods with excavation and support methods was essentially severed, a general feeling of their interdependence no doubt helped lead to acceptance of the NATM decision because of the waterproofing design that accompanied it. The Authority decided to drop the TBM and conventional options and provide bid documents for NATM only. URS asked LAW Engineering of Atlanta to provide the NATM design of the tunnels and associated shafts.

This program provides a fixed-price contract for site remediation and case closure and is well suited for large pro­jects with multiple PRPs, such as Superfund sites. Because Kvaerner is a large engineering/construction firm and not a consult­ing firm, we can offer this type of contracting mechanism that envi­ronmental consulting firms are hesitant or unable to provide. With TRAC™, Kvaerner assumes financial and technical responsibilities for carrying a site through the closure process for a fixed price. Liabilities carried on our client's balance sheet for site closure can be removed when they sign up forTRAC™. In many instances, a profit can be realized as the liability on the balance sheet may exceed our TRAC™ fixed-price cost to close the site. Bonds and other sureties securing the site can be released and set­tlement with other involved parties can be quickly reached. For a project to be considered for this program, it typically meets the following criteria: 1) The project site should be physically separated from other contaminated sites 2) A reasonable quantity of site investigation data must be avail­able including site-usage history with or without a projected fea­sibility study(ies) and/or remediation design 3) Access to perform all necessary work must be available. After a review of all site data, K vaerner develops a "risk menu" to manage financial risks. In this "menu", each compo­nent of the project is assigned a level of probability that the costs will occur. Then the base cost of each activity is "weighted" by multiplying the potential cost growth by the probability. This analysis assures that the financial risks are appropriately defined, weighted, and mitigated and a realistic fixed price is developed. Upon acceptance of our proposal and conclusion of contract negotiations, Kvaerner takes over future responsibility for clos­ing your site. This allows the client to: 4) Release reserves obligated on financial statements for the site (and potentially realize a profit if the TRAC™ fixed-price cost is less than our client's booked obligation) 5) Finalize cost settlement with other responsible parties, insur­ers, etc. 6) Redirect resources involved in the environmental manage­ment of the site 7) Cap legal and administrative costs In addition to performing the site cleanup and closure work, at our client's request we are able to: 8) conclude lease obligations for property 9) dispose of equipment and buildings

"Gold rush" is usually associated the western United States - California, Nevada, and Colorado. The southeast section of the nation is known more for its rice, textiles, tobacco, indigo, and cotton. This area, though, is where it all began with gold in this country. The United States' first gold rush, in fact, is said to have started with the discovery of a 7.7-kg (17-1b) nugget in the Piedmont section of the Carolinas in 1799, some 50 years before the rush to California. The Carolina gold rush continued intermittently through 1942 when the Federal Government shut down all gold operations. Strong gold prices throughout the early part of this decade and new extractive technologies spurred a small resurgence of gold operations in South Carolina. Mind you, this is not Nevada with its flood of geologists and mining companies. Nor are there any 7.7 kg (17 lb) nuggets being discovered. But Ridgeway Mining Co., a joint venture between Kennecott Corp. and Galactic Resources, has set about mining 51 Mt (56 million st) of low-grade ore containing an estimated 43.5 t (1.4 million oz) of recoverable gold. The open pit, carbon-in-leach operation is located near the town of Ridgeway in South Carolina, about 32 km (20 miles) north of Columbia. Carolina gold North and east of Ridgeway, Piedmont Mining Co. operates the historic Haile gold mine near Kershaw, SC. And Brewer Mining Co. operates the nearby Brewer deposit. Between 1829 and 1942, South Carolina gold mines produced 10 t (318,800 oz) of gold. It all began in 1799 when Conrad Reed, son of a German immigrant farmer, found the 7.7 kg (17 lb) nugget in Little Meadow Creek, NC. His father thought the rock was worthless and used it as a doorstop, so the story goes. It took nearly three years before Conrad's father decided his doorstop was indeed gold. Gold was later discovered in the Greenville district of South Carolina. And, in 1828, Benjamin Haile discovered gold in a stream that ran through his property in Lancaster County, SC. Haile's mine became South Carolina's most famous and most productive gold mine, producing more than 7.8 t (250,000 oz). At first, miners worked the stream beds of Haile's property. Later, lode deposits were discovered on slopes alongside the creeks. They would lease 4.6 ml (50 sq ft) lots and mine as deep as 7.6 m (25 ft). During the Civil War, the Confeder-
