Coal production in the Central Appalachian region has a long history, and it remains a major US coal-producing region. The coal industry consensus is that the region is in a state of decline as evidenced by the recent lower regional output. Are Central Appalachian coal reserves adequate for the region to continue as a major supplier of low sulfur coal? To answer that question, this paper focuses on the Central Appalachian coal reserve base estimates and production trends. Central Appalachian (CAPP) reserve evaluations face the difficulty that there are no publicly available databases that provide a thorough analysis of remaining CAPP reserves. Based on best available Energy Information Administration (EIA) data, a coal reserve estimate of 17.6 billion tons is developed. This estimate appears high according to industry perception. Recent United States Geological Survey (USGS), and other state agency coal reserve estimation projects are evaluated as alternative approaches to the re-serve estimation problem. Using the conclusions from these studies, the CAPP reserve base is estimated at 7.1 billion tons. Another perspective on the CAPP reserve base is provided by reserve holdings of major CAPP operating companies reported at 5.2 billion tons. A conceptual mining cost analysis indicates substantial price increases will be necessary to offset this deterioration in the economic viability of the reserve base.

INTRODUCTION For more than a century, artificial ground freezing has been used for groundwater control and structural support for excavations. Most of the early uses of the freezing method were for sinking deep access shafts for mines and tunnels (1,2,3,4). More recently, ground freezing has increasingly been used for construction of large diameter cofferdams and soft-ground and mixed-face tunnels (5). Although ground freezing has been used in the past-for tunnels, it was invariably used as a last resort measure, where more conventional measures could not be used. The more recent freezing applications, however, have become increasingly cost competitive with more conventional techniques, and are now being included as part of the design concept (6,7,8,9,10,11,12). The purpose of this paper is to describe some of the more recent applications of ground freezing for tunnel construction. The paper begins with a brief description of the most commonly used freezing system, the Poetsch process. Recent tunneling projects utilizing ground freezing for structural support are then discussed. Volumetric mass transfer coefficients and gas holdups were measured in a concentric tube airlift reactor designed for the microbial desulfurization of coal. The slurries were comprised of an acidified basal salts solution containing thirteen different weight percents of coal (74 µm Ohio #1) at three temperatures. An enhancement in the mass transfer coefficient, KLa, with respect to that measured in pure solution was found at weight percents of 5 (volume fraction solids, ES = 0.035) or less, the greatest enhancement being as great as 37% at approximately 2 weight percent (ES = J 0.014). At higher solids fractions, the mass transfer coefficient decreased with further solids additions, decreasing by as much as 91% at 40 weight percent coal (ES = 0.315). KLa increased with temperature at all solids concentrations, the greatest increase being 392% at 72°C vs that measured at 30°C. Gas holdup, EG decreased with all increases in solids loading by as much as 65% and increased by as much as 67% with temperature. KLa and EG were correlated with operating conditions separately, and the separate correlations combined to yield overall correlations for the mass transfer coefficient and for the gas holdup. The correlations are suitable for inclusion in system models devised earlier for microbial coal desulfurization processes, and may be used for design, operation and cost estimation for such systems.

Fine grinding in an air swept and a grate discharge ball mill working in closed circuit with a forced vortex air classifier has been investigated in continuous laboratory scale. Minerals with different physical properties were ground down to 40, 20, and 10 micron top size. The shape of the product particle size distribution curve was investigated and specific surface (BET) was measured. During production of material with top size of 40 microns in an air swept mill, the capacity was up to 25% higher when compared to a grate discharge mill. This difference dropped to 180A during production of 10 micron top size material. A corresponding decrease in power consumption was observed. An important finding is that by regulation of the air flow rate through the mill, it is possible to achieve products with different specific surfaces and particle size distribution curve steepness. During production of the 10 pm material, the specific surface could be varied in the range 3 to 4.5 m2/g. Such powders could hardly be produced in a grate discharge mill because fine particles coated the grinding media and the lining. On the other hand the internal classification in the air swept mill kept the size distribution of the mill content relatively free of fines. This prevented a similar slowing-down of the air swept grinding process.

Pittsburgh No. 8 coal, cleaned by conventional froth flotation, was oxidized in a 2-L Parr stirred bench-top autoclave. Autoclave tests were carried out for up to 5 hrs under the following conditions: 150 to 225ºC, 60 to 500 psi 02 and 15 to 60 g of coal per 600 mL of distilled water. The oxidation of coal was evaluated by measuring the total acidic group formed on the surface of the coal and by measuring the adsorption (under standard conditions) of calcium ion from a solution. The degree of oxidation of the coal increased continuously, without much leveling off, with increasing oxygen pressure. With increasing temperature, the oxidation of the coal increased sharply between 150 to 175ºC and then leveled off above 175 °C. The adsorption of calcium was >3% on coal oxidized under the most favorable conditions. The adsorption of calcium on coal increased sharply with increasing equilibrium pH. The loss in Btu was found to be sensitive to oxidation temperature. This study concluded that the optimum oxidation of coal is achieved over 3 hrs at high oxygen pressures (e.g., 500 psi) at ~170ºC. This study also concluded that, when measured in terms of calcium adsorption, Btu loss and reaction time, the oxidation achieved in an autoclave is far superior to that achieved in a fluidized bed.

Some of the most difficult coal mine roof in the U.S. can be found in the Illinois Basin. Factors contributing to the high roof fall rate include: weak moisture-sensitive roof rock, high horizontal stress, and limited longwall mining. The depth of cover ranges from 90-1,000 ft and roof damage from horizontal stress can be severe. Moisture sensitive-roof rock is common above the Springfield-Harrisburg Herrin #5 and #6 seams in the Illinois Basin, and contributes to roof skin deterioration. The roof fall rate increases significantly in the humid summer months. The National Institute for Occupational Safety and Health (NIOSH) has shown, using lab and field studies, that highly moisture-sensitive roof rock can be directly correlated to poor roof conditions. Controlling the skin is the key to reducing rock fall injuries, and roof screening is, by far, the best remedy. Illinois Basin coal operators have been successful in reducing the number of rock fall injuries in recent years. NIOSH has documented best practices for screen installation which has resulted in safe, efficient operations. Other solutions to skin failure include: the use of denser five bolts per row patterns to reduce spans between bolts, systematic supplemental support in intersections, straps and large pans protecting operators, and air conditioning to remove moisture from the intake air.

The Bureau of Mines conducted investigations on extracting phosphate values from fine-particle wastes generated during the mining and beneficiation of phosphate ore by leaching dried wastes using a H2SO4-methanol mixture. Although phosphatic clay waste contains up to a third of the phosphate originally present in the ore, recovery of these values represents a significant challenge due to the fine grain size of the material, the particles averaging less than one micrometer in diameter. Waste samples obtained from two Florida producers yielded phosphate extractions of 71 and 84 pct, respectively, when leached under ambient conditions and at a stoichiometric acid ratio of 1.4:l. Elevated temperatures did not improve the amount of phosphate extracted. Undesirable A12O3, Fe2O3, and PlgO impurities were largely rejected; higher grade wastes gave acids that meet established industry impurity standards and lower grade samples yielded acids that marginally fell short of the standard. Separation of the crude acids from the insoluble residues was accomplished via vacuum filtration through either filter paper or commercial filter cloths. Both filtration rates and solids retention were improved by the addition of 0.5 lb/ton of poly(viny1 acetate) (PVAc) or poly(ethy1ene oxide) (PEO) to the methanol-acid slurries. These results show potential for substantially increasing the reserves of an important domestic resource.

National Institute for Occupational Safety and Health (NIOSH) studies show that 43.5% of surveyed coal preparation plant workers had noise exposures exceeding the Mine Safety and Health Administration Permissible Exposure Level. Sound levels around vibrating screens in these plants often exceed 90 dB(A). NIOSH is currently developing noise controls for horizontal vibrating screens. To characterize noise sources, NIOSH researchers performed sound pressure level (SPL) measurements on a vibrating screen at their Pittsburgh Research Laboratory. The results show that the entire screen contributes to noise below 1 kHz and the vibration mechanism housings are most significant above 1 kHz. Constrained layer damping (CLD) treatments and an enclosure were used to reduce mechanism housing noise. These were evaluated using sound power level measurements according to ISO 3744. The CLD treatments reduced the A-weighted sound power level by 3.1 dB in the 1 to 10 kHz one-third-octave bands. A panel-on-frame vibration mechanism enclosure using various types of panels further reduced the A-weighted sound power level from the CLD configuration in the 1 to 10 kHz one-third-octave bands by 3.7, 4.0, and 3.9 dB for aluminum, steel, and Dynalam panels, respectively. The combination yielded a 7 dB reduction from baseline in A-weighted sound power for the same frequency range.

The Mining Division of Utah Power and Light Company is located in the coal fields of southeastern Utah -main office in Huntington, Utah. The Division will produce 6.5 million tons of low sulfur steam coal in 1988, making UP&L the largest underground mining operation west of the Mississippi. Coal is mined from three underground mines utilizing continuous miner and longwall mining methods. All coal produced by the Mining Division is utilized at UP&L's two largest steam-electric power plants, the Hunter and Huntington plants with a combined capability of 1,995,000 Kw. At UP&L we believe that to achieve success a company must have clearly defined goals which are understood, communicated and shared at each level of operation. We have also found from experience that a safe operation is generally an efficient and productive operation. As a Division, we have established a goal to achieve the safest, most efficient operation in the country. This is an ambitious goal. To achieve such a goal requires real commitment and a safety/training program capable of achieving needed results. The following is an overview of the program we have established at UP&L which has enabled us to reduce our accident frequency rate from over 40 in 1980 to 8.00 at present, as illustrated in Figure 1.

Nautilus Minerals was listed on the Toronto Stock Exchange in May 2006. The company now has major mining companies Anglo America (5.7%), Teck Cominco (7.2%) and Epion Holdings (22.4%) as significant shareholders, and has raised approximately $US346 million dollars to develop the world's first deep-water mine. The company is currently targeting high-grade copper and gold in seafloor massive sulphide mineralization, located near plate boundaries in back-arch basins of the Western Pacific. The first mine scheduled to be developed by the company is located in 1,600 meters of water at Solwara 1, in the relatively quite waters of the Bismarck Sea approximately 50 km from the port of Rabaul, within the Territorial Waters of Papua New Guinea. During 2006 and 2007 the company completed detailed environmental and geological studies, culminating in a number of world firsts, including the world?s first NI 43-101 compliant resource statement and environmental impact study for a seafloor massive sulphide system. Permitting is well advanced for the project, with initial production scheduled for late 2010, subject to timely grant of the permits. Extensive government and stakeholder liaison and engagement has been undertaken throughout the projects life, and is a core feature of Nautilus' desire to "do it right" in all aspects of this new industry.

High angle conveyor (HAC®) systems in open pit mining offer many advantages over the traditional, truck only, haulage systems, including: (1) superior energy efficiency, (2) less dependency on petroleum products, (3) less sensitivity to inflation, (4) less labor, (5) less excavation for the amount of ore recovered, and (6) less ramp construction and maintenance costs. Previous studies had revealed the technical and economic feasibility of high angle conveyors. This paper presents the Sandwich Belt HAC® as the vital link to optimization of in-pit conveying systems. HAC development to date is discussed, beginning with studies in 1979, to the first large scale prototype in 1983, to the first commercial unit in 1984, into "the latest commercial installations. Discussion continues with the HAC systems to suit the various open pit mining operations and the corresponding characteristics of the system components, particularly the high angle conveyor. The range of HAC systems from the low capacity (up to 1,814 t/h), low lift (10.7 to 36.6M), highly mobile to the moderate capacity (1,814 to 3,629 t/h), moderate lift (36.6 to 76.2M), intermittently mobile to the high capacity (greater than 3,629 t/h), high lift (greater than 76.2M), semi-mobile, are discussed along with some possible combinations of these.

As the gold mining industry matured through the 1980' s, and into the 1990's, the development of refractory gold orebodies has become more prevalent. Newmont Mining Corporation developed and commercialized flash chlorination for the treatment of carbonaceous preg robbing ores; Homestake Mining Company developed and commercialized the industry's first application of autoclaves. Barrick installed the world's largest autoclaves on whole ore treatment a few years later. Dry grinding and roasting followed at Placer Dome's Cortez, Freeport -Independence and Newmont's Carlin operations. Today, numerous papers are presented on research efforts worldwide which address treatment of refractory gold ores by bioxidation, roasting, autoclaving, alternative lixiviant treat­ment and other novel process ideas. The overall objectives are to develop economic processes for difficult refractory ores where no process exists or conventional practice is cost prohibitive. Successful research can lead to lower operating costs, increased profits, and increased ore reserves. One such research effort directed by E I DuPont de Nemours and Company, Advanced Mining Technologies, was focused on gold ores which were refractory in nature due to the cyanide soluble copper content. Approximately five years of research effort culminated in a patented process (U.S. Patent 5,411,575)1 and the formation of a new joint venture company, AuGMENT Technologies, in 1995 with Newmont Mining Corporation. Today significant progress has been made in moving the laboratory scale tests to commercialization.

The United States continues to be the world’s leading producer and consumer of diatomite. Production of diatomite in the United States during 2005 was estimated to be 653 kt (720,000 st). This was a 5-percent increase compared with 2004. The value of processed diatomite in the U.S. was about $179 million in 2005. Production was from six companies with 12 processing facilities in four states. California and Nevada were the principal producing states. They accounted for about 70 percent of U.S. production in 2005. U.S. diatomite exports were about 144 kt (159,000 st). Imports were negligible. The internal structure and chemical inertness make diatomite an excellent raw material for filtration, absorbent and filler applications. Filtration, especially the purification of beer, liquors and wine and the cleansing of greases and oils, continued to be the largest end use for diatomite. Other applications include the removal of microbial contaminants, such as bacteria, protozoa and viruses in public water systems, and the filtration of human blood plasma. The use of diatomite as fillers and in pharmaceutical applications, including the filtration of human blood plasma, continues to increase as has its use as an insecticide base and as pozzolan. The relative rank of end uses of diatomite were filter aids, 75 percent; fillers, 11 percent; absorbents, 7 percent and other (mostly cement manufacture), 7 percent.

The need for wartime supplies of uranium for the Manhattan Project prompted a 1944 study of uranium in South Africa. Uraninite had been reported by R.A. Cooper in 1923 in a Witwatersrand heavy- mineral concentrate, and the search for uranium, therefore, included the district's 30 operating mills. The method of investigation was simple: take bulk concentrate samples from the Wifley tables and determine their mineralogy. Samples were taken on a daily basis, although weekly composites also were taken of some mills. In 1944, most mills had simple gravity circuits and produced (I) a gravity concentrate, and (2) an all-slime [-75 pm (-200 mesh)] product. The tonnage throughput was known, and from that, head assays could be calculated. Concentrate samples were sent to the United States for chemical analyses. A Geiger counter set up in a Johannesburg hotel room provided preliminary data. The early data showed uraninite to be widespread. Microscopic, mineragraphic, and siezing tests were all under- taken in Johannesburg. Ultimately, tests led to a high grade (+90%) uraninite concentrate. Platinum and other heavies were the impurities. In seven months, the investigations had reached the stage where it was possible to forecast an annual production of 5.4 to 7.3 kt (6,000 to 8,000 st) of U3O8. The estimate is still realistic. Ieropigi Fe-Ni deposit is located in northern Greece, in Kastoria?s prefecture near Albania?s borders. A laterite profile exposed by opencast mining and placed near the basement of the mine was chosen for sampling. Ten samples, representing ?pure? Fe-Ni ore, ophiolite-bedrock, ?red? ophiolite and ?enriched? ophiolite were collected, based on macroscopic observation. The samples were analysed by X-Ray powder Diffraction (XRD) for the determination of the mineral phases. Iron and Nickel concentrations of the same samples were also determined by X-Ray Fluorescence (XRF) methodology. The Fe-Ni ore samples consists predomi-nantly of hematite, goethite, chrysotile (serpentine), saponite and quartz. ?Red? ophiolite samples consists mainly of chrysotile, hematite, quartz, calcite and small amounts of paragonite and goethite. Bedrock and ?enriched ophiolite samples are comprised of chrysotile, hematite, calcite, quartz, nontronite, paragonite and sepiolite. The Fe content ranges between 13% and 49% in Fe-Ni ore samples and between 7% and 10% in ophiolite samples. The Ni content ranges between 1% and 3% in Fe-Ni ore samples and between 0.3% and 4.5% in ophiolite samples (the higher content is observed in the so-called ?enriched? ophiolite). A correlation between Fe-Ni concentrations and mineral assemblages is being attempted in order to evaluate the nickel-rich mineral phases. It is shown that the nickeliferous minerals are serpentine, hematite, goethite and saponite.

A specialized Pore-Fluid Array sampler (PFA) was designed to collect and store pore-fluids to monitor temporal changes of ions and gases in gas hydrate bearing sediments. We tested the hypothesis that pore-fluid chemistry records hydrate formation or decomposition events and reflects local seismic activity. The PFA is a seafloor probe that consists of an interchangeable instrument package that houses OsmoSamplers, long-term pore-fluid samplers; a specialized low-dead volume fluid coupler; and eight sample ports along a 10-meter sediment probe shaft. The PFA was deployed at Mississippi Canyon 118, a Gulf of Mexico hydrate site. A 160-day record was acquired from the overlying water (OLW) and 1.3 meters below seafloor (mbsf). Fluids were measured for dissolved chloride, sulfate, and methane concentrations and dissolved inorganic carbon and methane stable carbon and deuterium isotope ratios. Chloride and sulfate did not change significantly over time, suggesting the absence of gas hydrate formation or decomposition events. Over the temporal record, methane concentrations averaged 4 mM at 1.3 mbsf and was thermogenic in origin (d13C-CH4 = -32.4±3.4?). The timing of an anomalous 14 mM methane spike coincided with a nearby earthquake (Mw=5.8), consistent with the hypothesis that pore-fluid chemistry reflects seismic events. This technical note describes an alternative procedure that can be used in linear programming calculations where the compliance limit of lbs SO2/million Btu for the blending coal is subject to change. Dr. Mateer in his technical note titled "Coal blending for sulfur compliance" (ME, September 1994, p. 1103) defined an "excess sulfur" parameter that provides a valid constraint equation for a linear program optimization. The coals used by Dr. Mateer in his examples are shown in Table 1. To create the parameters for the constraint equations to blend to an SO2 content of 1.2 lbs SO2/million Btu, the excess sulfur for Coal A was defined as Sulfur excess% = 0.5 - 0.6*13,000/10,000 = -0.28 This equation was used to create the constraint equation -0.28A + 0.44B + 1.36C[<] 0.0 Another way to create the parameters for the constraint equation is given below. In these equations: •W is the total weight; •A, B and C are the fractional proportions of each potential blend stocks; •Sa, Sb and Sc represent the percent sulfur content of the blend stocks; •Ha, Hb and Hc represent the calorific content of the blend stocks in Btu/lb; and •H and S represent calorific and sulfur contents of the composite blend. The Tunnel and Reservoir Plan (TARP) is the largest tunneling program in the history of the metropolitan Chicago area (Figure 1). Between September 1976 and September 1977, rock tunnel contracts having an estimated cost of approximately $420 million will be advertised. During the past six months, the Metropolitan Sanitary District of Greater Chicago (MSDGC) has awarded contracts for 16.5 miles of rock tunnels in diam of from 9 ft to 30 ft having a total bid price of $120,261,750. RECENT CONTRACT AWARDS Addison-Wilmette Tunnel $63,140,480 Upper Des Plaines #20 Tunnel 35,749,664 Upper Des Plaines #21 Tunnel 21,371,607 Addison-Wilmette Tunnel The first contract was advertised in September 1975. This contract, described as the Addison-Wilmette Tunnel, runs from Wilmette Harbor at Lake Michigan under the North Shore Channel to Addison Street in the City of Chicago, a distance of 10 miles. The contract calls for constructing approximately 27,750 linear ft of 30 ft ID and 24,020 linear ft of 22 ft ID unlined rock tunnels, excavation of two construction shafts, and the excavation of 32 drop shafts of various diam. Two hundred ninety-three companies were notified of this contract being advertised, 70 companies took out contract specifications and 3 companies ultimately submitted bids. 1. INTRODUCTION The Washington Metropolitan Area Transit Authority (WMATA) has often taken a leading role in introducing innovative construction technologies to build its transit system. Most recently, Contract Section E-5a, which included Fort Totten Station and Tunnels was constructed utilizing the New Austrian Tunneling Method (NATM) in soft ground. Along with the station and tunnels, two permanent shafts were also constructed in soft ground employing the NATM technique. This project is located within the District of Columbia on the Greenbelt Route. The subject of this paper is to discuss the unique method of construction of these two shafts, and explore the benefits of applying the NATM technique to the construction of deep shafts. The design of the shafts was performed jointly by Jenny Engineering Corporation of Springfield, New Jersey, and Mayreder Consult of Linz, Austria. The designers also provided construction support services and a resident NATM expert at the site during construction. The construction of the project started in April 1988 by a joint venture of Mergentime Corporation and H. T. Construction, a subsidiary of Hochtief Company from Germany. This $48.7 million construction project has been completed. 2. SUBSURFACE CONDITIONS The two NATM shafts are located primarily in Cretaceous-age deposits that are over 100 million years old. The studies reported on in this paper were initiated to draw attention to the severe contamination problem in the Section 30 drilling program at Chimney Creek. The lithologic-subset sampling study reached a different conclusion from that presented in your paper, and I wish to comment on your subsequent analysis of the data and your conclusions. Request for more complete data In the section on subsampling, you mention that the subordinate lithologies were separated and sampled, yet only the dominant-lithology gold value is plotted in Fig. 4. In a contamination study, the reader is interested in the assay values for the individual subsets. Please include a table of the subsample assay data in your reply. Also, please indicate which analytical methods were used to arrive at the gold values in the subsampling study. Turning barren rock into low-grade ore Figure 5 is very revealing and typical of all of the cross sections in Section 30. Note the long strings of low-grade mineralization spread out for hundreds of feet below the ore zones. There were some very high gold values found in certain contaminated fractions during the subset sampling. The conclusion, here, was that the distinctive, strongly-mineralized dolomite layer was probably loose and crumbly and continued to disintegrate during drilling. This caused salting of the unmineralized rock samples below.
