The single most unique design feature of the Centralia Coal Mine is the public information program. Just what the heck does public information have to do with the development of a coal mine? The utilities of today have had to build larger and larger plants to keep down the costs of power to the consumer. The large plants require huge amounts of capital, take up large areas of real estate, consume unprecedented amounts of coal, and generate large quantities of waste products which have to be reckoned with. Coal mines supplying these plants have also increased in size and production to meet the power plants' unending appetite for coal. This means the disturbance of great areas of land and significant alterations to the landscape. Today's public is greatly concerned about the environment in which he is living. The great size of a power plant with its large stacks, coal piles, and the coal mine with its large earth movers, disturbed acreages and the resulting waste products of both operations appears to present a threat to his environment. Because of this,' many power plants and coal mines are having public acceptance problems. This has resulted in the passage of stringent legislation and in some cases brought upon construction delays for major power plants.

"This paper will share my ‘shift in career direction’ journey from corporate mine engineer, with 31 years of mining various commodities with a wide range of responsibilities in a variety of countries, to the world of academia. There are times in one’s career that a change is required, albeit perhaps not as drastic of a change as moving to teaching. This paper will share how the transition arose, the decision to make the change, the challenges of the first year in academia, and the journey within academia going into the second year. INTRODUCTION As a graduate of the Montana College of Mineral Science and Technology (Montana Tech) with a B.S. Mining Engineering degree in May of 1982, my first job with Utah International in the Farmington area took me back to my home state of New Mexico. Some of you will remember that the early 1980’s was not a period of prolific opportunities for mining engineers; given low commodity prices, especially for copper (for example, Anaconda Company had been taken over by Arco and was in the midst of closing down its Butte operations). Coal was good and the learning opportunities abounded with Utah (which became BHP and then BHP Billiton). Gold was taking off in the mid to late 1980’s thanks to use of cyanide and heap leaching technology improvements, coupled with deregulation of the gold price, so I ventured off to work in the gold industry with a (then) junior Canadian company called Barrick at a new acquisition of theirs known as Goldstrike. That same gold surge was causing a shortage of iron ore mining engineers in Australia so after a few years in Nevada, I uprooted the family and left for a little town in the Pilbara of West Australia, known as Newman, to work in the iron ore industry with BHP Iron Ore. An initial short overseas posting turned into six plus years before transferring to BHP’s Indonesian steam coal mines in Kalimantan on the island of Borneo. BHP was going through a rough period following some ill-fated projects (Magma copper purchase, Beanup and HBI) and was reviewing assets and staffing so internal opportunities became scarce. Employees were encouraged to ‘leave the company and find work elsewhere.’ So, off I go to Argentina to try copper mining in the Andes with Minera Alumbrera. This short stint in South America was followed by a move to another mining town, Morenci, Arizona, and a posting with Phelps Dodge (now Freeport McMoran). After 12+ years without living close to snow we moved to the Denver area in a new position with Newmont Mining Corporation. Along the way I became a Professional Engineer (Nevada) and completed a Masters in Project Engineering and Management. After 11 years with Newmont, I moved to Butte, Montana where I accepted a position as Assistant Professor of Mining Engineering."

The Bailey mining complex is located in Greene County, PA in the valley of Talley Run, a small stream tributary to the Enlow Fork of Wheeling Creek as shown on the location map insert found on Figure 1. The Bailey complex includes two Pittsburgh No. 8 Seam deep mines (Bailey and Bailey #2), a coal preparation plant, and two refuse areas (for disposal of coarse and fine processing waste). Clean coal is shipped from the complex via a 24.15 km (15 mile) rail spur, which connects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Company (Consol) began a permitting effort aimed at beginning construction of Bailey, the largest underground coal mining complex to be built to date in the United States. Construction of the Bailey Mine began in December, 1981, less than six (6) months following the first application submittal. Clean coal was produced by the Bailey Preparation Plant in September, 1984. Effective project planning, including early formulation of a project planning team, identification of "red flag" issues, innovative responses to environmental questions and development of environmentally sound project designs, all contributed to the relatively quick permitting at Bailey.

More and more mining underground is being conducted using the longwall method. Likewise, many new surface mines use area or mountaintop removal methods. These methods can have a significant impact on surface and groundwater resources. The overall study of the effects on surface and groundwater from mining is referred to as the probable hydrologic consequences (PHC) determination of mining and reclamation. Collection and interpretation of information concerning groundwater and surface water quality and quantity, as well as detailed geologic analysis, is required to adequately define the impacts of mining. This paper discusses the present day requirements and methodology of preparing a PHC for a large mining operation in the eastern coalfields.

While this conference is dedicated to the examination of "Challenges in Mineral Processing," the broader aspect of the pursuit of this subject is Research and Development in the Mining Industry. When I was asked to speak at this symposium, I hesitated to accept. While my early schooling, training and professional occupation were in the field of this symposium, it was so long ago that I no longer feel competent to contribute anything of interest to you except perhaps for a limited historical perspective, which most of you probably already know. However, it might be worthwhile to explore the more general aspect of research and development from the viewpoint of management, as this is the stance from which I dealt with the subject for the last 30 years or so. While most managements generally have a positive view of research and development, few of the leaders in the mineral industry have actually had the personal experience of doing research for a long enough time to have obtained a full understanding and the feel for its place in the long-term technological innovation that our industry must foster. I graduated from the University of California in Berkeley with a Bachelor of Science degree and a major in metallurgy. It was during the great depression of the thirties, and it was difficult to obtain a practical job in the industry. I got a scholarship at the Montana School of Mines and received a Master of Science degree in ore dressing under Professor A. M. Gaudin, followed by another year with him pursuing research. Anyone who studied under him, or knew him well, would assert that this was a unique experience. Gaudin had a brilliant mind and a profound respect for science and the scientific method. He wished to know the scientific basis for every new technological appli-

Scarcely a month goes by that I or someone else at Newmont Mining or Newmont Gold isn't asked to give a talk on the topic I was asked to discuss today. Investors, financial analysts, geologists, metallurgists, even our government--everybody wants to know what the future holds for gold mining. Well, you're not going to get exactly what you asked for. Today, I'm prepared to focus primarily not on what the future will bring to us, but rather on what the future will demand from us. More than that, I cannot undertake because it isn't within my scope to predict how wise and resourceful everyone in our industry will be in the future. What our future will hold, as I see it, will depend on our--and our colleagues'-- responses to these very real demands. Three critical issues stand out in my mind as to what the future will demand of us in the gold mining industry. And these demands will be for: 1. The very greatest of technical expertise and innovation. 2. The highest order of environmental sensitivity and timely accommodation. 3. Planning, planning and more planning. All of these flow inexorably today from the traditional objective of any mining company--or any company in any business, and that is, to make money. Nothing as I see it, should be undertaken by a geologist, metallurgist or even an environmental department, unless the exercises will enhance profits; and nothing may be ignored which can have consequent damage to the bottom line. Thus, the three issues I've listed for you subordinate themselves to the objective of making money, although at least in the environmental area, it might seem to some that we can only incur additional costs without even a dollar-for-dollar return. I hope to disabuse you today of any such out-of-date notion. Let's tackle the first issue-- Technical Expertise and Innovation. Newmont Gold Company this year is celebrating its 25th anniversary of successful and profitable operations on the Carlin Trend. Carlin in 1961, which is when exploration began on the "Trend" by Newmont, actually may share a lot of similarities with Carlin today. They didn't then know where the gold was and, if they found it, they had one hell of a challenge mining and processing ore at a profit because gold was selling at only $35 an ounce. Today, we know where the current reserves are. But we don't know where our future reserves lie. Furthermore, we don't know exactly how we're going to mine them, and, as everyone here knows too well, we don't know what the optimum metallurgical treatment is, even if we can find and mine them. And all that despite the abundant level of modern experience and skills within the current generation of mining companies, and the fact that, even taking inflation into account, gold sells at a higher price today than in 1965 when Carlin began operations. But, of course, I'm telling you what you already know.

Since the initiation of continuous vacuum filtration over a half a century ago, control of the performance of these units has been largely in the hands of the plant operators, Obviously there has been the introduction of variable speed drives, adjustable speed feed slurry agitation, vacuum control, etc. However, control of , filtration rate, cake moisture content, dissolved solids recovery by cake washing and dryness of solids where thermal drying is practiced is primarily up to the operators judgment and the settings he imposes on the controls he regulates, - filter cycle time, submergence, vacuum level, filter medium condition, wash water- rate, and other such factors. While this may seem to indicate that good operators are a paramount necessity, and certainly always desirable, a considerably more vital factor is a properly designed filter and filter station for the particular application. With improper design, highly skilled operator control will still leave much to be desired in the way of process performance. On the other hand, with correct design and application, the operator can easily and quickly control normal plant surges and quality variations within the flow sheet. Due to the growing complexity and inter dependency between the various processing steps in the modern flow sheet as well as the rising costs of capital investment, labor, maintenance, and losses involved with off quality product or insufficient recovery, automatic or inherent performance control of many of the unit operations within the metallurgical mill must be achieved. Continuous filtration should and can be susceptible to such control. However, as every instrument engineer knows, before control and automation can be achieved, a basic understanding of the operation is mandatory. This is primarily due to three factors. First, as in so many control applications, it may not be possible or feasible to measure the factor that it is desired to control. Thus, secondary variables that influence the major factor are substituted for control purposes. Secondly, it is always desirable to take advantage of any ?self-regulation? within the operation being performed on the equipment. In so doing, not only will automatic control be facilitated, but instrumentation is minimized while experiencing most efficient operation. Finally, automatic control is not a cure-all for improper process and equipment design and application. Hanging instruments on such an operation can be compared to constructing a sizable building on sand, Results will be disappointing.

Virtually no two mines operate with the same geographic, geologic, and mining conditions. It follows chat problems vary with the conditions from mine to mine or often from one section to another in the same mine. Actual situations are described, and a technique of "stacking" maps to predict hazards is presented. Two case histories of the use of multiple overlays are de- scribed. The first deals with a property that was examined before the start of mining. The second is a property in which severe ground control problems were encountered and the relationship between the problem areas and known conditions were found to be related.

Excellent underground industrial sites and warehouse facilities have been constructed in Europe and at several locations in the United States. Many quarry and mine operators are considering, or should consider, the possibilities of the development of their mineral properties in such a manner as to make underground space that is suitable for a secondary industrial use. Before proceeding with mine or quarry development, the operator should answer the following questions: 1) Is there a need for underground industrial space in your geographical area? 2) Is your deposit suitable for development of space for industrial usage? 3) If the deposit is suitable, what methods of development can be used? 4) What are the comparative economics of the different methods of space development? An honest analysis of the first two questions may eliminate the need for proceeding to the third. Affirmative answers to questions 1 and 2 should be followed by the engineering and economic studies required in response to questions 3 and 4.

When discussing what Coal Mine Safety in the future will be, it is important to examine three areas which at present provide significant parameters to the industry. These three areas are: 1) Safety improvements in mining equipment; 2) Labor-management relations; and, 3) The politics of coal mine safety. EQUIPMENT Over the past several decades significant safety improvements have been made in the types of equipment now in use in most operations. Many of these improvements have evolved through mandates from either the U. S. Bureau of Nines, MESA, MSHA; and in some instances, the states. Cabs and canopies are examples of federal mandates while the use of ATRS initially was a state mandate.

INTRODUCTION Several major factors introduce uncertainties into the assessment of radon progeny exposure to miners using time-weighted average radon progeny concentrations: uncertainty in the measurement of radon progeny concentrations in specific areas, assignment of an individual miner's time to those areas, variation in radon progeny concentration between measurements and potential human errors involved in calculating concentrations and handling data. The currently available grab-sampling methods for determining working level were analyzed to determine the magnitude of the uncertainty due to each of these factors. For all measurement methods studied, the variation in the airborne concentration with time in operational areas of a mine is the dominant factor in the uncertainty in determining annual radon progeny exposures for individual miners. Uncertainties relating to accuracy of the method and precision of measurement were found to contribute a significantly greater portion of the total uncertainty than human errors. Under normal conditions, if the technicians performing the measurements are conscientious and well trained, human error contributes little to the total uncertainty of the radon progeny exposure determination. The primary goal of radiation monitoring is the reduction of radiation exposure to the lowest reasonably achievable level below regulatory limits. Monitoring personnel in mines should be trained not only to obtain accurate estimates of miner radiation exposures but also to recognize and, when possible, to implement correction of situations which result in unnecessarily high radon progeny exposures. ESTIMATION OF UNCERTAINTY DUE TO HUMAN ERRORS Human errors affecting the assignment of annual radon progeny exposure to individual miners can be placed in two categories: those related to the measurement of radon progeny concentration in specific mine areas and those related to estimation of occupancy time for individual miners and transcribing data to permanent records. The former are specific for the measurement method used; the latter are common to all methods. Errors in Determination of Working Level All systems for determining radon progeny concentration require measurement of several parameters, which include volume of air sampled, count rate and decay time. These quantities and appropriate constants are used in a basic equation, specific to the system, which estimates working level. An unintentional random mistake in measurement of any one of these parameters or in the selection of proper constants will contribute to the uncertainty in the determination of working level. In our analysis of human error we separated each measurement method into a sequence of independent operations, with each step subject to operator error. For each operation we estimated the probability of occurrence and the consequence of errors to obtain a resulting uncertainty. Certain types of errors result in specific consequences. For example, we assumed that an error of 5 seconds in timing of a 5-minute sample results in a fractional error of 1/60 (1.7%). Other types of errors can result in a range of uncertainty. Transposing digits read from a scaler can produce errors ranging from near zero to approximately 60%. In these cases we calculated the statistical variance for the distribution of errors. We assigned the square root of the variance divided by the mean as the consequence factor for that type of error. This is essentially the same as a coefficient of variation. The product of the probability of occurrence and the consequence factor is the fractional uncertainty in the measurement due to that particular error. The total uncertainty due to human errors is calculated by taking the square root of the sum of the squares of the uncertainties generated by all manual operations. Uncertainties Due to Human Error for the Kusnetz Method One of the techniques most commonly used to estimate working level in U.S. uranium mines is the Kusnetz method. A generalized way to express the equation used to compute WL by this method is: WL = (Net Alpha Counts)/(V)(ST)(CT)(E)(K) where: V = sample flow rate in liters/min ST = sampling time in min CT = counting time in minutes E = absolute counting efficiency K = Kusnetz conversion factor (dis/min-L per WL), as a function of decay time in minutes. The example of human error analysis presented here is based on the Kusnetz procedure having a timing sequence of 5 minutes sampling time, 40 minute decay time, 2 minute counting time. During the sampling procedure a stop watch is used to determine the timing interval. We assume that it is common to make small timing errors of a few seconds, but larger timing errors occur infrequently. Errors greater than 30 seconds are considered to be essentially non-existent since we assume that the

Introduction Coal mining in Alaska's interior, specifically in the Healy area, began as early as 1918 with the construction of the Alaska Railroad. Mining was originally limited to underground operations but has expanded to entirely surface operations. In 1943, the Usibelli Coal Mine was formed and started developing Alaska's first surface mine east of Suntrana (Usibelli Coal Miner, 1984). Production from the local coal deposits has steadily increased and, in 1978, surface mining of Poker Flats was initiated (Fig. 1). Currently, a 25-m3 (33-cu yd) walking dragline strips two coal seams, using an extended bench on the second pass. In addition, a fleet of trucks and shovels are used for coal removal and some limited overburden stripping. In 1984, a contract was signed between Usibelli Coal Mine and Sun Eel Shipping Co. in 1984. Since then, production has nearly doubled to more than 1.3 Mt/a (1.5 million stpy). This article will discuss geotechnical constraints on mining within the steeply dipping coal deposits that exist within the Poker Flats mining area. Specifically, the article will describe how the mining operation retriggered an historic landslide on the No. 5 coal seam (Fig. 2). And the article tells how a mine plan was developed that allowed the coal to be safely removed without inducing additional movement. Regional geology The coal-bearing group in the Nenana coal field is of Tertiary Age. It is overlain in some areas by several thousand feet of Tertiary gravels - the Nenana Gravels. In areas mined by surface methods, the Nenana Gravels have been eroded off, and up to 30 m (100 ft) of quaternary outwash gravels overlay the coal-bearing formations. The coal-bearing group is divided into five formations: Healy Creek, Sanctuary, Suntrana, Lignite, and Grubstake (Wahrhaftig, 1969). Lignite Creek lies on the north limb of a west plunging anticline. This has brought the Suntrana coal-hearing formations near enough to the surface to allow surface mining. Mining is presently in progress on the south side of Lignite Creek in the Poker Flats area. The coal-bearing formation is cut off to the south by a fault having perhaps several thousand feet of vertical displacement, with the upthrust side to the north. South of this fault, Nenana Gravels are exposed on the surface. The Suntrana Formation contain the minable reserves at Poker Flats. This formation is a repeated sequence of poorly consolidated pebbly sandstone near the bottom, grading through a silty fine sandstone to a footwall clay unit immediately below a coal seam cap. The footwall clays are high plasticity clays to silty clays. It has been reported that they contain 30% to 50% montmorillonite (Usibelli Coal Mine Inc., 1982). There are six coal seams in the Suntrana Formation, No. I (the lower seam) through No. 6. Only the top four seams are currently exposed. No. 3, No. 4, and No. 6 seams are the only mined seams. The No. 5 seam is very thin or not present. Portions of the undisturbed Suntrana Formation are overlain by up to 15 m (50 ft) of Quaternary outwash gravels or recent landslide rubble. The surface is overlain by a very thin layer of muskeg and isolated areas of permafrost. In many areas, the outwash gravels are found immediately below the surface muskeg. Numerous landslides have been documented along the north facing slopes of Lignite Creek (US Geological Survey, 1970, and Wahrhaftig, 1958). These appear to be surficial solifluction or skin flow types of landslides. In addition, deep-seated structurally controlled slides are also evident on both the north and south sides of Lignite Creek. Structural features Premining aerial photographs (Fig. 3) of the Lignite Creek slopes in the Poker Flats area indicate substantial evidence of deep-seated landsliding. The landslides noted in Fig. 3 are both inside and outside of the current mining area. Surface mapping and geologic exploration indicate that the coal seams are dipping out of the slopes within the noted slide areas. It is suspected that, historically, these landslides were triggered by undercutting of the toe of the slopes by Lignite Creek. And sliding it thought to have taken place on one or more of the clay beds underlying the coal seams (Golder, 1985). The slide areas are characterized by semicircular head scarps and slumped topography. Based on the premining photographs, these slides do not appear to have been recently active. INTRODUCTION The inactive uranium mill tailings investigated in this study are located in two mining districts, Elliot Lake and Bancroft, Ontario, Canada. The sites exhibit a mixture of surface features consisting of dry areas, with or without vegetation and areas covered with water. On the edges of the water bodies, indigenous vegetation has invaded the tailings beaches [ Typha] spp. (Tourn.) L. a dominant plant on these tailings beaches, has been studied for the uptake of radium-226 and lead-210 (Kalin and Sharma, 1981b) from the tailings. It was found that most of the radium-226 remains in the roots of the plants, and that the solubility of radium-226 in control soil differs from that in tailings. The uptake of radium226 by vegetation and other biota is related to the solubility of the element in water. Factors controlling the solubility of radium-226 in uranium mill tailings are of interest in assessing the environments effects of these wastes. Rusanova (1962) found that the soluble or extractable amount of radium from the soil is inversely related to the total concentration of calcium and magnesium in the soil. Experimental work has clarified some aspects of the leachability of radium from uranium mill tailings (Levins, et al., 1978; Wiles, 1978, and others). Halvik, et al., (1967) studied the effects of pH and chemical composition of surface water on the liberation of radium from uranium mill tailings and uranium ore. He found that an increase in pH, up to a value of pH 9, decreases the amount of radium released from the tailings and the ore. A positive effect of calcium chloride was noted on the leachability of radium. Benes (1981) reviewed the physicochemical forms of radium and its migration in water. Based on experimental work, he identifies primary factors which determine leaching of radium from uranium mill tailings. The ratio of the volume of the leaching solution to the weight of the leached sample; the composition of the leached solids and the leaching solution, and finally the pH of the leaching mixture are of importance. He emphasized that a scarcity of field data exists, which would relate experimental work to the actual situation in the tailings ponds. Inactive tailings ponds in Ontario are 16 to 23 years old, and processes which are of importance in evaluating the long term effects of uranium mill tailings in the environment can be studied. The objective of this work was to investigate the leachability of radium-226 from the tailings under field conditions. MATERIALS AND METHODS Sample Collection A description of inactive tailings sites in Ontario, where the tailings and the water for this study were collected, can be found in a report by Kalin (1981). [Typha] spp. specimens were excavated from 16 different locations along with the tailings attached to the roots of the plants. A tailings sample from the surface area, around the plant, was secured before the excavation. Tailings samples were also collected from dry areas free of vegetation in the vicinity of the wetland stand. Surface samples (depth 0-5 cm) and samples at a depth of 20-25 cm were secured. Water was collected from the shallow tailings beaches around the vegetation stands. Sample Preparation The roots of the plants were washed free of tailings with distilled water. The resulting thick slurry of tailings was allowed to settle in the wash basin for five minutes and the supernatant water was decanted. The remaining saturated tailings were brought to 400 ml volume with distilled water in a beaker. The slurry was mixed with a magnetic stirrer for two 24-hour periods. After the first 24-hours, the slurry was allowed to settle for 20 minutes and the supernatant water was removed. The remaining sediments were suspended again in distilled water (400 ml total mixture) and leached for a second 24hour period. The tailings slurries from the different locations had a solid to liquid ratio, which ranged from 0.5 to 1.4 grams of dry tailings material per millilitre. The variations in the ratios are the result of differing fractions of coarse and fine tailings on the sites. In the final leachates, the solid to liquid ratios of the samples were 0.17 (±0.1) g/ml. The pH of the surface water and the leachate was determined with an I.L. Portomatic pH meter. All the tailings samples were homogenized in a mortar and brought to dryness at 75 to 85°C. Rather than attempting to present a summary of the many and highly varied papers that have been presented at this symposium on sampling and grade control, I will attempt to extract the general philosophy of analysis and approach, and attempt to identify the trend of future developments. First, the term "sampling" is used with its broadest connotations. A sample consists of a representative portion of a larger mass, and must represent the mass not only in the grade of contained metals or minerals, but also in all other respects in terms of mineralogy and mineral quality (1, 5), deleterious materials, recoverability of economic components, physical behavior, geophysical response (1), and even archaeological and environmental aspects (7, 11). The sample must be taken from a locality and in such a manner and quantity that it is representative of the larger rock mass. This calls for complete and accurate geological control and an understanding of the nature and distribution of the contained chemical and physical elements and a record of the effectiveness of the different sampling methods. Second, value of a given mass of ore material is based upon its profitability - the difference between recoverable value and costs to achieve recovery, beneficiation and sale. There is a strong movement in mining geology control toward more complete analysis in determining cutoff grades and in grade control, as illustrated by the kriging of metallurgical recovery factors as well as grade at the Mercur Mine (8). To achieve a "profitability factor" as a guide for economic mining practice requires further integration of: 1) the value of contained metal or mineral, 2) percentage recovery of values, 3) dilution of ore with waste rock, 4) addition to, or loss of value as a consequence of by-product materials or deleterious components, 5) cost of producing a saleable product plus minimum profit to justify the effort (cutoff), and 6) cost of land restoration (7, 11). All these parameters vary with the rock type, rock structure, mineralogy, depth, geometry, mining and metallurgical methods, but they must be sampled and analyzed if sampling and grade control are to reflect profitability. A wide variety of deposits has been presented at this symposium; each deposit with its own problems and special solutions. Deposits containing high unit-value components, e.g. precious metals and diamonds, present special problems in the obtaining of accurate samples and generally require statistical analysis control methods or may disregard or modify occasional high or occasional low values, based upon experience (12). Grade control may be accurate for the long term but may vary for the short term. Bulk sampling is always essential. Deposits containing metals or minerals with low unit value are very sensitive to transport costs, and they are often very sensitive to small amounts of deleterious components or differences in physical or chemical behavior. Problems of sampling and grade control change with the genetic type of deposit, with the stage of deposit development and with the size of the information base. Precious metal epithermal deposits (2, 6, 8), because of rapid vertical zonation and erratic lateral distribution of values, have always been difficult to evaluate and maintain grade control and ore reserves. On the other hand, evaluation and grade control are relatively easy in bulk-lowgrade deposits (4, 13). However, these deposits generally have a low margin of profit and are sensitive to mining and beneficiaton costs, price fluctuations and political costs. Industrial mineral deposits (5) often must be evaluated on the basis of their behavior, rather than by chemical analysis. Environmental impact generally increases with the scale of the operation, but certain elements or minerals have especially high impact effects (7, 11). In the exploration phase there is no production control of sampling procedures and careful geological observations are particularly essential. The greatest number of problems is related to the oxidized outcrop where the chemical environment of the ore body has changed and the contained values may have been enriched, depleted or values left unchanged (2, 6). Present evidence suggests that gold values may be very mobile under certain conditions (2, 6) and stable under others. Everything must be sampled in detail. Principal values and by-product or deleterious elements may vary dependent upon their position within the soil profile. Such factors as geomorphic position, erosion rate, vegetation, climate, etc., may affect the interpretation (1, 3). Water infiltration into subgrade infrastructure can cause major impacts on their performance. In addition to damaging the structure, water intrusion leads to deterioration of installations including electrical and mechanical components and in patron discomfort. To remedy these impacts, leak remediation is often carried out to halt water infiltration. Remediation methods include coatings, drainage, injection/stitch grouting, curtain (backside) grouting, and/or internal umbrella systems. Selection of the rehabilitation method depends on the structure’s use, owners’ priorities, its installations, structural conditions, surrounding ground, and hydrogeologic conditions. Since many factors influence the rehabilitation method chosen, a novel holistic approach is undertaken to understand leakage causes and consequences to develop the most appropriate, efficient, and reliable solution to extend the structure’s life. A reconnaissance phase combines geologic, hydrogeologic, and as-built information with detailed digital scans and visual observations to develop a database of existing conditions. This database, called a tunnelband, is used to develop the rehabilitation solution and made part of the contract documents, allowing for an informed bid by specialty contractors. Tunnelband and the preferred rehabilitation system are portrayed in contract documents, which are procured in various contract types depending on the owner’s preference and project characteristics. The pool of contractors are required to submit their understanding of this holistic approach by developing and supplying the owner with a detailed workplan. The completed rehabilitation is portrayed in detailed as-built drawings which also provide the owner with an operation and maintenance manual outlining for periodic observation of the structure and checking of its performance. Ultimately, this information is implemented into a “BIM Digital Twin” that is used by the operations and maintenance staff for long-term observations. This proposed novel framework for leak rehabilitation is currently being used successfully in a number of projects throughout the United States.

During the past year the news media has come in for its share of criticism. Some of it, without doubt, is justified. Much of it, like that which has been leveled against some of the rest of us, is not. We can sympathize with the newspapers and magazines, the radio and television stations. Like the coal industry, which I represent, they are a part of the free enterprise system. They depend upon advertising for their existence, and advertisers patronize those media which reach the most people interested in their product. The various news media are therefore In avid competition for circulation. Although they do have an unquestioned influence on the public, they are primarily a reflection of the public and it is in this context that we will consider them. Granted that this reflection is sometimes a bit distorted, let us admit that any subject which does not strike a responsive chord In the public will soon be dropped by the media.

The Henderson ore body is east of the Continental Divide in the Front Range of the Colorado Rocky Mountains about 50 miles west of Denver. The ore body is being developed for mining by workings that extend more than 3500 feet below the topographic surface. During construction of the mine workings, ground water in fractures in crystalline rocks has been encountered. From 1969 to 1973, Charles S. Robinson & Associates, Inc., in cooperation with the engineering and geologic staffs of the Climax Molybdenum Company, a division of Amax Inc., studied the ground water geology of the Henderson mine development area. Detailed geologic records of the Henderson mine were available as a result of the exploration, evaluation and development of the mine. Records of the flow, chemical composition and temperature of the ground water at and near the surface, from the entire mine, from portions of the mine, and from exploration holes drilled in the mine, were kept as the mine was developed. Where possible, ground water pressures in drill holes and changes in pressure with time, were recorded. The geologic, hydrologic and chemical data were correlated. The following conclusions were drawn from the correlations: The ground water in the Henderson mine occurs in fractures in Precambrian igneous and metasedimentary rocks and in a series of Tertiary intrusive rocks. Two zones of ground water were recognized; an active zone, in which the fracture systems are recharged and discharged annually into the surface water system, and a passive zone, in which the fractures were filled with water in the geologic past. Discharge from the passive zone is through mine workings that intersect the fracture systems. Discharge from a fracture or fracture system is initially high but decreased with tire!. The rate of decrease in flow (or pressure) is exponential. By measuring the change in flow with time, it is possible to calculate the amount of flow at some given period of time in the future. Based on changes in rate of flow and pressure, and the geology, and assuming rates of mining of the ore, it will be possible to predict the volumes of water that will have to be handled during the life of the mine and the area around the mine that will be drained by the mining operation.

The roles of organic matter in ore deposits are complex and represent a specialized effort in the larger subject of the geochemistry of ore deposits. The organic carbon cycle can be considered with particular emphasis to ore deposits in order to understand the origin and genesis of the organic matter. Organic matter may play one, several, or none of the following important roles in the formation of ore deposits: leaching, transport, concentration, reduction, and precipitation of metals. For deposits that contain organic matter, detailed field relationships and laboratory characterization of the organic matter are required to make an ore deposit model that Includes the organic matter and specifies its role(s). Examples of the involvement of organic matter in several types of uranium deposits are contrasted as being direct or indirect, syngenetic or epigenetic, and necessary or unnecessary. Examples of organic matter in deposits containing gold and lead-zinc, and In metal rich shale are discussed with respect to ongoing work and critical questions.
