Although there was a significant improvement in the world economy, recovery in the iron and steel industry followed its traditional pattern and lagged the general economic recovery in 1983. World crude steel production increased from 645 Mt (711 million st) in 1982 to 664 Mt (732 million st) in 1983, an increase of less than 3%. Domestic iron and steel production showed a modest increase over 1982. Weekly raw steel pro¬duction levels ranged between 1.5 and 1.75 Mt (1.6 and 1.9 million st) for the last 10 months of 1983, compared with less than 1.25 Mt (1.4 million st) for the last half of 1982. The peak was 2.5 Mt (2.7 million per st) per week in 1978-79. This how level of steel operations kept most pelletizing and sintering operations at curtailed production levels. Extended shut-downs of pellet plants were also common. Pressure by management to reduce operating costs has continued with an increasing emphasis on maintaining quality and efficient unit productivity. With the extended decline, there have been significant personnel reductions in both operating and headquarters staffs. Many companies are anticipating a long-term how growth period in the iron and steel sector. Pelletizing Domestic pellet production showed a slight increase last year to about 34 Mt (38 million st), less than 50% of total capacity. What is indicative of the inevitable is the announced intention to chose down facilities, such as US Steel Corp.'s Atlantic City ore operations pellet plant at Lander, WY, and the recent aborted move by US Steel to purchase National Steel with the apparent intent to chose the National pellet plant in Keewatin, MN. There is excess domestic pellet capacity that will not be needed. The question is what form attrition will take. South American pellets can be brought into the Chicago area at a cost competitive with Great Lakes plants. This raises the possibility that imported pellets can, in fact, displace domestic pellets at almost any US steel plant. The need to re duce total production costs at domestic pelletizing plants is crucial. Efforts to reduce fuel costs for pelletizing have focused on re placing natural gas or fuel oil with coal. More recently, petroleum coke has become available at an attractive cost, but systems must cope with its higher sulfur con tent, which limits its potential The direct firing of grate-kiln systems with pulverized coal hay been fully proven. The use of solic fuel in the straight-grate process however, is still being developer and no straight-grate system i running on solid fuel alone. The further development o coal-water slurry systems may provide a suitable fuel for both systems. It would appear, how ever, that the same ash quality restriction would hold for coal water systems as for direct-firin systems. So, the choice is based of the relative cost and convenience of a wet-grinding system with additives, compared with a dry-grind direct-fired unit. The high-temperature (two stage) heat recuperation system installed at US Steel's Minnta plant (Step III) has provided the fuel savings anticipated, any modification of additional in durating lines is planned. Other operators are hooking at similar heat recuperation improvement. Another area of potential cost savings has been in the reduction of bentonite requirements. A CCI's Tihden plant, major improvements have been made in this area. Progressive bentonit reductions were achieved over several years from the 8- to 9-kg (16- to 18-lb per st) range to the 5-k (12-1b) level by progressive moisture reductions and chose attention to operating practice. The experience of commissioning the process control systems in the Homer City coal cleaning plant are described and discussed. The current level of operating control performance in individual sections and the overall system are also reported and discussed.

It is a distinct privilege to have the opportunity of addressing this group today. Although I, myself, am not a mining engineer, I have always had profound admiration and respect for those of you who each day live and work according to the tenets of Murphy's Law. Murphy, as some of you may know, was an Irish philosopher whose sole contribution to his field was the observation, "In the mining industry, if anything can possibly go wrong, it will!" You have heard this afternoon a variety of papers, touching on or describing in some detail imminent problems which presently face the coal industry. Many of these problems show no signs of diminishing. Actually, there is good reason to believe that they will intensify as governing bodies pass additional enabling legislation and regulatory agencies adopt more stringent "Rules and Regulations". In many cases, these groups are seemingly oblivious or indifferent to either cost factors or technical problems involved in achieving the desired goals.

A computer model capable of simulating the basic production system in a variety of underground mining methods has been developed at the Twin Cities Mining Research Center. This Bureau of Mines paper describes the simulation of the basic production system at the working face, which includes drilling, blasting, mucking, and roof bolting. The model is event-oriented; that is, the status of the system is updated at the occurrence of an event. All event or activity times, including failure and repair of equipment, are treated as stochastic variables. A location dimension, in addition to the time dimension, is used, allowing the simulation of multiple location systems. To aid the user in determining the efficiency of his system, the model provides several reports. An event or activity report gives the frequency of occurrence total active time, and cumulative delay statistics for each event. An equipment report delineates the availability and utilization of all equipment. A production report provides information on various performance measures such as tons produced and holes drilled. The cost report gives the cost of various elements in the system. Operating data from an actual mining situation were used in validating the model. In addition to the description of the model, examples of simulation experiments which were performed on a room-and-pillar mine system are given. Use of the model to determine methods for improving the efficiency of the system is discussed.

In January of 1969 the United States Department of Health, Education and Welfare, through the National Air Pollution Control Administration, published a series of Air Quality Criteria (4'S) and Control Techniques (6,7) for air pollutants in compliance with the 1967 Clean Air Act which will affect the operation of all fuel burning equipment in the very near future. The design of equipment for the future which will use fossil fuels will also be affected. The purpose of this paper is to discuss some of the modifications which might be anticipated in the future for fuel burning equipment. One class of the several air pollutants looked at first by the USDHEW was the sulfur oxides. Other pollutants, such as nitrogen oxides, will be studied and controls for these will supposedly be written in due time. The obvious use of low-sulfur fuels, coal, oil and natural gas is suggested by the Control Technique(6). Conversion to other sources of power, such as nuclear energy and hydropower, is also suggested. The statement is made that since possible hydroelectric sources are limited and nuclear plants are not yet available on a large scale, the changeover to these sources of power will not be overnight. The bulletin (6) suggests that one possible solution in some areas may be the use of low sulfur coals for short periods of time during periods of severe air pollution. A curve showing the effect of this was given in the 1969 April issue of the Power magazine, where A. E. Boyer and F. B. Kaylor of Stone and Webster also described a computer program called DOSAGE which might be used to check weather, temperature, humidity, wind direction and velocity, and sound an alarm when that 0.1% of the time per season is here that requires the use of low-sulfur fuel. The direct investment role of Middle Eastern oil producing countries in future world-wide mineral development probably will be a limited one for the next five years. Their needs and their longer range economic objectives substantially preclude any such risk taking ventures. There is, of course, the possibility of political in- vestment. One hears many rumors and doomsday calculations of what the Arabs might do with the rising accumulation of surplus funds. Up to now, this kind of investment has been more in rhetoric than in money. For the most part, oil producing countries of the Middle East have been, and will be, investing surplus funds with strong emphasis on the preservation of capital. They will seek security first and yield second just like any other prudent investor. In several respects, this is regrettable. A direct infusion of risk capital into mineral development, especially in the Third World countries, is a constructive way of enhancing their earning power which many desperately need just to stave off starvation. It would also be a good way of eliminating material shortages in the industrialized world. Most important of all, it would help to ultimately reduce inflation without imposing the hardship of recession. So why isn't it done?

INTRODUCTION The paper presents a broad overview of the geotechnical site studies required for siting uranium tailings dams. These studies, which are interdisciplinary in nature, touch upon such related fields as: hydrogeology, hydrology, and seismicity. Tailings dams are commonly used to develop tailings ponds for the storage of the waste products generated by mine milling operations. In the past, most tailings ponds have been developed either above ground on dry land, or in existing lakes. In the United States a majority of the uranium mines are located in arid or semi-arid regions and past practice has been to store the wastes above ground on dry land (1,2). Currently, the United States Nuclear Regulatory Commission (N.R.C.) recommends below ground disposal of uranium waste products, although they indicate that they will consider above ground alternatives (3). In Canada many of the existing uranium mines are located in a wet environment and past practice has been to use small lakes and depressions as tailings ponds (1,4). However, current practice in Canada leans towards above ground, dry-land storage (5,6,7), and the Atomic Energy Control Board (AECB) guidelines (5) indicate this to be the preferable method. In B.C., where a moratorium on uranium mining has been declared by the Provincial Government, there are no existing uranium tailings ponds. However, both the formerly proposed Birch Island and Blizzard uranium developments would have used dry land storage. Most of the existing non-uranium mill wastes in B.C. are stored behind tailings dams on dry land. The waste products delivered to the tailings pond comprise, the ground-up rock that remains after most of the uranium values have been removed and the excess chemicals used in the milling process. These waste products, which are called "tailings", are normally mixed with water to produce a slurry and then pumped to the tailings pond. Since the uranium recovered constitutes only a small percentage of the ore (usually less than 1%) (8), large quantities of waste rock and associated transportation water are discharged into the tailings impoundment area. Consequently, relatively large tailings pond areas are required for the uranium tailings. In recent years, major advances have been made in the design, construction, and operation of non-uranium tailings storage facilities (9,10,11,12,13,14, 15). The Butte quartz monzonite is the host rock for early porphyry copper style mineralization and subsequent mesothermal-epithermal, enargite-gold style veining that transects the district. The east-west Anaconda system veins: including the Emma, Anaconda-Original, Syndicate, Badger-State, and Alice-Rainbow veins, each with strike lengths of over 12,000 feet and vertical continuity in excess of 4,500 feet, along with mining widths from 5 to 50 feet, are unique to Butte. The incredible dimensions and tenor of these veins have yet to be surpassed and Butte is still touted as being the “Richest Hill on Earth.” The Anaconda Company was formed in 1895 to develop underground copper reserves in the district and eventually consolidated all operations under one company. Production from underground mining continued through the mid-1970’s. Open pit mining in the Berkeley pit began in 1955 with the extraction of supergene ores, along with the remnants of deeper horsetail zones inaccessible to the underground mines. Operations in the Berkeley pit were suspended in mid-1982 because of the rejection of high arsenic, copper concentrates at major smelting facilities throughout the world. Bulk mining of porphyry style mineralization in the Continental pit began in January 1980 to supplement copper production while stripping “C” pushback in the Berkeley pit. The Anaconda Smelter closed in September 1980. A molybdenum circuit was added to the Butte Concentrator in 1981 and mining continued in the Continental pit to produce copper and molybdenum concentrates. A blend of Berkeley and Continental ores were processed to dilute penalty metals in the final concentrates marketed to toll smelters. All mining operations ceased mid-1983 when Anaconda closed the Continental pit and offered the property for sale. Montana Resources reopened the Continental pit in June 1986 to produce copper and molybdenum concentrates. Operations were suspended mid-2000, because of exorbitantly high power prices, but resumed in November 2003 with rising metal prices. Bulk open pit mining of the early porphyry style mineralization has sustained production over the past twenty years and mining is expected to continue in the Continental pit with favorable prices. Future mining will eventually develop a 500 million-ton geologic resource incorporated in a supergene enrichment blanket situated between the Berkeley pit and the Continental pit. Grades in this enrichment blanket range in the neighborhood of 0.5% copper.

Brines (a solution containing more than 100,000 mg/l dissolved solids) in sedimentary basins are genetically related to evaporites in one of three ways: (1) dissolution of evaporite minerals, generally halite; (2) interstitial fluids in evaporites which are expelled from their source rock during compaction; (3) incongruent alteration of hydrous evaporite minerals (carnallite). Most brines of commercial interest originate as interstitial fluids in halite-rich rocks. These fluids are initially rich in magnesium, sulfate, and potassium but evolve in composition to an Na-Ca-Cl brine during their migration to their present host rock. A particularly important reaction in this process is: 2CaCO3 + Mgt+ = CaMg(CO3)2 + Cat (1a) This reaction reduces the magnesium content of the brine and ultimately converts it to a calcium-rich brine. The loss of sulfate occurs by two mechanisms. One of these is by direct precipitation as calcium sulfate (either as gypsum or anhydrite): Ca 2+ + SO4 2- = CaSO4 (2a) Additional sulfate may be lost from the brine by sulfate reduction: S042 + 1.33CH2 + 214- = H2S + 1.33CO2 + 1.33H20 (3a) The loss of carbonate species occurs by precipitation as carbonates: H2O + C02 + Cat = CaCO3 + 2H+ (4a) The net result of reactions 3 and 4 is: Ca 2+ + SO4 2- + 1.33CH2 = H2S + CaCO3 + 0.33H2O + 0.33CO2 (5a) The loss of potassium from brines is caused by the formation of potassium aluminosilicates: 2K+ + Al2Si2O5 (OH)4 + 4SiO2 = 2H + 2KAlSi2O8 + H2O (6a) The hydrogen ions produced by this reaction dissolve carbonates: 2H+ + CaCO3 = Ca 2+ + CO2 + H2O (7a) The net result of reactions 6 and 7 is: 2K+ + CaCO3 + Al2Si205 OH)4 + 4SiO2 = Ca2 + 2KA1Si3O8 + H2O + C02 (8a) A study of brines from central Mississippi has shown that the composition of these brines is related to the interaction of pore fluids from evaporites with minerals in the enclosing sedimentary rocks.

Introduction Many old underground mines have been developed extensively into reserves requiring large numbers of workers to maintain and rehabilitate lengthy track haulages and/or belt conveyor systems. Often, large numbers of fans are required to maintain minimal airflows in areas where poor conditions and huge leakages prevail. Problems that beset one such coal mine and projects undertaken to restore it to potential profitability are presented. Brief history The Vesta No. 5 mine was opened in 1908. Drift development began near the Monongahela River, which was the primary avenue for shipping metallurgical coal to coke ovens in Pittsburgh. Over the ensuing 75 years, the main haulage entries were developed a distance of 16.1 km (10 miles) to the present mining area. Track haulage was used to transport coal from working sections to the river loading facility. As haulage distance and areas of high water influx increased, management decided, in 1973, to construct an underground conveyor belt system. The project spanned 36 months and culminated in a system of 22 flights, ranging from 205.7 to 1767.8 m (675 to 5800 ft) long. Six intake and eight return entries were developed as the mains were advanced. These entries provided adequate ventilating capacity over the years, but as extensive gob areas progressed and roof conditions deteriorated, the entries became inaccessible and more resistant to airflow. By 1981, five fans were being used to circulate 943.9 m3/s (555.5 cfm) of air through the mine. An average of 6440 t (7100 st) were produced from 20.8 continuous miner unit shifts and 2.7 longwall unit shifts each day in 1981. The ratio of support to production personnel was 1.94. To maintain the outby 16.1 km (10 miles) of haulage, 110 personnel were used. The average cost per ton was $43.54 ($39.58 per st), resulting in excessive bottom-line losses. The mine possessed a rather promising reserve, mostly in lease, of good quality, medium-sulfur metallurgical coal, but it also had a number of formidable operating problems. Operating problems Contributing factors toward relatively low productivity and high costs were the conditions of the track haulage, conveyor, and ventilation systems. Productivity was affected greatly by downtime associated with the conveyor system, which lacked adequate access for making splices or other repairs. Ashanti Goldfields Company (AGC) is the largest gold mining company in Western Africa. Their jewel operation is a highly inte­grated set of mines and plants situated in Obuasi, in the Ashanti region of Ghana. This operation is responsible for mining 5.5 mil­lion tonnes of ore at 4.6 git annually from a series of open pits and underground mines. The sulphide ore is highly refractory with untreated gold recoveries in the range of 30-40%. The milling facilities are quite varied and include an oxide treatment plant (OTP), a heap leach, a sulphide roaster circuit (PTP), a tailings treahnent plant (TIP) and the most recent, a sulphide treatment plant (STP). The sulphide treatment plant, the world's largest stirred tank biooxidation circuit, was commissioned in early 1994. This plant treats approximately 800 tonnes of refractory gold con­centrate per day with overall recoveries of75-85o/o(ll, Biooxidation was selected for its ease of operation and less exotic maintenance requirements as well as its ability to achieve comparable gold recoveries. Unfortunately, despite stirred tank biooxidation being one of the lower cost methods of treating refractory ores, it is still too costly for low grade refractory materials. GeoBiotics, Inc. has developed a proprietary technology that allows the economic treatment of lower grade refractory gold ores through heap biooxidation. AGC has a significant resource of low grade refractory sulphide ore. This ore is too low grade to warrant BIOX™ sulphide treatment and its oxide plant recov­ery is low at 35-45%. GeoBiotics and AGC have completed pre­liminary testing and economic analysis of heap biooxidation for this material. Additionally, the feasibility of producing a gravity concentrate from the tailings of the sulphide treatment plant has been explored. This concentrate would be coated onto the low grade sulphide and biooxidized concurrently. Gold recoveries for the biooxidized low grade sulphide have increased to 75% and the gravity recovery from the STP tailings has achieved 80% uti­lizing a Falcon concentrator. The preliminary economics of the proposed full scale plant are very favourable with a pre-tax IRR of 233% and a payback period of 6 months. This paper details the biooxidation testing, flow sheet devel­opment and preliminary economics of employing heap biooxi­dation for low grade refractory ore treatment at Ashanti Goldfields' Obuasi operation.

In South Carolina and Georgia an area about 20 miles wide situated near the inner margin of the Coastal Plain and extending from the vicinity of Columbia, S.C. southwestward about 180 miles to the vicinity of Macon, Georgia is the principal kaolin-producing area of the world. It is especially important as the world's major source of clay used for paper coating. Essentially all of the land known or likely to be productive of quality kaolin in this area is now owned or controlled by producing companies. The least-fully developed portion is that in the vicinity of Wrens, Georgia which has been explored and developed since 1961. For the two decades following the end of world war II, demand for kaolin increased at approximately twice the rate for other industrial minerals. From 1945 to 1965 production increased four-fold. Since 1965 the rate of increase has been less, but the outlook now is that production and demand will double at least once again before the year 2000. A substantial part of this increased demand has come, and will continue to come, from industrial development, especially in the paper industry, outside the United States. The general effect, in addition to a continuing increase in production in the U.S., will be to cause: 1. Intensive research for development of more effective and more economical methods of beneficiation; 2. Concerted research effort to find an economical way of modifying high-viscosity kaolin so that it can be used for paper coating; 3. More active exploration in the U.S. and overseas, especially for deposits to supply the foreign markets; 4. More intensive study of the geological factors responsible for the accumulation of commercial deposits of kaolin; 5. Some modest rise in price, relative to the cost of other industrial minerals. The effect on kaolin producing region of Georgia and South Carolina will be to cause: 1. Working of progressively lower-grade deposits; 2. An increase in the acceptable thickness of overburden; 3. Mining of deposits farther down-dip, the use of which is now inhibited by large volumes of groundwater; 4. Increased threat of invasion of the kaolin in industry's market by substitute materials; 5. A substantial increase in concern over environmental factors; 6. More attention to be paid to the large opportunity offered for mining of silica sand and other co-products.

There are large areas on all of the continents with environments which are favorable for deposits of zinc and lead of Mississippi Valley type. In the developed countries, these environments have for the most part been quite thoroughly explored for the near surface deposits, and it will be necessary to direct more effort to the search for deeper buried deposits from which much of our future production must come. The difficulties of exploration for deep ore of this type are many and formidable, but the area of permissive environments beneath deep cover is many times as great as the area of the known near surface ore districts. It is a reasonable assumption, therefore, that numerous deposits wait for discovery and development. The finding cost, however, is certain to increase, and it is essential that concepts and techniques of exploration be improved if we are to sustain a reasonably strong productive capability into the 21st century. Exploration for deeply buried deposits requires at the outset relatively large areas of favorable geologic environment. The favorable horizons must be within economic limits of depth for the exploration as well as for the mining techniques which are currently available; and there must be some condition, design or strategy which will assure the explorer a reasonable chance of obtaining maximum benefit from discoveries which he may make.

Hydraulic tailings fill in the Butte deep level mines was based upon studies made in 1958 by the Anaconda Company Mining Research Department, which published Bulletin No. 35, entitled "Hydraulic Stope Filling". Since then, many things have changed. At the time of the Research Departments study, dry mine tailings were hauled by rail cars from the Anaconda tailings ponds, twenty-five miles distant, to the underground mines' tailings fill plants at the Leonard Anselmo, and Mt. Con Mines. Now, with the installation of the new Weed Concentrator in Butte, tailings is delivered by pipeline to a cyclone at the Kelley Shaft, and stope filling has become more highly automated and streamlined. Presently, mill tailings at approximately thirty percent solids by weight, is pumped from the concentrator, eight thousand feet horizontally and upward, to the Kelley Fill Plant, where they are dewatered and deslimed by three Krebs Model D20B Cyclones, which discharge the material into the cased and grouted mine delivery bore holes at desired densities up to seventy percent solids. The vertical boreholes and four-inch rubber lined Victaulic pipe carry the material downward to horizontal distribution lines, which in turn tap into the stops-filling, three inch, unlined steel Victaulic pipelines. The slurry may travel several thousand feet before it finally discharges into the stope, where it lends support to the mined-out area.

Let us begin our discussion by looking at historical and current levels of sales of both natural and synthetic zeolites on a world-wide basis. Due to the understandable reluctance of some companies to disclose sales data, some estimation has been necessary regarding the tonnages and values shown in Table 1. We are confident, however, that they are within acceptable limits, especially the numbers referring to natural zeolite.

Although grinding mill liner life has been the subject of extensive studies, evaluation of the effect of liner design on power consumption, a far more significant part of total grinding costs, has been less comprehensive. The factors that effect ball mill energy efficiency are reviewed, and attention is then focused on the mechanisms of grinding. The trajectory of the outer row of balls, with different lifting face angles, is derived, and basic recommendations for mill speed and liner configuration are presented.

Under contract to the U. S. -Department of.-Interior, Office of Coal. Research, Hittman Associates recently completed a 16 month study of the environmental-factors associated with the siting, construction, and operation of large scale coal refineries. (1 2) The objective of this study was to identify the environmental effects and to define the magnitude of these effects and the approaches which can be used to mitigate adverse environmental consequences. In the study, the five major coal bearing regions of the country having reserves adequate to support a number of large scale coal refineries were considered. The regions considered were: Appalachian, Eastern Interior, Fort Union, Powder River, and Four Corners.

Property sales and acquisition are prominent features of today's coal industry. Before selling or buying a site, a company must know the property's economic net worth. Any evaluation of economic net worth would be inadequate if determinations of a property's environmental liabilities and costs were omitted. Short-term and long-term costs can result from liabilities related to reclamation, water treatment, subsidence, and hazardous waste disposal. A structured, interdisciplinary approach can aid in the delineation, summation, and scheduling of these costs and liabilities.

The determination of the proper cutoff grade for an open pit metal mine is based on economic criteria and the operating philosophy of the mining company. Previous papers have dealt with the balance of a fixed mine production capacity versus economic return. Mine production capacity is often controlled by the amount of mining equipment and the working area in the pit. A complete cutoff grade strategy is a balance of economic return of mining higher grade material versus the capital costs of additional production capacity and the operating cost of moving the waste and low grade material to assure proper ore release. An approach to the problem is presented which is based in part on work by previous authors and provides guidelines to proper cutoff grade strategy encompassing the time value of money and variable commodity prices.

Ore deposit models are defined largely by physical geologic features that relate conveniently to remote sensing. New Landsat, SPOT, RADARSAT and other multispectral and hyperspectral sensors with improved spatial resolution are currently in development. Near-infrared and thermal airborne hyperspectral scanners hold outstanding promise for both mineral exploration and feasibility stage mapping at potential new mining projects. These scanners are capable of identifying silicification, differentiating silicate alteration types, and mapping compositional variations within igneous and metamorphic complexes. Research in 'mineral and rock spectrometry is helping to advance applications of remote sensing.
