A common decision in openpit mining is to determine the extraction sequence of notional three-dimensional production blocks so as to maximize the net present value of the extracted orebody, while adhering to precedence and operational resource constraints. This openpit block sequencing (OPBS) problem is commonly formulated as an integer program, with binary variables representing if and when each block is extracted. In practical applications, the number of blocks can be large and the time horizon can be long; therefore, instances of this problem can be difficult to solve using the exact approach of optimization. The problem is even more challenging to solve when it includes explicit minimum operational resource constraints. Our maximum value feasible pit (MVFP) algorithm generates an initial integer feasible solution for OPBS problems, in which minimum operational resource constraints are strictly enforced. As an exact approach, we present a Tailored Lagrangian Relaxation (TLR), in which the selection of constraints to dualize is guided by information provided by the MVFP algorithm. We present results and graphics to demonstrate the utility of our techniques for instances containing up to 25,000 blocks and 10 time periods.

Background The mine is located in Ebensburg, Cambria County, PA. Cambria County is located within the Allegheny Mountain section of the Appalachian Plateau Province. The geologic structures in the mine area included folds, faults, joints and cleats in the coal. These geologic structures seem to have genetic relationships with the Allegheny Front (lannacchione and Puglio, 1979). The mine's geologic structures have been influenced mainly by Ebensburg Anticline and Wilmore Syncline (Watson, 1979). Current longwall panels lay along the western limb of the Wilmore Syncline oriented south 30° west. Surface topographic relief in the area is less than 152 m (500 ft) and overburden thickness varies from 183 to 244 m (600 ft to 800 ft). The coal seam in the mine is part of the Lower Kittanning Formation. The thickness of the B-seam is the subject of discussion. It varies from 1.2 to 1.5 m (48 to 60 in.) and consists of two parts. The lower part is 1.1 to 1.2 m (44 to 48 in.) of soft coal and the remainder is bony coal. The coal seam dips slightly from 0° to 6° to the east-south direction. Panel entries are driven 61 m (200 ft) wide, consisting of three 5.5 m (18 ft) wide entries and two pillars 24.4 x 30.5 m (80 x 100 ft) centers. The mine has a history of cutter roof problems in the entries (Fig. 1) that has delayed the advance rate of entry development considerably and the cost of maintaining those entries is very high due to the requirement of very heavy artificial supports (Fig. 2). Due to excessive convergence in the headgate, installation of additional support and often resetting of steel beam, to provide enough clearance, in these entries imposed additional delay during the retreat of the longwall face, as the shearer cuts coal adjacent to the headgate and shield support at the headgate needs to advance under the steel beams (Fig. 3). The Päijänne Tunnel is being constructed to conduct raw water from Lake Päijänne to the Helsinki Metropolitan Area. The length of the tunnel will be 120 km and the cross-sectional area is 15.5 sq m. Excavation started in 1973 and will be completed in 1982. 94 km of the tunnel have been constructed from Lake Päijänne towards Helsinki. The construction has advanced according to plan, and due to Finland's hard bedrock there have not been any great surprises. When completed, the tunnel will meet the water requirements of the Helsinki Metropolitan Area for a long time in the future because, with a free fall of 36 m, 9.6 cu m/s of water can be conducted through the tunnel from Lake Päijänne to the Helsinki Area. With pumping it will be possible to obtain a flow of 15 cu m/s, although at first the discharge will only be 5 cu m/s. The tunnel was partly taken into service as early as March 1979 when it was possible to conduct water to the municipalities north of the Helsinki Area. It is already possible now to conduct water to Helsinki, too, but from the Korpimäki pumping station onwards it must be done through the River Vantaa, which is polluted. When the tunnel is completed in 1982, good quality water can be conducted from Lake Päijänne to the Helsinki Metropolitan Area through a continuous rock tunnel. The cost estimate in 1973 was $ 88 million while it is now $ 90 million notwithstanding high inflation. AREAS NEEDED FOR CONSTRUCTION The areas needed for construction were bought through voluntary deals. Areas of 4 - 5 hectares were bought along the tunnel line at about 5 km intervals. Tripoli and the related mineral commodities such as micro- crystalline silica have been mined for more than 100 years for their abrasive properties. Although abrasive and buffing compound markets are still very important, within the last 15 years the filler and extender markets in paint, plastics, rubber, adhesives, and sealants have increased substantially. Tripoli or microcrystalline silica consists almost entirely of very small quartz crystals, many less than one micrometer in length. Material mined from different districts differs in crystal shape, grain size, and texture of the rock, all of which influence markets. Most US deposits are now mined by surface methods, and both air floated and micronized products are marketed. Deposits of tripoli now mined in the United States occur in chert-bearing Paleozoic limestone in the central part of the country with producing districts in southern Illinois, central Arkansas, and eastern Oklahoma. Although deposits within each district are confined to specific formations and extend laterally within those formations, individual bodies form minable deposits that are typically several hectares in areal extent. Tripoli is white to cream to rose and characterized by high porosity and ease of disaggregation. DEFINITIONS Tripoli In the United States, tripoli was first used to describe the fine-grained, easily disaggregated material from Seneca, MO, be- cause of its similarity to a rock from the Tripoli region of North Africa (Hovey, 1894). The North African rock is actually diatomaceous earth, a material that is similar in appearance to the rock from Seneca, but is of entirely different origin having formed by the accumulation of siliceous remains of microscopic marine or fresh- water animals. Tripoli is best defined as a very fine-grained, generally porous rock that consists of microcrystalline quartz, typically formed by the alteration of a chert-bearing limestone. Tripolite A term used to describe a rock from the vicinity of Tripoli in North Africa which is diatomaceous earth (Quirk and Bates, 1978) Microcrystalline Silica Microcrystalline silica is the same material as tripoli, but the distinction between the use of these two names is dictated largely by convention and markets. Material produced from southern I1linois deposits and used in white pigment and filler applications is generally referred to as microcrystalline silica, whereas that used in abrasive applications, both from the Illinois district and from other states, is commonly called tripoli. Amorphous Silica Amorphous silica, a term formerly used to describe the material produced from the deposits in southern Illinois, is now replaced by the term microcrystalline silica. Amorphous silica came into use when even optical methods for the identification of very fine- grained quartz were not widely available and the Illinois product, composed of quartz grains too small to be seen with the unaided eye, was thought to consist of amorphous silica. The Illinois material is clearly crystalline quartz, as shown by X-ray diffraction analysis and scanning electron microscopy (Fig. 1). Novaculite Although originally used to describe a rock suitable for the manufacture of whetstones, novaculite is now defined more generally " - as a homogeneous, mostly white or light colored rock, translucent on thin edges, with a waxy or dull luster, and almost entirely composed of microcrystalline quartz" (Steuart et al., 1983). The more compact rock mined in central Arkansas from the Arkansas Novaculite is referred to as novaculite, whereas the more porous rock is referred to as tripoli. Rottenstone The commodity rottenstone is sometimes included within the general mineral commodity category of tripoli. Rottenstone is mined in Northumberland County in eastern Pennsvlvania and formed by the weathering of a siliceous shale of Devonian age (Faill, 1979, Berkheiser, private communication, 1991). This material is used as a filler and extender, but is apparently unlike tripoli both in origin and physical properties. Spiculite Spiculite is a rock consisting of siliceous sponge spicules having formed by the removal by solution of the carbonate matrix of a spicule-bearing limestone. Spiculite has been mined in Texas and, because it resembles tripoli in several aspects, is included in the discussion of deposits.

The operation of mobile mining equipment near the crest of stockpiles and wastedumps is a potentially hazardous practice which often results in localized slope failures. A limit plasticity approach to determine the total admissible weight for moving loads near slope crests is presented. A three-dimensional analysis provides an upper bound solution to the load that can be applied to the top of the slope (dump point), and it also provides the critical distances of the load from the slope crests. The analysis accounts for the inertial forces generated by the deceleration of a moving load (e.g., a dump truck), and it also includes the drag resistance of the front wheels if the brakes are engaged. The results can be utilized to determine the safe operating distances for mobile equipment from the slope edge. This presentation will discuss the application of limit plasticity to the development of the local three-dimensional collapse mechanism. An example with realistic parameters also will be presented.

"The process of coal mining, as indeed of the mining of any stratified mineral, is inevitably followed by some degree of sinking of the superjacent strata and consequently of the surface." Royal Commission on Mining Subsidence, Second and Final Report, London, 1927. INTRODUCTION The above statement was used to describe mining subsidence in the classic report of the "Royal Commission on Mining Subsidence," published in 1927. In fact, this phenomenon has been recognized in Britain since the early fifteenth century, as revealed from court records of disputes and litigations related to property damage above mine workings (Shadbolt, 1978). The first attempts to investigate and analyze the mechanisms associated with mining subsidence, however, date back to the 1800's and were pursued by Belgian Engineers. This research effort was initiated as a result of the widespread movements and subsequent structural damage suffered by the City of Liege in the 1820's. The most notable achievement of the Belgian school of that era was he publication of Gonot's treatise "Loie de la Normal" in 1871 (Gongt, 1871).

Low-cost and environmentally friendly green froth flotation modifiers of plant origin, such as guar gum, carboxymethyl cellulose (CMC) and starch, have been used in the flotation of some sulfide and nonsulfide minerals. This paper discusses the fundamentals, current applications and potential new applications of guar gum, CMC and starch in minerals flotation. In this study, improved flotation performance was achieved using some green modifiers in flotation columns.

"In coal mines, handheld air, electric and hydraulic powered drills are used along belt conveyors, in single entry development, in entries where there are obstructions, and in longwall recovering bolting. In hard rock mines, pneumatically powered jackleg drills are typically used in narrow vein mining. Drilling and bolting in narrow confines has traditionally been performed with pneumatically or hydraulically powered hand-held drills or newer electrically powered hand- held hammer drills due to their low cost, simplicity of operation, and extreme flexibility due to their small size. Mechanized equipment has typically been too large, too expensive, inefficient due to the confined space, and too restrictive due to lack of flexibility for use in narrow confines.Although the handheld equipment is effective, it requires operator exposure to certain inherent hazardous conditions in use. These include falling rock from the roof, rib and face; tripping hazards; bending twisting lifting hazards; high noise levels and chemical fumes from the pneumatic exhaust. The operation of the hand held equipment can adversely affect the long-term health of the operator - continual jackleg operation frequently results in longterm damage to hearing, shoulders, arms and wrist joints and back injuries. This results in a reduction in life style for the operator and higher personnel turnover rates for the mining company.Hand-held drills also typically have limited thrust and torque capability that limits their ability to push long resin bolts, inadequate torque to properly install resin bolts or to properly torque mechanical or tensioned rebar bolts. Hand-held drills do not offer any type of protection for the operator from roof or rib falls. They do not offer any means for handling roof or rib mesh. Since the operator stands on the ground the maximum safe drilling height without use of a ladder or "riding the drill" is limited to 2.44 m (8 ft)."

This paper presents an overview of surface mining activity in the Canadian oil sands and how the mine operators interact with the province of Alberta's Mine Financial Security Program (MFSP), which took effect April 1, 2011. The MFSP approach to reclamation assurance results in the government of Alberta sharing a portion of reclamation liability through the majority of an oil sand mine's life. In order to determine the potential fiscal magnitude of this shared liability, an examination of the expected costs of oil sands reclamation activities through a study of corporate asset retirement obligation (ARO) liabilities and other corporate disclosures is presented. The province of Alberta's Environmental Protection Security Fund (EPSF), which formerly secured oil sands mine reclamation activities is discussed. Reclamation costs in the oil sands are poorly understood. The MFSP provides what it characterizes as a conservative estimate of C$75,000/ha, while corporate disclosures by Canadian Oil Sands Ltd. place expected costs at C$180,000/ha. There is significant risk associated with the apparent uncertainty surrounding reclamation costs.

Risk is a major factor in all mining activities, arising from many internal and external variables. The authors? research has resulted in a systematic method for the quantification of risk in mining projects (Park, 2012). This is the second part of a three-part series. The first part was published in the October 2013 issue of Minining Engineering magazine and can be found here at www.me.smenet.org. This paper discusses methods of assessing the overall risk associated with those variables, and presents a statistical model based on a survey of 31 experts. The third paper, to be publised at www.me.smenet.org on Oct. 14, presents an evaluation of the statistical model, using data from previous mining investment decisions in which the authors have been involved.

Sewage presently being discharged into the Tijuana River Valley pollutes the valley as well as the beaches in the South Bay of San Diego, making the beaches unusable nearly year round. The SBTO will convey flows down a 8.5 m (28 ft.) by 58 m (190 ft.) deep drop shaft, through a 3.35 m (11 ft.) by 5.8 km (3.6 mile) long tunnel, and up a 46 m by 2.7 m (150 ft. by 9 ft.) riser shaft connecting to a 1.5 km (0.95 mile) of seafloor pipeline and 1.2 km (0.76 mile) of diffusers on the ocean floor. The drop shaft will be sunk through 38 m (125 ft.) of saturated sands and gravels and 20 m (65 ft.) into the dense fine sands of the San Diego Formation. The tunnel liner has been designed as a five piece, single pass, gasketed, bolted, reinforced concrete liner designed to withstand an external head of 76 m (250 ft.) of water and internal operating head of up to 27 m (89 ft.) and to accommodate movement at the numerous fault crossings. The tunnel is contemplated to be driven with a state-of-the-art Earth Pressure Balance Machine (EPBM) or slurry shield machine through a wide range of conditions from clay to gravel with boulders.

Flotation columns continue to offer improved metallurgical and economic advantages over other flotation methods. Pilot testing at Ozark-Mahoning Co. in Rosiclare, IL led to installation of one 2.3-m-diam (7.5-ft-diam) column for zinc roughing and one 1.1-m-diam (3.5-ft-diam) column for zinc cleaning. This circuit replaced one stage of mechanical roughing-scavenging followed by two stages of cleaner flotation. General Column flotation continues to make inroads into applications traditionally dominated by mechanical flotation cells. For example, columns are becoming more visible as rougher flotation devices. At Royal Mountain King Mine in California, two 2.9-m-diam (9.5-ftdiam) columns are used for rougher flotation of carbon from a gold ore (Orlich et al., 1992). In addition, work performed at BRGM in France demonstrated the superiority of column flotation over mechanical flotation with respect to design of new plants (Morizot et al., 1991). The primary reasons for this acceptance of columns are a general improvement in design, scale-up and operation, as well as improvements in sparger design and performance. With these advances, the full benefits of column flotation can be realized. The benefits of properly designed, aerated and operated flotation columns include lower capital costs, reduced operating costs, fewer processing stages and improved metallurgical performance.

The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance. Consumer preference for ever-higher laptop performance coupled with laptops’ declining lifespans make them a significant contributor to electronic waste. An in-depth evaluation of elemental composition and distribution is important for determining metal recovery potential and sustainable recovery processes. In this work, the characterization of individual components of laptops is studied for the systematic identification of important elements and for streamlined and structured recycling, to reduce processing steps and improve economics. A process flowsheet highlighting various recycling routes by targeting metals and various components is also proposed.

Surface subsidence monitoring is the most effective means for investigating the nature of, and developing the techniques for predicting, the surface movement and deformation process. However, because of imperfection in survey equipment and field practices, the surface movement data collected from field survey are not error-free. Also due to lack of proper numerical techniques for computing surface deformation from the measured surface movement data, a relatively large portion of the subsidence data collected could not provide more information other than surface movement. In this paper, the sources and magnitude of errors in the measured surface movements and calculated surface deformation are discussed. Techniques for improving the accuracy of the calculated deformation indices (i.e., slope, strain, and curvature) are developed. The proposed techniques include: (1) proper selection of monument spacing for subsidence monitoring; (2) a data smoothing technique for data pre-processing; and (3) a number of numerical methods and/or procedures for calculating surface deformation indices from the measured surface movement data.

Rising electricity costs in South Africa have resulted in a need for optimized compressed-air networks in the mining environment. As a result, the financial benefit of air receivers needs to be reconsidered along with the economic dispatch strategy. This study investigates the use of an evolutionary algorithm in the mining industry to determine the potential financial benefit for various-sized air receivers, as well as their dispatch strategy. A genetic algorithm was selected due to the improved solution reliability and accuracy compared to other optimization techniques. This study indicates that a genetic algorithm can be used to determine the optimal dispatch of compressed air in the deep-level mining industry. Further, this study indicates that air receivers are financially viable in the mining industry and can be used to reduce operating costs, improving profitability.

Mining steeply dipping coal seams is a difficult task. Prior to 1996, fully mechanized longwall mining methods along the seam strike direction were tried in China and other countries. Due to its larger coal reserve in steep seams, China made more, but still limited, progress on mining such seams than other major coal-mining countries. In the last two decades, accelerated research efforts have tried to improve the mining technology in steeply dipping coal seams. Based on this work, a dynamic model of a roof-support-floor (R-S-F) system under asymmetrical constraints in mining steep seams is established here, and a theory of strata control and hazard prevention is formed. The key technologies for mining steep coal seams include global and regional strata control methods in the longwall face; methods for the longwall face machines to sustain static and dynamic loads; and flexible protection technology. These theories and technologies have been successfully applied in China to the mining of steep coal seams of varying thickness and hardness, with hard and soft roof and floor, and with a high potential for spontaneous combustion. In recent years, the technology has been introduced to Russia, India, Uzbekistan and other countries where steep coal seams are mined.

The Gualcamayo Mine is located in the Andes Mountains north of San Juan, Argentina (Fig. 1). A property of Yamana Gold Inc., it declared commercial production in July 2009 and has a total mineral reserve and resource base of approximately 88 t (3.1 million oz) of gold. Crushing operations for the openpit mine are located in a 13,500-m3 (477,000-cu ft) underground cavern with a ceiling height of 22 m (72 ft). More than 3,600 m (11,800 ft) of tunnels are used to access the cavern and convey the ore. The project as described in this paper relates to the design and construction of the main cavern, conveyor system exit tunnel, the mechanical system access tunnels and two 4.2-m- (13.7-ft-) diameter shafts (Ore Pass #1 and Ore Pass #2) (Fig. 2). Preliminary engineering for the project was performed by Hatch Chile. Rizzo Associates Argentina, S.A., a division of Paul C. Rizzo Associates, Inc. (Rizzo), was contracted to provide geomechanical and geotechnical support for the construction of the access tunnel system and geomechanical design and construction supervision for the cavern and shafts.

Climate change is the central challenge facing the mining industry, wherein producers must simultaneously ramp up production to provide the raw materials for clean technologies while transitioning to carbon neutrality. While transitioning to renewables will take time, mines can start improving energy efficiency while improving productivity today. This paper proposes a novel technology ecosystem that can help. By monitoring mine shovels, loaders, haul truck paths, and conveyor belts, the proposed technology enables particle size measurements throughout the operation, truck and belt volume monitoring, ground engaging tools monitoring, and boulder detection.
