Companies in the mining industry have been involved in a range of controversies over planning, siting, permitting, environmental, and enforcement issues. Through the use of conflict resolution case studies, this paper will present approaches and procedures that can help companies and other involved parties to successfully manage and resolve differences in a mutually acceptable manner.

Past failures of coal refuse embankments have resulted in intensified efforts in inspections of coal refuse sites by the Mining. Enforcement, and Safety Administration (MESA). MESA inspections however, are mainly qualitative and are often time consuming, Therefore, in August 1975 CH2M HILL was awarded a contract to identify, develop, and test a rapid system for monitoring coal refuse embankments to aid in MESA inspections. The rapid monitoring system developed uses convergent and vertical photography from conventional fixed-wing aircraft. The system was tested on an active landslide and on two coal refuse facilities using both black and white and color infrared film. Field tests showed the system was capable of accurate measurement while providing qualitative data through photo interpretation. The accuracy of the system allows it to be used to monitor coal refuse embankments, tailings dams, major earth dams, and natural slopes. Based on CH2M HILL results cost for monitoring by rapid system was approximately 25 percent of cost by conventional ground survey.

Shield leg pressure data from all shields and shearer locationwith time stamp from a mechanized longwall face are monitored and recorded in a surface computer. These data contain random noise due to power failure, leakage of legs, bad sensor reading and other maintenance or geo-mechanical problems. An algorithm is developed to detect mining cycle parameters such as setting and final pressures and duration of the cycle from these data for the analysis of periodic roof weighting phenomena. The intensities and persistence of periodic roof weighting are the vital information to the mine management to take judicious decision on longwall operation. The paper presents details of the algorithm which identifies 96% of mining cycles from the noisy data belonging to consecutive 5 months or 410 m of face advancement. Based on this analysis, 2 types of periodic roof weighting phenomena are detected, namely, (i) normal type—having peak intensity of 75 to 90% of yield pressure, interval of occurrences of about 10 to 15 m with persistence of 3 to 4 m and (ii) severe type—peak intensity over 90% of yield pressure, interval of 25 to 40 m with persistence of over 10 m. It is envisaged that these phenomena have direct relationship with main roof thickness, its overhung length and material properties.

Two epiclastic horizons in an Archean volcanic sequence host the gold occurrences on the Dunraine property near Wawa, Ontario, Canada. The Grace horizon of cherty and pelitic tuff strikes north-northwest and dips east. Native gold occurs with arsenopyrite in bedlike and podlike bodies of quartz lenses and stringers set in a pelitic matrix. The Parkhill horizon of lithic graywacke with associated flow-breccia strikes southwest and dips south. Native gold occurs with minor sulfides in similar bodies of quartz erratic within the Parkhill horizon. The auriferous bodies occupy paleotopographic channels and troughs within the two horizons. The former producers are the Parkhill mine with 1689 kg (54,300 oz) Au, Darwin mine with 473 kg (15,200 oz) Au, and Van Sickle mine with 48 kg (1536 oz) Au between 1902 and 1944. The gold occurrences are syndepositional with the host volcanic sediments laid during a pause in explosive volcanism. Fumaroles along steep gullies on the flank of a subaqueous volcanic center precipitated aprons of auriferous silica-sulfide mud. Downslope slumping resulted in exhalative debris flows; gold concentrated in flexures and depressions along stumpage channels. Renewed explosive volcanism covered the auriferous sediments with pyroclastic tuffs, arresting the slumping of in situ fumarolic deposits.

An algorithm used by the US Coast Guard to find lost objects is utilized to optimally allocate exploration efforts during initial stages of an exploration program. Based on classical search theory, the algorithm assumes a target probability distribution function, a detection func¬tion, and a cost function. The three Junctions are analogous to delineating areas of possible mineralization, choice of exploration methods, and exploration budget. Application of the algorithm is shown for a hypothetical target distribution. Using the maximum number of field days available as the cost function, the optimal allocation of effort is shown for different exploration methods, e.g. electromagnetic survey and induced polarization. The adaption of the algorithm for the exploration process is discussed.

China?s remarkable levels of economic growth during the past three decades have lifted almost 300 million people out of poverty. This amazing achievement has placed an increasing demand on energy and minerals, especially coal, which supplies 68.7 percent of China?s energy (June 2011). It is estimated that China mined more than 3 Gt (3.3 billion st) of coal in 2010, three times as much when compared to merely 10 years earlier. Such an impressive achievement does not come without major costs ?? including concerns with mine safety and an increasing number of occupational illnesses due to fast growth. This article reports on one of the major safety concerns in China?s coal mining, dust and dust control practices, and known cases of caol worker?s pneumoconiosis affiliated with prolonged exposure to excessive coal dusts. The exact size of China?s mining industry is not known, but it is estimated the coal industry is at least five-million people strong, and the metal and nonmetals industry probably employs another three million people. To meet increasing energy demand, China mined more than 3.1 Gt (3.4 billion st) of coal in 2010 from its 15,000 plus coal operations1, most of which are small- to medium-sized operations with annual coal productions ranging from a few thousand tons to 300 kt (330,000 st). These small coal operations are typically in remote areas, inadequately engineered, poorly ventilated and still using rudimentary drilling and blasting mining methods employing antiquated mining equipment and, presenting safety concerns, i.e., methane and dust explosions.

Be-fore proceeding further, it is important to clarify the meaning of some fundamental terms used frequently in the text. 6.0.1.1 Mine Valuation vs. Evaluation The words "valuation" and "evaluation" in a mining context are often used interchangeably. However, for the purposes of this section, a distinction is made between the two terms in accordance with commonly accepted practice. The word valuation in a mining project context has the rather narrow meaning of placing a dollar or other currency value on the worth of the project as a whole. In other words, the value of a mining project refers to a measure of the desirability of ownership of that property. As such, the major item of interest is, "what is the mine worth?," or `what is the value of the mine?" The value of a mining project may actually be determined in the marketplace at any specific point in time, or it may be estimated by one of several methods. "The results of laboratory evaluations were used to compare the potential of two alternative, biomass-derived fuels as a control strategy to reduce the exposure of underground miners to aerosols and gases emitted by diesel-powered equipment. The effects of fatty acid methyl ester (FAME) biodiesel and hydrotreated vegetable oil renewable diesel (HVORD) on criteria aerosol and gaseous emissions from an older-technology, naturally aspirated, mechanically controlled engine equipped with a diesel oxidation catalytic converter were compared with those of widely used petroleum-derived, ultralow-sulfur diesels (ULSDs). The emissions were characterized for four selected steady-state conditions. When fueled with FAME biodiesel and HVORD, the engine emitted less aerosols by total particulate mass, total carbon mass, elemental carbon mass and total number than when it was fueled with ULSDs. Compared with ULSDs, FAME biodiesel and HVORD produced aerosols that were characterized by single modal distributions, smaller count median diameters, and lower total and peak concentrations. For the majority of test cases, FAME biodiesel and HVORD favorably affected nitric oxide (NO) and adversely affected nitrogen dioxide (NO2) generation. Therefore, the use of these alternative fuels appears to be a viable tool for the underground mining industry to address the issues related to emissions from diesel engines, and to transition toward more universal solutions provided by advanced engines with integrated exhaust aftertreatment technologies. IntroductionDiesel engines have been the workhorses of modern society for industrial and transportation enterprises. Diesel engines of all generations are extensively used in a variety of light-, medium- and heavy-duty applications in underground mining operations around the world. Fuels obtained from various sources and with wide-ranging chemistries have been combusted in diesel engines. However, the bulk of the currently used fuel can still be traced to nonrenewable petroleum sources. The petroleum-derived diesel fuels are primarily made up of saturated acyclic hydrocarbons (parafins or alkanes), aromatic hydrocarbons (arenes or aryl hydrocarbon), and unsaturated hydrocarbons with double bonds (olefins and alkenes). Improvements in the quality of petroleum-based diesel fuels was identified in federal regulations as an important piece in resolving the puzzle of diesel engine emissions (Environmental Protection Agency, 2001, 2004). The reduction of U.S. diesel fuel sulfur content below 15 ppm had the effect of lowering sulfate emissions and enabling the development and implementation of catalyzed emissions control technology across a wide spectrum of applications."

Unfortunately, mining and mining accidents have gone hand-in-hand since man first started to extract ore from the ground. In the first published treatise on mining, De Re Metallica, Georgius Agricola (1556) stated that cold, water, dust, stagnant and foul air, roof falls, falls from ladders and demons all caused injury and death in the mines of his day. Although demons are no longer considered a cause of accidents in modern mining, the other factors remain with us still. The United States government started keeping track of fatalities with the establishment of the federal Bureau of Mines in 1910. Successor agencies, such as the U.S. Mine Safety and Health Administration (MSHA) continue to track fatalities today. Looking at the records, it can be seen that coal mine fatalities dropped from 2821 in 1910 to only 27 in 2004. The reduction in fatalities and injuries didn’t “just happen.” It took concentrated effort from the entire mining industry: miners, supervisors, safety officials, mining inspectors and mining researchers. But first, specific hazards must be identified before they can be corrected. In past, coal mining accidents have been analyzed by: type (roof fall, electrical, etc), mine attribute (location, seam height, etc.), and aspects of the mineworker (work experience, job classification, etc). Much of this research helped to direct the industry’s attention to where additional vigilance and safety training was needed. No doubt this directed effort has led, at least in part, to the decrease in coal mining fatalities. This paper takes a novel look at coal mining fatalities: it examines the risk of fatalities based on how long the mine has been open.

When originally accepting the assignment, the Client had described the property as vacant land. A prior appraisal was later discovered and revealed that the property included a mineral rights appraisal. Further research disclosed an old dispute with a court ruling based on testimony by AIMA-certified experts. The present appraisal was therefore based on data from findings of the court with a fresh look at discount rate, absorption period, and residual land value. Fortuitously, the property subsequently sold on the market, while meeting all criteria for Fair Market Value. This provided insight into a market-based discount rate. Also, the absorption period could be adjusted in accordance with the current market conditions. The residual land value was minimal (based on comparable sales and projecting trends in market) as the property was affected by a flood zone and the surrounding development was sparse. PROPERTY HISTORY: A GREAT INVESTMENT Briefly, the subject property is located in the floodplain region of the San Jacinto River, a short river in southeastern Texas that flows into Galveston Bay, filled with sand and gravel. This location is on the north side of Houston, north of Beltway 8 on the east side of I-59.

Twin-bore tunnels with a single track in each tunnel are currently the most common subway tunnel configuration. However, a large diameter single-bore tunnel with two tracks separated by a center wall could replace twin-bore tunnels and introduce potential benefits but require necessary modifications to the subway system. In particular, a nominal 40-foot-diameter single-bore tunnel can be considered in lieu of nominal 20-foot-diameter twin-bore tunnels. This paper discusses the benefits and modifications introduced by replacing twin-bore tunnels with a single-bore tunnel, with respect to various elements of the subway related to the tunnel, stations, track, and tunnel systems.

"INTRODUCTION The Shatin to Central Link (SCL) is a new rail line being constructed by the MTR Corporation for the Government of Hong Kong to cater for the growing passenger demand between the North-East New Territories and the urban areas of the city. Contract 1103, which will provide the 4 km of running tunnels between the new Hin Keng and Diamond Hill Stations, was tendered in a design-build framework and awarded to Vinci Construction Grands Projets (VCGP) in October 2012, with Arup as Vinci’s lead designer. One of the most challenging pieces of work on the contract involved the construction of 133m of SEM mined tunnel on the northern end of the project. The Northern Mined Section (NMS) is an undrained, twin-track, single bore profile, broken out through the southern pipe pile wall of the Hin Keng Station cut-and-cover box, Figure 1. The tunnel has maximum excavated dimensions of 14.5m span x 12m height, with track spacing of 6.175m. The general excavation sequence consisted of 3 stages; a 6m high top heading (73.1m2), followed by bench (27.3m2), and invert (26.7m2). A risk-based approach to the design was taken given the large variation in rock level, cover, and an active stream course above tunnel crown. Ultimately, six different temporary support types were utilized in order to optimize the construction process through continually changing ground while maintaining a safe and stable excavation. Three main support types were developed during the initial design phase, along with a “contingency” case, which utilized a partial heading excavation sequence and enhanced face support. The purpose of the contingency support type was to have a robust, engineered design available for immediate implementation should unexpected ground behavior develop, leading to the breaching of instrumentation trigger levels. This support type was never implemented on site. Drill- and-blast tunneling commenced once 6m of rock cover was verified through forward probing. A robust instrumentation and monitoring scheme provided valuable data throughout excavation and the means to carry out a geotechnical back-analysis of the ground behavior and support performance."

The use of sodium hydrosulfide (NaHS) in most of the operations in byproduct molybdenum flotation comes with safety concerns and, in some instances, a high reagent cost. Engineered solutions at the various operations where NaHS is used have immensely reduced the possibility of hydrogen sulfide (H2S) gas evolution. However, the threat of exposure remains, and this, coupled with the high dosages of NaHS consumed, supports the continued search for alternative depressants. This paper focuses on efforts to study the applicability of disodium carboxymethyl trithiocarbonate (DCMT), an organic depressant, as an alternative to NaHS. Bench-scale rougher flotation results for samples from the Sierrita copper–molybdenum (Cu–Mo) plant showed the best DCMT performance at 8 kg/t of DCMT, pH 10.5, 30 min of shear conditioning and 10 min of flotation conditioning. The Aminpro plant model simulation confirmed that 4 to 8 kg/t DCMT under certain shearing and conditioning times achieved superior or equivalent Mo–Cu separation efficiencies when compared\ to NaHS.

An effective technique to minimize miners? respirable dust and diesel exposure on mobile mining equipment is to place mine operators in enclosed cabs with designed filtration and pressurization systems. Many factors affect the performance of these enclosed cab systems, and one of the most significant factors is the effectiveness of the filtration system. High-efficiency particulate air (HEPA)-type filters are typically used because they are highly efficient at capturing all types and sizes of particles, including those in the submicron range such as diesel particulate matter (DPM). However, in laboratory tests, minimum efficiency reporting value (MERV) 16 filters have proven to be highly efficient for capturing DPM and respirable dust. Also, MERV 16 filters can be less restrictive to cab airflow and less expensive than HEPA filters. To verify their effectiveness in the field, MERV 16 filters were used in the enclosed cab filtration system on a face drill and roof bolting mining machine and tested at an underground limestone mine. Test results showed that DPM and respirable dust concentrations were reduced by more than 90% when the cabs were properly sealed. However, when the cab door was opened periodically throughout the shift, the reduction efficiency of the MERV 16 filters was reduced to 80% on average.

Using the concept of effective chain length for the substituted species, an index of hydrophobicity (I) has been defined. It is hoped that such an index will allow one to choose surfactants for particular purposes in a less arbitrary fashion than heretofore.

Contract practices affect cost and schedule of tunneling works, impacting risk allocation between Owners and Contractors. The Authors compiled a dataset of projects constructed in the Toronto Area between 1990–2020 procured either Design-Build or Design-Bid-Build. Data were analyzed identifying independent cost variables across the two methods. Overall industry efficiency further comparison with historical information demonstrates the costs of engineering ongoing escalation due to rising trends in environmental requirements and public consultations stirred through modern communicative platforms. These hard to predict and estimate costs need to be included in the risks evaluated and managed by Owners and not by Contractors

"For the Hollywood International Airport Runway Expansion Project at Fort Lauderdale, Florida, the structural fire durability analysis was completed for a series of tunnels formed by roadway and railroad cells located under the runway structure. A systematic design approach was developed to mitigate structural damage during a fire event and arrive at a practical method to structural fire engineering that is compliant to NFPA 502. To ensure the NFPA 502 requirements are satisfied, the performance based approach was implemented and the engineering analyses were performed for the adopted design fire event. The analyses considered the facility’s unique features including its fire safety systems to determine applicable design fire curves for structural durability analyses. The paper also outlines the process of defining the project specific fire curves for a specific design fire scenario and summarizes the results of heat transfer and structural fire durability analyses. This approach was aimed to assist the owner and Authority Having Jurisdiction to achieve practical decisions to the tunnel facility fireproofing.INTRODUCTIONFort Lauderdale–Hollywood International Airport (FLL) in Broward County, Florida is a major hub facility serving more than 23 million passengers annually. As part of the Airport Expansion Program, the South Runway (9R-27L) Expansion project aimed to meet ever increasing service demands via an increase to runway lengths. This necessitated the placement of one of the reconstructed runways on bridge structures over the existing U.S. Route 1 (US 1), a major north–south U.S. Highway that serves the East Coast of the United States, and the Florida East Coast (FEC) Railway, thus effectively creating multiple tunnel cells beneath the subject runway. For this project, HNTB suggested a tunnel fire damage mitigation system that would protect the runway major structural elements from the design fire event that may happen within the tunnel cells. This paper addresses the issues related to the fire event originating within the tunnel encompassing the US1 highway only, and deals with requirements of NFPA 502 [5] exclusively. Therefore, while approaching the structural fire protection issues for the specific tunnel cells beneath the runway structure, the requirements of the American National Standard NFPA 502 (Standard for Road Tunnels, Bridges, and Other Limited Access Highways, 2008 edition) were followed. Acid ferric sulfate solution has been used for heap and dump leaching of low-grade chalcopyrite ores and is being considered as a possible lixiviant for the hydrometallurgical processing of copper sulfide concentrates. For many years, researchers have attempted to explain the leaching behavior of chalcopyrite, since the reaction rate kinetics are extremely slow and seem to be significantly influenced by the nature of the reaction product. A summary of conclusions drawn from reported literature on chalcopyrite leaching is found in the paper by Munoz, Miller, and Wadsworth(1) and more recently by Dutrizac.(2) Lowe(3) and Jones and Peters (4) attributed rate control to a surface reaction. Linge,(5) Dutrizac,(6) Bauer,(7) and researchers at the University of Utah(1,8) reported that the reaction rate is limited by transport in the chalcopyrite lattice or through the elemental sulfur reaction product layer. Munoz et al.(1) presented a model, derived from the Wagner theory of oxidation, which is based on the formation of a protective sulfur layer with rate control by electron transport through the insulating sulfur layer.
