Following three major mining accidents in 2006, the MINER Act of 2006 was enacted by the U.S.Congress. The U.S. Mining Safety and Health Administration subsequently released the Final Rule on Refuge Alternatives for Underground Coal Mines, which required every underground coal mine to install refuge alternatives to help prevent future fatalities of trapped miners in the event of a disaster. The following paper documents the research that was performed on a structural wall to be used in conjunction with a breathable air system to create a refuge alternative. A 103.4-kPa (15-psi) safe haven polycarbonate wall for use in underground coal mines was designed and modeled using finite element modeling in ANSYS Explicit Dynamics. The successful safe haven wall design was modeled for an actual underground coal mine environment using the explicit finite difference formulation program FLAC3D to determine the responses of the wall and surrounding strata within a mine. A full-scale design was fabricated and installed in an underground coal mine to determine any construction constraints and as a final step in proof of concept for the safe haven wall design. This paper is meant to introduce the reader to a new wall concept to be used in conjunction with current technology.

My first contact with underground, bolt conveyors came when I was hired as a draftsman by the La-Del Conveyor & Manufacturing Company in 1935. At that tine relatively few nines were using haulage belt conveyors. Wore they were in use, they were usually loaded by chain or shaker type room conveyors which in turn were hand loaded at the working face. Duo to the low room tonnage, a gathering belt might receive who output of from six to eight rooms. For several years belts 26 and 30" in width were the favorites for coal mine use. Belt speeds very seldom exceeded 200 ft. per mm. at that time. Conveyor lengths for the majority of units lay between 1.000 and 2000 ft. For a number of years 25 H.P. drives were adequate for those conveyors. From 1940 until about 1950 loads and speeds went up slightly and 40 H.P. drives became the standard. Since the majority of mines were then using direct current power systems, we were able to use controllers with 3 or more steps of starting resistance. The slow belt speeds coupled with relatively long starting cycles kept the rate of acceleration low and gave us smooth, easy starts.

Thallium is not significantly removed from mining influenced water (MIW) through conventional treatment in hydroxide precipitation plants. We experimentally investigated modifications to hydroxide precipitation schemes to concurrently remove thallium. Our goal was to determine cost effective and efficient hydroxide precipitation process modifications for thallium removal. Strategies for removal targeted multiple mechanisms including sorption, co-precipitation and/or oxidation of monovalent thallium. Modifications were tested in batch and included oxidant evaluation and the role of manganese. Removal of thallium was enhanced by the addition of permanganate as well as oxygen by aeration. In addition, contact with retained solids and the initial manganese concentration played an important role in the extent of thallium removal observed. This paper reports on our findings and discusses the implications in the removal of thallium with minor modifications to the hydroxide precipitation process.

Over the last few years, and especially the last few months, issues relating to Corporate Governance in industry in general, and the Minerals industry in particular, have become increasingly topical, as a result of a number of scandals and failures. The development of International and National Codes for the reporting of Mineral Resources and Reserves began some years ago, and has been followed by more stringent Listing Rules for the Securities Exchanges, as well as more standardised formats and protocols for financial reporting of assets and activities. More recently, some countries have adopted Codes for the Valuation of Mineral Properties, which have focussed on standardisation of valuation approaches to be adopted, and the qualifications of people deemed competent to sign off such valuations. This process has not been without criticism, the main criticism being the proliferation of local standards and regulations, which are often difficult to apply and regulate, or which are too prescriptive for multinational mining companies to deal with. In South Africa, these concerns have been recognised, while at the same time a need has been identified to establish a Code which could be applied to South Africa, and the African continent as a whole. Such a development would necessitate that the Code satisfies the needs of the continent, but in a global context. This global context has already been set by the activities of the International Organisation of Securities Commissions, the International Valuations Standards Committee and the International Accounting Standards Board. This paper explains the progress and process that has been established in South Africa for this purpose, and highlights the key issues which are open to public debate, so that the process is inclusive and transparent, whilst at the same time it is consistent with international time frames, and provides a deliverable product that meets the desired objectives.

Success in mining demands the creative application of equipment, systems and processes to the unique needs of each mineral deposit, market and, though often overlooked, the culture of the individual business. In recent years, domestic coal mining companies have become more attentive to the contribution safety and loss control programs have on their financial results. Although most have adopted fairly conventional safety programs, some have created systems and processes tailored to their unique circumstances. While each coal mining business must consider the typical risks inherent to our industry, excellence in safety is most likely achieved when a safety program is customized to meet the needs of the individual business.

Introduction The efficient process control of a uranium mill and its associated mining operation requires a nearly continuous knowledge of the uranium concentration in the ore. Generally, the approach is to use laboratory assays of grab samples from the mill feed belt. In some cases, elaborate and expensive systems have been used to ensure random sampling, but even with these systems, mass-balance discrepancies still exist. There is a requirement for an on-line instrument that can give a prompt, accurate analysis of a large portion of the feed stock. The authors have recently evaluated a laboratory system that achieves these goals using neutron activation and delayed neutron counting. The development of the on-line uranium ore analyzer is a consequence of previous work done at the Whiteshell Nuclear Research Establishment (WNRE) (Campbell et al., 1978 and 1981), and is based on the emission of delayed neutrons after the neutron irradiation of fissionable materials. The mechanism of delayed neutron emission has been described (Keepin, 1965), but briefly is as follows. The fission fragments resulting from irradiation are in an excited state. Certain of these delayed fission products, precursors, decay to a more stable state by the emission of a delayed neutron. The delayed neutrons can be divided into six groups with effective half-lives ranging from 0.2-55 sec. It is important to note that more than 50% of the delayed neutrons are emitted within the first 6 sec after irradiation; this has an influence on the design of the analysis instrument. Measurement Cycle The measurement cycle involves a neutron irradiation, a delay time, and a counting period. The laboratory demonstration model of the ore analyzer comprises a californium-252 neutron source, a source chamber, a pneumatic transfer facility, and a neutron irradiation and counting module (Fig. 1). The ore sample is placed in the irradiation chamber. The neutron source is transferred to the center of the chamber for a 5-sec irradiation while the helium-3 thermal neutron detectors are switched off. As the source returns to the storage chamber, the detectors are switched on and the delayed neutrons counted. The total assay cycle is 16 sec. The current instrument design calls for the ore to be cut from the main belt every 16 sec by a mechanical arm and dropped into the analyzer directly, or via another belt. The cycle starts when there is a sufficient mass of ore in the irradiation chamber to depress a switch and stops when the delayed neutron count is finished. The ore is then dropped through the bottom of the analyzer chamber and returned to the main belt. The counts from each cycle are accumulated and the data reduced to give the desired information. The source is contained in an iron capsule and pneumatically transferred between the irradiation/counting and storage chambers. The irradiation/counting chamber possesses 12, 600-mm (24-in.) long helium-3 thermal neutron detectors embedded in an annulus of wax (Fig. 1). Two sets of six detectors are each interfaced to a preamplifier, amplifier and single-channel pulseheight analyzer system, and the two systems are connected to a scaler. A special timing unit controls the transfer of the source and the on and off switching of the detector assembly, in sequence with the movement of the source. Results and Discussion In the experimental demonstration, using the 107 neutron.s-1 source, a 10% uranium ore was measured to ± 10% (2o total error) in 10 cycles and ±6% (2o) in 100 cycles. Since a larger source was not available, it can be statistically predicted that a 109 neutron-s-1 source could be used to measure a 0.1% ore to ± 10% (20) in 10 cycles. Organisms living at hydrothermal vents are adapted to catastrophic disturbances in their environment caused by processes such as tectonic activity and mineralization that shift the locus of fluid flux and volcanic eruptions that pave over active systems and reset the hydrothermal cycle. The scientific community appreciates this risk of natural, local loss of species, genetic, and habitat diversity. The risks of more profound loss of diversity and ecosystem function and health as a consequence of additive commercial activities in hydrothermal systems are unknown, and are not the same across all deep-sea hydrothermal systems. Vent communities differ from one ocean basin to another, as do the geological settings and geochemical dynamics of vent systems. Communities on the East Pacific Rise represent one end-member in the catalog of hydrothermal vent communities. In these systems, the life cycle of a hydrothermal field is on approximately the same time scale as the lifespan of the species that live there. From studies of the 1991 and subsequent eruptions at 9N on the East Pacific Rise, we understand the rapidity with which new vents are colonized when nearby brood stocks are available to repopulate the system. Almost instantaneously, microbial biofilms and mats form, followed quickly by invasion of mobile opportunistic organisms (especially crabs, copepods). In a matter of a few months, a predictable succession of sessile organisms recruits, grows, and reproduces. Within two to three years, the system returns to levels of species diversity that begin to match those of the pre-eruption condition. Vents on the Mid-Atlantic Ridge (MAR) represent a different end-member, with catastrophic disturbance rare relative to the life span of the organisms that make up the bulk of the biomass. We have no experience with an eruptive event or other major transformation of venting activity on the MAR and thus have no knowledge or insight regarding the time it would take for the biological diversity to return to pre-cataclysmic levels.

"INTRODUCTION There is no doubt about the time and effort companies put in establishing and maintaining their equipment. However, the question about how these companies can map the benefits comes up. Neither do they have the tools to quantify the benefit of their action, nor do they have the tools to know the actual quality of their current maintenance system. The resources used in the process seem futile to observers. It seems impossible to trace improvements and to get information about the impact of actions in retrospect. Improvements in maintenance performance cannot be recognised by management or shareholders. Thus the necessity for measuring the performance of maintenance systems is given. In this paper ConMoto is systematically showing the strengths and weaknesses of many companies' maintenance management and is providing field-tested proven design elements for measuring maintenance systems and implementing Value Oriented Maintenance. Considering only business assets in production facilities and related machinery out of all investment goods in Europe, you reach a value of around 9.7 trillion euros in 2008. In Germany alone the equipment replacement value amounted to about 1.9 trillion euros [8,10,11,13]. If you calculate a cross sector maintenance costs rate of 4.8 % (corresponding to the average value identified in this study), direct maintenance costs in European production locations add up to over 450 billion euros per year [3]. These figures speak for themselves. Yet maintenance is not only of enormous significance for European enterprises. Our experiences show that maintenance and asset management, particularly sustainability issues, are also increasingly moving to the forefront in the BRIC states, in the Middle East and in many emerging countries. First of all, in order to meet the resulting high quality and cost related requirements of maintenance systems, a comprehensive overview of the issue is needed. This overview is provided by a detailed analysis of 83 companies and production plants from various sectors – with amazing results. SIGNIFICANCE OF MAINTENANCE Current studies show the high financial significance of maintenance and asset management. According to the market study in the Asset Manager [9], in industrialised countries about 10 to 15 per cent of the labour force are employed in maintenance and facility management tasks. In Europe about 40 to50 million people are directly and indirectly involved in retaining the value of machinery, plants, buildings, transport systems and infrastructure facilities. A glance at the costs side also demonstrates the great relevance of maintenance. EU-wide annual direct maintenance costs amount to a total of more than 1,500 billion euros. In Germany alone they are about 250 billion euros. This impressive total is considerably exceeded by indirect maintenance costs caused by technical failures. Indirect costs are estimated to be five times higher (Figure 1). [7,12,14]"

Illinois No. 6 coals of IBC 101 and IBC 112 were treated in solution with sodium hypochlorite to remove their sulfur contents, especially organic sulfur. The lab experiments were conducted in two steps of leaching at room temperature and hydrolysis at 90oC. The removal of organic sulfur from IBC 101 was by 37.8% while that from IBC 112 was only 13.7% under their respective optimum conditions. This large difference in organic sulfur removal is considered to be due to difference in concentration of surface total acid group, 3.14 vs. 0.88 mmol/g of coal.

Simulation and modeling is powerful tool to analyze real time data and can be used to analyze different scenarios using appropriate software that may reduce need of infield data collection process and can predict reasonably accurate results. In this paper the real time data of a mine is used to simulate and model the stresses on the pillars and evaluate the pillar strength and safety factor. The material properties assigned to the model are obtained by testing the representative samples taken from the selected locations of the mine. The mine under investigation has 50 ft wide pillars and 50 ft wide rooms under an average overburden of 650 feet. The effect of reduced pillar dimensions and increased roof span on overall stability of mine and extraction ratio is analyzed using LaModel [1] software. The predicted results of the reducing pillar size are analyzed to compares the current mining practices with the optimized room and pillar size to get better extraction ratio without comprising the safety.

In an effort to reduce the risks to underground miners of health hazards associated with exposure to high concentrations of diesel particulate matter(dpm), the Mine Safety and Health Administration(MSHA) published proposed rules in 1998 limiting dpm exposure in both underground coal and metal and nonmetal mines. The proposed rule for underground coal mines would require removal of 95% of dpm by mass, while the rule for metal and nonmetal mines would eventually limit total carbon exposure from dpm to 160 micrograms per cubic meter of air over an eight-hour shift. The comment period for both proposed standards ended on July 26, 1999.In this session, representatives from MSHA, the National Institute for Occupational Safety and Health (NIOSH), equipment manufacturers, labor and industry will discuss the impact of the proposed regulations on mine operations and worker health. Questions will be taken from the audience after brief presentations from each panelist. This paper provides a compilation of written summaries of each panelist’s opening presentation.

Geomechanics signifies the science and engineering of soil and rock materials and of rock masses. It is a field of professional practice and research that draws heavily on the elements of soil and rock mechanics. Geomechanics contributes to a number of disciplines: mining engineering, civil engineering, geological engineering, petroleum and natural gas engineering, and engineering geology (including the elements of geohydrology and geophysics). These disciplines are involved in the design and construction of such projects as mines, tunnels, foundations for structures, excavated rock slopes, dams, shafts, boreholes, oil reservoir wells, underground storage facilities for oil and gas, and hazardous waste repositories. Geomechanics allows us to improve both our environment and our quality of life. In the context of this Handbook, the scope of geomechanics is discussed mainly from the point of view of applications to mining engineering. However, the coverage of the subject mate¬rial is so comprehensive that it is relevant to other disciplines as well. Section 10 covers the field of geomechanics in a structured fashion, beginning with the fundamental principles and leading into practical applications in mining engineering. Throughout the treatment of the subject, knowledge of geologic conditions is assumed since this is discussed in other sections of the Handbook. An important feature of this section is a series of practical examples illustrating the various aspects of geomechanics. At MacIntyre Development of the National Lead Company, Taha s, New York,, the flotation plant was set up to recover ilmenite from the finer size fraction of the ore that cannot be efficiently treated in the main gravity-magnetic separa¬tion process. It was later expanded to handle the reground middlings from the tables wetherill magnetic separators. The ilmenite-magnetite ore is ground to minus 20 mesh in five 6 x 12 ft. rod mills in closed circuit with DSM screens. The minus 20 mesh screen undersize is pumped to four parallel sections each consisting of two rougher wet-magnetic separators and one cleaner separator for magnatite removal. The screen undersize from the fifth section is distributed to all four sections. The magnetite removed in the roughers is pumped back to the cleaners and the cleaner magnetite is dewatered in rake classifiers and carried by belt to the winter plant or the stockpile area. The nonmagnetic sands from rougher and cleaner magnetic separator are sized for table feed in eight pocket hydraulic sizers. The slime overflows from the Crocketts, the sizers, and the magnetite rakes are collected and pumped to three-inch cyclones for thickening and desliming. The cyclone underflow is the principal flotation plant feed.

Refinement of environmental procedures can produce significant cost savings at most mines. Grouting permeable aquifers reduces water pumping and disposal costs. Stable groundwater quality supports reduced groundwater monitoring; and for contaminated groundwater, in-situ or natural restoration should be evaluated. Waste-rock characterization can be minimized using fewer (but more representative) samples, inexpensive surrogate analyses (e.g., NAG instead of humidity cells), and appropriate tests (e.g., avoid meteoric tests on sulfide). Selective waste-rock handling should be compared to random emplacement, which is often cheaper and more stable. Finally, incorporating schedule uncertainty in modeling allows the flexibility to revise mine plans within permits.

Improved haul-road conditions can have a positive impact on mine operations, resulting in heightened safety, productivity gains, longer tire life and lower maintenance costs. For these reasons, a monitoring program is required to ensure the operational efficiency of the haul roads. Currently, at Bald Mountain Mine, monthly site severity studies, ad hoc inspections by frontline supervisors or operator feedback reporting are used to assess road conditions. These methods are subjective and provide low temporal resolution data. This case study presents novel unmanned aerial vehicle (UAV) technologies, applied on a critical section of haul road at Bald Mountain, to showcase the potential for monitoring haul roads. The results show that orthophotos and digital elevation models can be used to assess the road smoothness condition and to check the road design compliance. Moreover, the aerial mapping allows detection of surface water, rock spillage and potholes on the road that can be quickly repaired/removed by the dedicated road maintenance team.

Waste disposal underground is the most effective method when viewed from an environmental aspect. As costs of other methods of disposal continue to escalate, the cost effectiveness of underground disposal during the mining cycle becomes increasingly attractive. The use of concrete for sealing abandoned mines has proved to be suspect when associated with a relatively incompetent adjacent strata due to its shrinkage characteristics. Complete failure of the plug has been known to occur in some instances. A more effective, cost competitive seal can be obtained using pneumatically stowed material and incorporating a polyurethane grout, which has greater adhesion characteristics than concrete. Injection of the surrounding strata and of the stowed material helps to ensure an impervious barrier and prevent the plug from moving when subject to high pressure heads. When properly placed, impervious seals cause the old workings to flood, raise the mine pool level, and thus eventually eliminate the potential for oxidation, which is the primary cause of acidity in the water.

Economical dewatering of ultra-fine (minus 74 m) clean coal slurry produced in column flotation to a 20 percent or lower moisture level will be an important step in successful implementation of the advanced fine coal cleaning processes. The main objective of the present study was to evaluate efficiency and effectiveness of three dewatering techniques, namely, hyperbaric, vacuum and screen bowl centrifuge, in dewatering of ultra-fine (D50 ~ 25 m) clean coal slurry produced by the `Ken-Flote' columns operating at the Powell Mountain Coal Company, St. Charles, Virginia. he hyperbaric filter using 3 bar pressure and 165o cake formation angle, provided a filter cake with 23.6percent moisture with a throughput of 800 Kg/m2-h and air consumption of 868 Nm3/t (460 scfm/t). The vacuum filter with 30 percent submergence provided a filter cake with 27.8 percent moisture with a throughput of 122 Kg/m2-h. The screen bowl centrifuge provided a dewatered product containing 32.9 percent moisture at a feed rate of 450 Kg/hr, however, the solids capture was only65 percent. Addition of 1 Kg/t of a cationic surfactant provided filter cakes with 19.1 percent, 23percent, and 34 percent moisture using hyperbaric, vacuum, and centrifuge, respectively. Similarly, addition of 0.5 Kg/ton of copper chloride lowered filter cake moisture to 20.7 percent and 24.8percent, using hyperbaric and vacuum. With the centrifuge no improvement in filter cake moisture was noted. However, use of 80 Kg/ton of `orimulsion' in the centrifuge provided dewatered product containing 26 percent moisture, and the solids capture increased from 65 to 95 percent. The dewatered product appeared dry and was easily handleable.

The syngenetic, metamorphic water, and source bed concept theories of ore deposition proposed by Anton Gray, C, Lo Knight and others, to explain ores in sedimentary rocks, are challenged on the basis of a survey of the literature and personal observation, A hydrothermal origin for the Northern Rhodesian Copperbelt deposits is indicated by the presence of post-Roan age igneous rocks and post-gabbro mineralization, the wide distribution of ore in the various Lower Roan lithologic types, and the zoning of the copper-iron sulphlde minerals and minor elements The proposal by Gray and Knight that igneous rocks are not favorable as guides to nonferrous metal deposits, and Gray's hypothesis that the redistribution of connate waters and their dissolved metals by metamorphic processes was responsible for the emplacement of ores, are rejected as contrary to field evidence, The absence of exposed potential igneous source rocks is shown to be an invalid argument for the proponents of any syngenetic hypothesis, The common association of ore deposits with calc-alkaline intrusive rocks and their derivatives is, however, demonstrated to be convincing evidence that an exploration program based upon a magmatic theory of origin, would have found most of the important known non-ferrous metal deposits of the world, It is urged that prospecting be continued on the sound basis of accumulated knowledge of the lithologic and structural facts surrounding known ore deposits.

There has been a recent revival of interest in concentrated coal/water slurries as a substi¬tute for fuel oil or for coal/oil mixtures, particularly in electric power generation. The idea is not a new one. Coal/water slurries were transported by pipeline in the U.S. in the early nineteen-sixties, and the Black Mesa coal pipeline has been in operation for several years, while in Germany, coal/water slurries were being burnt for power generation in the early nineteen-seventies, as described by Merten and Höner (1972). Since coal is not a pure substance but a carbonaceous mixture, the different chemical and physical behavior of coal/water dispersions from different deposits must be understood in order to optimize the properties of the result¬ing slurry fuels. Since minerals which are minor constituents of coal may also strongly affect slurry properties, coal chemistry may vary considerably even within a single deposit. Thus it is unlikely that there will be a single formula for optimizing the slurry properties of all coals, and even the answer for coal from a single source may change with time.
