The computer program "Spike" is an "expert-rule based system" designed to fulfill two requirements. 1) acquaint unfamiliar personnel with big hole drilling techniques and 2) to stimulate the "old hands" in solving drilling problems. "Spike" will not make anyone a drilling expert The best way to understand a computer program is by example, but first some explanation of an? "expert-rule based system", As the name implies, the program tries to imitate a human expert. Unlike a normal computer program which uses a list of instructions to follow in a set order, a rule-base program has a collection of independent rules without an explicit list of things to do, one after the other. This type of program was mandatory to accommodate the ever changing situations and corrective actions that more accurately duplicate actual drilling operations and the advise of an experienced drilling expert.

INTRODUCTION Tens of deposits in' coal basins of Western and Eastern Siberia are being open-mined with the technology of overburden rehandling into the mined out space of pits by excavators - draglines. This technology is preferred due to the high productive Russian equipment, comparatively low cost, and relatively small Influence exerted on the environment. The basic tendency of the last decades is the aspiration for enlarging the sphere of the' technology application for development of gentle and steeply dipping seams with the use of blast destruction of overburden and with combined winning of loose alluviums and rock partings. Complex technological schemes with multiple rehandling are widely used. In addition to it, stripping workings, intermediate storage of mineral resources, placing of transport dumps, and engineering construction can be realized with the use of draglines. More than ten of dragline faces are simultaneously exploited in some pits, and the rehandling coefficient ranks from 0.1 to 8. Here, conditions of winning and placing (position of a face and existing dump) are varying in space and time; this leads to the necessity of reconsidering the order for conduction of works (schemes) within the current designing. By now, in order to this, it is required to realize complex engineering calculations by graph-analytical methods and definite experience. The need is available for automatization of this process by creation of the corresponding software. The software is to: • Orient on the active pits and use information on the existing geology, equipment, and situation in mine. • Calculate the existing schemes more operative and on a higher qualitative level to model their development in a pit space with parameter optimization. • Predict situations demanding to change the existing technology for mining operations and recommend optimal technological schemes. METHODOLOGICAL FOUNDATIONS FOR MODELING The problem is not new, it has more than fifty year-old history of creating mathematical models algorithms, and programs in Russia, Ukraine, USA, Canada. Australia and other countries with the developed mining branch. Conventionally, all population of programs can be divided into three groups depending on goal and interval of prediction: • Long-term programs used in designing and intended for substantiation of the nine capacity, selection of mining system, establishment of limits for applying the technology of overburden rehandling. There is an ongoing battle to gain general acceptance of fossil fuel byproducts as safe, economical and useful agro-industrial materials. Despite that, the US ash industry is witnessing a steady growth in the volume of coal burned, along with the production of greatly refined, higher-quality ash particulates. There are two principal reasons for this. Economics have caused an increasing number of US electric utilities to convert from oil-burning to coal-burning. And the Federal government has tightened specifications on fly/bottom ash production quality. Hence, it must be noted that new and more stringent Federal regulations were implemented in 1980. The resultant ash particulates are finer, more compact, and less heavy than in previous years. Additionally, the first shift from oil to coal in the US was initiated in December, 1979 by the New England Power Co. in Massachusetts. Coal is the most widely-distributed fuel in the US. And it is found in 38 states. The wide availability of this fossil fuel and its general cost-efficiency, coupled with the undaunted move of US electric utilities toward nuclear power, are major factors affecting the current statistics on ash generation (65.4 x 106 million tons). Interest in the use of coal in power plants is creating a unique ash disposal and use situation for ash producers as well as the Federal government. There are growing quantities of fly/bottom ash residue. Ash producers must decide how this byproduct can be dealt with effectively and profitably. At the same time, government agencies such as the US Environmental Protection Agency (EPA), are commissioned by Congress to assure that solid, liquid, or gaseous material released into the environment is not harmful or offensive to human health and the environment. Additionally, the Federal government is often responsible for establishing and enforcing guidelines and standards governing the use of recycled materials. Several standards and guidelines governing the properties and use of ash in the US have been established by governmental agencies as well as by the ash industry itself. Of these, some have been developed for ash use by a specific federal agency. Others apply to the entire industry. The following is a brief identification of the major specifications for fossil fuel ash: • US Corps of Engineers - These specifications were first established in 1957. They delineate the physical and chemical requirement for pozzolans used in mass concrete. These specifications applied only to Corps of Engineers' concrete construction projects for locks, dams, and other mass concrete projects until 1977. At that time, a joint effort between the American Society for Testing and Materials and the Federal government produced a modified specification that is now generally applied. The Corps of Engineers' ash, however, retained certain aspects of its specifications for its own use, particularly in the area of handling and shipping fly ash to its own projects. Prior to transporting the fly ash to the corps, all potential sources for the ash must be inspected and approved as a supply source. All silos must be filled, sealed, and tested before the ash is released for shipment. The normal test period for the ash is seven days, although several testings may require up to 28 days. Once the fly ash has been released, it can only be shipped to US Corps of Engineers' projects. All shipments are made with a government inspector present during loading. After a truck or railcar is loaded, the silo is resealed until the next shipment. This procedure requires three silos, and a minimum of 454 t (500 st) each should be considered for each storage unit. All silos are strictly committed to Corps of Engineers' use and are not available for other commercial shipments. • US Bureau of Standards - This Federal agency maintains a standard testing sample of nearly every product used in the US. The accuracy of the fly ash chemical analysis is measured by a regular cement and concrete reference laboratory (CCRL) inspection and based on test results from a standard sample of cement. • US Bureau of Reclamation - This agency pioneered several projects using fly ash and required Federal Standard Certification for pozzolans. • American Society for Testing and Materials (ASTM) - This nongovernmental organization began preparing standards for fly ash sold and used in the cement and concrete industry in 1947, at the urging of ash marketing firms. Current standards define chemical and physical requirements and is entitled, "Fly Ash and Raw or Calcined Natural Pozzolan for Use as a Mineral Admixture in Portland Cement Concrete (C 618-80)." • State Highway Specifications - Led by Alabama, many states are moving toward permitting - and in some cases requiring-the use of fly ash in portland cement concrete and with lime for base stabilization projects for roads and highways. • Federal Aviation Administration (FAA) - The FAA acts in an advisory capacity. It has final approval on design specifications for airport construction projects. The agency has established a set of guidelines permitting the use of fly ash, and has approved several fly-ash-specific designs. The most current FAA fly ash projects

Discussion by R.W. Hutchinson Minter's excellent recent paper (1990) on the great paleoplacer gold deposits of the Witwatersrand and its subsequent discussion (Cheney, 1991) and reply (Minter, 1991) provide an informative, interesting and up-to-date review of the geology of these unique ores and some long enigmatic questions regarding their origin. Clearly summarized by Minter (1990) are the compelling sedimentologic and stratigraphic relationships indicating that the Central Rand Group conglomerates are ancient placers and documenting the fluvio-deltaic conditions of their transport and deposition. As Minter (1991) indicates, Cheney's discussion broadens Minter's 1990 coverage of the subject by considering higher and lower stratigraphic units and by adding detailed comments concerning recently published information about metamorphic and age relationships. Cheney's discussion and Minter's reply also readdress the old controversy of epigenetic hydrothermal vs. syndepositional placer origin for these deposits. This controversy has been resurrected by: • recent recognition of hydrothermally-altered granites (HAGS) in the older Archean basement rocks that lie unconformably beneath the Dominion Group rocks north and west of the Witwatersrand depository; • recognition of greenschist metamorphic assemblages in the Witwatersrand strata; and • the presence of interpreted epigenetic mineral assemblages and textures in some of the deposits. These relationships are briefly discussed by Cheney who suggests they may result from later, superimposed metamorphism and deformation and do not prove that the gold was introduced by epigenetic/metamorphogenic processes. In his paper, Minter (1990) cited the 1986 abstract of a subsequently published paper by Hutchinson and Viljoen (1988) who also considered many of these aspects and attempted to integrate them all in abroad genetic hypothesis. In addition, they emphasized the additional important problem of determining the source for the Witwatersrand gold. Although this issue was partially addressed by Reimer (1984), Mossman and Dyer (1985) and Reimer and Mossman (1990), the question has been generally under emphasized in earlier work and was, therefore, not stressed by Minter and Cheney. Reimer (1985) also emphasized the importance of weathering of the basin's Archean hinterland and its affects on Witwatersrand sedimentation. Since the epigenetic hydrothermal hypothesis was essentially discarded in favor of placerist origin, the gold source for these great deposits has generally been attributed to the weathering of lodes in greenstones or granites of the uplifted, older Archean hinterland to the north and west. However, Hutchinson & Viljoen (1988) present evidence that this explanation is inadequate, as well as data in support of an alternative explanation. They suggest that the gold and accompanying abundant, clearly detrital and auriferous pyrite in the conglomerate reefs were derived by erosional degradation of auriferous-pyritic exhalite previously deposited, by shallow marine discharge of hydrothermal fluids, along the fault-bound northwestern margins of the Witwatersrand depository. The auriferous-pyritic exhalites were generated by fluid-rock reactions in the subsurface, particularly in the highly-altered lavas of the Dominion Group but also in adjacent basement granitic rocks. The process envisaged is comparable to that observed in sea floor hydrothermal systems today, although, in this case, it occurred at the margin of a rapidly subsiding, shallow marine or continental basin. Important evidence for this explanation is the anomalous gold content of the ferruginous, shaley strata occurring throughout the Witwatersrand Supergroup and including the distinctive contorted bed that is an iron formation. These layers have been interpreted (Hutchinson and Viljoen, 1988 and 1990) to represent the more distal, finer-grained, mixed chemical/clastic sedimentary strata. Thus, they are the basinal equivalents of the proximal, auriferous-pyritic exhalites that were deposited along the basin's margin and subsequently reworked by sedimentary processes. This gold source explanation resolves many of the enigmatic questions regarding Witwatersrand geology and the reawakened controversy between proponents of hydrothermal and placerist genetic hypotheses. The theory invokes a hydrothermal origin for the gold in the basin-margin pyritic exhalites, thus explaining the visible hydrothermal characteristics (Figs. 1 and 2). It also provides compelling evidence for placer origin by encompassing all of the fluvio-deltaic processes of clastic sedimentary transport and deposition that are clearly summarized by Minter. These characteristics result from the degradational reworking of the pyritic exhalites along the depository's margins. Fluvial reworking, transport and deltaic redeposition of this detritus, along with additional detritus carried into the depository from the hinterland, then formed the conglomerate reefs. Other enigmatic aspects of Witwatersrand geology include: • the rarity of magnetite and ilmenite (the two most common heavy minerals in placer deposits) and the contrary abundance of leucoxene in the conglomerate reefs; • the presence of differing varieties of pyrite (authigenic, allogenic, compact and porous) all of which are auriferous; and • the presence of well-rounded pebbles, even cobbles, of pyrite that, in view of the brittleness of the mineral, could not have been transported great distances from a hinterland.

Introduction Troublesome shales have plagued the petroleum industry for more than 50 years. Unstable boreholes have been experienced when drilled into shale formations; sane have been studied almost at the beginning of rotary drilling. A little progress has been made since then, but much is still to be learned. No simple solution exists so far, but good drilling practices combined with good mud practices have been helpful. It is well known that shales in general have a strong affinity for water, and when water is adsorbed, the stability of the shale section of a well is reduced; cohesive strength will be re- bed, properties will be altered and shale will generally expand and/or crumble. The amount of water a shale will adsorb depends on the characteristics of its clay mineral and the ionic concentration of surrounding fluid. Fluid loss and the resulting hydration of an unstable formation can lead to serious downhole problems. The rate of fluid loss depends greatly on the permeability of the deposited cake. In impermeable formations, however, there is no loss of fluid into the formation. As such, shale, because of its very low porosity and almost no permeability, could be termed impermeable. Yet there is strong evidence that shale surfaces are wetted by an invasion of fluid into the formation through microfractures and jointed planes. It is this wetting that causes the shales to swell and slough into the hole, resulting in problems such as increased mud volume and treating costs, bridges and fill-up, stuck pipe, overgauge hole, poor cement jobs and increased cement requirements, and logging and completion difficulties. Drilling operations have been defeated by severe shale problems, resulting in & hole being plugged and abandoned after several weeks of drilling. Shales are we1l known as being difficult and costly to drill. Numerous fishing jobs have plagued drilling operations, and the cost of reaming tight holes ad weighting up the drilling mud to control shale sloughing has been high. The concept of controlling water loss to stop sloughing was introduced in the 1920's. It was known-then that calcium in fresh water re- strains clay £ran excessive swelling (theory of osmosis) . This reinforced the belief that calcium-based muds such as lime, gypsum and calcium chloride should minimize hydration of clays. Lime muds were then introduced for this purpose and others in the 1930-1940 decade1. They were used for shale inhibition but were not effective. In an attempt to improve them, a special calcium-type mud beam popular during the 1950's. Hole enlargement continued and they too were considered ineffective. During & early 1960qs, papers were published claiming that shale swelling could be prevented by using high concentrations of chemical thinner called Chrane Lignosulfonate1. This began the era of highly treated lignosulfote muds. Unfortunately, the hole enlargement problem continued. During & mid-1960’s, oil based muds were used for the purpose of inhibition of shales. Not until 1966 did Mondshine2 suggest that the water phase be saturated with calcium chloride. The cost of using oil based mud was considered by most operators not worth the additional hole stability. The potassium chloride-polymer muds were also used in many fields in the United States and western Canada. The use of these muds has been claimed to prevent clay swelling by inhibition and encapsulation in sane areas of western Canada. They are also expensive and their ueneral application is still experimental. To reduce filtrate loss when sloughing shale becomes a problem during drilling is a reasonable practice. This study will investigate the use of cationic organic additives to mud to form a protective barrier between the shale - which are primarily composed of clays - and water that will keep water from entering the microfractures and will also prevent them from hydrating. In so doing, an understanding of modern clay chemistry and & dispersive properties of cationic additives in water based systems will be our most valuable tools. This study will also present and solve a mathematical model for simulating cation transport phenomena in fractured shales using the Framdlich equilibrium adsorption isotherm. The studies will analyze wellbore failure and stability as affected by cationic organic material.

INTRODUCTION Under certain circumstances the closure of former mines which are located above a certain flood level can result in problems such as the emanation of detrimental substances after having completed filling and reclamation operations. This especially applies to uranium mines in which the radiation dose could far exceed the dose of natural background radiation. By means of an example of the uranium mining in Germany in the following it will be demonstrated how to cope with this problem. On the basis of comparative investigations in various vein deposits and using ventilation scheme calculations proposals for the optimization of the necessary forced ventilation can be submitted. REPORT ON SITUATION In the period 1946 - 1989 the former Soviet-German joint- stock company "Wismut" developed into the biggest European uranium producer with a total output of about 220.000 t of uranium. A major mineraldeposit district was the deposit of Schlemaf Alberoda in the Saxon Ore Mountains, in which 80.000 t of uranium were produced. Thus it is among the biggest uranium de- posits of the world, from which various other metals were at- tracted for many centuries. The exploitation of the Schlemal Alberoda deposit involved steep veins in regions near the surface as well as depths of 1.800 m. Until 1991 a total excavation space of 40 million m3, which is flooded at present, was produced. With the average increase in the water level of 80 cm per week the final flood level is expected to be reached in the year 2003. The shaft 373 at present still being used for ventilation will be no longer available since the second quarter of 1998 after flooding the -540 m level because it is not connected with the excavation system near the surface. As a study shows, a radiation dose far above the natural back- ground radiation has to be expected for the town of Schlema due to the extensive mining activities near the surface and due to the subsequent displacement with missing depression fo the main mine ventilating fan. An uncontrolled air flow containing radon leaves the open mine excavation due to the effect of the natural ventilating pressure and emanation caused by the barometric pressure drop with atmospheric pressure fluctuations. This mine air with its high-level radioactive equilibrium results in a high radiation dose in buildings (see Figure l). After having switched off the main ventilating fan in order to investigate the effect of the missing depression the increase in radon concentrations amounted up to 700% in various buildings of Schlema. This was partially due to the inversion state of the weather at that time. The high radon concentration has detrimental effects on the health of the population and of the miners working on the further reclamation in regions above the flood level. ANALYSIS OF THE RADON EMANATION RATE EXPECTED Considering the composition of the radon inflow from the mine workings it becomes evident that 80 % of the radon inflow originates from abandoned excavations and only 20 %from open ventilated mine excavations. This fact has to be taken into account for the ventilation after having reached the final state of flooding. After completing ventilation the radiation dose on the surface is mainly due to the radon emanation from excavations close to the surface. Investigations of the Wismut GmbH showed the in- crease in the specific radon emanation rate by a factor of 100 for abandoned excavations as compared to new drivings. One reason is the larger specific surface of abandoned galleries caused by displacements due to mining activities as well as by fall of hanging. Furthermore the radon can enter the gallery through joints, which have subsequently opened by convergences. All these effects result in a larger free surface available for radon diffusion. The large number of drivings in the deposit sections near the surface and the fact that the highest uranium contents are found near the surface as well as the high fracturing are further reasons for higher emanation rates. Considering these facts it can be expected that the radon inflow of 10.000 kBq/s, which refers to an open mine excavation of about 1.4 million m3, represents a minimum. Only by increasing the specific surface, for which a numerical value has still to be determined, this value will increase with certainty. An extensive radon emanation from the residual excavation, which cannot be flooded, can only be prevented by maintaining the ventilation system. The low pressure produced by the fan in the mine openings prevents the emanation of air containing radon due to the effect of the natural ventilating pressure. Without the controlled withdrawal of the radon the population as well as the miners working on the further reclamation in areas above the flood level would be endangered. Therefore the follow-

There are many problems faced by ventilation engineers in deep underground mining operations, not the least of which is controlling miner exposure to radon gas and its daughter products. Radon gas is commonly found in uranium mining operations, but may also be present in other deep metal mines. For example, tin mines in England, iron ore mines in Sweden, gold mines in South Africa, and molybdenum mines in the U. S. have potential radon exposures. This is because uranium and accompanying radium ore are ubiquitous to the earth's crust albeit at low levels. The fact that the activity represented by one WL can be caused by a relatively low concentration of radon gas increases the difficulty of control. Since the source of the radon gas is usually widespread throughout a mine, local exhaust ventilation is not a viable control schema. The technique used to control exposure is then dilution ventilation and, in fact, huge amounts of air must be moved in order to reduce potential exposures to an acceptable level. An interesting comparison can be made of ventilation rates in different types of mines. It is estimated in modern coal mines, which are generally acknowledged to have high rates of ventilation, that about eleven tons of air are moved for each ton of ore mined. A typical operating uranium mine may have ventilation flows of 14-15 tons per ton of ore mined. This provides an idea of the scope and importance of ventilation in modern mining operations where radon is a hazard. Further pressure is put on ventilation engineers by the steady downward trend in exposure limits set by national and international standard setting agencies. Much of this tendency toward lowered standards is based upon longitudinal mortality studies of miner populations. Another important factor is the limited number of experienced miners available in the labor pool. For optimum production, it is important to have as many experienced miners underground in each shift as possible. However, the average daily exposure in a U. S. mine must be less than .3 WL to permit the miner to work underground for a full year. The ventilation system then must provide enough uncontaminated air to maintain the WL below the .3 TTL level to maximize production efficiency and minimize personnel turnover and the problems associated with it. Ultimately, the goal of the ventilation engineer and health physicist is to protect the working miner from harmful exposures based upon currently acceptable standards. U. S. Federal regulations require that in uranium mines all active work sites must be monitored every two weeks if they measure above .1 WL. Areas that have .3 WL ratios or higher must be monitored on a weekly basis until five consecutive weekly samples show the level has dropped below .3 WL. Also, exposure records must be kept for all individuals exposed to levels exceeding .3 WL. These requirements provide a strong economic incentive to have a ventilation system that minimizes exposure of any personnel. A good ventilation system requires careful planning, operation and backup in order to fulfill its mission of providing adequate clean air. Its proper operation also requires coordination with production personnel so it can be adapted as new areas in the mine open up and old areas are sealed off. The ultimate indicator of ventilation efficiency to control radon daughter exposure is, of course, monitoring working levels. Historically, this has been done using the Kusnetz, Tsivoglou, and Rolle's methods, among others. These methods all require cumbersome equipment and tedious calculations to obtain the measurements that results in WL. More important, however, they require a significant time lag between sampling and counting, typically 40-90 minutes. This time lag is, in fact, what can cause significant economic losses due to unnecessary downtime as well as high WL exposures. In a typical mining situation, a sampling technician using the Kusnetz method takes a sample, moves to the next location and takes another sample and so on. Forty to ninety minutes after the first sample, the technician will stop, run the activity count on the filter and calculate the WL. The technician may be one-half mile away or several levels removed from where the first sample was taken when it is counted. If the WL ratio is high the technician must then backtrack to the sample position. There are then two options. If the sample area is a working stage, it can be shut down or a second sample can be taken. If the first alternative is chosen; i.e., shutdown and correction of the ventilation, then another sample must be taken, followed by a forty minute wait for results. If the ventilation adjustment didn't correct the problem, then the whole process must be repeated with a minimum of forty-five minutes per sample cycle when using the Kusnetz method. It has been estimated from operating uranium mines that the cost per hour for downtime on a production slope is about $1,50O/hour. The time lag between sampling and resultant data can be very costly. If the second alternative is chosen to verify the first reading, the miners may be unnecessarily exposed to high levels while waiting for the result. Clearly, such a sampling system can be markedly improved by eliminating the excessive time lag between sampling and analysis.

INTRODUCTION Anyone familiar with the problems of hardrock mining will agree that the majority of the serious dangers present in mining are quite visible and obvious to any person reasonably familiar with the profession. Having unsecured, unscaled back over ones head, gives one a very good chance of ending up under a caved in mass of rock. Staying too close to a blast gives one almost a certainty of being hit by a flying rock. Too little oxygen in the air will very quickly lead to loss of consciousness and death. One walks only so much over deep, unsecured openings before he falls into them. It is because of this clear visibility of the conventional health and safety hazards that mining regulations in almost all jurisdictions world-wide are a more or less comprehensive collection of "shalls" and "must nots" of good common sense. When basic rules of common sense safe working practices are at stake, there is little room for dialogue and compromise. The mine inspector is then observing, during his inspection, how well the mine follows these common sense rules. RADIATION AS A HIDDEN DANGER Radiation in mines is a risk, the impact of which does not demonstrate itself immediately. It is first of all a potential risk. Two individuals exposed to identical radiation will almost certainly be effected differently, if at all. This is certainly true of exposures and doses one might encounter in the mines today. We hear very often the phrase: "there is very little known about the effects of radiation". It is one of the most misused and misunderstood half-true statements. I would doubt that there is any other carcinogen whose effects have been studied as extensively as the health effects of radiation. Where the statement is correct is regarding the knowledge of the quantitative assessment of the risk of low level radiation exposures. The reason for this uncertainty is that the magnitude of their health effect is very close to the health effects of natural radiation, cosmic radiation and the effects of other carcinogens such as industrial pollution, hydrocarbons from cars and other chemicals we have grown accustomed to using. As far as lung cancer is concerned, the effects of wide use of tobacco probably outperforms any other single substance. All this having been said, the bottom line is still unchanged. Radiation exposure, in most cases mainly radon daughter exposure, was and still is one of the health hazards of uranium mining and as such has to be controlled to the best of our ability. Various jurisdictions have adopted different approaches to the control of radiation exposures of uranium minemill workers. The following sections of this presentation will attempt to explain the regulatory approach taken in Canada. THE CANADIAN REGULATORY PHILOSOPHY As indicated earlier, the health effects of low level radiation are quantitatively not yet defined and no proven threshold of radiation exposure exists. The Atomic Energy Control Board's (the Board's) regulatory system is based on the basic assumption that there is no absolutely safe limit of radiation exposure below which there are no health effects. Theoretically we should therefore strive to reach zero exposure. It is obvious that this objective cannot be reached in real life. The objective of the regulatory process therefore has to be to achieve radiation exposures of the workers that are as low as reasonably achievable, social and economic factors taken into account. This, of course, is the internationally acclaimed ALARA principle put forward by the International Commission on Radiological Protection (ICRP). To avoid any misunderstanding it is worth emphasizing that the ALARA principle is applied to achieve exposures below the regulatory limits which must not be exceeded in normal operation of any nuclear facility including uranium mines and mills. The present regulatory limits for radiation exposures of atomic radiation workers are based on the recommendations of the ICRP and they are almost universally accepted. They should ensure that the risk from radiation exposure is not greater than the risk associated with working in a comparatively safe industry. Basically, there could be two extreme approaches to the regulation of uranium mining and milling. One extreme approach is to develop very extensive and detailed regulations and requirements covering all aspects of radiation protection. This is a somewhat autocratic approach to the regulatory process. This approach has two very serious shortcomings. If detailed requirements are set in regulations, due to the great variations of actual conditions at various mine-mill facilities, they have to be set as a compromise between the desirable requirements and those which could be met by practically all facilities. This approach takes away from the management of the facilities the initiative to strive for improved conditions. Requirements are spelled out in clear, understandable targets and the only worry of the management is to comply with these targets. One of the basic duties of management is to manage the operations in the most effective way with the maximum health and safety of the workers in mind.

Few, if any, of the non-ionizing radiation health hazards to be found in either surface or underground coal mining are uniquely different because of their being found in the work environment. Hence, they can be considered generally for their bio-effects on the worker when found in the mining work environment. The same may not be said, however, for the lack of non-ionizing radiation and its bio-effects, particularly as it relates to underground coal mining. The term "non-ionizing radiation" refers to various forms of electromagnetic radiation of wavelengths longer than those of ionizing radiation. As the wavelength gets longer the energy of electromagnetic radiation decreases. Therefore, all non-ionizing forms of radiation have less energy than cosmic, gamma, and X-radiation. In order of increasing wavelength, non-ionizing radiation includes ultraviolet, visible light, infrared, microwave, and radiofrequency radiations. The energy frequency and wavelength range of both the ionizing and non-ionizing electromagnetic forces are shown in Table I. To convert the wavelengths of various radiations to Ångström units, one multiplies millimicrons by ten. In a vacuum, all electromagnetic radiation has the same velocity, namely 3 x 1010 centimeters per second. The natural source of radiant energy here on earth is our sun which emits radiation continuously over a wide spectrum. This radiation on average reaching earth ranges from 290 nm in the ultraviolet range to over 2,000 nm in the infrared range with a maximum intensity of about 480 nm in the visual range. You will note this falls into the visible blue wavelength and accounts for our blue sky and blue ocean and deep water effects. We are all familiar with the fact that the passage of solar radiation through the atmosphere to the earth changes the spectrum considerably because the atmosphere absorbs and scatters many of the sun's rays. The ozone in the upper atmosphere absorbs the shorter ultraviolet wavelengths and water vapor absorbs some of the infrared wavelengths. Smoke, dust particles, gas molecules and water droplets scatter the rays, especially those of shorter wavelengths. In addition to the sun, every gas, liquid or solid object at a temperature above absolute 0° radiates energy. Solid objects emit almost continuous spectra. At low temperatures only radiation of the longer wavelengths in the infrared range is emitted, but as the temperature of the object is increased, more and more of the shorter wavelengths are added. This fact is most readily demonstrated by heating a piece of steel. When a piece of steel reaches a temperature of about 1,700° Fahrenheit, it gives off radiation at the red end of the visible spectrum and appears dull red. As the temperature is further increased, the shorter rays are also emitted, until at about 2,100°F, the metal appears white, due to the emission of wavelengths throughout the entire visible range. Gasses, on the other hand, when heated emit radiant energy only at certain wavelengths, which are characteristic of their chemical structure. This latter fact is of importance in underground coal mining as high intensity gas and vapor lamps are becoming more and more utilized for illumination in underground coal mining. The biologic effect of non-ionizing radiation exposure depends upon the type and duration of exposure and on the amount of absorption by the miner. The effects of this radiant energy on the miner fall into four distinct types: (1) the heating effect of infrared radiation, (2) the effect on the eye of visible radiation, (3) the effects of ultraviolet radiation, and (4) the growing potential effects of the misuse of microwave radiation. Each non-ionizing type of radiation will be considered individually. ULTRAVIOLET RADIATION The sun is the major source of ultraviolet radiation, which is of concern in open pit and surface mining at certain seasons and in certain climes necessitating protection for the surface miners under those conditions; nonetheless, there are some man-made sources such as electric arc lights, welding arcs, plasma jets, and special ultraviolet bulbs for illumination underground that demand surveillance in the underground environment to be aware of whether the miners are at risk above the threshold limit values allowable. Since ultraviolet radiation has little penetrating power, the organs that are affected are the skin and the eyes. Ultraviolet radiation is strongly absorbed by nucleic acids and proteins, and the effects in man are largely chemical rather than thermal. Short-term effects on miners include acute changes in the skin. These are of four types: (a) darkening of pigment, (b) erythema (sunburn), (c) increase in pigmentation (tanning) and (d) changes in cell growth. Ultraviolet radiation also causes acute effects on the tissues of the eye. Overexposure can lead to keratitis, inflammation of the cornea, and conjunctivitis. Long-term effects of ultraviolet exposure include an increase in the rate of ageing of the skin with degeneration of skin tissue and a decrease in elasticity. Late effects of ultraviolet on the eye include the development of cataracts. The most serious chronic effect of ultraviolet exposure is skin cancer. Ultraviolet radiation effects are increased by some industrial materials and drugs. After exposure to such compounds as cresols, the skin is exceptionally sensitive to ultraviolet radiation. Photosensitivity reactions occur after exposure to a variety of other chemicals and drugs including dyes, phenothiazines, sulfonamides, and sulfanylureas. At Gold Fields' Chimney Creek Mine, gold ore deliveries to the milling and leaching circuits will come from three separate pits. The challenges in mine scheduling are to combine tonnage flows from these distinct ore bodies to produce a minimum of 4.665 kilogram (150,000 ounces) per year while maintaining a stable workforce and constant mine equipment requirements. A secondary goal is to have the end of milling operations coincide with the completion of leaching of the oxide ore reserves. This paper discusses the techniques used to prepare the long range plan and some of the considerations and practices that will be required for the plan's accomplishment.

1.1 GENERALIZED METHODS OF SUPPRESSING THE INFLOW OF GROUND WATER DURING THE CONSTRUCTION OF SHAFTS, DRIFTS AND TUNNELS Various methods are used to prevent or minimize the inflow of ground water into underground workings during their excavation. The two most common methods include freezing the saturated rock and grouting using cement, sodium silicate, polyurethane and/or other chemicals. Each of these technologies for combatting the inflow of ground water is effective only under specific hydrogeological conditions. For example, although the freezing of saturated ground is among the more universally adopted methods, it is designed to provide only temporary protection during construction. Before the saturated rock thaws it is necessary to emplace a waterproof liner which is labor intensive, time consuming, and expensive. Consequently, freezing is used only in exceptionally complex hydrogeological conditions, namely in those cases where the water-bearing strata consist of unstable rock or the ground water has an anomalous hydrochemistry. The classical grouting of saturated rock, carried out from the surface or from the face of the underground workings for the purpose of limiting the inflow of ground water during excavation, utilizes both cement and a variety of chemical grouts. Cement grouting has been regarded as the main method of combatting the inflow of ground water in fractured rock throughout the world. In such countries as the Federal Republic of Germany (FRG), Canada, the Republic of South Africa and Great Britain, cement grouting is the main method of reducing the inflow of ground water during the excavation of mine openings. In Great Britain and the FRG, cement grouting has been used in 80% of all shaft excavations. In the Republic of South Africa cement grouting has been used in almost 100% of all the shafts that have been constructed. The installation of grout curtains into permeable water- bearing strata significantly reduces their permeability and increases the rock strength. Grouting has the greatest effect in fractured sandstones, certain well indurated shales, fractured granites, fractured quartzites, and karstic limestones or dolomites. The following principal factors must be considered when assessing the expediency of grouting rock with cement: the geometry of the network of fracture openings, the saturated hydraulic conductivity of the fractured rock, the hydraulic head acting on the water in the rock, and the chemical composition of the ground water. On the basis of the geometry of the fractures and the thickness of each hydrostratigraphic unit, the characteristics of the cement grout are selected. As a rule, the cementing of large fractured zones with high ground water velocities is carried out using inert fillers (sand, mill slag, loam, loess, crushed limestone), special types of cement, setting accelerators, and high cement concentrations in water. Calcium chloride, soda ash, sodium silicate, sodium nitrate, amino alcohols, tin bichloride, trisulphate nitrate, and lumnite are used extensively as the setting accelerators for cement grouts. In the FRG and Poland, special cement injection compounds that embody a mixture of cement and active cement metal salts, water additives and binding substances are being used for the cementing of saturated zones with rapid ground water velocities. These reagents accelerate the rate of structure-forming reactions. In spite of the wide variety of additives used for cement grouts, the effectiveness of the method in large fractures below the water table is either poor or it leads to a very large consumption of cement due to the erosion of the grout through the cracks before it hardens. At the present time, a large number of cement types and brands are being produced by various countries. These variations permit cementing to be employed in a variety of geological conditions. However, both pure cement grout and grouts with fillers constitute unstable systems with a high water loss rate. Therefore during the grouting of finely fractured rock the cement grout's premature loss of a large amount of free water causes its consistency to increase, whereupon the grout solidifies. Consequently, it inadequately penetrates into the fine fractures of the stratum. In addition the high water loss rate in the cement grout causes unreacted cement particles to remain, which greatly reduces the grout hardness and the resulting rock strength characteristics are weakened. As a result, the binding properties of the cement are utilized perhaps up to 60%. The remaining portion is left in the grout as a filler. All these conditions significantly decrease the efficiency of the isolation effort both with respect to strength and cost. In order to expand the cement grouting method, re- search is being conducted to improve the quality of cement grout, to increase its range of application with respect to permeability control, to reduce its water loss rate and to increase its capacity to withstand the erosive and corrosive effects of poor quality ground water. A new technology for recovery of metals from spent catalysts containing aluminum, cobalt, molybdenum, nickel and vanadium was developed. The catalysts are decomposed in two consecutive pressure leaching steps. Sodium aluminate-sodium hydroxide systems are lixiviants in both leaching steps. Selective extraction of molybdenum and vanadium is achieved in the first leaching step. The leach liquor is processed for separation and recovery of these two metals. The residue from the first leaching step is further processed in a second leaching step where alumina is solubilized. The residue from this operation is a nickel-cobalt concentrate. Alumina is separated from the second stage leach liquor by precipitation; the depleted liquor, a sodium aluminate solution, is recycled to the first and second leaching step. This technology has advantages over other approaches for the recovery of metals from spent catalysts because no solid waste is generated.

In-mine Continuous Wave (CH) Radio Imaging method (RIM) instrumentation has the capability of measuring EM wave propagation constants in layered formations. The RIM method is based upon the fact that seams of coal, trona, potash, quartzite, gilsonite and oil bearing sands form natural waveguides for low loss transmission of electromagnetic (EM) waves. The waveguide forms whenever the seam is bounded by more conducting claystone, mudstone, shale or in the case of oil/gas traps, by a floor of saline water. Disturbances caused by faults, shear zones, paleochannels, sills and dikes significantly alter the propagation constant. The analytical values of the EM wave propagation constants depend on the physical and electrical parameters of the seam. The values are presented in this paper in a graphical form to assist in the interpretation of RIM tomographic images. This paper compares in-mine geologic mapping obtained during mining to tomographic images of the geologic disturbance zones in a Central Utah coal mine.

Heap leaching was introduced to the precious metals mining industry approximately two decades ago as a simple, low cost method for recovering gold and silver from ores. Since that time, operational experience has contributed to knowledge and understanding of the process, making it a reliable alternative to conventional milling processes for low grade ores. At time of this writing, dozens of heap leach operations are active producing hundreds of thousands of ounces of gold and millions of ounces of silver annually. These successes have caused the popular press to acclaim heap leaching "high-tech" gold mining, but, despite the hype, the process remains a simple one. An example of simplicity in heap leaching is the operation established in 1986 at Amax Gold's Sleeper Mine. Starting with a simple goal, namely to produce gold from sub-mill grade ore at low cost, heap leaching was rapidly implemented at Sleeper; only five months after testwork started, leaching commenced on the first commercial scale, 50,000 ton heap of low grade ore. Sized at 600,000 tons per year to produce 10,500 oz gold per year, the low grade heap operation has performed beyond expectations. During the first year of production, 881,800 tons have been leached producing 15,665 oz of gold and 35,528 oz of silver. Operating ·costs for the first year have averaged $112 per oz gold produced ( or $95 per oz if silver credit is included). Successful implementation of heap leaching at Sleeper has had a dramatic impact on ore reserves and future operations.

A review of the literature reveals that methods for simulating the coupled behavior of size reduction and liberation are limited to binary mineral systems containing one composite particle class. The aim of this paper is to describe the development of a mathematical model to simulate such behavior for binary and ternary systems containing multiple classes of composite particles. A modified Levenberg-Marquardt algorithm and a finite difference Jacobian are used in conjunction with the developed model and a set of constrained equations to estimate all kinetic parameters. This estimation scheme is validated for a binary ore (sphalerite-dolomite) with five composite particle classes using experimental data.

Imported products and materials have been in the news over the last several years in a wide variety of industries. Certainly the mining and industrial minerals industry has not been exempt from this. Cement imports have received considerable attention in the press and a number of written articles. We are also seeing imported aggregates particularly along the gulf coast and east coast of the United states. We are now hearing increasing talk of bringing high brightness calcium carbonate from offshore sources into the U.s. domestic markets. This paper takes a look at the location of these sources, factors affecting their acceptance by U.S. industry and presents a general cost comparison of offshore and domestic calcium carbonate. In addition, the market response of U.S. suppliers and the impact of imports is also discussed.

This paper describes a method to improve coal mine entry intersection design. The method considers the effect of in situ stresses, local geologic conditions, rock physical properties, and mining sequence. Development of the method is discussed, including the results of field instrumentation studies and numerical modeling investigations. Data required to evaluate the effects of roof span, mining sequence, entry orientation, and bolting patterns on intersection stability are also presented. Ground control studies conducted by the U.S. Bureau of Mines in two underground mines in the Illinois Coal Basin have shown that in situ horizontal stresses and roof geology have a critical effect on intersection stability. Methods to reduce the adverse effects of these parameters are emphasized. Typical failure behavior associated with specific geologic and horizontal stress conditions is' presented to illustrate proposed control methods to alleviate adverse ground conditions.
