INTRODUCTION Man is exposed to many agents which induce mutations in germ cells and/or cancer at work, at play, and at home. In this total mix of mutagenic and carcinogenic agents, how important are radon and its daughters? Before man moved into caves and other permanent dwellings, the principal mutagenic and carcinogenic agent to which he was exposed was natural background radiation--cosmic rays, radium and potassium-40 in his food, plus gamma rays and radon from the soil and rocks. When man moved into caves, captured fire, and began to preserve and store foods, his exposure to carcinogens and mutagens took a quantum leap. Carcinogens and mutagens appear to act in the same way, that is, by altering the DNA or nuclear proteins of cells. Most mutagens are carcinogens, and vice versa, so when I say mutagens from here on, I will be referring to both. The relationship of the two is emphasized by the fact that administration of a carcinogen to a group of animals not only increases cancer rates among the exposed animals, but also among their progeny (Tomatis 1979). Environmental Mutagens Smoke from man's fires, overheated foods, and foods preserved by smoking, resulted in ingestion and inhalation of many polycyclic aromatic hydrocarbons--many of which are mutagens. Caves and houses with tight windows and doors tend to collect the radon which is constantly emanating out of soil, rocks and concrete, so man's exposure to the radon daughter component of background radiation increased several fold. Preserving food by salting or pickling with material that contained nitrites and nitrates led to increased ingestion of nitrosamines, which are potent mutagens. When his grains and other foods were stored in slightly damp rooms, fungi or mold would grow on them. Several of these fungi are now known to produce very potent mutagens. The best known of these is aflatoxin B (Ramachandra 1979). It may seem strange that a living organism would produce a mutagen. One might think that it would scramble its own genetic heritage. The reason it does not is that it produces the mutagen in an inactive form. It can be activated only by an animal's enzyme systems after being eaten. When man moved into cities, the collective smoke from wood and coal fires further increased his exposure. That particular smoke has now mostly disappeared, but has been replaced by smoke from automobiles and industry. When man moved into the age of technology, his exposure to mutagens again increased dramatically. Many mutagenic chemicals, from benzene and beta naphthylamine to a long array of pesticides and tobacco products have been added to our environment. Excess deaths from cancer are now being observed among chemists in most industrialized nations. Mutagens are even found in much of our wine, beer, and whiskey (Keller 1980). Some of the chemical mutagens were widely used in food or in other commercial products before their potential was discovered. Striking examples of this is the original butter coloring agent and the polychlorinated biphenyls that have been widely used in brake fluids and electrical transformers. Large quantities of them have been discarded or disposed of in a careless manner--in such a way that many of them have contaminated our food, our ground water and air (Landrigan 1981). In this nation, with the help of several recent laws, we were just beginning to get control of the industrial chemical mutagens. With the relaxing of these laws that is currently going on, it appears that it will be many more years before we really bring chemical mutagens under control. Many nations have yet to come to grips with this problem. On top of this massive array of chemical mutagens we have now added radiation from many artificial sources. For most of us this means medical X-ray and fallout from nuclear weapons testing. Ionizing radiation is one of the most potent mutagens, so it has caught the public eye, and its contribution cannot be ignored. Fortunately, by the time we started using radioactive materials in quantity with the Manhattan Project, we had experience with radium and X-ray (some of it bad); we knew enough radiobiology and enough about methods of radiation protection so that most nuclear laboratories have had a phenomenal record of radiation safety. Radiation is one new technology with great potential for harm that has not exhibited that potential except for a few isolated situations like that of radium dial painters, uranium miners and atomic bomb victims. Uranium miners slipped into this list almost by accident. We could have protected our uranium miners just as well as we did the workers in nuclear laboratories; but we failed to do so. Why didn't we? The reason is simple. The Atomic Energy Commission was charged with protecting the health of their workers. They did not wait for a pile of bodies before they introduced controls. Congress appropriated the money, and taxpayers were willing to pay for the protection against radiation. Miners unfortunately did not work for the Atomic Energy Commission. Although mine operators were ignorant about radiation, the key item was that in the 1950s nobody was willing to pay the extra costs of adequate ventilation to control the high levels of radon and radon daughters in uranium mines. Control was not achieved until new laws and regulations were passed which made it compulsory. BIRTH DEFECTS AND CANCER

The search seems to be taking us full-circle to the time and motion studies of Taylor (Horn, 1987). It wasn't until the late 1970's, however, that systematic investigations were made in the mining industry. One of the first was a study by Sanders, Patterson, and Peay (1976). That project explored the relationship of attitudes and safety. Peay, Atkin, and Goodman (1977, then reviewed the whole area of Organizational Development, including the so-called Rushton experiment.

Over the past few years several commercial wetting agents and drying aids have been tested in the lab and in the plant at Gold Fields Mining's operations at Mesquite and Ortiz. The major goal was to increase recovery with these surfactants by improving the permeability of the pad and increasing the rate of penetration through the rock.

In December 1988 Phelps dodge corporation brought an underground gold mine into production in the republic of Botswana. The mineralization is associated with steeply dipping shear zones in Archean greenstones of the Tati Schist Belt. The gold is intimately associated with sulfides and is refractory in nature. The deposit is being exploited by underhand open stoping methods. Vertical and inclined shafts are used to hoist the ore to surface where it is treated by conventional crushing, milling and flotation, followed by fluid bed roasting with CIP elution and carbon regeneration. Adjacent deposits are being explored with a view to increasing production. Legal and taxation aspects of operating in Botswana are discussed.

GENERAL DESCRIPTION Open cut-and-fill stoping for many years was prob¬ably the most widely used mining method in under¬ground metal mines. Then for a time this method was largely supplanted by the blasthole stope. It again be¬came popular as many mines reached depths or grades where methods requiring large open voids to remain open for extended periods of time became unsuccessful, often as a result of excessive dilution. The open cut-and-fill method is very flexible and is readily adaptable to almost any ore body. The standard application requires that a slice of ore usually 2.4 to 3 m (8 to 10 ft) thick be removed from the back of the stope, and as the ore is taken down, the back is dressed and rockbolted. After the back is secured, the broken rock is removed through rock passes to the level below. When the rock has been removed, the rock passes are extended upward the height of the ore removed, the stope is backfilled, and another cycle is mined. This method is best employed in plunging ore bod¬ies with considerable vertical extent, ore areas that re¬quire selective mining, ore areas where weak wall con¬ditions exist, and ore bodies that have an ore value that will carry this relatively expensive mining method. Blast¬hole stoping, shrinkage stoping, and other mining meth¬ods that do not employ rock passes in a stope are not efficient in plunging or flatly dipping ore bodies because the footwall makes ore removal quite difficult. Since mining is accomplished by taking down slices of the back, only small areas of the wall rock are exposed at any one time, and these only for short periods. Due to limited back height, areas of uneconomic rock may be left in place, or they may be mined and the material gobbed in the stope. Because the miners in the stope must work under freshly blasted areas, the amount of ground control is usually great. The volume of rock that is broken during one section of mining is relatively small and the amount of nonproductive work required is high. This results in limited productivity for the scope and, be¬cause of the nonproductive work that must be done on a regular basis, the production from the stope may be quite cyclical. SUITABLE ORE BODIES The open cut-and-fill method may be adapted to al¬most any type of ore body with a relatively high vertical extent. The ore body must be accessible at both top and bottom as well as at regular intervals throughout its vertical extent. Although adaptable to most ore bodies, the method is probably best employed where the ore has poor con¬tinuity and where most types of bulk mining would pro¬duce excessive dilution. In areas of poor ore continuity, the capability of continuous and extensive sampling dur¬ing the mining of each cycle makes this method very desirable. This capability also minimizes the amount of evaluation sampling that must be done before mining is started. Because of the extractive system used, the size and shape of the stope may be as readily changed as the sampling mandates. Probably the only ore characteristic demanded is that the ore has strength enough to be sup¬ported through the use of rockbolts or cable bolts dur¬ing the mining and backfilling cycles. Good planning, systematic sampling, and careful supervision will pro¬duce a product with less dilution than any other open stoping method. PLANNING Evaluation Planning Once it has been decided that the open cut-and-fill method would be the most efficient for mining a par¬ticular ore body, the next considerations would probably be the availability of an economical backfill material and the selection of an efficient transport system for this material. Although hydraulically transported mill tail¬ings are the most widely used product, this is not always practical due to mill location or the quality of the tailings. In such cases, backfilling may be used. The type of backfill and the type of equipment used will determine if a floor or capping on the backfill is required to minimize dilution during ore removal. The early selection of rock removal equipment is im¬portant since equipment usually determines the amount of development work required to bring a stope into pro¬duction and the size of the openings needed. The size and continuity of the ore body will usually determine the type of loading equipment. The use of slushers or load¬haul-dump (LHD) equipment captive in the stopes will minimize the amount of development. If the ore con¬tinuity is such that a ramp system for extraction can be used, the cost of development will be increased but the flexibility of continuous mining will minimize the cycli¬cal nature of the production. The height of the mining section usually is deter¬mined by the strength of the wall rock and the amount of back bolting required. Once this has been decided, the appropriate drilling equipment can be chosen. The number and sizes of the rock passes employed depends upon the type and size of the extractive equipment and the type of backfill that is to be used. Since the miners must enter and leave the stope each shift, the level inter¬val is usually maintained at approximately 45 m (150 ft). Access from the level above into the stope must be main¬tained at all times. The employees perform all the work in the stope and adequate ventilation must be provided. Stope Planning Due to the flexibility of the method and the vari¬ability of the ore zones, layout is usually done on a stope basis. In areas where continuity is a problem, the size of the stope is usually determined by the boundary of the ore (with all of the ore within that boundary being removed). In areas of good continuity where ramps are to be used, the length of the stope may be determined by the length of time each of the cycles (preparation, back¬fill, mining, and ore extraction) requires. An overview presentation of the fast-track start up of Cerro Colorado, a new copper heap leach project in Chile's Atacama' desert. A brief explanation 'of location of the property, exploration history, geol-ogy, reserves and development are presented. The overview includes mining, crushing, agglomeration, and the solvent extraction-electrowinning recovery process. Challenges and requirements specific to heap leach systems will be addressed and analyzed. A detailed description will be given of the mobile heap leach conveying and stacking systems used in the building of heaps for on-and off-pad operations.

On the basis of tonnage, the sand and gravel industry is the second largest nonfuel mineral industry in the United States. In 1990, the production of sand and gravel was 927 Mt valued at $3.4 billion. California, which leads the nation with more than 126 Mt, together with Texas, Washington, Michigan, and Ohio, account for 36% of the total production in the nation (Table 1). In commercial usage, sand applies to rock or mineral fragments ranging in size from particles retained on a No. 200 Sieve (0.074 mm openings) to those passing a No. 4 Sieve (4.76 mm openings). Gravel consists of rock or mineral fragments larger than 4.76 mm, ranging up to 88.9 mm maximum size. The construction industry consumes 97% of the sand and gravel produced; the remainder is sand used for specialized products such as glass (see chapter on Industrial Sand and Sandstone and Glass Raw Materials). Utilization The building industry uses sand and gravel chiefly as aggregate in portland cement concrete, mortar, and plaster; the paving industry uses sand and gravel in both asphaltic mixtures and portland cement concrete. Aggregate is commonly designated as the inert fragmental material that is bound into a conglomerate mass by a cementing material such as portland cement, asphalt, or gypsum plaster. Sand and gravel is also used as construction fill, road base and subbase, and decorative material. Portland Cement Concrete Aggregates: Portland cement concrete consists of sand and gravel surrounded and held together by hardened portland cement paste. Concrete mixes commonly contain 15 to 20% water, 7 to 14% cement, and66 to 78% aggregate. Sand and gravel used as concrete aggregate have to meet many requirements (Goldman and Reining, 1983). Premature deterioration of concrete has been traced in many instances to the use of unsuitable aggregates. Asphaltic Aggregate: Asphaltic mixtures used predominantly for paving consist of combinations of sand, gravel, and mineral filler (material finer than 0.076 mm), uniformly coated and mixed with asphalt produced in the refining of petroleum. Sand and gravel used as asphaltic aggregate must meet the same general physical requirements as materials used for portland cement aggregate. GEOLOGY General Requirements of Aggregates Construction aggregate has many requirements that are difficult to meet if only unprocessed material from natural deposits is used. Suitable material is composed of clean, uncoated, properly shaped particles that are sound and durable. Soundness and durability are terms used to denote the ability of aggregates to retain a uniform physical and chemical state over a long period of time so as not to disintegrate when exposed to weathering and other destructive processes. Individual particles must be tough and firm, possessing the strength to resist physical stresses and chemical and physical changes, that may cause swelling, cracking, softening, and leaching. The aggregate should not be contaminated by excessive clayey material, silt, mica, organic matter, chemical salts, and surface coatings. Physical Properties: The quality of aggregate depends upon its physical and chemical properties. These, in turn, may be inherent mineralogical and textural features of the rock or may be the effects of later changes such as tectonics, mechanical or chemical weathering, or incrustations. The physical properties most significant for concrete use are: 1) abundance and nature of fractures and pores, 2) particle shape and surface texture, and 3) volume changes which may occur because of freezing and thawing or wetting and drying. An aggregate is considered to be physically sound if it is adequately strong and capable of resisting the agencies of weathering without disruption or decomposition. Minerals or rock particles that are physically weak, extremely water absorptive, and easily cleavable are susceptible to breakdown. The use of such materials in concrete reduces strength or leads to early deterioration by promoting weak bond between cement and aggregate, or by inducing cracking, spalling, or popouts. Severely weathered, soft, micaceous, or porous materials may cause localized stresses to develop in concrete by swelling and shrinking during wetting and drying or freezing and thawing cycles. Physical Suitability of the Various Rock Types. Sedimentary rocks have a wide range in physical and chemical qualities. Sand- stones and limestones, if hard and dense, are ordinarily satisfactory, but many sandstones are friable and excessively porous and commonly are clay-bearing. Shales generally make poor aggregate material, being soft, weak, and absorptive. Most igneous rocks are satisfactory, being normally hard, tough, and dense. Tuffs and certain flow rocks may be extremely porous and have high water absorption and low strength. Metamorphic rocks differ in character. Most quartzites are massive, tough, and dense. Fine-grained marbles are usually durable, but coarse-grained marbles have low abrasion resistance. Gneisses are ordinarily very tough and durable. Some schists contain micaceous minerals that are undesirable because they are soft, laminated, and absorptive. Micaceous minerals are susceptible to splitting along cleavage planes and thereby impair particle strength and durability. Some schists and slates in particular are thinly laminated and tend to assume flat slabby shapes that lack strength-and do not pack well. Any or all of these rock types may be rendered undesirable because of harmful exterior coatings. Weathering processes, particularly the action of ground waters, deposit these coatings. The most common coatings are calcium carbonate, clay, silt, opal, chalcedony, iron oxide, manganese oxide, and gypsum. Particles with these coatings are undesirable as aggregates because the bond between particle and coating may be weak, and decreasing the strength of the aggregate-cement bond.

Hornestake's Mclaughlin Mine is the first commercial application of pressure oxidation pretreatment of gold prior to cyanidation. Inherent to the autoclave process are several liquid/solid separations. Flocculant consumption represents a significant portion of the consumable reagent costs at McLaughlan. This paper focuses on the efforts of the Operating, Metallurgy and Engineering groups to improve thickener operation and minimize flocculant consumption. An operating philosophy incorporating feed solids control, increasing flocculant dilution water and minimizing flocculant solution shear has resulted in a reduction in 1986 flocculant costs of $0.054/t ($0.06 st) versus 1985 costs. Additional changes are projected to result in a further cost reduction of $0.20/t ($0.22/.st) in 1987.

A cooperative research project supported by the taconite industry and the Minnesota DNR was undertaken to establish quality standards for carboxymethyl cellulose (CMC) based organic binders. The objective of this study was to identify the effect of CMC quality parameters such as degree of substitution, molecular weight, and purity as well as the effect of inorganic extenders such as sodium carbonate on performance. These factors have been evaluated by green-ball testing with two taconite concentrates followed by pot-grate tests. Balling tests with bentonite and Peridur were conducted to provide baseline data. At a constant DS the molecular weight as measured by viscosity had the greatest effect on green-ball drop strength. Dry-ball compression strength was most dependent on CMC addition rate and sodium carbonate content. DS was not found to have a major effect on green-ball quality for medium molecular weight CMC.

Outokumpu Mintec started development of the pressure filter in 1991, and the first unit was delivered to Tara Mines Ltd. Ireland in 1992. The filter replaced a conventional disc filter and a thermal dryer. The replacement of the thermal dryer has improved both environmental and working conditions. The filter is currently dewatering 80,000 tons per year of lead concentrate, producing a cake with less than 6 wt % residual moisture.

Advances in the recovery of gold from heap leaching are being made daily, but of all the systems vital to the maximum recovery of gold from a leach pile, none is more important than the methods used to construct the pile in preparation for the leaching operation. The technology described in this paper illustrates the latest systems developed to minimize compaction in the pile during its construction and reduce the cost of placement of ore on the pile. The Florida Canyon Mine of Pegasus is evaluated in detail to show reasons for its high degree of success to date.

The Bureau conducted, through joint funding with the Colorado Mining Association, large scale oil shale rubble fire tests to investigate flotability characteristics and different methods of extinguishment. Ignition of large rubble piles was easily accomplished. Foam blankets could be used to control surface flames. The results of these large scale tests confirmed that water was effective in extinguishing deep seated oil shale fires but not particularly efficient. It took up to 1.7 times as much water to extinguish a fire as anticipated on the basis of a simple cooling model, assuming 100 pet utilization.

Few metals or industrial minerals can boast a better growth record over the past fifteen years than the borates. This period of growth occurred before the influence of any large-scale use in plastics or high-energy fuels. These new developments not only provide expanding markets, but the programs related to their development are generating research information that will lead to many other new uses. The most dynamic growth areas for refined products of boron or borates are in the acid, the oxide and the reduced forms, such as the metal and the hydrides. Expanding requirements for these products will modify the emphasis on the use of naturally occurring sodium borates. Any borate from which boron can be economically extracted will become a potentially important ore. This is particularly true of the calcium borate, colemanite. Only one large deposit in the Western World has ever been developed where the principal economic minerals are sodium borates, This factor alone would discourage any exploration program directed solely toward the discovery of these ores; on the other hand, ample exploration opportunities for calcium borates exist in the desert regions of California and Nevada. It is therefore reasonable to restrict a program to this region, in spite of geologically favorable areas in foreign countries such as Turkey, Argentina and Chile.

Now that the work has been completed, how did the cost and schedule compare with the original estimates? What would we do different next time in preparing for a dredging contractor? What are the potential pitfalls working with a dredging contractor? Would we do it again? When should dredging be considered as an overburden removal option?

A number of small but rich copper sulfide (chalcocite) ore deposits are located on Michigan's Keweenaw Peninsula. These deposits are considered too small to warrant the capital investment required for conventional mining. However, they are being considered for in-situ solution mining as a way to revitalize the area's once prosperous copper extraction industry. Geology, mineralogy and geohydrology of the deposits have been investigated to determine their suitability for leaching; Three conclusions were drawn from the work. First, the sulfide mineralization is found primarily in fractures (65%) and, therefore, is accessible to injected leach solutions. Second, the ores are shallow, occurring from surface exposure to about 200 meters depth; injection and recovery wells would not have to be excessively deep. Third, the rock was found to have low permeability, in the neighborhood of thirty millidarcys or less. However, preliminary hydraulic fracturing experiments indicate that this will be an effective method for permeability enhancement. In one experiment a permeability increase of 100 times was achieved using a very low injection pressure at shallow depth. Additionally, fracture aperture spacings measured from drill core were correlated with fair success to field permeabilities.

The addition of coal preparation plants changed the coal industry during the past. Now it is time co once again improve the quality and types of coal products coming from future coal preparation plants to meet the changing needs of our society. Clean Coal Technology, along with federal support provided, is forcing our industry to provide cleaner coal products for industrial applications. Liquid fuels from coal is just one of many new products from a coal preparation plant that has a ready market in the transportation sector. UCC Research Corporation is developing these new liquid coal products and this paper will describe the progress and the new slate of coal products to be provided from future preparation plants.

A brief description of the mining method and ventilation system of the San Manuel Mine?s first presented; this is necessary to an understanding of the heat problem and cooling system. The problem of heat at San Manuel is discussed. Charts and graphs showing the relationships between ambient surface air and underground temperature conditions are given. A history of attempts to cool air at San Manuel is presented, starting with the first refrigeration type air coolers which were used in development headings, and followed by the underground water chillers that were used in conjunction with cooling coils. Goals for design of a centralized cooling system with ultimate heat rejection through surface cooling towers are presented. The problems found with using the centralized system in main cooling coils are discussed. Plans for modification of the centralized system as utilized is the summer of 1987 are given, along with results obtained and problems with the system. Plans for subsequent modifications are presented.

The behavior of four different redox sensing electrodes (gold spiral, black platinum, chalcopyrite, and galena) during roughing and cleaning flotation is examined and related to the flotation response. Although it is difficult to provide unequivocal interpretations of the different potentials measured, the results indicate that the solution potential (as sensed by the black platinum electrode) is different from that of the pulp potential (gold spiral) and is only weakly related to the flotation response. On the other hand, the potentials exhibited by the gold spiral and the two mineral electrodes are related to the floatation response. The gold and mineral electrodes exhibit different transcient responses during the addition of flotation modifiers (e.g. NaCN, SO2). These responses appear to be related to the reactivity of the minerals and could indicate the conditioning time required to achieve flotation or depression of selected minerals.
