A microbiological flotation system that facilitates the removal of pyritic sulfurfrom coal is reported. The chemoautotrophic bacterium Thiobacillus ferrooxidans is utilized as a pyrite-selective biological surfactant that augments the flotation-mediated rejection of pyritic sulfur. The bacteria were produced by continuous cultivation in 50-L tanks, where it was possible to produce 3.8 x 1012 cells/day when the dilution rate was optimal and the pH was 1.6, a condition that prevented ferric precipitation. Prior to flotation, the bacteria were mixed with coal, which allowed cells to selectively adhere to the pyrite. The adherence of bacteria made the pyrite surfaces more hydrophilic, which facilitated separation by increasing the tendency of pyrite to sink, while the hydrophobic coal floated. When a synthetic coal/pyrite mixture (10.1 % sulfur) was subjected to microbial flotation, the level of sulfur rejection was stable during the entire period of operation (i.e., one hour). In the absence of bacteria, flotation reduced the sulfur content of a coal/pyrite mixture to within the range of 6.7% to 7.4%, with the combustible recoveries ranging from 93.9% to 99.0%. In the presence of bacteria, the sulfur content of cleaned coal was in the range of 1.3% to 1.4%, with the combustible recoveries ranging from 80.8% to 86.3%. Bacterial activity accounted for 57% of the total sulfur rejected through flotation. The desulfurization capacity of the system was further confirmed by testing it with run-of-mine coal. The pyritic sulfur content was reduced from 2.9% in the feed coal to around 1.2% in the froth product, while 80% of the combustible recovery was retained. Microbial flotation removed 60% of the pyritic sulfur from the feed. These findings demonstrated that micro¬bial flotation could be utilized for the removal of pyritic sulfur from coal in a semicontinuous system.

It has been suggested that radicals on the surface of dust particles are key chemical factors in the pathophysiology which results from the occupational inhalation of coal and silica dust. In addition, oxygenated derivatives of arachidonic acid (eicosanoids) have been implicated as important biochemical mediators of mineral dust-induced lung disease through their role in bronchial and vascular smooth muscle reactivity, inflammation, and fibrosis. Therefore, we assessed eicosanoid production by the rat alveolar macrophage (AM) exposed in vitro to mineral dusts with varying surface chemical characteristics in order to determine if radicals associated with the mineral dub1 could influence the production of pro-inflammatory mediators in the lung environment. Rat AM were exposed to freshly fractured or "stale" bituminous coal dust, as well as untreated silica or silica calcined to 500°C and 1100°C. Prostaglandin E2 (PGE2) and thromboxane B2 (TxB2) levels in incubation medium were determined by specific radioimmunoassay. When AM were exposed to freshly fractured coal dust, PGE2 and TxB2 production were markedly increased. In contrast, exposure of AM to "stale" dust significantly reduced PGE2 and TxB2 production. In vitro exposure of AM to untreated silica resulted in a significant increase in PGE2 and TxB2 production compared to control. However, exposure of AM to silica calcined to 1100°C resulted in eicosanoid levels which were not significantly different from control. These findings suggest that radicals associated with respirable coal and silica particles may play a key role in the ability of mineral dust to activate AM eicosanoid production.

INTRODUCTION Primarily because of mining at greater depth, an increasing number of coal mines in the United States experience floor heave problems. In many instances, the floor heaves at a slow rate without causing health and safety related problems; only additional roadway maintenance and coal handling equipment are required. However, when rapid, massive heaving occurs, the safety of mine personnel in the vicinity is jeopardized. Extensive floor heave causes a redistribution of stress around the mine opening and can cause additional ground control problems. This paper presents an analysis of rapid floor heave in a deep western coal mine. The analysis is based on field measurements, laboratory data, and beam design theory. Factors affecting floor heave, such as mining-induced stress, mine opening size, entry orientation, mine geology, rock physical properties, and gas pressure, are considered. Examination of floor heave in the mine indicates that heaving is primarily caused by deformation of a soft floor member that is subjected to high mining-induced stress. Theoretical analysis of in situ floor stresses resulting from overburden loading indicates that floor failure will occur. The analysis is confirmed by visual observations of floor heave in the mine. Recommendations for mine layout and opening design to control rapid, massive floor heave under these conditions are also presented. MINE-FLOOR-FOUNDATION THEORY The floor stratum in a coal mine acts as a foundation to support coal pillars and artificial supports, thereby providing support to the mine roof. The overburden load, transferred through pillars and other supports, applies tremendous stress to the floor. Soil mechanics theories provide solutions for foundation design problems that apply to the mine floor. Based on foundation theory, vertical load on pillars causes high shear stress zones in the floor. If the floor is relatively weak, it may fail and dislocate upward into the mine opening. Strong roof strata that do not readily fail transmit most of the overburden load through pillars to the floor. Heaving may result, depending on the thickness and physical properties of the floor

The transfer of Langmuir-Blodgett (LB) monolayers of collector molecules to the surface of mineral crystals is an excellent method for the study of collector adsorption phenomena and is of particular significance in the understanding and development of improved flotation separations. The fatty acid/fluorite and amine/sylvite potation systems were investigated by the Fourier transform infrared/internal reflection spectroscopy (FT-IR/IRS) examination of transferred LB monolayers of collector molecules at the surfaces of the mineral crystals. The [ir]-A isotherm study of fatty acid and amine, typical anionic and cationic collectors, showed the different packing trends dependent upon the pH and/or type of subphase. This result clearly reflects the effect of pH on compound formation and dissociation of the collector molecules. Identification of the collector adsorption state and confirmation of the validity of the FT-IR/IRS adsorption density equation were included in this research effort. This allowed for a detailed discussion of collector adsorption phenomena. As a result of these experiments, it is possible to relate the hydrophobic character of a surface to the nature of the adsorbed collector structure and thus describe flotation behavior in greater detail. For example, it appears that in the case of oleate/ fluorite the equivalent of an LB monolayer can form spontaneously during adsorption from solution, and this structure is known as a self-assembled monolayer (SAM). Such a state is significantly more hydrophobic than the oleate structure which forms on the calcite surface at an equivalent adsorption density.

Introduction A new technology is evolving as a result of growing industry and government concerns over the potential impacts of possible airborne emissions from uranium tailings piles. A major component of the technology is the use of earth covers to stabilize the tailings after mill operations have ceased. While various analytical models have been used to predict the thickness of required covers, experimental validation of the models has been necessary. This paper presents the results of a field program to select and test cover material to determine its suitability for eventual reclamation of a currently active tailings pile. The two main criteria guiding the study were the U.S. Nuclear Regulatory Commission radon flux requirements (reduction to less than twice background pre-1979, and to 2 pCi/m2 -sec above background post-1979) and the desire to employ locally available material. The methodology chosen for this study consisted of three main elements: o Determination of the background radon flux. o Determination of the radon flux from the tailings pile. o Experimental determination of the cover material diffusion coefficient and and calculation of cover thickness. The first two elements of the study are relatively straightforward, the last phase is discussed in detail. Background Radon Flux Measurements of radon-222 emanation rates from the surface of the ground were taken at three sampling locations. Samples were collected by means of the accumulator can method described by Wilkening, 1977. Both morning and afternoon samples were collected at each site to obtain an average. The measured fluxes were fairly uniform and did not differ greatly among sites. The overall average flux for all sites was 0.63[+]0.28(o) pCi/m2 -sec. This value is equal to the average radium-226 concentration determined in the soil, thus yielding a one to one ratio of radon-222 emitted (in pCi/m2 -sec) to soil radium content (in pCi/g). The Upshur Complex of Island Creek Coal Corp. consists of approximatly 35.000 acres of both surface and deep mine researves located in Upshur County West Virginia. The principle seams on the researve are the Middle and Lower Kittanning. Other mining in the area during the late 1960's and early 1970's produced surface mines that exhibited severely acidic drainage characteristics both during the mining phase, and after reclamation was completed. The Buckhannon River, the principal drainage for the area, is a high quality, lightly buffered stream, that is periodically stocked with trout. Because past mining had caused post mining acidic discharges and the Buckhannon River was a valuable recreational resource, mining permits for the area were put on hold by regulatory authorities, until solutions to the acid mine drainage questions could be addressed. In 1978, the director of the West Virginia Department of Natural Resources appointed a Task Force consisting of Industry, Regulatory. and Academlc participants. This Task Force was charged with gathering information and evaluating field procedures used during mining to prevent acidic mine drainage. In 1979, the group published a document titled "Suggested Guidelines for Mining in Potentially Acid Producing Overburdens" which summarized material handling and mining procedures that could be employed to help prevent the occurrence of post mining acid mine drainage. In 1982, a Technical Advisory Committee was appointed consisting of well known researchers in the field of acid mine drainage prediction and prevention. The group was charged with the task of conducting research in the field of acid mine drainage prevention. Mining conducted at the Upshur Complex between 1979 and 1986 employed various acid mine drainage preventative techniques recommended in the suggested guidelines manual and techniques concurrently being researched by the Technical Advisory Committee. Costs for the various techniques were documented and the resulting post-mining water monitored. The results of these evaluations are used by Island Creek in the planning of future mining operations in potentially acid prodcuing environments

The Coal Mining Section of the National Safety Council has selected hand and finger injuries of coal miners as a major topic for safety policy analysis [Tinney, 19851. So that facts about hand and finger injuries can be used to guide the Committee's work and the work of policy-makers, we present in this paper detailed analyses of the following factors related to hand and finger injuries received by coal miners between 1975 and 1983: occupations of the injured miners; activities of the miners when injured; machines involved; objects, substances, exposures, or bodily motions that produced or inflicted the injuries; principal physical characteristics of injuries; and events directly resulting in the injuries. We analyze hand injuries for underground and surface mines separately because of the remarkably different production methods and hazards evident in these two operating environments. We do not, however, provide information about hand and finger injuries that occurred in surface operations at underground sites (such as yards, shops, or tipples), auger mining operations, culm banks, dredging operations, mill or preparation plants, offices, or laboratories. The most comprehensive information about the safety of coal mining in the United States is assembled by the Health and Safety Analysis Center (HSAC) of the Mine Safety and Health Administration of the United States Department of Labor. Mine operators in the United States report to HSAC all injuries as required under Part 50, Title 30, of the Code of Federal Regulations (mandated by Section 103 the Federal Mine Safety and Health Amendments Act of 1977, Public Law 95-164). These regulations stipulate that injuries must be reported within ten days of their occurrence on a United States government data collection form, Mine Accident, Illness and Injury Report (MSHA Form 7000-1). HSAC maintains these data primarily to produce federally-mandated reports. Experts, like many of the speakers at the SME Annual Conference, are frequently called upon by lawyers to assist them in litigation. Due to the technical nature of many cases, the testimony of an expert with knowledge and experience in a particular field is necessary to help a judge or jury understand and decide certain issues. Environmental litigation is no exception. Experts routinely are called upon to offer testimony to establish the existence of contamination and its source, as well as the potential health and environmental risks associated with the contaminants. This article will briefly discuss the factors courts apply to determine whether to admit expert testimony after the recent Supreme Court decision in Daubert v. Memell Dow Pharm., Inc., 509 U.S. 579 (1993). The Court's decision in Daubert overruled a long-standing test that had based the admissibility of scientific evidence on its "general acceptance" in the field in issue. Next, the article will discuss in general terms what a party must do to "link a particular defendant's conduct to the contamination involved in order to recover from that defendant. This link, known as causation, varies depending upon the type of claim being asserted. Expert witnesses are used extensively to help establish causation. JUNK SCIENCE OR GOOD SCIENCE- HOW DOES A COURT DETERMINE WHAT TO LET IN A frequent complaint in litigation involving technical or scientific issues is that one party or another is trying to use so-called "junk science" to prove its case. While some expert testimony might be so clearly lacking in support or so "off the wall" that a court can easily determine to exclude it, other testimony, especially testimony on the "cutting edge," is much more problematic. In 1923, the District of Columbia Circuit Court of Appeals decided the case of Frye v. United States, 293 E 1013 (1923). Geochemical static tests are a basic component of geochemical assessments and predictions for acidic drainage, and include acid-base accounting and total-metal contents. A key database for such information is the International Static Database (ISD), which currently contains more than 45,000 static-test analyses from over 200 minesites. Such large databases are useful in identifying general trends and, just as important, the percentage of exceptions. General trends and significant exceptions can be seen in the ISD by comparing one parameter against another. This paper shows that bulk neutralization potential (bulk NP) obtained from acid titration is often a good indicator of neutralizing capacity above values of 10 t CaCO3/1000 t. Other types of calculated neutralizing capacity are then compared to bulk NP to determine if they, in fact, reliably represent actual neutralizing capacity and if they can substitute for the more time-consuming and expensive bulk NP. For example, bulk NP correlates better with Carbonate NP (from carbonate analyses) and Total-carbon NP (from total-carbon analyses) than with (Ca+Mg) CaNP (from solid-phase analyses of calcium and magnesium). This means that, in general, (Ca+Mg) CaNP is a less accurate substitute for bulk NP than the other types, and thus requires intensive site-specific justification if a substitution is attempted. This also means that measurement of the frequently less-expensive parameters of total carbon and carbonate can often substitute, within site-specific error bars, for the bulk-NP titration. However, the ISD also shows that non-carbonate minerals make the primary contribution to neutralization in up to 20% of samples, so Carbonate CaNP and Total-carbon CaNP do not always reveal the full neutralizing capacity of a sample.

Some basic terms used in cost management and accounting include: - Cost. A sacrifice made to acquire goods or services, measured by the price paid. Technically, the sacrifice is called a cost until the benefits from the goods or services have expired, at which time the sacrifice is called an expense. In this text, the terms "cost" and "expense" are used interchangeably. - Revenue. An increase in the value of the firm resulting from the sales of goods and services. - Income. The excess of revenues over costs for a specified period. The term is often used with modifiers to indicate specific quantities on an income statement (e.g., pretax income; net income). - Activity. A measure of production work. Traditionally, physical production volume (tons of ore or units of product) has been used as the measure of activity. Other measures include direct labor hours, equipment operating hours, and quantity of materials or supplies consumed. - Responsibility center. A segment of an organization that is responsible for a specified set of activities. In mining, individual operating divisions can be treated as responsibility centers, known as profit or cost centers. Departments within a division are generally treated as cost centers. - Cost center. A portion of an organization having responsibility for achieving specified levels of cost. - Profit center. A portion of an organization having responsibility for achieving specified levels of profit (revenues and costs).

In a gas/coal outburst the gas plays an active, driving part. The proneness of coal to outbursts can be determined by means of its gas emission properties, since coal that is liable to outbursts differs from coal with normal gas emission properties in that it liberates its gas from the sorptive bond more quickly. There is a risk of outburst when the flow of metha¬ne originally desorbed by the coal is sufficient to move the loosened coal which has been broken suddenly. The violence of a gas/coal outburst can be evaluated from the distance of projection of the mass of coal. It depends on the gas pressure and on the liability to outburst of the coal at the original centre of the outburst. Both factors are complementary in their effects so that the same work is done in a gas/coal outburst when there is a high gas pressure and low proneness to outburst as when there is a low gas pressure and a higher proneness to outburst. The gas pressure in the coal increases with its gas content. Consequently it is possible to deduce the gas pressure of a coal seam from its gas content. In the Federal Republic of Germany the risk of a gas/coal outburst is thought to exist when the desorbable gas content of the coal reaches or exceeds the value of 9 m3/ton and if the specific limit value of the proneness to outburst is exeeded. The Mine Ventilation Testing Station of the Westfalische Berggewerkschaftskasse has developed a new method for determining the risk of gas outbursts immediately after taking the samples at the coal face (1), (2).

Within the national and international strategy of the German based construction company HOCHTIEF, the majority of its business units is equipped with the comprehensive software package ARISTOTELES. This software is a powerful business information system for all accounting and controlling related processes in medium-sized and large construction and other related companies. Due to the complexity of the software, time constraints, and limited financial resources an implementation of this software package requires thorough project management. In this paper the relevant elements of project management are outlined based on practical experiences gained during this international IT - implementation project. Special emphasis is directed to the identification and management of potential risks. In this case particular acknowledgement was given to the multinational nature of the project and modernization of the business. This includes thorough reorganization of the company, significant changes of job requirements, and substantial trainings for its employees. At the same time key success factors like knowledge transfer, adoption of Czech legal requirements, commitment of management, networked thinking, and integrated project planning come into play. The costs for implementation had to be carefully evaluated because the software was implemented in a country with a considerably low cost I price level. All these impacts to the business had to be managed within the scope of transformation of business and political environment from socialist to market driven economy.

JOHN HAMRIC: Our next speakers are Richard Ghent, manager of environmental health and safety for CF Industries, Hardee Phosphate Complex, in Wauchula, Florida. Richard has 20 years' experience with environmental health and safety affairs. He has a bachelor of science degree from the University of South Carolina. With him is Daniel Warnock, who is supervisor of safety and training also at the Hardee Phosphate Complex. Daniel's experience is in safety programs and electrical training. Their presentation is "Regulations Versus Management Practice." RICHARD GHENT: Written procedures give structure to safety programs. At their best, they are brief and understandable to facility personnel and clearly identify roles and responsibilities. At worst, they attempt to recite the entire regulation they are intended to address. Some regulations, such as OHSA's Hazard Communication Standard, require employers to develop, implement, and maintain a written program. As written programs and procedures are developed, some basic questions arise: Is the program designed to achieve compliance with regulatory requirements or does management expect the program to go beyond compliance to some higher level of performance? Management may have difficulty in measuring and communicating performance expectations in safety. A facility with 4 million safe work hours does not suddenly become unsafe the day their safety record is broken. Generally, management expects safety programs to meet regulatory requirements and to protect the employer from enforcement actions and fines from regulatory agencies. Management also expects that safety programs will result in a safer work environment with fewer incidents, accidents, and near misses. But it is difficult to know when a safety program has succeeded. If the program is expected to go beyond compliance, what other standards should be included (e.g., ANSI standards, company management practices, lessons learned from inspections and audits, recommendations from safety committees, etc.) in the

An emerging technology for sustainable development in mineral development, tailings co-disposal™ is a means to dispose of conventional mill tailings within the void space of a waste rock dump. This method, while not applicable to all tailings systems, can offer a significant reduction in short-term and long-term environmental liability, land disturbance, closure costs, and negative public image. The concept is to dispose of the tailings simultaneously with the waste rock or leach ore, controlling the ratio of tailings to coarse material such that the resulting dump is stable both physically and chemically. The resulting co-disposal dump can be as safe as a conventional waste dump. In the case of alkaline tailings in a potentially acidic waste dump, the acid production can be buffered or slowed.

INTRODUCTION Traditionally mineral processing equipment has been procured based on (equipment) specifications prepared by the engineers. As newer materials of construction are being used for equipment manufacture and plant control systems become more sophisticated, the need for thorough and detailed specifications is greater than ever. For example, it is not uncommon to find plants looking at grinding circuits consisting of semiautogenous mills with variable speed, gearless, drives of large horsepower. Technical specifications for the mill, wrap- around motor and control system must, therefore, be carefully prepared to ensure that the respective equipment supplied by vendors meets overall grinding needs. Various engineering and design companies have expended considerable time and effort in developing the specification format. Equipment manufacturers have also given significant effort to developing data sheets aimed at collecting information regarding not only the duty of the equipment, but also the conditions under which it will be operated. As engineers moved from one company to another, the specification format became cross-fertilized and further developed. As a result, specifications on file with various engineers have improved considerably over a period of time. Equipment specifications from earlier projects are commonly used as a basis for tailoring new ones. To keep equipment specifications short, general technical considerations are often compiled as separate specifications. For example, general considerations applicable to the design, manufacture and supply of the mechanical equipment are consolidated under "Standard Requirements for Mechanical Equipment” and included along with that specified for purchase. As the economic feasibility of the project has been established during earlier studies, purchase-related activities can be initiated following completion of the specifications. Procurement itself is a major activity, however, in this chapter only those activities directly related to the purchase of equipment will be discussed. The coal workers' pneumoconiosis (CWP) has been considered as the most serious health problem in the coal mining industry. The development of CWP in a worker lung depends on the average concentration and toxic components of the coal dust and the exposure length. Toxicity studies on coal dust shows the bio-available iron (BAI) in the coal dust plays an adverse role in the CWP development. It is also found that presence of calcite in the coal seams can significantly reduce the CWP cases as evidenced by the significant difference between the coal miners in the western and Appalachian coal regions. Based on this finding, it is proposed to artificially introduce calcite to BAI -containing coals in the effort to mitigate the CWP disease in coal industry. This paper introduces the scientific bases, the main geological factor that makes the differences, the proposed methods to introduce calcite to coal dust or to coal seams. Feasibility for the proposed methods is also discussed.

[The site] [Z]irovski vrh uranium ore deposit is located in the extreme north-western part of Yugoslavia, some fourthy kilometers from the capital of Socialist Republic of Slovenia, Ljubljana, not far from the Italian and Austrian border. The sandstone type deposit of uranium ore with medium grade is located in a foothill of Julian Alps. The site shows some typical conditions for this region, which demand special attention in respect to the incorporation of an uranium treatment facility into environment. Among these specific conditions the following site characteristics should be mentioned: - populated area of agricultural and recreational value, - unconvenient climatic conditions with excessive rainfall and long lasting temperature inversions in the winter time, - very pure surface and underground waters which supply the drinking water reservate for large area including the capital of Slovenia, - sharp relief, - unconvenient geological structure. The choise of technology The intention to produce uranium and at the same time respecting the natural characteristics and existing uses of the site made the design of the ore treatment facility relatively difficult one. In general, there were two basic alternatives available perform the task. First alternative was to adopt the usual technological flowsheet with wet tailings disposal and with discharge of used water i.e. liquid effluents into the river. In order to prevent the negative impact of such technology on the sourrounding area sophisticated water purification installation and costly measures in wet tailings disposal e.g. impermeabilisation of large areas by concrete injections, large dam constructions, uncertain capturing of the water sources should be employed. Canadian junior mining companies whose gold exploration and exploitation programs take them across the border into the western United States should be prepared to deal with the myriad of title issues involved in acquiring unpatented gold mining claims. The purpose of this paper is to serve as an introductory outline for Canadian junior mining companies to mining laws of the United States, as well as to relevant laws of some of the western gold mining states. Topics will include the five w's (who, where, what, why and when) of Canadian junior mining companies1 rights and responsibilities in acquiring interests in U.S. gold mining properties by claim staking, lease or purchase. Historic terms of common parlance among U.S. miners, such as "claimjumping" are defined and discussed. Various legal doctrines, such as "pedis possessio" and "good faith" in the location of claims are covered as well. Controversial subjects of contemporary interest are addressed in some detail, such as whether to locate a bulk-mineable disseminated gold deposit with placer claims or lode claims, and whether lodes may be staked over placers. By thus heightening the awareness of Canadian junior mining companies, it is hoped that they can be properly prepared to avoid title disputes, and to win lawsuits when they are unavoidable.

Federally owned mineral deposits generally fall into one of three categories: (1) minerals locatable under the General Mining Law of 1872; (2) minerals leasable under the Mineral Leasing kt of 1920; and (3) minerals salable under the Materials Act of 1947. Unlike valuable deposits of gold, silver, copper, iron, lead, etc., which may be locatable, industrial minerals are acquired through a variety of methods depending on use, composition, and date of acquisition. Table 1 may be used to establish the method of acquisition for most industrial minerals.

Anenopyrite, both pure and in some cases associated with pyrite, was laboratory roasted either isothermally or at a constant heating rate, at temperatures mainly between 723 and 923 K and under environments of air, sulfur dioxide, oxygen and argon, as well as S02/02/H20/N2 mixtures. The mineralogy, arsenic contents and in some cases surface areas of the calcines were evaluated so as to provide an enhanced understanding particularly of the conditions under which the important transformations to pyrrhotite and magnetite occur. A thermodynamic analysis is also undertaken to rationalize the observations and provide some guidance for the operation of commercial roasters.
