The MTA in conjunction with LIRR, are in the process of expanding one of the largest commuter railroads in the country, with over 260,000 passengers a day. The LIRR, which provides 700 passenger trains every 24 hours, can?t continue on the present growth course as a joint tenant in Penn Station with Amtrak and NJT. For this reason, in conjunction with the fact that over 53% of LIRR?s current riders into Penn Station are ultimately bound for the East Side of Manhattan opening, have created the need for the expansion of the LIRR. The complete expansion will cost approximately 6.3 billion dollars and all of the contracts are to be completed by 2013.

The Camp Dresser & McKee (CDM) has been retained by the Sacramento Regional County Sanitation District (SRCSD) to design the Mather Interceptor, a portion of the South Interceptor and Mather Interceptor program. The Mather Interceptor consists of 14,667 feet of 54 to 72 inch gravity interceptor. Approximately 90 percent of the alignment will be constructed via tunneling. Cobbles and boulders in a sand/gravel matrix dominate the ground conditions combined with seasonal perched groundwater table at some of the deeper reaches of the alignment, impacting design consideration. This paper will present the results of a comprehensive geotechnical investigation conducted for this project and in-depth technical evaluation of various trenchless techniques feasible for tunneling in the cobble and boulder laden formations of this project. This paper will also present the risks and issues of the design alternatives and selection criteria.

Eminent domain overview Eminent domain is the power of the Government or a municipality to take property for public use without the consent or acceptance of the owner. Typically, the agency taking the prop¬erty will make an offer, hoping the owner will immediately accept and allow work to begin. If a mutual resolution regard¬ing its value cannot be reached, how¬ever, the municipality will institute a condemnation action in court seeking possion of the property. This is when the problems begin. The power of the Government to take the subject property is limited by Federal and state constitu¬tional requirements to pay "just com¬pensation" for the property. The exact nature of an owner's prop¬erty has been the subject of much debate and discussion. It is generally under¬stood, though, that property is consid¬ered to be "every kind of right or inter¬est, capable of being enjoyed and recog¬nized as such, upon which it is practi¬cable to place a money value" (US vs. 53 114 Acres of Land). A taking, for condemnation purposes, is considered to occur whenever there is a substantial interference with the free use and enjoyment of the property. Rarely is the necessity for the taking ever challenged and more rarely is the taking ever successfully challenged. When a taking occurs, it is not only the fee owner who is entitled to compen¬sation. Every person holding an interest in the subject property will be recog¬nized. Thus, all persons who at the time of taking have a compensable interest in the property will be made parties to the case (Swanson vs. US). Minerals, like all other interests in land, are recognized as property rights, giving the owner the power to dispose of them as he or she sees fit. Thus, the only remaining considera¬tion is only "just compensation." Ex¬actly what "just compensation" is has been difficult to define. Generally, it is that amount of money that will "put the person in as good a position as the per¬son would have been in had the taking not occurred." The owner must not be forced to sacrifice or suffer by receiving less than full and fair value for the prop¬erty. Every element that effects the value of the land and that would influence a purchaser must be evaluated. Courts have employed a variety of techniques to determine just compensa¬tion but have generally relied on market value as the standard for measuring compensation to the owner. The deter¬mination of market value is based on sales, income, costs, and use. These factors have been employed in various ways but can be summed up as: -The highest estimated monetary price the property will bring if exposed for sale in the open market with a reason¬able amount of time allowed to find a purchaser who is buying with knowl¬edge of all the uses and purposes to which it is adapted and for which it is capable of being used. • The amount the property would bring if it were offered for sale by one who desired, but was not obliged, to sell, and was bought by one who was willing, but not obliged to buy. • What the property would bring in the hands of a prudent seller, at liberty to fix the time and conditions of sale. • What the property would sell for in negotiations resulting in sale between an owner willing, but not obliged to sell, and a buyer willing, but not obliged to buy. • What the property would be rea¬sonably worth on the market for a cash price, allowing a reasonable time to affect a sale. (Michigan Standard Jury Instructions). Special consideration regarding mar¬ket value is given when the taking is only partial, rather than complete. An example of this partial taking is when a state highway cuts across the northern half of a parcel of property, leaving the rest behind for the owner. A variety of problems can be immediately seen. In a partial taking, the owner is permitted to recover not only for the property taken, but also for any loss in the value of the remaining property. The measure of compensation for partial taking purposes is generally the difference between the market value of the entire parcel before the taking, and the market value of what is left of the parcel after the taking (Michigan Stan¬dard Jury Instructions). Determining the partial taking value for mineral bear¬ing lands is the difficult issue.

Seven pairs of drop and ventilation shafts, between two and nine feet in diameter, will convey combined sewer flow to a 230-foot-deep, 26-foot diameter storage tunnel. This paper will present case histories for each site. Discussion will include functional requirements, program and site access constraints, structural design, geology, the variety of excavation and lining construction methods used, and lessons learned. Noteworthy observations include the importance of assuring competent ground sup-port at the soil-bedrock interface and of achieving tight verticality tolerance using both top-down and raise bore excavation methods.

A test system was developed for measuring airflow in the National Institute for Occupational Safety and Health (NIOSH) ventilation gallery using a three-axis ultrasonic anemometer. The gallery was used to simulate face airflow conditions in underground mines having a blowing curtain. Airflow data collected at multiple sampling locations between the face and the end of the curtain were used to draw airflow profiles for different curtain setback distances, intake flow quantities and entry widths. In addition, methane was released at the face, measured at the sampling locations, and displayed as methane distribution in the area between the curtain and the face. Entry geometry had a significant effect on airflow patterns, and the flow patterns affected the distribution of methane in the entry. Flow measured at and parallel to the face was a good predictor of methane dilution and removal within two feet of the face.

The numerous small high grade gold and silver deposits of the Front Range Mineral Belt have been uneconomical because of the high costs of mill construction, transportation, and smeltering. Processing of these ores must be simple, cheap, with satisfactory recoveries, and be environmentally acceptable. Vat leach with direct electrolytic recovery satisfies these parameters. A battery of testing was conducted utilizing bottle and bucket tests. A five ton vat leach with direct electrolytic recovery gave excellent results while a five ton heap leach proved impractical due to channeling.

The 56,000' (17 km) long San Vicente Aqueduct Pipeline tunnel is being constructed using precast concrete rings to act as preliminary ground support through two sections of the bored tunnel with lengths of 9,450' (2.9 km) and 33,700' (10.27 km).The six segment bolted trapezoidal ring was manufactured using a combination of steel fiber reinforced concrete and self compacting concrete in vertical moulds. This paper briefly describes the design and function of the segments, and reviews the development stages of the concrete mix, and the advantages and disadvantages of the adopted manufacturing method.

Waste materials caused by mining activities are an important environmental problem. Paste technology is a good alternative for waste management because it has many benefits in the aspects of environment, cost and safety. Disposal of process wastes in paste form is an attractive option for waste management, as it eliminates or reduces the risks associated with conventional methods. Due to the geotechnical characteristics of the paste, it is very similar to soil materials. So determining the geotechnical properties of the paste material is essential to durability of the paste. The some important geotechnical properties are compressive strength, porosity, shear strength, hydraulic conductivity, water content, consolidation, etc. In this study, the important parameters and the relation between them were investigated and obtained some results which will affect for optimum design of waste management.

INTRODUCTION Crude oil reserves in the United States are still very large, even though for many years they have not been sufficient to supply our entire domestic requirements. They are continuously being depleted as oil is pumped from the ground, but new discoveries and improved secondary and tertiary recovery methods are helping to reduce the rate of depletion. It is thus a slowly diminishing resource, but even as it is being consumed, immense reserves of oil are left behind as the so called "un-recoverable" portion of petroleum formations. Most oil fields can only obtain a 15 to 40% recovery of the original reservoir, and it is widely quoted that there are still about 300 billion barrels of this un-recoverable oil still in place (Mauch, 1980, etc.). With the present comparatively high oil prices, and the possibility of even higher future prices and short supply, this oil becomes an interesting potential reserve. Mining the petroleum formation would be one means of recovering at least a portion of this oil. The concept of oil mining is neither new nor limited to conventional oil fields, since the procedure could be equally employed with the otherwise difficult to produce heavy oil deposits, and the solid or semi-solid tar sands and diatomaceous hydrocarbon formations. Estimates place the U.S. tar sand resource at about 30 billion barrels, and heavy oil at 5-10 billion barrels (Unitar, 1982). Figure 1 graphically summarizes the heavy oil reserves based upon formation depth and characteristics, while Figure 2 shows their location. The year was 1974. The event - the United States Congress was embroiled over what issues should be included in the proposed national surface mining law. The question - what should be done with underground mines? The leading bills ultimately addressed the environmental impacts associated with underground mines including provisions to protect the surface from subsidence impacts. Amid the fears that this subsidence language might discourage underground mining, sponsors of the bill were asked to explain the meaning of the provision that read "to prevent subsidence to the extent technologically and economically feasible." Was this an attempt to limit mining that caused planned and controlled subsidence? Former Deputy Director of the Office of Surface Mining, Dean Hunt, reviewed some of these historical events in a 1985 presentation before the Eastern Mineral Law Foundation. He reported that in 1974 Congressman Morris Udall took the floor to respond to these concerns expressed by other members of Congress and the industry. Mr. Hunt cited Congressman Udall's July 10, 1974 Congressional Record statement: "The House bill contemplates rules 'to prevent subsidence to the extent technologically and economically feasible.' The word prevent led to fears expressed by the Secretary of the Interior Morton, that the effect would be to outlaw longwall mining, with its obvious subsidence ... in fact the bill's sponsors consider longwall mining ecologically preferable and it and other methods of controlled subsidence are explicitly endorsed." Further, the report that accompanied the front-running bill, HR11500, provided the following clarification on the issue of subsidence prevention: "It is the intent of this section to provide the Secretary with the authority to require the design and conduct of underground mining methods to control subsidence to the extent technologically and economically feasible in order to protect the value and use of surface lands. Some of the measures available for subsidence control include: (1) leaving sufficient original mineral for support; (2) refraining from mining under certain areas---or (3) causing subsidence to occur at a predictable time and in a relatively uniform and predictable manner. This specifically allows for the uses of longwall and other mining techniques which completely remove the coal." It is clear from the preceding statements that Congress considered the removal of all the coal and causing subsidence in a predictable and uniform manner to be equal to or better than leaving support coal and causing no subsidence. While the actual provision in the bills talked of preventing subsidence, a subsequent exception made it clear that the real intent was to control it. This is evidenced in the specific planned subsidence language that appeared in the bills and ultimately in Section 516 (b) (1) of PL95-87, the Surface Mining Control and Reclamation Act. It reads: "...adopt measures...to prevent subsidence ... except in those instances where the mining technology used requires planned subsidence in a predictable and controlled manner..." In spite of this historic record that supports controlled subsidence, something has been lost in the implementation. The primary focus by many regulators over the past few years has been on the "prevent" aspect irrespective of mining method being used. This has appeared to change the original intent of Congress from one of controlling subsidence to one of minimizing damage. The objective of this report is to review some of the current regulatory issues that impede full extraction mining and offer some suggestions on possible ways to deal with these issues.

The Price Road Drainage Tunnel was constructed for the Arizona Department of Transportation (ADOT) in 1988 and 1989 to provide surface water drainage for the proposed outer Loop Highway (SR 117). The 5.4 km (3 mile) long, 6.6 m (22 ft) excavated diameter tunnel was driven through sand, gravel and cobbles utilizing an open face digger shield. Precast concrete segments were erected for initial ground support. A second-pass reinforced concrete final lining was placed, which was followed by contact grouting. This paper will consider the owner's representatives' view of the effectiveness of using precast concrete segments for this project. Topics discussed include segment design and erection, ground support, geotechnical instrumentation, segment erection verses contact grout interactions and tunnel production.

More than 220,000 diamonds have been found in the United States that range from microdiamonds to 40.42 carats in weight (Table 1). Some reports suggest diamonds weighing more than 100 carats have also been found in this country, although these reports have not been verified. The source of most of the diamonds in the United States is a group of kimberlite pipes, dikes and blows in the Colorado-Wyoming State Line district and a group of lamproite pipes in the Murfreesburo, AR area. Other areas where diamonds have been found include the Great Lakes region, the Pacific Coast and the southern Appalachian Mountains. The latter two regions are generally not considered favorable for diamond deposits. This is based on exploration models. They suggest commercial diamond deposits will be restricted to kimberlites emplaced in Archean cratons and to lamproites emplaced in Proterozoic mobile belts accreted to the cratons.

Physical and chemical conditions permitting, in-situ leaching (ISL) of uranium offers a variety of advantages over conventional production methods including less surface disturbance and less solid waste. Commercial production of uranium by in-situ leaching techniques was initiated in 1963 in the Shirley Basin of Wyoming by Utah Construction. On a world-wide basis, ISL uranium production amounted to about 13.2 million pounds U3O8 in1999, approximately 16% of world output. Both acid and alkaline systems are used, the selection of which is primarily dependent upon groundwater quality and related reclamation requirements. ISL offers low capital costs per unit of annual capacity and is particularly flexible in adapting to changing market conditions.

Energy efficiency has become significant due to cost and environmental considerations. Comminution and material handling have been identified as the two most energy intensive processes in mining. The objective of this work was to evaluate truck-shovel energy efficiency strategies using discrete event modeling. Energy audits and time and motion studies were conducted at a surface coal mine to acquire data. A discrete event simulation model of truck-shovel operations was built in Arena® and validated with the field data. The model was used to evaluate the effect of using a larger shovel, and optimizing truck-shovel matching on fuel efficiency. The results indicate that using a larger excavator increases the fuel efficiency of the operation while optimizing truck-shovel matching does not. However, using a larger shovel will lead to under-utilization of the shovel. This work shows the potential benefits of using discrete event simulation to model energy efficiency of mining operations.

The Pogo Mine, near Delta Junction, Alaska is a 2500 TPD gold operation employing processes including grinding, gravity, rougher flotation, leach, CIP, and E/W. An OCS(Optimizing Control System) expert control system has been implemented on rougher flotation in early 2008. The OCS system communicates with the Plant DCS(Distributed Control System) through OPC(OLE for Process Control) communication. The initial strategy was to control the flotation cell froth level set points to achieve target froth velocities. This strategy was enhanced by controlling both level and air flow setpoints. The flotation cell air and level are adjusted to reach cell pulling rates (froth velocities). The pulling rate setpoints for each cell are determined based on downstream capacity (concentrate surge tank level). The effect of pH and upstream disturbances is also taken into account in adjusting the air and level setpoints. Feed forward compensation is employed down the flotation row to minimize disturbances.

The Los Angeles County Transportation Authority’s Purple Line Extension Phase 1 is a $3.12 billion (USD) design-build, underground heavy rail project, connecting an existing station at Wilshire Boulevard and Western Avenue and extending west 3.92 miles under Wilshire Boulevard and terminating approximately 550 feet west of Wilshire/La Cienega Station. The project alignment runs through the heart of the world famous La Brea Tar Pits and one of the world’s largest urban oil elds. This paper presents a case history of the planning, design, and construction efforts to achieve successful construction of the bored tunnels through Reach 3 of the alignment. Further, this paper outlines the proactive partnership between the owner, Los Angeles County Metro (Metro), the Design Builder, Skanska-Traylor-Shea oint enture (STS), and Southwest Geophysics who provided the geophysical services. Specically, the project included background review of historic site data (e.g., oil eld maps, building foundation plans, historic aerial photographs, etc.), geophysical demonstration testing to ascertain the capability of borehole magnetics to detect oil wells, directional drilling of thousands of feet of horizontal and vertical boreholes, collection of high resolution magnetic gradiometer data along vertically and horizontally cased boreholes as well as the collection of surface magnetometer data, discovery (“ground truthing”) of detected geophysical anomalies, and abatement of potential obstructions within the tunnel alignment.

This paper discusses the challenges faced by the design team of the under-river crossings of electric transmission feeders in New York City, a densely populated urban area. The under-river crossing of a 345 kV feeder was initially designed as Horizontal Directional Drilling (HDD), but was redesigned as a utility tunnel because of site con¬straints on both sides of the river. Multiple studies addressed location, available tech-nologies and costs. Multiple soil investigation phases addressed design aspects of HDD, as well as tunneling. Contractual issues varied from a design build alternative with Geotechnical Data Report (GDR) to design tender approach with GDR & Geotechnical Baseline Report (GBR).

Remote sensing methods have been used to evaluate vegetative growth patterns for many applications, though relatively little work has focused on tracking mine reclamation progress. For coal mines in Central Appalachia, reclamation approaches that include production of biofuel feedstocks are increasingly attractive, as these may yield significant post-mining land values and contribute to carbon-neutral energy supplies. To optimize productivity, the influence of reclamation parameters must be well understood ? which necessitates tracking biomass production over long time periods. Satellite-based estimations may offer low-cost alternatives to conventional biomass appraisals, and also the potential to provide critical input for carbon accounting at varied spatial scales. In this paper, we use biomass production experimental plots on reclaimed mine sites established by the Powell River Project (PRP) for a comparative study between satellite measurements of Normalized Difference Vegetation Index and inventory estimates of biomass under a variety of conditions. The PRP is a unique public-private partnership in the coalfields of southwestern Virginia dedicated to enhancing beneficial use and environmental protection of mined lands.

National Institute for Occupational Safety and Health (NIOSH) researchers are conducting a cross-sectional survey of equipment noise and worker noise exposures in the mining industry. Surface and underground limestone is one commodity recently surveyed. The sound levels of mining and processing equipment were recorded to identify noise sources. Full-shift worker noise exposures were completed to determine the exposure of various occupations. This paper presents the results of the noise research conducted in both underground and surface limestone mines, detailing the equipment likely to cause worker overexposures, and the occupations experiencing overexposures. Implications for worker noise exposure reduction are also reported.

Many years ago, a relationship was established between dust inhalation and pneumoconiosis. Since then, various government agencies have regulated crystalline and amorphous forms of silica material in the workplace. In 1987, the International Agency for Research on Cancer (IARC) classified crystalline silica as a probable carcinogen. With this listing, crystalline silica became a regulated substance under the Hazard Communication Standard. The minerals and chemicals industries have responded in various ways. They have: • developed worker and user training programs and literature; • labeled products with appropriate warnings; • continued to implement dust reduction programs; and • developed meaningful epidemiological studies of workers. • begun development of reliable analytical methods for measuring crystalline silica at the 0.1 % threshold level; Background Silicosis historically has been the major health hazard resulting from exposure to crystalline silica. Silicosis is the scarring of the lung from excessive exposure to crystalline silica. It has been recognized as an occupational disease for more than 2000 years, since early Greek physicians noted the respiratory problems of miners, stonecutters, and quarrymen who were exposed to excessive quantities of mineral dust. During the industrial revolution, the incidence of the disease was greatly increased by the use of machinery that increased dust levels. Subsequently, the need for dust control was recognized and measures were instituted. Silicosis is characterized by progressive breathlessness on exertion and develops over the course of years.
