Almost nine years after the assertion of enormous and pervasive federal control over coal mines by means of the Federal Coal Mine Safety and Health Act of 1969, 30 USC Section 801 et seq, as amended by the Federal Mine Safety and Health Act of 1977 (which basically increases the punitive powers of government) a brief assessment of some of the underlying causes, present status, and possible alternatives to governmental control is appropriate. In a governmental system based upon the principles of democracy and the protection of individual freedoms and constitutional rights the ultimate mechanism for abrogation of these rights is the creation and exploitation of fear. Machiavelli in rendering advice concerning the power over men provided by fear stated, "... it is much safer to be feared than loved .. fear preserves (the government) by a dread of punishment which never fails." The Prince. Within the context of the assumption of control by the government over industries or segments of our population - popular fear provides a convenient and almost necessary mechanism for the avoidance by law or regulation of democratic principles. The popular fear of coal mines has been successfully exploited by various goal oriented groups in the past and most recently by a Congressional constituency with a vested interest in controlling the mines through regulation.

Introduction The purpose of this paper is to present a procedure used by the authors for evaluating and designing soil liner systems. This method is particularly valuable in evaluating various treatment schemes for chemically amended soil liners. A tabulation of laboratory test results on various soil types are presented to quantify the effectiveness of certain treatments. A typical liner design program includes developing and proving soil borrow sources, designing the cross-section of the liner system, developing construction specifications, and providing construction services to ensure the intended product is achieved. Material Source Development The first step in designing a soil liner is to identify and evaluate suitable borrow sources within an economical haulage range. This is best done in a two step approach: a reconnaissance level investigation to identify target areas and a detailed evaluation of those targets. Reconnaissance: The goal of the preliminary investigation is to locate potential borrow sources for liner quality soils. This includes all natural materials which can be compacted, chemically treated, or otherwise amended to yield an installed permeability at or below some target value. This requires utilization of all available data sources: Soil Conservation Service, BLM, aerial photos, USGS geologic maps, and project geologist records. The goal at this stage is to locate shallow deposits of favorable soil types. The Unified Soil Classification System provides an excellent first pass grouping. Clays, clayey sands and silts are the most favorable soil types, although silty sands and occasionally clayey gravels can make excellent liners, and are often amenable to chemical modification. The lowest permeabilities are generally achieved with CH, CL and MH soils. Once preliminary targets have been identified using visual examination, laboratory classification tests should be performed to further refine the selection. Testing at this stage should include gradation, plasticity and hydrometer analyses. Additionally, "preg-rob" testing should be done as early as practical. Preg-rob is a phenomenon where gold or silver ions in solution associate with the clay, or other, minerals. When this occurs, a portion of the gold or silver leached from the ore is actually tied-up by the clay and thus a reduces recovery. Testing for this consists of agitating a small sample of the soil in a solution containing dissolved gold or silver, preferably of similar chemical make-up as the solution which will contact the actual liner. The solution and soil are assayed before and after agitation to determine loss to the clay. A reliable estimate of the hydraulic conductivity, commonly referred to as permeability, can be developed from the D10 value by the use of Hezen's formula: K = 100 (D1012 This relationship is limited to soils where the finer particles do not move due to the force of flowing water (i.e.: "hydrodynamic stabilitym)(1). Additionally, the effect of platty particles on permeability is not as predictable as the effect of equidimensional particles. D10 is the sieve opening size at which 10% of the material is finer. Plasticity is also important from several standpoints. Constructability is directly related to plasticity. Very plastic clays and non-plastic silts both tend to be difficult soils, while medium plastic clays and clayey sands are generally very desirable. Post construction performance is also related to plasticity (e.g. swelling, shrinkage cracking, frost heave, etc.). Additionally, low plasticity silts and silty sands generally do not respond well to chemical amendment. Source Development: The result of the reconnaissance evaluation should be an estimate of the relative probability of developing a suitable borrow source within an economical haul distance. Of course, "economical distance" depends on the degree of handling and treatment the borrow material requires, as well as the cost of synthetic alternatives. The purpose of the detailed investigation is to prove out quantity and quality of material sources, and determine design parameters such as degree of compaction, mixing, treatment and thickness of liner. The emphasis of the testing program should be permeability and strength. Strength becomes increasingly important as the slope of the liner and the height of the heap increase. INTRODUCTION Shrinkage stope mining can be employed in steeply dipping veins where both the wall and the vein material are sufficiently strong to stand with only minimal ground support. Shrinkage stope mining takes advantage of the swell in volume produced in breaking in-place ore. This expanded volume of ore is allowed to occupy part of the mined-out vein, and in so doing provides ground sup¬port and a working surface for the miners. Only enough of the ore is drawn after each stoping cut to allow work¬ing room. Not until the entire mining block has been broken is the full amount of broken ore drawn from the stope. DEVELOPMENT PRACTICES FOR SHRINKAGE STOPING The vein is developed into stoping blocks, each of which is 76 to 91 m (250 to 300 ft) in length and 61 m (200 ft) between levels. Level development, described later, is either on the vein or parallel to it with crosscuts periodically driven over to the vein. There are usually two exits from each stope. The first entry is a raise at one end driven either conventionally by raise climber, or by a raised borehole. Present practice is that this raise, put in from level to level, is either a 2.1- x 2.1-m (7- x 7-ft) Alimak raise or a 1.2- to 1.8-m (4- to 6-ft) diam borehole. Either raise system will require pro¬visions for an ore chute carried with the stope to the haulage level or the scram drift. At 9- to 12-m (30- to 40-ft) vertical intervals, dogholes are developed from the raise so that when stoping breaks back into these dogholes, timber or steel sets and necessary service facilities can be installed. The second entry to the stope may be either a similar raise at the stope endline, or more economically, a cribbed raise carried with the stope. As previously stated, development of the ore block is achieved by either drifting on the vein or by paralleling the vein with a footwall lateral and then crosscutting over to the vein at specified intervals. In the following discussion, three basic cases are illustrated in Figs. 1, 2, and 3. In Fig. 1, development is in the footwall by a 3- x 3-m (10- x 10-ft) trackless lateral. A heading is also driven on the ore and taken either full width or driven a standard size and slabbed to the vein width. Approxi¬mately 9-m (30-ft) long crosscuts on 7.6-m (25-ft) cen¬ters are driven from the lateral to the vein. For ease in muck handling they are usually put in on a slant rather than at right angles. A single orepass, located off the lateral and in the center of one stope block, can serve not only that stope, but also one on either side, up to a tramming distance of not more than 137 m (450 ft). Raises are put at the stope endlines on 91-m (300-ft) centers. The back of the vein is shot down and just enough broken material is drawn off to permit access for men to work off the broken ore. Development in Fig. 2 progresses by driving a 3- x 3-m (10- x 10-ft) trackless heading on the footwall side of the vein. The ore block is delineated by raises on 91-m (300-ft) centers. Crosscuts are again driven on 7.6-m (25-ft) centers over to the vein. Approximately four rounds are then taken up to the vein and each round is successively belled out so that all the crosscuts (pockets, in this case) connect. A paradigm shift As market economists, mine managers are interested in "staying in business" and even "prospering." Bottom-line results are the "order of the day." Concern for bottom-line results can invoke questions such as how much was produced, at what cost, and was anyone injured? While these questions will always carry everyday emphasis at the mine, they are fundamentally lacking in that they often appear, especially to lower levels of management and to the production worker, as pre-eminent concerns. Driven by market economics, many organizations have decentralized, outsourced, downsized, restructured and formed new coalitions. Investments in new technology and a concentration on productivity have been an essential part of these changes, contributing to improvements in both safety and efficiency. A reason for (and, perhaps a result of) these improvements has been the development of a highly experienced and flexible work force. This situation presents an interesting opportunity to modify a few paradigms about work life in general, and perhaps a few paradigms about how we invest in the miner, in particular. Studying these issues now night offer some interesting opportunities for the Future, as the foundations for the next generation of mine workers are laid. With the average "experienced" U.S. miner five to fifteen years from retirement, perhaps a key determinant of future success in the world market might be how well we make the transition from today's work force to the work force of tomorrow. We can ill afford to wait a few more years to tap into the special knowledge residing within a veteran mining work Force. The Work Crew Performance Model (WCPM) is one approach to defining, capturing and transferring this expertise. The WCPM suggests a paradigm shift, moving from a focus on products (quantity) to a focus on the process (quality). It also involves a slight change in the process -- a different way to think and work. Of great importance, it entails a belief and a commitment to people within the organization; a commitment to collect simple (but interesting) data; exploration for insightful ways to plot and integrate that data; and finally the search for creative methods to reinvest that knowledge back into the organization, that is, back into the work force. As a way of thinking, the WCPM subordinates information about how much is produced daily or how many were injured over a year's time to concern and detail for how the individual's and the work crew's performance contribute toward meeting organizational goals. Drawing upon the expertise within members of that work crew to address and solve operational problems is one approach for meeting organizational goals. This everyday focus on how we work is hypothesized by the WCPM to make the difference between a good section supervisor and the average one; an exemplar continuous-miner operator and the run-of-the-mill one; a mining crew that produces consistently high quantities, but, inadvertently, degrades the production of other units. The WCPM permits objective and reliable performance data to be collected. This data then can be used to define variability within tasks of work crew members; to relate observed variability to a cost consequence; and to more meaningfully analyze performance through the integration of traditional analytical tools, such as the production simulator, CONSIM, with a recommended behavioral approach, the WCPM. Basis for engineering test Most equipment selections and purchases involve a field trial test of the system. Technology is routinely bench tested at the manufacturer's facility, government agencies and the mine site. The WCPM suggests a similar, but more practical, method for testing the performance of a work system -a test for how technology is used (by people) at the work site. It implies learning from veteran mining personnel that have gone well "beyond the book." This approach to learning and to integrating training with everyday work life can help answer questions such as: What constitutes desirable perfor¬mance as, for examples, a shuttle-car operator, a miner operator or a bulldozer operator; what characterizes exem¬plary performance within the context of the work system, the technology and the work crew; how can investments in the worker he linked to measurable results within the organiza¬tion? This paper explores these questions and makes recom¬mendations for enhancing the cost-linkages between invest¬ments in people and the mine's monthly cost sheets.

During subsidence, the ground surface may settle, change slope, change curvature, go into tension, and/or go into compression. In response to these ground movements, buildings and buried utilities in the subsidence area may settle, tilt, bend, distort, and sustain extension, compression and/or torsion. In order to develop measures to protect existing structures and utilities, or to design new structures and utilities to withstand potential movements in areas of subsidence, it is necessary to understand the interaction between the ground and the building or buried the utility. This paper reviews subsidence-induced ground movements, how these ground movements are transmitted to and accommodated by buildings and buried pipelines, and how these structures may alter ground movements relative to free field subsidence-induced ground movements.

In the garden of national problems recognized by the American public, imports of mineral products is a hardy perennial. Concern for the security of mineral supplies has preoccupied nations since the industrial revolution and the mechanization of warfare. Since 1973, Americans have also been sensitized to the potential economic costs of overseas mineral supply disruptions and the cartelization of foreign production. Though oil prices have plunged since 1981, the import dependency issue remains topical. Political turmoil in Southern Africa reminds us that mineral supply disruptions will occur in the future as they have in the past. Producers of iron and steel, copper, and refined petroleum products seek protection from imports on national security grounds. The Reagan administration is proposing sweeping changes in the management of the federal mineral stockpiles. s an enduring need to take stock of the mineral trade position of the United States. This article considers the changing role that the U.S. has played in the twentieth century in non-fuel minerals trade. We begin by enunciating some principles that are useful in analyzing this trade. The changing pattern of trade in the 1900-1969 period is then reviewed. There follows a more detailed analysis of mineral trade trends in the 1970-84 period. Some consideration is given in the final section to the significance of non-fuel mineral trade for the U.S. economy. THE ECONOMICS OF U.S. MINERAL TRADE The allocation of non-fuel mineral products in the United States has in this century been accomplished primarily through the market mechanism. Except where trade barriers have distorted price signals, this means that mineral supplies have been obtained from the least cost source, with little regard for their country of origin. Mineral prices facing U.S. firms are sensitive to shifts in the domestic supply and demand, but are also sensitive to economic conditions overseas. The balance of trade in each mineral product has depended on the amount that is profitably produced and consumed domestically at the world price. The nation has produced exactly as much as it has consumed only by chance. U.S. demand for non-fuel minerals is derived from the demand for manufactures, farm commodities, and other goods whose production requires mineral products as inputs. The demand for such goods can be quite volatile, and in most industries moves cyclically due to its sensitivity to the level of aggregate economic activity. The supply of mineral products depends on the cost of extracting and processing mineral raw materials. These costs do not vary greatly in the short run. Because of these attributes of mineral markets, U. S. trade in mineral products fluctuates considerably from year to year. Most of this volatility results from shifts in domestic and overseas demand and from changes in exchange rates and trade barriers. Longer run changes in the mineral trade pattern can also be discerned. These depend on secular trends in demand and in the cost of mineral extraction and processing at home and overseas. The United States was originally endowed with extensive reserves of an array of mineral-rich ores and fossil fuels. It is also a nation with an entrepreneurial climate and technological capability conducive to extracting and processing those reserves. Not surprisingly, it has at one time or another ranked among the world's leading producers of a great many mineral products. With a population that is large and an economy that is technologically advanced by world standards, the U.S. has also been a leading consumer of mineral products. Because of its voracious appetite, the bulk of mineral products produced domestically has traditionally been consumed domestically as well. Net exports have been sizable only in those industries in which the nation has enjoyed an extraordinary cost advantage. Transportation tunnels are highly sensitive to ground movements and are required to be stable and secure for safe operation. In urban areas, the interaction between tunnels and adjacent piles, which are widely used to support buildings and other structures, requires careful consideration. The seismic response of tunnels may vary depending on the lateral stiffness and strength of the tunnel walls, while the axial loading and seismic impact of adjacent piles may cause soil displacement and stress changes that can damage the tunnel lining. As a result, tunnel owners often impose strict limits on the design of new piles lying close to existing tunnels including maximum allowable tunnel deformation, stress change limits, and minimum tunnel to pile separation distances. This paper describes a numerical analysis of the inuence of the axial loading and seismic impact of bored pile foundations on subway tunnels, undertaen using the nite element software laxis D. ased on the results of the numerical analysis, the paper suggests a more realistic and less conservative approach for designing piles in close proximity to transportation tunnels. GENERAL DESCRIPTION Shortwall mining is one of the newest mining meth¬ods to be introduced into the world coal industry. The technique of shortwalling seems to have a number of origins, but it is generally agreed that it is an outgrowth of pillar-and-stall mining where timbering was employed as the primary means of roof support. In early opera¬tions the face was undercut by a shortwall cutter, hand¬bored, and blasted. The coal was loaded by hand or gathering arm loader. Australia, having experienced success with this method, advanced the technique through the use of mechanized roof supports in 1968. Although there were several attempts at shortwalling in the US, it was not until 1973 that Eastern Associated Coal Corp.'s Federal No. 1 mine successfully extracted a shortwall panel. Table 1 is a list of shortwall opera¬tions in the US as of April 1976. Shortwall mining is a method of mining in which a continuous miner cuts and loads from the short end of a rectangular pillar of coal while hydraulically powered self-advancing roof supports provide protective cover. Characteristics of a shortwall system include panel di¬mensions (Fig. 1) of 610 to 1219 m (2000 to 4000 ft) in length, face widths of 30 to 61 m (100 to 200 ft), straight-line ventilation, and production machinery, with the exception of roof supports, commonly used on con¬tinuous miner units. GENERAL REQUIREMENTS AND LIMITATIONS The justification for shortwalling is primarily eco¬nomic, i.e., increased production and recovery concur¬rent with savings in material and labor. The method also has a number of secondary benefits including the much needed progress it has stimulated in deep mine technology, the alternatives it presents to some of the problems resulting from the 1969 Coal Mine Health and Safety Act, and is perhaps a key to the solution of the enigmatic labor problems which plague the industry. The advantages of shortwall mining over continuous miner units include the following: a highly effective method of ventilation and dust control; a greater per¬centage of extraction (approximately 85%) ; fewer equipment moves, hence more efficient operating time; cost savings on materials such as roof bolts, rock dust, ventilation curtains, timbering materials, and the labor needed to supply, load, and transport these materials; a cyclical pattern of mining, each phase of which, i.e., development and retreat, lasts for approximately three months and appears to be psychologically motivating as well as highly productive; and improved safety. In addition to these positive aspects, a shortwall sys¬tem also has advantages over a longwall system, and these are listed as follows: the capital outlay for a shortwall system is one-third to one-fourth that for a longwall (1976 prices); the shortwall system utilizes equipment that is used on a continuous miner section, with the ex¬ception of the roof support system; there is a great deal of flexibility in areas with numerous gas wells and in areas where surface subsidence cannot be tolerated; the shortwall has reduced tailgate problems, since the tail¬gate entry serves as a return airway only; and the cyclical pattern of mining insures that the mining machinery pro¬duces coal even while the roof support system is being moved to another panel. There are several parameters which govern the se¬lection and use of a shortwall system. They are all of equal importance, and hence are not listed in any par¬ticular order. These are deposit size, seam height, seam inclination, roof and floor conditions, depth of over¬burden, subsidence and chain pillar extraction, man¬power, ventilation, and materials handling. Deposit Size Reserves available for shortwalling should be suffi¬cient for at least an eight to ten-year period, since this seems to be the effective life, without rebuilding, of a hydraulic roof support under average conditions. "The excavation of a tunnel in highly weathered and strongly fractured rock masses due to tectonic actions is still a challenge. In order to maintain reasonable productivity, excavation through a wide zone of highly tectonized rock mass requires a detailed, integrated study of the construction solutions and a monitoring system to minimize the process time and to optimize the adopted consolidation measures in accordance with a predefined matrix of possible support systems. This paper summarizes some interesting data acquired during the excavation of the Brenner Railway Base Tunnel system between Italy and Austria. The Brenner Base Tunnel (BBT) runs through the fault line between the European and the African tectonic plate. This big fault zone is called “Periadriatic Line.” In particular, data acquired in the exploratory-service tunnel have been analyzed. Furthermore, the base concepts for defining the consolidation and support solutions adopted for the excavation of the exploratory tunnel are described. INTRODUCTION The Brenner Railway Base Tunnel (BBT) is a system of underground structures and tunnels that is designed to connect Italy and Austria using new railway standards. It is based on high speed (HS) concepts and applies the European Standards for Interoperability (TSI). The railway includes twin tunnels for a total length of about 55.0 Km without considering the connection tunnels to the existing underground railway in Innsbruck. Including the latter, the total length of the tunnel system reaches 64 Km, and is among the longest tunnels in the world. The Italian section passes through the so-called ""Periadriatic Line,"" which is an important tectonic structure generated by the collision between the European and the African tectonic plates. Despite the extensive investigations carried out (boreholes down to 700 meter depth), significant geological and mechanical uncertainties inside the Periadriatic formations remained unsolved. In order to elevate the level of confidence and observe the behavior of the rock mass at a representative scale, the BBT Authority decided to excavate in advance the service tunnel, which has taken the function of an exploratory tunnel. The data and observations collected during its excavation would provide important insights for the design of the main tunnels."

INTRODUCTION The concern of occupational exposure to diesel exhaust pollutants is an important workplace issue for the mining industry. During the last three decades of diesel operations at Inco, a significant amount of research and improvement has been made in the area of work environment, and effective diesel operation. This paper will review the experience gained by Inco's Ontario Division from the implementation and the use of modern engines, improved fuel quality, and the exhaust control technology, coupled with adherence to proper maintenance and ventilation design and practices. Past monitoring practices and the current occupational monitoring program at lnco are outlined. A major new research initiative involving multi-stake holders in diesel performance is described. MINING IN THE SUDBURY AREA The discovery of nickel-copper ore in the Sudbury area dates back to the year 1856. The existence of this orebody was noticed when a strong compass deflection was observed by a provincial surveyor. This discovery, even though documented in official re- ports, failed to arouse any public attention at that time. In 1884, a rock-cut was blasted through a small hill near the village of Sudbury to permit laying track for the Canadian Pacific Railway (Boldt 1967). The rock-cut uncovered a body of massive sulfides with a copper content of over nine percent. The mineralization is concentrated along the outer margin of the Sudbury Basin, an oval-shaped structure having a dimension of 55 x 95 kilometres. The ore extends down-dip to to at least 3000 metres below the surface. The mining methods at lnco can be divided into two categories: "filled-stope" and 'bulk" mining. This division, in the broad sense, may also reflect the environmental conditions of the mine. In the past, the selection of a mining method was based on the size, shape, grade and the strength of the ore and its surroundings. The recent development of improved technology and mining equipment permitted wider application of low cost bulk mining methods. UNDERGROUND DIESEL EQUIPMENT The first diesel-powered machine, a 145-horsepower scooptram, was put into operation in March 1966, in a cut-and-fill stoping complex at Frood Mine. The number of diesel machines underground in the Inco, Ontario Division, mines was increased to 360 units by 1971,550 in 1977 (Rutherford 1978), and over 830 diesel-powered units in 1995. The following list indicates current mobile diesel equipment. LHD 194 Loaders 81 Trucks 28 Jumbo Drills 78 Personnel Carrier 101 Service Equipment 155 Locomotives 50 Bolters 30 Scissor Lift 113 About 20 percent of the LHD and truck units are equipped with electronic fuel controlled engines. COMPOSITION OF DIESEL EXHAUST Diesel exhaust contains hundreds of pollutants (Watts 19921, including components of unburned fuel and lubricating oil and products of incomplete combustion of the fuel and oil. These pollutants are emitted either as gases or as particles. Gaseous pollutants include carbon monoxide, nitrogen oxides, and sulfur ox- ides, as well as a variety of organic compounds, such as hydro- carbons, aldehydes, and polynuclear aromatic hydrocarbons. The particle phase, also known as diesel particulate matter (DPM), is the filterable portion of diesel exhaust. Figure 1 depicts the trimodal particle size distribution that arises from different mechanisms of aerosol generation (Cantrell and Rubow 1992). Primary combustion aerosols, including diesel exhaust aerosol, are formed as very small particles (in the 0.001 to 0.08 micrometre range), but physical mechanisms such as condensation and coagulation quickly transfer the aerosol mass from the nuclei mode to the accumulation mode. These processes result in a mass median diameter of approximately 0.2 micrometres for diesel particulate matter, and 90% of the particles are less than 1.0 micrometre in size. These particles have a high surface area, permitting the adsorption of different substances produced during combustion. Mechanically generated aerosols, on the other hand, typically contain particles greater than 1 micrometre in diameter. The particle phases of diesel exhaust contain three components (Bagley, et al, 1996) shown by Figure 2, namely: a carbon- aceous fraction composed mainly of solid-carbon particles, a sulfate fraction containing small hydrated sulfate particles, and a soluble fraction that contains compounds that are soluble in organic solvents and are adsorbed or condensed onto carbon core particles. These compounds consist primarily of higher molecular weight hydrocarbons and PAH's and may contribute 15% to 45% of the weight of the total particulate matter (Schuetzle, 1983). The control of these pollutants is necessary to ensure a healthy work environment. INTRODUCTION Dynamic (seismic or microseismic) methods of determining the stability of structures in rock are based on detecting and analyzing the characteristics of seismic energy that has originated from or traveled through the rock mass. This seismic energy can be in the form of naturally occurring rock noise energy resulting from structural adjustments within the rock or can be introduced into the structure by physical means, such as by blasting or impact. In either case, the seismic energy radiating through the rock mass can be detected using standard equipment and can be analyzed by established techniques to reveal a wide variety of information concerning the condition and stability of the rock mass through which the energy has traveled. In the following sections, the basic instrumentation required for seismic and microseismic studies is described, and some of the presently used applications of these methods are discussed to exemplify the state of the art. INSTRUMENTATION Seismic disturbances in a rock structure generate two types of seismic wave radiation, body waves and sometimes surface waves, which radiate outward in all direc¬tions from the source of the disturbance. Underground mining applications are generally concerned only with discerning the characteristics of the resulting body waves, i.e., the compressional (p-wave) and the shear (s-wave) energy. As these two forms of energy travel through the rock structure, the particles of the rock mass are caused to vibrate, and the vibration character¬istics resulting from each of the two types of wave are distinct. Some important differences are: 1) Compressional and shear waves travel at different velocities through the rock structure. 2) The frequency at which each wave causes particles to vibrate is different, and may range from about 50 to 100 000 Hz. 3) The amplitude or energy level of each wave is different, with the shear energy usually being the greatest. These differences form the basis for equipment se¬lection for individual studies and for modern data analysis techniques. The following sections describe the basic equipment necessary to detect and record seismic wave energy data and show several examples of analysis procedures and how these procedures have been used. In principle, seismic equipment is very simple. It consists of a geophone (or geophones) to detect the seismic energy vibration and convert that vibration to an electric signal, an amplification system to increase the level of that signal, and a means of monitoring and/or recording the signals detected. Fig. 1 is a block diagram of a typical system. The following sections offer a very brief discussion of system components and their individual functions. A more complete discussion is given by Blake, Leighton, and Duvall (1974). Geophones The function of the geophone is to detect the vibrations caused by the passing of the seismic wave energy and to convert that vibration into an electrical signal that displays both the amplitude and frequency characteristics of the vibration. Particle motion or vibration can be quantified and measured by measuring displacement, velocity, or acceleration of the particles. Thus, there are three types of geophones: displacement gages, velocity gages, and accelerometers. The choice of gage depends on the characteristic frequencies of the seismic energy to be monitored and the sensitivities of each type of geophone. In general, displacement gages are used for low-frequency monitoring (periods to 1.0 Hz), velocity gages for medium-frequency monitoring (1.0 to 250 Hz), and accelerometers for high-frequency monitoring (250 to 10 000+ Hz). Experience has shown that in underground studies, the choice of which gage to use lies between velocity gages and accelerometers. An easy, accurate method for selection of gage type is discussed by Blake, Leighton, and Duvall (1974). Once the type of geophone has been selected for use, it must be properly installed, and in the installation procedure the most important step is insuring that the gage is firmly attached to a competent portion of the rock structure. Poorly mounted geophones may entirely fail to recognize low-level seismic signals and will distort the information from signals they do see. Amplifiers Seismic events associated with mine structures occur over a very broad range of energy which results in a broad range of geophone output levels. In general, geophone output levels occur in the microvolt to low milli-volt range, and it is necessary to amplify these signals in order to drive recording or monitoring equipment. Ion-exchange fibres (IEF) were prepared by the ir­radiation grafting of styrene onto polypropylene, which was then subsequently functionalized. Strong- and weak-base exchangers were prepared and evaluated Tor their ability to extract gold cyanide selectively. The IEF prepared had loading capacities similar to those of the corresponding resins and they had good selectivities for gold cyanide when contacted with a mixed metal-cyanide solution. The expected advantage of IEF over granular exchangers, that of faster kinetics, was illustrated. The strong-base Iibre in particular seemed to be very effective for the extraction of gold cyanide from dilute solutions such as return-dam waters.

INTRODUCTION In response to the Uranium Mill Tailings Radiation Control Act (Public Law 95-604, Section 114c), a report has been prepared by the U.S. Environmental Protection Agency (1980) which describes the potential health and environmental effects associated with uranium mine wastes. The author was responsible for the geology, hydrology and aqueous pathways analysis portions of the report. All potential sources of contaminants, solids, liquids, and airborne emissions, which might cause adverse impacts upon the environment or health of nearby populations were considered. Wastes at both active and inactive uranium mines (Hans and O'Connell, 1981) are described and assessed with respect to dose and health effects (Blanchard et al. 1981). The emphasis of this paper is on the liquid emissions and the aqueous pathway. Model uranium mines were developed for surface and underground mines. The model underground mine was placed in New Mexico while the model surface mine was in Wyoming. Development of a generic assessment was complicated due to the inherent variability of uranium mines. Also, most information available relates to uranium mills rather than to mines, or reported measurements were often influenced (biased) by wastes from a nearby mill and did not specifically reflect mine discharges. Consequently, the assessment presented is often based on conservatve (maximizing) assumptions which are identified as such, and which were based on knowledge from field investigations, available literature, and consultations inside and outside the U.S. Environmental Protection Agency. Maximum use was made of available data, supplemented with limited field studies in Colorado, Texas, New Mexico, and Wyoming. PREVIOUS INVESTIGATIONS Stream survey work in Colorado by the Water Pollution Control Commission and the U.S. Geological Survey (Moran, 1974; Wentz, 1974) mentioned a portion of the Uravan Mineral Belt and uranium mines therein, but the work did not emphasize uranium mines. Significant amounts of acidity and total trace metal concentrations were found in streams from 18 different mining areas. Dilution and chemical precipitation below mine drainages decreased concentration and increased the pH. Given enough time and distance, the streams recover naturally, but the accumulations of trace metals in the sediments increase. Field observations in 1971-72 of streams in most of Colorado indicated that approximately 724 km of streams in 25 different mining areas were adversely affected by mine drainage (Wentz, 1974). Discussions of the impacts of uranium mining on water quality or quantity are incidental in numerous impact statements and environmental reports prepared by industry and (or) the U.S. Nuclear Regulatory Commission as an integral part of licensing or relicensing uranium mills. Coverage on mining is usually minor as the principal focus is on milling impacts. The same is true for the recently prepared generic EIS on regulation of uranium milling (U.S. Nuclear Regulatory Commission, 1979). Radiochemical assessment of surface and groundwater in uranium mining districts of New Mexico is done by self-monitoring programs associated with NPDES permits. Also, radiochemical assessment studies have been funded by the New Mexico Environmental Improvement Division and U.S. Environmental Protection Agency. Unfortunately, there has been no concerted effort to prepare broad assessments of the cumulative impacts of mining and milling in areas of interest in Texas, New Mexico, and Wyoming. Critical review and synthesis of these types of data can produce rather useful information. For example, the publication "Water Quality Impacts of Uranium Mining and Milling Activities in the Grants Mineral Belt, New Mexico" (U.S. Environmental Protection Agency, 1975) addresses the groundwater and surface water changes as the result of extensive uranium mining and milling production in a relatively confined area. A more recent report by the Wyoming Department of Environmental Quality summarizes 16 years of aqueous radium and uranium data. The study reports significant amounts of radium-226 and uranium were present in surface water in the Shirley Basin as a result of inadequate mine water treatment (Harp, 1978). In Texas, surface water and groundwater monitoring conducted by industry, as well as by State and Federal agencies, reveals little or no change of chemical quality attributable to uranium mining and milling (Gesell, 1977; Kallus, 1976). This conclusion is based on 586 samples collected from 198 stations over a period of 39 years, but primarily from 1961 to 1975. The State monitoring program by several agencies is continuing, but data reporting and interpretation is lagging. One survey (Itin, 1975) showed that none of the mine water from the 10 lakes that were sampled was suitable for human use. The lakes were also unsuitable for irrigation due to mineralization of the water by sulfate, chloride, and TDS. One of the 10 was suitable for stock watering.

INTRODUCTION The U.S. Environmental Protection Agency (EPA) was required, under Section 114(c) of Public Law 95-604, to provide a report to Congress identifying the location, and potential health, safety and environmental hazards of uranium mine wastes together with recommendations, if any, for a program to eliminate the hazards. The approach taken to prepare the report was to develop model active and inactive mines and locate them in a typical mining area to estimate their environmental impact. A list of uranium mines was acquired from the U.S. Department of Energy (DOE). The inactive mines were separated from the list and sorted into surface and underground categories. A literature search was conducted to obtain and consolidate available information concerning the environmental aspects of uranium mining and shortterm field surveys and studies were conducted to augment this information base. Radioactivity emission rates were measured or estimated for each mining category and were entered into computor codes to assess population exposures and subsequent health risks. The general environmental condition of inactive uranium mines was determined by walk-through surveys in several mining areas. INACTIVE SURFACE MINES We assumed that a model inactive surface mine contains a single pit with the wastes (overburden and sub-ore) stacked into a pile adjacent to the pit area. No credit for reclamation is given to the model mine. In lieu of the availability of individual mine production statistics, the model surface mine size was established from the total ore and waste production statistics for all surface mines, divided by the number of inactive surface mines. The number of inactive mines, obtained from the DOE mine listing, are summarized by type and location (Table 1). For modeling, we assumed that there are 1,250 inactive surface mines. The total or cumulative waste and ore production for inactive surface mines from 1950 to 1978 is not fully documented. Uranium mine waste and ore production statistics, on an annual basis, were available for both surface and underground producers from 1959 to 1976 (D0159-76). In order to estimate waste accumulated prior to 1959, the waste-to-ore ratios from the 1959 to 1976 period were plotted vs. time and line-fitted by regression analysis (Figure 1). Unfortunately, the extrapolation of the line to years prior 1959 approached zero in 1954 although surface mining began in 1950. Therefore, a waste-to-ore ratio of 8:1 was used for the period of 1950 to 1959 based on ratios estimated by Clark (C174). The waste to-ore ratios for 1976 to 1978 were estimated using the line established in Figure 1. By using waste-to-ore ratios and ore production data, the cumulative waste and ore production for both surface and underground uranium mining is estimated to 1978 (Table 2). The estimated cumulative waste from uranium surface mining for 1950 to 1978 is 1.73 x 109 MT. A crude estimate of the waste accumulated at the model inactive surface mine can be made by dividing the total waste produced to 1978 by the number of inactive mines. This, however, overestimates the waste tonnage because some of the contemporary wastes are being produced by active mines, and the waste accumulated at newer mines has increased in recent years. To adjust for this overestimate, we assumed that all mines operating in 1970 will be inactive by 1978. This eight year period is approximately one-half the lifetime of a model

The Waste Isolation Pilot Plant (WIPP) is a U.S. Department of Energy research and development facility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste. The waste storage horizon is 655 m (2150 ft) below surface in bedded salt. To date the WIPP project has not emplaced any waste. There are three intake shafts used to supply air to the underground. All air is exhausted though a single return shaft. The total design airflow during normal operations is 200 m3/s (424,000 cfm). The ventilation system is designed to provide separate air splits to construction, experimental, and storage activities. Separation is achieved by isolating the storage circuit from the construction or experimental circuits with bulkheads. Any air leakage must be towards the storage area of the facility. Field studies have shown that the pressure differential necessary to maintain the correct leakage direction is susceptible to the effects of natural ventilation; therefore, extensive studies and analyses have been conducted to quantity the natural ventilation effects on the WIPP underground airflow system. A component of this work is a monitoring system designed to measure the air properties necessary for calculation of the natural ventilation pressure (NVP). This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure at strategic locations on surface and underground. The psychrometric parameters of the air are measured every fifteen minutes. From these data, trends can be determined showing the impact of NVP on the ventilation system during diurnal variations in surface climate. Both summer and winter conditions have been studied. To the author's knowledge this is the first reported instance of automatic and continuous production of time and temperature variant NVPs. This paper describes the results of the initial monitoring study. INTRODUCTION The ventilation system at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico, is designed to perform two distinct functions. First, it supports normal mine ventilation requirements complying with all state and federal mine regulations. Second, the system is designed to prevent an uncontrolled release of radioactive contaminants from the storage and transportation areas of the facility. Although a nuclear radiation release in the facility is considered unlikely, many special features are implemented in the ventilation system to prevent the possible spread of contamination. The facility is constructed with the waste transportation and storage areas separated from the mining and non-radioactive experimental areas. The ventilation system is designed such that air leakage is from the mining and experimental areas to the storage areas. Furthermore, radiation detectors are located throughout the storage and waste transportation areas underground and an exhaust filtration building is installed on surface to prevent the possible release of radiation to the environment. For over two years the underground ventilation system has been rigorously tested and balanced. It was during this period that the adverse effects of NVP were noticed and subsequently quantified. From extensive field studies and computer models, several mitigating features were designed and constructed and special operational procedures were implemented to control the impacts of NVP. To quantify more accurately the NVP at the WIPP, a continuous monitoring system was installed. This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure every fifteen minutes at strategic locations on surface and underground. From this psychrometric data, the NVP is calculated. Fan operating pressures and flows and strategic differential pressures are recorded from the site Continuous Monitoring System (CMS). The monitoring system provides a means of evaluating how the ventilation system behaves in regard to climatic conditions and to judge the efficacy of the mitigating features and operational procedures. To the author's knowledge, continuous calculation of NVP as a function of time and surface temperature has not been previously reported. Overview of the Waste Isolation Pilot Plant The U.S. Department of Energy determined that the plastic nature of bedded salt may provide the best solution to isolate transuranic (TRU) waste from the biosphere. Initial evaluations at the WIPP site began in 1974. In 1979, the United States Congress enacted Public Law 96-164 for the construction and development of the WIPP project. The mission of the WIPP is to demonstrate the safe, long-term disposal of TRU waste generated by the national defense programs of the United States. TRU waste is classified as a low to medium level waste. The waste is stored in drums and does not produce significant heat (not greater than 1 W per drum). The WIPP site is located approximately 47 km (29 miles) east of Carlsbad, New Mexico in the Chihuahuan Desert. The repository is located in the 630 m (2000 ft) thick Salado Formation. This Permian Basin salt deposit is about 225 million years old and appears to have been minimally disturbed by earthquake, faulting, and ground water activity since it was deposited. HISTORICAL BACKGROUND A program in France to develop personal [a] dosimeters has been initiated 1974. The patent on which is based the present device was obtained in 1972 * . From 1972 to 1974, the possibilities of applying certain ionograph track detectors to the spectrodosimetry of radon daughters was explored. The first prototype were produced in 1974. It took four years (from 1974 to 1978) to produce an autonomous dosimeter whose components has a sufficient life span, especially for the turbine motor unit. Qualification in the laboratory was obtained in 1977. In 1978 it was obtained in the mine for technology (autonomy of 12 hours and a life span of more than one year) and in 1980 for monitoring. 300 dosimeters have been tested in underground mines all together. Indispensable peripheral equipment were also developed from 1976 to 1980 : calibration devices, equipment to prepare and develop the films, read out systems. The concept of an "Integrated System of Individual Dosimetry" (ISID) based on a personal [a] dosimeter measuring exposure to radon daughters, thoron daughters, ore dust and external irradiation doses was proposed at the end of 1980. Since January 1st 1981, ISID is used on a routine basis in some french mines, situated in remote area, and appears to be very competitive with the ambiant dosimetry. The latest version of the dosimeter is produced in mass series since June 1981 and should equip all french mines in 1982. DESCRIPTION OF THE INSTRUMENTATION DEVELOPMENT OF THE DOSIMETER MEASURING HEAD The measuring head is based on the use of ionographic film to detect a tracks. In fact, the measuring head is a spectrodosimeter which measures separately over the period of exposure: - the potential [a] energy inhaled due to the decay of Po 218, Po 214, and Po 212 ; - the number of Rn 222 atoms inhaled ; - the inhaled total [a] activity of the five long-lived emitters present in the ore dust. The contribution to the total inhalable potential [a] energy of these various radionuclidesin a typical underground mine is studied in Appendix I. The measuring head described in detail in Appendix II, is able to satisfy all the implications made in the ICRP recommendations. Appendix III deals with the use of this measuring head in the cases where the equilibrium factor is lower than 0.1. This situation occur in open-pit mines where account must be taken of the Rn 222 contribution, which is no longer negligible in relation to that of its daughters. CURRENT DOSIMETER PERFORMANCES Table I shows the characteristics of the latest dosimeter. Appendix IV should be consulted concerning qualification of the dosimeter in the laboratory and in mines, technological development which finally produced the [a] dosimeter and its peripheral equipment, and technical presentation of the ISID (Integrated System of Individual Dosimetry) based on the concept of a multirisk personal dosimeter. Data on the installation and operating costs of such a dosimeter, which would seem to be competitive, are also given in this Appendix. ADVANTAGES OF PERSONAL DOSIMETRY AS COMPARED TO AREA MONITORING The results of the first eight months of experiments carried out under real conditions in an underground mine site are given in detail in reference 8. Area monitoring : The monthly exposure per worker to inhaled Rn 222 was determined from the knowledge of time spent in various areas of the mine and for the different mining operations, as well as from numerous and systematic sampling of the Rn 222 concentration in all work places. Personal dosimetry : The exposure to potential energy from radon daughters was measured by an [a] dosimeter developed by the CEA and worn by each of the 160 miners during eight months. In this way 160 x 8 pairs of monthly individual exposure values have been obtained which can be statistically studied. This test was decisive for us because it proved that the [a] dosimeter was technically sound (very few defects over one year for 160 dosimeters) and especially that personal monitoring devices were superior to area monitoring devices. The following conclusions can be drawn 1. The exposure distribution obtained by personal dosimetry is log-normal. This is true for the results on the whole as well as for groups of results relating to certain explanatory variables. See fig. la, 1b, 1c. 2. The exposure distribution obtained by area monitoring does not correspond to any type of distribution. If the results of personal monitoring are taken as a reference, area monitoring tends to underestimate the high exposures and overestimate the low exposures.See fig. 2. 3. [a]-energy exposures are underestimated when calculated from radon exposures and the equilibrium factor found in the considered mines. This is due to episodes or to zones of high radon concentrations not registered

An investigation of a hydrometallurgical method for the recovery of tellurium dioxide from cadmium telluride (CdTe) thin-film manufacturing scrap was conducted. Sulfuric acid/ hydrogen peroxide lixiviation was employed to selectively leach cadmium and oxidize tellurium to tellurium dioxide (TeO2). Experimental variables included solution pH, pulp density, oxidant (H2O2) concentration, temperature, agitation rate and residence time. After one hour of lixiviation, no noticeable increase in grade or recovery occurred; thus, all experiments were performed for one hour. Leaching results showed it was possible to recover at least 74% of the tellurium, while producing a 98% pure TeO2 product. Additionally, an apparent activation energy value of 12.1 kJ/mole (2.9 kcal/mole) was determined. This value, along with results from agitation rate experiments, indicated the reaction was primarily controlled by diffusion through the product layer. During lixiviation, partial dissolution of tellurium proved inevitable. Thus, a second step: ammoniacal precipitation was introduced to recover the aqueous tellurium as a precipitate. A statistical experimental design (DOE) was used to identify the significant effects from the residual effects. Experimental variables included precipitation pH, temperature, initial tellurium tenor and agitation rate. Precipitation results showed that it was possible to produce a low-grade (46% Te) precipitate, while recovering 98% of the aqueous tellurium species. The precipitation pH and temperature (°C) were determined as the significant effects for both the grade and recovery of tellurium. Agitation rate and initial tellurium tenor were determined as the residual effects and did not influence the grade or recovery of tellurium. An illustration of tellurium recovery, as a function of the significant effects, is illustrated in Fig. 1.

An industrial site near the centre of a historical town in Flanders is characterized by chromium(VI) contamination of the groundwater. Since the potential for natural attenuation was not sufficient to control the groundwater plume as observed from different analyses like pH, Eh, soil oxidation and reduction capacity, the feasibility of site remediation based on in-situ bioprecipitation of chromium was examined in lab microcosm studies. By creating reducing conditions by addition of a carbon source in the groundwater, chromium(VI) can be biologically reduced to chromium(III), which can form an insoluble precipitate of chromium(III) hydroxide. Microcosms contained contaminated groundwater and aquifer samples that were collected and manipulated under anaerobic conditions. Three different carbon sources were screened for their effectiveness: molasses from sugar beet production, molasses form starch production (protamylasses) based on potato juice and lactate. The different concentrations of sugar molasses were used to determine the optimal conditions. A range of parameters was monitored at regular time intervals for a period of six months such as chromium(VI) and chromium(III), DOC, methane, pH, Eh. A rapid conversion of chromium(VI) to chromium(III) was observed for all conditions tested. However, extensive removal of chromium from the groundwater by precipitation was only achieved for a limited number of conditions. In general, lactate was found to be the most effective carbon source, slightly better than the lowest concentration of sugar molasses that was tested, which itself was more effective than molasses based on potato. Higher concentrations of molasses, although causing a steeper decline in redox potential, resulted in less effective Cr removal. Typically, the fermentation of molasses results in acidification and this drop in pH may hinder the formation of insoluble chromium(III)hydroxides. It may also be possible that certain components of the molasses form soluble complexes with chromium(III). For lactate, no significant drop in pH was observed. Following the laboratory microcosm tests, the stability of the chromium precipitates was examined by performing a sequential extraction on the microcosm materials. These were performed under redox conditions which were similar to the ones observed in the field. Since the outcome of these tests was positive, a pilot scale test was implemented in the field in April 2005. Two different substrates, the cheap waste product sugar molasses and lactate are being injected creating two different impact zones and typical parameters are monitored. Frequent re-injections were important to maintain reduced conditions and are carried out three-weekly up to now. To study the stability of precipitates formed, mesocosm socks containing aquifer material were installed in the monitoring wells and harvested at regular intervals. Results of this pilot test will be presented and compared to the laboratory results. Based on the success of this field test, a full scale process will be designed and implemented as remediation strategy.

The Bureau of Mines conducted research to determine the effect of fine bubbles on the flotation of fine-sized particles (minus 20-um size). Turbulent flow collision models for fine particles and fine bubbles were reviewed. Velocity distributions within the flotation cell along with measured bubble and particle size distributions were considered in the models to predict the flotation response. The models were corroborated with laboratory fine-bubble flotation tests to verify the expected increase in flotation efficiency.

Semi-autogenous, (SAG), milling operations can realize substantial Increases in mill throughput by removing and crushing critical size, slow grinding, material from the SAG mill. Full-scale plant testwork showed that modifying the Kidston SAG/ball circuit to a semi-autogenous-ball milling-crushing (SABC) circuit would increase plant throughput by 25 to 30%. The methods used to determine the value of the SABC circuit and the design of the circuit are discussed.
