11.1 INTRODUCTION This chapter outlines some of the selection and design considerations for leach pads and liners. Leach pads and liners are generally chosen to provide the required or desired levels of low permeability and foundation conditions at minimum cost. The selection and design of a particular liner depends upon its anticipated use and performance, and what materials may be available. A leach pad is the firm base for a heap. When geomembrane liners are used, the pad is the firm, compacted foundation upon which the liner is placed. In the case of a clay liner, the clay liner is usually also the pad. It is important to consider the design of a pad or liner in terms of a system. The "leach pad system" consists of the prepared foundation, bedding layer (if used), liner (s), seepage collection or detection layer (if used), and cover layer. Foundation preparation is necessary to ensure a stable base for the rest of the leach pad system. A bedding layer is used to protect a liner from being punctured by large angular fragments in the foundation material. A seepage collection or detection layer, consisting of well-drained material and (sometimes) pipes draining to a collection sump, is included when a double liner is used. A cover layer on top of the liner can serve the following purposes (van Zyl and Strachan, 1986): • Preventing of ultraviolet light exposure to sensitive geomembranes; • Limiting evaporation from compacted clay liners and thereby eliminating cracking of such liners; • More efficient collecting of leachate; and • Protecting the liner from damage during heap construction. Economic evaluations of alternative liners for a project must include the overall system. For example, a geomembrane liner may require different foundation preparation and cover material selection and placement than a clay liner. Liners can be made of compacted clay onsite, amended soil, or geomembranes. INTRODUCTION In uranium miners, a causal relationship between exposure of the lung to high levels of alpha radiation and the consequential induction of bronchial carcinoma is now well-established (Wagoner, et al., 1965). Quantitation of this cause-effect association presents considerable difficulty, however, as the result of various confounding factors such as the contributing effects of smoking and/or arsenic exposure (Archer, Gillam, and Wagoner, 1976), normal metabolic variability and, perhaps most important of all, the absence of accurate radon/radon daughter exposure data. Estimates of cumulative lung exposures suffer from inaccuracy due to critical factors such as 1) unknown ventilation rates; 2) difficulties in obtaining representative mine air samples; 3) the variable character and magnitudes of the exposure sources; and 4) specific differences in metabolism and job histories that exist among miners. It was with considerable enthusiasm, therefore, that investigators readily embraced the idea of using skeletal burdens of the relatively longlived descendants of radon and its short-lived daughters, i.e., 210 Pb and 210Po (Archer, et al., 1968), to provide a measure of cumulative past exposure wherein the body acts as an integrating dosimeter. Early studies considered excretion rates of 210Pb and 210Po in urine, blood and hair (Sultzer and Hursh, 1954; Black, et al., 1968; Jaworowski, 1965; Bell and Gilliland, 1964) as well as their concentrations in bone samples, if and when they became available (Blanchard, Archer, and Saccomanno, 1969). These methods were ultimately complemented by in vivo, whole-body counting techniques using low background, NaI-Csl(T1) detectors (Eisenbud, et al., 1969). By this latter method, it would be possible to measure the skeletal burden of 210Pb directly, thereby avoiding the many difficulties associated with the relation between nuclide excretion rates and body burden. The rationale was simple; by knowing the skeletal burden of 210Pb it should be possible, by the judicious use of an applicable metabolic model, to estimate the cumulative lung exposure to alpha-emitting radon daughters (Fig. 1). Various models that were consequently constructed, however (Fisher, 1969), all suffered from the same limitation, i.e., the assumption that the source of 210 Pb in the skeleton and the source of lung exposure to the short-lived radon daughters were simply related and, if not, were at [ ] least not too variable (Raabe, 1970). By now, the difficulty with this assumption has been recognized and more sophisticated modeling techniques have been attempted which presumably present a more realistic picture of exposure conditions (Holtzman and Rundo, 1981). There is, nevertheless, the pessimistic view that due to the variety and variability (in time as well as in character) of sources that may exist for the origin of 210Pb in bone, it may [never] be possible to estimate past lung exposures accurately by an indirect, predictive model. For example, the origin of 210 Pb in the skeleton may include such sources as: 1) the decay of short-lived 222Rn daughters, inhaled and ingested; 2) the decay of 222Rn dissolved in body fluids and tissues; 3) directly from 210 Pb present in air, inhaled and ingested; and 4) 210Pb from non-occupational sources, e.g., food, water, smoking and endogenous 226Ra. The contribution of each of these sources may vary depending upon specific site conditions such as ventilation and mining operation. In order to improve the thermal environment in deep coal mines, two principles can be applied: firstly, the reduction of heat flow into the air stream, and secondly, cooling of the air current. First of all one should try to minimize the heat-flow rate into the air stream underground by the mining method itself. German coal mines prefer the caving system of advance longwall mining simultaneously on several levels with ascensional ventilation. The effects of descensional ventilation and different face ventilation layouts on the thermal environment are discussed, besides the effects of pneumatic and hydraulic stowing. Application of all mentioned possibilities together instead of today's common mining method would reduce the Basis Effective Temperature considerably. In the future, hydraulic haulage of the raw coal underground substituting belt conveying may be a mean to improve the thermal environment further on. If the working depth of a coal mine exceeds about 1 000 m, cooling of the air stream under-ground will be necessary in addition to the above- mentioned measures. Generally, in German coal mines different types of indirect-contact air coolers located nearby the face are used. Besides such so-called cooling coils, large-capacity spray coolers are used because they work more efficiently if a great cooling duty is demanded. Common designs of both air cooler types and their possible utilizations are demonstrated. Deep coal mines in the Federal Republic of Germany need up to 30 MW of total cooling capacity. Mostly, the needed chilled water is cooled by large-capacity refrigeration plants placed on surface, underground or in combination of the above locations nearby the shaft. Due to the increasing underground cooling demand, the distribution of the chilled water and the control of the air coolers become more important. The conception of a control system is discussed, which is based on the control of the single air coolers. All air coolers of a mine are controlled so as to optimize the supply water-flow rate with regard to the demanded cooling duty of the coolers. On the next upper level of the control system the whole chilled water network and finally the refrigeration plant is regulated. Present research work deals with the use of ice for cooling mines. There are some unsolved problems in this new cooling concept. Some aspects of making, transporting and storing ice are described. The use of ice may probably reduce the cooling costs of German collieries, which are at present approximately 4 DM per ton of saleable coal.

The latest resource estimate for the Caspiche gold/silver/copper project in the Maricunga region of Chile was released by gold explorer Exeter Resource Corp. The resource is low grade, but bulk minable and drilling to date has shown a NI 43-101 compliant inferred resource of 1,117 Mt (1.23 billion st) grading 0.55 g/t (0.016 oz/st) gold, 3.81 g/t (0.111 oz/st) silver and 0.22 percent copper. Exeter said these findings make the in situ metals amounts of 609 t (19.6 million oz) of gold, 4.4 kt (137 million oz) of silver and 4.84 billion lbs of copper, which the company relates as 33.7 million gold equivalent ounces using assumed metal prices of $23.33/g ($800/oz) for gold, 35 cents/g ($12/oz) for silver and $2/lb for copper. The deposit is almost midway between Barrick?s Cerro Casale gold deposit and Kinross? Refugio Mine. In a statement Exeter chairman Yale Simpson said ?This updated resource estimate places Caspiche firmly among the world?s largest gold-copper discoveries in recent years and clearly supports our decision to aggressively drill the property, despite the global economic decline. ?We expect that the very substantial copper and silver credits will be extremely important, and will markedly impact the potential viability of Caspiche. Specifically, using metal prices of US$2/lb copper, $23.33/g ($800/oz) gold and 35 cents/g ($12/oz) silver, the 4.84 billion lbs of copper and 4.2 kt (137 million oz) of silver are equivalent to 376 kt and 62 t (12.1 and 2 million oz) of gold, respectively. ?Our recent drilling has defined what appears to be a coherent higher grade central zone associated with a definable early stage diorite intrusion. We expect this zone will be important in developing various mining and economic models for the project,? Simpson said. Exeter is still drilling the deposit to expand the re-source estimate further to the southeast and at depth and to upgrade the higher grade central zone to the indicated category. Simpson said, ?Exeter intends to enhance the value of Caspiche by continuing to de-risk the project through ongoing exploration, metallurgy, engineering, water and environmental studies. These studies will continue through the next 12 months and will lead to a conceptual development study. A timeline for the release of that study is being formulated. The project budget for the next 12 months is C$14 million.? Mineweb reported that Caspiche is likely too big of a deposit and at too high of altitude for Exeter to handle alone. Exeter will be looking to other majors, or perhaps the Chinese, to help develop this huge orebody. But, in the meantime, it also has its high grade Cerro Moro deposit in Argentina, which could be brought to production relatively quickly and at relatively low cost.

Since its inception, the Institute of Phosphate Research has examined every promising proposal in order to find an economical, practical and environmentally sound method of dewatering phosphatic clays. The in-house development of the FIPR/DIPR process (DIPR = Dewatering Instantaneously with Pulp Recycle) would appear to answer that quest. When small amounts of fibrous materials are mixed with clay slurries and flocculent, rapid dewatering occurs. Clay solids contents of 20 to 25% can be attained by simply rolling the clay mass down an inclined screen. Higher solids (>40%) are reached by physically pressing the cake; e.g., with a belt press. Because mechanical pressing devices are too expensive for phosphatic clay treatment, FIPR has developed the "sandwich" method of simultaneously dewatering the phosphatic clays and reclaiming the mine cut, as well as a second alternate, the "median strip" proposal. Economic projections of these bench-scale alternates suggest that the FIPR/DIPR process should be no more costly than present practice, when credit is given for the simultaneous reclamation accomplished.

INTRODUCTION The utilization of longwall mining technology in the United States has steadily increased since the first longwall plow system was installed in 1952. At the errs of FY 1992, some 76 coal mines were employing longwall mining systems for coal extraction, and approximately 78 shearer and 3 plow faces are operating nationwide at any given time. Although the number of operating longwalls has remained relatively constant over the last five years, longwall production levels have increased significantly during this period. During the same timeframe, the number of continuous miner sections has decreased by 13 pct., from approximately 1438 in FY 1988 to less than 1250 in FY 1992. According to Mine Safety and Health Administration (MSHA) data, the average production of longwall sections increased from approximately 2400 tons per shift (tps) in FY 1988 to more than 3100 tps FY 1992. In fact, the average production has more than tripled since 1978, when it was only 850 tps. Approximately 25 pct. of operating longwalls are capable of producing in excess of 4000 tps. Longwall production currently accounts for nearly 36 percent of U.S. underground coal production, compared to 4 pct. in 1978. These improvements are attributed to improved longwall equipment and increased availability, larger longwall panels and automation. While longwalls are highly productive and offer other advantages, operations employing this method of mining continue to experience dust compliance problems more frequently than other mining system. Although dust levels have remained relatively unchanged over the past five years, averaging 1.6 mg/m3 and 1.9 mg/m3 based on results of operator and inspector sampling, respectively, during FY 1992, approximately 25 pct. of the operating longwalls were in noncompliance during any given bimonthly sampling cycle. Although modest gains in longwall dust control technology have been made, these have been overshadowed by significant increases in production rates. As more coal is mined, more dust is generated (Figure 1). Therefore, the increase in longwall productivity has meant that far more dust is being produced which must be controlled. [ ] In view of the current compliance record, any efforts to further increase longwall output, as has been forecasted, must be accompanied by: (1) the reduction of dust levels at existing operations through the proper installation and maintenance of suitable engineering dust controls; and (2) the advancement of dust control technology for today's and future longwalls that will enable all face personnel o work in an environment that is free of excessive levels of respirable coal mine dust. MSHA'S RESPIRABLE DUST CONTROL PROGRAM Since 1972, federal regulations have required each coal mine operator to continuously maintain the average concentration of respirable dust in the mine atmosphere during each shift in the active workings at or below 2.0 mg/m3 through the application of environmental dust control methods. Introduction The incentives for developing a distributed form of the comminution model include: • for describing the heterogeneous comminution behavior of multiphase mineral systems (i.e. realistic ore bodies, such as complex sulfide ores consisting of chalcopyrite, galena, sphalerite, pyrite and siliceous minerals) and •for generating, for various locked and free particles, in situ, microscopic, breakage behavior such as the mode of fracture (intergranular vs. transgranular), the relative rates of breakage and the breakage distribution. However, the computational difficulty and the effort made in estimating a large number of parameters (Andrews and Mika, 1975; Wiegel, 1976; Herbst et al., 1985, 1988) do not justify the utility of this approach. Also, obtaining the results experimentally is very tedious and time consuming if using this approach. Although recent work in this area (Choi, Adel and Yoon, 1987; Mehta, Adel and Yoon, 1989, 1990) showed good results for liberated particles, the quality of the estimation and prediction was poor for locked particles. Attributing this to the complex breakage behavior of locked particles, it was concluded that additional constraints, and possibly modification in the breakage distribution functional form for locked particles, were necessary. However, further mathematical analysis revealed that the method previously used was in error. The purpose of this technical note is to present the correct solution methodology used in solving the general model equations of a multicomponent mineral system containing multiple classes of locked particles. Previous work and connection The general form of the comprehensive, distributed-component comminution model has been described as (Herbst et al., 1985) [d (m (0) -[ I - B ] S_ m(t) = A m(t) (1)] where [A] is the fundamental matrix/state companion matrix, commonly referred to, in the comminution literature, as the "mill matrix." Note that for a distributed-component comminution model, this is a full, general, real matrix, unlike a lower triangular matrix for a simple grinding model or a lumped-binary grinding model with one locked-particle class (Herbst et al., 1985, 1988). Also note that all of the underlined letters refer to matrices. Herbst et al. addressed the difficulty in arriving at a closed form of the analytical solution of Eq. (1) via similarity transformation [IT J inv (T)]]. This difficulty occurs for several reasons: •[A], as a general real matrix, may have complex eigenvalues and complex eigenvectors. •More importantly, there is no guarantee that a set of eigenvectors of [A] will turn out to be independent. An attempt was made to solve this problem by implementing a decomposition method. With this technique, the mill matrix was decomposed into a sum of lower and upper triangular matrices [(i.e., A = L + U)]. Then the solution was obtained using similarity transformation (Mehta, Adel and Yoon, 1989, 1990). Petrographic properties of carbonate rocks are useful guides to the utilization of these rocks in SO2-scrubbing systems. High porosity and fineness of grain are thought to be the principal properties that contribute to high dissolution rates of the rocks in the scrubbing liquor. Lake marls and chalks are the major types of carbonate rocks that have these properties. Lake marls are composed mainly of equant grains of calcite (mean grain size generally less than 4 microns) weakly agglomerated in- to larger, porous particles. The marls commonly consist of 80 to 90 percent CaCo3 as calcite and aragonite. Impurities are, for the most part, quartz silt and organic matter. The average pore volume for samples of lake marls (1- to 1.2-mm particles) is about 0.50 cc/g, which corresponds to a porosity of about 57 percent. The mean size of pores in these marls is generally between 1 and 2 microns in diameter. Surface areas of lake marls range from 0.8 to 6.8 m2/g. Chalks have grain sizes and shapes similar to those of lake marls, but they generally have smaller amounts of quartz and organic matter and minor amounts of clay minerals. Pore volumes differ from one chalk formation to another; the 1- to 1. 2-mm particles average about 0.20 cc/g, which corresponds to a porosity of about 35 percent. The mean diameter of pores in chalks tested ranges from 0. 15 to 0.76 micron. Surface areas of chalks range from 3. 2 to 20. 1 m2/g. In the United States lake marls are restricted largely to Pleistocene- age sediments that occur in the states around the Great Lakes. Chalk and chalky limestones are restricted mainly to the Upper Cretaceous and Tertiary strata in the Kansas-Nebraska-Colorado area and in the south- eastern states, from Texas to Florida. Results of laboratory tests of the relative dissolution rates of samples at pH 6 and 44°C indicate that, in addition to many lake marls and chalks, oolitic aragonite, pelecypod shells, and carbonate waste sludges from certain industrial plants also have high dissolution rates.

For small precious metals mining to show a comeback a different perspective must be taken than that of larger mining companies. This perspective must be much the same as that of past successful smaller mining enterprises such as when the US had a need for Uranium. Abandoned mines and environmental concerns in older mining districts have discouraged many from entering with the attitudes of why try there if so many unsuccessful mines exist. A small mining venture can be successful there but must have a "think smart'' attitude. There must be a thorough understanding of deposits, utilization of advanced technology and a properly managed mining operation. "THINK SMART" MINING The small mine operator is usually looking for small high grade deposits, consequently, long term success depends on a series of small successful mining operations. The small miner must succeed right-off or credibility and future project funding will suffer. No veteran of even a few years in the mining industry needs to be told that a dollar spent on production today fails to yield as much as it once did. More efficient equipment and techniques have helped soften the problem, but there is little likelihood that a mining company can do much to control inflation, wages, regulations, or grade. That leaves the small miner to "think smart" as one area where operating dollars can still be stretched to produce more than they presently do (Gardner. 1981). In the planning stage of a mining venture, when most options are still open, the main controllable elements are market timing, deposit selection, cutoff grade, mining method, mine design, mining sequence, rate of production build up, process design, project financing structure, project management, and project ownership structure. During planning, optimum criteria can be established for each of these. Once a mine is in production, these options are foreclosed or at least severely constrained. The more thought given to a mining program using all information available the less the risk of encountering disabling surprises. Thus the intent of this paper is to suggest the "think smart" attitude most small mine operations use for long term success. If one looks at a number of successful mining ventures, whether large or small, there is a general logic most have followed to be successful. They have used proven exploration, mining and processing techniques along with economic evaluation and experienced personnel to improve their odds. LOGIC IN DEVELOPING A FEASIBLE VENTURE Most successful small mine ventures achieve positive cash flow as quickly as possible by seeking out those deposits which require the least time and expense on activities leading up to production. To do this they look for deposits that are the most accessible, easily investigated, mined and processed with the cheapest fundamental methods. The general sequence of events starting with district selection are deposit selection, preliminary feasibility, exploration, detailed economic feasibility, mine planning, development and production. Each successive step becomes more costly requiring intermediate decisions along the way. District Selection Small operations should look for known deposits which favor the occurrence of the type deposit sought rather than efforts in unproductive areas. Known deposits in developed areas have some advantages over remote areas: 1. More alternative methods of transportation are available. 2. A larger stable work force is available. 3. The area is usually more pro-mining. 4. Power, water, housing, technical services, skilled services, schools, recreation and shopping are available.

The simultaneous use of two or more families of collectors can sometimes improve one or more key flotation performance indicators, especially if the ore under consideration contains several minerals bearing the same metal. The maximum amount of collectors that can be used is limited by the need to maintain a high concentrate grade and selectivity. Therefore, when more than one collector is required, an experimental design that allows variations of both the proportions and the amounts with respect to other process factors has to be selected to find the optimum dosage. This type of design is known as "process factors in mixture amount experiment". It is a powerful design suitable for discovering the existence and evaluating the magnitude of the interactive effects between various flotation parameters. This paper elaborates the principles on which such a design is based, and demonstrates its usefulness with a case study.

"This paper presents an overview and performance evaluation for a reconditioned decades aged open type hard rock TBM utilized for the twin running tunnel excavations of the Second Avenue Subway Project in Manhattan, New York. The TBM tunnel lengths are approximately 2,370 m (7,800 ft, east TBM Tunnel) and 2,190 m (7,200 ft, west TBM Tunnel) with a 6.7 m (22 ft) bored diameter. This “senior” TBM mined through metamorphic rocks consisting of schist, granofels, and pegmatite, and encountered various adverse geological structures, including some relatively heavy groundwater inflows. The ground support was generally pattern friction rock bolts, and steel sets were used in poor ground. This paper presents TBM characteristics and the subsequent performance, such as machine utilization, downtime, cutter consumption rate, net penetration rate, and daily advance rate. Machine operating parameters including thrust, torque, gripping force, and cutterhead RPM, are compared with various accompanying ground conditions. The performance changes between the adjacent tunnel sections are also presented. INTRODUCTION Project Overview The Metropolitan Transportation Authority Capital Construction (MTACC)’s Second Avenue Subway (SAS) Program consists of four (4) phases from 125th Street to Manhattan Battery Park along the 2nd Avenue (see Figure 1) in Manhattan New York. As a part of Phase 1, Contract 1 was awarded to S3 JV (Skanska/Schiavone/Shea) to build a TBM launch box and subsequent twin TBM tunnels from 92nd Street to 63rd Street under 2nd Avenue. Contract 1 was one of the key contracts in Phase 1 to pre-excavate through the footprint of the follow-on underground stations (72nd St. Station, 86th St. Station, and 96th St. Station) by hard rock TBM excavation. The project team included Client MTACC, S3 Tunnel Constructors, Designer, Aecom-Arup JV, and Consultant Construction Manager, Parsons Brinckerhoff. The major elements of Contract 1 included construction of TBM Launch Box supported by secant pile and slurry walls and mining of twin TBM tunnels with a combined tunnel length of approximately 4,560 m (15,000 ft). The dimension of the TBM launch box was approximately 247 m (810 ft) long from 92nd Street to 95th Street, 21 m (70 ft) to 24 m (80ft) wide along the 2nd Avenue, and 18 m (60 ft) to 21 m (70 ft) deep from the ground surface. The launch box was later used for the follow-on 96th Street Station."

"Temporary mechanical ventilation is one of the fundamental requirements in guaranteeing a healthy atmosphere in underground construction works in order to protect the health of persons working on the site. It is therefore essential to conceive a system which meets the requirements of the whole of the worksite and for all phases of work which takes into account all aspects pertaining to its design, dimensioning, justification, installation, maintenance and validation. In doing so, the ventilation design and the selected apparatus to be installed shall meet with the degree of health protection and the quality of air of the worksite as defined by the legislation in force in France, through limiting the concentration of the different pollutants associated with the site activities. Consequently, when presenting a mechanical ventilation project, all of the participating parties and especially the contractor make a commitment to guarantee sufficient volumes (or airflow rates) of fresh (non-polluted and oxygenated) air and extracted (polluted) air in order to meet these limitations and maintain them in all conceivable site configurations. This article sets out the most important aspects of the implementation of a ventilation project from the initial design stage through to its application, discussing French legislation, ventilation principles, calculations and techniques with regards to underground construction sites. BASICS OF VENTILATION Mechanical ventilation studies are concerned with all of the site workstations and work phases which are sources of pollution and apply to all zones of the underground worksite with the goal of maintaining the concentration or composition of this pollution below the permitted levels and comply with the following three basic principles which are complementary to one another without being in contradiction. •,The first principle consists in eliminating or limiting as much as possible the emission of any polluting, irritant, or dangerous substances, by specifying appropriate construction techniques and equipment (use of electric motors, combustion engine equipment: filters, tanks, catalyzers, use of less polluting explosives, damping down dust with water or wetting products, damping down and diluting certain gases using water mists). •,The second principle is designed to capture residual polluting substances emitted close to the source in order to prevent them from spreading into the worksite atmosphere (extraction ventilation with ducting up to the source – upstream of the extractor fan – and use of downstream filters before expelling the polluted air to the exterior). •,The third principle involves accompanying the capture of the pollutants with additional blowing ventilation specific treatment of substances dissipated by and distant from the source of pollution (acceleration of the drift air flow in order to confine dust and better capture it, supply ventilation with ducting in order to dilute the gases emitted and discharge them to the exterior)."

A process for the combined chemico-biological removal of iron present as oxide minerals in different mineral raw materials (quartz sands, kaolins, clays, etc.) was developed. In the process, mineral raw materials are leached at about 90 °C with lixiviant containing microbially produced oxalic and hydrochloric acids. The leaching is carried out in mechanically stirred acid-resistant reactors for periods of from 1 to 6 hours, depending on the iron content and the forms of iron in the raw materials being leached. The iron contents of some sands treated by this method were lowered from levels that were in the range of 0.035% to 0.088% Fe2O3 to less than 0.012% Fe2O3, making them suitable for the preparation of high-quality glass. The iron contents of different kaolins were lowered from levels that were in the range of 0.65% to 1.49% Fe2O3 to levels in the range of 0.44% to 0.75% Fe2O3. As a result, the whiteness was increased from values of 55% to 87% to values of 86% to 92%. The iron content of clay was lowered from 6.25% Fe2O3 to 1.85% Fe2O3, and this increased the “fireproofness" of the clay from 1,670°C to 1,750°C. A similar process was used for the leaching of aluminum from aluminosilicates, mainly clays and kaolins. However, in this case, the microbial fermentation fluid containing citric acid was acidified by means of sulfuric or hydrochloric acid or by means of different mixtures of mineral acids. For enhancing aluminum solubilization, the aluminosilicates were heated before leaching at 600° to 650°C for 1 to 2 hours. Over 90% of the aluminum present in different clays and kaolins were leached within 3 to 6 hours. "Silicate " bacteria related to the species Bacillus circulans were used to leach silicon from low-grade bauxite ores containing aluminosilicates as impurities. The bacterial action was connected with the degradation of the mineral structures (by means of microbial metabolites such as organic acids and exopolysaccharides), as well as with the selective separation of the rich-in-aluminum fine fractions, which were retained by the mucilaginous capsules of the bacteria. The solid residues after treatment were characterized by higher values of alumina and silicon module (A1203: SiO2 ratio), and they were suitable for processing by means of the Bayer process for recovering aluminum. The bending strength and other ceramic properties of kaolins were improved by contact with well-developed cultures of "silicate" bacteria. The improvement was caused mainly by bacterial metabolites (exopolysaccharides) that acted as resins during drying.

The full importance of tailings disposal is yet to be realized by the mining industry, but our awareness of its present and future implications is growing faster, perhaps, than any single phase of ore processing. Few engineers can look very far into the future because of the complexity of the problems that may confront us if we project from the general indifference of past years through what we are already being expected to correct in existing operations, to confrontations with new statutes and an awakened public in any new plants hence- forth. The mistakes of the past have not been limited to the United States nor even to other countries of the Western Hemisphere. Indeed, all continents and subcontinents have suffered from myopia in releasing the tailings without retaining responsibility. However, the US as one of the world's great leaders in technology has a particularly unimpressive record. It may be safely generalized that the degree of control applied to the tailings of a milling operation has depended upon several factors more important than national boundaries. Thus in arid and semiarid climates no incentive was needed other than the scarcity of water to create a permanent and stable lodgment for mill tailings. On the other hand. where water has been plentiful. the temptation to let the tailings run into a river or lake or ocean (at least at certain times of the year) was often irresistible. So we find that modem tailings disposal in the southwest deserts of this country, with one or two notable exceptions where very serious breaks seem to occur at regular intervals, is satisfactory according to the standards of the 195QF and 1960s. while in various operations in Idaho, Michigan, western Colorado. Newfoundland, and elsewhere the record has been less praiseworthy. In the same way, cyanide plants which did not concern themselves about leakage, seepage, spillage, or wastage of tailings pulps with solutions containing toxic levels of free or combined cyanide soon heard a demand for better control. In consequence the industry has seen a growing use of cyanide regeneration of tailings or wash solutions, elimination of leakage, and careful structuring of tailing dams. The chemical and thermal qualities of tailing waters have occasionally been a spur to good tailings management. Some tailings disposal problems for example, the southeastern Florida phosphate clays and the Bayer red muds-have been given the intensive study they merited, but not always with much success.

INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores such as cobalt, platinum, gold, silver, etc. Froth flotation is a physico-chemical process for separating finely ground minerals from their associated gangue material. The process involves chemical treatment of a finely divided (ground) ore in a water pulp to create conditions favorable for the attachment of certain of the mineral particles to air bubbles. The air bubbles then carry the selected minerals, called valuable, to the surface of the pulp to form a stabilized froth which is removed and recovered. The unattached gangue material remains submerged in the pulp and is either discarded or reprocessed. To obtain the adherence of the desired mineral particles to the air bubbles, at least two specific steps must occur: a hydrophobic (water hating) surface film must be formed on the particles to be floated along with a hydrophillic (water wetting) film on all other particles; and a controlled bubble surface tension interface must be maintained, allowing for high particlelbubble collision frequency and efficient attachment or sticking of the particle to the bubble once collision has taken place. In most flotation applications, the above two steps are controlled by chemical flotation reagents. The collector is a chemical reagent which produces the hydrophobic film on the valuable mineral particle and is the primary driving force that initiates the flotation process. The frother is a chemical reagent which influences the collision frequency and attachment efficiency of hydrophobic particles and air bubbles. Thousands of research papers and books have been published on the chemical theory behind sulfide mineral collectors, e.g., Fuerstenau (1962), Fuerstenau (1976), Fuerstenau, et. al. (1985), King (1982), Leja (1982) and Moudgil and Somasundaran (1987), This article will only address and summarize some of the more practical aspects of collector usage. The industrial scale practice of froth flotation in sulfide mineral concentration has changed little since the 1950's. For example, of the approximately 80,000 metric tons of sulfide mineral collectors used commercially (1980) in the free world, almost 98% were known and manufactured in some form 25 years ago. A very interesting and informative history of collector development has been given by Crozier (1984). In addition, the industrial scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully at an industrial scale for many years. As a result of the above environment which makes reagent cost/performance analysis difficult for new reagents, there is a strong tendency for the flotation operation to use, and reagent companies to supply, as cheap as possible raw materials and manufactured products that are quite general in application. In the last 20 years or so, there has been increasing technical effort to tailor make reagents for specific applications, but to date such work has had little commercial impact. It is clearly the hope of this author and others that this situation will change in future years as technology improves and pressure for improved flotation performance intensifies. This article is a condensation of collector usage trends quantified as part of a comprehensive industrially oriented applications program on froth flotation organized by Klimpel and coworkers (1979-1987) and as reported in various countries that participated in the program from 1978-1983. The views expressed in the paper are those of the authors alone and not the Australian Government or Dames & Moore. INTRODUCTION Uranium has been mined in Australia since 1954. A number of small scale mining and milling operations were active in the Northern Territory, in South Australia and in Queensland in the late fifties and early sixties. However, in the late sixties there was an increase in exploration activities in the expectation of an upsurge in world demand for uranium Substantial new resources were delineated in the Northern Territory, Queensland, South Australia and Western Australia. The most significant deposits were located in the Northern Territory, in what is called the Alligator Rivers Region located approximately 200 km east of Darwin. The Region is in the latitude of 13° South and thus lies within the Australian tropics (Figure 1). It consists of approximately 2.3 million hectares of natural wilderness containing much spectacular and attractive scenery. The area is noted for its abundant wildlife, particularly the waterbirds that gather on the flood-plains. Much of the vegetation is diverse and interesting. The Aboriginal population still maintains elements of the traditional way of life, and the spectacular Arnhem Land escarpment contains many of the best surviving examples of Aboriginal rock art. Numerous rich archaeological sites provide evidence of continuous human habitation for tens of thousands of years. Climatically, the Region is of the tropical monsoon type with a dry season from may to September and a "wet" from November to March. High intensity short period rainfall is characteristic, and the average annual precipitation is in the order of 1 350 mm. The monthly mean temperature ranges from 25° to 30°C throughout the year. The development of regulatory controls on uranium mining in the Alligator Rivers Region has been affected by the political status of the Northern Territory. While Australia is a federation, established as an independent self-governing country in 1901, it was not until 1978 that the Northern Territory became to any real extent self-governing. Prior to 1978, the Territory was administered through a special department of the Commonwealth (ie. the Federal Government). Under the Northern Territory (Self Government) Act 1978, administrative powers similar to those possessed by the Governments of the six founding Australian states were provided to the Territory Government. However, the Commonwealth government did not transfer to the Territory all such powers and functions, and in particular there has been, since 1978, a dual role for the Commonwealth and Territory Governments in the regulation of uranium development. Details of this role are provided later in this paper. RANGER URANIUM INQUIRY By 1973, major deposits had been discovered in the Alligator Rivers Region at Nabarlek, Ranger, Koongarra and Jabiluka. The estimated reserves and mine life expectancy of these deposits are given in Table I. Other radioactive anomalies have also been identified in the area but, as yet, they have not been delineated or evaluated. [ ] In 1974, an agreement was signed between the Commonwealth Government and Peko Mines Limited and the Electrolytic Zinc Company of Australia Limited for the joint development of the Ranger deposit. In July 1975, the Government announced a Commission of Inquiry under the provisions of the Commonwealth Environment Protection (Impact of Proposals) Act 1974, into the proposed Ranger development. The inquiry was known as the Ranger Uranium Environmental Inquiry or more commonly, the Fox Inquiry after the presiding Commissioner, Mr Justice Fox.

In many parts of the world deep level mining relies heavily on the use of refrigeration for providing safe thermal underground conditions. The trend in South Africa in recent years has been to locate the refrigeration plants on surface and to use these plants to chill water that is then distributed throughout the mine. The surface cooling installation normally consists of a pre-cooling tower in which water is first chilled before it is sent to one or more refrigeration plants for further cooling. Presently, the majority of these refrigeration plants use CFC refrigerants; however, to conform with the Montreal Protocol, these plants will have to be replaced or converted for use with alternative refrigerants. The optimum design criteria for installations using the new generation of refrigerants will be affected by their characteristics and are likely to be different from those currently in use. In light of these developments the industry is examining a number of alternative systems for future installations including water vapour refrigeration. Factors that affect the decision on the type of refrigeration system to be used in mine installations are reviewed. INTRODUCTION Gold mining has been carried out in South Africa for over 100 years and most of the reserves close to surface have been mined out; this has led to mining taking place at greater depths, approaching 4000 m below surface. One of the consequences of operating at these greater depths is that it is necessary to install refrigeration plants to cool the ventilation air so as to provide safe and healthy working conditions. With the current low precious metal prices there is pressure on mines to cut costs and in recent years there has been considerable effort devoted to the design of more cost effective and efficient refrigeration plants and cooling systems. In the last 10 years there have been many studies into the use of ice for specific applications (Eschenburg et al., 1986; Hemp, 1988 and Ramsden and Lloyd, 1992) and at present there are three ice making plants in operation on South African mines, each of which produces ice in different processes. In addition, detailed design studies have been carried out on the "split ammonia system" (Napier and Patterson, 1992). In this refrigeration system the evaporator is located underground close to where the cooling is needed, whilst the condenser and heat rejection system is on surface. As far as refrigeration plants are concerned the trend has been to move away from standard package units to custom built refrigeration installations. This has given the design engineer greater flexibility in the choice of key components for refrigeration installations. For example both screw and centrifugal compressors are used, the heat exchangers for the evaporators and condensers may be either plate or shell and tube, and in a number of installations evaporative condensers are used. In addition, the following refrigerants are in use, R12, R22 and ammonia. The acceptance of the Montreal Protocol and its amendments by the South African government will restrict the use of CFC refrigerants and it will be necessary to re-evaluate various refrigeration systems, including those that do not use conventional refrigerants, such as air cycle and water vapour systems, for new surface installations. Although new systems and refrigerants are being developed, only the following refrigeration installations will be compared in this paper: - a refrigeration system using R134a which has properties similar to R12 - refrigeration system using R22 or a new alternative refrigerant with very similar properties - an ammonia refrigeration system - a water vapour refrigeration system The benefits of new cooling systems are not discussed in detail, since they are largely mine specific and outside the scope of the present paper. Since the optimum design for an air cycle system (del Castillo, 1988) is dependent on the mine layout, this system is also not included.

Most coal seams in the United Kingdom contain firedamp, some of which is released into the ventilating airways as the strata around a working relax. The close sequence of seams in carboniferous strata is usually such that seams in adjacent roof and floor strata are also disturbed and potentially large quantities of firedamp can enter the workings from these sources. Since emission depends on the disturbance rate of the seams, higher coal production rates associated with increased mechanisation in the colliery accentuate the problem. Firedamp concentrations in UK underground workings are subject to statutory regulations1. To enable production to continue uninterrupted and in safety the problem is tackled by ventilation engineers by the provision of adequate ventilation in the airway and by the technique of firedamp drainage. In the UK the latter usually takes the form of cross-measure boreholes in roof strata, and increasingly also in floor strata, drilled from the gateroads, especially from return airways. In this way firedamp emitted from disturbed seams in adjacent strata can be extracted directly to the surface or to some safe position outbye, and the airways of the working district are not contaminated. Despite the use of firedamp drainage, considerable quantities of firedamp enter the ventilation air- stream and the concentration levels may be seen to be related to the coal production activites in the district. Figure 1 shows a typical recording of methane concentration obtained by a BM1 methanometer at a position outbye in a return gate where firedamp drainage was operating. The general rise in level throughout the working week may be seen, together with peaks occurring during production shifts and the gradual decay of emission over the weekend. In view of the fact that ventilation and firedamp drainage contribute a considerable proportion to the operating costs of the colliery, it is essential that the ventilation and firedamp drainage requirements be calculated as accurately as possible at the planning stage of the working. In the past the ventilation engineer has had to rely heavily on experience in neighbouring workings but with the development of mines in previously unworked areas there is clearly a need for a methodical approach to meet the requirements of planning. The work described in this paper represents such an approach and it is hoped that successful development and application of the method of prediction will lead to the widespread adoption of a routine procedure. The current development of a method of prediction of firedamp emission into longwall workings is based on the theoretical treatment of gas emission from coal seams proposed by Airey2 in 1971, which was based on his study of gas emission from broken coal 3 which was published in 1968. In common with other experimental methods of prediction, the method enables a calculation to be made of the total make of gas emitted from all sources of gas in the strata per tonne of mined coal.

THE PENETRATION RATE BASELINE DILEMMA The penetration rate is the instantaneous advance rate of a TBM in a rock tunnel. Normally expressed in feet per hour. The production rate is the penetration rate multiplied by the number of hours worked and then factored by the actual utilization of the TBM. In a given rock formation, the actual production rate is a result of many factors some of which are within the control of the contractor and some of which are based on the route selected. Factors that are within the contractors control are cutter profile, frequency of cutter changes, thrust, rotation speed, cutter spacing and the efficiency of the operation. Factors that are site (route) specific are compressive strength, fracture orientation, fracture frequency, micro- fracturing, quartz content, Moh’s hardness, Cerchar Abrasivity Brazilian Tensile Strength and Youngs Modulus of the rock. In addition the following route speci?c conditions are beyond the contractors control; rockjointing, rock stress fault zones, water in?ow and rock decomposition; all of which effect production rate. Any one of the above defined rock properties, equipment specifications and actual operating usage will change the penetration rate. Furthermore, since the rock formation changes both in content and orientation as the tunnel advances, the penetration rate is constantly varying. The current industry practice in bidding tunnels is for each contractor to individually evaluate the rock hardness and other properties and from this information develop a penetration rate. All other factors being equal, the contractor using the most optimistic penetration rate will be the low bidder and be awarded the project. As this view is by definition optimistic, invariably the rock will be harder than the low bid assessment and the contractor will request additional compensation for the changed condition. The contractor will attempt to justify his optimistic assessment as reasonable by using expert supporting analysis. The above described example which is quite common at present in the industry tends to make the most optimistic contractor (at time of bidding) the contractor selected for the project whereas it is in the owners interest to contract with the most efficient contractor not the most optimistic. This situation is similar to the Geotechnical analysis that was prevalent in the industry over twenty years ago. Many projects have experienced a significant reduction of penetration rate from that which was originally estimated. In these cases the contractor often makes a claim for extra compensation based on the difference between the actual rock encountered

The development of the theory of reliability creates more and more possibilities of its application in different domains of technics. The methods evolved to date, both theoretical analysis of the engineering systems and investigations techniques in practice can be put in use a d translated from one science to another one [1,3,7J . It needs to consider the specific of the different sciences. But it is necessary to take account of the specific characteristic of each line of science. The reliability investigations needs, justified in technical and economical viewpoint appear too in mine ventilation technics and systems. The mine ventilation system is a complex of workings and ventilation plants, which serve to supply the networks with a sufficient quantity of fresh air from the atmosphere and then carry off the vitiated air. The condition necessary for a ventilation system to perform definite task is the correctness of all its elements, that is a capability to preserve in a expected range of tolerance, the values of basic parameters. The element of a system which ceases to work correctly is called failed. The basic parameter of all elements of a ventilation system is the characteristic curve, pressure loss - air quantity relation ?p = f(Q) (1) This curve concerning the workings and ventilation stoppings is given by the formula: ?p = R Q2 (2) thus the resistance R (of the workings or stoppings) may be taken as a characteristic parameter. The course of this characteristic f(Q) will be given in a complex form in concern with fans, ejectors, air curtains. The failure of a ventilation plant or working is therefore an event, relying on a change of its characteristic, thus for a definite time the losses of the plant's or working's capability set in for the fulfilment of its function in the ventilation system. The failures are divided in viewpoint of their nature on sudden and progressive. We are in concern with the sudden failures which are characterised by a violent change of the ventilation element parameter for example a fall of roof, or silt up of the working, opening or failure of the ventilation stopping, the stand-off of the fan or ejector etc. We distinguish two kinds of failures on the viewpoint of their action on the air flow: the "opening" failure and "closure" failure. The prevalence of factors, which causes the failures is in connection with the intersection in the mine of roads of haulage, roads of underground transport of materials and lining elements, roads of people motion with airways, as also depends on the rock pressure reaction on the workings lining and plants placed there. Other factors will yet be decisive upon supply decay of fans, ejectors and curtains. The appearance of failure of the ventilation element is therefore of random nature and determines the change of the element, when it is passing from operating state to unoperate. Qualifying the ventilation system element to one of these states is easy, when the characteristic change is clear and occurs suddenly, that was assumed. The investigations conducted by Patrushev and Karnaukh [91 in concern with the ventilation stoppings resistance change in the case of their opening, had shown the possibility of resistance value change in the range of several hundreds higher.
