The South African Minerals Development Act (?the Act?) has been promulgated and will come into full force and effect once it is gazetted. Thereafter, all Old Order mineral rights will have to be converted into New Order mineral rights within a 5-year period, probably by the end of 2008. The conversion of rights will be achieved only with the demonstrated inclusion of empowerment groups in the conversion applications. In addition to the Act, the first draft of the proposed Royalty Bill (?the Bill?) was released during the week beginning 17 March 2003. Comments on the Bill?s contents had to be submitted before 30 April 2003. The contents were to be considered in terms of applicability and acceptability to the South African minerals industry, where after proposed comments and suggested amendments were to be submitted to the relevant State Treasury office. Specifically referring to the Bill, the general response from the industry is one of concern. Since any royalty is tantamount to a tax, the general feeling is that the current mining taxation rates are already internationally competitive and to increase these effective rates, notably at differing rates depending on commodity type, will have an adverse impact on the South African mining industry. A number of these impacts can be mitigated to some degree, depending on the flexibility of the State to address the major concerns.

A scraper-based block cave method has been successfully applied to extract the Lower orebody at Nchanga since the 1950s. Since inception, scraper drifts and service ways have been supported using steel arch sets fabricated to a specific design from high strength manganese steel To reduce costs and to improve productivity, trials commenced in 2002 using fibre reinforced shotcrete as an alternative support method. One of the areas, the 2420 8E 1C trial drift, was subjected to abutment loading for several months prior to undercutting and cave mining. Shotcrete installed exhibited minor cracking shortly after application but very little deterioration thereafter. Following the success of the trial, the application of fibre-reinforced shotcrete was extended to other drifts. This paper describes the application of fibre-reinforced shotcreteat Nchanga and outlines design and quality assurance methods employed.

Conventionally low carbon ferromanganese is manufactured globally by refining high carbon ferromanganese in liquid state. This process is an expensive and lengthy technique. Hence, the present work was undertaken with the objective of understanding the feasibility and kinetics of the solid state refining of ferromanganese. The process involved transformation of carbon rich carbides viz. Mn3C2, Mn7C3 into metal rich carbide i.e. Mn15C4, Mn23C6 by subjecting the alloy powder to a flowing stream of carbon dioxide. Effect of the process governing parameters such as time, temperature, particle size, pressure on the extent of decarburization was studied. Without any loss of manganese in the form of fumes or slag, it was observed that, there was substantial reduction, viz. 65 per cent in the total carbon content, by this technique. Subsequently, the process was investigated to find out the mechanism of carbon removal. Depending upon the temperature and the particle size, it was found that the rate controlling mechanism changes from chemical reaction control to product layer (ash) diffusion control. The activation energy for each of the aforesaid mechanism was computed. The values thus obtained substantiated the aforesaid mechanisms.

It is well known that the electrochemical precipitation of metals from aqueous solutions is conducted by the electrochemical standard potential scale. This scale indicates the order of nobility of different metals. Consequently, the standard potential scale shows the nocivity of metals when they are present as impurities in aqueous solutions containing metals. In the hydrometallurgy of cobalt, nickel and zinc are co-deposited during cobalt electrodeposition. Nickel has almost the same chemical, physical and electro-chemical properties as cobalt. Furthermore, the electrochemical potential of nickel is relatively higher than that of cobalt. For this reason nickel is preferentially reduced at the cathode in the presence of cobalt. The presence of small amounts of zinc in solution leads to contamination of cobalt electrowon. In spite of its lower electrochemical potential in comparison to cobalt, zinc is reduced on the cathode because of its higher hydrogen-overvoltage. But, in the hydrometallurgy of zinc, small amounts of cobalt present solution will contaminate the zinc reduced at the cathode. This is easily explained by the fact that cobalt is more electropositive than zinc. The co-deposition mechanism of sulphur at the cathode is not yet well understood. Great attention has to be paid to the mechanism of co-deposition of sulphur during cobalt electrolysis. This work aimed to investigate the influence of some parameters on the co-deposition of nickel, zinc and sulphur during cobalt electrowinning. The following parameters have been investigated: Co2+concentration in the electrolyte, current density and ammonium sulphate (NH4)2SO4additions. It has been established that important nickel, zinc and sulphur co-deposition takes place at relatively low Co2+ concentration in solution. The behaviour of these elements with regard to the cathodic phenomena has been established.

An overview is given of the matte melting process used for the beneficiation of South African Platinum Group Metal (PGM) ores. Most producers use six-electrode furnaces to melt the concentrate and Pierce Smith converters to oxidize excess iron sulphide from the furnace matte. Concentrates from two reef-types (the so-called Merensky and UG-2 reefs) dominate the feedstock supply. Concentrate from the Merensky reef is low in chromium and do not pose significant melting problems. Concentrates from the UG-2 reef contain much higher levels of chromium, which results in the formation of chromium-rich spinels during melting. This is attributed to the low solubility of chromium in furnace slag under typical operating conditions (an oxygen partial pressure of 10-8-10-9bar at temperatures of 1550°C to 1600°C). During the converting process care is needed to avoid excessively oxidizing conditions, which result in cobalt, nickel and copper losses to the slag. High nickel losses result in the formation ofFe2NiO4(trevorite), which often forms solid solutions with FeCr2O4and Fe3O4. In future, the main challenge in the processing of South African PGM ores will be to cope with ever increasing levels of chromium in the concentrate. A short-term solution to the problem would be to melt the concentrate under slightly reducing conditions to promote the formation of CrO, which is more soluble in the slag than Cr2O3. A longer-term solution to the problem would be to abandon the current matte-smelting process in favour of an alloy-based process, which would offer total flexibility with respect to the amount of chromium that can be tolerated in the feed. Globalization creates investment opportunities for enterprises around the world. Attracting foreign investment has been a key challenge for economic growth in developing countries. Corruption, political instability, armed conflict, and other internal problems affect foreign direct investment (FDI) inflows negatively. A framework of criteria provides a basis for comparing non-commercial risk (NCR) among twenty-three mineral economies. Countries competing for foreign direct investment inflows are ranked from least to most risky. This study compares Inward FDI Performance Index (IND) with NCR ratings in developing countries and shows that risk is increasingly mitigated by means of appropriately structured insurance. Given the option for countries with similar mineral potential, investors will generally invest in the country that offers lower non-commercial risk. In recent years there has been an increased focus on corporate governance matters worldwide. The duties and responsibilities of directors of companies have come under close scrutiny, with shareholders increasing their demands for greater responsibility and accountability. Media attention and pressure groups have also had their effect. Governmental actions have supported these demands and directors have witnessed sweeping legislative changes imposing more onerous duties and liabilities than formerly imposed upon them at common law and in terms of the Companies Act. At the same time, the power of regulatory bodies has been increased to enforce this legislation and make someone pay to remedy an alleged infringement. Breach of such duties may incur personal or criminal liability, or both. Environmental protection legislation has become a particularly prevalent feature in this regard, and the number and complexity of statutes concerning the environment have increased over the past few years. Directors of South African companies will be familiar with relevant acts such as the National Environmental Management Act 107 of 1998; Conservation of Agricultural Resources Act 43 of 1983;Hazardous Substances Act 15 of 1973, as well as the National Water Act 36 of 1998. Now the directors of mining companies are faced with the Mineral and Petroleum Resources Development Act 28 of 2002.

The South African coal mining industry is currently disposing of about 10 million tons of ultra-fine coal (<150 µm) per year. Once discarded, these sulphur-containing ultra-fines contribute to several environmental problems. As part of a project initiated by the Water Research Commission to investigate the use of Cleaner Production (CP) in the mining industry, a study was carried out to determine whether a CP approach could be used to identify opportunities to reduce this coal waste, and to determine which of these opportunities would be most feasible. In order to do this, a CP assessment was conducted at three case study collieries in the South African Witbank coalfield. Mass-balancing and sampling, followed by laboratory characterisation tests and site surveys, were used to determine the quantity, quality and sources of the ultra-fine coal at the three collieries. Literature reviews, brainstorming sessions and interviews then followed to generate the CP options. An environ-mental, economic and technical feasibility assessment was then prepared for each option, to determine the most viable interventions for implementation. A number of opportunities were identified through the assessment. By preventing coarser coal from being discarded with the ultra-fine coal, the quantity of coal disposed of could be decreased at all three collieries, and by up to 24% in one case. Increasing the crusher top size would reduce the amount of coal that is milled to less than 150 µm, so that less is wasted. The ultra-fines that have already been disposed of on slurry dams can be completely reclaimed and converted into a valuable product, which can be sold as power station feedstock. The newly processed ultra-fines could be beneficiated using flotation and exported together with the coarser coal. The results of the assessments thus suggested that workable CP opportunities to reduce ultra-fine coal wastage exist at the sites investigated, and that their feasibility is colliery-specific. The associated financial benefits of the proposed options suggested that CP is a realistic approach to addressing environmental problems. The major proportion of South African coal is extracted by the bord-and-pillar mining method which requires that the overlying strata be supported by pillars of coal. The stability of the pillars is a major safety concern. One of the factors which affects the strength of coal pillars is the intensity and nature of discontinuities in the coal seams. Current design methods for pillars assume that al the coal seams have equal strength and are equally disturbed by natural discontinuities, resulting in over-designed pillars in some cases and potentially unstable pillars in others. Research was carried out to determine the nature of discontinuities in coal seams and to assess their potential effect on pillar strength. It was found that large variations exist in the intensity of discontinuities in the different coal seams being mined. In addition, numerical model studies showed that the discontinuities could significantly reduce pillar strength if the width-to-height ratio of the pillars is small, but the effect decreases as the width-to-height ratio increases.

This Technical Note was presented as a poster at the Western Cape Mineral Processing Symposium held in August 2001 The cleaning of fine coal (-1000 µm) in today?s coal preparation plants is an economically important factor. Coals with high ash contents are, in general, commercially undesirable. Current well-known techniques for treating fine coal include froth flotation and spirals. The primary critical factor with regards to spirals is the efficiency of the process whereas that of flotation, is the cost of there agents used. Research into enhanced gravity separation techniques has resulted in several commercially available enhanced gravity separators. This project was based on a preliminary investigation into the feasibility of one such separator, to effectively treat fine (-500 µm) coal. Experimental variables included particle size and speed of rotation of the said instrument. The performance of the separator was compared to the results obtained from liquid density separations done for the two coal fractions evaluated. From the results obtained in this preliminary study it appears that the piece of equipment investigated does not measure up to expectations. Recommendations for further investigation include the evaluation of the instrument on other South African coals to obtain conclusive results.

In 2023, polymer electrolyte membrane fuel cell membrane electrode assemblies accounted for about 62% of the global fuel cell market share and this demand is expected to grow. Commercialisation requires technologies capable of cost-effective, high-volume manufacturing. The membrane electrode assembly is crucial and represents a significant cost to polymer electrolyte membrane fuel cell manufacturing. Manufacturing the electrode components for membrane electrode assemblies at high volumes can reduce production costs while delivering on the forecasted industry demands. Roll-to-roll is a mature coating technology applied in various manufacturing industries such as batteries, printed electronics, microelectronics, photovoltaics, printing, paper consumables, etc., with significant potential for polymer electrolyte membrane fuel cell manufacturing. While the high-volume production process for membrane electrode assembly manufacturing differs from laboratory-scale, the membrane electrode assembly structure remains unchanged. Roll-to-roll is a continuous coating process with speeds of 10 m/min being achieved. In this work, MicrogravureTM and slot-die coating methods have been adopted and have shown promising outcomes for producing gas diffusion electrodes for membrane electrode assemblies. An overview of the MicrogravureTM and slotdie coating methodologies is provided, and a discussion on preliminary results and challenges are presented. Work on MicrogravureTM gas diffusion electrode manufacturing has already achieved comparable performance with spray-coated gas diffusion electrodes. The influence of coating parameters and drying on the coated catalyst layer quality is discussed.

The ferroalloys industry has generated historically substantial solid waste. The accumulated waste causes serious problems to the environment. However, it is possible to transform the solid waste into an environment-friendly resource to serve the human being. Consequently, the construction of plants that are ?environment-friendly? and that accommodate ?recycling? has become a target of most ferroalloy producers in the world to ensure sustainable development. This paper introduces the practice of Shanxi Jiaocheng Yiwang Ferroalloys Works, the biggest manganese metal producer in China, in the development of an ?environment-friendly and recycling? process. The process includes power generation using coal gangue, waste from local coal mines; hollow bricks manufacture using slag and fly ash from the power station; cement production using slag from ferroalloy smelting; recovery of ferrous and non-ferrous elements in the dust from the furnace gas cleaning system; application of silica dust in construction and so on. The final objective of the plant is to realize zero discharge of solid waste. The profit of the ?environment-friendly and recycling? process compensates in part for the operational expense of the environment facilities.

Performance prediction models for partial face mechanical excavators, when developed in laboratory conditions, depend on relating the results of a set of rock property tests and indices to specific cutting energy (SE) for various rock types. There exist some studies in the literature aiming to correlate the geotechnical properties of intact rocks with the SE, especially for massive and widely jointed rock environments. However, those including direct and/or indirect measures of rock fracture parameters such as rock brittleness and fracture toughness, along with the other rock parameters expressing different aspects of rock behavior under drag tools (picks), are rather limited. With this study, it was aimed to investigate the relationships between the indirect measures of rock brittleness and fracture toughness and the SE depending on the results of a new and two previous linear rock cutting programmes. Relationships between the SE, rock strength parameters, and the rock index tests have also been investigated in this study. Sandstone samples taken from the different fields around Ankara, Turkey were used in the new testing programme. Detailed mineralogical analyses, petrographic studies, and rock mechanics and rock cutting tests were performed on these selected sandstone specimens. The assessment of rock cuttability was based on the SE. Three different brittleness indices (B1, B2, andB4) were calculated for sandstones samples, whereas a toughness index (Ti), being developed by Atkinson et al.1, was employed to represent the indirect rock fracture toughness. The relationships between the SE and the large amounts of new data obtained from the mineralogical analyses, petrographic studies, rock mechanics, and linear rock cutting tests were evaluated by using bivariate correlation and curve fitting techniques, variance analysis, and Student?s t-test. Rock cutting and rock property testing data that came from well-known studies of McFeat-Smith and Fowell2andRoxborough and Philips3have also been employed in statistical analyses together with the new data. Laboratory tests and subsequent analyses revealed that there were close correlations between the SE and B4 whereas no statistically significant correlation has been found between the SE and Ti. Uniaxial compressive and Brazilian tensile strengths and Shore scleroscope hardness of sandstones also exhibited strong relationships with the SE. NCB cone indenter test had the greatest influence on the SE among the other engineering properties of rocks, confirming the previous studies in rock cutting and mechanical excavation. Therefore, it was recommended to employ easy-to-use index tests of NCB cone indenter and Shore scleroscope in the estimation of laboratory SE of sandstones ranging from very low to high strengths in the absence of a rock cutting rig to measure it until the easy-to-use universal measures of the rock brittleness and especially the rock fracture toughness, being an intrinsic rock property, are developed.

The 20 Mt reverberatory furnace slag dump at Nkana in Zambia contains a substantial quantity of cobalt. A 40 MW DC arc furnace has been built at Chambishi for the purpose of recovering cobalt from the slag. The technology was jointly developed by Mintek and Anglovaal Mining Ltd (Avmin), and the furnace was designed by Bateman Titaco. Testwork at the 150?250 kW scale was conducted at AVRL, and larger scale piloting was conducted at Mintek (in partnership with Avmin) in a 3 MW DC arc furnace. Approximately 840 tons of Nkana dump slag (ranging from 0.66% Co) was processed at power levels around 1-2 MW. Good overall cobalt extraction was achieved, and approximately 100 tons of cobalt-bearing alloy was produced (containing 5 to 14% Co). This testwork demonstrated that the Nkana dump slag could be processed in a DC arc furnace of suitable design, to produce a cobalt-bearing alloy suitable for further hydrometallurgical processing. Bateman Titaco were contracted to design and build the furnace, and the design team contained representatives from Avmin and Mintek. The project was conceived as a fast-track exercise, and many activities had to be run in parallel. Notable features of the furnace include an ABB power supply, a Concast conductive hearth, the refractory design, and copper cooling in the sidewalls. Power to the furnace was switched on during January 2001.

As part of a long-term study of titanium minerals processing being undertaken by the Julius Kruttschnitt Mineral Research Centre, techniques have been developed to measure the resistivity of ilmenite, rutile, zircon and other associated minerals. The techniques have proven reproducible and have allowed the measurement of resistivity under conditions of varying temperature, surface condition and surface moisture adsorption. The measured values can be linked to the separability of the minerals in the dry plant, and hence are useful as a diagnostic test for existing plants when performance deteriorates, or for greenfield sites to investigate potential problems. One of the major problems in electrical separation of titanium minerals is surface coating on the mineral grains. Coatings can make normally conductive minerals such as ilmenite and leucoxene behave much more like non-conductors. Electrical separation of surface contaminated ilmenite from non-conductors then becomes extremely difficult unless the surface contaminant is first removed. The resistivity measurement technique was used to evaluate the effect of surface cleaning on the resistivity of ilmenite and zircon from a Western Australian deposit which will shortly be in production. Ten different attritioning methods were evaluated, ranging from simple rinsing inwater to chemical attritioning in sulphuric acid combined with ultrasonic leaching. A roasting and quenching step was also investigated. As would be expected, the gentler treatments, such as rinsing in water or Calgon, had only amoderate effect on the ilmenite surface coatings. Ilmenite resistivity decreased by about 1 order of magnitude from 5.6 x108?m to between 2.5 and 4.4 x107?m. More intense treatments had a much more pronounced effect. The most effective, reduced ilmenite resistivity to 6.5 x105?m or three orders of magnitude. Zircon was relatively unaffected by any of the attritioning methods, with only a small increase in resistivity observed from 8.0 x1012?m to 2 x1013 ?m. The results show that measurement of mineral resistivity allows the effect of surface treatments to be easily quantified in a way that has benefits for greenfield site development where only small samples are available for testing. The effect of surface moisture has also been investigated using resistivity measurements. Measurements were made on zircon in an environmental chamber in which both humidity and temperature could be closely controlled. Zircon resistivity at 60 deg C decreased from 6 x1011?m at 5% relative humidity to 8 x108?m at 95% humidity. Moisture content and moisture re-adsorption from dry of zircon and number of other minerals were measured using a Mettler moisture analyser. Zircon adsorbed the least amount of surface moisture (0.05–0.09%) but re-adsorbed moisture from dry the fastest, reaching 98% of the original level in 10 minutes. Leucoxene adsorbed the most moisture (0.67%), but was much slower re-adsorbing this moisture from the dry state, reaching only 63% of the original level in 10 minutes. The difference was attributed to the surface characteristics of the grains, the leucoxene being much more porous than the zircon examined. The resistivities and differing rates of moisture adsorption can be used to quantify the effects of changes in atmospheric conditions of the performance of electrical separation in dry plants.

Estimates for South Africa?s coal recoverable reserves made in 1999range from nine to 59 billion tons; latest estimates by the Minerals Bureau suggest that 33 billion tons is a more likely figure. As much as 70% of that coal is located in the Waterberg, Witbank, and Highveld coalfields, as well as lesser amounts in the Ermelo, Free State and Springbok Flats coalfields. However, the Witbank and Highveld coalfields are approaching exhaustion (estimated 9 billion tons of recoverable coal remaining in each), while the coal quality or mining conditions in the Waterberg, Free State and Springbok Flats coalfields are significant barriers to immediate, conventional exploitation. New extraction technologies, technologies exploiting the energy content of the coal in situ, as well as suitable uses and markets for low-grade, high-ash coal are required before the country can utilize its admittedly vast coal resources. Major challenges for exploiting some Limpopo province coalfields are severe water shortages, insufficiently developed infrastructure, fragile environments and poor roof conditions due to the depth and complex geology. In the Central Basin (Witbank, Highveld and Ermelo coalfields) technical innovations for thin seam extraction, economic mining of both pillar coal and intrusion-fragmented resource blocks and the utilization of lower-grade coals are required. The success of the fluidized bed combustion technology is necessary to utilize the low-grade coals of the Free State and Molteno coalfields, while environmental exemption for past problems, together with strategies for mining small, disjointed thin-seam resource blocks, is required in KwaZulu-Natal. Clean coal technologies, coal cost and quality, environmental considerations, sustainable development, the growth of the South African economy and Government?s regulation of the electricity industry are the main challenges to the continued use of coal as South Africa?s primary energy source.

This paper describes the concept and development of the use of a uni-delay shock tube system in the timing and initiation of the development rounds, specifically in flat development. It was extended from stoping and now constitutes the only initiation system is use at Kopanang mine. The two explosives initiation systems in general use in underground mines are the conventional fuse-igniter cord system, and the more modern Long Period Delay shock tube system, better known as the numbered LP system. Both are well accepted but have many drawbacks which can result in poor breaking and substantial wastage of the blasting material. Both of these deficiencies cause an increase in the cost of a blast. Hitherto, the limited number of delays available has complicated the use of shock tubes in development blasting. Over eighteen month period to the end of 2007, a project team comprising members from Kopanang Mine and AEL developed a method for the use of a uni-delay shock tubes to time any development round. These uni-delay shock tubes are better known as Reef Masters® or EZ-Stopers® depending on the supplier, and the system has particular application in flat development. During the project, two new shock tube system components were designed, tested and manufactured; namely Splitters and Starter Packs. The system has been successfully tested and implemented in both on-reef and off-reef development ends. At Kopanang, it has now been rolled out across the entire mine. Other AnglogoldAshanti mines are conducting trials and implementations into production sections. Initial results indicate improvements in the ground conditions and excavation profiles. The cost of blasting is showing a downward trend. The authors consider that the system is a tool for use in further blast optimization and will contribute to rationalization of the explosives commodities basket on mines.
