MR. MANLEY: Gentlemen, I have been asked to open this meeting in the absence of Mr. Shields. the President of the Rocky Mountain Coal Mining Institute, who is away on other business. We have here from him this morning a telegram addressed to the Secretary of the Institute, Mr. Whiteside. PRESIDENT HERRES: Our ses¬sions this afternoon will be on safety. They will be under the direction of Mr. Dan Harrington, who has come here from Washington, D. C., particularly to preside at these meetings. I do not think Mr. Harrington needs any introduction to anyone present. He is a member of both the A. I. M. E., and the Rocky Mountain Coal Mining Institute, and has been for a great many years. The Rocky Mountain District is his old stamping ground. I take pleasure in turning the meeting over to Mr. Harrington. (Ap¬plause.) DAN HARRINGTON (Chief Engineer, Safety Division, U. S. Bureau of Mines, Washington, D. C.): Gentlemen, I suppose you have rather a long program, so there is no necessity for any introductory remarks. Inasmuch as I have rather a long-winded paper of my own, I presume the best thing I can do is to go ahead and read it. Mr. Herres asked me some time ago if I would preside here, and also have a paper, or at least have something to say to the Institute on safety. I thought it best to put whatever I had to say in written form, so I would know exactly what I had said and so I would be able to, if necessary, defend it later on.

FEBRUARY 26TH. MORNING SESSION: The sixteenth regular meeting of the Rocky Mountain Coal Mining Institute was called to order in one of the private dining rooms of the Albany Hotel, Monday morning, at 11 o'clock, with the President, F. W. Whiteside, in the chair, one hundred and one members being registered. The minutes of the previous meeting were read and approved. The Treasurer reported the finances of the Institute in excellent shape. The President appointed J. B. Marks, J. S. Veach and W. A. Ream as a Resolution Committee, and Frank A. Young, M. B. Urquhart and G. A. Murphy a Nominating Committee. There being no further business the meeting adjourned. AFTERNOON SESSION: The afternoon session was called to order in the Ball Room of the Albany Hotel, with approximately one hundred members present, President Whiteside presiding. A. L. Jones read his paper entitled, "The Power Problem of the Coal Mine," and C. E. Drennan, his paper, "Why Alternating Current." These papers were thoroughly discussed, after which the meeting adjourned. EVENING SESSION: At 6:45 p. m. two hundred and fifty-three members and invited guests met in the Ball Room of the Albany Hotel for the banquet. Harry F. Nash was toastmaster, and George Sanford Holmes the principal speaker. Following Mr. Holmes speech, H. N. Wheeler delivered his humorous oration of the "Annexation of Cuba;" following this certain members of the Institute gave an entertainment depicting a fictitious meeting of the United States Coal Commission. Chester Mott, formerly a member of the Institute wrote the words and songs of the entertainment, and directed it. After the show the assembly enjoyed a dance.

Pictured on these pages are the six RMCMI Scholarship Award Winners for the 1988-89 year followed by a brief profile. All winners were present as guests of the Institute at the June convention in Durango, Colorado to receive recognition at the Welcome Session Monday, June 26, 1989. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Keith McGinnis, each winner receives $500.00 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $500.00 for tuition credit in their senior year if they have maintained good academic standing and have been recommended by their university. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. Through annual donations of $100.00 or more, the Patrons of the Institute fund the scholarship program and the various vice presidents contribute the travel expenses to convention for these outstanding young collegiates. Donations to this worthwhile program may be made payable to RMCMI Scholarship and mailed to the RMCMI Office, 2700 Youngfield Street, Suite 100, Lakewood, CO 80215. Profiles of the 1989 Scholarship Winners follow. [ ] David P. Pelletier University of Arizona Tucson, Arizona David is a Mining Engineering major and graduated from Santa Fe High School in 1981. He served in the Sixth Marine Regiment, Second Marine Division of the United States Marine Corps from December 1982 thru December 1985. He is a student member of SME-AIME and has held the offices of treasurer, vice president and president. He works volunteer shifts at the University of Arizona San Xavier Mining Laboratory [ ] Johnny F. Blizzard Colorado School of Mines Golden, Colorado A high school graduate of Longmont, Colorado, Johnny carries a 3.968/4.000 at Mines, majoring in Mining Engineering with a minor in Metallurgy. His name has appeared on the Academic Dean's list for the past two years. He received the Robert M. & George R. Harris Scholarship during this past year. He is a student member of SME-AIMMP and an executive council member of CSM's chapter of AIME. Summertimes, Johnny works as a miner for Edger Mine in Idaho Springs, CO on an experimental project for USBM.

Upon completion of her, schooling she hopes to pursue a career in the coal mining industry. In preparation for her goal, her work experience includes being a lab technician, a mining engineer intern, and a lab technician assistant; she also is very skilled in various computer applications. She has been a member of SME-AIME, and secretary to the U of A Student Chapter, and recipient of the SME Coal Division Scholarship and past recipient of the Navajo Tribal Scholarship. [ ] Joshua Olmsted Colorado School of Mines Golden, Colorado Josh is a sophomore majoring in mining engineering at the Colorado School of Mines. He is an outstanding student as well as an accomplished athlete. Josh was on the Academic Honor Roll 1988-1989 and has been awarded an athletic scholarship. He plays varsity soccer and intramural basketball.

When it was announced that the economy grew at an annual rate of 4.7 percent in the Fourth Quarter of 1992, it appeared that our long awaited recovery from recession was here. Unfortunately that much growth proved to be unsustainable, and in the First Quarter of 1993, the number dropped to less than one percent. Today it is clear that the recovery is continuing, but at a very slow rate. One of the Most disturbing statistics during this recovery is that unemployment has not improved as one would expect but has been hovering around 7 percent for over a year, making this recovery a ?jobless? one. In a recent Harvard Business School presentation, a professor reported that the United States has slipped from its leadership position in almost every manufacturing category since World War II. From the production of cars to consumer electronics, we have lost significant world market share to others, most notably Japan and Germany. Obviously this is not new news, but the magnitude of the loss and the number of industries affected was surprising to me. The result has been that our negative balance of payments has soared, and the United States of America now has the dubious distinction of being one of the world's largest debtor nations. It has been common for politicians, and political want-a-be's, to blame all of our trade problems on industry. They say that the moguls of American industry spend too much time seeking short-term gain at the expense of long-term growth. They say that we are interested more in our own perks and economic security than in producing quality products that can compete in the world marketplace. One of the stared goals of the Clinton Administration is the targeting of strategic industries to receive help from the government so they can compete on the world stage more effectively. Personally. Executive Summary The future of coal as an important energy source in the 21st century will depend heavily on whether or not our industry is recognized for its performance. We have had a major role in powering our nation through the 20th century ... but many today do not understand that role nor do they know that 56% of our nation's electricity today comes from coal. Corporate communications, marketing, and public relations must be a high priority of our industry if we are to survive in the society of the 21st century as a viable energy option for powering our nation. The time to start is now. The place to start is locally. The way to strengthen local and regional efforts is to network on a regional and national level with associations who have the ability and the will to develop effective communications strategies. Introduction The Minnkota Power Systems is a regional association of 26 electrical suppliers. Serving more than 96,000 customers in a 34,500 square mile service area in Minnesota and North Dakota, the association includes 12 municipal utilities, 12 distribution cooperatives, a municipal power agency, and a generation and transmission cooperative. The Minnkota Power Systems generating capacity totals 613 megawatts, and 83% of it is fired by lignite coal. On an annual basis, 80% of our total energy is derived from coal. We are proud of our long association with the coal industry. Our pride shows in the very visible role that coal plays in our marketing and public relations efforts. In 1993, the Minnkota Power Systems had one of the lowest wholesale rates in the country, at 3.1 cents per kWh. Average residential rates were 5.8 cents per kWh. Minnkota Power Cooperative, One of the Minnkota Power Systems, is a generation and transmission cooperative headquartered in Grand Forks, North Dakota. Minnkota's Strategic Plan - Shaping the Future Minnkota recently completed a strategic planning process which is intended to give direction to our future and allow us to proactively influence the shape of that future. Minnkota's mission is to assist the associated systems in Improving the quality of life of their consumers by continuously improving the value of electric energy to the consumer. Profiled on these pages are the eight RMCMI 1994-95 Scholarship Award Winners. Six of the eight winners were present as guests of the Institute at the June convention in Crested Butte, Colorado. Each received recognition at the Institute Awards Luncheon Monday. June 26, 1995. Each state vice president served as the host for the collegiate winner. The first and last winners - Arizona and Wyoming - were absent. Besides receiving a plaque from the Scholarship Chairman, Alan Czarnowsky, each winner receives $750 tuition credit for the coming academic year, as well as transportation, hotel lodging and meals at convention as guests of the Institute. This latter portion is paid by each state vice president. Because this is a continuing award, the winners from the previous year also receive a second $750 for tuition credit in their senior year. A resident from each of the eight RMCMI member states is selected from among Board approved institutions. Criteria for these awards to be made in the spring annually is that the recipient (1) Is a full time sophomore student who will use the tuition credit during the junior year. (2) Be both a U.S. citizen and a resident of the member state. (3) Maintain good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than in the mining departments, but in engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. [ ] ARIZONA WINNER Brad Carroll University of Arizona - Tucson, Arizona Brad Carroll's hometown is Tucson, Arizona but his summer work is in Oriskany Falls, New York where he is a quality control technician, truck driver and equipment operator for the Eastern Rock Products. Brad served as vice president and treasurer for the SMWAIME student chapter at the University of Arizona for the past three years He was assistant and mine foreman at the San Xavier Mining Laboratory near Tucson. Upon graduation Brad plans to find a job in a southwest mine. He is a totally self supporting student. [ ] COLORADO WINNER Zane Znamenacek Colorado School of Mines - Golden, Colorado Zane Znamenacek hails from a small town in Colorado - Alamosa - where he 4 was a 4.3 GPA in high school. As a student at Colorado School of Mines, he has many hobbies to ease the tension of education. Foremost among these is skiing, mountain biking, billiards and spring rugby. He hopes to further mining technologies and contribute to the industry by working in it full time. In 1997 he will pursue whatever opportunities are available to graduating mining engineers

The twenty-ninth regular meeting of the Rocky Mountain Coal Mining Institute was called to order at 11:30 o'clock a. m., Monday, May 26, 1930, President B. W. Snodgrass presiding: PRESIDENT SNODGRASS (condensed report): The meeting will please come to order. As President of your Institute, I take pleasure in welcoming you to this convention, and to those who come from outside of the city, I take pleasure in Welcoming you to the city of Denver. This is the first convention at Denver in fifteen months. I hope that the annual rather than the semi-annual meetings will prove satisfactory to all, and that no mistake has been made in that respect. We are gathered together here to discuss problems common to all of us, and I am sure that we will profit by such discussion. We have with us, outside of the membership of our organization, representatives of two other organizations, Mr. Callbreath of the American Mining Congress, and Mr. Huntress of the National Coal Association. We will be honored by having them with us, and we shall expect to hear from them during this meeting.

G. B. Southward, Mechanization Engineer of the American Mining Congress, Washington, D. C., presiding. PRESIDENT HERRES: If you will come to order, please, we will get started on this morning's program. This morning's program takes up the matter of mechanized mining, particularly mechanical loading. There has been considerable progress made in the West with mechanical loading, but we are interested particularly in what is being done in other fields. We are particularly fortunate in being able to have with us Mr. G. B. Southward, Mechanization Engineer of the American Mining Congress. Mr. Southward has devoted his time for the past several years entirely to a national study of mechanized mining. He is the author of the Year Book published by the American Mining Congress, which is the authority for progress and development on mechanical loading. Mr. Southward has come here from Washington, D. C., particularly for this meeting. We have asked him to speak on the national phases of mechanized mining, and particularly on what is being clone in the East, since we are familiar with what is being done in the western field. I take great pleasure in introducing Mr. Southward. (Applause.) MR. SOUTHWARD: Mr. President and Gentlemen: Before starting on this gaper, I would like to express to all of you and to your President my appreciation in being asked to come here. It is a privilege. This question of coal mine mechanization, as you all know, is a big one. It is too big a problem for any one company to handle and it is through such meetings as these, through the co-operation of the various companies throughout the United States, that we have been able to make the progress that we have made. As Mr. Herres has said, I am not going to try to tell you gentlemen anything that is going on out here, in the West. You already know that yourselves. But he has asked me to give a brief resume of the progress that mechanization has made in the eastern coal states.

Five attended the Diamond Jubilee Convention as guests of the Institute at the June 83rd Regular Meeting held in Snowmass Village. Colorado. Each received a recognition plaque and $500.00 to be used toward tuition in his junior year beginning September, 1987. Keith McGinnis. Scholarship Chairman, personally interviewed candidates at three of six colleges and universities in the program. As this is a continuing award the winners this year and those from last year will receive an additional $500.00credit toward tuition if they maintain a satisfactory academic average and are again recommended by their colleges or universities. It's my pleasure to welcome the Rocky Mountain Coal Institute to Montana. Now that you've ended a 74 year history of meeting outside our borders, I hope you'll be back more often. Even if I can't convince you to come back before 2060, when another 74 years will be up, I'm confident the Kalispell and Flathead Lake area will do the persuading for me. In recent weeks, I've made a number of speeches around the state pointing out just how wrong the revenue projections in Montana's state government made in April of '85 were when we came to April of '86. Since the middle of this month, Montana's legislators have been in Helena struggling to balance a state budget that, by the end of fiscal year '87, threatened to be some $88 million in the red. Other western states reliant on natural resource and agricultural economies have found themselves caught in the same deflationary spiral. The "window of opportunity" I proposed and the 1985 Montana Legislature passed, couldn't have been opened at a more difficult time. What was envisioned as an incentive to expand Montana's coal production, and our tax base, ran aground on low oil prices and excess hydroelectric power. De- spite the one-third severance tax rebate offered on new coal production, year-to-date figures published in the June 2nd Coal Week show that production in Montana is down almost 10 per- cent from last year. Again, we're not alone. Production in Wyoming is down 8 percent and in North Dakota, it has dropped 13 percent. An over- all 3 percent production decline in western states looks even worse when contrasted against a 12 percent increase for your eastern competitors. Montana's "window of opportunity" had the potential to be a significant signal to your industry. That potential was quickly tempered by the inability of Arab nations to stabilize world energy prices. If any of us had forgotten, the last twelve months have reminded western states that the well-being of our natural resource economies has a tremendous impact on the ability of all levels of government to provide services. The past year has also driven home that in the world of business and in the business of the world, risk-taking is still the name of the game. The Western Governors recognize the problems facing this industry - and our states - and we're prepared to fight for the future of western coal. In the past two decades, legitimate environmental concerns have created a vast body of new legislation affecting coal producers. The industry has been required to meet new reclamation standards - tough regulations relating to ground water, air quality and wildlife habitat. To the industry's credit, coal companies have hired professionals with the technical know-how to do it right. Rather than considering reclamation laws to be an unreasonable burden, today's coal company is more likely to view its reclamation efforts as a source of corporate pride. In a sense, the industry and the agencies which regulate it have matured together . . . although at times OSM is reluctant to admit that either of us capable of or willing to play by the rules. Certainly some abuses exist and OSM's oversight has been helpful in ensuring parity between those states willing to comply and those that would rather defy federal law. Nonetheless, penalizing the more modem and responsible western coal industry for abuses that occur elsewhere is both unfair and counterproductive. Federal penalties range from "cruel and unusual" reporting requirements to the proposed electricity tax that would effectively force utilities and ratepayers who have already met the sulphur emission standards to subsidize those who have dodged their cleanup responsibilities.
