PRESIDENT MOSES: Mr. Hall, can you tell us something that will help our cause? R. DAWSON HALL: I did not want to tell anything; I wanted rather to say something, if. I said anything at all, about my impressions regarding the safety of the mines in the West. We heard yesterday how terribly dangerous they were, and I think that is due to the natural conditions. It is interesting to note that many of the developments of safety, which you will find all through the country, had their origin here in the Rocky Mountain States. It has not been because the Rocky Mountain States have been negligent - though, of course, they could have been more active - but it is becaues the conditions have been such as to make accidents more numerous. Rock dusting by mechanical means was used here before any other country adopted it, let alone the United States. It is true that rock dusting was started in England; but it was by hand, as it remained with the Victor -American Fuel Company to be the first to distribute rock dust by machines, and that is to the credit of Mr. Murray, who was the man that did the original dusting in those mines. It was at Delagua, they put up shelving and put dust on it; they used the adobe, and Mr. Pryde, at Reliance, very early in the game, put dust in the Reliance Mines, and some of the dust, I believe, is there yet but they can hardly find it for the new dust. That is not all. I believe it was first in the Utah Fuel Company's mine that incombustible clay was used for stemming, and in the East, where we were in the habit of using slack entirely, that was a big advantage. Another thing that the West has originated has been the wetting of the chain in cutting. The people in Alabama took a great deal of credit for having used that very early, but not as early as Mr. Brennan did at the Hanna Mine, he having used water on the cutter bits in 1913. Another development was that the Phelps Dodge Corporation were the first people to use, I believe in the United States, storage battery locomotives for main haulage, and while they didn't go ahead with that, so far as putting in power trucks and mining machines, until just recently-I think the Consolidation Coal Company in the East managed to get ahead of them in that development,-notwith-standing, they were the earliest to use it for main haulage. When I came through this section of the country, in 1912, I think it was, I went through the mines of the Union Pacific Coal Company. I was surprised to see the extent to which fire-proofing had been carried out in that mine, with regard to non-combustible brattices and overcasts, which were of concrete; even the boxes were covered with sheet metal. They were very far ahad of us in that respect; far, far ahead of us in the East, because the East has its favorable conditions in the fact that most of the lump in the mines is more or less wet all the time. Another safety provision which has been taken by the Utah Fuel Company, was shooting from the surface. That has not spread very much in the, East, but it has been used in Oklahoma and the middle West. I think there is plenty of evidence that the Western people have been thinking for themselves, in going ahead and' establishing new standards in Safety. One of the most unusual things is this Safety Committee, permanent Safety Committee of the Rocky Mountain Coal Mining Institute, which has been endeavoring here to find out the conditions under which safety cant best be practiced. I think it is those who venture to. criticize the West that) have to show that in the East there is not the spirit which has led the Rocky Mountain region to endeavor to reduce its very terrible death rate that really exists. It has to be faced and it furnishes a cause, an incentive; for further work toward safety; but none can deny that the desire of the western mining man has been to find

Mr. Chairman and Gentlemen: I tried to get Benedict Shubart to have some fellow-some big fellow with a big voice-to read this paper for me, but he said there was nothing doing; [ ] that I would have to read it myself. I will try and not take up too much of your time. It is a pretty big subject, Mechanical Loading, and it covers a good deal of ground. I have merely touched on the high spots, as it were. A great deal has been preached and written in the last year or so about mechanical loading, and I doubt if any other subject in the mining industry has been discussed so freely and as often in the last few years. It is not the intent of this paper to dwell on the merits or demerits of any [ ] particular type of loader, that is, to say what the writer thinks is the most efficient or most inefficient machine. There are several types of loaders on the market to-day that are proving very successful in many mining districts. The coal producers of the Rocky Mountain states have led in one of America's true industry revolutions - the leaps in productivity and competitiveness that deliver coal-fired electric power to the U.S. economy at prices that are the competitive envy of the world. You are a primary reason the average price of industrial power in the U.S. - the power that creates and upholds jobs - is: ? 10 percent below the French average, where nuclear power is dominant; ? 37 percent below the average for industrialized Europe; ? 49 percent below the German average, where subsidized coal and nuclear rule; ? And 73 percent below the Japanese average where nuclear and liquified natural gas dominate. There are interests ambitious to change all of that; and they will be a subject of my remarks, some by name, rank, and affiliation. Coal-fired power plants in the Rocky Mountain states deliver some of America's lowest cost electricity; and America's coal-fired plants deliver some of the world's lowest cost electricity. Represented here in one room are producers from states that deliver more than 40 percent of America's coal and five of her top 10 producing states. You are cornerstones of America's economic strength and future growth. The theme for this meeting is "The Many Partnerships of Coal;" and, in this keynote, I'd like to offer a variation on the theme. I'd like to discuss a determined partnership that is dedicated to overturning everything you have accomplished, plus the structure of our society - very dedicated, very patient, very determined. This partnership masks itself as being in the public interest but behind the mask a political alliance of three distinct private interests can be seen: ? One is ambitious for economic reward as a right and without the trouble of effort; ? One is ambitious for economic advantage in trade without the trouble of competing; ? And one is ambitious for the power to govern people without the trouble of winning consent in elections - to change the way other people choose to live in accord with their own passionately held beliefs. The international agreement on climate is being used as an artifice to advance these interests, and the interests are making the United Nations a mechanism for achieving those objectives - for turning the screw, so to speak. The President that Americans elect this year soon will come under intense pressure from these partners to: ? First, quickly adopt policies that will raise U.S. energy prices and restrict use under the climate agreement; ? And in 1998 - if they follow their own published plans - to begin the subordination of the independence of the United States to a collective sovereignty in economic, political, legal and other matters. The Worldwatch Institute inaugurated this pressure last year with a policy monograph entitled Partnership for the Planet: An Environmental Agenda for the United Nations. This is but one indicator of the situation I ask you to consider. The pressure will increase after the election. Worldwatch is one of those intellect-oriented "public interest" groups whose work often leads to policy proposals and debate. Worldwatch gets money from the U.N. Population Fund and the MacArthur Foundation among others. And so my remarks require wading waist deep into one of the more sporting current propositions of American public policy - discussion of ambitions for and within the United Nations to achieve that which the ambitious call global governance. Since the day when one of the most progressive of our flat-head for- bears used a pry pole to loosen large rocks to crash upon the head of his, enemy, thereafter making notes of his performance on tablets of stone, the arts of mechanicalization have developed and progressed to the benefit of mankind. In the early coal pits of England the crudest of tools were wielded in the most slavish of toil to win a very small amount of product. In our own country it is but a few years since coal was hewn by negro slaves in the mines of the southland. The past thirty years have brought the use of the mining machine, power drill and locomotive, and we now stand on the brink of the coal mining era that will change the toiler of the mines into a skilled mechanic and render far more safe the winning of the fuel necessary to the nation's need. The ingenuity of our citizens has made it imperative that coal be produced at a lesser cost. Vast supplies of fuel oil have been developed; enormous resources in water power are turning the wheels of many mills and, most commendable but distressing to the coa.1 producers, the high price of coal has resulted in efforts and accomplishment in fuel economies unheard of a short five years ago. The railroads of the United States alone in 1924 accomplished more hauling with $30,000,000 less in coal bills than in 1923. The loading of coal by machines has been under investigation and trial for some time past and in an effort to have its men informed of the practice of the eastern coal fields, The Union Pacific Coal Company sent the writer through a number of states to view as many operations as possible. Notes were taken of machines and processes seen and time was spent with engineers of the various coal companies; also with the United States Bureau of Mines Engineers, particularly Mr. Edwin H. Johnson, who devoted one year to the most careful study of the mechanical loading of coal. The writer wishes, at this time, to acknowledge the helpfulness of the information acquired through contact with Mr. Johnson.

Thank you President Nielsen, and thank you ladies and gentlemen of the Rocky Mountain Coal Mining Institute. I'm glad you asked me to join you a second time. The setting here at Tamarron is splendid. A few days ago the National Coal Association held its Diamond Anniversary meeting at the Broadmoor in Colorado Springs. Although NCA is junior to this Institute in years, we do try to keep up. Our speakers looked at 1992 as the possible eve of a new era in world history - a pivotal year. It offers the opportunity to replace a dying era of war and tension with a new one of peace and prosperity built on economic cooperation and trade and, of course, energy to uphold all four - trade, cooperation, prosperity and peace. The Persian Gulf War was only a sample of what can happen to the other four if the energy isn't there. And so I especially like your theme: Energizing America With Coal. It is most pertinent. I was invited to discuss the National Energy Policy and its impact on coal and I intend to do that. But more important is coal's impact on the Nation and the world and so 1 shall discuss that as well. This year - 1992 -also will be pivotal in the Nation's politics.

MR. DAVIS: When the Secretary asked me to continue our accident experience in safety work at Dawson to cover the year just closed, I rather felt that he was asking 'a good deal, for we had said about everything that we could last year. I am not going to say very much, but in line with his request I have merely brought the figures up to date. I want to say, to start, that 1934 was, rather disappointing. It was the poorest year since 1930, as you will notice (indicates on diagram). This first column represents the accidents per thousand shifts worked. We cannot assign any real valid reason for the increase. We think we worked just as hard, but we are rather inclined to lay it onto the times; in other words, to lay it to the unrest and the changing conditions that are existent not only in this country but probably all over the world. We had twelve lost time accidents last year. As I explained last year, a lost time accident with us is an accident wherein the injured man is not able to return to his regular work, the next day-the day following the injury. So this represents (indicating) the lost time accidents per thousand shifts worked. We had one fatality in the twelve accidents which is reflected in the severity rates, which are also based upon thousand shifts worked instead of per million hours. The reason we are on the thousand shifts worked is be¬cause the Copper Branches of the Phelps-Dodge Corporation are all kept that way, and we are on the same basis for easy comparison.

Session 1 - 1 :45 p.m. June 27,1983 Session Chairman: Robert Diederich, RMCMl New Mexico Vice President MR. DIEDERICH: My name is Bob Diederich. I'm the Vice President of the Rocky Mountain Coal Mining Insitute from the state of New Mexico. I'm manager for the Navajo Mine down in Farmington, New Mexico and also project manager for a new mine that we're starling out called the LaPlata Mine in the same area. I'd like to introduce our first speaker, Tom Lien, who is the Director of Engineering, Western Division of AMAX Coal Company. He is responsible for mine engineering, environmental engineering, permitting, reclamation, planning, design and construction plant engineering, geology exploration, quality control and real estate for the western division. He joined AMAX Coal in 1980 as manager of preparation and quality control and was promoted to the present position in August of 1980. He has a BS in geological engineering from the University of Mines. He previously worked for Kennecott Copper Corporation in Hayden, Arizona from 1965 to 1970. He worked as a mine geologist, mill metallurgist, mine production and quality control engineer. Then he also worked for Kaiser Steel Corporation, Eagle Mountain Iron Ore Mine in California, 1970 to 1977. Worked as a process engineer and plant superintendent at that place. Then he was employed by Mountain States Research and Development, Tucson, Arizona, 1977 to 1980. Worked as a senior process engineer and operation superintendent. So without further ado, I'd like to introduce Tom Lien who will talk to us about in-pit coal crushing. MR. LIEN: Thank you. The official title of my paper is actually: "The Potential for In-pit Crushing and Conveying in the Powder River Basin." The Powder River Basin is one of the world's greatest coal fields and will be an important source of energy for centuries to come. About one-eighth of the total coal producing in the United States comes from the Powder River Basin, and 80% of that production came out of Campbell County, Wyoming last year. The growth potential for this region is projected to be enormous. New technology as well as existing technology will make this region competitive in the decades ahead. Understanding the current status of the Powder River Basin, both the mines and the possible methods for changing the means of material movements within the mines is the subject of this paper. Each mine is unique and must be addressed specifically with respect to the application of new and innovative technology. There have been many articles written in the recent mining journals on in-pit crushing and conveying applications, including costs which are very interesting, enlightening and I recommend it to any company considering such installations. To give a general setting, coal production in the United States for 1982 was about 800,000.000 tons. This production came principally from six regions, the Applachian fields of the eastern states where bituminous and anthracite coals have been mined for almost three centuries, the Midwest located in the upper Mississippi Valley are often typified by huge dragline operations of which AMAX Coal has three right now, the Gulf Coast lignites. feeding mine-mouth power plants, the vast bituminous and sub-bituminous departments of the four-comer states of Arizona, New Mexico, Colorado, and Utah and finally the Northern Great Plains lignite fields currently being developed and the sub-bituminous fields of Wyoming and Montana including the Powder River Basin. The Powder River Basin is located in northeastern Wyoming and southeastern Montana. It is the darker brown right in the center of the photograph. It covers about 18,000 square miles. It's about 200 miles north to south and 90 miles east to west. The shallowest coal beds are on the east, north and northwest edges of the basin with deeper coal beds toward the center in the same kind of relationship. There are about one trillion tons of coal in the Powder River Basin, that's the one with 12 zeros after it. A little bit there. It's distributed in many, many seams at varying depths to the current topography. In 1982 about 100,000,000 tons of coal were mined from this basin and 81,000,000 tons came out of Campbell County, Wyoming. The mines that are shown in this picture are basically the mines around the basin edge. The principal area that I'll be talking about is the eastern edge down where it shows Gillette and Campbell County. Geologically the Powder River Basin is the Fort Union formation. The most productive seam is called the Wyodak or Smith-Roland or the Anderson-Canyon, depending upon where you're located. There is about 75 billion tons of coal in the Wyodak of which about 23 billion are considered surface minable today. the coal is Paleocene in age, about 40,000,000 years old. It was once an old Delta region very much like the Mississippi River delta is today. During the 100,000 years that this deposit was formed peat accumulated to a thickness of about 365 feet. It was later buried and turned into sub-bituminous coal. All of the coal mined in the basin is for the electric utility industry. This coal has a typical BTU content of about 8,300 plus or minus about 4,500 BTUs. Sulfur coal is generally less than'/ %, thereby making this coal compliance coal in terms of sulfur dioxide emissions, 1.2 pounds of sulfur dioxide per million

The Wednesday morning session was called to order by President Lewis at 9:00 am, He called on Bob Wilson to conduct the business meeting. In the absence of any of the Auditing Committee, the treasurer's report, which had previously been examined by them was read. He asked for a motion of approval. It was made, granted and approved. The Resolution Committee was called on to make its report. Mr. Shirl McArthur read the following report: (1) "WHEREAS, the Pneumoconiosis or Black Lung provisions of the Federal Coal Mine Health and Safety Act which have been construed and administered largely as a welfare program rather than as just compensation for occupational disease has resulted in enormous expenditures and commitments from the Federal Treasury, WHEREAS, the imposition of the full cost of future welfare oriented black lung awards on coal operators without regard to workmen's compensation standards and without due process in granting benefits is grossly unfair and discriminatory to the coal operator and places an undue burden on the present cost of coal,
